System Control Centre系統控制中心 Located at the Electric Tower in Apleichau HK Electricrsquos System Control Centre controls and monitors the Companyrsquos generation transmission and distribution systems It operates round-the-clock to ensure that electricity is delivered to our customers safely and reliably and in the most efficient manner
The System Control Centre also houses a Customer Emergency Services Centre which provides a 24-hour enquiry service for customers in the event of emergency in the electricity supply

Functions and Objectives
The principal functions of the System Control Centre are bull to monitor and control the Companyrsquos power
system bull to co-ordinate equipment outages bull to handle power system emergencies and bull to handle customer enquires about any
abnormality of electricity supply
Through these functions the Centre aims to achieve the following objectives bull to generate and dispatch electricity
efficiently and economically bull to ensure the quality reliability and security
of electricity supply bull to ensure safe operation and power system
security and bull to provide excellent services to our
customers

Design The design of the System Control Centre has taken into account its operational needs with special consideration for human factors The System Control Centre has two major control functions ndash ldquoGeneration and Transmission Controlrdquo and ldquoDistribution Controlrdquo
ldquoGeneration and Transmission Controlrdquo monitors and controls the generation and
transmission systems including the submarine cable circuits interconnected with CLP Power Hong Kong Ltd through the Energy Management System (EMS)
ldquoDistribution Controlrdquo monitors and controls the distribution network via the Distribution Management System (DMS)

System Overview
The EMS and DMS that employ Siemens EMPOWER Spectrum systems with a distributed open system architecture were commissioned in 1999 with their hardware subsequently upgraded in 2008 The EMPOWER Spectrum uses state-of-the-art technology and is characterised by easy upgrading and extension Both the EMS and DMS are built with full redundancy for all hardware including LAN to ensure that no function is lost due to a single component failure
In addition to the normal supervisory control and data acquisition (SCADA) functions the systems also feature numerous special automatic control functions and advanced applications Besides automating routine control functions to improve operational efficiency these features provide System Control Engineers with analytical reports on the state of the real time power system as well as what will happen in case of contingencies

Man-Machine Interfaces (MMI)
All the user consoles in the System Control Centre have multiple LCD monitors to allow concurrent display of information needed in operations Each EMS and DMS system also has its own large wall display unit to project an overview picture of the generation and transmission system and distribution system to the System Control Engineers The displays are dynamically updated and can be changed by duty engineers or triggered by pre-programmed conditions
The full graphic capability of the EMS and DMS systems is exploited to enhance user interface Zooming and panning of one-line diagrams are possible such that only relevant information is presented Colour schemes are devised to convey vital information such as voltage level or whether a circuit is dead or live (de-energised or energised) etc

Distribution Management System (DMS)
HK Electric is one of the few public utilities in the world to have implemented a gigantic scale of SCADA function in its distribution system where all distribution substations are installed with RTUs The DMS controls and monitors more than 3700 customer substations with over 130000 analogue 81000 digital as well as 18000 control points
Like the EMS the DMS is also equipped with SCADA Alarm Processing Tagging and Interlock Checking and HFD functions The DMSrsquo extensive telemetry and control capability enables System Control Engineers to locate and isolate faulty apparatus in the distribution network within a few minutes greatly reducing the time of electricity supply outage
The DMS also provides valuable data to other computerised systems Examples include bull Loading data are output to a Load Survey
System for distribution planning purposes and
bull Names of substations with supply interruption are passed to the Service Call System for efficient handling of customersrsquo service calls
Other advanced functions and applications provided by the DMS include Automatic Ventilation Fan Control Parallel Switching Study Distribution System Power Flow Short Circuit Calculation Outage Management System Switching Order Generation and Distribution Fault Identification Expert System

Customer Emergency Services Centre (CESC)
The CESC handles enquiries from customers about any abnormality in the electricity supply To ensure efficient operation a dedicated Automatic Call Distributor System (ACD) is installed for telephone call distribution and a computerised Service Call System is installed to manage the service calls
With the ACD bull incoming calls are distributed efficiently to
available duty officers bull pre-recorded announcements can be made
to callers to minimise the calling queue during busy hours
bull the duty officers are able to distinguish English and Chinese speaking incoming calls and to handle them accordingly
bull statistical information on the traffic of the telephone lines to and from the Centre is readily available for analysis and resource planning
With the Service Call Systembull customer calls and job records are
computerised and made available immediately strengthening the coordination among all concerned parties
bull crews are dispatched more efficiently bull duty officers are able to retrieve historical
information work progress and essential real time power system status so as to provide accurate and up-to-date information to customers

The EMS and DMS that employ Siemens EMPOWER Spectrum systems with a distributed open system architecture were commissioned in 1999 with their hardware subsequently upgraded in 2008 The EMPOWER Spectrum uses state-of-the-art technology and is characterised by easy upgrading and extension Both the EMS and DMS are built with full redundancy for all hardware including LAN to ensure that no function is lost due to a single component failure
In addition to the normal supervisory control and data acquisition (SCADA) functions the systems also feature numerous special automatic control functions and advanced applications Besides automating routine control functions to improve operational efficiency these features provide System Control Engineers with analytical reports on the state of the real time power system as well as what will happen in case of contingencies

All the user consoles in the System Control Centre have multiple LCD monitors to allow concurrent display of information needed in operations Each EMS and DMS system also has its own large wall display unit to project an overview picture of the generation and transmission system and distribution system to the System Control Engineers The displays are dynamically updated and can be changed by duty engineers or triggered by pre-programmed conditions
The full graphic capability of the EMS and DMS systems is exploited to enhance user interface Zooming and panning of one-line diagrams are possible such that only relevant information is presented Colour schemes are devised to convey vital information such as voltage level or whether a circuit is dead or live (de-energised or energised) etc

The CESC handles enquiries from customers about any abnormality in the electricity supply To ensure efficient operation a dedicated Automatic Call Distributor System (ACD) is installed for telephone call distribution and a computerised Service Call System is installed to manage the service calls
With the ACD bull incoming calls are distributed efficiently to
available duty officers bull pre-recorded announcements can be made
to callers to minimise the calling queue during busy hours
bull the duty officers are able to distinguish English and Chinese speaking incoming calls and to handle them accordingly
bull statistical information on the traffic of the telephone lines to and from the Centre is readily available for analysis and resource planning
With the Service Call Systembull customer calls and job records are
computerised and made available immediately strengthening the coordination among all concerned parties

The CESC handles enquiries from customers about any abnormality in the electricity supply To ensure efficient operation a dedicated Automatic Call Distributor System (ACD) is installed for telephone call distribution and a computerised Service Call System is installed to manage the service calls
With the ACD bull incoming calls are distributed efficiently to
available duty officers bull pre-recorded announcements can be made
to callers to minimise the calling queue during busy hours
bull the duty officers are able to distinguish English and Chinese speaking incoming calls and to handle them accordingly
bull statistical information on the traffic of the telephone lines to and from the Centre is readily available for analysis and resource planning
With the Service Call Systembull customer calls and job records are
computerised and made available immediately strengthening the coordination among all concerned parties
bull crews are dispatched more efficiently bull duty officers are able to retrieve historical
information work progress and essential real time power system status so as to provide accurate and up-to-date information to customers

Distribution Management System (DMS)
HK Electric is one of the few public utilities in the world to have implemented a gigantic scale of SCADA function in its distribution system where all distribution substations are installed with RTUs The DMS controls and monitors more than 3700 customer substations with over 130000 analogue 81000 digital as well as 18000 control points
Like the EMS the DMS is also equipped with SCADA Alarm Processing Tagging and Interlock Checking and HFD functions The DMSrsquo extensive telemetry and control capability enables System Control Engineers to locate and isolate faulty apparatus in the distribution network within a few minutes greatly reducing the time of electricity supply outage
The DMS also provides valuable data to other computerised systems Examples include bull Loading data are output to a Load Survey
System for distribution planning purposes and
bull Names of substations with supply interruption are passed to the Service Call System for efficient handling of customersrsquo service calls
