who have satisfactorily completed the training program of the licensee asdescribed in letter dated January 23, 1986. Copies of the certificate of train-ing for each user shall be maintained by the licensee.

lie. Each sealed source containing radioactive material other than Hydrogen 3, with ,

'a half-life greater than 30 days and in any form other than gas, shall be testedfor leakage and/or contamination at intervals not to exceed six months. In theabsence of a certificate from a transferor indicating that a test has been madewithin six months prior to the transfer, the sealed source shall not be putinto use until tested.

Notwithstanding the periodic leak test required by the preceding paragraph, anylicensed sealed source containing radioactive material is exempted from periodicleak tests provided the quantity of radioactive material contained in the sourcedoes not exceed ten times the quantity specified for the radioactive materialin Appendix F, New Hampshire Rules for the Control of Radiation.

The test shall be capable of detecting the presence of '0.005 microcurie of I

radioactive material on the test sample. The test sample shall be taken fromthe sealed source or from the surfaces of the device in which the sealed sourceis permanently mounted or stored on which one might expect contamination toaccumulate. Records of leak test results shall be kept in units of microcuriesand maintained for inspectialby the Program.

If.the test reveals the presence of 0.005 microcurie or more of removable con-tamination, the licensee shall intnediately withdraw the sealed source from useand shall cause it to be decontaminated and repaired or to be disposed of inaccordance with Program rules. A report shall be filed within five days of the

: test with the Manager, New Hampshire Radiological Health Program, Health &Welfare Building, Hazen Drive, Concord, NH 03301, describing the equipmentinvolved, the test results, and the corrective action taken.

Tests for leakage and/or contamination shall be performed by persons specificallyauthorized by the Program, the NRC, or any other Agreement State, to performsuch services.

15. Sealed sources containing radioactive material shall not be opened or removedfrom their respective source holders by the licensee.

16. The licensee shall conduct a physical inventory every six (6) months to accountfor all sealed sources received and possessed under the license. The recordsshall be available for Program inspection and shall include the quantities,type of material, location of the sources and the inventory date.

17. Except as'specifically provided otherwise by this license, the licensee shallpossess and use radioactive material described in Items 6, 7, and 8 of thislicense in accordance with statements, representations, and procedures contained |

in application dated October 25, 1985 and letter dated January 23, 1986. TheProgram's rules shall govern the licensee's statements in applications or letters,unless the statements are more restrictive than the rules.

Hopefully, the following presents the additional informationyou need.

- Following the inspection by Mr. Thompson, we submittedan application dated May 13, 1986, to store a nucleargauge at Limestone, Maine, and Milan. New Hampshire.

- We received your letter of July 7, 1986, noting (1)

that we needed a letter from the Base Commander atLoring Air Force Base granting permission to store a

gauge at the base and (2) that New Hampshire is anagreement State.

We have written to the Base Commander (see attached copy ofletter) and are currently awaiting his reply.

We have had, since January 29, 1986, a Radioactive MaterialsLicense from the New Hampshire Bureau of Environmental Health. A

copy is attached for your review.

Dear Colonel Vaught:

Your permission is requested for Morrison GeotechnicalEngineering to maintain a permanent ~ storage area on base fornuclear density gauges used in conjunction with services providedat .the base. The Nuclear Regulatory Commission has requested-that we obtain your permission as part of our current licensereview.

Morrison Geotechnical Engineering began providingengineering laboratory services at Loring Air Force Base inAugust 1983. These services have included structural steel,concrete and soil testing, and consulting engineering. Projectscompleted or currently under construction include the following:

- Wastewater Treatment Facility,- Composite Medical Facility,- Airmen Dining Hall, and- Housing Rehabilitation.

In conjunction with this work we use nuclear density gaugesto determine the in-place density of compacted soil. Theradioactive source in the gauges are 8 millicuries of Cesium -137 -and 40 millicuries of Americium - 241/Be.

The gauges are operated by and only by, technicians employedby Morrison Geotechnical Engineering who are certified by theNuclear Regulatory Commission to operate the gauges.

The gauge is stored in a locked cabinet in our laboratorywhen not in use.

For the past 3 years, Morrison Geotechical Engineering hasoperated the gauge without incident on projects under the reviewof the U.S.-Army Corp of Engineers and U.S. Air Force EngineeringGroup at Loring Air Force Base.
