Sealed tenders are invited for the “Supply of LabEquipments for Government Ayurveda College, Kannur,Pariyaram for the Financial Year 2020-21’’.

Tenders should be superscribed as “Tenders for theSupply of Lab Equipments for Government AyurvedaCollege, Kannur, Pariyaram for 2020-21” and addressed to

the Principal, Government Ayurveda College, Kannur,

Pariyaram. Last date of receipt of sealed tenders to this

office is 28-1-2021 at 3 p. m. Late tenders will not be

accepted. Tenders will be opened at 3.30 p. m. on

28-1-2021 in the presence of such of the tenderers or their

authorized representatives, who may be present at

that time.

PAC will be— ` 5,00,000.

Intending tenderers may on applicaton to the

Principal, Government Ayurveda College, Kannur, Pariyaram

to obtain the requisite tender forms on which tenders

should be submitted. Application for the tender form

should be accompanied by a cash remittance of

` 1,700 + 18% GST, Total ` 2,006. Original GST chalan for

` 306 should be produced for the purchase of tender

form. Postal charge of ` 50 should be added if the forms

needed by post. The Price fixed for a form/set of forms is

not refundable under any circumstances. The tender forms

are not transferable. Sale of tender forms will be started at

11 a. m. on 14-1-2021 and will be closed at

3 p. m. on 27-1-2021. Demand Draft, Cheques, Postal

order etc. will not be accepted towards the cost of forms

nor will be the forms be sent per VPP. Duplicate tender

form if requested will be issued at ` 850 + 18% GST,

tota1 ` 1,003. Original GST chalan for ` 153 should be

produced for the purchase of tender form. Postal charge

` 50 should be added if the forms needed by post.

A preliminary agreement as per Appendix XVII on Kerala

Stamp Paper worth ` 200 together with an EMD of

1% of the total amount quoted (minimum ` 1,500)

should be attached with the tender form by way of

Demand Draft/Postal Order. Principal has the right to

accept or reject the tender without further notice. If Govt.

have declared public holiday on 28-1-2021 tender will be

opened at 3.30 p. m. on the next working day. Further

Tender opening and evaluation

(a) Soon after the opening of the tender, the tenderers are requested to come to the Fire and Rescue Services

Headquarters with documents and presentations on all the technical aspects of the equipment and accessories for the full

understanding of the Head Office Purchase Committee (Technical), on the date specified.

(b) There will not be any further communications about the opening of the technical and financial bids separately.

Soon on opening the technical bid of e-tenders, the committee constituted to evaluate the technical aspects, will meet

and scrutinize the technical specification of equipment submitted with the e-tender.

(c) Sample of SCUBA Set and Diving Suit (Full Set) should be produced before the Committee for Technical

Evaluation, which would be subjected to test by the departmental personnel. The final selection will be done after

considering the report of the testing team only. Technical expert of Bidder should be available for explaining all the

aspects of the item, during the time of presentation and evaluation.

(d) During evaluation, the tenders will be first evaluated for the compliance of Departmental Technical

Specification. Only those tenders which comply the Departmental Technical Specifications will be considered for

subsequent financial evaluation.

(e) The financial bid belonging to those dealers/suppliers who qualified in the technical bid of the equipment as

required above by Kerala Fire & Rescue Services Department alone will be considered.

(f) On finalization of technical evaluation, the second cover i.e. the financial bid of the concerned competent firm

will be evaluated by the Head Office Committee (Finance) for consideration.

The bidder should upload the supporting documents along with the Technical cover.

(g) The originals of all the required documents like Technical specification compliance statement of the product,

agreement in Stamp Paper. worth ` 200 the declaration on Kerala Stamp Paper worth ` 200 and Brouchers/Photograph of

the item intended to supply, OEM Authorisation Letter and other documents shall be produced before the undersigned

soon after the Financial Bid opening.

(h) After opening the financial bid, financial evaluation will be done and the details will be uploaded in the

financial evaluation field of the e-tender site, only after consultation with the DPC. The decision of the DPC shall be final

on the admissibility of the tender and thereafter awarding of the contract.

(i) The right of acceptance or rejection of e-tender or cancelling the tender without assigning any reason, at any

stage of tendering, is solemnly vested with the Director General, Kerala Fire and Rescue Services or a committee

appointed by him.

TECHNICAL SPECIFICATION FOR SCUBA SET WITH DIVING SUIT

• The self-contained underwater breathing apparatus (SCUBA) proposed is for carrying out under water diving.

• The SCUBA Set should be complied to Standards as follows.

Face Mask and Regulator—EN250.

BCD/Back Pack—EN 1809 or higher.

• BCD and face mask shall be of same brand or certified by the OEM. And the certifiate should be producedduring evaluation.

• Dive Computer and the other components should be certified to relevant EN Standards as applicable.

General

The apparatus should be rugged, lightweight suitable for carrying by a single person. The set should have itsstandard and optional equipments and should comprise of following.

(a) Compressed air cylinder—Cylinder with valve.

• The set should be of robust design, made of non-corrosive material, suitable for demanding environments. The cylinder should be approved by PESO.

• It should be perfectly balanced under water.

• It should allow safer access to confined spaces and shall be of minimum resistance in current water.

• Quick attachment/removal of cylinder to harness or BCD should be facilitated.

(b) The regulator should be protected properly and positioned for the easy handling of the diver.

(c) Full face mask with breathing/demand valve.

• The full face mask shall consists of a balanced breathing valve with high air flow capacity and breathing resistance must be as low as possible whilst the equipment must have sufficient capacity to cater for even an extremely hard work rate.

• The visor should reduce the positive buoyancy generated from air inside the mask and should prevent re-inhalation.

• Quick release attachment should be provided for the face mask to connect with demand regulator.

• The set should have a clear wide vision full-face mask.

• The head straps provided should be in good quality and form an effective seal on to the face.

• The Full Face Mask should be designed in such a way to drain the water fillings easily.

(d) Regulator unit.

Regulators should be balanced type, having high flow capacity and design shouldensure that the intermediate pressure leading to the breathing valve is stable and is not affected by pressure variationsin the air supply at depth of the dive. They should have convenient air supply connections for buoyancy compensatingjacket and Octopus breathing valve.

(e) A dependable warning system (that may be vibration/visual/audible/mechanical) which will alert the diverprior to 10 minutes before the cylinder goes empty, should be provided. This warning system should be integrated withthe SCUBA Set. The warning system shall be tested along with the SCUBA Set by a team of departmental personnel.Only those sets which prove the efficiency in performance during this test will be considered for the further tenderevaluation processes.

· At any stage of operation, there should not be any blocking of air supply and uninterrupted Air supply ofbreathing air should be available throughout the operation.

(f) A good quality dive Computer with accessories (Transmitter type) which is capable of showing the followingfeatures should be supplied with each SCUBA Set.

1. Depth of Dive.2. Ambient Temperature.3. Cylinder Air Pressure.4. Dive Time.5. Low Battery Indicator.

The Dive Computer should produce an audible alarm which will alert the diver prior to 10 minutes, before thecylinder goes empty.

The Dive Computer should be Wrist style with Backlited display.

The display should be easy to understand and large enough to consult easily while diving.

This Dive Computer with accessories will be required in addition to the dependable warning system as mentionedin item (e) above.

Dive Computer should be supplied with each SCUBA Set.

(g) Buoyancy Compensating Device

• The Primary design of BCD should allow a diver to maintain neutral buoyancy throughout the dive.

• The BCD Harness system should act as a life jacket/flotation device on surface for the Divers in case of emergency.

• Reserve Air Cylinder with built - in regulator system should be provided for BCD inflation as well as breathing during emergency.

• Pressure gauge, depth gauge and compass should be provided, and must be positioned in such a way that, it is easily visible to the diver.
