But no land has been allotted by the Government to establish such colonies,” said Mehbooba. NEET issue: SC says states can’t hold separate exam JK seats reserved for state subjects, says State’s counsel in apex court DA RASHID Srinagar, May 9: The Supreme Court on Monday upheld its decision to hold entrance examination to medical courses—MBBS, BDS and MD—only through the National Eligibility and Entrance Test (NEET) in different States, including Jammu and Kashmir. “Prima-facie, we do not find any infirmity in the NEET regulation on the ground that it affects the rights of the States or the private institutions,” an apex bench of SC headed by Justice Anil R Dave said in its order on Monday. “Spe- cial provisions for reser- vation of any category are neither subject matter of the NEET, nor the rights of minority are in any manner affected by the NEET.” The NEET, the order reads, only provides for con- ducting entrance test for eli- gibility for admission to the MBBS/BDS course. “We thus, do not find any merit in the applica- tions seeking modification of order dated April 28, 2016. Only other contention relates to perceived hardship to the students who have either applied for NEET-I but could not appear or who appeared but could not prepare fully thinking that the preparation was to be only for 15% All India seats and there will be further opportunity to appear in other examinations,” said the order. To allay any such appre- hensions, the apex court has directed that all such eligible candidates who could not appear in NEET-I and those who had appeared but have apprehension that they had not prepared well, be permit- ted to appear in NEET-II, sub- ject to seeking an option from the said candidates to give up their candidature for NEET-I. “It would be open to the respondents to reschedule the date of holding NEET-II, if necessary. And in terms of UNSC Resolutions of March 30, 1951 and January 24, 1957, convening of a constituent Assembly on the recommendations of General Council of All J&K National Conference and all the actions of that assembly including the framing of a constitution for the State has been held and declared not to constitute a disposition of the State in accordance with the principles embodied in the resolutions passed by the UN Security Council on Kashmir. Even in terms of the constitution of India, Kashmir is an unseled dispute and has to be resolved in accordance with the wishes of the people. Similarly in terms of Article 35–A no existing law in force in the State of J&K and no law enacted by the legislature of the state, aſter the coming into force of Constitution (Application to J&K) Order 1954, defining the classes of the persons, who are or shall be the permanent residents of the State of J&K, can be altered by the Parliament. The Proviso to Article 253 also provides that aſter the commencement of the Constitution (Application to J&K) Order 1954 no decision affecting the disposition of the State of J&K, can be made by the Government of India without the consent of the government of the State, which government has to be brought into existence in terms of the Security Council Resolutions, with a plenary power to determine the said disposition. Article 370, which is temporary in nature, also finds its place in the Constitution of India, because the constituent Assembly of India in view of the Security Council resolutions did not dare to include the State of J&K with Indian Union as it had international ramifications. The provision still exists in the Indian Constitution and it cannot be abrogated because Article 370 itself stipulates that the said provision of law cannot cease to be operative without the recommendations of the constituent Assembly of the State, which constituent Assembly has since ceased to exist and there is no possibility of any recommendations being made by the said Assembly now,” the spokesman said. Omar after posting a copy of document with regard to allotment of land for Sainik Colony at Srinagar wrote: “If you haven’t filed a case against me in the next 24 hours the people will know who is lying in his matter @mehbooba_mufti. Truth Prevails.” In another tweet Omar Abdullah wrote: @mehboo- ba_mufti you have accused me of rumour mongering and uploading fake images of government orders on SM (social media). I dare you to file a case today.” In yet another tweet Omar wrote: “If you have the guts to truly believe this image (document about allotment) is fake file a case against me in the nearest police sta- tion.” Pertinently, Chief Min- ister Mehbooba Mufti had told reporters that Omar who had been the head of the state himself should know that neither a CM or nor a PM can dilute the spe- cial status of Jammu and Kashmir. He said P.K. Tripathi, Chief Executive Officer, SASB , informed that the advance registration which commenced on 29th Feb- ruary, 2016 through 432 bank branches of Punjab National Bank, J&K Bank and YES Bank spread over 32 States/UTs through- out the country is proceeding smoothly and, as of now, 1,43,462 intending Yatris have secured advance registration for the Yatra 2016. The list of bank branches authorised to undertake Advance Registration of Yatris is available on the Shrine Board’s website www. shriamarnathjishrine.com. The pro- cedure and guidelines for securing advance registration, group registration and regis- tration of ex- India pilgrims is also available on the Shrine Board’s website. The CEO once again appealed to all the intending Yatris to obtain advance regis- tration, in their own interest, to avoid inconvenience in under- taking the Yatra and stressed the need to obtain Compulsory Health Certificate (CHC) from the authorised Government doctors or the designated Medi- cal Institutes. Srinagar, May 9: Amid controversy over proposal for creation of Sainik Colonies in Kash-mir, the J&K Chief Min-ister Mehbooba Mufti on Monday said there was a demand for establish-ing the settlements for retired army men and their families from the state. The Chief Minis-ter however said no land has been allotted under the proposal.

“The demand (for the colonies) is not from out-side Sainiks but those state subjects who have retired as soldiers. But no land has been allotted by the Government to establish such colonies,” said Mehbooba. She was talking to reporters after

inspecting the ceremoni-al parade and receiving ‘guard of honor’ on the opening day of the Civil Secretariat here.

The proposal for the Sainik colonies has snowballed into a major controversy with oppo-sition National Confer-

ence and separatists terming it as a “ploy to settle non-state subjects in Kashmir, in violation of Article 370.”

Mehbooba accused her predecessor Omar Abdul-lah of “spreading rumors” and “repeating mistake” of churning up old facts and presenting them as new developments.

Srinagar, May 9: The Supreme Court on Monday upheld its decision to hold entrance examination to medical courses—MBBS, BDS and MD—only through the National Eligibility and Entrance Test (NEET) in different States, including Jammu and Kashmir.

“Prima-facie, we do not find any infirmity in the NEET regulation on the ground that it affects the rights of the States or the private institutions,” an apex bench of SC headed by Justice Anil R Dave said in its order on Monday. “Spe-cial provisions for reser-

vation of any category are neither subject matter of the NEET, nor the rights of minority are in any manner affected by the NEET.”

The NEET, the order reads, only provides for con-ducting entrance test for eli-gibility for admission to the MBBS/BDS course.

“We thus, do not find any merit in the applica-tions seeking modification of order dated April 28, 2016. Only other contention relates to perceived hardship to the students who have either applied for NEET-I but could not appear or who appeared but could not prepare fully thinking that the preparation was to be

Kashmir’s accession with India not fi nal: High Court Bar Association Srinagar, May 9: J&K High Court Bar Association (HCBA) today reiter-ated its stand Kashmir is an internationally accepted dispute and its resolution lies in the implementation of UN Security Council (UNSC) Resolutions.

“Those, who say that the accession of Kashmir with India is fi nal, are only ‘befooling’ themselves and are rubbing salt in the wounds of Kashmiri people who for the last 69 years have been fi ghting for their right of self-determination and have given tremendous sacrifi ces for it,” a spokesman of the Bar, in a statement today, said, adding that “In terms of UNSC Resolutions of April 21, 1948; June 3, 1948, March 14, 1950 and United Nation’s Commission for India and Pakistan resolutions of August 13, 1948 and January 5, 1949, the fi nal disposition of the State has to be made in accordance with the will of people to be ascertained through a democratic method of a free and impartial plebiscite to be conducted under the auspices of the United Nations.

And in terms of UNSC Resolutions of March 30, 1951 and January 24, 1957, convening of a constituent Assembly on the recommendations of General Council of All J&K National Conference and all the actions of that assembly including the framing of a constitution for the State has been held and declared not to constitute a disposition of the State in accordance with the principles embodied in the resolutions passed by the UN Security Council on Kashmir. Even in terms of the constitution of India, Kashmir is an unse� led dispute and has to be resolved in accordance with the wishes of the people. Similarly in terms of Article 35–A no existing law in force in the State of J&K and no law enacted by the legislature of the state, a� er the coming into force of Constitution (Application to J&K) Order 1954, defi ning the classes of the persons, who are or shall be the permanent residents of the State of J&K, can be altered by the Parliament. The Proviso to Article 253 also provides that a� er the commencement of the Constitution (Application to J&K) Order 1954 no decision aff ecting the disposition of the State of J&K, can be made by the Government of India without the consent of the government of the State, which government has to be brought into existence in terms of the Security Council Resolutions, with a plenary power to determine the said disposition. Article 370, which is temporary in nature, also fi nds its place in the Constitution of India, because the constituent Assembly of India in view of the Security Council resolutions did not dare to include the State of J&K with Indian Union as it had international ramifi cations. The provision still exists in the Indian Constitution and it cannot be abrogated because Article 370 itself stipulates that the said provision of law cannot cease to be operative without the recommendations of the constituent Assembly of the State, which constituent Assembly has since ceased to exist and there is no possibility of any recommendations being made by the said Assembly now,” the spokesman said. She told reporters, “Since Omar Abdullah is not a common man but has been a chief minister, I hope that Omar does not repeat his mistake today in which he has referred to some papers (about Sainik Colony),” Mehbooba said.

Srinagar, May 9: The Governor N N Vohra, who is also the Chair-man of Shri Amar-nathji Shrine Board, in a meeting held at the Raj Bhavan here today, reviewed the ongoing advance registration of Yatris for the forthcoming Amarnath Yatra 2016, a Raj Bhavan spokesman said in a statement.

He said P.K. Tripathi, Chief Executive Officer, SASB , informed that the advance registration which commenced on 29th Feb-ruary, 2016 through 432 bank branches of Punjab National Bank, J&K Bank and YES Bank spread over 32 States/UTs through-out the country is proceeding smoothly and, as of now, 1,43,462 intending Yatris have secured advance registration for the Yatra 2016.

The list of bank branches authorised to undertake Advance Registration of Yatris is available on the Shrine Board’s website www. shriamarnathjishrine.com. The pro-cedure and guidelines for securing advance registration, group registration and regis-tration of ex- India pilgrims is also available on the Shrine Board’s website.

The CEO once again appealed to all the intending Yatris to obtain advance regis-

tration, in their own interest, to avoid inconvenience in under-taking the Yatra and stressed the need to obtain Compulsory Health Certificate (CHC) from the authorised Government doctors or the designated Medi-cal Institutes. The countrywide state wise list of doctors autho-

Tripathi informed that 7, 500 Yatris per day are permitted to undertake the Yatra along each of the two routes, via Baltal and Pahalgam. It was also informed that, based on the weather conditions, the Access Con-trol Gates at Domel and Chandanwari will be closed at 11.00 A.M. every day, after which no Yatri shall be allowed to proceed on the tracks.

He urged that the intending Yatris must avoid staying at the Holy Cave for the night as the temperature drops sharply after sunset resulting in extreme cold climate. Accordingly, the pilgrims shall not be allowed to proceed beyond Panjtarni Camp, towards Holy Cave, after 03.00 P.M. every day.

“ The NC Working president, Omar Abdullah is not an ordinary citizen but a former chief minister of the state, who knows ‘nitty-gritty’ of such issues and its impact on common citizens. He (Omar) should refrain from spreading rumors and befooling people on ill-designed line of sep-aratists’ leadership, which always create fears among the people about the change of demography in Kashmir,” he said.

“If former chief minister Omar Abdullah can own properties in Delhi and other parts of the country, why kin of the martyred sol-diers are denied the same right to live in Jammu and Kashmir?” he asked.

Srinagar, May 9: Police on Monday foiled the protest march of State unit of Congress aimed at laying siege to the Civil Secretariat with dozens of party activists blocking the Mou-lana Azad Road here forcing Chief Minister Mehbooba Mufti take an alternate route to reach her office.

The Pradesh Congress Com-mittee chief Ghulam Ahmed Mir accused the PDP of having double standards and asked the party to come clean as to whether they were right during election campaign or after joining hands with the BJP. The Congress party had called for Secretariat ‘Gherao’ on May 9, the first day of opening of Darbar Move offices, to register protest against paving way for RSS into J&K, imple-menting Food Security Act and set-ting up of Sainik Colony in Kashmir.

Carrying placards displaying anti-government slogans, scores of PCC leaders including MLAs, former Ministers and women activ-ists led by PCC chief tried to march towards Civil Secretariat from party headquarters here.

They were intercepted by the heavy contingent of police already present at the spot. The protestors, however, resisted police action and staged a sit-in on the middle of the road leav-

ing no space for the Chief Minister’s cavalcade to pass through. Sensing trouble, the Chief Minister took an alternate route of Residency Road to reach her office in Civil Secretariat.

“We succeeded in making our protest a success. It’s a message for the CM that her wrong policies are not going to be tolerated,” State Con-gress chief told reporters.

“The basic purpose of our protest was to convey a message to the CM that people of Kashmir do remember the way PDP backstabbed them after election rallies of 2014. I want to ask her whether the PDP’s election rant

He added that the protest was also against the implementation of National Food Security Act (NFSA). “We believe that the Act is against the special status of J&K. ly delayed extension of NFSA to J&K as there were serious reservations.”

On the reports of establishing Sainik Colony in Kashmir, the PCC chief said the move reflects that the State was actually ruled by the BJP.

“It’s Centre’s decision to establish the separate colony for soldiers in Kashmir. But allot of land is to be made by the State government. We oppose the move and won’t allow such things to happen as they are aimed at damag-ing further the Article 370,” he said.

Mir said the Chief Minister must come clean as to whether the order for establishing Sainik Colony is fake or her announcement that no land is being allotted for the colony is true. “We smell a big conspiracy in the move of establishing separate colonies for the soldiers in Kashmir. Government must clarify its stand on the issue and mere statements won’t do,” Mir said.

He said the participation of huge number of party leaders, activists and supporters in the protest march is a proof that Congress is emerging as a strong force in Kashmir.

Srinagar, May 9: Chief Minister, Mehboo-ba Mufti, today witnessed the rare celestial event--Transit of Mercury-- at University of Kashmir (KU).

Minister for Education, Naeem Akhter and Vice Chancellor KU, Prof Khursheed Iqbal Andrabi were also present on the occasion.

The event was organized by Kashmir University’s Department of Physics in asso-ciation with Public Outreach and Education Committee (POEC) of Astronomical Society of India (ASI).

On the occasion, President ASI, Prof Ajit Kembhari explained to the Chief Min-ister the spectacle which is something rare because it requires the Sun, Mercury and Earth to be in almost perfect alignment. It happens just a dozen or so times per cen-tury and the next time when the event will occur is in 2032, he added.

The Chief Minister was also briefed about the need to set up a centre of Astrophysics in KU for popularising the culture of exploration and inculcating scientific thinking among aspiring students.

The Education Minister floated the idea of introducing Astrophysics as a subject at

undergraduate level.The VC underlined the need for setting up

an observatory in Kashmir to help promote astronomy as a subject.

Because of cloudy weather, the Chief Min-ister watched the event through live trans-mission. She also presented a telescope to a group of young girl students on the occasion.

The representative of POEC and Pune-based senior astronomer, Niruj Mohan Ramanujam said the event was scheduled as part of the 44th annual national meeting of the ASI. “We started with the Transit of Mercury event.”

He said the event was organized as part of public awareness program about the astronomy.

The event witnessed much enthusiasm from students who were present at the lawns of Kashmir University.

free from Bihar jail, reaches homeSrinagar, May 9: A couple from Kupwara was released seven months after they were jailed by Bihar police last year and reached home on Sunday.

Peer Rahmatullah, a resident of Guzriyal Kupwara, and his wife Husam said they were released after seven months of “grueling and agonizing life” in a Bihar jail.

“I and my wife were kept in a jail in Bihar for seven months without our involvement in any case that deserved imprisonment,” Rahmatullah told KNS over phone from Kupwara.

Under the rehabilitation policy for return of militants, started by the previous NC-led government, Rahmatul-lah and his wife in November crossed through Nepal border to India after the Jammu and Kashmir Police and security agencies gave clearance to their counterparts in Bihar to allow them to cross over.

border and imprisoned the duo in Motihari jail.“I was kept in an isolated cell of the jail for three

months and for the remaining period I was put in common jail,” he said.

“When we were arrested during our return, I pleaded with the police for my innocence. But they labeled us as being terrorists and jailed us,” he said.

“The seven months in jail were agony and pain for us. My wife was put in women’s ward. We did not know any-thing about each other all those painful months,” he said.

The couple said that the police released them on April 25 and they reached home yesterday.

Peer said he was distraught after reaching home as his mother could not see her son returning home. Peer’s mother, Hajira, died in December last year.

“I last talked to my mother on phone from Kath-mandu. She was very happy that I was reaching home with my family after a long time,” he said.

“I was returning home after living a life of a common man in Pakistan, but my return was made tragic by the police in Bihar,” he said.

“I was returning to live a normal life. We had nothing with us except some family belongings like clothes and money. But police confiscated all those things and did not hand over to us after our release,” he said. KNS

‘28 civilians died in militancy-related incidents in 2015’

Jammu, May 9: Around twenty eight civilians lost their lives while sixty two others were injured in militancy-related inci-dents in Jammu and Kashmir last year, official figures revealed.

As many as 26 lost their lives in encounters while two people were killed in explosions with June witnessing five killings which is highest for one month of the previous year. Around 62 others were also injured in similar incidents, police records said.

“There were 37 civilian deaths reported in the state in 2014,” the records added.

“In 311 incidents that took place in the state during 2014, 37 civilians, 30 security personnel and 91 militants lost their lives. In 2015, about 291 militant incidents were reported in which 28 civilians and 34 security personnel besides 103 militants were killed,” police records informed.

Srinagar, May 9: After years on the opening of Durbar this summer capital on Monday witnessed hassle free traffic which saw officials on roads heaving a sigh of relief as Chief Minister Mehbooba Mufti had given strict directions to regulate it. Traffic cops on roads remained alert and on tenterhooks to ensure smooth passage of vehicular move-ment. “We were expecting traffic jam today as work was to be resumed at civil secretariat. To our surprise, the movement of traffic on roads was smooth. We cannot believe we are moving on these roads which actually used to remain jam packed by vehicles,” said a group of com-muters. Adil Ahmad, a student, said it took him less time to reach school today than in normal days and pinned hope that traffic police

should continue to adopt the same approach throughout the summer season. “I am student in SP Higher Secondary. I travel from Pantha Chowk to reach school and normal-ly take 35 minutes to 45 minutes due to traffic jams on way. Today, the road was same and rush of traffic was more. However, the regulation was best and I took only 25 minutes to reach here,” he said. Due to Congress party’s protest demonstration in the morning at MA Road, the movement of traffic got disrupted. However, traffic cops managed to provide alternative roads to commuters. “Today, we can see people are cooperating with us. There is no wrong parking or encroachment of foot paths. Commuters are fol-lowing lane driving. It also helps us to regulate the traffic in efficient manner,” said a group of traffic cops.

The traffic lights were rendered dysfunctional today, in order to regulate the traffic manually. Shafqat Ali Watali, Inspec-tor General of Police (Traffic), told Greater Kashmir that it was because of people’s cooperation that kept wheels on moving. “I thank the public who cooper-ated with us. The credit of smooth regulation of traffic today goes to general public,” he said. He added that the department has also identified some cops in field today who performed well tirelessly. “We are going to reward these cops to encourage them to continue their sincere efforts in future to serve public at large,” he added. Maqsood-u-Zaman, SSP traffic city, said shutting down of traffic signals was done to ensure that the direction from where larger number of vehicles were moving are allowed to move first than the

direction where traffic compara-tively lesser. Various students from SP Higher Secondary Monday volun-teered on roads to educate commut-ers about road safety. These students assisted the traf-fic cops in regulation of traffic at various junctures. Some of them were also holding banners which read: “Drives don’t talk or text while driving” “Wear helmet while driving two wheelers, safe driving is safe life” “Let us act as civilized nation, follow traffic rules for safety” and “Let us avoid traffic jams by cooperating with traffic police.” Arif Ahmad, one of the volun-teers while sharing his experience with this reporter said: “We don’t have subjects on traffic laws in our schools. So, it is the best part wherein students volunteered themselves to learn these rules and also educate commuters about

them.” Maqsood-u-Zaman, SSP Traf-fic city told Greater Kashmir that these volunteer groups are named as “Road Safety Clubs.” Shafqat Ali Watali, Inspector General of Police (Traffic) said that idea of Road Safety Clubs was floated by SSP Traffic city. “We have received positive feedback about it and people at large have hailed us for this devel-opment. The credit for this all goes to SSP traffic city,” he added. Meanwhile, Inspector General of Police (Traffic) Monday shot a letter to head of departments, asking them to command the drivers of their departments to follow traffic rules or face action under law. The IGP, in his communication has also urged authorities to direct the drivers of their departments to carry valid documents and driving license with them, failing which they would be penalized under law.

Make streelights functional: Karan Nagar traders to PDD

Srinagar, May 9: Trad-ers at Karan Nagar are up in arms against the Power Development Department (PDD) for failing to make functional the streetlights in the market here. A delegation of Traders Federation Karan Nagar led by its president Ajaz Shah-dhar accused the PDD of ignoring the main commer-cial hub of Srinagar City. “The streetlights of this commercial hub are defunct for years now and no efforts are made to rectify them or any measures taken to make them functional. The road through the market leads to the leading hospitals of the state like SMHS and SKIMS. Pedestrians also find it diffi-

cult to commute on this road and as a result shopkeepers have no other alternative than to pull their shutters down much earlier than the normal time,” Shahdhar said. Apart from this, electric wires, that too high tension transmission lines, pass quite low over the commer-cial buildings thereby put-ting the lives of the people in danger, he further said. “Though the road wid-ening was taken up earlier but the widened roads are yet to be macadamized, leav-ing them to turn into dams during rains,” the Federa-tion members said. They appealed to Chief Minister to intervene and take cognizance of the plight of trad-ers of Karan Nagar market for their early redressal.

GMC initiates car pooling to ease traffic congestionSrinagar, May 9: Government Medical College here has become the first institution to initiate odd-even and car pooling concept to ease out the traffic congestion in the city. “During a meeting under the chairmanship of Principal GMC, it has been decided to promote use of bicycles and car pooling among students as well as faculty,” a GMC handout said. “The GMC students will start using bicycles voluntarily and similarly possibility of area-wise carpooling will be explored with the collection of database of car owners from the college in each area. College administration has also decided to approach SRTC to provide buses for ferrying students and staff thereby minimizing the use of individual vehicles,” it added. GKNN

Giving details about the camps, District Development Commissioner Farooq Ahmad Lone said senior officers of Revenue department including ADC, SDMs, Assistant Commissioner, Tehsildars and Naib Tehsildars were available at the camps for on-spot redressal of the issues. “As many as 1113 Revenue matters were settled in the camps and 174 mutations attested. Besides, 415 PRCs were also prepared. In addition, 168 Income Certificates, 8 Property Certificates, 95 Revenue Extracts and 253 other Revenue related matters were settled on the spot,” Lone said. Diabetic foot can lead to limb amputation: Dr Jindal

Srinagar, May 9: Dr Ravul Jindal, Director Vascular Surgery at Fortis Hospital Mohali, Punjab Monday said that studies show the number of people diagnosed with diabetes and those at a risk of the disease is increasing in Kashmir. While addressing media persons in a local hotel here, he said that diabetic foot care is one of the most ignored aspects of diabetic care in India. “Studies show that the number of people diagnosed with diabetes and those at a risk of the disease is increasing in Kashmir. Lack of awareness is a huge factor,” Dr Jindal said, adding that the number of diabetics have increased manifold in the past three decades. Quoting a study published in Journal of Bio Medical Research titled “Risk factors of type 2 dia-betes in population of Jammu and Kashmir,” he said: “The growth of middle class in Jammu and Kash-mir is leading to the availability of high caloric junk food. At the same time, as the availability of resources, comfortable trans-portation facilities increase, the physical activity is reduced with

long hours of bench work.” “We have been trying to raise awareness regarding diabetic foot. This is another such initiative so that people can benefit from advanc-ing medical science. At Fortis Mohali, we receive around 80 new patients per month with diabetic foot and with advanced techniques of infra popliteal angioplasty and advanced foot and wound care we can save more than 90% of these feet from major amputations,” he added. Warning against the conditions

that lead to foot amputation, Dr Jindal said black toes in diabetics may not only be the onset of gan-grene leading to foot amputation but also be the knock of heart ailments. “In India, 41 million people suffer from diabetes, which will rise to 79 million in 2030. Apart from the high incidence of diabetes, age at which it occurs in the Indian popu-lation is a cause of great concern. In India about 40,000 limbs are ampu-tated every year because of diabe-tes-related foot complications,” he added.

He said that amputation due to diabetic foot can be prevented in 90 percent of cases with proper educa-tion and timely treatment. “If not treated in time, patients run the risk of foot or leg amputation. This car-ries a huge morbidity and mortality risk as these patients also have asso-ciated heart disease,” he added. He said that smokers having associated diabetes are more prone to gangrene than smokers or diabet-ics alone. The absence of early diagnosis worsens the problem. “Though there are no figures for vascular patients in country, the fact that there are over 25 million diabetics is just a small pointer to vast number of undiagnosed vascular cases. Studies show that patients of severe vascu-lar disease have been treated for low backache and arthritis for years,” he said. He said that while majority of diabetics in developed countries are 65 years and older, most diabetics in India range between 45 and 65 years of age and approximately 15 percent of diabetics patients suffer from foot problems. “Since it is productive age group, disease burden in this age group has huge socio-economic impact,” he added.

Chief Secretary reviews use of BAS in Government offices

College lecturers’ overstay runs against HED norms ‘Prolonged posting in same institution hits academic activities’

Srinagar, May 9: Despite Higher Education Department’s (HED) standing order for transfer of college lecturers after two years, the faculty members in various colleges particu-larly in main towns of the state have managed their overstay in particular institutions in violation of norms.

Officials in the department said the HED some six years ago framed a circular regarding the transfer of college teachers after their tenure of two years in a particular college, however, the guidelines were not implemented in letter and spirit.

“The then Commissioner/Secre-

tary framed a circular which was cir-culated to all the colleges. The prin-cipals of the colleges were informed about the transfer of professors after a period of two years,” a senior official in HED said, adding that the guide-lines were later shelved and many professors continue to enjoy over-stay in colleges of their choice that in many cases spans over a decade.

Sources in the department said overstaying by some professors was due to the political interference or lobbyism in the department.

“Some college teachers are posted in particular colleges for more than 15 years,” the sources said, adding that the professors having political back-

ing or access to power corridors enjoy the choicest postings with overstay leaving the academic activities in colleges of far off areas get badly hit.

With their prolonged stay in particular colleges, the professors, according to sources, give least pri-ority to academics and involve them-selves in other unnecessary affairs of the colleges. “A mafia has been creat-ed in the colleges. The professors are least interested in academics, which has been one of the reasons for poor academic culture in such colleges,” a senior official said.

the contractual appointees and are authority unto themselves,” the offi-cial further said, adding that “People are overstaying since decades but the department is least bothered to transfer them to other colleges where their services are badly needed to shore up academic activities.”

Commissioner/Secretary HED, Hemant Kumar Sharma, said the department can’t make transfer of college lecturers an industry.

“Our efforts are to ensure how we could improve the academic activities in colleges. We don’t have to create a transfer industry and keep the offi-cials busy with such issues. It will be problematic for us,” Sharma said.

Srinagar, May 9: Chief Secretary, B R Sharma Monday reviewed the progress of installation and use of biomet-ric attendance system (BAS) in all Government offices to ensure punctuality, accountability and transparency in their daily functioning.

On the occasion, Chief Secretary was informed that all departments in the Civil Secretariat have started the BAS implementation and all registered employees are mark-ing their attendance on the Aadhaar Enabled Biometric Attendance System (AEBAS).

Sharma described AEBAS as a ‘performance-enabling tool’ and stressed on administrative secretaries to ensure its 100 percent operationalisation in the Civil Secretariat and other Government offices.

“Presence of officials in offices directly impacts pro-ductivity and efficiency,” Chief Secretary said and asked IT department to submit executive summary about the department-wise number of employees and hours each employee spent in office during the month.

The AEBAS enables an employee to register attendance by simply presenting his/her biometric (finger prints).

“AEBAS is expected to eliminate late arrival and early depar-ture of employees and improve working efficiency across all Government offices in Jammu and Kashmir,” an official said.

Shutdown, clashes in Tahab on 3rd day

Pulwama, May 9: Complete shutdown was today observed in Tahab area of Pulwama district on third consecutive day to mourn the death of three local militants killed in an encounter recently.

Reports said all the shops, business establishments and offices remained closed while as traffic was also off the roads. At several places, youths had put logs and rocks across the roads to ensure thin traffic on them.

However, in the evening many youths pelted stones on forces near the CRPF camp. The stone pelting continued for half an hour, locals said, adding that no one was hurt.

Police have picked some youths from the area for their alleged involvement in stone pelting from last two days.

"We have picked some youths from the village for question-ing," DSP Headquarters Pulwama, Shafeeq Ahmad said.

Meanwhile, shutdown was also observed in Bandina and Dagripora areas.

However, Pulwama town today remained normal and there was no strike. All the business establishments and offices remained open and traffic was normally plying on the roads

Pertinently, three local militants died in a gunfight between forces and militants in Panzgam village while as one policeman was injured between intervening night of Friday and Saturday. Clashes erupted in the area after the encounter in which at least 25 persons including three policemen were injured while as strike was observed in the district.

Education deptt mulls closure of ‘unauthorized’

Srinagar, May 9: The private schools are likely to face the axe as the School Educa-tion Department is mulling closure of the institutions running without registration throughout valley.

Officials said the meeting in this regard was convened by the Joint Director Ele-mentary Education with the Chief Educa-tion Officers (CEOs) who directed them to constitute the teams in all the districts to ascertain the validity of registration of the private schools in Kashmir.

On basis of the validity of the registra-tion orders, the CEOs, officials said, were asked to recommend the closure of schools running unauthorizedly in valley.

Directorate of School Education Kash-mir (DSEK) has issued minutes of the meet-ing and directed to expedite the inspection process of the schools by the district teams.

"The inspection teams at district level have adopted lackadaisical approach for inspections and consumed lot of time for inspection of schools and in submission of reports to the department," read the min-utes of the meeting.

The DSEK has stated that process for renewal of registration and upgradation of private schools will be initiated by the

department along with the inspection of the institutions.

Amidst the decision to close down the defaulters, the department is caught in a tight spot as some private schools are func-tioning with their cases sub judice.

"Many schools are functioning as their cases are sub judice and the school authori-ties in the garb of litigation, exploit the students and parents," read the minutes.

The department has slammed all the pri-vate schools for violating the instructions passed by the authorities regarding the curriculum in them. "Some private schools have excluded the books prescribed by the JKBOSE from their curriculum and have violated the instructions and resorted to indiscipline," further read the minutes.

The CEOs have been asked to ensure that JKBOSE books are included in the cur-riculum and taught in the private schools.

Moreover, the department has slammed the private schools over the complaints received against some of them for "their arrogance" towards the fee structure adopt-ed by them.

"CEOs should take the issue very seri-ously and refer such cases to the school fee fixation committee so that appropriate fee structure is adopted by the school in the larger interest of common man."

Vigilance Commission reopens in summer capitalCVC for launching massive awareness driveSrinagar, May 9: The State Vigilance Com-mission, after closing on April 29 at Jammu, reopened here today.

Chief Vigilance Com-missioner, Kuldeep Khoda, accompanied by Vigilance Commissioner Gous-Ul-Nisa and other senior officers of the Commission went round all the sections and took stock of the facilities available to the employees of the Commission.

The Chief Vigilance Commissioner (CVC) asked the employees to work in close coordina-tion in order to attend and address maximum com-plaints being received by the Commission.

The CVC instructed Additional Secretary to take necessary measures for establishing a sepa-rate record room with all security facilities so that important records of the Commission are secured from any damage.

Later, the CVC had a meeting with the officers of the Commission and discussed in detail the internal issues and the problems, if any, faced by the employees.

Seeking cooperation from people in eradicating corruption from the State, the CVC underlined need for launching a massive awareness campaign to sensitize people about the role of the Commission in fighting against corrup-tion and corrupt officials in State administration.

He observed that this objective could only be achieved when people come forward and intimate the Commission about the corrupt practices being practised by the officials in State administration.

He said people have an important role in fighting against corruption and can file their complaints either personally, fax or mail at [email protected].

JKP to make women police stations as modal Thanas: DGP

Srinagar, May 9: Director General of Police (DGP), K Rajen-dra Kumar on Monday said State police was all set to make the women police stations as modal Thanas in order to pro-vide justice to the women folk by delivering at lowest level.

He asked the officers to identify suitable land for raising the infrastructure of women police stations.

The DGP said this while inspecting various sections of J&K Police Headquarters here.

Rajendra was received at PHQ lawns by senior police officers and presented a guard of honour by contingent of Armed Police. He was accompanied by Special DG (Coordi-nation), S K Mishra and ADGP (Headquarters), V K Singh.

He also chaired a meeting of senior police officers at PHQ and discussed issues to strengthen the police working in different areas. He said that PHQ would provide every support to enhance the capabilities of different wings of the Organization and provide better services to the people.

He said that JKP would put in place all required arrange-ments to meet the future challenges including smooth con-duct of Amarnath Yatra and forthcoming budget session of State Legislative Assembly.

He also asked the officers to chalk out sports calendar for the summer season in order to make youth development programmes a success.

Tehzeeb MahalConstructing a centre for the promotion of culture should be seen above party politics

Some years back the state government had delinked culture from the tourism ministry and created it as an independent department. Hailed as a step in right direction by art lovers and writers hopes

had brightened that the trivialization of this vital subject will end. True to the people’s belief, the state government talks much but does little; nothing has been done for the promotion of culture in the state in general and Kashmir province in particular. For people, the working of the state government has become a big joke. The state government for the past forty-six years has been contemplating to construct Tehzeeb Mahal - a culture centre for the promotion of art and culture – and almost every chief minister since 1970 laid a foundation stone to it, but never constructed it. Three years back, former chief minister, Omar Abdullah once again laid the foundation stone to the Rs 80 Crore multi-storey project expected to be completed by March 2016. Interestingly, even after the end of the deadline, the project is still at the plinth stage. The multi-story with a built up area of 119899 Square feet, with an auditorium for 600 persons and 200-seat intimate theatre would be an important addition to showcasing art and culture of the state. But what is sad about our state is that even such projects are made to suffer the party politics and many a time shelved or ignored by the successor governments. This project, which would be a dream come true for art lovers should not be made to suffer party politics but completed without further delay. In 2004, former Chief Minister, Mufti Mohammad Syed laid the foundation for the S. P. S. library on M.A. Road to be completed within a period of six months. The multi-story complex that chief minister had envisaged to be built on the pattern of India Inter-national Centre beside housing over two lakh books, thousands of rarest manuscripts was supposed to have an auditorium, a conference hall, and a coffee house. After Mufti’s first term in office, the project was ignored and twelve years after the complex is still not complete. Instead of taking up new projects, the government should make completion of earlier projects for the promotion of art and culture its priority.

Of gems and jewellery The capital we need to treasure

The state government in a combating mood to fight unemployment in the state

is focusing on the development of micro, small and medium enterpris-es (MSME) sector. The chief minister Mehbooba Mufti in a meeting with the union minister for MSME Kalraj Mishra discussed wide-ranging issues relating to ease of doing busi-ness for MSME in the state.

The chief minister among other things sought clearance of 37 identi-fied clusters for village industry like crewel, sozni, namda, gabba, chain-stitch, silk reeling, willow wicker and honey processing. While seeking enhancement of target under Prime Minister’s Employment Guaran-tee Programme(PMEGP), she also pleaded for setting up of a Technol-ogy Centre for promotion of cricket bat industry.

However there is one more important area which needs to be focused to explore the huge local economic potential available in the industry - the gems and jewellery industry. This is the industry which we have failed to establish and it symbolises our tradition in many ways. It is a legacy that passes from generation to generation. It doesn’t include only conventional gold but also a variety of precious and semi-precious stones.

Remarkably, our state itself has a unique place in the global gemstone resources base because of the top quality sapphire deposits it has in the Paddar area of Kishtwar district in Jammu. It is having a ‘potential to generate Rs 6000 to Rs 8000 crore rev-enue for the state’. Though we have a very high quality of sapphire and some other semiprecious gemstone deposit, the gem stone based industries failed to get attention of the government and never emerged as an industry here. There is no facility for characterization of the gemstones in the state.

I have come across a few consul-tants of international repute in Gem-ology who have studied the huge unex-plored potential in gem and jewellery industry of Kashmir. These gemolo-gists have found Kashmir sapphires so

highly valued because the finest speci-mens have a superb royal blue color and a velvety texture due to fine silk inclusions. But they expressed their displeasure that new sapphires are no longer discovered in Kashmir.

If we are so rich in gem and jew-ellery sector, why can’t we have a jewellery cluster? Can’t we set up gem and jewellery exchanges with facilities such as appraiser and test-ing laboratory for precious stones? Why can’t we have a strong demand to declare the entire valley as a spe-cial economic zone (SEZ) for export promotion of these products? I think, this way we can become part of the growth of the sector and can benefit our local economies.

So, rich resources in the industry are available with us in abundance. Currently, the iron is hot. While seeking infrastructural support for multiple economic sectors, gems and jewellery industry also needs serious attention.

While exploring the opportunity and to carve out a vibrant gem and jewellery industry in the state, we should not ignore skilled work force.

Notably, a group of few unem-ployed youth in the past had taken up entrepreneurship in gem and jewellery industry. Their project reports were approved and even bank loan was sanctioned. But lack of technical knowhow to handle the machinery required to cut and shape up the raw stones failed them in the venture. Before making the venture operational, they needed technical training so that they could know how to operate the equipment which they had to procure out of the bank loan.

Since there were not technical training facilities available in the state, they were supposed to travel outside state for a few weeks train-ing. Nobody was ready to bear their training expenditure. So their proj-ects despite having viability and scope got shelved.

As far as our current gem and jewellery industry structure is con-cerned, the market is highly domi-nated by unorganised players. This is despite the fact that there is increase in consumer income and economic prosperity leading to the bright future of the industry. This indus-try needs a serious focus so that its economic potential is realized to the full extent.

Our gem and jewellery industry can become vibrant once we have skilled work force in the industry.

CPEC: Chinese need, Pakistan’s opportunity

China-Pakistan Economic Corri-dor (CPEC) far from being Chi-nese favour to Pakistan is in fact

Chinese need translating to geostrategic posturing. It has however provided an opportunity to Pakistan to utilize 46 bil-lion dollar package in widening her infra-structural network. Karakorum link has precipitated the geopolitical change. Its ramifications however go beyond lofty mountains, beyond the plains, beyond sea shores, deep into sea lanes. China wants to secure its energy supplies run-ning through Indian Ocean, subject to Indian impediments, should India choose to exercise the option. The supplies also pass through Strait of Malacca.

Strait of Malacca provides the link between Indian and Pacific Oceans. There is an overwhelming American naval presence in sensitive sea lanes. And, there are reports circulating in international media that Chinese feel obliged to support American economy through loans running into billions of dollars, in order to secure energy sup-plies. China, as per reports is feeling geo-strategically constrained. To circumvent passage through preying naval presence of powers that could turn hostile, Chi-

nese built Gwadar sea port in Pakistan’s Baluchistan province provides China the ideal grounding for not only securing her energy supplies, but also to open a new trade route. It has the potential of open-ing a new chapter in history.

The importance of Silk Route of bygone ages was roughed as European powers discovered new sea routes, such as ‘Cape of Good Hope’ to find easily accessible markets. The industrial pro-duction was on an upswing with inven-tion of modern machinery—the wheel, the engine. Afro-Asian states were colo-nized, Latin-Americans too. Opium war was used to subdue Chinese. India was ruled by a trading conglomerate—East India Company. Times reversed, so too the fate of nations, Allama Iqbal predict-ed the change:Gara’n Khab Cheeni Sambal’nay Lagay; Himalaya Kay Chusmay Ubal’nay Lagay

China has woken up enough to tread the road leading to make her world’s number one economy. Karakorum in Himalayan range of mountains is indeed on boil, the lofty heights are witnessing a huge change. There are reports of Trans-Karakorum railway in offing, and upgrading of the highway. Chinese have already a rail link to Tibet, virtually the roof of the world, so Trans-Karakorum rail link though challenging could be a reality. Karakorum to Gwadar port link is slated to witness infrastructural up-grading. The emerging reality is being seen as a challenge by Indian think tanks.

China is not the only major power that has huge stakes involved in evolving

trade strategies. Russia has geo-strategic constraints of her own, mainly cold water ports hampering trade. While Western Europe colonized Afro-Asian and Latin-American states across seas, Russia could colonize only the land locked Central Asian states. And, keep Eastern Europe under her sway. Russia could never become a sea power; hence economic windfall could never come her way. The economy thus was never in tune with her military prowess. Russian strategists are re-shaping long term objectives following coming apart of monolithic ‘United Soviet Socialist Republic (USSR)’. Eurasian strat-egy is being evolved, looping in China, Central Asian States, and Pakistan. Like the Chinese, Russians take Pakistan as the pivotal state, given its geographic loca-tion. Russian strategists are not leaving India out of the equation. However, con-straints remain--managing Indo-Chinese and Indo-Pak contradictions could be chal-lenging.

While Russians want India to stay in equation, Indian strategists are assess-ing alternatives like Chah-bahar Iranian port to gain access to Afghanistan and Central Asia. This is akin to strategiz-ing an alternative to CPEC. Writing in May 3, 2016 publication of ‘Institute for Defence Studies and Analyses’, S Kaly-anaraman wants India to heighten her profile in Pakistan Administered Kash-

mir (PaK) and Gilgit-Baltistan (GB) in order to weaken Pakistan’s hold and present India as a viable democracy in contrast to projected chaos in Pakistan. The whole idea revolves round press-ing claims to PaK and GB in contrast to India’s willingness to work for status-quo as a solution, covertly though. The author of the paper wants an objective change in Indian strategy. The write-up though does not throw light on whether PaK and GB would fall in line with such a strategy? The ground realities hardly fit in with what the author wants to project.

India, sooner or later would have to take a call. The ideal scenario would be to go with the emerging regional trends, which have a much higher chances of success given the Chinese and Russian consensus, rather than plan alterna-tives which might not work. Chinese and Russian axis with Central Asia and Pakistan looped in might not suit Ameri-can global interests, but China particu-larly is emerging in global equation to the extent of discussing meeting points, where interests could be accommodated. Such a convergence is already being wit-nessed in Afghanistan, where USA and China are pooling efforts to find a way out. The challenges however remain—Indo-Chinese border settlement, ‘K’ res-olution and driving Afghanistan out of her endless imbroglio. ‘Smart city is a wrong idea pitched in the wrong way to the wrong people’

“Smart city is an idea whose time has come” says Mr. Venkaiah Naidu. So why exclude Srinagar and Jammu from this flagship Mission when

Agenda of Alliance assures their nomination. Accord-ing to MoUD constituted selection committee, these cities failed to meet the criterion for selection according to the laid down norms. Non inclusion of Srinagar and Jammu in the Smart City Mission has raised a virtual storm in J&K, both in political as well as civil society circles. Even the common citizens feels let down by the Government on this issue. One wonders what will happen to the stated aim to their being expanded as Greater Srinagar and Greater Jammu. Creation of New Srinagar and New Jammu seem to be a distant dream. Though the progressive development of these cities as mentioned in Agenda of Alliance is a great vision but not achievable in the foreseeable future. “We should not promise what we cannot deliver and deliver more what we promise”.

This issue has become so sensitive that the Hon’ble Governor had to urge Venkaiah Naidu to consider both Jammu and Srinagar cities for being included in Smart Cities Mission. The Chief Minister Ms Mehbooba Mufti also had brought up this issue in her first meeting with the Prime Minister.

Before we go further, it is time to put the concept of Smart Cities in perspective. This concept promises adequate water and assured electricity supply, sanita-tion, including solid waste management, affordable housing for all especially for the poor, efficient urban mobility and public transport, robust IT connectivity and digitalization, e-Governance, sustainable envi-ronment, safety and security of citizens, particularly women, children and the elderly, health and education. What more a citizen can ask for? However, these ameni-ties will come at a price in a way of enhanced tariffs and taxes. Are we prepared for it?

The smart city agenda is most energetically being promoted by global IT giants, engineering and consult-ing companies keeping in view its immense business potential as Smart City will virtually be a hive of optical fiber network, wireless broad band and computerised smart sensors ubiquitously embedded into the urban fabric. Big data, internet of things and cloud computing will be the watch words.

As a concept, there are two types of Smart Cities, one building a new city from the scratch i.e. Green Field Cities and the other the Brown Field Cities i.e. con-verting the existing cities as smart cities mostly by retrofitting the present infrastructure. Then there is a further derivative of brown field concept, which is based on converting only a part of the city i.e. Area Based Brown F i e l d C o n - cept. As of now we h a v e g o n e in for

only seven green field cities along the Delhi- Mumbai Corridor and the rest of the existing cities have adopted Brown Field Area based Concept. May be, this concept has been adopted for financial or other constraints but it is fraught with adverse consequence at the socio-political plane. One of our senior officers familiar with this concept has observed that the problem with cover-ing a small enclave and not the entire city, tantamounts to rewarding a few and depriving the rest.

Steve Hilton of world renowned consultancy Mach-nation elucidates the problem of how to add intelli-gence to infrastructure already in place in the existing cities where people living in these cities makes it dif-ficult to retrofit smart city solutions because they do not want to relocate while you implement solutions that might impact their lives. Moreover, cities generally have infrastructure under the management of different departments, so it requires a lot of project planning and integration, more importantly, citizens have security, privacy, and legal concerns about IoT solutions that might impact their businesses confidentiality and pri-vacy. So is the case in Cyberabad where even the big corporate have refused to get their facilities retrofitted.

Dr.Adriana Allen, of University College London Development Planning Unit goes a step further and opines that “More sustainable forms of urbanisation will require a more coherent approach to the urban-rural interface. Successful approaches tend to work through the concept of the ‘city-region’, where the com-parative advantages of urban or metropolitan centres and their adjacent peri-urban and rural jurisdictions are combined to promote more balanced use of natural resources such as land, water, energy and to support mutually reinforcing social and economic development initiatives”.

Smart City Mission is investment intensive project. Yearly allocation by the GoI will just be 100 Crore to each of the city for five years. The States and especially ULBs will have to raise an equal amount. Commenting on the availability of the funds for this mission, Min-ister of MoUD in a press statement early this month mentioned that “”Presently, the funds are not adequate. Though from government’s point of view this amount is substantial yet it not adequate from the point of view of implementation. We are heavily depending on FDI and PPP model”. The government has to allocate Rs 48,000 crores and 50, 0000 crores for the Smart City Mis-sion and AMRUT respectively over the next five years. While smart city mission and AMRUT are only a part of the government’s nascent initiatives, it has to funds for other ongoing projects, undertake modernisation of railways and undertake essential weapon procure-ments for the defence forces, develop Delhi-Mumbai industrial corridor, ports, power, telecom just to men-tion a few.

Commenting on the availability of FDI and private sector funds, US Ambassador Richard Verma has very unreservedly stated that till such time land acquisition, sovereign guarantee and other legal issues are resolved,

to expect large amounts of private sector finance, either domestic or foreign will be a challenge.

Critically examining our concept Brookings Insti-tute Think Tank has commented on the viability of our concept. They have construed that our concept should have a plan for economic growth, rather than only on technology implementation. Each of our cities should have a strategic plan for growth and should have clear goals toward wealth creation, employbility, productiv-ity, economic inclusion, sustainability and resilience.

Apparently the foreign participation in smart city mission seems very heartening. It should be understood that they are here to exploit the Smart Cities Market which is estimated today grow from $411.31 billion in 2014 to $1,134.84 billion by 2019. We have made their entry easier by providing them the market intelligence through foreign consultancy firms hired to prepare the smart city plans, ostensibly to share their expertise and the international best practices with the local adminis-tration. Will it not be a case of clash of interest, when it comes to bidding?

In view of the foregoing what should be our strategy to develop Srinagar a Smart City. Do we want to fall into the trap of Brown City Area Concept? Hypothetically if we do fall into this trap, our so called consultants will certainly egg on to pick up some of localities like Jawahar Nagar, Karanagar, Gogji Bagh, and the like for implantation of Brown City Area concept at the cost of centuries old Inner city which is congested and is build in an extremely crowded pattern with narrow lanes and bye-lanes, poor drainage and inadequate amenities and facilities. What would be its fallout?

The smart city concept is fraught with financial and conceptual infirmities. Let us wait and watch its progress in the other states. For now we should tell the powers that be that we do not want the smart cities for at least for three years. Centre should give us the prom-ised economic package to rehabilitate the flood victims and expeditiously release the funds for execution of the GoI sponsored schemes. We should also be included in the cities those are the beneficiaries of Heritage City Development and Augmentation Yojana (HRIDAY). Our IT department has performed commendably; let us reinforce their success and work to fulfil the targets under the Digital India Mission. Let us strive to be a sustainable and affordable city. Let our communities be made aware of the civic norms, conserve water, electricity and not create so much garbage. Let us not be the 4th dirtiest city in the country.

We have no dearth of talent and have reputed citizens and organisations those want to do well to the commu-nity, let us honour them and make them stakeholders in Mission Kashmir. Insha Allah, we will show the way the way by adopting Pan City and Pan District Concept, based on wealth creation and employment generation.

We now have a leader who is full of energy and is Mission Oriented Leader. Let us show the country that we are on the march to revive the pristine glory of this beautiful valley under her leadership. A renowned chef and expert in culinary arts, Utpal Mondal, the executive chef of Lalit Grand Palace, talks about opportunities for Kashmiri youth in hotel and tourism sector. In an interview with Greater Kashmir’s Business Correspondent, Mukeet Akmali, he says the Valley being a tourist destination has an enormous potential to generate avenues in hospitality sector. Having worked in international and national hotels in a number of countries, Mondal feels Kashmir is a goldmine of opportunities for tourism and hospitality sector. 

How did you choose to become a chef?Coming from a typical middleclass edu-cated family, I did my B.SC. Hons in Physics, as per the wishes of my family. But I wanted to do something different and, therefore, joined the first batch of Institute of Hotel Management (IHM), Bhushaneswar in 1985 to become a chef, despite everybody being against my deci-sion. It was a bold decision and touch-wood 30 years down the line I am happy

with what I am doing. I enjoy being a cook and experiment with food.

since you are working here for sometime now, how you see the scope for career in hotel and tourism industry of Kashmir? There are enormous opportunities for youngsters, who want to opt for hotel and tourism management. In fact, given the education system in Kashmir (more traditional, less skill oriented), majority of the degree holders are running after government jobs, which are scarce. But in hospitality sector, I can tell you from personal experi-ence of heading the team of chefs in Srinagar’s Lalit Grand Palace Hotel, that there is huge shortage of skilled persons in the hospitality sector.

And scarcity of something means enormous opportunities for the skilled persons. You won’t see any trained chef or hotel management graduate unem-ployed in Kashmir. Kashmir is a tourist destination and you need professional guys in the sector, who can provide dif-ferent required services.

The rise in tourist numbers here has further necessitated the need for profes-sionals. When people from outside are visiting this place you need to have dif-ferent varieties of food, and other high quality professional services. People would like to have a variety from differ-ent other cultures as well and Kashmir needs a trained manpower for that. What is Italian food, people know, therefore, we cannot bluff. So we have to provide them quality food and services without

any compromise and that needs trained chefs and management professionals.

Do you mean to say that Kashmir lacks behind vis-à-vis quality service in the hospitality sector?  Yes, world-class service is missing here. Despite being a multicultural place, Kashmir doesn’t have variety of restaurants. There is no decor at the food outlets. If you see outside restaurants, there one can get Chi-nese, Italian or any variety of food, but here good fine and dine restaurant are absent from the scene which means that tourists miss those things. And this is the opportunity for younger lot to explore, but for that they need to be trained.

Tell us about career opportunities in this sector? Kashmir has a huge potential, it doesn’t have the basic infrastructure yet which creates lot of opportunities in tourism and hotel management. There are enormous possibilities for youngsters, who can start their own business. If not today but tomor-row, you will see five star hotels and res-taurants in Kashmir. So we need to have professionals ready to work in those places.

It is not only hotels, wherever there is service sector, you need hotel management guys there. We are trained severely to deal with the people. Wherever you put us we are success manager. You put in PR activities anywhere, which means that there is a huge opportunity for trained hotel and tourism management guys.

Why Chinese students from its top-notch universities prefer

to establish their small-scale enter-prises rather than working for big corporations and MNCs was a hot topic, when I was a PG students of international development at Tsin-ghua University in Beijing (18th

best university in 2016 according to Times Higher Education World Ranking). As MNCs who wanted to recruit employees have to turn to second rung universities for filling their cadre.

With this question in my mind, I attended a speech by one of the directors of Microsoft delivering his speech on job market at Tsinghua’s School of Economics and Manage-ment (SEM), arguably one of the best business schools in the world. The speaker talked about the job oppor-tunities in the world. However, to my surprise, probably the speaker’s too, most of the students asked him questions about prospects of open-ing of new enterprises in China and not about the jobs in companies like Microsoft. They wanted to hire, not to get hired. Later my interaction with the fellow students provided me further understanding of this phenomenon: that most of Chinese students do not want to work for somebody else. They rather intend

to create their own enterprises. Chinese growth story is also the

story of the SMEs established by stu-dents of universities like Tsinghua or even the young people who could not go through formal education. Be it in north China where Chinese farmers are moving from subsis-tence farming to entrepreneurial farming or in down south were new tech-savvy people manufacture electronic products giving competi-tion to brands like Samsung, Apple etc, but also bridging the education gap between elite and lower income groups by making technology avail-able to the non-affluent.

China’s story makes one think why some people are more inclined towards entrepreneurship than others? No doubt infrastructure and market openness and opportunities of businesses are some of the major reasons for Chinese SME develop-ment, but it is also about the entre-preneurship culture, unlike in India, where the absence of competitive infrastructure becomes the major roadblock in entrepreneurial activi-ties, making India’s score 50 percent lower than China on Global Entre-preneurship Development Index (GEDI).

So what does China story offer to Kashmir? Unlike China or any other

parts of India, the story of Kashmir is the story of entrepreneurship in conflict zones. Pre-1990 Kashmir depicts the story of indigenous entrepreneurship at different scales especially in carpet and shawl indus-try, papier mâché, wood carving etc. However post 1990s, economic activi-ties became subservient to political aspirations and political uncertain-ties directly impacting entrepreneur-ship culture.

It is a well established fact that conflict destroys economy and infrastructure but does it also kill innovation and entrepreneurship culture is debatable. In Kashmir grassroots innovation has never stopped, although did not flourish due to hostile environment, lack of business education, and absence of capital and institutional support; yet we have seen breed of old and new enterprises and business houses flourishing despite the ongoing con-

flict. In fact, many well-known busi-ness houses of Kashmir diversified their business and prospered during the conflict. Here comes the dilem-ma. If conflict destroys economies and capital, how are Kashmir’s local business groups able to make profits and also diversify their businesses? If it does not then why many people are not able to make it even what Columbia University Economist Jef-frey D. Sachs would call first ladder of economic development. Who will take our grassroots startups on the first ladder of development? While micro-credit will give some support, but how many takers are there? How many people are ready to choose business as their first job option is to be explored. Among the recently graduated 60 students of 5-year integrated MBA programme of Kashmir University, only two or three students have opened their businesses, reflecting the faulty system of our education. If after five years of business studies educa-tion – on which government spends millions of rupees – students look for government jobs, it’s time to either reorient the programmes or shut them to save meagre state resources. While we can’t compare Tsinghua with Kashmir University and Sri-nagar with Beijing, but we can have

at least comparison inside the state, as Jammu region is comparatively showing better entrepreneurial cul-ture than the Kashmir Valley.

No doubt government has started many initiatives for the establish-ment and development of SME’s which includes the creation of a full-fledged institute for entrepreneurship development --Jammu and Kashmir Entrepreneurship Development Insti-tute (JKEDI). However, the lack of coordination between different state and central departments and financial institutions results in processing of credit so cumbersome that many tal-ented people prefer to move out of the state for jobs and business, resulting in brain drain, than taking capital from these institutions.

It is high time that Jammu and Kashmir creates right infrastructure, education, and plan to develop entre-preneurial culture in the valley. Produc-ing millions of university graduates, as unskilled human force is not a solution. It’s time to learn from others’ experienc-es and if that requires metamorphosis of our education, employment, indus-trial system, we need to do it. It is never too late to do the right thing.

It was after emerging winner in the ‘innovation and magic category’ of the youth competition ‘Kashmir’s

Got Talent-2015’ held at Kashmir University that helped Chanpora boy, 20-year-old Mian Abid to come into the limelight.

Boasting 14 inventions, that range from an electric tester to a device, which sets an alarm when soil is irri-gated to its maximum limit, Abid has used his creative faculties to invent ‘affordable and useful’ devices.

“I have worked hard to ensure that these devices reach a common man. From making a simple doormat which sets a door bell ringing after someone steps on it to a water-overflow alarm system, my products are aimed to cater every segment of the society,” says Abid.

A student of final year BCom at Srinagar’s Amar Singh College, Abid’s scientific temper has not found a large fan base, as most students are unaware of him. However, winning Kashmir’s Got Talent opened new window for Abid and helped him demonstrate his inno-vations at coveted platforms such as the National Inno-vation Foundation (NIF) at Kashmir University.

“I have registered myself at NIF and applied for a patent for my products. What I need to work on is the commercial viability of my products,” says Abid.

With no scientific background, Abid, who has two brothers, is famous among his family for ‘fixing things’. Humble beginning for Abid is now craving for a scuttle that would help his products become a commercial suc-cess.

Whether it’s the room sleepers, which are lit by a glowing bulb while walking or a musical bell which indi-cates overflow of a tank, Abid’s innovations are simple yet bizarre. An LED torch which flashes at the clap of hands to a motion sensor device, products designed by Abid are mostly made from junk and day-to-day objects which are normally ignored and thrown into dustbins.

“The multi sensor motion device is able to detect gas leakage and even motion which can be used to keep a check on thefts etc. It is made of simple metal body and cells,” explains Abid.

Full of exuberance and panache, this unsung hero says his early days of innovation were not so enthusi-astic as he felt ‘it is a waste of time’ but eventually the joy of innovating got the better of Abid.

“The joy of beating a top magician and innova-tors of an FM station and a helicopter at Kashmir’s Got Talent was a huge satisfaction for me. I hope my innovations reach every part of the world,” says Abid.

Jammu and Kashmir Entrepreneurship Institute was established by the Government of J&K in March 1997 to help the Government in conceptualizing, formu-lating and implementing strategies for creating an enabling environment for entrepreneurship develop-ment in the state. The Institute was given the man-date to help, train and mentor aspiring and practicing entrepreneurs through awareness, education, train-ing, consultancy and research.

The following schemes are currently being imple-mented by JKEDI.

Seed Capital Fund Scheme (SCFS): SCFS is the major component of a flagship Employ-ment Scheme of J&K Government.

The Seed Capital Fund Scheme entails identifying and training First Generation Entrepreneurs, Preparing their DPRs, arranging their Bank Finance through Jammu & Kashmir Bank, and providing Seed Capital to the entrepre-neurs as a certain proportion of their project cost.

Under SCFS, JKEDI gives seed money to eligible youth up to Rs 7.5 lakh. The seed capital is like a one-time grant given to the entrepreneurs for making their business plans bankable.

This scheme can be availed by anyone from the state with a qualification of 10+2 and aged between 18-37 years. The applicants have to undergo three-week training programme (EDP).

Youth Start-up Loan Scheme (YSLS): The institute implements an Off-bank Lending scheme of the Government of J&K named as Youth Start-up Loan Scheme (YSLS). The Scheme envisages identifying and training budding entrepreneurs and providing them hassle free, structured finance on concessional rates under one roof.

The institute provides direct off-bank finance to eli-gible candidates under its Youth Startup Loan Scheme (YSLS) programme whereby projects costing up to Rs.8 lakh are directly financed by at 6% simple interest. Entre-preneurs covered under either of the programmes have to undergo mandatory three-week training.

The eligibility for the scheme is same as that of SCFS.

Procedure to applying in these schemes is as under:SCFS/YSLS: The candidates, who have at least 10+2 quali-fication and are 18-37 years old belonging to the state of J&K can apply on the prescribed application form. After submission of the form, the candidates have to go through a three week training programme. After the completion of the training programme, the candidates are provided finance to set up their enterprises.

“Department of Industrial Policy & Promotion (DIPP) has begun an exercise for issuance of UBIN for budding entrepreneurs to start their new businesses without any delay,” DIPP Secretary Ramesh Abhishek has said.

Delivering his remarks at a seminar, Abhishek also said that top bureaucracy has been activated by Prime Minister Narendra Modi to produce results well within targeted time and in India it is no longer a business as usual.

It is in this definite direction that all arms of the government have begun to work in unison and one of its results is also in its paths for issuance of Unique Business Identification Number for the new entrepreneurs, which the DIPP would issue after receipt of related applications, Abhishek said.

This number would automatically be moved on to MCA portal after it is issued to the intended beneficiary and subsequently sent to the CBDT which would nomenclature it as PAN for Unique Business Identification Number, he added. Pti

J&K Government has reportedly fast-tracked identifi-cation of land for setting up residential colonies to house troops and their families, asking Deputy Commissioners of Budgam and Srinagar to identify the land for the purpose. The Rajya Sainik Board (RSB), headed by Governor NN Vohra had approved the establishment of the colonies in April 2015.

As per the reports, the PDP-led Government had report-edly sent reminders to DCs seeking their response on the proposal.

Mehbooba however vowed to protect the special status and identity of Jammu and Kashmir. “Mufti Sahab didn’t shake hands with BJP to hurt the identity of J&K but to protect it. We, PDP and BJP, have taken oath of allegiance for protecting constitution of India and J&K’s constitution and we will continue with our duty to protect the identity of our State,” said Mehbooba, who was flanked by several ministers. “All kinds of speculations are going around creating unnecessary confusion and tension among the public. People should feel assured that no such action will be allowed which is detrimental to the interests of the State.”

The Chief Minister asked people to give her Govern-ment a chance to take the State out of uncertainty and problems.

“In winters everything goes smoothly in Kashmir but when summer returns and tourists start coming to the Valley, these things happen. We saw NIT and NEET (row) and now this Sainik colony (issue). People shouldn’t pay heed to rumors. We should not get carried away by mere rumors to the extent that the whole atmosphere gets viti-ated,” she said.

On National Eligibility and Entrance Test (NEET), the Chief Minister said the Supreme Court has made it clear that it would not interfere with the special status of J&K.

“The Government has already addressed both the issues (NIT and NEET),” Mehbooba said.

Chief Minister Mehbooba Mufti, after her arrival at the Secretariat, inspected the ceremonial parade and received Guard-of-Honour by a contingent of J&K Police.

Mehbooba’s cabinet colleagues, Chief Secretary, Director General of Police, administrative secretaries, senior officers besides other employees welcomed the Chief Minister.

After the function, the Chief Minister inaugurated the re-modeled Hall of the Labour and Employment Department as well as the newly-constructed Corridor Block in the first floor of the Secretariat.

She also went around some of the offices and inter-acted with the employees before resuming her routine duties.

The practice of bi-annual shifting of offices (Durbar Move) was started in 1872 by then Dogra ruler Mahraja Ranbir Singh. It continues till date though there have been suggestions from time to time to do away with the practice that is seen as burden on the state exchequer.

The Durbar would function till last week of October from here before it shifts to Jammu.

“Remaining with India has not only taken a heavy toll on lives and property of Kashmiri nation but honour, dignity and Islamic identity of Kashmiris is at stake. So far lakhs of innocent Kashmiri people have been mercilessly killed by the Indian forces and this killing process continues even today in the shape of Handwara-like massacres. No case is registered, no investigation held and nobody is held accountable for the crimes against humanity,” the spokesman said.

Terming the comparison of capital punishment in Pakistan by Mehbooba as ‘illogical and irrelevant’, the spokesman said: “All these cases in Pakistan go through a long and valid judicial process and these decisions are announced by the appointed and quali-fied courts but nothing like that happens in Kash-mir. Here an ordinary solider can point his gun and kill anybody any-time and after that nobody dares to question him and even Mehbooba Mufti or anybody occupying the CM’s chair can hold him accountable for his crime.”

“There is no doubt that it was agreed upon mutually that Tatoo Ground would be handed over to the State govern-ment, but there is huge procedural involvement in any case of transfer of land. Take Tatoo ground for instance; there is huge equipment, vehicles, office records, and soldiers who need to be shifted to an alternate site,” the official told Greater Kashmir, wishing not to be named. He said the Army has a separate wing that deals with land issues and “such issues take a lot of time.”

The Northern Command of the Army has been asked to vacate 2493.77 kanal land in all three regions of the State including Jammu, Kashmir and Ladakh.

The Army has also been asked to vacate 1710.77 kanal land at Tattoo Ground, 297 kanal at Wuzur and 220 kanal at Kalsar—all areas falling in Kashmir, besides 136 kanal land at Jammu Airport and 130 kanal at Leh.

Though a portion of land at Tatoo Ground was handed over by the army to the State government, at least 139 acre continues to remain under it still.

The army official questioned the move by the Tourism Development Corporation to spend money on development of “Citizen Park” inside the Ground, saying the TDC has no role in it.

J&K Government and the army had in November last year laid foundation of the “Citizen Park” inside the mili-tary garrison. The park, to be used by jointly by the army and civilians, would have access through highly guarded gates manned by the army men.

Reliable sources said the Chief Minister would get a firsthand account from the Army commanders that include General officer Commanding- in-Chief (GoC-in-C) of Army’s northern command, Lt General D S Hooda, on the reasons for this delay.

Sources said the issue is being discussed at the highest level that includes Ministry of Home Affairs and Ministry of Defence in New Delhi.

The Army said they will also press for an alternate site for its firing range instead of Tosamadian that was vacated by it after a long time.

Mother of the girl has approached the court with the contention that her minor daughter has been taken into illegal custody since 13 April 2016.

“The girl has been kept in illegal detention in vio-lation of the constitutional rights guaranteed under Article 21 of the constitution of India,” she has pleaded.

The High Court had subsequently directed Superin-tendent of Police Handwara and Station House Officer (SHO) Handwara Police Station to declare the law and authority under which the minor girl, her father and aunt were kept in custody.

Police was also directed not to produce the minor girl before the print and electronic media.

The court also asked these officials to produce the detained persons before the nearest court of Chief Judicial Magistrate/Judicial Magistrate.

Subsequently police has said that the girl was pro-duced before the Chief Judicial Magistrate Kupwara and according to the police she had deposed that she was “assaulted by two boys, one in uniform.”

In its preliminary objections, police stated that “hus-band and the daughter of the petitioner were provided protective custody and security in view of apprehend-ing grave and imminent threat to their lives.”

“No constitutional, fundamental or legal rights of the subjects mentioned in the petition were violated or infringed,” the police added.

“This indeed was to protect their fundamental rights guaranteed under Article 21 of the Constitution of India rather than violating the same as wrongly per-ceived by the petitioner. That the petitioner has raised disputed question of facts which cannot be adjudicated through the medium of this writ petition, as such, on this count also, the instant writ petition deserves to be dismissed,” it pleads.

“It is also clarified that only NEET would enable stu-dents to get admission to MBBS or BDS studies and all the applications and writ petitions seeking modification of order passed on 11th April, 2016, stand disposed of,” reads the order.

Different private colleges and some states including J&K had approached the Supreme Court seeking modification of the order dated April 28, 2016.

J&K’s standing counsel in Supreme Court Sunil Fer-nandes however told Greater Kashmir over phone from New Delhi that all the seats from J&K shall stand reserved for the state subjects.

“It means that only state subjects can apply for the examinations to different medical courses conducted by the NEET. In other words only examination conducting body would change from BOPEE to NEET,” Fernandes said.

He further said the merit list for J&K would be prepared by the NEET and the counseling would be done by the BOPEE.

The apex court in its order today also noted that the stand of the private medical colleges (including minorities) that conducting of entrance test by the state violated right of autonomy of the said colleges, has been rejected.

"The State law providing for conducting of entrance test was upheld, rejecting the contention that the State had no legislative competence on the subject. At the same time, it was held that the admission

involved two aspects. First, the adoption of setting up of minimum standards of education and coordination of such standards which aspect was covered exclusively by Entry 66 of List I. The second aspect is with regard to implemen-tation of said standards which was covered by Entry 25 of List III," the bench said.

"On the said aspect, the State could also legislate. The two entries overlap to some extent and to that extent Entry 66 of List I prevailed over the subject covered by Entry 25," the court said while disposing of all the petitions. (with PTI inputs)

Govt plans to amend 145-year-old pension lawNew Delhi, May 9: The Centre is considering to amend a 145-year-old law that provides security to the pensioners against attach-ment of pension.

There are about 58 lakh central government pen-sioners.

The Pensions Act, 1871 has been under consideration for past some time past in accor-dance with the policy of the central government to repeal obsolete laws.

However, this Act had to be excluded from the list of the obsolete laws to be repealed as some of its provi-sions provide security to the

pensioners against attach-ment of pension.

A meeting was recently called by Ministry of Per-sonnel, Public Grievances and Pensions to elicit views of select ministries on the proposal to amend the rules regulating various types of pension administered by them to ensure continuance of shield as provided under the 1871 Act, according to minutes of the meeting.

The move to call the meeting was to facilitate repealing of the old Act, it said.

Services (DFS) suggested that instead of amending a large number of Acts and rules to secure those pen-sions against attachment, the existing Pensions

Act, 1871 may be amended to repeal only those provi-sions in the Act which have since become irrelevant or redundant.

This proposal was sup-ported by representatives of ministries of Home, Labour, Rural Development, Defence, Ministry of Railways and Department of Personnel and Training.

Under the old law, no pension granted or con-

tinued by government on political considerations, or on account of past services, present infirmities or as a compassionate allow-ance, and no money due on account of any such pension or allowance, shall be liable to seizure, attachment or sequestration by process of any court at the instance of a creditor,for any demand against the pensioner, or in satisfaction of a decree or order of any such court.

It was then decided that this suggestion will be placed before the competent author-ity for taking a decision in the matter, the minutes read. PTI

Pathankot attackers buried New Delhi, May 9: The decision to bury the bodies of four JeM gunmen, slain during the Pathankot IAF base assault, was taken after Islamabad dismissed NIA's claims about their identity as "unverifiable".

Official sources said Pakistan had been provided with "all relevant infor-mation", including their addresses and parentage, but the authorities there said the information shared by India "could not be veri-fied and it could be treated as unverifiable".

Following this, the NIA, after consultations with the government, decided to bury the bodies at an undisclosed location in the garrison city.

The bodies had been kept in the mortuary of the Pathankot Civil Hospital since January three. The four were killed after an 80-hour gunbattle which began on the intervening night of January 1 and 2.

NIA had shared swabs of the four men with the Joint Investigating Team (JIT) from Pakistan that had vis-ited India in March-April this year. The anti-terror probe agency, which has preserved their DNA sam-ples, had asked Pakistan to collect and send such sam-

ples of the people residing in places linked to the slain gunmen whose addresses had been shared with JIT.

The NIA had told the JIT about the identities of the gunmen and later sent supplementary information about their parentage and residential addresses.

One of the militants was identified as Nasir Hus-sain who stayed at Vehari, a town 100 km from Multan in Punjab province of Paki-stan.

He was the son of Mohd Mansa who lived in house number WB-89, Mohalla Chak in the town.

Hussain was also identi-fied as Jaish-e-Mohammed militant who had called up his mother Khayyam Babbar minutes before the group launched the suicide attack on the IAF base.

Another was identified as Hafiz Abu Bakar, son of Mohammed Fazil and resident of Gujranwala in Pakistan.

Umer Farooq was stated to be son of Abdul Samad of Madni Road, Mohalla Mad-isah, Shahdadpur in Sindh province of Pakistan, while the fourth gunman Abdul Qayum was son of Mohamed Amin, a resident of Chachar, Tehsil Pano Akil, district Sukkur also in Sindh. PTI

Aspirants with PhD completed before 2009 eligible for teaching jobs

OIC supports Kashmiris' just cause: Abdul Rehman Al-Alam

New Delhi, May 9: Those students who had complet-ed their PhD before 2009 through regular method will be eligible for teaching jobs without appearing for National Eligibility Test, Union HRD Minister Smriti Irani said today.

Irani said in Lok Sabha that the previous UPA gov-ernment had decided that those students who had completed their PhD before 2009 would not be eligible for any teaching jobs.

"But this government had ensured that they get jobs too. We have taken a decision that those who did PhD before 2009 through regular process, they would

be eligible for teaching jobs without appearing for National Eligibility Test.

"A notification will soon be issued in this regard. I again want to tell the House that the Narendra Modi government did not deprive anyone of their rights of getting jobs but provided them with the rights," she said during Question Hour.

Irani said she did not get any information from her Ministry as well as UGC why did the previous gov-ernment decided against allowing those who had done PhD before 2009 of taking teaching jobs.

"We have tried to do jus-

tice to those who did PhD before 2009. It is a signifi-cant step. But at the same time we ensured that qual-ity does not suffer," he said.

The Minister said those who had completed their PhD after 2010, it is man-datory for them to appear for NET. This was upheld by the Supreme Court. Because, the Supreme Court, central government and state governments have realised that for test-ing the capacity and com-petency, some kind of test is necessary.

"Besides when someone does a PhD, he or she does not do it only for taking up teaching. So, it is nec-

essary to conduct a test to know their teaching com-petence," she said.

Irani also highlighted about a recently launched portal 'Know Your College' through which information is provided about colleges, be it private or government, about courses, teachers and their academic back-ground.

Besides a student or a guardian can approach the regulatory authority through the portal or app if there is no mention of any course in the portal but being offered by the college or to check whether the course offered is genuine or not, she said. PTI

Islamabad, May 9: The special envoy of OIC secre-tary General on Jammu and Kashmir Ambassador Abdul Rehman Al-Alam while assuring the Muslim body's continued support to Kash-mir cause has stated that the OIC fully supports Kash-miris' legitimate struggle for right to self-determination.

The meeting held under the chairmanship of Abdul Hameed Bhat the vice chairman of JKLF was attended by Hafiq Muhammad Anwar Samavi, Rafique Ahmed Dar, Saleem Haroon, Manzoor Ahmed Khan, Khawaja Saifudin, Abid Gilgiti and others. Front lead-ers voiced their full confidence over the party leadership and made it clear that the party would never compromise on its ideals. The par-ticipants of the meeting vowed not to compromise any of the party ideals/ideology till the attainment of complete freeom of their moth-erland.

Speaking on the occasion the JKLF vice chairman Abdul Hameed Bhat said, "It (JKLF) is not just an organization, but a movement that was founded by Qaid-eTehreek

Amannulah Khan way back in 1977". He observed that Khan was in fact an institution and a peer-less personality. Referring to JKLF founder's supreme sacrifices and his unwavering struggle Bhat said that no one would be allowed to ignore or betray the supreme sac-rifices rendered by Quaid-e-Inqilab Ammanulah Khan, Shaheed Maq-bool Bhat, Ishfaq Majeed Wani and thousands of Kashmiri martyrs. He said that the deceased leader's years-long struggle and the guiding principles were not only the beacon of light for all but a key to success.

minister of Pakistan Mian Nawaz Sharif and others who condoled the demise of JKLF founder. They also thanked the former PaK premier Sardar Attique Ahmed Khan for his presence at all occasions right from JKLF co-founder's funeral prayers at Rawalpindi to his interment in Gilgit.

According to Front spokesman some important decisions were taken in the meeting that included the construction of a tomb at JKLF founder's grave in Gilgit, construct-ing wall of honour in Muzaffarabad, holding a condolence reference in Islamabad and publishing a pamphlet that would give a brief

account of Khan's years long strug-gle and his indomitable role in the ongoing struggle.

A four member committee has been constituted that has been assigned the task to make neces-sary arrangements regarding the condolence reference being held on 23 May. The meeting also hailed Manzoor Ahmed Khan for serving JKLF supreme head selfless for more than 26 years.

The JKLF leaders offered Fateh for the departed soul of Ammanul-lah Khan and prayed for good health and early recovery of its ailing chairman Muhammad Yasin Malik.

Kashmir tourism players welcome LTC facility on pvt airlines

Srinagar, May 9: With the growing market for dairy products, the dairy farm-ing can prove highly remunerative for the farmers, experts here said.

According to the experts, adequate and balanced feeding combined with good livestock management and health care can enhance livestock productivity and increase profitable in dairy farming.

“In Kashmir, dairy farming will prove remunerative to the farmers provided they follow the advices of experts,” Par-vaiz Reshi, scientist (Animal Science), SKUAST-Kashmir, said.

About the structure of the dairy shed, he said it should be constructed under the supervision of an expert as con-struction of a suitable animal shed with

proper dimensions, space and ventila-tion is an important component of suc-cessful dairying.

“Unfortunately our farmers mostly construct animal sheds without expert advice in an unplanned manner that besides being costly proves uncomfort-able to the animals,” he said.

Experts said another important reason for failure of dairy business in J&K “is that people often without any knowhow of dairy animal management enter into the trade.”

“People interested in this sector should first get preliminary training,” Reshi said.

Pertinently, SKUAST-Kashmir has ini-tiated short course skill development programs of dairy farming in which youth are provided ‘hands on training’ on dif-

ferent aspects of dairy animal manage-ment.

The youth interested in dairy entre-preneurship can attend the short term skill development training being impart-ed in KVKs.

One more important criterion for suc-cessful dairying is the “proper choice of breed for dairy farming that needs to be of higher genetic merit with less feeding requirement and less prone to produc-tion and reproductive diseases.”

“Our hilly topography with less grain production suits better to cows with less body weight and with lower main-tenance depending more on grazing. Therefore, it is advisable to go for Jersey crossbred cow that can produce around 10 to 15 litres of milk with good fat and SNF content,” Reshi said.

Srinagar, May 9: Kashmir-based tourism players have welcomed LTC facility on private airlines announced by government of India for promoting Kashmir tourism. Earlier the LTC was permissible only on national carrier.

The tourism players also hailed Chief Minister, Mehbooba Mufti, for urging government of India to allow this “special concession” for the promotion of Kashmir tourism.

Chairman J&K Hoteliers Club & Chairman PHDCCI – J&K Chap-ter, Mushtaq A Chaya welcomed the decision which he said will increase the tourist arrivals to Kashmir.

He appreciated secretary tour-ism J&K government, Farooq Shah, for playing an important role in achieving this important “business requirement”.

Similar views were echoed by Zahoor A Tramboo, President – CCIK. He appreciated the efforts of the state government and the tourism department in this regard.

Chairman PILTOF, Nasir Shah said Chief Minister, Mehbooba Mufti deserves all credit for this decision by the central govern-ment as “the chief minister has the vision to see tourism industry of Jammu and Kashmir grow.”

“She has managed to get LTC for the central government employees on airlines other than national car-

rier Air India,” he said.“This move will certainly ben-

efit the budget level of hotels, who otherwise have not been doing well for the last couple of years,” he said.

EJAC criticizes JK BankSrinagar, May 9: Employ-ees Joint Action Committee today castigated J&K Bank for “adopting dual standard in providing loans to the state and non-state subjects.”

President EJAC, Ab Qayoom Wani said the bank is providing “soft loans to the corporate houses on small interest rates, whereas, it is cumbersome for a state sub-ject to seek different loans from the bank.”

Wani was addressing a session of EJAC convened at its central office Srinagar.

“The state employees are the assured clients of the bank but the bank charges more interest from them than its own employees and this disparity shall not be toler-ated,” he said.

The leaders at the session felt that the bank has “caused social and personal problems to the government employees by asking the clients to have government employees as guarantors and this practice has seriously affected the social relations.”

Srinagar, May 9: Legal Metrol-ogy Department (LMD) Sri-nagar today slapped fine of Rs 30,000 on a Punjab based company for smudging the price tag on its electrical switches.

According to the LMD Sri-nagar spokesperson, the com-bined sockets and switches manufactured by Ess Ess Kay Punjab were found with tam-pered MRP tags and fined for the same.

“Acting on complaint by locals that a wholesale dealer of electric goods in the down-town Srinagar had smudged maximum retail price labels on the goods, a team of officers

of LMD, headed by its Deputy Controller (Enforcement) Kashmir raided the premises of the godown and found the complaint genuine. Challan case was made against the company and the wholesale dealer,” the spokesperson said.

“The company officials informed the department that the wholesale dealer has not smudged/altered the MRP labels but the company has instead used the old wrappers carrying MRP of yesteryears and they have printed the revised MRP,” the spokesper-son said, adding that the com-pany confessed the lapse and ensured the department that they shall be cautious in future.

Srinagar, May 9: Under the ambitious central government scheme, ‘Pradhan Mantri Awas Yojana- Housing For All -2022', Delhi-based Raheja Developers is mulling to construct affordable houses in the Valley.

In order to pursue this project, Raheja has already approached various government authorities here.

Talking to Greater Kashmir, Navin M Raheja, Chairman and Managing Director (CMD) of Raheja Developers Limited said during his meeting with the vice-chairman Srinagar Development Authority ( SDA) on Monday, he was assured that J&K govern-ment is keen on providing houses to every segment of the society.

Raheja said interest of J&K government in 'housing for all' project is a positive sign for real estate developers.

“We have evaluated the hous-ing norms here and hope the gov-ernment makes a provision in the new master plan to include low cost housing. Our meeting with SDA VC was quite encouraging,” Raheja said.

According to Raheja, the ini-tiative for developing low-cost housing in the Valley is largely driven by his wife Nirmal Raheja, who is a Kashmiri Pandit by origin and belonged to the Mota

family of Chinkral Mohalla in Habba Kadal here.

“My wife's family left Kashmir in 1970's but she is still enthusi-astic about Kashmir. We have studied the real estate market in Kashmir and realised that there is a vast young population here which would be in need of housing here. Buying land and constructing house is becoming increasingly difficult here so low budget housing is the next best thing,” Raheja said.

He expressed hope that the new Srinagar Master Plan makes a provision to increase Floor Area Ratio ( FAR) and popula-

tion density. “This will help developers to

build more houses on less land. These provisions are required because housing needs in the Valley are all set to change in a few years. While no one is homeless here and has a shelter, this trend will witness a drastic change in the coming years,” Raheja said.

Budgam, May 9: To provide soil analysis facility to farmers at their doorsteps, Minister for Agriculture, Ghulam Nabi Lone Hanjura, flagged off soil testing mobile laboratories at Dalipora, Nagam.

The minister was briefed that two soil testing vans have been purchased at Rs 45 lakhs each under “National Mission on Sus-tainable Agriculture” (NMSA).

The vans are fully equipped with equipment like automatic absorption spectrophotom-eter with laptops, which can determine micro-nutrients, pH electric conductivity and NPK, a statement here said.

Minister hailed the efforts of the Agriculture department Kashmir for mobilizing the resources for procuring the vans, which he said will enhance the efficiency and capacity for

soil testing by the farmers at their doorsteps.

He impressed upon the offi-cers to make the optimum use of the labs.

Later, the minister distributed soil health cards to the farmers at the event.

On this occasion, Chief Agri-culture Officer Budgam Sajad Ahmad Shah assured that such programmes will be held across the district and farmers will be facilitated to have spot sampling and testing through operation of Mobile Soil Testing Vans.

He said “Soil Health Cards” will be issued on the spot to the farmers.

Yaounde (Cameroon), May 9: The Cameroon Football Federation has announced the death of Femina Stars Ebolowa goalkeeper Jeanine Christelle Djomnang.

The 26-year-old goal-keeper collapsed during her warm-up before a Femina Stars Ebolowa match in southern Cameroon, and was rushed to hospital. The governing body said on Sunday initial reports sug-

gested she died of a heart attack but it is now awaiting the formal medical report, the BBC reported.

The news came less than 48 hours after the death of Cameroon international Pat-rick Ekeng in Romania.

Djomnang complained of chest pains as she prepared to take on Louves Minproff Yaounde in the Cameroon elite league and died on her way to hospital.

Cameroon's African women footballer of the year Gaelle Enganamouit, who now plays in Sweden, was one of the first to react to the news.

"It's with sadness that I have learnt of the death of my team-mate Djom-nang Jeanine Christelle of Femina Stars Ebolowa, may her soul rest in peace," she wrote on Twit-ter on Monday.

New Delhi, May 9: Guja-rat Lions captain Suresh Raina, the only cricketer to have played each and every game for his respective IPL franchises, is all set to take a break atleast for one match to be with his wife Priyanka, who is expecting the couple's first child.

Hogg reprimanded for inappropriate languageKolkata, May 9: Kolkata Knight Riders' (KKR) Chinaman bowler Brad Hogg was reprimanded by the match referee for inappropri-ate language, an Indian Premier League (IPL) release said on Monday.

“Brad Hogg of Kolkata Knight Riders was reprimanded by the Match Referee for using inap-propriate language, actions or gestures which disparage or provoke an aggressive reaction during a match,” said the release.

“Hogg admitted to the level 1 offence (Article 2.1.7 of the IPL Code of Conduct for Players and Team Officials) and accepted the sanction,” the release added. (IANS)

Karachi, May 9: Pakistan's newly appointed cricket coach Mickey Arthur put his future charges on notice Monday, warning he would not compromise on disci-pline, fitness and fielding ahead of tough tours in Eng-land and Australia.

Arthur, who success-fully coached his native South Africa from 2005-2010 before migrating to Austra-lia, replaced Waqar Younis, who resigned following Pakistan's disastrous World Twenty20 campaign in India last month.

His appointment is part of wholesale changes Paki-stan made to lift the team, which has slumped to ninth in one-day and seventh in Twenty20 rankings.

The dismal slide is mainly blamed on players' poor discipline, and Arthur warned in a telephone inter-view from Perth, Western Australia, that he will be cracking down.

“I will be tough on dis-cipline and that's the way we can get better and better results,” the 47-year-old said.

“I want everybody to start playing for the team and I don't want any selfish players around,” he said, calling for “proper values and boundaries”.

Discipline is not a strong point for Pakistan's notori-ously volatile players.

Talented opener Ahmed Shehzad and middle-order batsman Umar Akmal were both left out of the squad's boot camp training session ahead of July's tour of England due to disciplinary issues.

Senior batsman Younis Khan also had to apologise after he was served with a show cause notice following his protest over umpiring in a domestic tournament.

Arthur said he will also be tough on fitness and field-ing.

“Our bowling is good, but we need to lift our batting massively,” he said.

“I will also be tough on fielding and fitness and need players who can play long-term, and these issues are non-negotiable.”

But he also said he required boldness in his players. “I also want play-ers who aren't prepared to be bullied,” he said.

Next challenge: EnglandArthur, who was sacked

as Australia's coach 19 months into the job in 2013, will be Pakistan's fifth for-eign coach after Richard Pybus, Bob Woolmer, Geoff Lawson and Dav Whatmore.

He will take charge ahead of the England tour, where Pakistan play four Tests, five one-day and a Twenty20 international matches between July 14-September 7.

They also play three Tests and six one-day in Austra-lia starting in December. In between they will face New Zealand and world T20 champions the West Indies.

The two series against top tier teams England and Australia on their home turf will be “tough”, Arthur said.

“For Pakistan players, those conditions are trying, but I want the team to be up for the challenge.

“Arthur said the “sheer challenge” of the Pakistan coaching role — regarded as one of the toughest and most turbulent in inter-national cricket — “really excited me”.

Seven BBL clubs have at least one overseas vacancy; only the Melbourne Stars have already filled their quota with English pair Luke Wright and Kevin Pietersen.

The Melbourne Ren-egades may have got an early jump on their rivals in the race for Mustafizur. The Bangladeshi's IPL coach Tom Moody is a director at the Renegades, who cur-rently have two overseas

spots available on their list, although one is expected to be taken by the return of the West Indies all-rounder Dwayne Bravo.

Moody's close connection with Mustafizur could be a deal-breaker for the Ren-egades should they want to sign the 20-year-old.

Renegades' coach David Saker recently expressed a desire to boost his side's bowling stock after a dis-appointing campaign last season, which saw them miss the finals for the third consecutive season.

"To be fair, we probably need an overseas bowler. We're looking at whether to go down that track or to recruit a bowler from inside Australia," Saker was quoted as saying by theage.com.au.

Recently described as a "little genius" by Sydney Sixers captain and Sunris-ers teammate Moises Hen-riques, Mustafizur could also be swayed to the SCG with the Sixers having room for two international sign-ings.

Musatfizur could be an option to replace legendary all-rounder Jacques Kallis at the reigning champions Sydney Sixers, who are expected to re-sign West Indian all-rounder Andre Russell.

If Mustafizur does find a team in the BBL he would be the second Ban-gladeshi to play in Austra-lia after Shakib Al Hasan, who turned out for the Strikers and Renegades.

The 20-year-old claimed nine wickets in three matches for Bangladesh in the World T20 in India in March, including a haul of 5-22 against semi-finalists New Zealand. (IANS)
