Programme Developments - Board of Studies Amendments Overview
Amendments to programmes of study that do not constitute a significant change to the market, viability or educational purpose of a programme, are managed and approved by Programme Approval and Review Committees, on behalf of Boards of Studies. These changes are reported to Student and Academic Services to support institutional oversight of change. This paper provides details on the following:

Board of Studies Amendments – Overview
There were a significant number of amendments submitted for 2018‐19 (1074 changes on 196
forms), and changes for immediate effect in 2018‐19 are still being submitted. The volume of
individual changes was greatly increased from 2017‐18, and this report suggests the most likely
reasons for this.
Introduction of Deadline for Amendments
Student and Academic Services, with the agreement of ExCo implemented a new process in 2016‐17,
introducing a deadline for submitting amendments for the year to come, and a process of approval
via David Bolton for those amendments submitted after this deadline. This was in response to the
growing significance of the Competition and Markets Authority (CMA) guidelines, and required all
amendments, for the following academic year, to be submitted to Student and Academic Services by
30th April.
A set of exceptional circumstances were specified under which Schools were able to submit
amendments after the deadline, for consideration by the Deputy President. The exceptional
circumstances were:
To respond to significant issues arising from Term 2 module evaluation results released after
30th April that require a change in module content and/or assessment.
To respond to unavoidable permanent staff changes after 30th April leading to lack of
appropriate expertise to deliver a module for the following academic year.
Other unforeseen circumstances not covered above, with the agreement of the Deputy
President.
This was the second year following the introduction of the deadline and, although there are still late
forms being submitted, the frequency of these is significantly reduced from 43 late submissions for
2017‐18 to 19 at this point in the 2018‐19 cycle. It is noted that the number of submissions to
correct historical errors has reduced, too. This suggests that the deadline has embedded within
practice and is working effectively to align the process across the University.
The deadline for amendments is still under review and whilst the introduction of the 30th April
deadline has certainly worked to unify the amendments process and to allow greater management
of the reporting requirements, discussion as to its effectiveness in terms of CMA compliance is still
ongoing.
There are, too, new considerations of the Board of Studies amendment process which have arisen
from the Modernising Administration for Students (MAfS) project to implement personalised
timetables for students. This will be discussed later in this report.
Planning for 18‐19 and Beyond
In 2017‐18, discussions with both Academic and Quality colleagues highlighted the potential issue of
work ‘bunching’ in the Spring, with many major administrative processes needing to be undertaken
or completed around this time. Discussions of the possibility of moving the deadline to an earlier
point in the academic year are ongoing and are now supported by the Personalised Timetable
project.
The Personalised Timetables Project was launched in March 2018, as part of Modernising
Administration for Students (MAfS), and a pre‐requisite to enable more effective attendance

monitoring through the Student Engagement and Attendance Monitoring (SEAM) project. As part of
approving the implementation timeline for SEAM, ET and Deans supported the principle that
deadlines for programme and module amendments would change to allow for earlier elective
selection for students. That would, in turn, enable the downstream process to provide students with
a personalised timetable.
Recommended Timeline
The following timeline for 2018‐19 will be presented for approval to ExCo. Please note the below will
be the deadline for all UG programmes, but only a selection will be included in the module selection,
Personalised Timetable and SEAM pilots. It is anticipated that the programmes included in the 2019
pilot for both projects will be known in early 2019. This timeline has been developed in consultation
with Quality teams, Associate Deans (Education), the Students’ Union and in liaison with relevant
teams in Student and Academic Services and IT.

In terms of module amendment, the proposed deadlines will have a number of positive outcomes,
primarily concerning CMA compliance and improving student communication, which will be better
facilitated by the earlier submission deadline, ensuring institutional compliance.
The project will, though, require Student and Academic Services to prioritise the processing of
amendments, alongside Quality teams in Schools. It will also require the submitted amendments to
be of a higher, more consistent, standard than is currently the case to minimise delays. This is
discussed briefly later in the report and the required actions to support this project are noted in the
‘Future Enhancements’ section of this report.
There were also developments to the policy and guidance in 2017‐18, which will come into effect for
the 2018‐19 cycle. Full details will be available in the Quality Manual in due course, but there were
significant improvements to the guidance around the scale of changes and how these should be
approved. This is discussed later in this report.

Summary of Board of Studies Amendments
Summary of changes by type
The figures for each School (below) represent the number of types of change, considered by form
rather than individual change. Where a single form contained one or more distinct type of change,
these were counted as separate types of change, according to the definitions below.
It is worth noting, too, that the categories of change are broadly considered, and the definitions for
typology are outlined:
Assessment
Includes changes concerning the type, weighting and timing of assessments within a module. It also
includes consideration of changes to individual assessment components, new assessments, or the
removal of assessments from a module.
Module Diet
The changes to module diet include the introduction of new elective modules and changes to when
elective modules will run.
Programme Structure
This category includes changes to core modules including credit weightings, and the introduction of
new core modules. Also included are changes to exit awards and the introduction of new exit
awards.
Programme Suspensions and Terminations
Although not all suspensions and terminations for 2017‐18 were submitted via the Amendment
Process, those that were are noted here. Additional detail on programme termination and
suspension will be provided in a separate paper, at a later date.
Other
Includes changes to teaching methods and contact hours, suspensions and terminations of modules,
the introduction of new entry or exit points to a programme, changes to entrance requirements,
editorial changes, clarification of programme aims and Learning Outcomes, and requested
exceptions.

As the table above demonstrates, the most common kinds of changes were to assessments and
those falling within the ‘other’ category. Analysis of the changes suggests that editorial changes,
changes to teaching hours and changes to module titles were the most common occurrences.

There was an average of 38 forms submitted per School, with an average of 5.5 changes per form,
for the University as a whole.

There were, on average, 5.5 changes per form submitted. There was discussion between Quality
colleagues of the best way to approach the collation of change information, as it relates to the
Amendments Process. It was agreed that, in order to better evaluate and record cumulative change,
School would aggregate the changes to a single form per programme, incorporating all changes for
that programme in a single location. This practice should come fully into effect for the 2019‐20 cyce
of changes, and has been embedded within the recently approved Board of Studies Amendment
Policy (approved by Senate in July 2018).
Consideration of Reasons for Changes
As mentioned at the beginning of this report, there was a significant increase in the volume of
change submitted this year. This report offers some suggestions as to the reasons for such a sharp
increase in changes:
There has been significantly increased Periodic Review Activity which, it was noted in the
amendment forms, accounted for a substantial number of changes to module diets and
prompted editorial activity in Schools to ensure that current programme documentation was
in‐line with current expectations.
There have been significant changes required by the Professional and Regulatory bodies
which accredit programmes at City. Whilst the majority of these changes have been relatively
minor, and could be addressed directly by the Amendment process, some have resulted in
wholesale changes to programmes which were approved in the main via Periodic Review and
submitted for implementation via the Amendment process.
In 2017‐18 the University undertook an Assessment Review of Undergraduate programmes
with the aim of developing and implementing a cohesive, University‐wide approach to
assessments. All Schools were involved in the project, and the outcomes of the project have
directly increased the number of changes to assessment submitted for amendment, as is
directly referenced in a number of the forms.

Observations on the Documentation
There were a number of recurring issues with the documentation submitted to Student and
Academic Services, which slowed the approval process and generated additional work for both
Central and School services.
Scale/Significance of Amendment
There were a number of amendments which could have a significant enough impact on the student
experience to warrant the scrutiny of the University Programme Approval Committee (UPAC), but
were being requested under the Board of Studies Amendment process. These were dealt with on a
case‐by‐case basis, with amendments being approved via the Amendments process, where
appropriate.
It is anticipated that the wholesale implementation of the new Board of Studies Amendment policy
should make the scale of change on a programme more apparent and minimise the number of
occurrences.
Unclear or Incomplete Information
In a number of cases, significant time was lost eliciting the necessary information for the Student
Systems Team to be able implement the requested amendments in SITS. Schools are reminded, in all
cases, that full information (such as programme and module codes, start/end dates, period in which
modules run) should be included with the amendment to allow approved forms to be implemented
as swiftly as possible.
Missing Specifications
In some cases, the module and programme specifications, which are required by both Student and
Academic Services, the Student Systems Team and the Marketing team to be able to process the
amendments, were missing from the reg‐progdocs shared drive. Teams are reminded to ensure that
all relevant specifications are rolled over at the point the amendments are submitted.
Student Consultation/CMA Notification Letters
In light of the growing importance of the CMA guidelines, as they pertain to material change to
programmes, many of the amendments submitted have required teams to contact students to
either inform them of unavoidable change, or to consult with them on selective change to
programmes and modules.
Teams are reminded that best practice indicates thorough consultation, prior to PARC approval of
changes should take place, and that evidence of consultation should be included with the
amendments.
Whilst the above were not the only reasons for delays, they were the most common across all
Schools. As such, possible solutions will be included in future enhancements to the process.
Future Enhancements
An online only process for Board of Studies amendments is currently being developed by Student
and Academic Services, following consultation with, and in cooperation with the School Quality
Teams. This change will not fundamentally alter the process of amendments, but will offer a greater
degree of control to PARC around the submission of amendments, and should provide greater
information for reporting. The process will also be more automated, and should reduce points of

failure in the current process around information sharing between directorates following approval of
changes (S&AS, Web Team, Finance).
It is planned that this form will be launched in 2018 to account for changes to the 2019‐20 cycle.
The Academic Development and Quality Officer has been working closely with the Compliance
Manager to develop guidance, and a more effective process, for consultation with students about
changes which will ensure CMA compliance for the University. This work is ongoing and consultation
with colleagues will take place on this at the appropriate time.
It is planned that this will be in place for the 2019‐20 change cycle.
As part of the enhancements to the process, 2017‐18 introduced improved guidance on the scale of
amendments and how these should be improved. Section 4 of the new guidance gives multiple,
concrete examples of what may be considered among the three categories of amendment (Editorial,
Minor and Major). This should be consulted in the first instance and, where necessary, additional
clarification be sought from Quality teams or Student and Academic Services.
The new guidance also contains some information pertaining to CMA requirements, in terms of
amendments, and this will be expanded upon moving forwards.

change.
To encourage academic colleagues to engage with School PARC processes and Quality
colleagues, at the earliest possible opportunity, to minimise instances of miscommunication
and missing information.
To encourage School PARCs to liaise with Student and Academic Services, as necessary and
when appropriate, around scale of change concerns/questions.
