E. Status of Roads and Bridges – Tab F/Flooded Areas� As per report of DPWH, 20 road sections and 8 bridges are still impassable

as of October 22, 2009 due to series of slides, scoured and washed out bridge approach, road cuts and scoured slopes protection

Road sections – 12 sections in CAR, 5 in Region I, 3 in Region III. Marcos Highway is passable to all types of vehicles, Kennon and Naguillan Roads are passable only to light vehicles

� Floodwater have subsided in Paniqui, Tarlac while 30 barangays in Region III (20 in Calumpit and 4 in Hagonoy, Bulacan; 6 in Masantol, Pampanga) remains to be under 1 to 1.5 ft floodwater

II. HUMANITARIAN RESPONSE A. Food and NFIs

� DSWD provided PhP37.56 Million worth of relief augmentation support/ assistance consisting of food (rice, canned goods, biscuits) and non food items (mats, blankets and clothing) to DSWD Field Offices and processing release of PhP15.5 M as additional stand-by funds for the purchase of relief commodities and other purposes for the on-going disaster operations: DSWD CAR (PhP 2M), I (PhP 3M), II (PhP 2M), III (PhP 5M), IV-A (PhP 2M), IV-B(PhP 0.5M) and V(PhP 1M)

� Air logistics support for the transport of food and NFIs to Regions II and CAR was provided by the PAF–AFP and UNHAS helicopter sorties of UN-WFP

� The airlifting of relief supplies have supported the unserved families in the inaccessible areas in the Islands of Calayan and Fuga, Aparri, both in the Provinces of Cagayan in Region II; and Kibungan and Mankayan, province of Benguet

B. Education � 1,232 schools were damaged in CAR, I, II, III and V: 1,016 elementary and

242 secondary amounting to PhP 482 Million including instructional materials and school equipment

� Schools used as evacuation centers reduced from 37 to 3 housing 38 IDPs C. Shelter

� Rotary International delivered 150 units of shelter box in La Trinidad, Benguet � PMA provided 2 units KM 450 trucks to deliver 25 units of tents to Itogon,

Benguet D. Early Recovery

� Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on the President’s directive

� Housing and Urban Development Coordinating Council (HUDCC) conducted an inventory of relocation sites and noted that there was not much need for relocation of people in Pangasinan and La Union, HUDCC reported that there are 223 houses in Tuba, Benguet that can be used for a housing project, Department of Agriculture (DAR) has available lands for resettlement

� PAGIBIG allocated PhP 3 Billion for Calamity loan and housing repair loan � DOLE is undertaking project proposal evaluation for emergency employment

of displaced workers and for more permanent long-term livelihood projects� A Department of Agriculture lot located at Marcos Highway was identified as

the relocation site for displaced families in Baguio City

E. Logistics 1. SAR and Evacuation

� As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, DPWH, and US, they were able to rescue/evacuate 168,269 families and 836,561 persons – Tabs G-1 and G-2

2. Airlift/Relief Operations � For the period 04 to 18 October 2009, one (1) C-130, two (2) F-27, one (1)

UN Chopper, one (1) Ml-171 and one (1) UN 20-Footer Transport Truck transported a total of 516,068 lbs of relief goods (185 sorties and 1 hauling) to regions CAR (Abra, Apayao, Benguet, Mt. Province), I (La Union, Ilocos Norte, Pangasinan) and II (Isabela, Cagayan) (Tab G-3)

� Lingap Luzon Disaster Response donated 6 tons of relief goods which was transported to affected areas by a UN helicopter

� One (1) unit US helicopter assisted CRDCC in airlifting relief goods in isolated areas in the municipalities of Mankayan, Bakun, and Kibungan in Benguet Province

� Three (3) container vans of food and non-food items of DSWD CO arrived at Wallace, La Union (designating staging area) and the goods were transported to BSU staging area through UN Heli, 5 M35 trucks from PMA and 503rd

3. Clearing Operations

� BFP accomplishment from 26 September to 22 October in terms of flushing of roads/building structures, water rationing, drainage and siphoning of flooded areas in Regions I, II, III, IV-A, IV-B, V, CAR and NCR:

� A total of 885,039 families / 4,342,997 persons were affected in 1,915 barangays, 171 municipalities, 16 cities of 26 provinces by Tropical Storm “Ondoy” in Regions I, II, III, IV-A, IV-B, V, VI, IX, XII, ARMM, CAR and NCR

� The number of evacuees decreased from 40,287 families / 190,027 persons inside 401 evacuation centers to 36,272 families / 169,915 persons inside 376 evacuation centers

B. Casualties – � Casualty remains at 1,030 broken down as follows: 464 Dead, 529 Injured and

37 MissingC. Damages � Estimated cost of damage to infrastructure and agriculture amounted to

PhP 11.210 Billion (PhP 4.444 Billion – Infrastructure; PhP 6.766 Billion – Agriculture)

� A total of 153,505 houses were damaged (26,382 totally / 127,123 partially)

D. Cost of Assistance � Cost of assistance is PhP121,304,031: NDCC (PhP22,493,125); DSWD (PhP

34,786,396); DOH (PhP 23,832,408); LGUs (PhP 23,143,222); and NGOs/GOs (PhP 17,048,879) – Tab L

� NDCC Rice Assistance - 24,750 sacks of rice have been distributed by NDCC to Regions III (4,650), IV-A (11,200), IV-B (1,000), X (200) and NCR (7,700)

� The UN Flash Appeal for US$74 M to support government efforts to address the humanitarian needs of those affected has so far attracted $20.2M in funding – 27.3 percent of the total amount requested (Tab O)

II. HUMANITARIAN UPDATES A. Food and NFIs � DSWD provided PhP34.79 Million worth of relief goods in the form of food

(rice, bread, canned goods, noodles, etc) and non-food items (mats, blankets, clothing, water jugs, etc) and allocated stand-by funds to DSWD FOs NCR, CAR, I, II, III, IV-A, IV-B, V, VI, IX, XII, NROC/CO in the total amount of PhP 142,571,721 (PhP 23,468,972 stand-by funds and PhP 119,102,749 worth of food and non-food items); received a total of PhP 232.61 Million worth of donations (in kind- PhP 128.97 M, and in cash PhP103.64 M)

� PAGCOR has distributed 11,144 relief packs in Pasig City, Laguna, Rizal, Pampanga, and Nueva Ecija

� International Committee of the Red Cross (ICRC) has allocated USD 30,000 and 3,000 essential household kits to the PNRC to support its relief operations. Each kit contains kitchen sets, tarpaulins, blankets, jerry cans, plastic basins, buckets, mosquito nets, and hygienic items

B. WASH, Health, Nutrition & Psychosocial Services � DOH extended medical, psychosocial, immunization, WASH, and nutrition

services to 73,098 individuals in NCR and Regions III and IV-A. FromSeptember 27 to October 18, 2009, there were 372 teams deployed (208medical, 32 psychosocial, 37 WASH, 5 nutrition, 65 public health,14 assessment, 7 international and 4 disease surveillance); 1,906 personnel deployed and 496 sites visited. As of October 13, 2009, conducted disease surveillance in 20 hospitals in Metro Manila and the following cases were monitored: 227 Leptospirosis (194 adult and 33 pedia); 134 Dengue Hemorrhagic Fever (12 adult and 122 pedia); 97 cholera (1 adult and 96 pedia); and 1 typhoid fever (adult). Diseases surveillance is still on-going

� Health services provided by CHD NCR, III and IV-A: Medical - acute and ambulatory care to 16,136 patients and 42 referrals to

hospitals Psychosocial - individuals given psychosocial interventions – 3,797 Public Health - measles immunization to 19,779 persons and vitamin A

supplementation to children under 5 years old - 21,696 Water Sanitation and Hygiene – 194 Microbiological testing of water

sources 227 portalets distributed; and 661 toilet facilities inspected

Nutrition - Nutritional assessment (children and pregnant patients) - 63,098 Nutritional counselling and advocacy (for pregnant and lactating

patients - 10,000

� CHD III, NCR and IV-A reported that the top mortalities were drowning, Asphyxia 2nd, injuries, electrocution and hearth attack due to panic while the top morbidities were acute respiratory tract infection, skin infection/wounds, fibrile illness and pneumonia. CHD II intensified information dissemination especially on areas with cases of leptospirosis

� Needs: Handwashing facilities and disinfection of the area in Camp Bagong Diwa Covered Court in Brgy Bagong Bayan, Cayetano Sports Complex in Taguig and Pasig Elementary School in Pasig City

� CHD–NCR provided prophylaxis to 1,287 individuals in Malanday, Tumana, Nangka, and Concepcion Uno, Marikina

� DOH started providing prophylaxis for leptospirosis to evacuees in Region I, III and IV-A

� DOH to provide prophylaxis for leptospirosis to search and rescue (military/PNP/BFP/Coast Guard); and health emergency responders

� CHD III – intensified information dissemination in areas with cases of leptospirosis

� DSWD engaged partnership with Habitat for Humanity Philippines Foundation (HHPF) incorporated for the installation of communal toilets in the evacuation centers in the cities of Marikina, Quezon, Muntinlupa and Pasig

Maynilad � As of 21 October, Maynilad has restored water supply to 99% of its customers

in the West Zone (Manila; portions of San Andres and Sta. Ana; certain parts of Quezon City; certain parts of Makati City-west of the South Super Highway; cities of Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon; also included in the West Zone are Cavite City, towns of Bacoor, Imus, Kawit, Noveleta and Rosario, all in Cavite Province)

� All pumping stations and reservoirs are operational except for the pumping station in R. Valenzuela in Valenzuela City; the water treatment plant; and five (5) deepwells in Putatan, Muntinlupa

� Pumping station in Valenzuela City and water treatment plant in Putatan, Muntinlupa continue to be submerged in floodwater causing about 2,000 households in Muntinlupa City and other 2,000 households, in certain parts of Valenzuela City to have no water/have low water supply

� Continue to provide drinking water (in 330 ml bottles and 5 gallon containers) not only to its affected customers but also outside the West Zone such as Marikina and Cainta

� Through its contractors, Maynilad is helping in the clean-up of the areas which were affected by the typhoon; and assisting and working with the local government in de-watering major thoroughfares in Metro Manila

C. Education

� As of 20 October, DepEd reported that 1,295 schools were damaged: 1,047: elementary and 242 high schools amounting to PhP750 Million including instructional materials and school equipment

� Schools used as evacuation centers were reduced from 144 to 132 housing 13,906 IDPs. A total of 239 day care centers in Metro Manila were damaged, of these, 40 schools are still flooded

� DepEd is conducting training of selected Pasig teachers to implement alternative delivery modes for affected high school students; on going distribution of assorted relief goods from cluster members focusing NCR and IV-A; and ongoing repair and rehabilitation of damaged school buildings in 30 schools with 179 classrooms amounting to PhP39,742,048. Activities include site appraisal and mobilization, demolition works and siphoning of septic tanks

D. Early Recovery / Relocation � DSWD implemented the “Balik Probinsya” program through provision of

transportation assistance and subsistence allowance to family victims who would like to return to their provincial places of origin or area of choice for resettlement or permanent residence; implemented Cash or Food-for-Work (CFFW) projects, a short intervention to provide temporary employment to the affected families by participating in or undertaking early recovery (cleaning of waste/debris in evacuation centers as well as in the affected communities; dredging of canals/waterways) and rehabilitation (repair of damaged community facilities) projects; on going validation, master listing/profiling of affected families in coordination with concerned LGUs, NGOs and other NGAs for provision of shelter assistance, C/FFW and livelihood assistance; and engaged partnership with HHPF Incorporated for the provision of emergency shelter assistance (SEA) for 10,000 families with damaged houses funded by local and international donors of HHPF

� HUDCC reported that Marikina–based evacuees were relocated to Sta. Rosa, Laguna and provided with livelihood projects. Another batch will be relocated to

Binan, Laguna. Also reported that there are 3,000 units needed off site in Pasig. Three hundred (300) families opted to avail Balik Probinsya Program. Malabon has made an assessment of housing needs. The LGUs in said areas were tasked to coordinate with DSWD and NDCC. Available inventories: 8,175 units for displaced families 5,825 developed serviced lots

� HUDCC submitted a draft EO allocating areas for resettlement of families from the danger and affected areas. Medium term plan is to expand existing relocation sites rather than to purchase new sites

E. Camp Coordination/Management � DSWD set-up/established NGOs and Donor’s desks through the OPLAN Sagip

at Malacañang Palace, Manila. All DSWD-FOs concerned and NFA warehouses to strengthen linkages between the DSWD, LGUs, NGOs and other partners to facilitate prompt and effective delivery of donations and humanitarian assistance

� On 17 October, forty (40) PNP personnel were deployed to provide security in the distribution of relief goods in Pasig; San Mateo Rizal; Pakil, Laguna; and Calumpit, Bulacan

F. Logistics 1. Clearing Operations

� MMDA completed clearing of roads and hauling of garbage in the main thoroughfares of Marikina City: (Marcos Highway, A. Bonifacio Avenue, Sumulong Highway, Filex Manalo St; JP Rizal St, Shoe Avenue, Gen. Ordonez Avenue, Katipunan Avenue, General Luna Avenue which are passable to all types of vehicles; conducted clearing operations in Balubad, Provident Village, Sto. Nino, Malanday, Dela Paz, Brgy Industrial Valley Complex and Tanyong; deployed 146 traffic enforcers in Marikina City with 1,835 personnel and volunteers involved; removed 3,600 cu. meters of mountain debris and domestic garbage utilizing 150 government equipment; clearing operations expected to be completed in 10 days

� DENR has finished the dredging of 6 meters water in Pasig River and it will take 4 months to drain the water in affected areas
