He has also ordered a total ban on all gatherings except wed- dings and funerals across the state till August 31. Government and private offices will work at 50% capacity till the end of this month, as per the directives issued by the Chief Minister during a Video Conference meeting with top of- ficials to review the Covid situa- tion in the state, which is witness- ing a massive increase in daily cases and an increase in deaths. Captain Amarinder also di- rected the concerned officials to restrict public visitors in govern- ment officials and to encourage the use of online grievance re- dressal system, which has been significantly strengthened by the state government to minimise in- person contact with hassle-free online engagement. In the five worst affected dis- tricts of Amritsar, Ludhiana, Ja- landhar, Patiala and SAS Nagar (Mohali), restrictions on vehicu- lar capacity have been imposed again, with buses and other pub- lic transport to operate with 50% capacity and private four-wheel- ers not allowed to carry more than three passengers per vehicle. The Chief Minister has also di- rected the DCs in these five dis- tricts to allow only 50% of the non-essential shops to open on a daily basis to check crowding. These five districts are currently accounting for 80% of the active case load in the state. The Chief Minister directed DGP Dinkar Gupta to strictly en- force compliance of rules with re- gard to the number of persons al- lowed to attend weddings and fu- nerals, and also to ensure total ban on political gatherings till August 31, when the situation will be reviewed. He also asked the DGP to crack the whip on all political protests and gatherings, and asked his own party, Punjab Congress, leadership to enforce the ban strictly. “Enough is enough,” said Captain Amarinder, adding that “we need to be tough without af- fecting the state’s economic ac- tivity.” AGENCY NEW DELHI, AUG 20 The Supreme Court Thursday grant- ed two days to activist-lawyer Prashant Bhushan, who has been held guilty of contempt, to reconsid- er his 'defiant statement' refusing to apologise for his contemptuous tweets against the judiciary. Bhushan told a bench headed by Justice Arun Mishra that he would con- sult his lawyers and think over the apex court's sug- gestion. Attorney General K K Venugopal urged the bench, also comprising Justices B R Gavai and Krishna Mu- rari, not to award any punishment to Bhushan in the contempt case saying he has already been convicted. The bench said it cannot consid- er the request of Venugopal unless Bhushan reconsiders his earlier stand of not apologising for his tweets. The tone, tenor and content of Bhushan's statement makes it worse; is it de- fence or aggravation, the court told Venugopal. The top court said it can be very lenient if there is realisation of mis- take, and posted the matter for fur- ther hearing on August 24. Earlier in the day, the Supreme Court rejected Bhushan's submission that the arguments on quantum of sentence in the contempt proceed- ings in which he has been held guilty be heard by another top court bench. A bench gave assurance to Bhushan that no punishment will be acted upon till his review against the order convicting him in the case will be decided. AGENCY NEW DELHI, AUG 20 India recorded a total of 69,652 fresh COVID-19 cases and 977 more deaths in past 24 hours, taking the case tally to 28,36,925 on Thursday. Pandemic fatalities toll in the country has now mounted to 53,866, as per the Union Health Ministry up- date. On the brighter note, the recovery rate improved to 73.91 per cent, after 58,794 more patients defeated the virus in the past 24 hours. The total number of COVID re- coveries now stand close to 21 lakh , with the figure presently at 20,96,664. As per the health update, the ac- tive case load on the country has in- creased by 9881 since Wednesday and presently the nation houses 6,86,395 such cases. The recovered cases have now exceeded the active cases by 14,10,269. According to the Indian Council of Medical Research (ICMR), as many as 9,18,470 samples were test- ed on Wednesday, and so far since the beginning , 3,26,61,252 COVID tests have been conducted pan India. The survey with over 34,000 partcipants, including students, par- ents, teachers and school principals from Kendriya Vidyalayas, Navodyaya Vidyalas and CBSE affil- iated schools, has pointed out that lack of knowledge of using devices for effective educational purposes and teachers not being well-versed with online teaching methodologies, caused hindrance in the learning process. "Approximately 27 per cent of the students mentioned the non-avail- ability of smartphones and laptops. The maximum number of stakehold- ers have opted for mobile phones as a medium for teaching-learning dur- ing the COVID-19 period," the sur- vey by the National Council of Edu- cational Research and Training (NCERT) said. "About 36 per cent of the stu- dents used the textbooks and other books available with them. Laptops were the second most favoured op- tion amongst teachers and principals. Television and radio were the least utilized devices for the teaching- learning in the pandemic situation. The shrine will be built by adhering to the country's ancient and traditional con- struction techniques. It will also be built to sustain earthquakes, storms and other natu- ral calamities. Notably, "the iron will not be used in the construction of the temple," the Trust fur- ther informed on the micro-blogging site. "For Mandir construc- tion, copper plates will be used to fuse stone blocks with each other. The plates should be 18 inches long, 30 mm wide and 3 mm in depth. 10,000 such plates may be required in total structure. We call upon Shri Rambhakts to do- nate such copper plates to the trust," Shri Ram Janmbhoomi Teerth Kshetra stated in another tweet. AGENCY NEW DELHI, AUG 20 India has asked Pakistan for Kulbhushan Jadhav to be rep- resented by an Indian lawyer for filing a review petition against his death sentence, Ministry of External Affairs (MEA) said on Thursday. "We are in touch with Pakistan through diplomatic channels. We believe for a free and fair trial in keeping with the letter and spirit of ICJ judgment, we have asked that Jhadav be represented by an Indian lawyer," MEA Spokesperson Anurag Srivas- tava said during a virtual briefing. "However, it is important that Pakistan needs to address the core issues and these core issues involve providing all the necessary documents in this case as well as providing unimpeded consular access to Jadhav," he said. Earlier, this month Islam- abad High Court (IHC) had formed a larger bench to hear the petition case pertaining to the appointment of legal rep- resentative for Indian nation- al Kulbhushan Jadhav, who is on death row in Pakistan. Geo News had reported that the larger bench, com- prising IHC Chief Justice Athar Minallah, Justice Amir Farooq and Justice Mian Gull Hassan Aurangzeb, was formed on Friday and it will hear the case on September 3. India has asked Pakistan forKulbhushan Jadhav to be rep-resented by an Indian lawyerfor filing a review petitionagainst his death sentence,Ministry of External Affairs(MEA) said on Thursday.

"We are in touch withPakistan through diplomaticchannels. We believe for afree and fair trial in keepingwith the letter and spirit ofICJ judgment, we have askedthat Jhadav be represented byan Indian lawyer," MEASpokesperson Anurag Srivas-tava said during a virtualbriefing.

"However, it is importantthat Pakistan needs to addressthe core issues and these coreissues involve providing allthe necessary documents inthis case as well as providingunimpeded consular access toJadhav," he said.

Earlier, this month Islam-abad High Court (IHC) hadformed a larger bench to hear

the petition case pertaining tothe appointment of legal rep-resentative for Indian nation-al Kulbhushan Jadhav, who ison death row in Pakistan.

Geo News had reportedthat the larger bench, com-prising IHC Chief JusticeAthar Minallah, Justice AmirFarooq and Justice Mian GullHassan Aurangzeb, wasformed on Friday and it willhear the case on September 3.

The decision came afterIndia continued to pressurisePakistan into allowing con-sular access to Jadhav.

Haryana Deputy Chief Minister, Mr.Dushyant Chautala directed the offi-cers that the Six Lane Kundli-Mane-sar-Palwal (KMP) Expressway pitsshould be filled by September 30,2020, to prevent accidents.

Elaborating on it further he saidthat the repair work of the expresswayshould not only be completed withinthe stipulated time but should be ofsuperior quality as well. He has alsoinstructed the officers to shift the stat-ues built on this expressway to ensurethat accidents do not occur due tothem. It is pertinent to mention herethat that the maintenance work of theKMP Expressway is with the HaryanaState Industrial and Infrastructure De-velopment Corporation (HSIIDC).

The Deputy Chief Minister hadespecially diverted his route and in-spected the Expressway on August 17,2020 after a halt at Delhi so that hewas aware of the condition of KMPExpressway. He had reached the Ex-pressway from Farukhnagar via Guru-gram and inspected the expresswaytill Kundli. During this, the Deputy

Chief Minister found the expresswaypoorly maintained with uneven roadand pits at many places. He markedthe areas where the road was brokenand noted it. While inspecting theroad the Deputy Chief Ministerfound the soil accumulated at theedges of the road. It was also foundthat at many places statues had beeninstalled on the sides of the road

which tend to divert the attention ofthe driver and can cause accidents.

On reaching Chandigarh, theDeputy Chief Minister, Mr.Dushyant Chautala summoned theofficers of HSIIDC to his office andinformed them about the conditionof the road and areas where it wasbroken from the points he had noted,which was surprising for the officersas well.

He expressed displeasure overthe pits and poor condition of theroad of the Expressway. He directedHSIIDC officers to immediatelystart the repair work of this KMPExpressway so that the possibility ofroad accidents could be averted. Hefurther directed the officers to lookout for possibilities of installingstatues on this route around the toll-plaza, where the speed of vehicles islow. He said that there is a possibil-ity of accidents on the expresswaydue to broken roads and statues asthe vehicles are plying on highspeed on this route. A total of 27.7% of the people inPunjab’s containment zones arefound to be positive for Covid anti-bodies, indicating that they have al-ready been infected and recoveredfrom the Coronavirus.

The survey findings, submittedto Chief Minister CaptainAmarinder Singh during a Covidreview meeting on Thursday,showed the SARS-CoV2 antibod-ies prevalence in the containmentzones to be the highest at 40% inAmritsar district, followed by35.6% in Ludhiana, 33.2% in SASNagar, 19.2% in Patiala district and10.8% in Jalandhar.

This was Punjab’s first exclu-sive survey, and was conducted infive containment zones from Au-gust 1 to 17, in a systematically se-lected random sample populationof 1250. The earlier surveys weremore generalised and were con-ducted by the state government incoordination with ICMR. The sur-vey report came on the day whenDelhi released its second Sero Sur-vey findings, which showed nearly29% seroprevalence in the nationalcapital. For this exclusive Punjabsurvey, the selected containmentzones, which had reported the high-est number of Covid cases, were lo-cated, one each, in Patiala, SASNagar, Ludhiana, Jalandhar andAmritsar districts. The sample in-cluded 250 people from each zone,and from each of the selectedhouseholds, one adult above theage of 18 was randomly chosen forthe survey. Overall, the seropreva-lence of SARS CoV-2 antibodieswas found to be 27.8% in the con-tainment zones where the highestnumber of Covid-19 cases had beenreported. 1.22 crore Kisan Credit Cards sanctioned :Finance MinistryNEW DELHI: A total of 1.22 crore Kisan Credit Cards (KCCs) have beensanctioned with a credit limit of Rs 102,065 crore as on August 17, Ministry ofFinance said here on Thursday. "In an effort to buffer the agricultural sector fromthe shock of COVID-19, a special saturation drive is underway to provideconcessional credit to farmers through Kisan Credit Card. As on August 17, 1.22crore KCCs have been sanctioned with credit limit of Rs 102,065 crore," FinanceMinistry said in a statement. The Ministry said this will go a long way in revivingthe rural economy and accelerating agricultural growth. "It may be recalled that aspart of the Aatma Nirbhar Bharat Package, the government had announcedprovision of a concessional credit of Rs 2 lakh crore, which is likely to benefit 2.5crore farmers, including fishermen and dairy farmers," the ministry added.

The Madhya Pradesh government’s move to reserveall state jobs for sons of the soil, so to say, is dan-gerous and unprecedented. It is unprecedented be-

cause though there have been similar, discriminatory,measures recently taken by various state governmentsAndhra Pradesh has blocked industrial jobs, Karnatakagives priority to Kannadigas, Maharashtra reserves somejobs for people residing there for 15 years and Uttarak-hand recruits local inhabitants to some posts no state hadearlier placed 100 per cent of its jobs in a particular seg-ment in the reserved category. The measure may be un-constitutional under Article 19(1)(d) (right to freedom ofmovement), Article 19(1)(e) (right to residence) and Ar-ticle 16(2) that states “no citizen shall, on grounds onlyof religion, race, caste, sex, descent, place of birth, resi-dence or any of them, be ineligible for, or discriminatedagainst, in respect of any employment or office under thestate”. Only the Parliament can enact residence- and em-ployment-based laws, but the power does not extend tostate governments. The MP chief minister’s announce-ment is also in violation of the Supreme Court’s land-mark judgment in the 1992 Indra Sawhney vs Union ofIndia case. The Court had ruled that the total number ofreserved seats cannot exceed 50 per cent of jobs avail-able. Clearly, legal rectitude was the last thing on themind of CM Shivraj Singh Chouhan when he made thispronouncement. The ruling party is facing indifferentprospects in the impending bypolls in the state. Thesebypolls, which will elect MLAs to 24 Assembly seats,are crucial for the party to retain its majority in the statelegislature. Hence this crude appeal to identity, and in-security, growing in a Covid year that has seen massiveretrenchment. However, though expedient, this appeal isproblematic and will prove detrimental to the interests ofeveryone in the long run. “Son-of-the-soil” debates aretypically framed as a conflict between the individual cit-izen’s “liberal” right to freedom of movement and thecollective “democratic” right of the people of a state toself-determination. mitted through breast milk ornot, a recent study suggests thatbreast milk cannot transmit thevirus to the infant.

The study, which was pub-lished in the online edition ofJAMA was conducted by the re-searchers from the University ofCalifornia San Diego School ofMedicine and University of Cal-ifornia Los Angeles. The studyexamined 64samples ofbreast milkcollected bythe Mom-my's MilkHuman MilkR e s e a r c hBioreposito-ry from 18w o m e nacross the United States infectedwith severe acute respiratorysyndrome coronavirus 2 (SARS-CoV-2). Although one sampletested positive for viral RNA,subsequent tests found that thevirus was unable to replicate,and thus unable to cause infec-tion in the breastfed infant.

"Detection of viral RNAdoes not equate to infection. Ithas to grow and multiply in or-der to be infectious and we didnot find that in any of our sam-

Using data from a cohortof 684 older Western Australianwomen recruited in 1998, re-searchers from ECU's School ofMedical and Health Sciences andThe University of Western Aus-tralia found those with a diet com-

prising more cruciferous vegeta-bles had a lower chance of havingextensive build-up of calcium ontheir aorta, a key marker for struc-tural blood vessel disease.

Blood vessel disease is a con-dition that affects our blood vessels(arteries and veins) and can reducethe flow of blood circulatingaround the body. This reduction inblood flow can be due to the build-up of fatty, calcium deposits on theinner walls of our blood vessels,such as the aorta. This build-up offatty, calcium deposits is the lead-ing cause of having a heart attackor stroke. Lead researcher Dr Lau-ren Blekkenhorst said there wassomething intriguing about crucif-erous vegetables which this studyhas shed more light on.

"In our previous studies, weidentified those with a higher in-take of these vegetables had a re-duced risk of having a clinical car-diovascular disease event, such asa heart attack or stroke, but weweren't sure why. Our findingsfrom this new study provide in-sight into the potential mechanismsinvolved," she said.

"We have now found that olderwomen consuming higher amountsof cruciferous vegetables everyday have lower odds of having ex-tensive calcification on their aorta.One particular constituent foundabundantly in cruciferous vegeta-bles is vitamin K which may be in-volved in inhibiting the calcifica-tion process that occurs in ourblood vessels" she added.

termed the persecution of thecommunity in China's Xin-jiang as a "genocide" andsaid the ethnic community isnot seen as "normal" by Bei-jing.

L&T Financial Services is seeking to raise Rs 200crore by way of non-convertible debentures(NCDs) to boost its capital buffer as thecoronavirus-battered economy is set to go into itsfirst annual contraction in four decades.

The company said its committee of directorson Wednesday approved the offer and issuance ofup to 2,000 unsecured and redeemable NCDs offace value of Rs 10 lakh at par aggregating tonominal amount of up to Rs 200 crore on a privateplacement basis. The coupon or interest rate of 8per cent per annum will be payable annually. TheNCDs will be listed on National Stock Exchange(NSE) of India.

The date of allotment will be August 28, 2020and date of redemption August 28, 2023. "In theevent of default in payment of interest and/orprincipal on due dates, an additional interest of 2per cent per annum over coupon rate will bepayable by the company for defaulting period," itsaid in regulatory filings.

"First of all, I would like to congrat-ulate all awardees who have won theaward this year but one thing is therethat this is the first time when so manyawards are being recommended. Pakistan Cricket Board (PCB) onThursday announced a star-stud-ded line-up of coaches for theNational High-PerformanceCentre and six cricket associa-tions for the 2020-21 domesticcricket season following a com-prehensive performance reviewand robust recruitment process.

The list of coaches is headedby Pakistan's fourth-highest Testrun-getter and the second mostrun-scorer in ODIs, MohammadYousuf, has been appointed asthe batting coach at the NationalHigh-Performance Centre(NHPC) in Lahore. Yousufscored 7,530 Test and 9,720 ODIruns in a career spanning from1998 to 2010.

Joining Yousuf at the NHPCis former wicketkeeper Atiq-uz-Zaman and tear away fast bowlerMohammad Zahid.

Atiq played a Test, threeODIs and 69 first-class matchesfrom 1996 to 2007 and broke alongstanding record for the high-est number of dismissals in a sea-son in 2000-01 with 76 victims,while Zahid played five Tests, 11ODIs and 43 first-class matchesbefore a back injury cut short hispromising career. Zahid is theonly Pakistan bowler to take 10or more wickets on Test debut.

Royal Challengers Bangalore(RCB) are set to reach Dubai onFriday ahead of the Indian Pre-mier League (IPL) 2020, slatedto begin on September 19.

Also, the team will com-mence a three-week camp fromAugust 29 with Director ofCricket, Mike Hesson, and HeadCoach, Simon Katich.

"RCB team will reach Dubaion August 21 and start a 3-weekcamp with Indian and Interna-tional Players in collaborationwith Mike Hesson and SimonKatich from August 29 on-wards," the franchise said in astatement.

The International Cricket Coun-cil (ICC), led by match refereeChris Broad and various stake-holders including broadcastpartners and the England andWales Cricket Board (ECB)have agreed to revise start timesahead of the third Test betweenEngland and Pakistan.

The third Test between Eng-land and Pakistan is slated to be-gin from Friday, August 21 atthe Ageas Bowl in Southamp-ton.

"This flexible approach willenable the prospect of makingup time for inclement weatherduring the morning session ofsubsequent days rather than atthe end of the day," the ICC saidin an official release.

"The match officials will en-sure that light is monitored tomaximise playing time while itis still safe to do so. The safetyof the players is still the numberone priority for this protocol," itadded.

The revised start times havebeen agreed with the captainsand coaches of both Englandand Pakistan and they will beimplemented for the final matchof the three-match series.

After the conclusion of playon day one of the third Test, the

ICC match referee, ground staff,and the ECB match managerwill meet to discuss the starttimes for the next day.

If the forecast looks good inthe morning on the next day,there will be an option to com-mence play at 10.30 am insteadof usual 11 am and that final de-cision will be made by the ICCmatch referee, Chris Broad.

He will then confirm the re-vised playing times, with themost likely scenario of amend-ing to 10.30 am start with 98overs to be bowled in the day.

The morning session wouldlast two and a half hours if thestart time was adjusted and thematch officials will ensure thatlight is monitored to maximiseplaying time while it is still safeto do so.

The safety of the players isstill the number one priority forthis protocol.

This decision as been takenas only 134.3 overs were bowledin the second Test between Eng-land and Pakistan with 38.1 ofthem being bowled on the finalday.

The entire second Test washampered by the combination ofbad light and rain.

England has a 1-0 lead in thethree-match series after winningthe first Test at Emirates OldTrafford by three wickets.
