CONCLUSION

I . Debates in the Austrian House of Commons are stage -managed as an

idealized discussion.

I I . Topics which represent a threat to one par ty and at the same time a

pol it ical opportunity for the other are debated most controversial ly.

Subsequent interjections focus more on meta -communicative claims and

personal attacks than on policy issues.

I I I . The controversy does not revolve around a par ty specific catchword or a

pronoun referring to a par ty specific catchword, but centers on the

evaluation of people, par ties and institutions.

IV . As a rule, reproaches are seldom met with a justification and are never

fol lowed by an apology, but are parried with a reproach which

aggravates the communicative confl ict even more.
