. REPORT ON CURRICULUM DELIVERY AND PROVISION OF HOME EDUCATION
IN GENERAL EDUCATION AND TRAINING BAND (GRADE R-9)
1. IntroductionIn accordance with the National Education Policy Act (NEPA, No27 of 1996) the Policy for the Registration of Learners forHome Education (1999) defines “Home Education as a programmeof education that parents of a learner(s) may provide tohis/her own child at their own home. In addition the parentmay, if necessary, enlist the specific services of a tutor forspecific areas of the curriculum”; or a legal, independentform of education, alternative to attendance at a public or anindependent school. This study firstly looked into whodelivers curriculum to parents who choose to educate theirchildren at home. Secondly the study looked into how thecurriculum is provided to the learners who are educated athome 2. Problem Statement
The current situation of the Department of Basic Education isthat there is no data bank for Home Education curriculumproviders. It further does not know how this curriculum isdelivered to the learners. The question is who provide thecurriculum and how is it delivered? The policy of HomeEducation requires parents who choose to teach their childrenat home adhere to the following points pertaining tocurriculum provisioning and delivery:-

a) the parents must declare he highest education standardachieved by him or herb) have information about the programme that will be followedand the learning resources that will be availablec) comply with the minimum requirements of the curriculum inpublic schools d) ensure curriculum is not inferior to the standard ofeducation provided at public schools. e) complies with the language policy and the outcomes(standards) specified for each of the phases.f) the learner should receive at least 3 hours contactteaching time per school day. g) in obtaining such services the parent may approach a publicschool or a registered independent school for assistance The above mentioned requirements forced the parents of HomeEducation to look for curriculum providers. 3. PurposeThe purpose of this research is to explore the providers of curriculum for Home Education and how is it delivered. In delivery this will include what subjects are taught, how much time is allocated when teaching and how assessment is done by the service providers of Home Education.4. MethodologyIn this study available literature of curriculum providers of Home Education were searched through the internet. Contact numbers of curriculum service providers were identified and this helped the researcher to conduct telephonic interview in cases of clarifications.A questionnaire was send to curriculumservice providers. 4.1. Data collection19 service providers of Home Education were identified in the internet. All this service providers have their website which can be viewed.
4.2. Thematic literature review

In this thematic review of literature I have grouped and discussed the sources in terms of the themes or topics to be covered the advantage of this method is that it can help the researcher not to summarize your sources. The researcher was able to group themes or topics of research together. This alsohelped the researcher to demonstrate the types of topics that are important. The following topics were used: the aim of Homeeducation, subjects offered, assessment and time tabling
4.3. Thematic Analysis
In this study thematic analysis of categorizing strategy for qualitative data analysis was used. The researcher reviewed her data, made notes and begins to sort it into categories.
5. Limitations2 of the service provider’s website are written in Afrikaans. The researcher is not conversant with Afrikaans as it is her third language.it was not easy to interpret the findings although she consulted a colleague whose first language is Afrikaans. In some of the website the service providers did not give information about how they conduct assessment. Some did not even mention the subjects they are offering per phase.There are also limitations of websites of curriculum providersof Home Education as service providers did not document the information the same which gave a researcher thorough literature review and arrangements before analysing the data. Some service providers did not have a website. Other service providers did not have the name of the contact person. I was also not easy to contact some service providers 6. Findings6.1. Extra-Curricular ProvisionThere are involvement in activities such as field trips, spot and prize giving which also allows for socialisations.
Guidance related to time tablingChildren are assigned courses that each consists of 12 workbooks called PACEs. The format of the curriculum allows students to advance from unit to unit. Goal setting is encouraged where learner is given the opportunity to set realistic goals on daily and weekly basis.

8. Recommendations1. All service providers who offer Bible should come together;have an association compile one single curriculum for Home education in South Africa which will be used in accreditation.2..All Home educators service provider should register with Home Education Association in their Provinces.3.Curriculum providers should extend their curriculum provision and adhere to 11 official languages in South Africa

4. Both the Department of Education and Service providers of Home education should encourage parents to participate in Annual National Assessment.5. Qualification of parents who practice Home Education shouldbe considered and at least attend a course on how to teach at Home. This should not take into consideration the highest standard passed but willingness to teach your child at Home.6. Service providers of curriculum for Home Education that uses Cambridge University should encourage parents to registertheir children with Department of Education in South Africa.7. This study depended much on literature review and it was best if all the service providers of Home education, learners who are home educated, were also interviewed. As this is a qualitative research to maintain validity and reliability a triangulation approach is recommended.
