25.HM&FWdepartmenthasreceived25National&InternationalAwardsforitsexcellentperformanceindifferentcategories.

Tostrengthenthehealthcaredeliverywithinthestate,thefollowingarethemajorprogrammes/schemesthatarebeingimplementedbytheGovernment:-

I. PublicPrivatePartnershipPrograms/Services

1.TalliBiddaExpress:

Talli Bidda Express, through dedicated vehicles, provides transportationservices (from hospital to home) to new mothers who deliver atGovernment hospitals. This serviceprovidessafeandhygienictransportationand

contributesinreductionofMMR andIMR.Postnatalwomen,childandoneattendantaretransportedfromGovernmentfacilitytohome.Progress:

7,19,512 postnatalwomen have utilized Talli-Bidda Services since theinceptionofthisprogram.Afleetof279vehiclesisusedacrossthestate.

NTRBabyKit:

ToreduceInfantMortalityRate(IMR),allthepregnantwomenwhodeliverinpublic

healthfacilitiesareprovidedwithNTRbabykitimmediatelyafterthedelivery.Thefollowing

itemsareincludedinbabykit:

Babywrap,BabyTowel,AntisepticLotion(forhandwashofthemother),Umbrella

net

Atotalof6,91,489havebeenprovidedsofar.

2.ChandrannaSancharaChikitsa(CSC):

CSCstandsfor“PrimaryMedicalCareonwheels”.Anyvillagewithnoexistinghealthfacilitieswithin5kmradius(13,573identified)isprovidedmedicalservicesonfixeddayseverymonthwiththehelpof292MobileMedicalUnits.Diabetes,hypertension,epilepsy,communicablediseases,ANC/PNCcheckupsandothercommonailmentsareinvestigatedandtreated.

Adoctor,anurse,alabtechnicianandapharmacistaremandatorilyavailableinthemobilemedicalunit.50typesofdrugsaredispensedand9diagnostictestsincludingECGareconductedatCSC.

Progress: 4,02,912clinicshavebeenconducted,13,079,243patientshaveavailedthese

services 4,676,926testshavebeenconducted,10,489,515medicineshavebeenissued.CSC

ensuresavailabilityandaccessibilitytomedicalservicesfortheneedyinremotevillages.

3.NationalFreeDialysisProgram:

TheDialysisProgrammewasrolledoutin2016aspartoftheNationalHealthMission(NHM)toprovidefreedialysisservicestothepoor.Inadditiontotheexistingcentersfunctioningwithstatesupport,dialysiscentersareestablishedinallthe13districtsthroughPPPmode,makingqualityservicesaccessibletothekidneydiseasepatientswhichotherwiseisanunbearableexpendituretothemlifelong.Progress:-

Morethan1,09,601sessionsconductedtilldatewith5946uniquepatientshaveutilizedfreedialysis

Intotal48freedialysiscentersarefunctioningacross13districtsinGovtsector

AllDialysispatientsareprovidedamonthlypensionofRs2,500/-underNTRBharosascheme.ThepensionfacilityhasalsobeenextendedtopatientsundergoingdialysisinPrivateHospitalsempanelledunderNTRVaidyaSeva.

4.MukhyaMantriArogyaKendralu:

State-of-the-arthealthcareservicesincludingspecialtyservicesfreeofcosttoUrbanpoorandSlumdwellerstoreduceoutofpocketexpenditureandimproveaccessibilitytoqualityhealthcarewhichisavailable365days.

Teleconsultationisprovidedtothosewhoneedspecialistmedicalconsultingservices including Cardiology, Orthopedic/ Rheumatology, General Medicine orEndocrinology.Thisisfollowedbylabtestsanddispenseofdrugsatthepharmacy.Atotalof32diagnosticstestsincludingdengue,malariaandTBarecarriedouthere.

NTRVaidyaParikshaLaboratoryServicesaimsatprovidingFreeDiagnosticTeststothepatientsvisitingGovernmenthospitals.ThishelpsinincreasingthepatientcareandreducingtheOutofPocketExpenditureforthebeneficiaries.Currently,thereare105Labsinoperationwhichincludes7MotherLabs&98ProcessingLabsspreadacrossallthe13districts.All105labsareISO9001:2015certifiedandallthe7motherlabshaveNABLAccreditation.

8.Bio-MedicalEquipmentMaintenanceServices:

Bio-MedicalEquipmentMaintenanceServicesaimsatproviding24x7servicesupporttomedicalequipmentinallpublichealthfacilities.Theserviceaimsatensuringanupkeeptimeof95%forDistrictHospitalsandTeachingHospitals,90%forCHCsand80%forPHCs.Everymedicalassetistaggedtoanassetidentificationnumber.Progress:-

10.Mukhyamantrie-EyeKendram:

Thisprogramaimsinprovidinghighqualityeyecaretoaffectedpopulation.115e-

Eyecentershavebeenestablished.Thisserviceisdeliveredinahubandspokemodeland

servicestypicallydeliveredthroughthesecentersincludecheckingofFundus,retinopathy,

glaucoma,refraction.Thebeneficiaryvisitstheneareste-Eyeclinictogettheireyes

checked.Areportisgeneratedatthehubandtreatmentisinitiatedbasedonthereport.

Correctionglasses/spectaclesarethenprovidedfreeofcostbasedonthereport

recommendations.

11.LinenandLaundryServices:

Cleanandhygienicbedsheetsandpillowcoverswithsevendifferentcolorcodesfor7days

aresuppliedtoGovernmenthospitalsinthestate.Thisprogramcovers13,298bedsacrossthestate,with6,06,829bedsheets.Bedsheetsarereplacedafter60washeswithnewones.

12.MukhyamantriBalaSuraksha(RBSK):

MukhyamantriBalaSurakshaisaninitiativeaimedatscreeningchildrenfrom 0to18yearsforthe4Diseases-Defectsatbirth,Diseases,DeficienciesandDevelopmentDelaysincludingDisabilities.Childrendiagnosedwithillnesseswillreceivefollowupincludingsurgeriesattertiarylevel,freeofcost.

Process: 28categoriesofequipmentareavailableforheadtotoescreening Twomedicalofficers(MBBS&AYUSH)andtwoANMsineachteamwillconduct

screening Childhealthdetailsarecapturedinrealtimeandelectronichealthrecordis

maintainedondedicatedwebsite. Eachchildisprovidedwithadedicatedhealthbookletforfiveyears AlltheoutofschoolchildrenarealsoscreenedatrespectiveschoolsandAWCs

inthevillageonpriority.450mobilehealthteamsshouldcover29,87,039childrenfrom birthto5yearsat55,606AWCsand40,10,869studentsfrom 1stto10thstandardat46,967inGovernmentandgovernmentaidedschoolsand2,21,122studentsat664Governmentjuniorcolleges.

13.TBreductionthroughimproveddiagnostics:

RealTimePolymeraseChainReaction(RTPCR)ishighlysensitiveanddiagnoseTBinmorethan90%ofthesymptomaticsanddetectsRifampicinresistancewithin1hour,whereastheconventionalmethodstaketwomonthsfordetectionofDrugresistanceTB.

ByusingRTPCRtechnologythroughTrueNatMachine,TBanddrugresistanceisdiagnosedveryearlyandbyinitiatingearlytreatmentthespreadofthediseasecanbestopped.

14.APeRxApp:

AntiMicrobialResistanceandMultidrug-resistantTB(MDR-TB)aremostemergingproblemsnowadays.Multi-drugresistanttuberculosisiscreatedbyinadequateorimproperadministrationofTBdrugs.ImproperandirrationalsaleanddispensingofTBdrugsisalsooneofthereasonsfordevelopmentofdrugresistance.GovernmentofAPhasbroughtoutaneffectivelowcostsolutionforApp–basedprescriptionandApp-baseddispensingofAntituberculardrugs.

ApeRxisaGooglePlaystorebasedapplication.ItisanePrescriptionandDispensationplatformfordoctorsandchemistswheredoctorsprescribetheantiTBdrugsandchemistsdispensethesamedrugsasprescribed.

ThisappimprovesPatientSafety,reducesthecasesoflostprescriptions,improves

medicationadherence,enablesautomaintenanceofmedicationhistory–accessibletoanydoctor.

Sofar8300chemistsand1850doctorsaredispensingdrugsthroughthisappason27thDecember2018.

15.Mahaprasthanam:

Dignifiedtransportationofthedeadbodiesfromthehospitalstotheresidenceofthedeceasedwithinthestatestartedsince20.06.2017.Presently53vehiclesareplacedin11teachinghospitalsand6APVVPhospitals.AtotalNo.of30,671tripsanddistanceof28,85,969Km.havebeencoveredbythesevehicles.

16.QualitycareinHospitals:

i. HospitalSanitation&MonitoringSystem:

Apolicyforscientificsanitation,security,pest&rodentcontrolwasstartedinJune2016acrossthestatecovering11TeachingHospitals,11SpecialtyHospitals,8DistrictHospitals,33AreaHospitals,3MCHCentersand2CHCs.AHSMSapplicationisusedtocollatevariouscheckpointsofmeasurableitemsandisthenusedtogenerateaveragesanitationscores.

Sanitation&Hygienelevelinthehospitalshaveimprovedmorethan70%whencomparedtopreviousyears

100%NegativeSwabCulturesinallhospitalstructures,CFU(ColiformUnits)betterthanAirport&CinemaHalls

ii. CHCsanitation:

Atotalof115CHCshavebeenbroughtunderthesanitationprogramandremaining80CHCswouldbecoveredinJanuary2019.

iii. Facilitymanagementsystem(FMS):

FacilitymanagementsystemwasintroducedinallTeachingHospitalsintheState.Theseservicesconsistsof428frontdeskmanagerandMultipurposeHealthworkers.Whomanagee-registrationofOP,IPinthehospitals.

iv. Auto-DisableSyringes:

Toensurepatientsafety,AndhraPradeshisthefirststateinthecountrytouseauto-disablesyringesforallclinicalpurposesstartingfrom16thAugust2018.Autodisablesyringeensurethatasyringeisusedonlyonce.Thiswillhelpinstrengtheningandloweringburdenofinfectionsbybreakingcycleofcrossinfection.

v. GreenHospitals(SolarRoofTopinHospitals):

HM&FW DepthavesignedatripartiteagreementwithNREDCAPandtwoserviceprovidersempanelledbySECI(SolarEnergyCorporationofIndia)on25-02-2018duringCIIPartnershipSummit2018totakeupsolarrooftopprojectsunderRESCOroute,withoutanyinvestmentbytheDepartment.

8MW capacityprojectshavebeenproposedinthefirstphasecovering23AreaHospitals&22TeachingHospitalscoveringall13Districts.

WithZeroinvestmentfrom HM&FW Dept,therewillbeSavingsonElectrivityBillexpenditureofRs4Croreperannum.Further,theprojectscontributetoreductionof7350tonsofCO2perannumor1.84lakhtonsoveraperiodof25years.

vi. NABHAccreditationfor15hospitals:

Toenhancehealthcaredeliverysystem andpromotecontinuousqualityandpatientsafetybasedonnationalandinternationalstandardsthroughprocessofselfandexternalevaluation,Govt.OfAPhasenteredMOUwithQualitycouncilofIndia,foraccreditationof15TeachinghospitalsunderDME,AP.8hospitalshavecompletedpre-assessmentforNABH.7 Hospitalsare performing internalself-assessmentsand preparing forpre-assessment.

vii. NQAS(NationalQualityAssuranceStandards)forDH/AH/CHC:

NationalQualityAssuranceStandardsarethesetofstandardsenvisagedtoimprovequalityhealthcaredeliveryinthepublichealthfacilitiesunderNHM asperOperationalGuidelinesforQualityAssurance2013.QualityAssuranceProgrammestartedin2015-16,NQASisanAccreditationonparwithNABH,recognizedbyTheInternationalSocietyforQualityinHealthcare(ISQua).

Tilldate,6outof7Districthospitals,13outof34Areahospitals,2outof3MotherandChildHospitals)havebeenassessedbyNHSRCandCertifiedbyMoHFW,GoI.ForFY2018-19,65morefacilitiesareinpipelineforcertification.

viii. MedicalOxygenforTeachingHospitals:

ForuniformsupplyofuninterruptedMedicalOxygenStatewidepolicywasadoptedandMOUwassigned(forallteachinghospitalsintheStateofAndhraPradeshunderPPPmodewitheffectfromSeptember2018).ServiceproviderwillensureuninterruptablesupplyofLiquidMedicaloxygen(LMO)toallteachinghospitalsintheStateofAndhraPradeshandalsoresponsiblefortheoperation,managementandmaintenanceofthemedicaloxygensupplysystem.

E-Aushadhi–OnlineSupplyChainManagementofdrugs:

e-Aushadhiisacompleteonlinesupplychainmanagementforprocurementanddistributionofmedicinesandsurgicalitems.Theentireprocessofraisingdemand,placingpurchaseorders,supply,receiptanddisbursementisdoneon-lineinamost

transparentmanner.Bufferstocksofeveryitemiskeptinthecentraldrugstoreswhichisapproximatelythree(3)monthsrequirement.Thisbufferstockisusedinemergencysituationsandincaseswherethesupplyisdelayed,ortherequirementsisenhanced.Thesoftwareisimplementedinabout1855institutionsofthehealthdepartment,mobilemedicalunitsandeUPHC.

IncreaseofEssentialMedicineListhasbeenincreasedfrom564(2014-15)to751(2018-19).

DrugBudgethasbeenincreasedfrom194.8crores(2014-15)to402.56crores(2018-19).Alsothenumberofbeneficiariesisincreasedfrom1.1.crores(2014-15)to2.65crores(2018-19).

SADAREMProgramme–BusinessProcessRe-engineering:

Theexistingsystem ofissuingdisabilitycertificateswasentirelyrevampedbyBusinessProcessRe-engineeringtoenablebeneficiariesgetcertificateswithoutanyhasslesandintermediaries.55hospitalshavebeenidentifiedspecialitywiseasSADAREMcentresand589specialistdoctorsareprovidedwithdigitalKeys.CertificatesareissuedeveryFridaybetween12.30PMto4.30PM.

BloodTransfusionServices:

13Bloodcollectionandtransportationvehiclesarefunctioningacrossthestate.Improvedvoluntarybloodcollectionisfrom 73% (2014-15)to83% (2018-19).Thetotalsbloodcollectionincreasedfrom4,33,112units(2014-15)to5,24,523units(2018-19).APBloodCellApphasbeenintroducedandisfunctioning.Sofar,30,426usersareactivelyusingtheapp.Thenumberofbloodbankshaveincreasedfrom110(2014-15)to147(2018-19)andBloodstoragecentersfrom54(2014-15)to104(2018-19).

ANMDigi-DigitalJobAidtoANMsreplacingmanualregisters:

ANMscanusethisapplicationtoscreenmembersofacommunityforconditionssuchasPregnancy,CommunicableandNon-CommunicableDiseases,Immunizations,FamilyPlanningetc.

ItintegrateswithPrajaSadhikaraSurveyofGoAPandRCHportalofGoI.

Helpstheofficialsinmanagingdaytodayworkeliminatingtheneedofmultipleapplicationsandreducing/Eliminatingpaperwork.MultilingualAppincludingTelugulanguageensuringeaseofuse

2.ArogyaRaksha:

ToattainUniversalHealthCoverageinAndhraPradesh,Govt.ofAPhasstartedascheme“ArogyaRaksha”forallAPLfamilieswithPremiumofRs.100/-perheadpermonth.Allthemembersofthefamilyhavetobeenrolled.Rs2.00Lakhistheentitlementforanindividualperannum throughover900GovernmentandCorporateNetworkHospitalsfor1044procedures.15197membershaveavailedthisserviceswithRs.38.49crores.

3.EmployeesHealthScheme:

TheStateGovernmenthasintroducedemployeehealthschemestoprovidehealthcoveragetothestategovernmentemployees,pensionersandtheirdependents.Thepremiumcontributionis50:50betweenthestategovernmentandemployeesorpensioners.ThefinancialcoverageofRs.2.00LakhisentitledfortheemployeeorpensionerthroughgovernmentandCorporateNetworkHospitalsfor1885procedures.Thetotalnumberofpatientsbenefitedundertheschemeis2,80,207withexpenditureof860croresason2018.

4.WorkingJournalistsHealthScheme:

TheStateGovernmenthasintroducedWorkingJournalistsHealthSchemestoprovidehealthcoveragetoaccreditedjournalistsidentifiedbyI&PRDepartment.Thepremiumcontributionis50:50betweenthestategovernmentandjournalists.ThefinancialcoverageofRs.2.00LakhisentitledforthebeneficiarythroughgovernmentandCorporateNetworkHospitalsfor1885procedures.Thetotalnumberofpatientsbenefitedundertheschemeis7601withexpenditureof2.70croresason2018.

5.AmaravatiResidentsHealthScheme:

TheresidentswithintheAmaravaticapitalcityareawhoareresidingason08.12.2014shallbeprovidedfreemedicalfacilitiessubjecttocertainconditionsasstatedthereinandtheschemeshallbeimplementedbyDr.NTRVaidyaSevaTrust.TheTrustisprovidingservicesunderthisschemetotheresidentsofCRDAregioncovering37,569familiesonthe

6.NTRCancerCareTrust:

NTRCancerTrustisregisteredbyGovt.ofAPtoestablishcancercarecentersinallthedistrictsofAndhraPradeshunderPPP.

Toensurequalityinhealthcareservicesandtobringtransparency,theGovt.ofAPhasinitiatedclinicalauditthroughthirdpartyagency.2(two)percentofclaim paidcasesinbothpublicandprivateempanelledhospitalswillbeaudited.

VI. Outofpocketexpenditure:

Outofpocketexpenditureonhealthisdefinedasthepaymentmadebytheuseratthepointofserviceforseekinghealthcare.ItisoneofthemeasureofUniversalhealthcoveragewhichmeansaffordable,accessibleandequitablehealthcare.Thesurveyisdesignedwithaspecifictocaptureutilizationandexpendituredetailsofsicknessordiseasewithspecialfocusonchronicillness;treatmentunderwent(out-patient,inpatient,anddelivery)withtypeofpublicorprivateprovider;expenditureincurredagainstservicedeliveryforthecomponentslike:servicefee/consultationfee,medicines,diagnostics,transport,otherexpendituresforlodging,attendantetc.

MHCprogramisforscreeningofmenandwomanabove30yearsforearlydetectionon7majornon-communicablediseasesnamelyoralcancer,cervicalcancer,breastcancer,prostatecancer,diabetes,hypertension,vision,hormonaldisorders. 12,000ANMsaretrainedforscreeningfortheabovementionedNCDs.Anysuspectedcaseisreferredto57identifiedreferralhospitalsfordiagnosisandtreatment.

Progress:- 19,93,727screenedtilldate,allscreenedmenandwomenareprovidedHealthcard 59,019werereferredto57identifiedreferralhospitalsfordiagnosisandtreatment

Districts,mandalsandvillageswithhighestprevalenceofthementioneddiseasesareidentifiedforpolicyandadministrativeinterventions,i.e.,brownricewasintroducedinthetop57mandalswithhighdiabetesprevalence.

2.CommunicableDiseaseManagement:

1.ForMalaria:

a.Duringtheperiodfrom JanuarytoDecember(Till17thDecember),in2017,a

totalof16,147malariacaseshavebeenregisteredinthestate,whereasin

2018,atotalof5,629malariacaseshavebeenregisteredduringthesame

period.2018hasregistered65%lowerthancasesregisteredin2017inthe

sameperiod.

2.ForDengue:

a.Duringtheperiodfrom JanuarytoDecember(Till17thDecember),in2017,a

totalof4,665denguecaseshavebeenregisteredinthestate,whereasin

2018,atotalof3,895denguecaseshavebeenregisteredduringthesame

period.2018hasregistered16.5%lesserthancasesregisteredin2017inthe

sameperiod.

25.02lakhslonglastingimpregnatednetsweredistributedinalltheITDAareasandhighriskplainareasofallthedistricts.ScreeningtestsformalariaareavailableuptothelevelofASHA.ScreeningfordengueisdoneatallPHCs.AllthepositivecasesarereferredforconfirmationbyMACELLISAtestinallthedistricthospitalsandteachinghospitals.H1N1testingfacilityisnowavailableacross18centersinallthedistricts.

IX. HealthEducation:

1.HealthBulletin:

State,districtandvillagelevelhealthbulletinswerelaunchedonMarch4,2018.ThemainobjectiveofthisbulletinistoeducatethepeopleofAndhraPradeshaboutthemajorhealthproblemsthatareprevalentintheregionandtohelpthemtotakenecessaryprecautionstostayhealthy.Thebulletinsalsoaimatcreatingawarenessamongstthepeopleabouthealthprogramsandservicesthattheycanavailatvariouspublicfacilitiesfreeofcost.Itisalsousedtocommunicatehealthtipsthatensurepreventionofseasonaldiseases.Thesubsequenteditionsofthesehealthbulletinsarebeinglaunchedonthe7thofeverymonth.

2.SwasthyaVidyaVahini:

SwasthyaVidyaVahiniisahealtheducationprogramlaunchedon24.12.2016bythegovernmentwhereateamoftwomedicalstudentsareallocatedtoeachvillage.TheteamworksincollaborationwithvariousdepartmentsincludingPanchayatRaj,AnganwadiCenterandschooltodevelopavillagehealthstatusreport.

Forearlyoperationalization ofAIIMS atemporarycampusisbeing established inSiddharthaMedicalcollegetostartwith50MBBSSeats.ThegovernmentofAPsanctioned6CrorestoenableestablishmentforInfrastructure.Theclassesstartedfrom30-08-2018.
