Record profits for Boskalis Dutch dredging contractor Royal Boskalis Westminster says it expects net profit for the year to increase by approximately 60 per cent to a record level of at least €100 million (net profit 2005: €62.7 million). In August, at the announcement of the half year results, the Board of Management expected a net profit increase of at least 30 per cent. Turnover in 2006 is expected to increase by at least 10 per cent compared to last year (turnover in 2005: €1,156 million). In addition, fleet utilization in 2006 has been better than 2005, mainly due to higher utilisation of large hopper dredgers. At the General Meeting of Shareholders in Boskalis on May 9th 2007 the Supervisory Board proposes to appoint Mr C van Woudenberg as a member of the Supervisory Board. Mr Van Woudenberg is Executive Vice President Internal Control & Internal Audit with Air France-KLM.

The U.S. Coast Guard has announced its decision to withdraw a Notice of Proposed Rulemaking to establish 34 safety zones for live-fire training on the Great Lakes. The decision follows internal review, meetings with many community leaders, as well as nine public meetings, and numerous comments from the public and their elected representatives. "The Coast Guard appreciates the thoughtful comments we received and we will work with the public to ensure the Coast Guard can meet any threat to public safety or security. We are committed to addressing the concerns that training be safe, preserve the diverse uses of the Lakes, and protect the environment," said Rear Adm. John E. Crowley, Jr., commander of the Ninth Coast Guard District. "As a native son of the region I take the Coast Guard's role as guardians of the Great Lakes very seriously. The Great Lakes are one of the nation's most precious resources. The current NPRM is unsatisfactory and I will take the time to get this right. We will not conduct live-fire training on the Great Lakes to satisfy non-emergency training requirements unless we publish a rule, and I intend to reconsider the number, frequency of use, and location of water training areas as well as other concerns raised by the public. I am also committed to pursuing environmentally-friendly alternatives to the lead ammunition we currently use."

Hidden Worker Not To Be Prosecuted An oil worker found stowed away on his own ship after a two-day search and rescue mission is not to be prosecuted. Christopher McGonigle was missing presumed drowned after vanishing from a dive support vessel in the North Sea. For almost two days it was feared the 35-year-old had fallen from "DSND Pelican". Helicopters and ships scoured the Blane field, 140 miles east of Aberdeen. Crew thought they had fully searched the Pelican. But the missing man was found late on Sunday holed up behind a roof panel with a supply of food and drink. McGonigle's family yesterday hailed the news of his being alive as "a miracle". The remotely operated vehicle controller had been lying injured behind the bulkhead in a storeroom. Colleagues training in a neighboring gym heard a noise and went to investigate. McGonigle had a broken leg and back injuries but should make a full recovery. He was flown to Aberdeen Royal Infirmary where he told staff he felt as if he had been "trampled by a horse". Grampian Police, who had been set to fly out to the vessel to probe his disappearance, were waiting to interview him. Detective Chief Inspector Mark Cooper said there was "no criminal aspect" to the incident and inquiries were over. But McGonigle's bosses at Aberdeen's Subsea 7 will also seek an explanation for the baffling episode. A spokesman said: "Where the guy hid was particularly inaccessible. The boat was searched exhaustively on a number of occasions. "It will be a while before we can have a conversation with him to try to establish exactly what his reasons were."

Master cleared in whale clash probe A Japanese ferry captain has been cleared of any responsibility for a collision with a whale that injured passengers last March. A Marine accident inquiry has taken no action against Hitoshi Ogawa, 39, master of the 160-gt Beetle (built 1991) high-speed hydrofoil, operated by JR Kyushu Jet Ferry.

The vessel collided with a whale in the Tsushima Strait between Japan and South Korea, injuring six passengers. The decision by Moji Marine Accident Inquiry Agency is equivalent to a not-guilty verdict in a criminal trial, Kyodo News reported. The agency ruled that many of the passengers had ignored an announcement to fasten seat belts. It added that the accident might have been avoided if JR Kyushu Jet Ferry had instructed the skipper to slow down in waters where a number of whales had been spotted, and strictly urged passengers to fasten seat belts. Beetle was heading to Hakata in Fukuoka from South Korea's

Busan. A total of 90 passengers and seven crew members were on the ship at the time.

Faultless at fault? Two Greek controlled tankers are heading for repair after sustaining steel damage in a weekend collision at an anchorage off Fujairah. either the 301,000-dwt Universal Brave (built 1997) nor the 160,000-dwt Faultless (built 1992) is seriously damaged and as both vessels were in ballast no pollution has ensued. The Universal Brave controlled by George Economou’s Cardiff Marine was at anchorage waiting to load a cargo tomorrow when the port quarter was struck by Top Tankers Faultless, which was maneuvering to leave after discharging a cargo. Management of both companies say the damage is not so serious but will necessitate repair yard visits. The Universal Brave will be unable to carry out the cargo delivery the vessel was fixed for and as Cardiff Marine does not have another vessel available the charterer will have to make alternative arrangements, safety and quality manager George Bogris tells TradeWinds. Andreas Louka of Top Tankers described damage to the Faultless as very minor. Both vessels have been inspected by classification society surveyors and passed as fit to sail for repair. The Universal Brave’s hull insurance is led by the Axa of France with Gard providing protection and indemnity cover. The Faultless has P&I cover from the UK Club.

Ship captain, crew jailed for bid to smuggle diesel

The Fujairah Criminal Court has ordered that the captain of a vessel and two of his crew members be deported after serving a jail term for attempting to smuggle diesel barrels into the country from Iran. The court also slapped on the captain a fine of Dh10,000 for trying to sell 80 barrels of diesel in Fujairah after its price hike in the UAE. Court records show that the police received reports that a naval patrol of the Coastal Guards and Frontiers Department caught a glimpse of a wooden dhow.

On inspection, the personnel found a cargo of oil products on board. The captain and the crew members were referred to the public prosecution. The court sentenced each of them to a month in jail to be followed by deportation.

SERIAL DETAINEE HELD AGAIN IN UK A HONDURAN-flag products tanker which had been detained nine times in eight years, twice while under its current manager, was held once more by the UK Maritime & Coastguard Agency (MCA) when it called in Belfast in November. The 36-year old Archon was among nine under detention in UK ports during November after failing Port State Control (PSC) safety inspection. Two bulk carriers, six general cargo vessels and one tanker were detained in November. One vessel was registered with a flag state listed on the Paris MOU black list, four were registered with states on the grey list and four were registered with states on the white list. The 3,322 dwt Archon was detained in Belfast with over 50 deficiencies, 20 of which were detainable, including 3 ISM major non-conformities (maintenance of ship and equipment, emergency preparedness and resources and personnel). It was held for five days. According to the MCA detainable deficiencies included main engine air control not operating properly, liferaft not properly stowed, crew unable to demonstrate functioning oily water separator, bow thrust space full of oily water, cover damaged and no securing nuts, forepeak tank lid not bolted, lifeboat sails damaged, medical equipment out of date, stern light obscured, and three ISM major non-conformities: maintenance of ship and equipment not according to SMS, emergency preparedness and resources and personnel.

US ship decked with festive trees EIGHT decorated cedar trees are brightening up the decks of the aircraft carrier USS Dwight D Eisenhower (Ike), currently patrolling the Gulf, this Christmas. Sailors aboard the Nimitz-class warship, one of the largest in the world, received the natural Christmas trees from Indiana, US-based tree farmers as part of the Trees for Troops programme. "I received an email from Fifth Fleet's chaplain in Bahrain that said there were 20 trees donated from Trees for Troops," said Ike command chaplain Commander John Maurice. "I then contacted the supply officer, so we could decide on the amount of trees we would like to request." He then co-ordinated the delivery of eight Christmas trees. The Christmas trees were set up on the mess decks and decorated by ship crewmembers to bring a sense of home to Ike. The warship, with about 5,000 people on board, departed its homeport of Norfolk, Virginia, in October with the Eisenhower Carrier Strike Group on a regularly scheduled deployment in support of maritime security operations. The Christmas trees delivery was one of the first of numerous scheduled deliveries that will ultimately ship more than 200 trees to American service members stationed throughout the US Naval Forces Central Command's area of responsibility.

Korean Yards Sitting Pretty Korean shipbuilders hold the world's top five spots in order backlog. London-based shipbroker Clarkson said the world's biggest shipyard Hyundai Heavy Industries retained the top spot last month, with an order backlog of 13.47 million compensated gross tons. Samsung Heavy Industries ranked second with 9.23 million CGTs, followed by Daewoo Shipbuilding & Marine Engineering with 7.6 million CGTs. Order backlog refers to received orders that have begun processing. Two Chinese shipbuilders and one Japanese were also ranked among the global top 10. The Korea Shipbuilders Association said, however, that Korea's focus on high value-added ships like LNG carriers will make it tough for its Asian competitors to catch up.

ABG Shipyard bags option from Vroon ABG Shipyard in India has secured an option contract for a 78m Diving Support Vessel from Vroon Offshore of Netherlands. The company is already building two vessels for Vroon Offshore.

Keppel Verolme to build decommissioning heavy lifter

Keppel Verolme BV has secured a EUR140 million (US$591 million) contract to build a floating heavy lifter for the decommissioning of offshore structures. The contract provides for additional work on the vessel that could potentially increase the contract value by another EUR24 million. The order for this first-in-the-world heavy lifter of its class was awarded by MPU Offshore Lift ASA (MPU), a subsidiary of the Norwegian design and development company MPU Enterprise AS. This semi submersible platform is expected to be completed by early

2009. Developed by MPU, the MPU (Multi Purpose Unit) Heavy Lifter distinguishes itself from other removal vessel designs by its use of concrete technology which gives the heavy lifter greater robustness and less motion on the sea. Other differentiating factors are the cost-effectiveness in the construction and operation of the platform, and as well as additional capabilities. The heavy lifter may also be used for installing topsides and jackets.

Keppel Verolme will execute the marine outfitting works and build the accommodation block as well as fabricate and carry out steelwork and install equipment for lifting topsides and jackets. It will also lease its facilities for the construction of the concrete substructure by the owner's appointed civil contractor. Mr Harold Linssen, Managing Director of Keppel Verolme, said, "We are glad to be entrusted with the task of building this multi-purpose heavy lifter for MPU, primarily to support the decommissioning of redundant platforms in removing topsides and steel jackets.

"The project is the result of four years of partnership with them in developing an innovative, safer, robust and cost-efficient single lift solution for the lifting operations required to remove oil and gas platforms in the North Sea and globally." Decommissioning is required when an operational rig reaches the end of its productive life or when a reservoir is depleted. With the design life of most of world's platforms putting their retirement at 20 to 25 years, the market for decommissioning will only grow with time. The process of decommissioning includes engineering and planning for the plugging and abandonment of wells, the removal of platforms and the cleaning out of hydrocarbons and other contaminants from lines, tanks and equipment. One of the world's largest decommissioning projects is the Ekofisk project, in the North Sea. Contracting work on this project has already started for the removal of more than 10 platforms planned to go by 2013. Mr Linssen commented, "Decommissioning in the North Sea is a very new market. In this segment of the offshore market, one of the challenges has been to come up with new lifting techniques which can perform the tasks quicker, safer and at less cost." For MPU. the contract concludes an eight year period, of conceptual development, model tank testing, design and verifications. "The response from the market, potential clients and the investors has been very enthusiastic, and we are now looking forward to seeing the vessel ready for operation in 2009 as there is a great demand for new lifting capacity in the offshore decommissioning and installation market," said Mr. Kolbjorn Hoyland, CEO of MPU Offshore Lift ASA. MPU Offshore Lift ASA is a single purpose company established by the design and development company MPU Enterprise AS. In a separate announcement, MPU Enterprise reported today that Solstad Offshore ASA, has decided to enter into an industrial and financial cooperation agreement with MPU Offshore Lift ASA to build the the MPU Heavy Lifter, Solstad Offshore ASA will invest NOK130 million (US$21 million) in MPU Offshore Lift ASA. MPU Offshore Heavy Lift will "in the nearest future" raise approx. NOK450 million (US$73 million) in further funding through an equity issue and NOK715 million (US$115 million) in the bond market. The final structure of the overall financing will be announced in 2007.

Shreyas Takes Delivery of Container Vessel Shreyas Shipping & Logistics Company has taken the delivery of the Independent Spirit of 1,300 Teu capacity, built in 1991, on December 15, 2006. The purchase of Independent Spirit will enable the company to enhance the fleet capacity to meet the growth in its logistics business. Shreyas Shipping & Logistics is a container feeder shipping company in India. The company has six ships, out of which four ships, OEL Aishwarya, Orient Independence, OEL Patriot and OEL Victory are deployed in west coast Colombo, coastal and Shreyas India Pakistan (SIP)

MEARSK signs contract for four Anchor Handling Tug Supply vessels

Maersk Supply Service has signed a contract for building of four multipurpose anchor handling tug supply vessels from Volkswerft Stralsund, Germany. The four vessels will be upgraded and updated sister vessels to the A-class AHTS previously delivered to us from Volkswerft. The vessels will be delivered from July 2009. As part of the contract, Maersk Supply Service has options for an additional two vessels. The above mentioned vessels will join the current Maersk Supply Service fleet of 57 vessels in operation and 12 new buildings on order.

Koninklijke Dirkzwager tekent contract met Douane en Zeehavenpolitie

Op 6 december j.l. heeft Koninklijke Dirkzwager een contract getekend met de Douane en de Zeehavenpolitie voor de levering als "Preferred supplier" van o.a. actuele scheepsinformatie ten behoeve van het Maritime Centre of Intelligence. Dit zogenoemde Centre is een samenwerkingsverband tussen de drie bedrijven met als uiteindelijk doel de werkzaamheden in de Rotterdamse haven efficiënter en nog meer gestructureerd uit te voeren. De controles moeten leiden tot een beter inzicht in de criminaliteitspatronen en doelmatige risicoanalyses van schepen en landen van herkomst. Het contract werd ondertekend door Ton Groenendijk, Douane Rotterdam, Jan Struijs, plaatsvervangend diensthoofd Zeehavenpolitie Rotterdam-Rijnmond en Frans van Hoorn, algemeen directeur Koninklijke Dirkzwager. Voor Koninklijke Dirkzwager is de ondertekening van dit contract een logische stap in haar rol als "The Maritime Information & Service Provider" in de maritiem-logistieke markt.

NEW FERRY ON THE TYNE THE new Spirit of the Tyne ferry docked at South Shields last night after a two-day journey from the south coast. The £1.9m ferry was towed by tug from VT Halmatic shipyard in Portchester, Hampshire. Her arrival on the Tyne was delayed by more than two weeks because of bad weather, but a clear spell allowed her to leave the English Channel on Saturday.

She slipped into the Tyne just after midnight and is now moored at South Shields Ferry Landing. Workers from VT Halmatic will strip the ferry of her sea-going protection before final trials on the Tyne ahead of her handover to Nexus. She will then undergo three months of intensive crew training before entering service in the spring.

KWAZULU-NATAL SIGNS HISTORIC MOU WITH OMAN

KwaZulu-Natal received another economic injection today when Ithala Development Finance Corporation Limited, the Province’s development agency, signs a Memorandum of Understanding with the Sohar Industrial Port Company and the Oman Centre for Investment Promotion and Export Development. The signing of the Memorandum of Understanding follows a visit to KwaZulu-Natal by HE Maqbool Bin Ali Sultan, the Omani Minister of Commerce and Industry, in November, during which he and a delegation from the Sultanate of Oman were hosted by KwaZulu-Natal MEC for Finance and Economic Development, Dr Zweli Mkhize. Dr Mkhize and HE Maqbool held a bilateral meeting aimed at strengthening the relationship between the two regions in order to heighten economic activity between KwaZulu-Natal and Oman. South Africa and the Sultanate of Oman already enjoy good political relations and both Dr Mkhize and HE Maqbool expressed a keenness to expand on this. Coupled with the expansion of the Durban and Richards Bay harbours and the development of the Port of Sohar in Oman, Dr Mkhize said: “A natural trade link already exists between our two regions and we must all take full advantage of this market because Oman is also the gateway to the rest of the Gulf States”. In essence, the Memorandum of Understanding commits the parties to effectively promote trade between KwaZulu-Natal, South Africa and Oman. To achieve this, the viability of establishing trade hubs in Sohar, Durban and Richards Bay will be explored to facilitate trade between the SADC region and the Gulf Co-operation Council States (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates). It is envisaged that the Port of Sohar and KwaZulu-Natal will form the gateway for this trade. The agreement further commits the parties to setting up a task team comprising Ithala, Trade and Investment KZN, Sohar Industrial Port Company, and the Oman Centre for Investment Promotion and Export Development, with key private sector players being co-opted onto the task team as and when the need arises. Within the next two months, priority projects that can be used as a pilot for the programme will be identified and an appropriate corporate entity, jointly owned by South Africans and Omani’s, will be established to acquire land in the Port of Sohar Special Economic Zone for the purposes of setting up the trade hub in Oman. Commenting prior to the signing, Chief Executive for Ithala, Sipho Nyembezi stated “The organisation’s strategic intent to drive empowerment through the financing and facilitation of economic development solutions plays a major role in our quest to close the gap between the highly developed and survivalist economies and we see this initiative as another economic growth catalyst that cements the Provincial Government’s Growth and Development strategy”. Chief Executive for the Sohar Industrial Port Company, Jan Meijer, added “The drive by the Government of Oman to further the economic relations between South Africa and Oman is given further impetus by the signing of such an important MOU for Sohar”.

C&M Acquires Multi-purpose Support Vessel Following a successful management buy-out, C&M is investing $100 million in the purchase and conversion of a multi-purpose support vessel capable of operating anywhere-in-the-world. The 'Ice Maiden', formerly the MV Paardeberg a 14,000-tonne Russian Class AAA ice-breaker, is almost as long as two football pitches. The vessel is currently in the Atlantic Marine Shipyard in Mobile, Alabama, where C&M Marine Services is converting her into a multi-purpose construction vessel with fixed accommodation for 400 people. She will become the first mono-hull flotel to work in the North Sea. Acquiring our own vessel was the logical next step for C&M," says group operations director, David Kellas. "We have been successfully providing temporary living quarters solutions to the major operators for some time now. On Shell's Bonga project and BP's Thunder Horse project we arranged the bare boat charter of a vessel and then converted this into a flotel by adding purpose-built accommodation modules capable of accommodating up to 400 people.

"When fully-refurbished the Ice Maiden will be able to transport and accommodate a workforce of up to 400. Her ice-breaking capabilities and temperature controlled workshops mean that she will be capable of operating in some of the harshest climates, including the Arctic Circle, where it is reported that over 30% of the world's remaining hydrocarbons are located." In a report commissioned by C&M Marine Services, Seabrokers stated that there is growing exploration and production activity within Arctic waters, confirmed by the development of such fields as Shtokman, Obskaya, Tazovsskaya Bay and Sakhalin Island. At present there are no vessels with the capability to operate for more than four or five months per year in these waters. The Ice Maiden with a 45cm thick hull has the ability to cut through ice over one meter thick, whilst cruising at 1.5 knots. Kellas adds: "Given these remarkable capabilities, the Ice Maiden will significantly increase the window of opportunity for companies operating within Arctic regions." The Ice Maiden, formerly MV Paardeberg, was built for the Russian Navy in 1991. She is 167 meters long with a 23 meter beam and has four 25 tonne capacity cranes and heli-deck with a heated hanger and refueling capabilities. C&M Marines Services expect to complete the conversion in the next five months so that the vessel will be on station in the North Sea towards the end of May 2007. Kellas adds: "Not only will the Ice Maiden be a unique multi-purpose support vessel with ice-breaking capabilities, she will also be a showcase for the whole range of services C&M provides including highly sophisticated communications, fibre optics, digital CCTV, passenger on board control systems, special cabling and all HVAC and PA equipment." C&M Marine Services hopes to announce its first long-term charter for the Ice Maiden with a major operator early in the New Year. The company, which is aiming to become one of Scotland's largest marine engineering companies and a global market leader, was subject to a management buy-out last month. Backers Lime Rock Partners committed $90 million to fund the MBO and provide capital for future investment.

Maersk Sealand quits Pacific shipping cartel An association that recommends what Pacific maritime shippers should charge has lost a member -- the single largest cargo shipping line in the world. Maersk Sealand said Tuesday that in one month it will resign from the Transpacific Stabilization Agreement, which recommends tran-Pacific cargo rates. Even without Maersk Sealand, the Transpacific Stabilization Agreement represents more than a dozen lines that haul more than two thirds of container traffic from the Asia-Pacific region to the United States. But Maersk Sealand alone hauls 9 percent of container traffic by sea in Northeast Asia, the Journal of Commerce reported. Pacific maritime cargo rates were once set by an organization called the Asia North America Eastbound Rate Agreement that had antitrust immunity. In 1998, U.S. law was changed to allow lines to privately negotiate their own contracts with shippers. The Asia North America Eastbound Rate Agreement gave way to the Transpacific Stabilization Agreement, which is similar but has only advisory responsibilities. It can't impose rates on anyone. Instead, it seeks consensus. Maersk Sealand said it has decided that it cannot respond quickly enough to customer needs as a member of an association that takes months to reach consensus on rates and changes its recommendations only once a year. Maersk is a Danish shipping line. Sealand, formed a generation ago by the Chesapeake & Ohio Railway, was the pioneer of container shipping, in which huge boxes filled with cargo can be hoisted off ships and onto railroad flatcars or flatbed truck trailers. As C&O merged with other railroads and grew to become CSX Transportation, it focused less

TNO en Vereniging Holland Marine Equipment (HME) gaan nauwer samenwerken op het gebied van kennisoverdracht en innovatie. De samenwerking is met name gericht op het Midden en Kleinbedrijf in de maritieme industrie. TNO en HME willen met het kennisconvenant enerzijds de bij TNO aanwezige kennis beter benutten en anderzijds het bedrijfsleven stimuleren met nieuwe projecten te komen. De overeenkomst is gebaseerd op het reeds bestaande innovatieprogramma ‘COMPOSITIE’. In dit programma worden bijeenkomsten georganiseerd, die betrekking hebben op technische onderwerpen in de maritieme cluster. Doelstelling is om de COMpetitieve POSITIE van de bedrijfstak te versterken. Dit wordt bewerkstelligd door complementaire bedrijven met elkaar in contact te brengen, waardoor zij gezamenlijk sterker staan op de internationale maritieme markt. Door de kennisimpuls van TNO ontstaat er een sterke kenniscombinatie, die vooruitloopt op het Maritiem Innovatie Programma, dat de maritieme maakindustrie en de offshore samen met Stichting Nederland Maritiem Land en het MKC hebben opgesteld en ingediend bij het Ministerie van Economische Zaken.

CMA CGM launches a new service between Europe, India and Pakistan

CMA CGM is pleased to announce its new EPIC II service between Europe, India and Pakistan. The new service will boost container traffic on its existing EPIC route. This new weekly service, in respect of which six 2,475-teu vessels are to be deployed, will provide wider coverage of Northern Europe, adding Le Havre and Rotterdam on its route. It will provide a direct link between Northern Europe and Alexandria, shorten transit times between India and the Benelux countries, Malta and the UK and operate the only direct commercial shipping line from Le Havre to India and Pakistan. The ships will rotate between the ports of Felixstowe, Rotterdam, Hamburg, Le Havre, Alexandria, Port Qasim, Mundra and Nhava Sheva with competitive transit times (12 days between Felixstowe and Alexandria, 15 days between Le Havre and Port Qasim). Westbound vessels on CMA CGM’s existing EPIC service will be slightly rerouted: Port Qasim will now be served by EPIC II vessels while Damiette will be added to directly supply the Egyptian market. Henceforth, the new EPIC route will be: Jebel Ali, Mundra, Nhava Sheva, Damiette, Malta, Tilbury, Hamburg and Antwerp. EPIC II and its complementary EPIC service are innovations for the Indian subcontinent. They will enable CMA CGM to meet the growing demand for container vessel traffic in this part of the world and to strengthen its position on adjoining markets such as Egypt and the Eastern Mediterranean. These changes will come into effect by the end of December. CMA CGM will then operate 2 highly competitive weekly services from India to Northern Europe, improving its coverage of the Benelux countries and directly linking up with container feeders in the North of the UK.

in röntgenapparaat Op de luchthaven van Los Angeles heeft een vrouw per ongeluk haar kleinzoon van een maand oud in het röntgenapparaat gezet waarmee de handbagage van passagiers wordt onderzocht. Dat hebben de luchthavenautoriteiten van Los Angeles gezegd. Een beveiligingsbeambte herkende zaterdag op zijn monitor de vorm van een kindje en trok de baby direct uit het apparaat, meldde de krant Los Angeles Times woensdag. Het kind werd vervolgens naar een ziekenhuis gebracht, waar bleek dat het niet aan een gevaarlijke hoeveelheid straling was blootgesteld. Volgens de autoriteiten gaat het om een "onschuldige vergissing" van een onervaren reiziger.
