Ms and Sirs,

We take the initiative by submitting ours projects in the field of international cooperation and convergence.

We propose, at the European and International levels, new managerial strategies “to promote development with an horizontal approach rather than the traditionally vertical business partnerships, through the design of specific inter-organization cooperation schemes”, for the creation and development of new or innovative activities systems (tertiary and industrial sectors), in accordance with the dynamic and global vision (see : complexity management) of international cooperation called "Pole of Convergence".

In fact, from now on, we need to consider creation of pragmatic and innovative activities systems in new inter-firm cooperation schemes (Small and Medium Innovative Enterprises, Banking system, Big industrial and tertiary Companies, etc ...) in an international context. Thus, this approach is non-typical, and is'nt directly and first rely (for the Small and Medium size Enterprises, except for the phenomenon of start-ups) with the eventual dynamic of financial market place.

Also, as you know, these enterprises, corresponding through the world, in average, at the number of 90% of total. This could be, what-ever happens, the "Way of Excellence", that need to be explored, to identify new employment fields or even to maintain activities and so permanent jobs (see : sustainable development).

In this case, a specific international network of skills could be available (indeed, the "CICI network" is to be developed in cooperation with local organizations in each country, in order to foster mobility and in an "urgent and positive prospect" of "real and concrete worldwide solidarity" (with international socio-marketing for innovation and high technologies, including private and public cooperation schemes, called economy-mix).

This is particularly in response by common activating “pilot projects of inter-national convergences” (see : concerted response to the invitations to tender at the national and international levels). Pragmatically, first of all we need to delimit better the non-typical convergent organization modes in trans-frontier networks.

Consequently, consideration of efficiency would probably lead us to think again some inherent logics due to "Complexity, Convergence and Competitiveness" of organizations described below and of their regulation modes and associated exchanges systems (see : UNERIHT's project of "International and European Institut for Complexity management, Convergence and Competitiveness, IEI3C").

The CICI network will be first committed in fields of the new engineering of activities's systems, in order to dissociate and open up all type of locations of activities's development, through the world. However, they will be complementaries for all organization's functions : investment, conception and R&D, manufacturing, management, marketing and valuation of new products and services.

As a matter of fact we shall adopt “new principles of international work division”, with the help of New Technologies of Information and Communication - NTIC, in a good use (as tele-work, tele-training, etc ...) to conform to "the European and International Teleforum 2000 for partnership concept". Thus, these strategies are designated to the global and dynamic vision (holistic dynamic) of activities systems and are internationally known under the so called "International Pole of Convergence".

The main prospect of this global strategic approach is to participate pro-actively and creatively in the response to be given to the worldwide socio-economic emergencies, for the concerted economic redeployment, particularly as well as for the East and the South ; but also favorable for the so called developed economies in other respects and at present in a boosting phase for economic growth, indeed reconversion (especially for the Defense Industries).

In this way, and following the "International and intangible Pole of Convergence strategy”, we boost first a “permanent program of international tele-conferences, meetings, ... "Teleforum 2000" developed by "CICI network". This program is built to help research for upstream and informal convergences (pre-competitive) between various and heterogeneous operators ; but, potentially interested in involving to implicate themselves in new partnerships strategies and schemes, such as : Real Estate, Investors, Engineering, Sub-contractors, Companies Services, Industrialists looking for reconversion, local authorities, ... with private and public cooperation as in the Mixed-Economy principle. So, the major subject concerns International opening up of each local center of activities and employment, whatever its present development level (however with broad sight : on all aspects socio-technico-economic and cultural, simultaneously).In fact, CICI will operate in accordance with the “socio-marketing approach of high-technologies and innovations” (Research and development project should be specified through an audit of potential users needs for new technologies applications).

Therefore, we have to infer to the concept "Teleforum 2000 and innovation in marketing's approach" : ascending and feeding back process between supply-needs-demand, this is approximately known as "bottom-up" and also called "leading edge users", and this for each case relying on a “global pilot project” (also in the prospect to help the International and global promotion of each contracting country in this concerted project).

So, this non-typical strategy is necessarily (shortage of initial ad-hoc infra-structures and techno-structures in the East as well as the South) initiated in a context of co-works with simultaneous "promotion through the use" of New Technologies of Information and Telecommunication NTIC (through the Teleforum 2000 concept, started since 1984 in France).

In this way, we have initiated a pilot experiment of interactive multimedia computarized teleconference between Paris and Brussels at the time of "International Venture Business Forum and Meeting", we had organized with the participation of thousands young peoples, in december 10th and 11th 1992, at the "in Paris”.

Pragmatically, to prepare our sustainable entrance in the twenty-one century, we are looking for the stabilization of this "Tele-organization", called "International Pole of Convergence", with operational support of "Intelligent Communicating Space", prefiguring the "Smart Enterprise and Town" of a new type and in an other vision for an open and modernistic worldwide land planning.

In this case, we will have to integrate (with an International Marketing of Innovation and High Technology vision) mainly heterogeneous initiatives, each one with its own ordinary logic, such as : Teleport, Technopoles, Research and Development Centers, Technology transfert Centers, Science Parks, World Trade Centers, Entertainment resorts and so on, ..., “in order to looking for a lever effect”.

In this respect, it will be a matter of boosting the emergence of the network dedicated to the generalization of assisted-intermediation and called "TECHNO-MARKET" (see : in yesterday : Japan Technomart and today : international market-place, via internet), designated in its turn to initiate the development of the "Atelier de Génie Industriel et Tertiaire, AGIT" (Workshop for Industrial and Tertiary Engineering ; see: the objectives announced in the Lehigh Report for Agile Production and the development of “on-line partnership and virtual entreprise”, in the frame of the Mantech programme, promoted by the Department of Defense, DOD in the USA).

Thus the CICI Network will tend toward “the design of non-typical Exchange System” (simultaneously technical, with the contribution of “artificial intelligence and synergically human”) and progressively toward the sub-described Industrial and Tertiary Workshop described below, with a joint and peripheral convergent competences networks development. In this way, the whole phases, from design to realization of each project could be integrated.

The network design of the AGIT is conceived to satisfy the decentralized expression, intelligence and creativity needs, whatever the position (of inter-connection) in the international network.

“Teleforum 2000 is assigned to prefigure the AGIT”, and will take place horizontally in a broadened synthesis, but with sectorial priorities, first of all on the liveliness function level of the network, to go on economic or technical events as bi or multilateral exhibitions or shows.

In extension of this preliminary step in search for widening of the "concret partnership" field, via "Teleforum 2000", “CICI is involved in the liveliness and coordination of partnership”, for each precise sponsored project. This leads to the launching and development of each corresponding new or innovative activity.

As a priority, these activities will concern the renewing or rebirth of used economical tissue, with a precise targeting and including non-typical skills and the "specific jokers" of associated new technologies. Beyond the local authorities, the operational process will quickly involve numerous operators such as : universities, schools, Enterprises, science and technology parks, business centers, etc ..., as well as for sponsorship as well as for the following of the ad hoc created "task-forces" (CICI). These "task-forces" will target inclusion of entrepreneurs, among the young, non-employed managers, swarmed people (spin-offs and spin-outs) ..., after a specified "Training-Research-Action" process.

As a matter of fact, we have to coordinate a true partnership strategy that this first operational translating network : "CICI", is planning synergically with the UNERIHT (NGO-”Think-Tank”) Association.

CICI is conceived itself as a "Trading and Intermediation Network" and relies on the progressive starting up of an associated economic and technological exchanges convergence network between confirmed excellence poles and their international partners.

In this way, CICI already boosts the concrete creation of "Pilot Consortia", wich are local catalyst for "Intangible Convergences Poles" operating simultaneously on the psycho-socio-technico-economic and cultural levels, and progressively integrating an international vision. They are involved in :

• local (and international) competences networks development, especially with the contribution of new management, information, training, ..., technologies and methods.

• local industrial and tertiary infrastructure modernization, feeding back new activities and viable demands for associated specific skills (provided through each local CICI "Training-Research-Action" program. Engineering and management of complexity (with High Technologies of Management) will also be coordinated by those new skills on an entrepreneurial basis (see : CICI network).

Each Pilot Consortium will focus on :

• Innovative Small and Medium Enterprises infrastructure, credibilization of each partner country through development of concerted multi-regional European and international actions. So accelerating socio-economic solidarity via optimized partnerships between big companies, research and development centers, innovative SME's local and territorial authorities, ...

• Nevertheless, with operational relationships between, often creative inexperienced young and older qualified people (unemployed or being out-placed). So, warned operators, whatever their size, will be able to answer international invitations to tender and develop cooperation projects (usually not directly open to everyone).

• Local, National, European and International boosting of opened invitations to tender for innovative SME's.

• under complex research contract and studies projects, local and international technological transfers and cooperations, ..., multidisciplinary coordination. The entrepreneurs-coordinators of CICI network work in ventures (mainly indexed risk-pay or a proportional remuneration with success-fees).

• employment and activities basins opening up at the international level, through specific engineering, at first with the valuation of their international socio- economical and professional brand image.

• new and innovative activities financial engineering (non-typical), with optimization (through multiples lever effects) of means and ways of financing (as economy-mix type) but extended with the organization of synergical concerted actions, with mobilization of funds raising, especially for "seed-money", "love-money", "venture-capital", "self-financing", etc ..., for start-up, development , restructuring of Enterprises and socio-economic zones.

Otherwise, after the first phases of new "seed-financing" activities launching CICI will be able to participate actively in the engineering process of an associated "financing-system" to follow projects development in a necessarily internationalization prospect.

The viability of this new or innovative activities engineering process depends, at the earliest stage, on the taking place of a raising "Tour de Table" for the fund-raising of "seed-financing" but through a specific "International Investment Fund" for the financing of the new innovative activities to be inescapably developed in an international context.

This allows the concrete instruction of this ambitious multi-dimensional program of concerted focalization for international partnership (based on a systematic of co-investment in each macro-engineering program submitted by CICI network).

We are looking for, certainly in near future, those international Organizations are really concerned with their activities portfolio diversification and modernization (business units and networks) and are looking for the development of new skills via international cooperation and business-units worldwide development.

These first "International Pole of Convergence" will integrate our joint international network still at the definition stage and will be interconnected via networks and satellites, with big metropolis. In this regard, we are studying with our partners (on a co-investment basis) the financial engineering of the international program development with appropriate financial instruments (PPP, BOT, ...).

This Engineering could include the urgent revaluation of tertiary and industrial real-estate stocks and allow big investors (banking and insurance system) not to write their investments off because of a true programed perspective of return on invest. Moreover the financial engineering could eventually participate to the dynamic of the partner's Money Markets.

This simultaneously on the national and international level, through generalization of inter-markets multi or cross quotations of joint organization, with particular disposal for SME's and rely on synergically and jointly logic of international privatization.

Of course, this leads us to an ”European and International joint concerted action” to respond to the urgent necessity of a financing and investment system creation, for "Seed Development Capital" as described before and with public (as in the "Mixed-Economy principle" in conjunction with European structural funds), and private subscription like Funds Syndicates, but still on a private and entrepreneurial management for the dynamic (see : entrepreneurial projects).

However, if you want to join this dynamic, that'll be permanently initiated and supported at the international level, via the "European and International Teleforum 2000 for Partnership" program planning, we can submit the application file to you as we meet.
