to be held on 12.06.2018 at SRPC, Bengaluru
1 Confirmation of the Minutes of the 143rd Meeting of OCC of SRPC held on 15th
May 2018 at Hyderabad.
2 Monthly Outage Plan/ Annual Outage Plan
2.1 ISGS/CGS: Generating Units
a) Shut Down Proposals for June/July 2018
b) Shut Down carried out during May 2018 along with reason for deviation, if any.
Outages of NPCIL Units in Peak Demand period
KKNPP had informed that Unit II will be coming on bar by 4th week of June 2018.
KKNPP was requested to follow-up the response to the Chairperson SRPC’s letter
to CMD, NPCIL on the request of states to bring back the unit only in September
2018/or agreeing for part load operation.
TANTRANSCO to take up the issue with KKNPP to pre-pone the shutdown of
Unit-I (requested from 21st July 2018) to avoid two units on bars during the
low demand period.
Ramagundam Units VI and V(Annexure-2A): NTPC vide letter dated 29.05.2018
had requested to concur for the reschedule the Annual Maintenance of Unit VI(
01.07.2018 to 30.07.2018 against the approved date 01.08.2018 to 30.08.2018)
and Unit V(16.08.2018 to 19.09.2018 against the approved date 15.06.2018 to
19.07.2018) based on the recommendation in the review Meeting held on
21.05.2018 under Chairmanship of Secretary(Power).
Simhadri Units III and IV (Annexure-2B): NTPC vide letter dated 19.05.2018 had
furnished the changes in Annual Outage Plan of Simhadri Units.
The following is to be noted in this regard:
In the AOP the outages were approved for Unit I-10.06.2018 to
24.07.2018(45 days) and Unit IV for 05.09.2018 to 09.10.2018(35 days)
In the 142nd OCC NTPC requested for concurrence of outage of Unit III from
05.05.2018 to 29.05.2018(to carry out first inspection of the LPT which was

not carried out since CoD) which was not in the original AOP and the same
was not approved.
Subsequently it was noted that the unit had been taken out on 05.05.2018
and yet to be revived. Expected revival is now informed as 08.06.2018.
NTPC vide letter dated 19.05.2018 requested for concurrence for early
Outage of Unit IV for early LPT inspection immediately after revival of Unit
III
NLC TS II Unit VI(Annexure-2C) : Vide letter dated 29.05.2018 NLCIL had
requested for shifting of the Unit VI AOH to 11.06.2018 to 10.07.2018 against the
approved date 01.06.2018 to 30.06.2018 due to delay in receipt of spares.
Talcher Unit V(Annexure-2D): Approval was from 25.05.2018 to 08.07.2018 in
141st OCC Meeting. Based on the recommendation in the review Meeting held on
21.05.2018 under Chairmanship of Secretary(Power), NTPC is planning to
reschedule the shutdown. The exact date will be intimated seven days in advance
and will be taken out after SRPC concurrence.
2.2 Request for approval of shut down
All utilities are to submit the S/D proposals for the subsequent month by 3rd of
the current month. Shutdown requests for the same month needed to be
avoided. An outage coordination group had been created
([email protected]) for review of the previous OCC
approved shut downs (construction/critical).
Non-availing the OCC approved shut downs
CT Ratio change request from SLDCs: Powergrid, SR II had informed that
incidents have come up wherein SLDCs are approaching PGCIL for CT Ration
change. It is requested that SLDCs may kindly issue needful instruction from
RLDCs. New E-mail IDs from SRLDC for intimating the system reconfiguration,
restoration etc is yet to be informed.
PGCIL, SR II had furnished their views on certain outage related issues which is
at Annexure-2E
3.1 LGBR for upcoming five months
3.2 TTC/ATC computations
3.2.1 All states were requested to furnish PSSE base case for October 2018.

3 Review of Power Supply Position /Inflows
Constituents/ Generators to furnish the reasons for deviation:
a) Actual with respect to anticipated (MW & MU) for availability and requirement.
b) Generation variation category wise with respect to MoP targets/LGBR figures.
c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and
w.r.t. same month last year.
d) Reasons for demand -supply gap and its variation
4 MAJOR ISSUES
5.1 Obtaining consent of original beneficiaries in case of diversion of coal under Flexibility Scheme.
CEA, FM Division vide letter dated 15.05.2018(Annexure-5A) had requested
SRPC to furnish the losses incurred by the beneficiaries of the NTPC(Simhadri
TPP) during the period coal was diverted by NTPC to other plants without taking
consent of the original beneficiaries as decided in the Meeting held on 23.04.2018
at CEA, New Delhi.
SRPC vide letter dated 18.05.2018(Annexure-5B) had submitted the information
sought by CEA.
5.2 Observations of the Techno Group with regard to the proposals of Installation of Capacitors.
Convener, TESG & Consultant, NLDC vide letter dated 21.05.2018(Annexure-5C)
had furnished the extracts of the 38th Meeting of TESG held on 26.02.2018 and had
requested for needful on priority with regard to observations. With respect to SR it
was mentioned that the Capacitor Study Report submitted by SRPC prepared by
CPRI deal only with transmission level(132 kV and 220 kV voltage level) whereas
requirement was also for distribution level(33 kV and 11 kV).
SRPC vide letter dated 29.05.2018(Annexure-5D) had submitted the reply in this
regard to Member Secretary, Appraisal Committee
5.3 Geo-tagging of Wind turbines
NIWE is in process of carrying out Geo-Tagging/Online registry of wind turbines for
maintaining a centralized system of data base. NIWE Vide letter dated
09.05.208(Annexure-5E) had communicated the concept note on geo-tagging

finalized based on the two meetings with SNAs, IWTMAs and other stake holders.
SRPC was requested to revert back with suggestions/clarifications, if any.
SRPC vide letter dated 18.05.2018(Annexure-5F) had replied to NIWE in this
regard.
5.4 Sub-Group to finalize the standard procedure for cyber security audits
A Special Meeting on compliance of CERC(Communication System for Inter-State
transmission of Electricity) Regulations, 2017 was held on 08.05.2018 at SRPC. A
sub group meeting to finalize the standard procedure on Cyber Security is
scheduled at SRPC on 13.06.2018. The procedure being followed by the entities
was to be shared in the web group (communication-audit-discussion-forum---
APTRANSCO/TSTRANSCO had furnished the Executive Summary of Vulnerability
Assessment.
Further the list of communication channels including PLCC and terminal
equipments in the intra-state and inter-state which would come under the ambit of
the Audit would be furnished to SRPC by 31.05.2018(The format is attached as
Annexure of the Minutes of the Meeting available at SRPC website) was to be
furnished which would be reviewed in the sub-group Meeting.
5.5 Talcher RTU issue
It was noted that NTPC Talcher had procured a new RTU with a dual porting
reporting system(ERLDC and SRLDC) and the link to ERLDC had already
established. Link to SRLDC is yet to be established. SRPC vide letter dated
24.05.208(Annexure-5G) had addressed to NTPC Talcher and had requested to
ensure that the link is established.
5.6 Power Number for the year 2018-19
Power Number Calculation for SR states for the year 2018-19 (based on the actual
consumption and Maximum Demand(Month wise) figures during the year 2017-18)
is at Annexure-5H .It is to be noted that these new power numbers will be used for
frequency correction in PSP and other reports.
The new power number are as follows :
AP: 301, TS:328, KAR:355, KER: 129, TN:524, Pudu:13. (Total SR: 1650)
SRPC vide letter dated 18.05.2018(Annexure-5I) had requested CEA to kindly
intimate the UFR quantum to be adopted by SR in the current Grid Environment.

5.7 Low Voltage issues in SR States
After deliberations in the 143rd OCC Meeting on the issue of low voltage prevailing
in some of the nodes of Karnataka, Kerala and Tamil Nadu the following were
noted:
UV Relay logic is to be changed by KPTCL. After tripping of 25 MW at 3rd minute,
50 MW would be tripped at 6th minute, 75 MW at 9th minute and 100 MW at 12th
minute. This will be done on the same set of 100 MW loads identified in Stage I.
With respect to low voltages and implementation of UV relays at Madakathra,
Kozhikode, Kochi and Palakkad in Kerala a VC will be conducted at 1500 hrs on
18.05.2018 (Friday).01.06.2018.
System Studies will be carried out regarding low voltage in Somanhalli / Hoody /
Nelamangala (Bengaluru ring) before month end. The study would also cover the
reactive drawal pattern of KPTCL.
TANTRANSCO to revert back on the low voltage issues on 12.04.2018 and
13.04.2018 along with the action plan to mitigate the low voltage scenario by end
of May 2018.
5.8 Coal Stock position
SRLDC had made a link (https://goo.gl/y3LL4n) to enter the coal status and the
information has to be furnished before 06:00 hrs every day
In the 143rd OCC Meeting after deliberations on the low coal stock
Generators/GENCOs were requested to furnish the issues in coal receipt w.r.t
Railways as well as Coal Companies so that Chairperson SRPC may be
requested to take up with Railway Board and Coal Companies/Ministry.
APTRANSCO/NTECL had furnished the details.
5.9 Signing of Agreement / MOU between Powergrid and Constituents for Replacement of S-900 RTUs in Northern Region
SR-I/SR-II had agreed to furnish the details of S-900 RTUs which are to be
replaced before 144th OCC meeting.
SRPC vide letter dated 24.05.2018(Annexure-5K) had communicated the
concern to ED(LD & C), PGCIL and requested that a review exercise regarding
this may kindly be taken up for SR also.

5.10 Internet connection for Patch Management and Remote Diagnostics support for URTDSM project
In the 143rd OCC Meeting SR II had agreed to communicate regarding
requirements to SRLDC.
Subsequently SR II had informed that SRLDC may extend the internet
connection at their premise and the amount to be recovered. SRLDC may kindly
intimate for recovery from GE.
5.11 Scheduling of Ramagundam NTPC Solar Plant
The matter regarding scheduling of Ramagundam Solar Plant had been under
discussion in the SRPC forum for quite some time. SRPC vide letter dated
20.04.2018 had requested NTPC to update on the present status and also
arrange for the immediate action for scheduling of this plant by SRLDC.
In the 143rd OCC Meeting it was decided that NTPC Ramagundam Solar
Scheduling will be carried out by SRLDC from 01.07.2018. All the
requirements facilitating the scheduling needed be carried out by NTPC.
SRPC vide letter dated 24.05.2018(Annexure-5L) had requested RED, NTPC
that necessary instructions may kindly be arranged to be issued for timely
compliance of the OCC decision.
5.12 Kudgi - RSD Procedure
It was noted that SRPC vide letter dated 16.04.2018 had furnished the
comments TM/RSD procedure to CERC. NTPC Kudgi vide letter dated
19.05.2018 (Annexure-5M) had requested SRPC to kindly include the
requirement of 35 hours for bringing back a super critical unit from RSD in the
feedback submitted to CERC in regard to detailed procedure on RSD.
5.13 Enhancement of net exportable quantum for SEIL (2 x 660 MW)
SEIL vide letter dated 22.03.2018 had requested that Net Exportable Capacity
Quantum for SEIL Unit(s) may please be updated and recorded as 1254 MW
(627 MW each unit) against 1240(620 each). The issue had been deliberated in
the 142nd/143rd OCC Meetings. It was noted that Mr Anil Thomas (SRPC) and
Mr Pradeep Reddy (SRLDC) under the leader ship of Shri V. Suresh, GM,
SRLDC would finalize the methodology/procedure to be followed in this regard.
RGMO compliance as per IEGC provisions was to be ensured.

SRPC had informed that in line with CERC Order (WR & ER), PPA wise DC
has to be furnished by all ISGS. CERC Order was to be complied.
SRLDC vide letter dated 28.05.2018(Annexure-5N) had requested all the IPPs
in SR to furnish the PPA wise DC detail(in the format attached with the letter) in
respect of CERC Order dated 31.08.2017 on Petition on No, 28/MP/2016.
5.14 Ramp Rates
In the 143rd OCC Meeting it was felt by the forum felt that the issue was
significant as RE penetration was increasing day by day and SRPC could take
up the issue with CERC in this regard. In the interim period all the ISGS
generators were requested to give a ramp rate of 0.5% minute or more in the
next RRAS Form. The same ramps would be utilized for scheduling.
Subsequently SRPC vide letter dated 23.05.2018(Annexure-5O) had taken up
with ISG stations and had requested that this matter may kindly arranged to be
examined urgently and necessary instructions for upward revision of the ramp
rates issued under intimation to SRLDC and SRPC.
SLDC needed to floow up the similar provisions for state embedded generators.
5.15 Simhadri – Kalpakka- Gazuwaka Power Corridor Loading Issue on 23.04.2018
NTPC had furnished the observation from Simhadri site that during the
Kalpaka-Simhadri-line-2 shut down on 23.04.2018. A discussion was scheduled
on 30.05.2018 at SRLDC.
5.16 Utilization of RE Generators for Reactive Compensation & High Voltage
SRPC vide letter dated 24.05.2018(Annexure-5P) had circulated a Note
regarding MVAR power restrictions/support from RE generators. -It was felt that
suitable penal rates/incentives may need to be in place for RE generators also
in the interest of smooth grid operation. All the states had been requested to
give their comments in this regard so as to help in to arrive at consensus on this
matter in Southern Region and to take the matter further.
SRPC vide letter dated 24.05.2018(Annexure-5Q) had taken up the issue of
reactive power support by the generating stations including RE with CERC.
TSSLDC vide letter dated 09.05.2018(Annexure-5R) had requested to clarify
whether state utilities and distribution utilities can be addressed to include
suitable clause in the connectivity conditions, that models figuring in the RLMM
list are added to the Grid.

SRPC vide letter dated 28.05.2018(Annexure-5S) had informed that in the
Guidelines issued by MNRE for development of Onshore Wind Power Projects it
had been mandated that no wind turbine model shall be allowed for installation
in the country until it has obtained type and quality certification. MNRE has
stipulated verification of complete certificates of the models etc which needs to
be carried out by the concerned procurement agency.
5.17 CEA Regulations Compliance for solar generators
The issue was discussed in the meeting at NIWE, Chennai on 23.04.2018
Forum strongly felt that there was a need for an enabling agency similar to
NIWE to ensure compliance of CEA Regulations for solar generator as the solar
targets were significant and the addition was at a rapid pace.
SRPC Chairperson vide letter dated 09.05.2018 had taken up the issue with
Secretary, MNRE.
5.18 Daily Load Forecasting by SLDCs/RLDCS/NLDC
SRLDC to present the error (forecast Vs actual demand) for the month of May
2018
States had been requested to break the state load into sub components like
district wise/substation wise while carrying out the forecasting incorporating
weather conditions etc.
5.19 SPS Mock Tests
A mock test to check the healthiness of KKNPP & Talcher-Kolar SPSs was
carried out on 21.05.2018 and for Raichur -Sholapur SPSs on 22.05. 2018. It
was agreed that a comprehensive report on the SPSs to be shifted to Raichur
and SPSs being retained at Kolar would be furnished by SR-I and SR-II to all
the states/UT, SRPC and SRLDC. States would also communicate the
corresponding load to the mapped to the respective SPSs. The location of new
DTPCs would also be coordinated in the exercise.
SRLDC had submitted the Reports on Mock Test carried out for SPS of KKNPP
Unit I & II & Talcher-Kolar on 21.05.2018 and on 22.05.2018 (Annexure-5T).
KSEBL vide letter dated 23.05.2018(Annexure-5U) had furnished the
details/observations of the test w.r.t KSEBL.

5.20 Task Force Committee Report on Flexibilisation of Thermal Power Plants-Unit identification for Pilot project demonstration
In the meeting in CEA held on 08.02.2018 it was decided six units, including
two units of NTPC and one unit each from DVC, GSECL, APGENCO, MSPGCL,
would be taken up for 55 % minimum load operation in line with the CERC
notification.
In the earlier OCC Meeting APGENCO informed that they were examining
the unit which could be identified for flexibility. APGENCO would get in
touch with CEA in this regard.
CEA vide letter dated 10.04.2018 had requested for Location of installed
capacity of all current renewable energy sources and location of anticipated
RES installations by 2022.

5.21 Data required for development of Geospatial Energy Map of India
The data required(as per CEA letter dated 04.05.2018) for development of
Geospatial Energy Map of India is to be shared with CEA to email cedpd-
[email protected]. by all the concerned entities latest by 31.05.2018. SLDCs were
kindly requested to communicate the requirements to DISCOMs and other
entities in the control area.
5.22 Overarching Agreement
It was noted that Overarching Agreement in SR had been signed by all states in
SR except Tamil Nadu. In various forum of SRPC, constituents had been
requested to make use Overarching Agreement. User name and password
details were to be collected from SRLDC. Hands on experience to process
the application could be coordinated with SRLDC.
TN had been requested to also kindly sign the Agreement.
5.23 TTC assessment considering temperature dependent rating of lines/terminal equipment: Status update
5.24 Certification of availability of Transmission system of Inter State/RPC certified lines
KSEBL vide letter dated 23.05.2018(Annexure-5W) had submitted some
queries related to Certification of availability of Transmission system.
5.25 Automatic Generation Control(AGC) (Refer Item No. 4 in the Minutes of 7th NPC Meeting)
AGC implementation status update for Simhadri and N P Kunta.

5.26 Common Transmission System Data Base (Refer Item No. 5 in the Minutes of 7th NPC Meeting )
In the 7th NPC Meeting held on 8th September 2017, NPC had emphasized the
need for having an accurate All India power system data base for carrying out
accurate power system studies for operational and planning horizons.
POSOCO was to prepare requires formats and circulate to all RPCs and in turn
RPCs may obtain data from their constituents. It was noted that NLDC had
furnished the formats to NPC.
5.27 State-wise allocation of 540 MW power from RGPPL to Railways
Telangana(SCR)-50 MW, Tamil Nadu(SR)- 100 MW : Status update.
5.28 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources
The following was the updated status on RE SCADA availability as noted in the
143rd OCC Meeting:

Notices had been issued for SS under 10(1) for SCADA availability. 100% SCADA availability of wind would be ensured. TANTRANSCO (Communication) and TANGEDCO (Metering) had jointly initiated action for Solar SCADA availability and was targeted to be completed by July 2018.

A Special Meeting was convened under Chairmanship of Member Planning at
Jaipur on 04.05.2018 on the Real Time data Availability of RE Generation.
Minutes of the Meeting had been circulated and are available at CEA website.
The following may be noted:
100% data availability need to be ensured. The states to ensure that the target of 100% real time generation data is achieved in next two months.
The status of how many of the pooling stations are connected for communication of data and the percentage of availability of Communication link/system should be monitored and reported on a weekly basis. The format for the same in attached at Annexure-5X.
States can also interact with Gujarat for installation of Radio Modems, which have helped them in data acquisition from remote locations.
States which are facing problems in achieving 100% communication of RE generation data could emulate the approach adopted by the States like Gujarat, Madhya Pradesh, Karnataka, Telangana etc.
Central Electricity Regulatory Commission (Communication System for inter-State transmission of electricity) Regulations, 2017 which have come into force w.e.f. 1.7.2017 should be followed.
5.29 Monitoring of scheme funded from PSDF
In the 7th NPC Meeting (08.09.2017) and iIn the 6th Meeting of the Monitoring
Group of PSDF (05.01.2018) RPCs were further requested to examine the
implementation of schemes in OCC & TCC meetings and intimate NPC about
any bottlenecks.
. All the states/entities to kindly furnish the updated status.
5.30 PSS Tuning of generators
5th Meeting to review the status of PSS tuning of the generators had been
convened on 26th July 2017 and minutes of the Meeting are available at SRPC
website. All the generators need to follow the action plan finalized in the 5th PSS
meeting.
5.31 Prolonged Outage
KKNPP Second reactor will be commissioned by December 2018.
6.1 High Frequency

6.3 Summary statement of different violation messages issued by SRLDC to each
constituent as per new IEGC Amendment.
6.4 In the 124th OCC Meeting it was suggested that SRLDC may identify incidents of
UD/OD for Analysis by States. SRLDC to furnish the incidence for analysis, if any.
7. VOLTAGE PROFILE
7.1 Low voltage

recommendation of MVAR testing at the earliest on the Summary furnished by SRLDC.
7.7 High Voltage and MVAR Injection

8.3 RGMO/FGMO

states and the response from the states was not very encouraging.

A Special Meeting was held on 13.03.2018 to deliberate on pending
SCADA/Communication issues. Minutes of the Meeting is uploaded on SRPC
website. The status of pending Items as deliberated in the Special Meeting is at
Table VIII of Appendix.

Respective Control Center would ensure that M/s GE take pro-active action to renew the licenses before the expiry.
There should not be any license renewal issues during the project cycle of the project and it needed to be ensured by Control Centers (through M/s GE).
License for external firewall is going to expire in three months. M/s GE has to update the certificates in ext firewall of AP. M/s GE to take necessary action.
M/s GE site engineer at respective Control Centers to escalate the matter to BO-Noida, if they are unable the resolve the issue at their level. Further, inter-action between M/s GE site engineers at SLDCs and M/s GE site engineers at SRLDC needs to be strengthened.
Changeover to ICCP data communication through Backup SRLDC could be explored during such conditions which would reduce data outage duration.
All the ICCP links (Main/Back up CC of SLDCs to Main/Back up CC of SRLDC) to be checked daily to ensure healthiness.
All SLDCs to carry out HA test once in every month to a check SCADA/Communication system healthiness.
All states to actively raise all SCADA/communication related complain to M/s GE/CTU (M/s Tejas) /STU and not leaving the matter only to SRLDC for resolution.

Analysis: Simhadri Complex Generation was evacuating 1200 MW from Kalpaka (with two D/C) of 1850 MW Generation and remaining 650 MW from Vemagiri (AP).
Subsequently due to reconfiguration Simhadri Complex Generation 1500 MW from Kalpaka ( with One D/C and One S/C) and 200 MW from Gajuwaka and remaining from Vemagiri (AP).
Contingency analysis With Worst contingency of one circuit (N-1) of 400 kV Simhadri –I – Kalpaka no violation of Thermal loading, Voltage Limits or angular violation is observed. With Worst contingency of two circuit (N-2) of 400 kV Simhadri –I, II – Kalpaka violation of emergency Thermal loading is observed by 200 MW With Worst contingency of two circuit (N-3) of 400 kV Simhadri –I, II, III – Kalpaka no violation of Thermal loading, Voltage Limits or angular violation is observed. Since the commissioning of Stage-2 (2*500MW) Units of Simhadri, it has been observed only the four lines of Simhadri-Kalpaka are always heavily loaded (approx 350MW each line) followed by Vemagiri Lines (225MW each line) and Gajuwaka lines merely on floating at most of the time under station full generation condition.
Remarks by SRPC: Line loading of 350 MW in 400 kV Twin Moose Conductor is termed as lightly loaded not heavily loaded. Line Loading up to 852 MW is to be allowed for optimal design of system.
On 06.09.2016 when all Simhadri - Kalpaka Lines tripped, evacuation problem arouse and station has to reduce generation.
Remarks by SRPC: System has faced N-4 contingency. Under such condition necessary action to be taken post incident. A system cannot be planned considering beyond N-1 Contingency. As otherwise lead to sub optimal utilization of transmission asset.
After CEA approval SIM-KLP Line-1 is converted as SIM-VEM (AP) Line-3 and SIM- VEM (AP) Line-1&2 is converted as SIM-VEM (PG) Line-1&2. Post modification of these lines, the situation has still worsened and evacuation is mostly through SIM-KLP Line-2, 3, 4 only with rest of the lines under lightly loaded condition.
Remarks by SRPC: Line loading of 500 MW in each of three 400 kV Twin Moose Conductor is still below Surge Impendence Loading. All the parameters are within the limits in N-1 condition under new configuration.
Under these circumstances, when any of the Sim-Kalapka Lines is under shutdown, other 2 lines are heavily loaded whereas flow through remaining 5 lines is only marginally increasing. In such a condition, if another line of SIM-KLP trips and single
line from SIM-KLP will be pushed beyond all theoretical limits thus endangering the reliability of the station.
Remarks by SRPC: The condition is beyond N-1, this condition has resulted due to outage of one circuit. Such risk are faced in real time operation when outages are approved. Such approvals are granted with known risk and for betterment of system.
It is to be noted that during PSAG-17 study N-1 CASE(one klp line is out) the flow in
other three klp lines were 344 and sim-vem lines 207 and in N-2 case(two klp lines out) flow in other lines of klp was 487 and sim-vem lines 209. Now in the present scenario N-1 case itself other two klp lines loading was 567 and vemagiri(PG) lines was 102.(which has reduced considerably). If N-2 case arises it is clear that the situation will get worse and the station will be endangered. So after the modification of lines the situation has not improved and it got worsened.
Remarks by SRPC: The PSAG Study carried out for old scenario and is for a hypothetical rare scenario and system cannot operate under considering such rare scenario. The system parameters are within the limit with worst credible contingency of N-1, for which system should be planned, designed and operated.
NTPC Request for Solution
To see how best the evacuation can be distributed among other lines. Remarks by SRPC: The system is N-1 Secure which is the mandate as per CEA planning criteria, and operational procedure approved by CERC.
Would like to Know during tripping of any SIM-KLP Line during N-1and N-2 contingency, the evacuation in other available lines, when Station is at maximum generation. Remarks by SRPC: Study result is attached as Annexure-III
Specific guidelines in case of availing one of the Kalapaka Lines shutdown so as to ensure loading distribution among other lines also. Remarks by SRPC: There is no violation in line loading limits. The power flow during N-1 is around 700 MW which is below 850 MW of thermal laoding.
Specific instructions to the constituents in the event of outage of any of these critical lines Remarks by SRPC: No specific pre decided methodology is foreseen. In case of transmission constraint observed RLDC may invoke IEGC 6.16 to contain the power flow with the limits as specified by CEA planning criteria.
Conclusion: The existing reconfigured system in NTPC, Simhadri (4×500 MW) Complex is N-1 Secure during worst single credible contingency as specified by CEA planning criteria. During availed outage of one circuit of 400 kV Simhadri – Kalpaka line the power flow in the remaining circuit is below 700 MW which 150 MW less than thermal loading capacity. In case during availed outage of one circuit, one more circuit trips in the corridor which would be a rare incident and such risks are faced in the system for taking transmission lines/Generators under outage, SRLDC system operator would take necessary action to bring back the system to normal operation from emergency condition by (1) bringing back the tripped line (2) reduce the generation of Simhadri under IEGC 6.16 (3) tripping the existing line of Simhadri – Kalpaka to force the flow through Vemagiri and Gajuwaka (4) Any other method deemed fit by SRLDC Operator. NTPC’s concern regarding N-1 compliance during availed outage of Simhadri-Kalpakka line is devoid of merit since planned maintenance of transmission elements and generating units need to be periodically undertaken for secure grid operation. In case N-1 compliance needs to be ensured even with outage of elements, then this would necessitate heavy over design of transmission assets much beyond the transmission planning criteria of CEA. Such over design may also lead to high voltage in the complex besides steeply increasing the transmission tariff payable by beneficiaries. This may also require higher MVAR absorption by generating units on a sustained basis so as to maintain voltage within range specified in CEA Regulations. It is therefore needless to state that this would further strain the machines. Further, in case NTPC Simhadri requires N-1 compliance even during line outage or also beyond N-1 compliance, it may suitably consider declaring DC commensurate with line loading levels, at which NTPC is most comfortable with. (Lower DC) It may be kindly noted that a number of generating stations such as TPCIL, SGPL, CEPL, IL&FS , NTPL etc. are left with no N-1 security during any planned outages of one of the evacuation lines to the nearest Pooling Station. In this regard, NTPC, Simhadri is relatively much better placed in reliable evacuation, even during planned outages. Whenever NTPC, Simhadri Station is given outage it reduces the TTC from ER to SR as NTPC, Simhadri is “constraint reliving generator” such situation are also optimally handled by RLDC considering the system security.
OCC Agenda 6.10 Enhancement of net exportable quantum for SEIL (2 x 660 MW)

SEIL has obtained connectivity for 1320 MW from CTU. SEIL has obtained NoC from SRLDC for exporting 1240 MW ex-Bus.
SEIL Request
SEIL has requested for enhancing the NoC for Ex Bus Export from 1240 MW to 1254 MW based on reduced auxiliary consumption and other site condition as its auxiliary consumption has reduced to 5%.
Analysis
There are 5318 Blocks when SEIL has injected more than 1254 MW form the date of CoD.
Maximum Generation was on 04-09-2017 at 09:30:00 of 1293.818 MW. Average generation when Gen was above 1254 MW is 1262 MW.
Continuous Generation above 1254 was observed for 28 block. Normative Auxiliary consumption as per CERC Tariff regulation (14-19) for
300/330/350/500 MW and above Steam driven boiler feed pumps with Natural Draft cooling tower works out to 5.25%.
Considering Normative Auxiliary consumption its Ex-Bus capacity works out to Round (1320× (1-5.25%), 0) = 1251 MW.
SEIL has informed that they have undertaken measures to reduce auxiliary consumption by using variable frequency drives in auxiliaries.
Conclusion:
It is seen that SEIL has injected 1293 MW average Ex-Bus for 15 Minutes on 04-09-2017. SEIL also has generated more than 1254 MW ex-Bus continuously for 7 hours. SEIL has the normative (based on Hon’ble CERC tariff regulation 14-19) Ex-Bus Installed capacity of 1251 MW. As per Hon’ble CERC regulation Scheduling of a station is to be restricted at Ex-Bus Installed capacity. SEIL has confirmed that by using energy efficient methodology (like VFD) they have achieved Ex-Bus export capability of 1254 MW.
Committee recommends to increase the Ex-Bus export capability to 1254 MW considering computation of Auxiliary consumption as per CERC Norms and usage of VFD in auxiliary system.
OCC Agenda 6.1 Low Voltage in SR
3. Low Voltages in Southern Region There are two major pockets of low voltage in Southern Region one in and around Bangalore area of Karnataka and another around Central, North Kerala connected with ISTS in North Western Part of Tamil Nadu. The major substation in Bangalore area at 400 kV are Somanahally, Hoody, Nelamangala, Bidadi, Hosur where voltage drop below 390 kV is observed for more than 10% of the time in a year. Apart from this ring, low voltage are also observed though for small duration of time in Muniradabad, Kolar and Mysore. The second pocket consist of Karamaradi, MTPS, Arasur, Udmalpet, Palakkad, Thrissur and Cochin. Apart from this Low voltages are seen in Kozhikode (Voltage below 390 kV for more than 17% of time). SV Chatram and Trichy has also registered low voltage though for a smaller period. The low voltages are seen during day time normally between 10 to 11 AM. The low voltages are witnessed during the month of March and April. Study Result of Pocket 1 (Bangalore Area): Snap Shot of Low voltage in Bangalore Complex on 07-03-2018: The voltages in the complex were between 380 to 370 kV whereas voltages above the complex where above 390 kV. The low voltages are seen in (1) Hoody (2 Nelamangala (3) Somanahally (4) Bidadi (5) Mysore (6) Kolar. The VAR Requirement from this pocket has to be met locally as the distance from adjusted high voltages zone is very large and VAR cannot be transported to this pocket.

From the table below it can be seen that heavy MVAR (drawl) in the order of 1000 MVAR were imported by KPTCL which lead to low voltage in the corridor.

As per the Var requirement assed for bringing all voltages above 380 kV it is seen that 1000 MVAR is required in Karnataka followed by 350 in Tamil Nadu and 250 in Kerala. The reason for large dip in voltage in Kerala on account of small requirement of VAR and negligible drawl by ICTs of Kerala, Low Short Circuit were the reason and below average voltage maintained by Udmalpet and Arasur.

The drop in voltage due for a given change in MVAR is
inversely proportional to Short Circuit MVA.
The Short circuit MVA of Cochin, Thrissur and Kozhikode in the order of 4000 MVA whereas of Palakkad is around 6000 MVA.
So a VAR Deficient of 250 MVAR would cause voltage dip by 10 kV. The drastic improvement of voltage is seen with commissioning of Cochin – Tirunelveli D/C, as the short circuit increase to 7500 MVA.
In case voltage improve to be obtained through Load Shedding up 380 kV then load shedding in the order of 400 MW need to be carried out in Cochin and Thrissur area.
The voltage drop at Mywadi and Arasur which are strong buses with more than 10,000 MVA Short circuit needs to be looked into.
Low Voltage in Kozhikode:
Kozhikode is a 400 kV system with weak Short circuit MVA in the order of 3500 MVA. A 100 MVAR drawl at 400 kV S/s would bring down the voltage by 12 kV. Mysore also maintain below normal voltage and Kozhikode being only connected to Mysore, Voltage profile of at Kozhikode is also dictated by Mysore Voltage. The lines from Mysore to Kozhikode carries power below SIL hence on majority of the occasion Voltage at Kozhikode is seen above Mysore Voltage and Above 385 kV except 5% of time in the year which happens in March April season .
There was a specific instances from 28th to 29th April 2018 when Kozhikode voltage went drastically below 380 kV. The time of Low Voltage was during evening peak when state was overdrawing to curtail the over drawl, the capacitor banks were switched off. This resulted in 200 MVAR drawl by Kozhikode Substation. The voltages during the time dropped below 380 kV. Capacitor banks could not be switched on due to preexisting low voltages.
Conclusion:
I. Low Voltage in Kerala: Low Voltage in Kerala is observed in 4 Nos of S/s (1) Palakkad (2) Thrissur (3) Cochin and (4) Kozhikode. Substation is Palakkad, Thrissur and Cochin are having coherent nature of Voltage drop with Arasur and Udmalpet of Tamil Nadu. The reason of dip in voltage in this region (Kerala) is
not due to huge quantity of VAR interchange. Additional VAR of around 250 MVAR would be sufficient of ensure that voltage is above 380 kV. The major reason for Low voltage with small variation in VAR drawl is due to low short circuit MVA of these nodes and already low voltages faced by upstream nodes in Coimbatore region. In Kozhikode Substation normally low voltage is not seen, on the specific days low voltage was observed due to switching of capacitors. The low voltage issues would have positive impact with commissioning of 400 kV lines in Kerala specifically 400 kV Tirunelveli-Cochin D/C. In the VC held on 4th June 2018 with KSEBL, KSEBL assured that in future they would be more prudent in switching off of capacitors. However, the incident had occurred at a time when lines were under construction outage and also the state demand was very high. KSEBL assured that in future the drawl through Kozhikode ICTs would also factor the current voltage situation there.
II. Low Voltage in Karnataka: Low Voltage in Karnataka is seen in 400 kV Substation in Bangalore Region (1) Hoody (2) Somanahally (3) Nelamangala (4) Bidadi. These low voltages gets reflected in to (1) Mysore and (2) Hosur. The main reason of low voltage is due to heavy MVAR drawl by Bangalore substation. Around 1000 MVAR shortage is seen in these area.
