Shipping, culture keys toSino-Greek colossus

The recent stopover of Chinese President Xi Jinping(http://www.globaltimes.cn/db/profiles/xijinping.shtml)to the island of Rhodes set a notable diplomaticprecedent. Within only a month, it was the second timethat a top Chinese leader visited Greece.

Last month, Premier Li Keqiang(http://www.globaltimes.cn/db/profiles/likeqiang.shtml)visited Athens and Crete, captivating the Greek public notonly by setting an ambitious cooperation agenda, but alsoby demonstrating deep knowledge and appreciation forthe country's rich cultural heritage.

Xi's visit on Sunday was a milestone for the Sino-Greekstrategic partnership. Taking place at the island whichonce housed one of the "seven wonders of the ancientworld," the Colossus statue of the sun god Helios, Xi'svisit to Rhodes set the cornerstone of a modern-daybilateral "colossus."

Xi reiterated the sincere and strategic interest of Beijing toinvest in Greek ports, airports, infrastructure, railways andenergy, to purchase more Greek-issued eurobonds, andto engage in cultural diplomacy with the cradle ofEuropean civilization.

The Greek ports are the entry points to the Europeancommon market, making Greece crucial part of the NewMaritime Silk Road (http://www.globaltimes.cn/special-coverage/ReportsfromtheSilkRoad/index.html),especially as 50 percent of Chinese trade is transferredby Greek-owned merchant ships.

Moreover, Greek shipping companies have importantknow-how in maritime business and technology, and cancontribute to China's own civilian and commercialmaritime development.

China has already had positive experience in terms of itsmaritime cooperation with Greece. The State-ownedmaritime giant COSCO has one of its most profitableinvestments abroad in Greece's major port of Piraeus.The company is looking to expand its share, and hasattracted other leading Chinese corporations like ZTE andLenovo to build their Southeast European headquarters inthe area as well.

But the case of Piraeus has also raised concerns withinthe EU, which is worried about the transparency of theventure. In addition, there are signals of growing intra-European competition following the Greek rapprochementwith China. Similar concerns are raised regarding China'spotential investment in Greek airports and railways.

Nonetheless, both Xi and his Greek counterpart AntonisSamaras reiterated that the Sino-Greek relationship ispart of broader China-EU relations.

Samaras, in his official statement at the meeting with Xi,seemed determined to grab the window of opportunity ofthe New Maritime Silk Road and welcome the announcedinvestments from China.

Xi reaffirmed that he is a true friend of Greece, labeling itas one of the most reliable and friendly partners of Chinain the EU. He also vowed to promote Greece as adestination for Chinese tourists. Paired with the promiseof investing in Greek airports, the cooperation in tourismoffers great possibilities for revamping one of the keysectors of the Greek economy.

It is important to emphasize that the relationship betweena vast country like China and a medium-sized EU countrylike Greece can have important regional ramifications aswell.

Chinese infrastructure and logistical investments cancontribute to the economic renewal and integration of theBalkan Peninsula and help tame the forces of nationalismthat have tormented the area.

China has already invested in infrastructure projects inseveral of the Balkan countries, and has shown interest inpursuing transnational projects as well. This makes anexcellent opportunity for the governments in the region tomend fences, approach China together, and develop aregional economic strategy.

If played smart, the emerging Sino-Hellenic bilateralcolossus can be a great step toward reversing theeconomic loss that the Balkans and the widerMediterranean region have endured for decades.

Through its two visits, the Chinese leaders demonstratedtheir unswerving interest for cooperation. Now it is theturn of Greek and the Balkan leaders to help convert thepromises into policy.
