The mission of the Center for Professional Corrmurucation is to support GRIPS'students,

faculty, (ind staff in developing effective professional communic.ltion skills and competencies

needed to communicate productively in an environment of multiple stakeholders. To this

end, we offer a range of instruction and support in fundamental a~as of professional

communication in English and Japanese including policy paper writing, professional speaking,

grant proposal writing, and digital communications, We also provide opportunities for cultural

TheYLPisa one-year program that culminates in aMaster'sDegree in Public Administration orPublicPolicy.The YLPispart of the Japanesegovernment's Ministry of Education,Culture,Sports,ScienceandTechnology (MEXDscholarshipprogram.TheYLPhastwo paralleland overlapping programs run through the School of Government andthe Schoolof LocalGovernance.Thecurriculum for both coursesistaught entirely in Englishandcoversawide range of topics concerning public administration and policy formulation.It alsooffers the opportunity for intensivediscussionwith politicians,high-level qovernrnentofficials,corporate directors,journalists and other leaders.The program includes field trips andworkshopsand requiresa final paper basedon independent study and research.There areopportunities to collaborate on policy researchwith other institutions, including Japan'scentraland local~overnments.The colloquium, which meetssevenor eight times per semester,isanunrivalledopportunity to discussfresh ideaswith eminent speakers.

ColloquiumOneof the unique features of the YlP is the Colloquium, where YlP students areoffered anexclusiveand unrivalled opportunity to discuss and shareideaswith adiverse range of eminentspeakers,including many distinguished government leadersand businessexecutives. TheColloquium meets fifteen or sixteen times a year,divided between the fall and spring terms.

(ourseworkTheYlP offers awide range of coursesconcerning public administration, economics, politicalscienceand policy formulation. In addition to the required courses,students can select subjectsin accordancewith their interestsand needs.All coursesare taught in English.

Independent Study. Research PaperDuring the independent study you work one-on-one with an instructor on your master'sthesis(or 'policy paper") on a particular topic related to public administration and policy formulation.Studentsare supported in their researchby the Center for ProfessionalCommunication ((PC)that organizesWriting Workshops aswell asIndividual consultation throughout the year.The(PC will also help students improve their presentation skills.All students will give a presentationon their researchin July.

Field Trips (School of Government)Educationalfield trips are organized twice ayear and provide a great opportunity to learnaboutlocalgovernments and communities, and socioeconomic developments in Japan.The field tripscomplement what is being taught in the classroomsand take you to placesthat you may not beable to explore and learnabout on your own. Youwill visit central and local government offices,cultural and historical heritage sites,and industrial facilities.The YlP School of Government classof 2017students visited Kagoshimaprefecture in February2018and Hiroshima prefecture inAugust 2018.

Workshops (School of Local Governance)During the workshops, you will visit central and IQcalgovernments to meet with officials whowill sharetheir first-hand experienceand practice inpolicy planning and implementation. You.will alsohaveachance to visit various facilities suchasa daycarecenter for elderly people and a local economicand tourism development facility. Youmay thusbe able to catch a glimpse of how the Japanesegovernment systemactually works in everydaylife inJapan.

EligibilityThe YlP.is open ~oyoung public administrators and government officials who are expected toplay active ro.'esIn the future as national leaders in their home countries. 1 About GRIPS

Your Gateway to Global LeadershipGRIPS is a graduate school specializing in education and research for policy studies. Thepredecessor of GRIPS was the Graduate School of Policy Science (GSPS). which wasestablished in 1977 at Saitama University as the first graduate school for policy studies inJapan. Established in 1997 by the Japanese government, GRIPS inherited the GSPS mantleand eventually moved to Roppongi, an international and cultural hub of Tokyo. GRIPS aimsto produce first-class policy makers and conduct cutting-edge research in policy studies. Ourslogan, "Gateway to Global Leadership," summarizes the mission of GRIPS: We seek to identifyand nurture leaders and managers involved in policy-making on a global scale.

GRIPS is one of the most internationalized graduate schools in the world, with internationalstudents comprising nearly 66% of the student body. The class of 2016-2017, for example,which consisted of 421 students, included 279 foreign students from 62 countries. Most GRIPSstudents are professionals from central and local governments.

GRIPS has been a partner of the Asian Development Bank-Japan Scholarship Program (AOB­JSP) since 2000. In addition, GRIPS has been selected by the Japanese government andinternational organizations such as the World Bank, the World Customs Organization, andthe International Monetary Fund to train mid-career government officials from emerging anddeveloping countries,

The Public Policy ProgramThe Public Policy Program (PPP) is GRIPS' flagship program and it hasroots going back to the GSPS. The mission of the PPP is to educateleaders, public managers, and public policy analysts, providing them withthe policy tools and ethical principles needed for democratic and efficientgovernance in the public policy arena. The PPP has produced a steadystream of highly qualified managers and leaders for many important areasof public policy. Graduates of this program become part of an internationalnetwork of policy professionals.

The Public Policy Program has two tracks-a one-year track (MP1) and atwo-year track (MP2). The working and teaching language of the PPP isEnglish and all courses are offered in English.

The one-year master's program (M P1) equipsmid-career managers and leaders with thefundamental skills and knowledge needed tomake them effective managers in the publicsector. Students develop familiarity with allphases of the policy cycle. The program awardsthe degree of Master of Public Policy or Masterof Public Administration. Students are requiredto write a policy report in partial fulfillment of therequirements for the degree.

The two-year master's program (MP2) providesearly- and mid-career professionals and juniorstaff members with the technical skills neededto be professional policy analysts. The programbuilds a strong foundation for advanoed research(including doctoral studies). The program awardsthe degree of Master of Arts in Public Policy.Students are required to write a master's thesisin partial fulfillment of the requirements for thedegree.

Program Design: Interdisciplinary Academic &Professional EducationThe curriculum is composed of an introductory course in policy studies, policy debate seminars,and a wide variety of elective courses. All PPP students are provided a common interdisciplinaryand analytical foundation through required courses, Students acquire more specializedknowledge by taking recommended courses. A wide range of elective courses enables studentsto enhance their academic and pragmatic skills, Practical courses are taught by governmentofficials who have extensive experience in policy formulation and implementation. Thiscombination of academic and practical knowledge is the hallmark of a GRIPS education.

Students are provided considerable gui?ance in the preparation of their policy reports. Studentsdevelop research skills, choose a research topic, and develop their policy reports in two policydebate seminars. The Center for Professional Communication (CPC) offers guidance andsupport at every stage of the writing process, from selecting a topic to writing the final draft.

In addition to the knowledge and skills acquired in the first year, MP2 second-year studentsreceive advanced training and guidance in the technical and practical skills needed for publicpolicy analysis. Students develop and apply their research skills to writing and defendingcompulsory master's theses. Thus, MP2 provides a strong platform for advanced policyresearch (including doctoral studies).

International Relations (lR) ConcentrationThe International Relations (IR) Concentration aims to foster thedevelopment of future policy leaders through intensive training in themethods and approaches necessary for understanding and solvingmajor contemporary challenges in the world. We welcome students withinterests in international affairs, covering a variety of issues from securityto political economy, as well as those who wish to analyze domesticpolitics or political economy within the context of an individual countryor from a comparative perspective. Both qualitative and quantitativemethods can be adopted for analyses.

Public Policy (PP)ConcentrationThe objective of the Public Policy (PPJConcentration is to providestudents with knowledge of various policy issues from many differentdisciplinary viewpoints to support their understanding and investigationof policy-related problems. Students are required to write a policyproposal based on the application of either quantitative or qualitativeanalytical tools to a policy issue. In preparing policy reports, studentsshould (a) collect quantitative and/or qualitative data, (b) analyze thedata, and (c) write a policy proposal based on their investigation.

The mission of the GRIPS Summer Program is to enhance participants' practical policy-makingskills through activities that require participants to apply their discipline-based knowledge tovarious real-life policy issues. The GRIPS Summer Program is organized into four major activityareas: seminars, symposia, and conferences; skill-enhancing workshops; research tours andfield trips; and sports, entertainment. and culture.

5 Admissions

Qualifications

The application procedure should be completed onlineby all candidates for MPl and MP2. Applicants need toobtain an 10 and Password prior to online application.The Online Entry Form and Online Application Formmust be submitted by the appropriate deadlines.Details can be found at the GRIPS AdmiSSions website:(htrp://www.grips.ac.jp/en/admissions/index/).

The online application process of GRIPS can becomplicated and confusing because at varyingrequirements and policies for different programs andscholarships. The GRIPS Admissions Office will helpyou work through any problems you encounter.

Candidates must hold a Bachelor's degree from a recognized/accredited university and mustsatisfy the English language requirement with a minimum TOEFL score of 550 (iBT 79) or IELTSAcademic 6.0. A record of solid academic performance at the undergraduate level is expected.Work experience in government or other policy-oriented institutions is highly desirable.Evidence of managerial experience and leadership potential are looked on very favorably,especially for MP1. Although there is no formal entrance exam, the Public Policy Programmay administer special exams in such areas as English writing and mathematics proficiency.Telephone and video in.terviews may also be conducted. Some in-person interviews may bearranged if circumstances permit.

Funding OptionsThere are several ways to finance your education in the PPP. The traditional way is to obtainone of several scholarships allocated to GRIPS by various sponsoring organizations.The two primary sources of funds are the Japanese Government (MEXT) and the AsianDevelopment Sank (ADS). MEXT and ADS provide a fixed number of scholarships both forMPl and MP2. Candidates who apply by the early application deadline (November) will beconsidered for one of these scholarships.The choice of scholarship will be determined by GRIPS based on constraints imposed by thescholarship providers (see the GRIPS website for details).Scholarships are allocated on a competitive basis from the pool of early applicants.Self-financing, including all externally acquired funds, is another option. Since GRIPS is a Japanese

national university, our tuition and fees are very low and quite competitive on an intemational basis.This is particularly true given the high quality of our education and other services.As a consequence, an increasing number of candidates apply to GRIPSwith their personal fundsor with scholarships obtained from external sources such as their home governments or non.governmental organizations.

One unique aspect of GRIPS is our extensive support system for assisting students in their dailyliving. We consider this aspect of your lives to be every bit as important as your academic life,especially for foreign scholars unfamiliar with Japan. As international students have comprised,on average, about 60% of the GRIPS student body over the last 10 years, we have developedcomprehensive services to assist students in their day-to-day living.

The Student Office organizes orientation programs for incoming students and assists arrivinginternational students in getting organized and settled in Japan. It also organizes a number ofsocial events and activities, including field trips and Japanese cultural experiences.
