Prof. Dr. F. U. Baqai was born in Delhi, India in 1935. He completed his MBBSfrom Dow Medical College, Karachi in 1958 and FRCS from UK in 1964. Hewas a hardworking, highly motivated and visionary person. He laid thefoundation of Baqai Hospital, Nazimabad in late sixties and later establishedBaqai Foundation in 1976 with an objective to serve the deprived, lower andmiddle income community. He along with his wife, who is also a highly qualifieddistinguished gynecologist, continued their efforts to fulfill the needs of the

less privileged people in the community. Prof. Baqai was pioneer in establishingmedical education in private sector. He realized that there was dearth of

qualified medical professionals in the society. To overcome this scarcity,the idea for creating a community based medical college in private

sector came to his mind. The dream, which was consideredas joke of the year, becomes reality in 1986 when Baqai

Medical College was established in the rural area of Karachi.The horizon expanded in 1992 with the establishment ofBaqai Dental College, which was the first ever dentalcollege in the private sector. Their continued effortresulted in the establishment of Baqai MedicalUniversity, which was granted charter by theGovernment of Sindh in 1996. A number of other alliedhealth programs have since been initiated under theumbrella of this university, majority of which are firstin private sector in Pakistan.

Since the inception of Baqai Medical University,thousands of medical professionals have graduated,who are serving the humanity not only in Pakistan

but around the world. It was his idea, vision andsuccess that have been followed by many others

which resulted in the establishment of variousmedical colleges, institutes and universitiesacross the country in private sector. Prof. Baqaiwas decorated with various awards both

nationally and internationally, among thoseis Lifetime Achievement Award which he

received in 2006 from the President ofPakistan. He is resting in peace at theuniversity campus which he started

and where he struggled anddevoted his life in the betterment

of the community.6

The MoU between Baqai Medical University and the government of Maldives focuses on furtherimprovement of healthcare and education sectors of Maldives. The Maldivian government hasrequested for cooperation in the fields of Hematology, Medical Technology, Physiotherapy, PublicHealth and Pharmaceutical Sciences.

This reflects the level of trust the international governments and institutions have been reposingin Baqai Medical University since its inception. The BMU is first private sector seat of learningto have actually introduced and practically implemented the concept of community oriented andcommunity based medical education in entire Asian region.

Baqai Medical UniversityInks MoU with Government of Maldives

The Baqai Foundation established in 1976 is the supereme policy making body. It isresponsible for monitoring, providing assistance and guidance to pursue various projectswhich have been completed or are currently underway.

For the last 60 years, Prof. Dr. Fareeduddin Baqai, Prof. Dr. Zahida Baqai and their capableteams have consistently executed sterling projects in the fields of Human Development,Poverty Alleviation, Medical Education, Training, Healthcare, Food and Nutrition, EnvironmentProtection as well as a myriad of complex challenges.

The very first project launched by Prof. Dr. Baqai in the 1960's, was the establishment ofa 350 bedded healthcare facility to serve the lower and middle income community groups.This project also entertained charity patients. Baqai Hospital at Nazimabad provided high-quality, economical medical care, that was scarcely available at that time.

The establishment of Baqai Hospital was the first private-sector social venture in Pakistan,with a primary focus on medical research and education. Since its formative years theBaqai Foundation had the vision and compassion to identify the detrimental gap betweenthe large growing population and the sparsely available health-care institutions in theregion. Today, this large, diversified medical complex and education facility continues togrow and offer state-of-the-Art training programs in numerous fields of medical sciences.

In 1983, the BF founder, visionary philanthropist and medical practitioner, Prof. Dr.Fareeduddin Baqai, along with his committed, highly qualified, kindhearted wife Prof. Dr.Zahida Baqai, got this foundation officially registered. This foundation and its passionatesocial endeavors have earned the respect and support of thousands of benevolent donorsfrom across the world. Its community development projects are operating in numerouscountries and regions of the world, including Bangladesh, Nepal, Kyrgyzstan, Pakistan,Canada and USA.

AIMS & OBJECTIVES of Baqai Foundation:

A. To construct, establish, operate maintain, aidand subsidize hospitals, maternity and nursinghomes, dispensaries, clinics, sanitaria and anyother institutions or homes established formaintenance, care, cure and rehabilitation ofhandicapped, crippled and mentally retardedpersons.

B. To construct, establish, maintain, operate, aidand subsidize universities, colleges, schools,institutions, imparting education in medicine,surgery, nursing and public health in particularand other faculties, sciences and subjects ingeneral.

C. To establish operate, maintain, aid and subsidizelibraries, reading rooms and conference halls.

D. To print and publish books, journals, brochures,pamphlets, and other literature on medicine,surgery, nursing, public health. To finance, aidand subsidize any such publication along withother subjects in general.

E. To give scholarships, stipends and aid tostudents, to syndicate advanced studies inmedicine, surgery, nursing and public healthand to carry out research in these sciences,along with other facilities and subjects.

F. To organize and aid conferences, congress,seminars, symposiums and research centerson medicine, surgery, nursing and public healthetc.

G. To do any act according to the culture, laws andcustoms, calculated to impart moral or religiouseducation. Improve social structure, promoteculture and customs, eradicate poverty, increaseliteracy, and other similar developmentalactivities.

H. To do any act calculated to carry out directly orindirectly any of the objects of the foundationand to give curative or preventive relief of anykind to the sick, invalid, poor and aged.

Since 2010, the foundation has expanded itsactivities on a global scale and was registered inCanada too. It also promotes universally acceptedvalues, including; Peace, Justice, Freedom, Equalityand Solidarity as enshrined in UNESCO’s constitution.

Pakistan’s First Community Based &Community Oriented Medical University

Baqai Medical University was founded as acommunity based medical university, the first inPakistan. This policy is now producing good results.The university is based upon the development ofcommunity medicine with nineteen (19) alliedprimary health care centres located within 40-Kmfrom the university. Families are assigned tomedical students from the first year to follow theirhealth care and social circumstances to achievea broader view of the place of health care in thelife of a community. Projects are also assigned tostudents during the clinical years.

BMU and its Constituent InstitutesBaqai Medical University was conceived byProfessor and Mrs. Dr. Fareeduddin Baqai as away of providing health facilities to theunderprivileged rural population. The first batchof students was admitted in the Medical Collegein 1988 and the Baqai Dental College was initiatedin soon after. Major expansion has resulted in thepresent situation, where 25 institutes are attachedto the university including the most successful“Assisted Reproductive Technique” Clinic inPakistan. The Institute of Pharmaceutical Scienceshas also been declared “A Centre of Excellence”.In the subsequent year, the Baqai Institute of

Diabetology & Endocrinology (BIDE) was alsodeclared “A Centre of Excellence” by the WorldDiabetes Federation (WDF). Further additions arethe MBA program in health sciences, InformationTechnology Institute, Physical Therapy Institute,which are also the critical need of the country.Another landmark was the establishment ofVeterinary Science College which is the first everin Karachi. This extraordinary broad approach isdue to the vision contained in the Baqai Model ofwhich the medical university is an important andintegral part.

BAQAI MODELThe BAQAI Model is conceptually and practicallyat least 20 years in advance of any similarinstitution in the world with application to manydeveloping countries as well as having lessons fordeveloped countries. The basic model deals witha population of about a million people. Apartfrom replication and establishment of a unit atGharo in the Thatta district of Sindh, negotiationshave taken place with Governments of Maldives,Srilanka, Bangladesh, Sharjah, Tajikistan,Afghanistan, Cambodia, Canada and USA aboutmany aspects of the Baqai Model. The BaqaiModel with its broad objectives of healtheducation and (self-help) social upliftment issuccessful because of its unique features:

This includes education and (self-help) socialupliftment by means of small home industries ashealthcare cannot be separated from educationand social conditions. Consequently, the studentsattain a broad view of the social implications ofhealth, not simply the technical aspects ofmedicine. This has become an important priorityworldwide, particularly in Pakistan, as our healthcare workers have to be better than theircounterparts in the developing world because oflimited facilities and a high disease load.

There is an inner urge in certain human beingsto play their part in the developmentalactivities of the place or city around them.Having made a choice of medical to be theirprofession and graduating in this f ield,visionary and sensitive individuals, Prof. Dr.F.U. Baqai and Prof. Dr. Zahida Baqai, filledwith the passion for human welfare and socialservice started off with a modest beginningby setting up a hospital complex in privatesector at Nazimabad in late 60s.

Soon this hospital complex developed into a350-bedded general hospital with all modernsophisticated treatment facilities for themiddle-income groups. A part of the job wasdone on charity basis. This proved to be asuccessful venture and Baqai HospitalNazimabad became a centre of excellence.

This success gave an impetus to the Baqaisto pursue their future ventures in this vitalfield of education and health. A teeming

majority, almost 70% of the populationconstitutes rural population of Pakistan. Themedical needs of this populace was neverseriously tackled by the health planners ofthe country as most of the Government sectorhealth delivery system were located in theurban areas.

With this end in view, the Baqais felt the needto provide health services to the rural area ofKarachi. In 1976, they founded the BaqaiMedical Complex on the Super Highway andestablished a Rural Health Centre, which servedthe needs of the area.

The gashing flow of creativity and new ideasthen began to take further concrete shape inthe form of an organization.

From this stage onwards, it was only a matterof time and intensity of commitments. In early80's the basic construction of the building ofMedical College was started.

After the completion of the infrastructure,designing of curriculum to conform to thecommunity-oriented medical education andrecruitment of highly qualified and mostexperienced personnel avai lable in theprofession, affiliation with the University ofKarachi was obtained and the Baqai MedicalCollege was started in 1988 with admission of50 students for the first batch.

In 1990, the Pakistan Medical & Dental Councilgranted recognition to the Departments of BasicMedical Sciences and permitted the College tostart clinical teaching at Baqai Hospital,Nazimabad.

In 1992, Baqai Foundation established the BaqaiDental College. It goes to the credit of Baqaisthat this is the first ever Dental College inKarachi to cater to the needs of over 10 millionpeople. This provided a most welcomeopportunity for the students who wanted totake thei r career in Denta l Surgery.Specialized Department of Dental Materials wasestablished and sophisticated equipmentsrequired to run a modern Dental College wereprocured and admission of students to BDS wasstarted.

The Medical and Dental Colleges were regularlyinspected by the Inspection Teams of PMDC andwhen the first batches of medical and dentalstudents completed their education and training,they were awarded Degrees of MBBS in 1993 andBDS in 1995 by the University of Karachi whichwas recognized by Pakistan Medical & DentalCouncil. Indeed, this was a moment of greatsatisfaction not only for the students and theirparents but also for the Baqai Foundation - Adream came true.

The year 1992 witnessed yet another landmarkwhen the Department of Community Medicineof Baqai Medical College was upgraded to thelevel of the Institute of Health Sciences and apostgraduate education program was started forthe Masters of Public Health (MPH). This was a

very important development in producing seniorhealth executives for utilization in the HealthManagement Program for the country.

Subsequently, in 1993 the Department ofHematology was upgraded to the programs ofDiploma and M.Sc. in Hematology. While all thesedevelopments were going on it was felt that forspecial attention on community oriented medicaleducation and some of the very specializedpostgraduate programs that Baqai Medical &Dental Colleges were initiating, it was necessaryto have a full-fledged university for medicaleducation, independent of any influences. InOctober 1993, the Governor of Sindh promulgatedan ordinance establishing Baqai MedicalUniversity. It took a long time for completion oflegal formalities and on the 8th of April 1996, theProvincial Assembly of Sindh passed the BaqaiMedical University Act unanimously. This was amoment of great pride and privilege for all of us.

In July 1996, a new leaf was turned and the BaqaiInstitute of Pharmaceutical Sciences wasestablished for education in Pharmacy leading tothe degrees of B.Pharmacy, M.Phil. and Ph.D.

The establishment and rapid progress of BaqaiMedical University is a brilliant accomplishmentof a commitment to the cause of education andhealth. Thousands of students have beengraduated from this university (see Fig. 1). FACILITIES AT THE CAMPUSUNIVERSITY MASJID

The University Masjid is a unique example of traditionaland modern architecture blended together to reflectcontemporary style.

This spacious and beautiful Masjid has a capacity for500 persons. It is located at the eastern flank of theuniversity where the students and staff offer theirprayers. Students are given a prayer / lunch breakfrom 1:00 p.m. to 2:00 p.m. daily.

FAHMI LIBRARY (BMU Main Library)The main Library is a major repository of healthsciences literature. It is fully equipped with up-to-dateinformation and retrieval facilities, text books andjournals for the students and systems in basic medicaland dental sciences, clinical sciences, communityhealth, nursing etc. at both the undergraduate andpostgraduate education.

It has a collection of over 20,000 books and more than300 journals, both local and foreign.

Audiovisual l ibrary, is avai lable with latestaudiovisual materials. Students are encouraged touse the library facility by applying for their librarycard, separate periods of library are allocated intheir time table. The objective is to encouragestudents to involve in literature search underguidance and independently through text books,journals and C.D. Rom/Med-line, which has beencommissioned at the library.

ELECTRONIC LIBRARY (E-Library)An Electronic Library has also been developed at theBaqai University Hospital, Nazimabad and linkageshave been developed with the International Librariesto get access to the journals, throughout the worldvia electronic media.

Pakistan Education & Research Network (PERN)The facility of PERN has been recently acquired fromthe Higher Education Commission (HEC). PERNincludes high speed internet, access to scientificjournals and literature, access to Turnitin plagiarismsoftware, etc. This is a remarkable addition towardsthe development of research activities at BaqaiMedical University.

HOSTELSHostels for the female students are available withlimited number of seats on cost sharing basis. Strictrules and regulations have to be observed regardingtimings of meals, visitors, leave/weekend off frompremises etc.

There are specious female Hostel which have gotall the facilities e.g. pick and drop, special securityarrangements, hygienically cooked meals and othernecessary requirements. Senior and qualified femalewardens have been appointed to supervise thehostel. Besides, a committee of senior facultymembers under the supervision of the Chief Wardenlooks after the Hostel, with regular inspections.

The procedure for securing admission to the hostelis by obtaining the application form from theAdmission Department and complete the necessaryrequirements, then an interview of the applicant isconducted. After the interview of the applicant, aseat would be allocated at the hostel along withdeposit of the hostel fee.

COMPUTER LABA latest Computer Skills Lab has been commissionedat both the University and Nazimabad campuses. TheUniversity campus is fully equipped with 20 computersof latest version. The highly qualified staff impartstraining to the students and faculty. According to theUniversity curriculum, it is mandatory that everyuniversity student should be computer literate.

For this purpose the students are exposed to the useof computers through specially designed computermodules by the faculty.

STUDENTS’ CAFETERIASThere are two in campus cafeterias that meets therequirements of the students. Students enjoy theirlunch time and breaks in between classes in thosecafeterias. Quality food & beverages are served onself service basis at subsidized rates. The cafeteriashave been designed to meet the demands of thestudents with a comfortable environment andhygienically well cooked food.

There is a full time committee comprising of seniorfaculty members under the supervision of the Pro-Vice Chancellor to look into the affairs of the cafeteriaand to ensure the hygienic measures. Besides, a newlyestablished Faculty Enclosure has been commissionedwhich provides ample space for the faculty members.

STUDENTS’ LOUNGEStudent lounge is available for the extra curricularactivities (separately for boys and girls). The StudentLounge or the Student Common Room comprises ofcomfortable seating arrangement for the students andindoor sports facilities like table tennis. There is a fulltime attendant available to look after the CommonRoom and maintains a proper register for the recordsof the students availing this facility. The Girls CommonRoom has got facility for the prayers also. A specialCommittee works under the supervision of the Vice-Chancellor for the maintenance of the StudentsLounge.

STUDENTS’ HEALTH SERVICESThe Department of Students’ Health Services isresponsible for the health needs of the students duringtheir academic studies. Physical examination andimmunizations are performed by the Students HealthServices for all new students. The service covers bothin-patient and ambulatory care with provision ofspecialist care, if needed. The Medical Superintendentof Fatima Hospital supervises the Department of HealthServices.

TUTORING AND COUNSELLINGFaculty members are assigned the task of guidingand supervising groups of students for guidance onacademic or other problems. The Department ofCounselling plays a very important part in guidingthe students on day to day basis regarding theirproblems in academics and other matters. Besides,counselling for the career building and post-graduation programs are available through personalinterviews, seminars and conferences.

TRANSPORTThe Baqai Medical University is located at a distancefrom the Karachi city. Therefore, a Transport Serviceregularly runs between the College and the Pickuppoints, located at different places of the city, keepingin view the convenience of the students.

A fleet of fully maintained university buses operatesregularly every day between the city and the university

campus. Students should apply for a Bus Card to theadministration without which he/she would not be ableto utilize the transport facility.

STUDENT AFFAIRS DEPARTMENTThis department covers a wide range of studentacademic and nonacademic activities such ascounselling, accommodation, student health services,student records, financial assistance, discipline andother problem which a student might face.

The International Students Office at the Departmentof Student Affairs helps overseas students to live andstudy at Baqai Medical University. In addition toproviding continuing support and advice, the officealso guides in obtaining NOC’s, equivalencecertificates and other matters related to studying atBaqai Medical University.

Students can have a personal and confidentialdiscussion pertaining to housing, health andacademics. The records at the Department arecentrally computerized including the attendancewhich is dispatched regularly to the parents everymonth.

SUPERVISED SELF LEARNING GROUPSFaculty members are assigned the task of supervisinggroups of students for guidance on academics or otherproblems and for better education at academic andclinical stages of their career.

INCENTIVES AND ASSISTANCE

SCHOLARSHIPSScholarships are available to students purely on meritbasis. Some of the trusts/foundations i.e. InfaqFoundation, Faizan Trust and others have graciouslyannounced limited number of Scholarships andFreeships to those who are not able to finance theireducation.

BAQAI UNIVERSITY PRESSThe department of Press and Publications is a state-of-the-art department of the Baqai Medical Universityestablished in 2007.

It has, since then, been furthering the BMU’s objectiveof excellence in medical research, scholarship andeducation by producing a number of reputedpublications.

STUDENT ACTIVITIESEXTRA CURRICULAR ACTIVITIES

The students of Baqai Medical University enjoy variousactivities outside their educational group and receiveeducation with fun and pleasure.

Each society is headed by a senior faculty member toguide the students in carrying out their activities.Literary and debating society, sports club, dramaticsociety are a few on the line. The Baqai Medical CollegeMagazine is edited and published by the students toexpress their views and report on activities. However,a written consent of parents is required for outdoorvisits.

The Sports and Social Clubs provide sporting andrecreational activities for students and other membersof the university community. The clubs are committedto the belief that participation in these activitiesenhance the well being of students and staff of theuniversity so that they are better able to meet thedemands and obligations of an academic and workinglife with a balanced and healthy life style.

SPORTS CLUBThe Sports Club is a student organization headed bya senior faculty member. The Sports Club providessports opportunities for both boys and girls in widevariety of sports.

Annual sports are held regularly and winners ofinterclass competitions are awarded with prizes bythe eminent sport personalities. Examples includesports events in Cricket, Hockey, Football and otherindoor games.

NIZAM STADIUMThe main campus has a spacious stadium for holdingsports and other important programs. It has a lushgreen field with all modern facilities. The stadium hasa seating capacity for around 2000 persons. It is a newpurpose built structure.

SOCIAL CLUBVarious functions are held every year regularlyincluding stage talk shows, song competitions, talentshows and award distribution ceremonies. Thestudents are awarded crests and medals uponobtaining distinctions and positions in academics andsocial activities. Prof. Dr. Zahida Baqai is the officialpatron of the Social Club and a team comprising ofthe senior faculty members and students’representatives look after the activities of the SocialClub. An Annual Function of the University is heldregularly in which prominent entertainers are invitedfor the performance. Besides, students are encouragedto participate in this function and the best studentsare awarded with prizes by eminent personalities.

Baqai Medical University has established apermanent Admission Department under thepatronage and visionary guidance of the ViceChancellor Prof. Zahida Baqai who is responsiblefor all matters pertaining to admissions e.g.Admission Test, Interview and Selections ofCandidates. Admissions to Baqai Medical University are givenpurely on Merit Basis according to the Rules andRegulations of Baqai Medical University.

Admission to theMBBS, BDS & Pharm.D Program

Admission to the MBBS, BDS and Pharm.Dprogram is based on merit and potential forleadership. This is assessed through severalcriterion including scholastic achievements,achievements in extra curricular and co-curricularactivities such as games, debates, participationin social work, productive use of time and otherexperiences indicating potential for leader ship.These criterion cumulatively form the sole basisfor admission.

Fulfillment of basic eligibility requirements or ahigh score in the written test administered by theuniversity or a high academic score in any singlediscipline or any other outstanding achievementalone is not sufficient for selection.

It is here by clarified that the university willevaluate application on the basis of studentachievement in the most current certificateexaminations.

Experience over the years has shown thatcompetition for admission is intense. Applicantsand their parents or supporters who believe theircandidature to be strong enough to warrantselection are advised that the outcome of theselection procedure cannot be anticipated at anystage.

In view of the intensity of competition foradmission, all applicants are advised in their owninterest to apply to other institutes as well.

Applicants must be able to demonstratecompetence in English comprehension andexpression, both written and verbal, as themedium of instructions and teaching is English.

It remains the responsibility of the applicant tocomplete the application requirements accordingto the instructions and time schedule. Noreminders are sent by the Admission office. Onceacknowledged, an application will not bereturned.

The minimum requirement is at least 60% in theH.Sc. Pre-medical examination for applying to theMedical College.

For provisional applicants, (whose H.Sc. resultsare awaited) the short listing, interviews andmarking by the Admission Committee will takeplace on a provisional basis.

(It is the candidate’s responsibility to ensure thatpending results are received in the admissionoffice according to the published schedule).

FEE REFUND POLICY

As per the policy of the Pakistan Medical & DentalCouncil Communicated vide letter No. Ref: PF.3-E-2009(Coun)/170883 dated: 3rd June 2010, thefollowing Refund Policy is adopted:

1. If the student wishes to leave theinstitution before commencement ofclasses then there shall be a 100%refund of all deposited fees except forthe one time admission fee.

2. If the student wishes to leave theinstitution within one month after thecommencement of classes, there shallbe 50% refund of all deposited fee.

3. If the student wishes to leave theinstitution after one month ofCommencement of classes then thereshall be a 25% refund.

4. Thereafter there shall be NO REFUND.

Students are required to follow the code of conduct laid down by theBaqai Medical University. The future doctors would be expected toshow a sense of responsibility and honesty which is the need of theprofession.

All the students of Medical and Dental Colleges are to follow a dresscode worthy of an educated person particularly a doctor. Avoid casualdress like Jeans T-shirts, Chappals and be proud of wearing Doctor’sCoat in the college premises.

SMOKING AND PAN CHEWING IS STRICTLY PROHIBITED at THEUNIVERSITY & HOSPITAL PREMISES. During the postings at the hospital,students are required to put on white coats with their name tagsproperly displayed.

Disorderly behaviour during examinations and other settings couldlead to expulsion from the University.

Students might also face expulsion if there is evidence of involvementin any criminal or civil offense, submitting false evidence, willfuldestruction of University equipment, furniture or property, physicalviolence against fellow students, staff members and faculty, and nonpayment of tuition fee without a valid reason.

Implementation of University working hours is to be observed strictly.

Students are strongly advised to follow the timings of the University.

The University timings are daily from 8:30 a.m. to 4:30 p.m. exceptSaturday & Sunday. No student is allowed to leave the universitycampus before 4:30 p.m. except in emergency where a properpermission has to be taken from the College Principal.

The departments of basic medical Sciences aresituated in (A) and (B) Blocks with A block housingthe departments of Anatomy, Physiology andBiochemistry. Anatomy Department compriseslearning resources center discussion Hall, HistologyLab with Histology Museum. In histology Lab thestudents are provided with the best availabletissue slides for study.

Physiology and Biochemistry Department arelocated at the first floor of block A. In additionDepartments of Pharmacology and ForensicMedicine are located on the 2nd floor of block Bequipped with the most renewal subject specialistmedicine and the labs has a number of poisonsand other specimen related to the syllabi.

Department of Pathology is located at the 1st floorof B block. This department contains Histo-pathology, Microbiology and Parasitology labs,well equipped with latest practical equipmentbesides a pathological museum containingpathological specimens of different human bodyorgans and tissues. State of the art microscopysection is also available for microscopic study oftissues followed by group discussions.

The mode of teaching is in accordance with the PM&DCrules and regulations that is the “Modular System”,with a view to facilitating knowledge and awarenessat the grass root level. The basic medical sciences havebeen divided into different parts named differently asfollows.

ANATOMYAnatomy is the oldest medical discipline whichencompasses the study of human structure at variouslevels. The curriculum of Anatomy covers all aspectsof cell biology, Gross and Microscopic Anatomy,Embryology and Neuroanatomy. The study of cellbiology includes light and electron microscopicstructures and function of cell with special referenceto membranes, organelles, inclusions, metabolism,transport, division, growth, aging and cellspecialization. Gross Anatomy covers the study ofstructure and function of human organ systems andtheir relation to each other. Practical experience wouldbe gained by dissection of human body and study withthe help of models, specimens, charts and histologicalslides. These would help the students to develop clearconcepts of Anatomy. The study of Embryology coversthe principles of reproduction, foetal growth anddevelopment with explanation of various structuralrelationships in the human body and etiology ofdevelopmental anomalies. The study of Neuroanatomycovers the basic principles of organization and functionsof nervous system.

LEARNING RESOURCE CENTREThis Centre has been established to provide assistanceto the medical and dental students in their teachingprograms. The Centre is located on the ground floorof Block “A” of the college. The Centre has specimens,models and audio-visual sections and a bone bank.Specimen section has dissected specimens of all partsof the body made by the students and the teachersof the Anatomy Department. Specimen section also

has Embryology sections in which embryos and fetusesof different ages are present which help in theunderstanding of developmental changes that occurat different ages.

The Model section is equipped with various importedplastic models and the models made by the students.These models present the arrangement andorganization of various body organs and structures.The models are helpful for medical and dental students.The audio-visual section has various videos showingthe methods of dissection and demonstrate thedifferent part of body. Audio-visual section also hasthe slides and transparencies of gross anatomy,embryology, histology and Neuroanatomy. The Bonebank of L.R.C. has many articulated and non-articulatedskeletons. Bones are issued to students through thebone bank. In addition, latest slide projectors,multimedia, DVD players with accessories, T.V. setsand charts have been installed at L.R.C. to make medicaland dental students more familiar with the emergingnew trends in the teaching methodology.

HISTOLOGY MUSEUMA unique feature of the Anatomy Department is theHistology Museum located on the first floor of Block“A” along with the Histology Laboratory.

The Histology Museum contains excellent HistologyModels which help students in better understandingand facilitate the practical knowledge of the subject.

BIOCHEMISTRYBaqai Medical University has comprehensivebiochemistry course on latest modern footings witha view to preparing the students intelligent informationof its fundamental principle relating to the structureand functions of various chemical elements found inliving cells.

For the convenience for the concerned, the subjectcourse has been arranged into as many as three clearparts for the sake of providing a rational approximationto the subject. Firstly, it is the nature of Bio-molecules,secondly the study of synthesis, breakdown andbiological functions of essential bio-molecules andthirdly an information of the chemical and molecularchanges forming the basis of health and disease.

Practicals in the laboratory are carried out to assist inexplaining the concepts already discussed in lectures.In this way the students are taught the ways ofbiochemical analysis by various techniques used forseparation, identification and measurement of bio-molecules concerned with clinical sciences. Later, thestudents are scheduled to be introduced to the ideaof chemical pathology, where the measurement ofbio-molecules are put to use for diagnosis and keepinga close watch on the disease condition.

It is note worthy that the department of biochemistry,as a whole, is computerized to keep abreast with thelatest technology. There is also LRC with scientificmodels for a better knowledge and awareness.

PHYSIOLOGYThe study of physiology covers the function andbehavior of all the human body systems from the subcellular and cellular levels to organ function and thebody as a whole. Applied and clinical aspects ofphysiology, Space, deep sea and sports physiologyorientation is also included in the course.

The interaction of individuals with the environment,concepts of energy, biological control systems andbiophysics of cell membrane is also the part of

curriculum, in addition to other integrated aspects ofbody functions such as learning, behavior skills, internalhomeostasis, voluntary and involuntary motor controland memory. Also included in the curriculum is basiclife support program (BLS) with practical demonstrationof cardiopulmonary resuscitation on dummy. Theentire course is spread over two years on full timebasis. Special emphasis is given to impact the basicconcepts of the subject and the latest advances inphysiology to the students. PHARMACOLOGYThe course of Pharmacology is introduced in thirdyear. It covers the physiological effects of drugs on thecells and human organs, chemicals structure andmechanism of action of drugs, effects of drugs oncellular mechanism and fate of drugs in the body.These form the basis of an understanding of the useand abuse of drugs in society and their influence oncommunity health. The therapeutic uses of drugs andan understanding of adverse drug reactions form anintegral part of the preparation for clinical practice.

The lecture program is assisted by the latest audiovisualaid system and the practicals in the well equippedlaboratory that includes the study of in vitro effect ofdrugs on isolated tissues/organs of experimentalanimals.

Forensic Medicine is a unique subject taught in thethird year MBBS curriculum of Medical education. It combines two of the world’soldest & noblest professions, law and Medicine.Without justice, law and order there can be nocivilization. Without medicine & science, their can beno decent quality of life. Hence, the ethical & moraldemands, as well as the mental achievement &emotional stability of a truly knowledgeable medicolegal expert are indeed quite substantial andformidable.

Forensic Medicine includes principles of legal systemin Pakistan, law in relation to the medical profession,personal identification, medico legal autopsy,exhumation, ML aspects of death investigation, violentasphyxial deaths, deaths from starvation, cold & heat,mechanical injuries, trauma, regional injuries,transportation injuries, impotence, virginity, pregnancy,delivery, abortion, infanticide, natural (rape etc) &unnatural (sodomy, etc.) sexual offences, sexualperversions, cot deaths, forensic psychiatry, forensicbiology & serology. The subject also deals with ethics,which is the essence of medical profession by guidingmedical graduates about their limitations & principlesin dealing with their patients, professional colleagues& duties towards the State, besides therapeutics &diagnostic aspects of poisoning, collection of specimensin a suspected case of poisoning & rules of transmittingthem to the Chemical Examiner / Analyzer for analysis.

Hudood ordinance, Qisas ordinance, Mental HealthAct, Workmen Compensation Act & Dangerous DrugsAct are also included in curriculum.

PATHOLOGY

Pathology is concerned with derangement of tissuestructure and function in diseases associated withclinical signs and symptoms. That is why the clinico-pathological approach is the foundation of clinicalpractice and special emphasis is duly given to teachingaccordingly. With rapid technological advancementthe scope of the subject has been enormouslywidened. Basic principles are taught and supplementedwith practical work at undergraduate level.

The subject of Pathology is taught in 3rd year andcontinues in the 4th year. It includes General Pathologyand Special Pathology (Histopathology, Hematology,Clinical and Chemical Pathology), Immunology andMicrobiology including Parasitology.

The General Pathology and Microbiology are coveredin 3rd year class and Special Pathology in 4th yearMBBS classes.

Microbiology covers the fundamental principles ofBacteriology, Virology, Mycology, Immunology andParasitology. The knowledge, so acquired is of help inthe diagnosis and treatment of microbial diseases.

COMMUNITY HEALTH SCIENCES

Curriculum of Community Medicine is prepared insuch a way as to prepare the students to becomecommunity-oriented and thereby contributingeffectively to the health care system of Pakistan. Itcontinues through all five years of MBBS course. Itincludes, the study and application of a wide range ofsocial sciences, concepts of health economics, humanbehavior, socio-anthropology and social determinantsof health and disease.The study of epidemiology, demography andbiostatistics is also introduced at appropriate stages.Special emphasis is given to the planning andmanagement of primary health care systems andstudents are also involved in field work under theguidance and supervision of trained staff.

Opportunities are also given to the students to becomefamiliar with the socioeconomic and health conditionsof Katchi Abadis, substandard urban centres whichform about 45% of Karachi’s population, besidesintroducing them to the rural areas of Sindh and otherunderdeveloped areas of Pakistan.

Through visits and surveys students are able to comein direct contact with people of these under privilegedareas and are able to study in-depth the structure anddynamics of communities, their sociocultural andeconomic strains and their impact on the health ofchildren and women, thereby developing a relationshipof trust and mutual learning with members of thecommunity so that the development programs areplanned and implemented jointly with them. Thiswould lead to self reliance in the community.

The students are also encouraged to participate in thepreventive and curative care and the management ofpatients and their families in the hospital’s outpatientdepartments as well as in the primary health care field

settings. In the later part of the course, the studentsin collaboration with the clinical departmentsparticipate in research oriented projects to evaluatethe effectiveness of the primary health care systemswhich they had helped to establish and also have theexperience of practising Family Medicine.

CLINICAL SCIENCES

MEDICINEThe principle objective of the faculty of medicine is toeducate students about the expert diagnosis andcompassionate management of human illness, buildingon the biochemical, physiological and behavioralfoundation of preclinical experience.

Students are taught information acquisition throughhistory taking, physical examination and laboratoryevaluation, information synthesis through achievingdifferential diagnosis, evaluation plan and medicaldecision making for continued evaluation and therapy.Students are encouraged and guided in thedevelopment of a caring physician and patientrelationship. The junior and senior years of medicalcollege constitute a continuum of clinical experience.The curriculum starts with clinical orientation in thefirst two years of the course.

The curriculum is arranged to provide maximumflexibility. The department offers an extremely broadrange of advanced clinical clerkships in generalmedicine and sub specialities.

Students become integrated into a ward team, applyand extend their clinical skills, medical knowledge andjudgement under the immediate supervision of HouseOfficers and Registrars. In addition to the regularsessions, seminars, morning meetings and casepresentations enhance the student participation.

SURGERY

The Faculty of Surgery is responsible for the teachingand training of surgical skills, keeping in view the needsof our society, in a structured program.

Clinical teaching is provided at Baqai Hospital andFatima Hospital to third, fourth and final year medicalstudents. They are taught basic principles in surgeryi.e. infections and inflammations, asepsis, tumors,immunity and transplantations, fluid and electrolytebalance, specific infections like tuberculosis,anastomotic techniques and principles.

Specialized surgery topics included are hernia, intestinalobstruction, peptic ulcer, gall stones, gastrointestinalmalignancy, skin tumors, thyroid diseases, breastpathologies, rectal problems, urinary tract infectionsand tumors, renal calculi, etc. They are also taughttopics in neuro-surgery, pediatric surgery, plasticsurgery, orthopedic surgery, vascular surgery andcardio-thoracic surgery.

These topics are discussed in tutorials, discouraginga didactic form of teaching. All the students in a groupare expected to participate in the ensuing discussion.

The students are exposed to a wide variety of surgicalproblems, where they are expected to check patientsand elicit clinical signs, under the supervision of atutor. They are encouraged to order relevantinvestigations, reach a plausible diagnosis and institutemanagement on scientific basis, thus making themindependent thinkers and ensuring their safegraduation as medical practitioners.

The process of evaluation is continuous. Examinationsare carried out regularly and their results are givendue weightage, these are summative and thereforeincluded in the final examination results.

OBSTETRICS AND GYNAECOLOGY

The educational program in Obstetrics and Gynecologyis designed to teach students, female physiology ininfancy, childhood and adolescence, reproductiveendocrinology during menstruating years,management of pregnancy and delivery andunderstanding of changes in post menopausal years.

The program includes the management of normal andabnormal obstetrical conditions, the anatomical andphysiological variants following childbirth andgynecological abnormalities not necessarily related toreproduction. The emotional aspects of genitaldevelopment and prenatal and intra-natalabnormalities and oncological aspects of reproductivetract.

Work in the wards and outpatient clinics is designedto provide practical experience in the methods andtechniques of examination and diagnosis. Studentsare assigned specific patients and take part in theirprenatal care and management. Detailed clinicaldiscussions of current clinical problems are heldregularly with faculty, this experience constitutes theclerkship in Obs/Gyn.

Students participate in general prenatal care, conductof labor and delivery and after care of patients. Theyare responsible for the preliminary history andexamination of selected gynecological patients, assistin gynecological surgeries and participate in postoperative care.

They learn to carry out investigations and to performminor surgeries.

Clinical Postings in OPD & wards start in 3rd, 4th yearsthrough to 5th year. Exposure to OT and CommunityExposure is essential. 3 compulsory workshop: (1) LMC(2) F.P. (3) H.R. Syal are compulsory.

OPHTHALMOLOGY

The Institute of Ophthalmology provides instructionsto medical students through lectures, demonstrations,discussions, and the opportunity to observe patientsand review cases. Emphasis is on history taking andtechniques of examination of the eye.

The Institute of Opthalmology has been establishedwith facilities of Eye surgery. It is a landmark ofcontinued progress in upgrading the clinical education.The Institute is equipped with sophisticated technologyand equipments which would no doubt expand thehorizons of learning in medical education.

OTORHINOLARYNGOLOGY

All over the world Ear, Nose, and oral diseases formthe bulk of medical practice. Similarly, Pakistan is noexception. The department emphasizes on the learningof E.N.T. through outpatient observations, attendinginpatient clinics, attending operation theaters and gothrough clinico-pathological conferences wherestudents participate by case presentations. Hospital teaching is the main and essential componentof medical education. Fatima Hospital, is a 500 BeddedTeaching Hospital located within the campus, startedfunctioning in 1994.

“Fatima” is the name of the proud mother of ProfessorFareeduddin Baqai, who herself laid the foundationof the Fatima hospital. Fatima Hospital, the mainteaching hospital of Baqai Medical University is fullycharitable hospital with NO OPD fee, NO In-patientscharges and NO Operation and Delivery charges. Allinvestigation of In- patients, done in Fatima HospitalLaboratory are 100% free and investigations done inother Laboratories of the University are done on 50%,including CT scan and others. In addition all OPDpatients get their investigations done on 50% andoften 100% concession on request made by the treatingclinician. Fatima Hospital has a system where needypatients can apply for Free Treatment on Zakat. Allthese charities are provided by the Baqai Foundation.Considering this philanthropy the Ministry of Zakatand Ushr also provide Zakat for treatment of poor andneedy. The Hospital catchment area at present is morethan One Million.

In addition it had a 6 beddedAccident and Emergency department and a 6 beddedICU.

1998:1. The new Trauma Center was established that

included a Surgical Intensive Care Unit and newOperation theaters. The center is designed to havea closest access for the ambulances. The unit has12 beds expandable to 16 beds if required.

2. ENDOSCOPY Unit in the department of medicinestarted and has performed more than 2,500procedures so far this also includes lower GIendoscopies.

1999:TB CONTROL PROJECT: Launched with a separate TBclinic. Salient features of the project include completedata collection, registration of all the cases andprovision of free drugs. Registered patients are followedin collaboration with Primary Health Centre andcommunity health workers of the University till thecompletion of therapy.

An 8 bedded TB isolation unit attached to the projectwas opened to look after the Open Cases of TB.

2002:A new Children’s Wing was established on the firstfloor of the hospital; its bed capacity was laterincreased from 30 to 114 beds.

The Children’s Wing includes a 12 bedded Nurserywith neonatal unit which consists of 6 Incubators, anIntensive Care Unit which consists of 6 beds, a 6 beddedDiarrhea unit and a 6 bedded isolation ward. Generalward consists of 35 beds and 25 Paediatric surgerybeds. In addition, there are 8 separate rooms consistingof 2 beds each, thus making the wing a completeChildren’s Hospital in itself.

2003:The Gynaecology & Obstetrics Wing was furtherexpanded that increased the bed capacity from 50beds to 124 beds. The newly built unit is located onthe first floor of the Hospital. It has 50 beddedGynaecology ward, 50 bedded Obstetrics ward and 3private rooms each with 2 beds. The Wing is completelyequipped with operation theatres and Labor Roomconsisting of 10 beds including 6 observation beds.The department has its own 8 bedded Intensive CareUnit.

2004:1. Department of Medicine and Allied, which

originally consisted of 50 beds, was expanded and

a new medical unit was established on the firstfloor of the Hospital. The department now consistsof 100 beds. It includes 75 general beds for Maleand Female patients. A 10 bedded CCU/ICU. Anew 6 bedded TB isolation ward, extendable to 8.The new ENDOSCOPY UNIT with facilities for bothupper and lower GI studies with centraloxygenation and monitoring facilities. The unitalso has a 6 bedded ward for day cases.

2. Department of Surgery and Allied: A 30 beddedOrthopaedics Unit was opened. 20 beds wereadded for ENT, EYE and Facio-Maxillary Surgerythus increasing the total beds in Surgery and alliedfrom 50 to 100.

2005:Department of Physical Therapy and RehabilitationMedicine was established. The department has so forproduced 7 batches. The fresh passed out are beingoffered House Jobs in year 2015, very few departmentsoffering the same. The unit is offering services tooutpatients as well as in- patients. The unit iscomprehensive with cubicles having 25 beds/couches.

2015:1. Diabetic Clinic and Diabetic Foot Clinic: Specialty

clinics are added to expend the scope of tertiarycare. The Diabetic and Diabetic foot clinic startedtwice a week under Specialist, not only in InternalMedicine but also in Diabetes and Endocrinology.

2. Cardiac Clinic: The clinic with ECG, Echo-cardiography and ETT service is started. This is notonly helping the out patients for screening butalso providing on-site services to in-patients.

Fatima Hospital which started with 212 beds by thegrace of almighty Allah has now 500 beds thatinclude all the major specialities and sub-specialities.The Outpatient Department now consists of thefollowing OPDs:

This may beevidenced by the fact that in 1994, when established,the OPD catered for 9,000 patients this has increasedto 80,000 to 100,000. The daily OPD now is between400 to 500 patients. The numbers of admittedpatients in 1996 were 900 that have increased tomore than 6,000.

The bed occupancy is in excess of 60% in Medicineand Allied while in other units is 50%.

The services provided by the Fatima Hospital to thepoor and needy are absolutely free of charge, the

Ministry of Zakat and Ushar selected the hospital forprovision of ZAKAT and requested the University tohelp the community even further.

Fatima Hospital which started with 10 doctors nowhas more than 100 doctors, including faculty memberscomprising of Professors, Associate Professor,Assistant Prof. and Senior Registrars. Needless to saythat, the Pakistan Medical and Dental Council &College of Physicians and Surgeons recognize thehospital for undergraduate as well as postgraduatetraining.

The hospital has trainees of FCPS, MD (InternalMedicine), MD (Paediatrics), MS (Surgery), MS(Ophthalmology), MCPS (G/Obs, Paediatrics), DCH.The hospital has a full team of Paramedical,supportive and administrative staff.

INTRODUCTIONThe Pharmaceutical Sciences are a very importantintegral part of medical education since timeimmemorial. Pharmacy is described as a medical artwhich consists in collecting, preparing, preserving anddispensing of medicine and therefore, it is an importantcomponent of the overall healthcare delivery system.It plays an important role in a community and catersto health management needs for ensuring safe andeffective delivery of the drugs and related products.During the past three decades the Profession ofPharmacy has undergone a complete transformation,from the practice of compounding and dispensing ofdrugs to a patient–oriented field. The diagnosis of adisease is the prerogative of the physician, whereasthe prescription of the drugs is primarily the obligationof a pharmacist. The modern healthcare system isincomplete without the active participation of apharmacist who is an expert on drug formulation, drugdevelopment, toxicology, therapeutics, etc. Therefore,it was of utmost importance to develop a good trainingand educational institution in this important field.Pharmacy as a science has developed in Pakistan onlyduring the last three decades. There is a tremendousdemand of trained and qualified Pharmacists inPakistan as well as in all the Muslim countries and indeveloped countries as well.

Realizing the importance of Pharmacy the Faculty ofPharmaceutical Sciences was established in accordancewith the charter of Baqai Medical University in June1996. This was the first Pharmacy institute in theprivate sector in Karachi, rather the first in the country.Baqai Institute of Pharmaceutical Sciences is a beaconfor all those who care for an efficient healthcaresystem. Initially the Baqai Institute of PharmaceuticalSciences was started in two lecture rooms in 1996.Progressively the Baqai Institute of Pharmaceutical

Sciences has developed and expanded to a stage wherewe have now Five large lecture halls with a seatingcapacity of over 150 students each, eight reasonablywell equipped laboratories, a Technology and anindustrial lab., a research lab., tutorial room, officesfor the faculty members, a committee room, etc., overa covered area of more than 32,000 sq. ft. Baqai Institute of Pharmaceutical Sciences (BIPS) offersa congenial research and teaching environment. Theinstitute enjoys a distinct position in pharmacyeducation by virtue of adequate equipment, and otherfacilities in campus. The research and training of theFaculty of Pharmacy are enhanced further by closelinks with Faculty of Medicine, Nursing and the 500bedded Fatima Hospitals on campus. This enables ourstudent to interact directly with patients andunderstand modern patient care. Entry to graduate programs normally requires HSCqualification or A–Level or an equivalent certificate.The qualified applicants are selected on merit afterwritten test and interview. Semester system is followedand after 198 credit hour courses during five yearsgraduate program, the students are awarded Pharm.D. degree by the university on passing the examinationsand securing a minimum of 2.5 C.G.P.R.

Ample research facilities exist and several studentsare enrolled for M.Phil and Ph.D. degrees in subjectssuch as Pharmacology, Pharmaceutics, PharmaceuticalChemistry and Pharmacognosy. Semester Rules of Pharm. D.Rules for Admission

1. Admission to Doctor of Pharmacy (Pharm.D)program is open to students who have passed theIntermediate Science examination (pre-medical)or equivalent from any Board of Higher SecondaryEducation or have passed the A-level examination(with pre-medical subjects) and have secured atleast 60% marks. Students who have passed theB.Sc. examination with Physics, Chemistry andBiology are also eligible.

2. Pakistani nationals residing abroad are also eligibleprovided they possess the requisite academicqualification. Foreign nationals must produce acertificate of proficiency in English in the form ofTOEFL scoring at least 60%.

3. Incomplete application will not be accepted.4. Candidates applying for admission will be required

to pass through the fol lowing stages:i. The students will have to pass a written test.ii. On securing at least 60% marks in the test the

student will be called for interview along withthe parents.

iii. A merit list will be prepared on the basis ofmarks obtained in the Intermediateexamination, marks obtained in the test andperformance in the interview, and admissionwill be given to candidates according to merit.

Rules for Attendance1. A student shall be assigned a Roll Number for the

degree program which will be his / her permanentnumber till the final year of the Pharm.D. program.

2. In case of reversion of the student to the previousclass due to non clearance of requisite number ofcourses the Roll No. will be retained except thata prefix ‘R’ will be included.

3. An attendance of 75% is compulsory in each coursefor a student to be eligible to appear in TerminalExamination in the relevant course.

4. Attendance of students admitted in the Facultywill be counted from the First day of the Semesterand NOT from the date of admission.

5. Shortage of attendance up to 05% may becondoned by the Dean of the Faculty of Pharmacyon convincing grounds supported by documentaryevidence. The Vice Chancellor may condone afurther shortage of 10% in case of special hardship,but no student whose attendance falls below 60%shall be allowed to appear in the Examination inthe relevant course.

6. If a student is unable to attend classes continuouslyfor 15 days or more without information to theDean of the Faculty of Pharmacy his / heradmission is liable to be cancelled. In case ofillness or other similar situation, application alongwith medical certificate from a registered medicalpractitioner must be submitted as soon as possibleafter the incident to the Dean’s office.

7. A student who shows indifference to his / herstudies by continued absence for Four weeks fromthe date of his / her admission shall cease to bestudent of the University. Approval of thecancellation of admission shall be given by theVice Chancellor on the recommendation of theDean of the Faculty.

8. Such students whose admission has been cancelledand who wish to continue their studies may do so

by taking fresh admission by paying full admissionand tuition fee.

9. If a student is unable to complete the attendancerequirement in any course, he / she shall berequired to complete the attendance afreshwhenever the course is offered again. He / shewill become eligible for appearing in theexamination after completing attendancerequirement.

System of Examinationi. The system of examination will be followed

as per policy of the Pharmacy Council ofPakistan.

ii. Semester System will be followed in Pharm.D teaching.

Rules for the Semester System1. There will be two semesters in one year. In each

Semester system one Mid-Term and one Terminalexamination will be held. Accordingly two Mid-Term Tests and Two Terminal Examinations willbe conducted in one year. The passing marks ineach of the subjects are 50%.

2. The course in-charge is responsible to conductMid-Term Tests and Terminal Examinations.

3. Terminal examination will be held after 16 weeksof teaching and prescribed examination will becharged. In case of late submission of examinationforms a late fee will be charged as prescribed.

4. A Special examination will be held 40 days afterthe Final year Terminal examination for thestudents who have failed in the final yearexamination.

5. Under No Circumstances one can repeat morethan six courses (18 Cr. Hours)

6. Two ‘D’ courses may be repeated on first availablechance along with the fai led courses.

7. Grade ‘C’ and ‘D’ may be repeated in SpecialExamination.

8. Grade ‘C’ can be repeated only if the CGPR is lessthan 2.5 for outgoing students.

9. A student who fails in a course in four attemptsexcluding the regular attempt will have to seekfresh admission in those courses by paying a feeof Rs 5000/- per course.

10. No excuse for Not appearing in the examinationwill be accepted on any ground.

11. In case, a representation about the evaluationof tests, practical, etc., is made to the Deanthrough the Chairman of the Department, thematter will be decided by a Committee

comprising the teacher of the particular courseand two senior most teachers of the Department. The Chairman of the Department will presideover the Committee and will send therecommendations to the Dean of the Faculty. TheDean’s decision will be considered final.

12. A student who fails even once in any paper orrepeats a paper because he / she did not take itin the first chance or to improve the grade, willloose the claim to any position in the FinalExamination.

Unfair MeansAll the cases of unfair means will be forwarded to thecommittee appointed for the purpose and the matterwill be dealt in accordance with the rules andregulations of the University.

Grading SystemThere shall be grades in each course in numericalorders, i.e., assessment of performance on the basisof marks allocated for each course. Equivalent ofnumerical grades in terms of alphabets shall betermed as alphabetical grades (AG) as follows:

ACumulative Grade Point Ratio (CGPR) is obtained byadding all the Grade Points of the courses during theFive Years study which must be a minimum of 2.5 inorder to get the degree.

Requirements for the award of Pharm.D. Degree

i. A student must have passed all prescribedcourses.

ii. A student must have obtained a minimum of2.5 CGPR.

Maximum Duration for Completion of Pharm.D.DegreeMaximum duration for completion of Pharm.D. DegreeEnrollment will remain valid for two more years afterthe expiry or the required duration for the completionof the Pharm.D. Degree. Even after seven years astudent fails to clear the Pharm. D. examination he/she will cease to be the student of the Faculty.

UNDERGRADUATE &POSTGRADUATE PROGRAMS

Undergraduate: Pharm. D.The purpose of introducing Doctor of Pharmacyprogram is to prepare cl inical ly orientedpharmaceutical scientists, as well as to train them forcommunity and Industrial Pharmacy.

The advantage of Pharm.D. degree is that the individualwould have attained a much broader range ofpharmaceutical knowledge and clinical experience.The net result of the training is to prepare an individualbetter suited for pharmaceutical industry, hospitalpharmacy, and all other allied fields of pharmacy inpublic and private sector. The candidates of thePharm.D. degree program are required to work for aminimum period of six weeks in the Fourth or Finalyear or after Graduation in Pharmaceutical Industry,Retail / Community Pharmacy or in a Hospital asinternee. They must maintain a diary of work signeddai ly by the concerned Head / Manager.

Postgraduate: M.Phil. / Ph.D.The Faculty of Pharmacy has also a very active researchprogram leading to the award of M.Phil / Ph.D. degrees. Several students have already obtained these degreesand eighteen students are currently enrolled for theM.Phil./Ph.D. programs in the Departments ofPharmaceutical Chemistry, Pharmacology,Pharmaceutics and Pharmacognosy. The duration ofstudies for the M.Phil. Degree is two academic yearsand for Ph.D. the duration is a minimum of threeacademic years.

Eligibility of AdmissionsM.Phil. and Ph.D. programs are open to candidateswho have passed B.Pharm (Bachelor of Pharmacy),Pharm.D. (Doctor of Pharmacy), M.B.B.S. (Bachelor ofMedicine and Bachelor of Surgery), B.D.S. (Bachelorof Dentistry) or equivalent degree. Students holdingM.Sc. degree in allied subjects, such as Biochemistry,Physiology, Pharmacology, Microbiology and Zoology,etc., are also eligible for admission in M.Phil.programme. However, all postgraduate students haveto take courses and complete the prescribed credithours.

IN HOUSE STUDENT FACILITIESIn addition to the In-house facilities provided by theBaqai Medical University such as Transport, Mosque,Fahmi Library, Computer Lab., Girls Hostel, Social

Activities etc. the following exlcusive facilities areprovided to the Institute:

CAFETERIAA centrally located air-conditioned cafeteria is availableto meet the food/refreshment requirements of thestudents. The food is served on self service basis. Thecafeteria caters the requirement of all the students ofthe university. However, a separate cafeteria exclusivelyfor Pharmacy is also available.

LIBRARYA central library of the Baqai Medical University bythe name Fahmi Library is situated adjacent to theBaqai Institute of Pharmaceutical Sciences. The libraryis a repository of books on health sciences. It is fullyequipped with up-to-date information and retrievalfacilities, text books and journals for the students andfaculties in basic medical, dental and pharmaceuticalsciences for both the undergraduate and postgraduateeducation. It has a collection of over 12000 booksand more than 100 journals, both local and foreign.An audio-Visual library has been established and thestudents are encouraged to use the library facility byobtaining the library card. Additionally, a separateDepartmental Library for the Baqai Institute ofPharmacy has also been established with internetfacilities.

Introduction:Physical therapy provides treatment in circumstanceswhere movement and function are threatened byageing injury, disease or environment factors. It is ahealth profession that assesses and provides treatmentto individuals to develop, maintain and restoremaximum movement and function throughout life.Physical therapy is concerned with indentifying andmaximizing quality of life and movement potentialwithin the shapers of promotion, prevention,treatment and rehabilitation. This encompassesphysical, psychological, emotional and social wellbeing. It involves the interaction between physicaltherapist (PT) patients/clients, other healthprofessionals, families, care givers and communitiesin a process where movement potential is assessed ina process where movement potential is assessed andgoals are agreed upon, using knowledge and skillsunique to physical therapist.

Physiotherapist studies medical sciences subjectssuch as anatomy, physiology, medicine, surgery,pharmacology & specialized physiotherapysubjects such as Kinesiology, Physiotherapytreatment, Electrotherapy, which are related todeveloping skills and attitudes necessary for healtheducation and prevention, diagnosis, treatmentand rehabilitation of patients with physicaldisorders disabilities.

The core skills of Physiotherapists include manualtherapy, therapeutic exercise and the applicationof electrotherapeutic modalities.

Physiotherapist practice in many setting, such asprimary & tertiary care hospitals, outpatient clinics,inpatient rehabilitation facilities home basedservices, education and research centers, schools,fitness centers and sports training facilities.

Physical therapy has many specialties such ascardiopulmonary, geriatr ics, neurological,orthopaedics, paediatrics, obstetric and gynaecologicalrehabilitation, women health, hand rehabilitation,spinal rehabilitation & sports injuries etc.This new Doctor of Physical Therapy program willestablish a pathway to promote professional physicaltherapy education and to be eligible for practicing andlicensing nationally as well as internationally.

A Medical Technologist is a health professional, whoperforms various scientific duties in MedicalLaboratories. The work of these professionalsencompasses clinical application of Biochemistry,Haematology, Genetics, Immunology & Serology,Microbiology, urine & stool analysis, miscellaneousbody fluids analysis to name a few.

In the present Medical set up, no scientific treatmentof a patient is possible without proper diagnostic tests.Due to acute shortage of properly trainedtechnologists, most of the pathological laboratoriesin the country are filled with unqualified staff, resultingin poor standard of pathological tests.

BIDE came into existence in the year 1996 under thepatronage and guidance of Professor F.U Baqai. In thebeginning, it operated as a single room diabetic clinicbut was gradually transformed into a tertiary carecentre - Baqai Institute of Diebetology & Endocrinology,which is providing comprehensive services under oneroof. The out-patient department functions with aninnovative concept of collaborative services; where aconsultant diabetologist and a diabetes educatorcoupled with prompt laboratory support services hasmade the management plan of a single visit,increasingly convenient and complaint. The conceptof a “Diebetes Care Team” for the clinical managementof diabetes has proved to be very successful.

1. The dietitians tailor individualized diet plansconsidering anthropometric measurements andinvestigations, according to ADA Guidelines.

2. High quality diabetes education and provision ofinformative literature.

3. 24 hours telephonic advise service to help patientsin the “self management of diabetes” and copingthe emergency situations

4. The “FOOT CLINIC”, first of its kind in Pakistan, isworking since 1996, where a comprehensive careis provided to patients by a team comprising of adiabetologist, a surgeon with special interest inthe diabetic foot, a podiatrist, an educator, a nurse& an orthotist.

5. Domiciliary foot care services are available atnominal rates. It not only saves time but alsominimizes the cost of hospitals visits and travellingcharges and not to mention the inconveniencewhich travelling can cause.

6. PWGDF (Pakistan Working Group on the DiabeticFoot): Foot problems in diabetics prevail in everypart of Pakistan. To extend foot care services toall parts of the country, Pakistan Working Groupon Diabetic Foot was founded during InternationalDiabetic Conference organised by BIDE. Its firstsession was attended by Prof. Karel Bakker(Netherland, International Working Group on theDiabetic Foot), Andrew JM Boulton (UK & USA),Prof. Rhys William (UK),Prof Riaz Malik(UK), anda number of national delegates from all overPakistan. Prof Abdul Basit was elected as its firstchairman.

7. IT department of BIDE was established in 1999 &since then has maintained the computerizedrecords of patients. It also provides supportservices to the organization in the area of datasharing, management and application support forthe Health Care Management System (HCMS).

ACTIVITIES1. BIDE is conducting “Diploma in Diabetology” with

the sole purpose of training the GPs in the fieldof diabetes, they being the gatekeepers of ourhealthcare delivery system. The diploma is a firstof its kind in Pakistan. More than 400 doctors sofar have successfully completed this diploma &are helping the community in different parts ofthe country in each of the four Provinces.

2. One year training course for non-physiciansconducted by BIDE “Diploma in DiabetesEducation” is the first ever university level trainingprogram in diabetes education, in Pakistan. Nearly140 diabetes educators have been trained, so far.

3. BIDE also offers Foot Care Assistant training course,first of its kind in Pakistan, consented byInternational Working Group on the Diabetic Foot.So far, over 100 foot-care assistants have been

trained from all the four provinces of Pakistan &they are helping in running foot clinics in theirrespective areas.

4. BIDE arranges seminars, CMEs, etc at regularintervals to update our diploma holders especiallythose running the PDCS.

5. Advanced courses are held for family physicians.In these courses different topics related to diabetesand it’s complications are discussed. Aim of thecourses is to keep the family physicians updatedwith the latest advances in diabetes management.

6. With the collaboration of World DiabetesFoundation, BIDE has launched three majorprojects for the prevention of diabetes andimprovement of diabetes care in Pakistan. Two ofthese three years projects, “ National Diabetesand Diabetic Foot Program” and “Insulin my life”have been completed and the third one,“Gestational Diabetes Prevention and ControlProgram” is currently in progress.

7. Baqai Institute of Diebetology & Endocrinologystarted the project of Peripheral Diabetes Centresby establishing the first PDC at Fahmi HealthcareCentre in Gulberg, Karachi. Eight centres indifferent areas of Karachi have so far beendeveloped and are linked with BIDE. These centresare run by doctors who attained diploma indiabetes from our institute.

8. BIDE has designed special software to incorporateall the relevant data from these centers into asingle pool at BIDE. This data will be used in futurefor research purposes.

9. Our over-riding objective is to establish suchperipheral diabetes centres all over the country,run by diabetes specialists, and having centralcomputerized patients, record system to facilitatethe university trained diabetes educator. Thesecentres will confirm to professional standards of

diabetes management and care.10. BIDE has successfully organized the International

Diabetes Conference under the theme “Decadeof diabetes care: in low resource and underservedcommunities”. Over thirty International delegatesalong with leading national faculty and 1200participants attended the conference.

11. F irst International Course on DiabetesManagement was conducted at BIDE incollaboration with World Diabetes Foundation inthe year 2005. This was a special training course in which a team of 13 members from Afghanistancame to acquire training in diabetes management.

12. In relation to World Diabetes Day, BIDE organizesdiabetes awareness walks every year.Approximately two thousand people includingpatients, their families and general publicparticipate in the walk and benefit from thiseducational and awareness activity.

The Chest Medicine Department has a teamgauged to listen to the patient complaints as wellas to provide education in their respectiveillnesses. Administrative and nursing staff havetheir important roles to play. Further, the unit hasbeen the busy site of academics for both underand post graduate students. Regular seminars,symposia and workshops have been held at theunit.

Esteemed speakers from different parts of thecountry and speakers from abroad have given theunit a very up-to-date status. Scientific papershave been presented in various Symposia /Conferences.

A Tuberculosis control program is also beingmanaged by the unit in coordination withProvincial TB control Program at Fatima HospitalUniversity campus. This program caters to thepoor patients from the adjoining villages and suburban areas of Karachi.

In addition, there is regular OPD at “Gharo MedicalComplex” and at “Khuda Ki Basti Project” SurjaniTown, where all the chest patients including TBpatients are looked after by senior medical officersunder supervision of consultants and drugs aregiven free of cost.

Every month there is a seminar on any topicrelated to Chest Diseases in addition to workshopson various international days like “World TB Day”,“World Asthma Day”, “No Smoking Day” etc.

The Chest Unit of Fatima Hospital is working underMedical Unit-III, Baqai Medical University, henceall the patients are looked after independentlyand in collaboration with the department ofmedicine especially those having Chest Problems.

Livestock contributed to agriculture value added stoodat 56.3 percent while it contributes 11.8 percent tothe national GDP during 2014-15 compared to 55.6percent and 11.8 percent during the same period lastyear, respectively. Gross value addition of livestockhas increased from Rs. 778.3 billion (2013-14) to Rs.801.3 billion (2014-15), recorded an increase of 3.0percent as compared to previous year. (P.E.S, 2013-14)

The prime objective behind the establishment of BaqaiCollege of Veterinary Science is to promote Veterinaryprofession. This will create new avenues foremployment of unskilled, skilled and highly skilledpersonnel in the area of cattle, sheep, goat, poultry,and f ish farming, health and production.

System of Examination

2. Students passing at least 80% course in anacademic year would be promoted to next higherclass otherwise not.

3. Admission of all such students will stand cancelledwho failed in more than 50% courses. They mayapply for fresh admission provided they meet theprescribed requirement.

4. In case, a representation about evaluation of tests,practical’s etc is made to the Principal, throughthe Chairman of the department, the matter willbe decided by a committee consisting of theteacher of the particular courses and two seniormost teachers of the department. The Chairmenof the department will preside over the committeeand will send the recommendation to the Principalof college. The Principal’s decision will be final.

5. A student who fails even once in any paper orrepeats a paper because he/ she did not take it inthe first chance, will lose the claim to any positionin the final examination.

Baqai Medical University has maintained closelinks with professional and postgraduate degreeawarding institutions both within and outsidePakistan. In this connection the University isfully recognized for the training program ofFCPS awarded in different specialties by theCollege of Physicians and Surgeons, Pakistan(CPSP). CPSP is the first and the only degreeawarding institution in Pakistan which isempowered by the government to examine thepostgraduate students enrolled in differentclinical and basic specialties, after the basictraining and to finally award the Fellowshipdegrees. No doubt the standards of theFelowship awarded by the CPSP is second tonone throughout the world.

Baqai Medical University is the first private medicaluniversity in the community setting undertakingtraining of the medical students based on thephilosophy of Community Oriented MedicalEducation. It comprises community-based primaryhealthcare program which covers a population ofabout 0.5 million, in an area of about 25-30kilometers surrounding the University. The trainingand services help in producing system moduleswhich are further strengthened by systemsresearch.

Faculty of Health Sciences started the first everprogram in Public Health leading to MastersDegree in Public Health. A highly qualified faculty,field staff and support personnel are involved inpromoting the Community based training missionin the University.

At the postgraduate level, the Master’s programin Public Health (MPH) has been operational since1992 and produced more than 300 public healthspecialists. 1. Social Obstetrics is the brainchild of Prof. Mrs.Zahida Baqai. It was originally conceived as theway of dealing with maternal mortality and theplight of rural deprived women. Social obstetricsUnit offers the fully integrated services ofeducation, healthcare and self help socialupliftment. (income generation)

2. From these beginnings it has evolved into an allencompassing service that can be viewed as alegitimate alternative to the traditional maleorientated Primary Health Care Service particularlyin view of the World Health Organization; findingthat the vicious cycle in deprived communities isonly broken when 70% of women are educatedfor at least 05 years, as women do much morethan simply deliver children.

3. Situated at the University Campus at Gadap, theunit serves deprived area of more than 1.5 millionpeople. The development of the unit has beenvery rapid and the major areas of achievementsare in health & education.

4. As universal education has failed worldwide,innovative programme has been introduced. Thisintegrates learning how to think into standardeducation which teaches children how toremember – a critical deficiency which is probablyresponsible for the failure of education, particularlyin developing countries. Spoken Arabic is speciallymade compulsory for promoting not only God’slanguage but a clear understanding of Qura’an -with listning/reading.

Adult education and integrated health instructionare also considered as part of this project. It isnoteworthy that the villagers resist direct approachbut nevertheless accumulate under one roof – toreceive.

Self Help Social Upliftment: This has been verysuccessful and is actively pursued. A Skill Centerhas been built where the women of various gothsare instructed in sewing and other skills. Theproducts of these activities are sold and theproceeds accrue to the villagers’ incomegeneration, but reinforced efforts are being madein this respect with special emphasis on educatingthe women.

Baqai Institute of Reproduction and DevelopmentalSciences (BIRDS) is one of the centres run under theumbrella of Baqai Foundation. This centre providesservices exclusively to the couples with problems ofinfertility. Infertility is a personal tragedy and a socialproblem in our set up, so the centre was started withthe idea to bring the most modern and highly technicalmedical facilities for these couples.

Prof. Mrs. Zahida Baqai founded the institute ofAssisted-Reproductive Technology. This was completedin 1995 and produced the first In-Vitro Fertilizationbaby in Sindh in 1997. In succeeding years this hasdeveloped further and now covers the entire spectrumof advanced techniques producing results equivalentto world standards.

The laboratory is particularly effective with qualitycontrol and duplication of equipment. A visitingembryologist from Sydney Fertility Center is contractedfor 2-3 runs per year and 02 resident embryologistscomplete the staff together with an andrologist andtwo scientists. It is planned to make the unit a trainingcenter in Pakistan. The clinical staff comprises of 5

gynaecologists, 2 of them specializing in reproductivebiology and endocrinology.

The scope of services include initial counselling, baseline relevant investigations, and from simple routinetreatment to the most modern techniques includingIVF and ICSI.

The specialized services offered include intrauterineinsemination, in-vitro Fertilization, Intra Cytoplasmicsperm injection, testicular biopsies for azoospermia.Spermatid injection has also been introduced soon.Cryopreservation for sperm ova and embryo is alsodone.

Improved culture techniques have resulted in the useof blastocyst transfers. This is reflected in the improvedpregnancy rates obtained. At the clinical level, areproductive biological rather than a gynaecologicalapproach is followed incorporating previous failures,particularly in older women, becoming pregnant. Thecauses treated include insulin resistance, being initiallytreated with Metformin which has virtually eliminatedthe over stimulation syndrome.

Using the three compartment module, early pregnancy

losses have decreased together with close attention

to bacterial vaginosis and premature labour.

The direction of our efforts will be towards elucidation

of male factors, the management of premature

menopause, on line computerization and optimization

of stimulation techniques with the realization that

smaller Pakistani women requires less down-regulation

than is reported in the literature.

This is the only and first centre in Karachi which is

providing In-Vitro Fertilization “TEST TUBE BABY”

technique on minimal expenses. The success rate is

well comparable with international standards.

By the grace of GOD, BIRDS has become the pioneer

of the new technique called Intra Cytoplasmic Sperm

Injection (ICSI) in Pakistan. This is the first centre in

the country where this technique was used successfully.

This is the only method which answers male infertility

problems. Within the first year of bringing this method

in the country, BIRDS has achieved a 26% success rate

which is as good as any other centre in the world. ICSI

can also be used for those males who have no sperms

at all in their semen. Their sperms are retrieved

surgically by a needle or a small biopsy (SSC) and these

very few sperms can be used for ICSI.

Cumulatively approx. more than 1400 patients have

attended the Center with 400 pregnancies resulting

from advanced reproduct ive techniques.

The take home baby rates 16% with the recent

improvements mentioned above these rates have

risen sharply despite an increasingly older and

resistance patients base.

The institute is involved in research on different aspects

of human reproduction. Moreover, It provides training

for junior doctors and laboratory scientists.

The institute has taken another step forward by

acquiring the technology of Cryopreservation via which

the sperms and embryos can be frozen to be used in

future for the same couple.

With the fast ongoingchanges in the practice of medicine, the conceptsand approach to management and the outcomeof several diseases is continuously changing,therefore it is mandatory for all the healthprofessionals to keep abreast with the latestdiscoveries in the field of medicine. To keep theminformed the concept of “ContinuingMedical/Dental Education” has been introduced.Although globally acknowledged ContinuingMedical/Dental Education was not acknowledgedas a discipline in Pakistan until recently, when itwas made mandatory by PM&DC for registration/re-registration of all doctors.

Baqai Medical University is well aware of theimportance of CME/CDE. The concept ofContinuing Medical/Dental Education has beenthere since the inception of the university. Henceit was one of the first few universities accreditedby PM&DC for imparting Continuing MedicalEducation. The Department of CME has beenrevamped and revitalized to cater for the needs

of the rapidly evolving medical knowledge. TheDepartment str ives for excel lence inmedical/dental teaching and developing skills ofthe medical professionals as per rules laid downby PM&DC.

The Department of Continuing Medical/DentalEducation of Baqai Medical University hasundertaken this onerous task of organizing eventsand activities to expand the knowledge and skillsrequired by doctors. The activities evolved toenforce CME are multifaceted. They can be interdepartmental as well as inter University,encouraging the sense of participation of all themedical/dental professionals.

PM&DC has developed standards and guidelineon use of CPD (Continuing ProfessionalDevelopment) as a mandatory requirement undersection 168 of PM&DC (Amendment) Act 2012for the renewal of license according to which;

“License to practice be given only to thosemedical/dental practitioners/ specialists who havecompleted at least 15credit hours / year (for GPs)+30 credit hours/year (for specialists) of trainingof CME. This training shall be conducted byrecognized DAI / professional body.

CONTINUING MEDICAL EDUCATION(CME)

As modern medical science is growing leaps andbounds and the improvising of knowledge formedical doctors has become essential. Theconcept of CPD (Continued ProfessionalDevelopment) has been adopted globally andimportance of credit hours and updatingknowledge firmly established.

GUIDELINES FOR CREDIT POINTS

1. CME/ CDE workshop of minimum three hoursduration shall be eligible for maximum of onecredit hour.

2. CME/ CDE workshop of six hour duration shallbe eligible for two credit hours

3. Presently many organizations of doctors areorganizing international Conference/ CME/CDE/ workshop in PM&DC.

4. Speaker at any conference/ CME/ CDE/workshop/ training program will be given onecredit hour per lecture given. If they attendthe whole CME/ CDE as a delegate, then theywill be given the approved points of the CME/CDE.

5. The doctors may attend the internationalCME/ CDE Conference held overseas asdelegates. On the production of the certificateof attendance. CME/ CDE credit hours will begiven as per equivalence formula.

6. Medical Officers/ General Practitioners - allthe official training programs conducted byProvincial/District department of health(Directorate of Health Services) should begranted credit points. All relevant departmentsshould apply for recognition as per PM&DCrules and then shall inform about the detailsof training programs well in advance toPM&DC to avail points.

7. Online/ Manual application will have to bemade preferably one month in advance.Minimum 15 days in advance, application will

be required. President or members withdelegated powers will have power to waivethis time in some specific circumstances.

8. The institutions should be responsible fordeciding/ designating credit hours for eachactivity as the degree of engagement ofcandidates varies with the type of activity e.g.lecture, workshop. The level of competencyachieved in one hour session for a skill trainingworkshop is different from the one achievedthrough a one hour seminar.

Requirement of Credit Points for Renewal

1. 15 credit hours/ year of CME training from arecognized DAI/ professional body ismandatory for General Practitioners.

2. 30 credit hours/ years of CME training from arecognized DAI/professional body ismandatory for Specialists

3. No carry forward of extra credit points ispermissible after 5 years.

4. For any CME/ CDE Symposium/Conferencesof any duration, not more than 4 credit pointswill be awarded

5. Renewal cycle of 5 years is from the date offresh registration or renewal date.

6. A criterion for recertification of medical/ dentalpractitioner license should be establishedcomprising of compulsion of BLS for eachcandidate aspiring of recertification.

PART-I : MBBS. & BDS Examinations* These Regulations shall be called as

“Regulations on Conduct of Examinations.

1. PMDC Regulations:Pakistan Medical & Dental Council Regulationsshall apply in all Medical and Dental examinations.

2. Enrolment of Students:

2.1 A student, within two months of his/her admissionin any of the constituent institution of theUniversity, on payment of prescribed enrolmentfee, shall apply (on the prescribed proforma) forENROLMENT in the University. Failing this, theenrolment shall be done after payment of theprescribed “Late Fee”, in addition to normalEnrolment Fee.

2.2 A candidate shall not be enrolled aftercommencement of the Annual Examinations ofthat Academic year in which he/she is admittedin any of the constituent/affiliated college.

2.3 The candidate shall be issued the Enrolment Cardwithin three weeks of receipt of his/her applicationin the Examination Department.

2.4 A student already enrolled with the University,shall have to reapply for the enrolment, if at alater stage, he/she is admitted in:a) the same course of study in any other

constituent or affi l iated institution;b) any other Course of Study in the same or other

constituent or affi l iated institution.For this purpose, the candidate shall pay only 50%of the Enrolment Fee, as prescribed by theUniversity, at the time of his/her re-enrolment.

3. Place of Examination:As approved by the Vice Chancellor on advice ofthe Controller of Examinations (hereinafterreferred as CE).

4. Eligibility:A candidate will have to fulfill the following

conditions to appear in any ProfessionalExamination of the University:a) Must be enrolled in the University for the

Course of Study in which he/she wants toappear in the Examination.

b) Has a minimum of 75% of attendance in eachsubject.

c) Has paid the prescribed Examination Fee andhas no pending University/constituent Collegedues against him/her.

5. Announcement of the Examination:The date of commencement of Examination aswell as last date of payment of the ExaminationFee shall be notified by the CE about Six Weeksin advance.

6. Issuance of Examination Admit Cards:

6.1 For University Constituent Colleges:

6.1.1. The candidates shall:a) Obtain the Examination Form from the

Account ’s Office of the University.b) Deposit the Examination Fee and submit the

duly completed Examination Form, along withthe receipt of the Examination Fee inaccordance to the Schedule as notified by theCE in the Student Affiars Department.

6.1.2. The Office of the Students’ Affairs, aftercompleting the necessary formalities, shall,on daily basis, forward the forms to theconcerned Principal of the College.

6.1.3. The Principal of the College shall forward thesame, under his/her signature, to the Students’Affairs, which shall later forwarded to the CEat least Three Weeks before the Examinationdate.

6.1.4. The Admit Cards shall be issued to thestudents, through the Office of the Student’sAffairs, at least One Week before thecommencement of the Examination.

Regulations for MBBS & BDS ExaminationsConduct for Examinations

Under Session 25 1(c) of the BMU act, 1996

6.1.5. Defaulters may be allowed to deposit theExamination Forms (on payment of prescribed“Late Fee”), in addition to normal ExaminationFee, up to One Week before the start of theExamination. Arrangements shall be made thatsuch students get admit card before theExamination date.

6.2.For Constituent Colleges:

6.2.1. The CE about Twelve Weeks before theexpected Examination Date, shall write to thePrincipal of the College requesting him/her tosend complete list(s) of the students (class-wise)desirous of appearing in various MBBS / BDSProfessional Examinations of the year.

6.2.2. After such list(s) of the students is/are receivedin the Examination Department, the arrangementsshall be made to send them the required numberof Examination Forms along with all the necessaryinformation.

6.2.3. The concerned Principal of the College shallmake sure that all filled in examination forms(along with the Examination Fee) are received inthe Student Affairs Department at least FourWeeks before the Examination date. After scrutinythe forms will be submitted to the ExaminationDepartment. The Examination Department shallsend the Admit Cards to the Student AffairsDepartment at least One Week before thecommen cement of th e Examin at i on .

6.2.4. Late examination forms may be received onpayment of the prescribed” Late Fee” up to TwoWeeks before the Examination date. Arrangementsshall be made that such students get Admit Cardbefore Examination date.

6.3. If a candidate owes any University dues, theVice Chancellor may order to withhold his/herAdmit Card.

6.4. In case of lost or destroyed Admit card, theCE after his satisfaction, may issue duplicate admitcard, with a seal on prominent position as“DUPLICATE”. The student, for this purpose, shallpay the prescribed “Duplicate Admit Card Fee”.

7. Examination Scheme:All University MBBS & BDS Examinations (theory

and practical/viva) shal l comprise of:1. Final University Examination 90% weightage2. Continuous Internal Evaluation 10% weightage

A. Final University Examination:Final University Examination (both theory andpractical/viva) shall carry 90% weightage of themaximum marks allotted to that subject.

1. Theory Examination:Questions shall be of MCQs (one best answer)type, short essays and extended essay type.There shall not be any provision of negativemarking.

2. Practical/viva Examination:Clinical and Practical examination must includestandardized multiple station examination,where appropriate.

B. Continuous Internal Evaluation:

1. Continuous Internal Evaluation (Theory):Three internal evaluation examinations, eachcarrying 5%weightage of maximum marks allottedto the theory examination, shall be taken duringthe academic year on almost equal intervals. Twobest shall be counted towards examination results,(Only 10%) . These examinations shall be takenunder direct supervision of Head of theDepartment (hereinafter referred as HOD). He/sheshall maintain a record of the same.

2. Continuous Internal Evaluation (Practical/Viva):Two internal evaluation examinations, eachcarrying 5% weightage of maximum marks allottedto practical viva examination, before thecommen cement of th e Examin at i on .

3. For clinical subjects, the heads of departments, inconsultation with the concerned Principal, mayadopt their own scheme which is proper andconvenient for their respective subjects.

4. As per PMDC Regulations, to pass in a subject, thecandidates shall have to obtain a minimum of 50%Marks in Theory and Practical/Viva separately.

5. PMDC allow maximmum four chances each in PartI and Part II, 1st professional MBBS & 1stProfessional BDS examination (whether appearedor not) to a student to pass the exam, otherwisehe/she will be debarred from the college.

The Baqai model is intimately linked to the Baqai MedicalUniversity as it has evolved from the Baqai Medical Universityinto a far broader role in Sindh, Pakistan and withapplications in many developing countries. It may truly bestated that the Baqai Model is conceptually atleast 10 yearsin advance of any other system of providing effective lowcost education, health care and self help social upliftmentto deprived rural areas in developing countries. The onlyremotely comparable venture is outside St. Petersburg inRussia. This is the campus beyond the campus.

As stated before, the Baqai Model had its beginning in 1976when Professor Fareeduddin Baqai and Professor ZahidaBaqai conceived the idea of a free rural hospital for thedeprived people of Sindh some 35 km. from Karachi and tocreate a community based health system based on auniversity.

This has evolved into the present enormous undertakingwith 4 university hospitals, 9 Primary Health Care centresand expansion of the concept into other areas of Sindh atMirpurkhas, (by an affiliated medical college) at Gharo andmost recently at Thar. Negotiations with Maldives, Sharjah,Afghanistan, Bangladesh, Sri-lanka, Cambodia, Tajikistanand, Azerbaijan are in process.

It is true that the Baqai Model has evolved into an enormousundertaking from simple beginnings. This success is due tothe clarity of vision and a unique combination of features.The vision and objectives have always been clear unlikemany grandiloquent but unsuccessful government plans orthe profit orientated goals of NGOs or even the bureaucracyand lack of individualization and local knowledge of theinternational donor organization.

The Baqai Model has always had as its objective education,health and self help social upliftment for all in Sindh. Thepopulation of Sindh is 30 million, half of which is rural andmore than 50% of this rural population is not provided withbasic services by the government, a common situation indeveloping countries. This population numbering close to10 million is the target population of the Baqai Model. Ata practical level replication of the Gadap campus at 6deprived areas of Sindh, each serving 500,000 to 1 millionpeople of Sindh, Vinder, Khuda Ki Basti (surjani town) willprovide the institutional structures to realize the aim of themodel. Gharo already functional Thar is in advanced stagesof developmental planning. Requests have been received

from Sukkur and Jacobabad, thereby competing the Sindhprogram.

The combination of characteristics that have made theBaqai Model uniquely in advance of anything else in theworld and highly successful are.

1. COMMUNITY BASEDFounded by Prof. Muhammad Iliyas, the father of Pakistanicommunity medicine, Baqai was the first in Pakistan to havea community based medical education. It takes a long timeto develop trust within conservative traditional ruralcommunities an involvement since 1988 is now bearingfruit in terms of community co-operation. For instance, 30%of these very poor ignorant people now use mosquito nets.There is a long way to go, particularly in population growthrates but this involves other modalities such as educationand demedicalization.

2. RURALFor improvement to occur, workers must come from thecommunity but most organizations direct their affairs fromwithin cities and compromise within rural areas. Thesituation of Baqai Medical University within the ruralcommunity is therefore a powerful unrecognized advantage,as a rural community cannot be directed efficiently andeffectively from a city even with community recruitment.

3. UNIVERSITY CENTEREDHaving a University as a centre of the community is avery positive move since accurate statistics can begenerated, ongoing plans can be instituted and evaluatedand flexible reactions made particularly in the ruralsituation in the areas’ long term interest. For instance,the approach to malaria at Gadap is very different tothat at Gharo 100 km away near the coast because ofdifferent conditions.

This University centering has implications for the developedworld because at Baqai the university serves the communitywhereas at Annabor, Rochester and Triangle Park, thecommunity serves the university i.e. the balance has beenlost because of complexity.

This university centering is not a new idea as it was enshrinedby Plato in his "Republic" and espoused by such diverseleaders as Avicenna, Buddha and even by association ofChairman Mao.

With the worldwide move towards devolution, this approachhas political implications. With devolution towards grassroots, particularly in the developing world, the likely resultis that grass root politicians will arise with a similar butmore localized political outlook to the previous centralizedpoliticians. Equally a deprived population has short termaims, money and television whereas it needs education,water and sewerage disposal.

For this reason, a university centered community is apowerful instrument for progress in rural areas and is farmore likely to be effective than is a simple grass root politicaldevolution.

4. BROAD SPECTRUM OF SERVICESThis is an essential part of the Baqai Model. Many NGOsare active in health care social upliftment and educationwith limited effect for the simple reason that healtheducation and social welfare are interdependent and cannotbe separated. In the long run, over a generation, educationis probably the most important. This is reflected in theprimary school education, particularly in the Social ObstetricsUnit as well as adding to standard education the criticalmissing factor and reason for worldwide failure of universaleducation -- teaching people to think as opposed to merelyremembering. This has resulted in the bridging course forfirst year medical students to break the school induced rotelearning process with its examination orientation.

5. SOCIAL OBSTETRICSOriginally founded to deal with maternal mortality andissues raised by deprived rural women, this has expandedrapidly and now encompasses the full spectrum of activityof the Baqai Model and has been spectacularly successfulin all 3 fields of education, self help social upliftment andincome generation through the founding of the industrialcentre as well as income saving kitchen gardens and needless

to say integrated health care. Maternal mortality has beenreduced to 10% of the previous levels with no maternaldeaths in the district for the last 2 years.

Social Obstetrics Unit has been So successful that itrealistically may be an advance on traditional primary healthcare centers that tends to be male dominated, althoughthe World Health Organization has pointed out that thevicious cycle of poverty, ignorance, disease, highreproductivity rates and early death are only broken throughfemale education and focus.

6. NON-GOVERNMENTAL AND NON-PROFITGovernments, particularly in developing countries, have astultifying effect on development of services to thecommunity, so great advantages accrue to non governmentalorganizations. These include flexibility, lack of bureaucracyand corruption, and more rapid reaction amongst manyothers.

Criticism of private sector involvement in many countriesis centred around profit orientation. The Baqai Modelprovides free hospital care at Gadap and it costs an extrasubsidy of Rs.1 lakh per year per student to provide medicaleducation. Clearly the Baqai Model has replaced a profitdriven system with a visionary goal orientated process whichhas the great advantage of being practical, inexpensive andabove all effective.

7. INDIVIDUAL DRIVEIt is necessary to state that far sighted flexible individualdrive to succeed against many obstacles has been anessential part of the success of Baqai Model. Indeed, theChancellor was labelled as insane by a leading newspapersome years ago -- a measure of destructive attitudescommon in many countries but single mindedness andperseverance has succeeded.

The Baqai initiative aims at supplying the shortfall inthe health care, education and other social servicesin the province of Sindh.

The Baqai Medical Complex -- Thatta-Gharo Project,the 1st such complex would improve the health andsocial status of under-previlaged groups andparticularly the rural poor of Sindh by replicating (withmodifications) /developing institutional structures ofthe existing Model of Baqai Medical University.

The first of the three proposed replica of Baqai Modelis the Thatta-Gharo Project, which was renamed onthe recommendation of Governor of Sindh becauseof its performance (located about 67 km from Karachi),would have a 200 bedded Hospital for which land wasacquired. It will serve as the tertiary care hospital andwould function as one of the teaching outlets for theproposed medical educational institution. It will besurrounded by 6-Taluka level hospitals, each of 50-bedded capacity in Thatta and Badin Districts wherehealth-care/social services are deficient. These will beserved by a total of 50 community health andeducation centres which constitute a very uniquecomponent in fact the very essence of Baqai MedicalComplex Projects (8 to be attached to the main Hospitaland 7 each to the Taluka level Hospitals), which willbe consisting of the following:

(A) Health Centre / Services provided in these centreswill be:i) Obstetrics care and women issuesii) Primary health care:

1. MCH services2. Immunization services3. Family planning services4. Health/Nutrition education training including

lactation management5. Treatment services for communicable/other

diseases6. TB treatment (DOTS+), malaria, diabetes

programmes

7. Sewerage disposal and water supply

(B) Primary School has been established, which willprovide the following:i) Innovative educationii) Formal Educationiii) Civic sense developmentiv) Adult literacy centre in the eveningv) Community Hall

(C) Skill Development Centre for Women will providethe following trainings to enhance the incomeof the families:i) Tailoring/sewingii) Embroideryiii) Carpet/cloth weavingiv) Cookingv) Paintingvi) Flower makingvii) Potteryviii) Kitchen gardensix) Limited animal husbandryx) Other income-generating trades

All these facilities are provided to the community freeof cost and no charges levied for providing services inrespect of community health-care, education and skilldevelopment.

It is to be noted that the Outpatient Department atthe Complex has already been started. A full time staffhas been appointed which regularly examines thepatients belonging to different specialities and providesthem with necessary medicines. Besides, varioussurgical procedures are being done regularly providingrelief to the ailing patients. The Chancellor of BaqaiMedical University, Prof. F.U. Baqai with his dedicatedsurgical team visits the Outpatient Departmentregularly and performs surgery of different patients. Moreover, the Institute of Ophthalmology and otherspecialities offer regular consultation and providesurgical facilities to the patients.

KHUDA KI BASTIThis complex is situated in the far flung area of Karachi.Here OPD has gone into operation and scores ofpatients visit this medical facility daily. It also has afree school, benefiting more than 400 childrens.

The foundation stone of this complex was laid on 14thAugust 2002. The electric sub-station has been erectedand the Mosque has been built. The first and secondblock’s construction has also been completed. The

operation theatre is commissioned and Eye Campconducted for the people of the area. The SaleemullahFahmi Memorial Primary School here has enrolledmore than 400 students. Education is Free like othercomplexes, text books, stationary and uniforms arealso provided Free of charge to students. They arealso offered a glass of milk and biscuits daily. Ahandicraft training centre for Poverty Alleviation iscomming up soon.

Vinder is third Complex in the series to eradicate

illeteracy from the area. It is 70 km away from

Karachi. The foundation stone of this complex

was laid by the then Governor of Baluchistan, Lt.

Gen. Abdul Qadir Baluch on April 14, 2002.

have now completed ten years. This complex has

the same facilities for the patients as Gharo.

The School, here, is totally free like other schools

of the Foundation and no tuition fee is charged

from the students. Besides that Baqai Foundation

provides them a school kit, uniforms and a glass

of milk daily. There are 65 students who are

receiving light and learning in the school.

Special Interdisciplinary Programs

Since the creation of Pakistan, Karachi city is explodingwith population, with rapid growth of industries, trafficand housing projects.

Many health hazards started erupting as volcanoeslike population explosion, smoke, environmental andwater pollutions. These provided breeding places fordiseases, impeded medical and health progress.

It was strongly felt that the health problems of Karachican not be tackled by government alone. Thus thepeople from the private sector came forward toshoulder the burden of the public sector.

In 1980 Prof. F.U. Baqai and Prof. Mrs. Zahida Baqaistarted the Fahmi Health Education Center at Gulberg,Karachi.

The Aims and Objectives of the Centre:

– To create awareness among masses about healthproblems.

– To involve and motivate community to plan andsolve their own health problems.

– To serve as an urban Primary Health Care Centre.

To Achieve the Objectives the Centre:– Organizes symposia and seminars on current

health issues, current local health problems andhealth needs.

– Organizes health support communication coursesfor the general physicians.

– Organizes refresher courses for the medicalprofessionals.

– Establishes urban community, health educationprograms.

Services Provided here include:– Counselling and guidance to the patients and their

family members, individually.– Health education, group sessions on nutrition,

immunization, family welfare and rehabilitationof diabetic patients.

– In addition to this, different O.P.Ds are being runon no profit no loss basis including Cardiac,Diabetic, Antenatal, Psychiatric, Eye and Pediatrics.

– Health Education through Urdu languageMagazine, Baqa-e-sehat, containing articles forgeneral public, printed and distributed among themembers.

Lactation Management ProgramBaqai Medical University Hospital, Nazimabad has beendeclared a Baby Friendly hospital by the UNICEF since thepractice of bottle feeding is strongly discouraged at thehospital.

The Lactation Management Centre (LMC) at Baqai MedicalUniversity Hospital Nazimabad, offers comprehensive, multi-disciplinary care for a full range of breast problems. It seeksto empower women with information and educate themfor self care and breast feeding.

In addition staff, physicians and professionals from otherdepartments part ic ipate in centre programs.

The centre regularly conducts workshop on LactationManagement for the faculty, general practitioners andhealth care workers at different hospitals. Uptill now anumber of workshops have been conducted with facultyfully trained. SHEHAR-E-BAQA is not a common city, it is like other citiesbut established with divergent concept dedicated forpromotion of education, health and income generation.Explicitly it is on the ground as a reality and to the widerscope it is in the minds of its articulators. It will be developedin pursuance of “Baqai Vision 2015”. The vision will beconverted to reality. There will be city built with the objectiveof providing health facilities and imparting primary toprofessional education not only to residents of neighborhoodof Lonikot, Hyderabad, Karachi or in wider range the provinceof Sindh but to all people coming from the four corners ofPakistan. The city will have medical institutes, hospitals,clinics, a Technical University and Pharmaceutical Universityfor which planning is in progress. Each unit will be equippedwith ultra modern medical gadgets / euipments / machinesand many more facilities, it will in brief extend BaqaiFoundation’s movement forward, “Health & Education forAll” without discrimination of color, creed and faith. Thusit is not a commercial city.

The cities are built for dwelling and to make it inhabitablefor the people and providing them amenities like road,sewerage system, water supply, electricity, schools, collegesand university for higher learning, prayer and worshipplaces, community centers and other facilities to quenchthe needs of the population living in. No doubt these facilitieswill be available at Shehr-e-Baqai also. But still the city isdifferent in its outlook and the working activities. It will bethe city of health where people coming from all over thecountry will receive modern treatment facilities at “no lossno profit basis”. Hospital, clinics, research institutes will beaffiliated with Baqai Medical University. In brief, workingphilosophy embodied in “Baqai Vision 2015’ will be inworking. Its achievability can be seen. Shehar-e-Baqa willbe a site of primary to higher and professional learning.The researchers will have facilities and environmentconducive for research. So, they can concentrate only ontheir research work and focus on their achievements.

Health, education and poverty alleviation are the coreproblems of our society. Baqai Foundation with its ownresources – has planned to share the burden of government

and would provide quality health facilities to the ailingpeople on no loss no profit basis. It will be an example of“Public Private Partnership”. Team has emphasized thatBaqai Foundation has no aim to earn money from the ailingpeople but will ensure to provide them quality treatmentbuy the qualified doctors, skilled paramedics and nursingstaff. Thus, the services are Baqai Foundation’s responsibilityand medicine and other expenses would be borne by thepatients or the community.

The Shehar-e-Baqa is about 124 KM away from Karachi onSuper Highway while traveling towards Hyderabad. It is onthe left side of main highway, at Lonikot. The proposed landarea is about 2000 Acres.

It is further said that in Shehar-e-Baqa all academic andresearch institutes will be replicated which already exist inBaqai Medical University, each institute will be allocated50 acres of land.

In the year 2005, the foundation stone of Jama Mosquewas laid by Prof. F.U.Baqai and Prof. Zahida Baqai, Whichis now completed. Adjacent to the mosque, theadministrative blocks are also constructed and the officesof Director General of Shehr-e-Baqa, Conference Room andoffices of Prof. Fareed Uddin Baqai and other staff arefunctional.

As the Sheher-e-Baqa located on Super highway, there is aneed of Trauma Center to meet emergencies. Therefore,to meet the requirements, construction of Trauma Centerhas started in 2007. It will have most modern equipments.

Since the construction of Administrative block, every daya doctor from Fatima Hospital visits Shehar-e-Baqa forgeneral OPD. Daily 05 to 10 patients are given consultationand treatment. Patients with serious ailments are referredto Fatima Hospital located at Baqai University Campus fortreatment/surgery.

Activities of Shehar-e-Baqa will be people friendly and itwill play its role to strengthen Pakistan.

The College isequipped with all facilities required for mental and physicaldevelopment of young students. The integrated concept ofeducation is followed with greater interaction betweenstudents and faculty members. The College education andtraining is all embracing activity ranging from class roomsto play-fields, play-fields to rostrum, rostrum to pen, pento computer and from computer to interest in acquisitionof knowledge and experience.

LOCATIONThe campus of Baqai Cadet College stands on a well laidnatural green, pollution-free environment connected toBaqai Medical University by a all-weather tarred road at adistance of about 5 km. The University itself is located onthe Super Highway Gadap Road junction about 28 km awayfrom Karachi. This provides peaceful, calm and congenialsurrounding for the students to devote their energiestowards education and training.

Baqai Cadet College

CURRICULA AND EXAMINATIONSThe College is recognized by the Sindh Government(Education and Literacy Department) and is affiliated withthe Boards of Secondary and Intermediate Education,Karachi. The curricula for all classes excluding class VIII arebased on the syllabi prescribed by the Boards of Intermediateand Secondary Education, Karachi. The subjects taught inthe College are Physics, Chemistry, Mathematics, Biology,Islamic Studies, English, Pakistan Studies, Urdu, Sindhi,Arabic and Computer Science. Internal Examinations i.e.monthly and terminal tests are held regularly to assess theprogress of the Cadets and the parents are kept informedof it.

RESULTS OF THE BOARDS EXAMINATIONSThe results of Matriculation examinations conducted bythe Board of Secondary Education, Karachi have beenoutstanding; wherein an overwhelining majority of cadetssecured A-1/A grades. These results have all along beenranging around hundred percent; right from the first batchto-date. The results of Higher Secondary Certificateexaminations conducted by the Board of IntermediateEducation, Karachi have also been convincengly encouraging.

PHYSICAL TRAINING AND SPORTSPhysical training is an important feature of the College andis imparted by highly trained and skilled trainers. Playingfacilities for various games, such as hockey, football,basketball, cricket, volleyball, squash, tennis, badmintonand athletics have been provided. A cricket ground ofinternational standard and an obstacle track have also beendeveloped and are in use by the cadets. Besides, the Collegehas a standard swimming pool. All cadets are required topass Standard Swimming Test within one year of joiningthe College. Every cadet is supposed to participate in sportsand recreational activities.
