Title Restructuring of the Nirmal Bharat Abhiyan into Swachh Bharat Mission Date 24th September 2014 The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today gave its approval for restructuring of the Nirmal Bharat Abhiyan (NBA) into Swachh Bharat Mission (Gramin) and revision in the components of the programme as follows - i NBA will be restructured into the Swachh Bharat Mission with two sub-Missions - Swachh Bharat Mission (Gramin) and Swachh Bharat Mission (Urban) Budgetary provisions for the two sub-Missions will be provided separately in the demand for Grant of the Ministries of Drinking Water and Sanitation (for Gramin) and Ministry of Urban Development (for Urban) Necessary changes will be made from the RE Budget for 2014-15 onwards The Mission will be kick-started on 2nd October 2014 If necessary funds may be provided by re-appropriation or from the Contingency Fund ii Enhance the Unit cost of the Individual Household Latrine (IHHL) from Rs 10000 to Rs 12000 so as to provide for water availability including for storing hand-washing and cleaning of toilets iii Central share for IHHLs to be Rs 9000 (75 percent) from Swachh Bharat Mission (Gramin) The State share to be Rs 3000 (25 percent) For North Eastern States Jammu and Kashmir and Special category States the Central share will be 10800 and the State share Rs 1200 (90 percent10 percent) Additional contributions from other sources will be permitted iv Provision to be included in the Indira Awas Yojana Programme for provision of functional toilets Till such provision is made existing arrangement of funding will be continued from the Swachh Bharat Mission (Gramin) v Provision for Information Education and Communication (IEC) will be at 8 percent of total project cost with 3 percent to be utilised at the Central level and 5 percent at State level vi Provision for Administrative Cost will be 2 percent of the project cost Sharing pattern will be 7525 between Centre and State vii Discontinue the part funding from MGNREGA for the payment of incentives for the construction of IHHLs and pay the entire amount of Government of India share from the Swachh Bharat Mission (Gramin) viii All other components of the NBA that is Solid Liquid Waste Management (SLWM) and Community Sanitary Complexes (CSCs) will be retained SLWM funding will be at 7525 sharing pattern For CSCs it will be 603010 (Centre State Community) CSCs will be constructed only when the Gram Panchayat takes the responsibility of ownership and a sustainable operation and maintenance system is assured CSCs will include public toilets at marketsbus stands peri-urban areascensus towns etc wherever ownership and operation and maintenance is assured CSCspublic toilets will also be considered under Public Private Partnership (PPP)VGF mode ix Transfer of the responsibility of construction of all School toilets to the Department of School Education and Literacy and of Anganwadi toilets to the Ministry of Women and Child Development x The strategy of implementation of the Sanitation Programme will focus on behaviour change triggering of the population with regard to toilet construction and their use Triggering of communities for behaviour change and usage of toilets shall be given top priority to ensure increased demand which will lead to use of assets created Effective use of technology and media shall be done to communicate the message of the benefits of safe sanitation and hygiene xi Monitoring mechanism will be strengthened Outputs (construction) and outcomes (usage) will be monitored There should be comprehensive re-appraisal of the programme at end of the 12th Plan

xii States shall prepare an implementation strategy (Annual Implementation Plan) in consultation with the Mission States performing as per their Plans will be incentivized States achieving their targets prior to scheduled dates shall be further incentivized xiii A menu of accredited technology options for toilets and SLWM projects shall be made available to the States by the Swachh Bharat Mission The Mission will provide a list of minimal acceptable technologies for which assistance under this programme will be available However use of any superior technology will be permitted at additional cost to be borne by the beneficiary xiv Guidelines for the Swachh Bharat Mission (Gramin) shall be issued xv The date of Implementation for the revised proposal to be with effect from 2102014 It is expected that this initiative will significantly enhance the cleanliness of our villages tackle the problem of open defecation improve the quality of life in our villages enhance the dignity and safety of women and children and lead to significant improve in the health parameters of the population Background Efforts of the State Governments for promoting rural sanitation have been supplemented by the Central Government till 1999 under the centrally sponsored Rural Sanitation Programme (CRSP) from 1999 to 2012 under the Total Sanitation Campaign (TSC) and thereafter under the NBA However the interventions so far have as per Census 2011 resulted in 3270 percent of rural households having access to toilets in rural areas while as per the National Sample Survey Organisation (NSSO) 2013 estimates 406 percent of rural households have such access The goal now is to achieve Swachh Bharat by 2019 as a fitting tribute to the 150th Birth Anniversary of Mahatma Gandhi by improving the levels of cleanliness in rural areas and making Gram Panchayats Open Defecation Free (ODF) For this the Swachh Bharat Mission will be launched with a new thrust to the sanitation programme by removing bottlenecks that are hindering progress currently and focusing on critical issues affecting outcomes Swachh Bharat is proposed to be achieved through- a) coverage of all rural households with IHHLs cluster toilets community toilets (including through PPP mode) construction of school and anganwadi toilets and SLWM activities in all Gram Panchayats b) creation of enhanced demand convergent action through various agencies and stakeholders with triggering through enhanced IEC Inter Personal Communication (IPC) c) Strengthening of implementation and delivery mechanisms d) Monitoring Outputs (construction) and Outcomes (use) at the Gram Panchayat and household levels leading to Swachh Bharat Funding for these new initiatives will be through the following bull Budgetary allocations bull Contributions to the Swachh Bharat Kosh bull Through commitments under Corporate Social responsibility (CSR) bull Funding assistance from multilateral sources

Title CSR Contribution for Swachh Bharat Abhiyan and Clean Ganga Mission 16th December 2014 The provision of Section 135 of the Companies Act 2013 Schedule VII of the said Act and the Companies (Corporate Social Responsibility Policy) Rules 2014 have come into force only from 01042014 This is the first year of the implementation of Corporate Social Responsibility (CSR) by companies under the Act Details such as the amount spent and nature of activities undertaken by the companies would be available only after the mandatory disclosures of CSR expenditure are made by companies which would be due after September 2015 ldquoSwachh Bharat Abhiyanrdquo and ldquoClean Ganga Missionrdquo have been included as CSR activities under Schedule VII of the Companies Act 2013 from 24th October 2014 Details about the contribution made by the companies in this regard would also be available by the time indicated above

This was stated by Shri Arun Jaitley Minister of Corporate Affairs in a written reply to a question in the Rajya Sabha today

Title Defence Ministry Launches Swachh Bharat Abhiyan Date 2nd October 2014 Heeding to the clarion call by the Prime Minister Shri Narendra Modi to fulfil the dream of Mahatma Gandhi of a Swachh Bharat (Clean India) the Ministry of Defence started the Swachhta drive in the right earnest here today The ambitious drive begun with the Swachhta Pledge being administered by the Secretary (Defence Production) Shri G Mohan Kumar to all Officers and Staff of the Ministry at South Block The event saw the spontaneous participation of officers right from the Secretary level to Multi-Tasking Staff of the Ministry

Later the Secretary (Defence Production) led the entire employees in cleaning one corridor of the South Block with the help of brooms and dusters Taking a cue from that the rest of the employees went back to their respective sections and started the cleanliness drive with full zeal and vigour

This programme was followed by a tree plantation drive in the South Block premises where senior officers participated by planting several tree saplings to realise the dream of a green and clean environment

Ministry of Drinking Water amp Sanitation TitleModirsquos dream project of Swachh Bharat by 2019 will be executed in a mission mode says Gadkari Date 25th August 2014 Union Minister for Rural Development and Drinking Water and Sanitation Shri Nitin Gadkari today called for practical approach to achieve the goal of sanitation for all by 2019 Speaking at a National Conference on Sanitation and Drinking Water here the Minister said the current allocation of Rs10000 per toilet in rural areas is insufficient and soon the amount will be increased to achieve the real target Lamenting that even after 67 years of Independence 60 percent people in India defecate in open Shri Gadkari said that the dream project of Prime Minister Shri Narendra Modi to build Swachh Bharat by 2019 will be executed in a mission mode He also emphasized that massive funds will be mobilized for this purpose under the leadership of the Prime Minister Shri Gadkari asked the State Ministers of Drinking water and Sanitation attending the conference to come up with practical and area specific approach to toilets and assured them that funds will not be a constraint He called for quality works so that toilets could last upto thirty to forty years and laid emphasis on suitable low cost technology for that purpose To address the problem of drinking water and especially in 17000 those villages having problems like arsenic excessive fluoride heavy metals and other pollutants the Minister said that a new scheme will be launched in the next two months to address this issue The Minister also called for timely flow of funds and e-transfer of money for speedy execution of projects Speaking on the occasion the Minister of State for Drinking Water and Sanitation Shri Upendra Kushwaha said that Prime Minister Shri Modi has personally expressed anguish in his Independence Day speech and expressed the commitment of his Government to achieve lsquoSwachh Bharatrsquo by 2019 as a tribute on the birth anniversary of Mahatma Gandhi by eliminating the unhealthy practice of Open Defecation He also reminded the State Ministers that Shri Modi also directed that by 15th August 2015 every school should have separate toilets for boys and girls He said that in the last 60 years only 32 rural families in 2011 (as per census figures) and 40 ( NSSO figures of 2013) have rural toilets Shri Kushwaha informed that more than 2 crore families who were given subsidy under the Nirmal Bharat Abhiyan do not have functional toilets today Later the Union Ministers heard specific complaints and suggestions from the State Ministers and senior officials of the states attending the conference

Dr Harsh Vardhan Union Health Minister has called upon citizens to view the Prime Ministerrsquos revolutionary initiative ldquoSwacch Bharat Abhiyanrdquo as a blessing in disguise ldquoMahatma Gandhi had said cleanliness is next to Godliness I say cleanliness and Godliness add up to the biggest dividend ndashgood health Most of our common diseases find it impossible to thrive in clean surroundings If we succeed in achieving this revolution peoplersquos expenditure on medical treatment will be considerably reduced and so they can use their savings for better thingsrdquo he remarked He thanked Prime Minister Shri Narendra Modi for placing unprecedented emphasis on cleanliness The image of the country has got eroded over the years because India had become synonymous with filthy cities garbage pileups unclean toilets and other ungainly sights which bred a host of communicable diseases the Health Minister said Now every Indian feels aroused to do something to change this reality he added Dr Harsh Vardhan announced that on October 9 he would persuade the health secretaries of all states to implement ldquoSwacch Bharatrdquo in their respective states The meeting will also deliberate on the contours of a new National Health Policy Dr Harsh Vardhan noted that the launch of ldquoSwacch Bharatrdquo coincided with the 20th anniversary of the first Pulse Polio campaign which he had initiated in Delhi on October 2 1994 He recalled ldquoBack then many people had been pessimistic about our national ability to do anything noble on a mass scale But they had been surprised when people from all walks of life came forward to participate Eventually India succeeded in becoming polio freerdquo The Minister who participated in the India Gate oath taking ceremony led by the Prime Minister later went to New Delhi Railway Station with Mr DV Sadananda Gowda Union Railway Minister to inspect the improvements to public hygiene envisioned at the capitalrsquos largest public facility More than 500000 footfalls are estimated at the station which handles 300 trains daily ldquoI take keen interest in the state of cleanliness of the capitalrsquos railway stations because I am from Delhi myself and this station falls within my constituency I was satisfied with the resolve of the Railway staff to keep New Delhi Railway Station free of pestilence and I assured the Minister of Railways that I will follow up on the cleanliness drive which he has initiated and keep him posted of its progress He shall receive full cooperation from the Health Ministry in the endeavourrdquo Dr Harsh Vardhan said The Minister next went to Lady Hardinge Hospital in the capital on a surprise inspection Not even the Medical Superintendant was given prior information He found that the hospitalrsquos authorities had organised the launch of the Swacch Bharat Abhiyan earlier in the day Dr Harsh Vardhan toured the out-patient department and a few wards He interacted with the patients their relatives and doctors and nurses on duty Dr Harsh Vardhan wielded the broom at New Delhi Railway Station and Lady Hardinge Hospital in symbol of his commitment to Swacch Bharat Abhiyan The entire staff of the Ministry of Health and Family Welfare at Nirman Bhawan New Delhi turned out in white t-shirts and caps with the ldquoSwacch Bharatrdquo message printed on them Dr Harsh Vardhan read out the oath to them and later inspected all the departments offices and toilets He made many suggestions for further improvements as well as some recommendations for civil works which were duly noted The Union Health Secretary Mr Lov Verma was present on the occasion alongwith other senior officers of the Ministry Dr Harsh Vardhan said on the occasion ldquoI want you all to develop the killer instinct when it comes to preserving neatness and preventing filth We in the Health Ministry carry the burden of peoplersquos expectations over the success of this noble mission There can be no public hygiene if we donrsquot maintain cleanliness ourselvesrdquo

Title Review of Swach Bharat Mission Date 12th December 2014 The Minister of State (IC) for Petroleum and Natural Gas Shri Dharmendra Pradhan today reviewed the progress regarding implementattion of the Swach Bharat Abhiyan pertaining to the Ministry

The oil companies have the target to construct toilet blocks in schools spread over the entire country as part of Swach Bharat Mission Secretary (PNG)Special Secretary(PNG) and other senior officials were also present alongwith CMDs of the oil companies

Title ldquoMission Swachh Bharatrdquo Date 1st Ocotber 2014 A meeting was held today by Petroleum Minister Shri Dharmendra Pradhan to review the preparations for the launch of Swachh Bharat Abhiyan on 2nd October 2014 After detailed deliberations on the programmes being taken by the oil amp gas CPSEs as well by the Power PSUs in Odisha the Minister directed that all employees of the Ministry the attached offices and PSUs should actively participate in the Mission Swachh Bharat The programmes organized by the PSUs in their areas of operation installations refineries all 50000 retail outlets etc should start with SwachhtaShapath to be administered on 2nd October 2014

Construction of toilets in the schools to be started on 2nd October 2014 by all the PSUs under the SwachhVidyalayaAbhiyan all over the country should be inaugurated by CMDsMDs of oil amp gas PSUs The function should not be ostentatious and include a small ceremony with offering flowers to Gandhijirsquos photograph The banner should cover logo of the Swachh Bharat

The Minister said MahilaMandals in the residential complexes of the oil amp gas PSUs should be involved in the campaign

Title Railways to Launch Massive Cleanliness Campaign throughout the Country on 2nd October 2014 under ldquoSwachh Bharat Missionrdquo

Railway Minister urges Union Ministers and Members of Parliament to Participate in this Campaign at any of the Stations in their Respective Constituencies

As part of the ldquoSwachh Bharat Missionrdquo announced by the Prime Minister Shri Narendra Modi Indian Railways will be launching a massive special cleanliness campaign on 2nd October Gandhi Jayanti Diwas involving lsquoShramdaanrsquo and awareness activities throughout the country Speaking to media here today the Minister of Railways Shri DVSadananda Gowda said that entire fraternity of more than 13 lakh Railwaymenwomen including officers and staff will be involved in this campaign either in the lsquoShramdaanrsquo relating to cleanliness activity or in spreading awareness on cleanliness He said that directions have already been issued to all Zonal Railways Public Sector Undertakings and Production Units to request all officers and staff (except running staff and other essential category staff) to participate in the lsquoShramdaanrsquo relating to cleanliness activity or in spreading awareness on cleanliness The detailed action plan and programmes have already been prepared by Zonal Railways covering stations trains track workshops colonies etc and involving as many railwaymen as possible in the campaign Zonal Railways have nominated an officer for each station who will have necessary administrative and supervisory powers and also conduct inspection of the assigned area 15 days in advance and assess the requirements for carrying of the cleanliness campaign Railway Board members along with about 250 officers have been nominated to visit several stations over Zonal Railways to participate in the drive he saidrsquo

The Railway Minister said that he has also requested Union Ministers and Members of Parliament to participate and lead the campaign at any of the stations of their choice within their constituency He said that the lsquoShramdaanrsquo will be organized at all stations trains track offices workshops colonies etc and shall involve all railway men at every level The services of non-railway organizations like NGOs NSS NCC schoolcollege students scouts and guides etc shall also be taken for this campaign Public awareness through regular announcements Posters Electronic display boards banners stickers CCTVs at stations Pamphlets etc Electronic media and newspaper advertisements shall also be used The drives will include action against persons making premises dirty under rules prohibiting littering at railway premises Messages in this regard will be given through CCTVs and PA Systems and the campaign should show positive and visible effect on cleanliness over Indian Railways

Shri Gowda informed that under the Sustainable Action proposed to be taken from 2nd October 2014 upto 2019 there will be regular events on cleanliness to be organized in the next five years The first focus should be clean and hygienic toilets and in particular those located at railway stations Under this mission it shall be ensured that stations tracks colonies and offices are maintained in a clean and hygienic conditions The campaign which includes tree plantation removal of encroachments maintaining clean toilets painting of road kerbs clearing posters repairing street lights improving drainage improving signage whitewashing of buildings etc shall be continued There will be sustained lsquoPublic Awareness Campaignrsquo to promote ldquoSwachh Bharatrdquo Mission More and more mechanized cleaning gadgets are being introduced and better types of cleaning agent are being used to achieve improved standard of cleanliness Contracts are given for supply of machines like scrubbers high pressure jet

Ministry of Rural Development Title Government to spend about 2 lakh Crore rupees for Swachh Bharat Mission More than 11 crore toilets will be built in 5 years Date 25th September 2014 The Union Minister of Rural Development and Drinking Water and Sanitation Shri Nitin Gadkari said that Swachh Bharat Mission will be converted into a mass movement to make India an open defecation free country in Five Years Addressing a Joint Press conference with the Urban Development Minister Shri M Venkaiah Naidu here this afternoon Shri Gadkari said one lakh thirty four thousand crore rupees will be spent for construction of about 11 crore 11 lakh toilets in the country The Urban Development Ministry will earmark more than 60000 Crore rupees for this purpose The Minister also underlined that technology will be used on a large scale to convert waste into wealth in rural India in the forms of bio-fertilizer and different forms of energy Shri Gadkari informed that the pet mission of the Prime Minister will be executed on war footing with the involvement of every gram panchayat panchayat samiti and Zila Parishad in the country besides roping in large sections of rural population and school teachers and students in this endeavor The Ministry has decided to observe the Week from 26th September to 2nd of October as Panchayat Panchayat Week for creation of awareness about sanitation and cleanliness Shri Gadkari also informed that religious social and cultural organizations across the country will be asked to cooperate in this sacred mission Swachh Bharat Mission to be launched by the Prime Minister Shri Narendra Modi on 2nd of October Gandhi Jayanti aims at making India an open defecation free country by 2019 coinciding with the celebration of 150th birth anniversary of Mahatma Gandhi Shri Modi will launch the scheme from a jhuggi cluster in the capital and will also dedicate to the poor some newly constructed toilets The Prime Minister will also lead the nation in taking a pledge for Swachh Bharat

Ministry of Rural Development Title State Ministersrsquo Conference to Evolve Strategy for Implementation of ldquoSwachh Bhara Mission by 2019rdquo Date 24th August 2014 State ministers in-charge of drinking water and sanitation will meet here tomorrow to undertake a national review of the progress in the National Rural Drinking Water Programme (NRDWP) and to evolve a strategy for speedy and effective implementation of Prime Minister Shri Narendra Modirsquos mission of lsquoSwachh Bharatrsquo by 2019rdquo The review meeting convened by the Ministry of Drinking Water and Sanitation will also take stock of the so-called Nirmal Bharat Abhiyan (NBA) launched in the first year of the 12th five year plan and the factors behind its failure Despite 64 years of rural development 60 of Indiarsquos rural population defecate in open either due to lack of toilets lack of their Operation and Maintenance due to absence of water or inappropriate technology with no scientific mode of digesting the waste leading to rural men questioning the usefulness of toilets In the last 60 years only 32 rural families in 2011 (as per census figures) and 40 ( NSSO figures of 2013) have rural toilets From over 12 crore toilets to be built annually prior to 2011-12 the figure has come down to below 50 lakhs per year now States have also carried out a Baseline Survey in 2012-13 from which it is clear that out of the 1719 crore rural households in the country about 1111 crore households do not have latrines The fact that 884 crore are eligible for the incentives toilets have not been built More than 2 crore families who were given subsidy under the programme financial incentive do not have functional toilets today Prime Minister Shri Modi has personally expressed anguish in his Independence Day speech and expressed the commitment of his Government to achieve lsquoSwachh Bharatrsquo by 2019 as a tribute on the birth anniversary of Mahatma Gandhi by eliminating the unhealthy practice of Open Defecation The Union Minister of Rural Development Drinking Water amp Sanitation Shri Nitin Gadkari who will deliver valedictory address at the state ministersrsquo conference has directed that scientifically proven Solid and Liquid Waste Management activities be launched in each Gram Panchayat of the country Prime Minister has also directed that every school in the country has to be provided with toilets separately for boys and girls by the 15th of August 2015 These are serious commitments and the state ministers conference will explore all avenues to achieve them Shri Gadkari strongly fees that apart from Twin pit technology and the conventional Septic tank technology the new Bio digester technology developed by DRDO needs to be tried However for the kind of acceleration required there is a need to look at newer options which use less water apply rural pots which save water and biological waste treatment methods Keeping this in view a two-day exhibition will be organized here on August 26 amp 27 In response to the direct appeal from the Prime Minister some corporate houses are coming forward to participate in the Swacch Bharat Abhiyan through the Corporate Social Responsibility (CSR) route These Corporate Bodies can participate by facilitating CSR funding and also expertise in terms of management for this Shri Gadkari who has taken the twin initiative of organising the national review and the exhibition has urged the state governments en to sure that they have a robust implementation mechanism for the Sanitation scheme down to the Gram Panchayat level He has suggested the BARG Funds be used for waste water treatments and solid waste disposal

Title CCEA approves enhanced allocation for sanitationTotal Sanitation Campaign rechristened as Nirmal Bharat Abhiyan Date 7th June 2012 The Cabinet Committee on Economic Affairs today gave the nod for more than doubling the amount for construction of individual household latrines from the existing Rs4600 to nearly 10000 rupees and also scrapped the distinction of BPLAPL families to achieve the total sanitation target in the country in the next 10 years The Total Sanitation Campaign will now be known as Nirmal Bharat Abhiyan Briefing the media about the CCEA decision here Union Rural Development Minister and the Minister for Drinking Water and Sanitation Shri Jairam Ramesh said Chief Ministers of Uttar Pradesh Madhya Pradesh Bihar Chhattisgarh Haryana and Punjab have demanded fair allocation for achieving the sanitation goals At present out of Rs3400 allocated for individual toilets Centre gives Rs 2100 Statersquos share is Rs1000 and Rs 300 comes from the beneficiaries while Rs1200 is leveraged through MGNREGA works as was approved last year But now after the Cabinet approval Centre has to dole out Rs3200 States have to give Rs1400 and families have to provide Rs900 while MGNREGA funds will be to the tune of Rs4500 Shri Ramesh informed that Prime Minister Dr Manmohan Singh laid stress on linking sanitation programme in 200 such districts where the problem of mal-nutrition is acute saying there is a close link between lack of hygiene and mal-nutrition The Minister also informed that the Planning Commission has approved Rs36000 crore for drinking water and sanitation programmes in the 12th Five Year Plan as opposed to Rs7800 crore allocated in the 11th Plan The Cabinet also made toilet construction mandatory for availing funds for Indira Aawas Yojana henceforth while the Minister added that allocation for IAY will also be raised from existing Rs45000 to Rs75000 by end of July Shri Ramesh said for the first time solid and liquid waste management has been approved for the villages on the model of towns and cities and Gram Panchayats will get from 7 lakh rupees to 20 lakh rupees for the same depending on the size of the population The Minister said Sikkim has become the first Nirmal Rajya( that is hundred percent open defecation free) and this year Kerala and Himachal Pradesh will also follow suit while Haryana has resolved to achieve the target in next two years Punjab in next five years and the rest of the states in 10 years time

Title Launch of the lsquorsquoSwachhta Udyami Yojna ndash Swachhta Se Sampannta ki Aurrsquo by Minister of State Social Justice and Empowerment Date 2nd October 2014 Shri Sudarshan Bhagat the Minister of State for Social Justice and Empowerment launched the ldquoSwachhta Udyami Yojana - Swachhta Se Sampannta Ki Aurrdquo of National Safai Karamcharis Finance and Development Corporation at India Habitat Centre New Delhi today The Scheme provides financial assistance to Safai Karamcharis and identified Manual Scavengers for Construction Operation and Maintenance of community toilets in Public Private Partnership (PPP) Mode and for Purchase of Sanitation related Vehicles

On this occasion Shri Sudarshan Bhagat emphasized the need to construct community toilets in PPP mode managed by Safai Karamcharis and liberated Manual Scavengers so that they are properly maintained and provide better sanitation services to the users Under the Scheme the entrepreneurs of the target group may also avail assistance for purchase of vehicles such as Jetting and Suction machines Vacuum Loaders Garbage collection and disposal vehicles etc There is a great demand by Municipalities for such vehicles Beneficiaries can take contracts from the Municipalities to operate these vehicles in areas under their jurisdiction This Scheme has twin objective of cleanliness and providing livelihood to Safai Karamcharis and liberated Manual Scavengers to achieve the overall goal of ldquoSwachh Bharat Abhiyanrdquo initiated by the Prime Minister

Shri Sudhir Bhrgava Secretary Department of Social Justice and Empowerment gave the details of the newly launched Scheme of ldquoSwachhta Udyami Yojanardquo He mentioned that the beneficiaries would be provided loan at a very concessional rate of interest of 3-4 per annum Maximum amount of loan admissible for construction of community toilets and for procurement of sanitation related vehicles would be Rs 25 lakhs and Rs 15 lakhs respectively Each identified Manual Scavenger would be provided capital subsidy upto Rs 325 lakhs

Shri P K Gupta Commissioner North Delhi Municipal Corporation appreciated the initiative taken by the Ministry of Social Justice and Empowerment and hoped that newly launched ldquoSwachhta Udyami Yojanarsquo would be able to improve the socio-economic status of the Safai Karamcharis and liberated Manual Scavengers This Scheme will also become an important instrument for implementation of the ldquoSwachh Bharat Abhiyanrdquo initiated by the Honrsquoble Prime Minister He also assured his full co-operation in implementation of the Scheme whenever required

Shri Yogesh P Jain General Manager zonal office Indian Overseas Bank New Delhi informed that they have identified 60 girls schools all over India where toilets will be constructed till March 2015

Present on the occasion were Shri Sudhir Bhargava Secretary and Shri Anoop Kumar Srivastava Addl Secretary Ministry of Social Justice and Empowerment Shri PKGupta Commissioner North Delhi Municipal Corporation and representatives of Indian Overseas Bank and Officials of NSKFDC were present during the ceremony
