About 90% of all rice grown in the world is produced and con- sumed in the Asian region. In India, rice is the most impor- tant and extensively grown food crop, occupying about 42 million hectares of land. Thrips-Both the nymph and adults lacerate the ten-der leaves and suck up the plant sap. As a result the yellowish lines are seen on the leaves.

Control- Spraying of monochrotophos @1.0 ml/lit-ter of water.

Green leaf hopper-Both nymph and adults suck the sap from leaf and leaf shape. As a result yellowing of leaves from tip to onwards.

Control- Spray of [email protected]/litter of water.

Rice caseworm –Cat-terpillars’ feed on green tis-sues of the leaves and leaves become whitish papery.

Control-Spray of [email protected] ml/lit-ter of water.

Disease manage-ment-

Blast-Boat or eye shaped spot with grey or dark brown margin appear on the leaf and leaf sheath.

Control- (a) Treat the seed with Thiram @2.0 gm/kg of seed.

(b) Spraying of carbendazim@ 1.0 ml/litter of water.

Brown spot-Isolated brown, round to oval spots found on the leaves.

Control- Spraying of [email protected] gm/litter of water.

Rice Tungro Virus-The leaves become yellow or or-ange –yellow may also have rust coloured spot.

Control- In nursery when virus infection is low, apply carbofuron [email protected] kg/ha. to control vector popula-tion.

Procedure for pulling the seedlings out of seedbed-Seedlings are for ready for transplanting from 20 to 25 days after sowing. Seedlings more than 30 days old when transplanted recover more slowly than younger seedlings, especially if they suffer stem and root injury. Seedlings less

than 20 days old are too short to be pulled from the soil. The procedure is as follow.

> Two or three seedlings are grasped at a time.

> The seedlings are held between the thumb and fore-fingers, and as close to the base as possible.

> They are pulled gently and easily at an angle of about 300 on the horizon.

> If too much sticks or roots, it is washed by shaking the roots in water. The plants roots should not be threshed against feet or any object to remove mud at this will injure the plants.

> Convenient size of seedlings bundle (5-8 diam-eters) is made by tying with any soft material may and the seedling should be protected from drying.

Governor condoles the demise of former Chief

SecretaryITANAGAR, FEB 1:The Governor of Arunachal Pradesh Brig. (Dr.) B.D. Mish-ra (Retd) has condoled the de-mise of former Chief Secretary of the State Shri Matin Dai. In a condolence letter to Ms Mamang Dai, daughter of Late Matin Dai, the Gov-ernor expressed shock and grief. He said that Late Dai, a distinguished administrator, was one of the first generation administrative officers from the State. In his departure, the State has lost the man, who tended the State through its nascent Stage.

CM deeply mourns the sad demise of former

CSITANAGAR ,FEB 1: Chief Minister Pema Khandu has deeply mourned the sad demise of former Chief Sec-retary Matin Dai who breathed

his last yesterday. In his con-dolence letter, Khandu said “A first generation officer from the state, who held high post that of the Chief Secretary of Arunachal Pradesh, Late Dai was a illustrious personality. Born in 1934, Late Dai first joined Government service in 1956 as Base Superinten-dent. He was later inducted in to Indian Frontier Adminis-trative Service and served as Deputy Commissioner in West Kameng district, then secre-tary, commissioner and later elevated to the coveted Chief Secretary rank. In his demise, Arunach-al Pradesh has lost a true son of the soil, who shaped and designed the state in its for-mative years. Late Dai shall be remembered for years to come for his contribution to the state and its people, Khandu said. He further prayed for eternal peace of the departed soul.

He had further appealed them to continue their cooperation as the executing agency shall carry on with the major works of the road which might create inconvenience to the commut-ers. For good and all weather road people shall have to bear with a few conveniences. This being completely a new forma-tion cutting even landslides during coming monsoon can-not be ruled out. Freshly cut earth shall need at least one season's time for stabilization. Denizens need to understand such technicalities and con-tinue to cooperate for a better road. The CO(Highway) Bittu Kri informed that the road was closed down for widening of road necessitated due to col-lapse of few sections of the highway last summer.

16th Round of SAD Cum Jan Sunwai Camp

The Camp was inaugurated by Shri Rinchin Leta, EAC i/c DC Tawang in presence of EAC Kyidphel, Shri Tenzin Jambey and other Senior Officers from Variuos Govt Departments Gaon Burah, public leaders and general public of Khirmu village. After formal inaugura-tion and declaration of camp open Shri Rinchin Leta and other officers present felicitat-ed the school toppers of Govt.Upper Primary School Khirmu, and also distributed free veg-etable seeds to the farmers through gaon Burah. The hor-ticulture Department provided subsidised plastic crates to the farmers while Arunachal Pradesh Energy development agency officials provided sub-sidised LED bulbs and Tube-lights. Shri Rinchin Leta along with few other senior officers later visited Kha-sey-dung gonpa and inspected school and village surroundings. He also interacted with the teach-ers and villagers of Khirmu. 38 Govt Department provided their services to the villagers which included en-rollment in Adhaar, CMAAY, old age pension,opening of new bank accounts,issue of PRC/ST, birth certificate, driv-ing license, Marriage regis-tration and registration under APB&OCWWB. He further said that in his demise, the State have lost a highly notable administrator and efficient first generation bureaucrat who had contrib-uted immensely in the devel-opment of the State in it's na-scent stage. In his condolence message, he expressed his solidarity with the bereaved family members and prayed to Almighty God to bestow enough strength to bear with the irreparable loss and also for the eternal peace of the de-parted soul. TIRAP, FEB 5:In a major success, the troops of Dao Division, with their in-tensified operations in Tirap District of Arunachal Pradesh,

led to apprehension of hard-core cadre of NSCN (U) on 05 Feb 2020. Closely following an In-telligence received from ground sources about movement and presence of NSCN (U) Cadre in general area Hakunjuri , troops of Deomali and Soha Army Camp and Police jointly launched an operation to iso-late the cadre and deny free hand to operate with his over ground workers. The Joint Team was successful in their sustained operation and apprehended hardcore cadre. The cadre was also in possession of point 32mm Pistol and live ammuni-tion. The successful opera-tion gave a severe blow to the insurgent group by reinstalling the confidence of local popu-lace in security forces in main-taining peace and tranquillity in the region.

ficials, on 6th February 2020. He advised them on Prime Minister’s Missions of Swachh Bharat, ‘Start Up’ and against open defecation. The Governor called upon the Government officials to implement developmental programmes, schemes and projects with transparency, honesty, accountability, con-tinuity, audit, review and mid course correction in their ac-tion where ever necessary. He advised them to freely meet the public and make field visits and site tours. The Governor urged the people maintain cleanli-ness and check the used of one-time use plastic bottles, while expressing his concern regarding plastic wastes now being thrown in the rivers and streams. He exhorted the peo-ple, particularly youth to take up ‘Start up’ projects and be-come entrepreneurs. He said that as the IPR department is the ear and mouth of the government, it should double its efforts to disseminate information of all governments programmes. He added that the task of the de-partment will be complete only when feedback/ queries are received back from the public about the programmes and schemes of the government. “The success of any welfare program is directly proportional to the quantum of public awareness about the scheme” Taki added while ex-horting all the officers of IPR to

Speaking at the open-ing ceremony of the 3-day Annual Conference of Super-intendent of Police and Com-mandants of AAPBn and IRBn here at the Police Headquar-ters (PHQ), the Chief Minis-ter said a strong, efficient and responsible police force is essential for rest of the gov-ernment machinery to give optimum results and therefore his government has prioritized strengthening it. “When you are safe and there’s peace everywhere you can focus only on devel-opmental projects,” he said. Khandu reiterated that despite its huge potential, Ar-unachal Pradesh has to de-pend on the resources from the Center. He called upon ev-eryone to accept the fact that Arunachal Pradesh is not the only responsibility of the Cen-ter, which has to take care of the entire country. “We have to create and use our resources to the opti-mum so that dependence on the Center is lessened. This I assure can be possible once an efficient, responsible and accountable law and order machinery is at place,” he ob-served. He appreciated the state police force for regaining the confidence and trust of the

people in recent months under the leadership of Home Minis-ter Bamang Felix and DGP R P Upadhyay. Citing the examples of the encounter of the killer of DySP late BomtoKamdak, arrests of drug peddlers and UG elements, seizure of huge number of stolen vehicles, etc, Khandu said these instances, which are highlighted in the media, have gained the trust of the people. The Chief Minister assured budgetary support to strengthen and equip the state police force and asked the department to focus and prioritize proposals that can be completed or implemented successfully in the next five years. Addressing the SPs from the districts, he said Ar-unachal Pradesh with its dis-tinct ethnic tribes, law and order issues, problems and challenges will be different from district to district and community to community. He suggested them to evolve in-novative tactics specific to the district or community to deal with all law and order chal-lenges. “You must remem-ber that policing in Arunachal Pradesh is completely differ-ent from the metros. Here the sentiments, ethos and sensi-tivities of the people are differ-ent that calls for inclusive and innovative tactics in policing. I advise you all to take the confi-

dence of community leaders in all matters related to law and order,” he suggested. Khandu hoped that the three-day conference would witness a fruitful discussion on new ways of policing, technol-ogy interventions and district/community centric innovations and bridging the gap between the people and men-in-uni-form. In his address, Home Minister Bamang Felix re-vealed that his first challenge after taking over the Home Ministry was to boost the mo-rale of the police personnel, which he claimed was visibly at the lowest. The second was to regain the confidence and trust of the people on the state police force. He expressed grati-tude to the Chief Minister for supporting in mitigation of the challenges by approving promotions and recruitments – both regular and on com-passionate ground – that im-mensely boosted the morale of the personnel, while the tremendous achievements of the police in resolving several crimes and bringing culprits to justice regained the confi-dence and trust of the people. “The commitment of this government to strengthen our police force is proved from the present enhanced budget-ary support of Rs 150 crore from the earlier Rs 50 crore,” he said. Felix also thanked the Chief Minister for support-

The Home Minister drew attention of the police officers towards the need for strengthening the intelligence gathering system. He said the Special Bureau of the state police, which is the foundation for effectively maintaining law and order, is to be overhauled and sought cooperation of the department. Both the Chief Minister and Home Minister admitted the need to focus on the twin cities of the state capital – where 90 percent of the state’s law and order situation occur - and said the government is in process to evolve a robust mechanism for policing. On the occasion 40 newly procured departmental vehicles that included SUVs, buses, anti-riot vehicles (Vajra) and fire tenders were flagged off by the Chief Minister and the Home Minister.

lice and Commandants of Arunachal Pradesh Police Battalions and Indian Re-serve Battalions at Police Headquarters, Itanagar on 9th February 2020. The Governor compli-mented the State Police for desirable changes in its inter-face, leadership and coordi-nation in the recent past. He also praised the Force for its recent successful Police op-erations. The Governor em-phasized that the police has to be fair, prompt and deter-mined, demonstrate fairness, promptness and determina-tion and win the trust of people by transparency, honesty and accountability. He advised the Force to recall the ideal and vision of the Force, when in doubt and help the poor and weak. Cautioning on vulner-ability of boys, girls and wom-en in the orphanages and shelters houses, the Gov-ernor advised them to take suo moto action and carry out proper checking. He also advised the SPs to take due cognizance of the heinous crimes and initiate appropri-ate remedial measures. The Governor ex-pressed his concerns on the Inter-State issues and called upon the SPs to convene regular meetings amongst the organizations and bring those issues to logical end. The Police personnel must

be positive in their approach and maintain peace and tran-quillity within their jurisdiction. Stating the most important person in the Police Force is the constable in the beat, the Governor said that he or she should be properly trained, empowered, enabled, moti-vated and made responsible to ensure safe, secured and developed society. He fur-ther said that science has given many types of equip-ment for policing but it can never replace the constable and therefore they must be strengthened. Appreciating the State Government for the trans-fer and posting policy in the Education Department, the Governor suggested the Po-lice Department to review ‘Home Police Station’ post-ings, which he termed as practicable, possible and will be in public interest. He stressed on better coordina-tion between the Police Force and other security forces sta-tioned in the State to reinforce the confidence amongst the people on them. Reiterating the spe-cial power of the Governor of Arunachal Pradesh under Article 371 (h), the Gover-nor said that he has special responsibility with respect-ed to law and other in the State. Workshop on computational biology

held in RGURONO hILL, FEB 9:Bioinformatics Centre (BIFC), Faculty of Life Sciences, Rajiv Gandhi University with sup-ports from the Department of Biotechnology, Government of India, New Delhi organized an intensive Workshop on “Com-putational Biology & Basics of Bioinformatics” from February 07-10, 2020 for the research scholars of the Faculty of Life Science. The workshop was aimed to develop computation-al skills of data analysis under different research design pro-tocols like observational and experimental. During the 32

hrs of intensive learning, the research scholars were provid-ed with skills on computational with software as well develops the theoretical concepts of sta-tistical tools. The programme was unique in nature as it de-veloped a strong background of the subject “Statistics”, but “free from Mathematical Com-plexity”. The lectures in the 4-day workshop were delivered by Prof. Gyan Prakash Singh, Department of Statistics, Insti-tute of Science, Banaras Hindu University, Varanasi. State level mega mock exercise held

NAhARLAGuN, FEB 11: The first ever state level mega mock exercise on earthquake scenario was successfully conducted across the state on 11th February 2020 in which all the 25 districts in the state of Arunachal Pradesh and Capital Complex were actively involved. The mega exercise was held under the aegis of Disaster Management Depart-ment, Government of Arunach-al Pradesh which was ably as-sisted and guided by NDMA. As a part of the mock exercise, an alarm for earth-quake was sounded at 10 am across the state and all the stakeholders led by respective district administrations and im-portant line departments like, Police, army, para-military forces, IPR etc. swung into

action. The reports of dam-ages to school buildings, hos-pitals, office buildings, roads and bridges started pouring-in from around 11 am from all the districts and state capital. Mock casualties and cases of injured persons were also re-ported from all the districts and capital city. These reports were received and compiled at the state emergency operating centre, in the conference hall of chief secretary in the civil secretariat, Itanagar which was manned by the top admin-istrative officers of the state who have been made Nodal Officers for the mock exercise and who will act as one in real situations also. In an interactive meet-ing held at the state emergen-cy operating centre (read chief secretary's conference hall) in the civil secretariat, Secretary, Home CN Longphai, Secre-tary, DM Dani Salu, Director, DM Abu Tayeng, Secretary, GA Sadhana Deori, IGP Chu-ku Apa, Coordinator Brig. Kul-dip Singh (Retd.), NDMA, Col. Gopi Krishnan, BRO, Rahul Dutta, ITBP, Director, SRSAC Haresh Krishna Dutta, SP, Fire Wing and officers from Disas-ter Management department, while interacting with the par-ticipants touched upon some of the important and crucial facets of emergency situations and remedial measures to be adopted during an earthquake. Brig. Kuldip Singh who was

the main motivator during the whole programme enlightened the participants at the SEOC and also the district officers through video conferencing on some of the vital aspects of disaster management in the event of an earthquake. He elaborately explained some of the intricacies and situa-tions expected to surface dur-ing and after earthquake and underscored the importance of disaster preparedness and dil-igent resource management. He appreciated the Disaster Management department and all the district officers for their excellent effort in making the mock exercise a resounding succesd. Representatives of various important departments including Indian Airforce at-tended the meeting. The de-partment of Information and Public Relations which is a vi-tal wing of such an excercise was represented by Director Obang Tayeng and Deputy Di-rector Denhang Bosai. Later on the day, while interacting with the media, Secretary, DM Dani Salu, Di-rector, DM Abu Tayeng and Coordinator Brig.(Retd.) Kuldip Singh briefed the media per-sons about the entire gamut of activities carried out during the state wide mock exercise and urged upon the media to play a pro-active role during earthquake scenario and all of them expressed their happi-ness over the success of the exercise.

To mark the mock ex-ercise, a mock drill on rescue operation of victims of chemi-cal, biological, radiological and nuclear (CBRN) emergency response was conducted by NDRF in the secretariat com-plex. Secretary, GA Sadhana Deori, Secretary, Finance Ye-shi Wangmo Ringu and Direc-tor, DM Abu Tayeng attended during the whole exercise along with officials of the sec-retariat. Since the state of Ar-unachal Pradesh along with all NE states is situated in the seismic zone-5, such mock exercises will go a long way to create awareness among the people and also keep the stakeholders in readiness to face any eventualities. A well-planned and well-coordinated disaster management apara-tus in place can save lives and properties. People from all walks of life have appreciated the Disaster Management de-partment for carrying out the first state level mock exercise on earthquake scenario suc-cessfully.

Mock exercise conducted to

check earthquake preparedness

ITANAGAR, FEB 11: To check the preparedness of the state to deal with earth-quake, a State wide mock exercise on earthquake was conducted today by the Na-

tional Disaster Management Authority in collaboration with the State Administration. A real life earthquake scenario was created and in Itanagar, the mock exercise was conducted in five loca-tions as affected structures/ buildings namely GyanGanga Vidyapeeth Chandranagar, Bridge point Chandranagar, Residential Complex Police Colony, RK Mission Hospi-tal and Directorate of Higher and Technical Education, ESS Sector. Once the earthquake siren went on at 1015 hrs, the District Emergency Operat-ing Centre (DEOC) headed by the DC cum Chairman DDMA immediately activated the In-cident Response System and took stock of the situation through the Incident Com-mander via wireless communi-cations. All emergency servic-es were immediately informed and activated and the rescue team was put into action. During the mock exer-cise, the bridge at Chandrana-gar was assumed to have col-lapsed and traffic movement was restricted. NDRF, SDRF, Police, Ambulance, Fire ser-vices and other emergency services were engaged to carry out the rescue opera-tion. Other simulated situation like the collapse of the build-ing of Directorate of Higher and Technical Education was also created. Air force was also informed and a helicop-

ter was requisitioned to carry out recee of the affected Itana-gar Capital Region as all road communication was disrupted. The seriously injured victims were treated at RKM Hospital and a Relief camp was also set up at Vivekanan-da Hall RKM Hospital to cater to the rescuers. The DC expressed sat-isfaction over the entire event and lauded the performance of the teams involved including the volunteers of NCC, NSS of DNGC College, Itanagar and also the NDRF and SDRF whose performance was ex-emplary. He has also thanked the denizens of Capital Region for their cooperation in suc-cessfully carrying out the exer-cise. The exercise was con-cluded with the debriefing ses-sion by the Brigadier Kuldip Singh(Retd )NDMA, Secretary DM Dani Salu and Director DM Abu Tayengthrough video conference.

Speaking at the opening ceremony of the Seminar on ‘Prosperity of Arunachal Pradesh through accelerated Hydropower de-velopment’ here at the DK Auditorium in the state legis-lative assembly premises, the Chief Minister said that de-spite being the richest state in the country in terms of hy-dropower resources that could overhaul its state of economy, Arunachal Pradesh still has to depend upon the Center for its sustenance. “For the last 10-15 years we have been told that Arunachal Pradesh is the pow-erhouse of India. Where is this powerhouse?” he questioned. Stating that the people have given this government full mandate to steer the state on the path of accelerated de-velopment, Khandu said this five-year period (2019-24) should be the turning point for Arunachal Pradesh and its people. He appealed all attend-ing the one-day seminar to pri-oritize 10 hydropower projects that could be taken up during this period. “There’s no point taking up projects at random. Let us focus on 10 feasible and ben-eficial projects and we will take these up on mission mode,” he said. Khandu, however, as-serted that mini and micro hydel projects should also be implemented side by side at

places that do not have grid connectivity. Reiterating that the state has the potential to sub-stantially enhance its revenue generation provided there’s a strong political will, Khandu informed that the state rev-enue which stood at about Rs 900 crores when he took over as Chief Minister in 2016 has increased to about Rs 2000 crores in 2018-19. “As has been project-ed, think how much will be our revenue when we start earning Rs 15000 crore per year only from hydropower projects if implemented?” he wondered. The Chief Minister blamed ‘petty politics’ played by some vested interests in putting hurdles or stalling pow-er projects in the state. With-out naming anyone, he said that as the government is sta-ble with absolute majority, de-tractors have nothing to do but play ‘petty politics’ and hamper developmental projects just to harass the ruling government. “In my opinion those who put hurdles in develop-mental projects just for the heck of it are anti-nationals. I call upon all, even those in the Opposition, to shed our politics and join hands with the government to bring in invest-ments and successfully com-plete all developmental proj-ects including hydropower,” he appealed. The Chief Minister warned government officials –

from the top to the lowest level – to refrain from conniving with vested interests and indulging in acts hampering projects. “I have directed our Chief Secretary to take to task any official found to be mis-leading the people and ham-pering implementation of proj-ects,” he revealed. Deputy Chief Minister Chowna Mein, who also holds the ministry of Hydro Power, said Arunachal Pradesh has been ‘crying’ for lack of re-sources when the ‘resources’ are right at the doorstep. Urg-ing all not to look further, he called for united efforts to har-ness the hydropower potential which is abundant in the state. Citing that Arunachal Pradesh due to its remoteness and unique tribal cultural di-versity has its own challenges, Mein saidproject execution in the state requires innovative-ness and an ability to under-stand the social fabric. This, he said, can be possible if there is an additional intent to deliver services which benefit the society at large. “Sustainable develop-ment is the only way forward for humanity and power gen-eration from water is one of the most environment friendly sources of energy. In addition to being environment friendly, Hydro energy is economically viable in the long run as the major ingredient, water, is pro-vided by nature and free,” he reasoned.

at SeppasEPPA, FEB 11: With an objective to take stock of the preparedness and read-iness with respect to disas-ter-management aspects of various fronts of district admin-istration, District Incident Re-sponse Team (IRT) led by East Kameng DC-cum-Responsible Officer Gaurav Singh Rajawat and ADC-cum-Incident Com-mander Pravimal Abhishek Polumatla along with the rest of State today organized a mock exercise on earthquake successfully in various strate-gic locations of Seppa Town-ship. Mock exercises were organized at DC Office com-plex, Type I Colony, district hospital, LBSVN-II school and Nicham Sonam Bridge. Almost all the mem-bers of the IRT, departments and various NGOs took part in the exercises. Sharing his experi-ence of Uttarakhand disaster, DC Rajawat opined that there is no harm in remaining pre-pared and urged all the mem-bers present to remain alert always especially during this rainy season. “Natural disaster may occur anytime and any-where without any warning, so we should be remain alert al-ways,” he said. scenarioPAsIGhAT, FEB 11:Mega mock exercise/drill on earthquake scenario was con-ducted by the East Siang Di-saster Management Authority at Pasighat today successfully. In-cident Response System (IRS) was on their toes to aware and train the people through demon-stration on how to rescue at the time of disaster like earthquake or fire and for prompt action to

be taken so as to reduce tolls. It was participated by government departments for the purpose of earthquake type situation. For safety prepared-ness drill, “Staging Area” for emergency resources was setup at DEM Hr. Sec. School ground and exercise were con-ducted in fivelocationsincluding DC’s office, Govt. Town UPS, Pasighat main market, BPGH and Raneghat area. ADC Tatdo Borang carried out the role of Incident Commander and the mock exercise began with si-ren. The demonstration was fol-lowed as per Instant Response System (IRS) and all desig-nated officers including nodal officers, alternative nodal offi-cers and observers played their roles successfully. Emergency Response team/personnel from civil police, 5thIRBn, 2ndAP-PBn, fire services, medical team, Green Dreamers NGOetc actively participated in evacu-ation during mock drill. Duck, Cover and Hold was also car-ried out.Medical teams reached in all incident places immediate-ly and conducted demonstra-tion on rescue operations and how to give first-aid and medi-cal supports to the victims of di-sasteras per Instant Response System (IRS).

conductedBOMDILA, FEB 11: The day long mega mock exercise on earthquake sce-nario was conducted by the district administration in col-laboration with the ITBP, SSB, Police, BRO and volun-teers from GRL Upper Gom-pa, Pedung and Sera villages today at district headquarters Bomdila. Five incident sites viz- General Hospital, District In-dustrial Centre, DDSE office, residential area Model village 1-Mile and Shanti Deva Vidy-alaya, Upper Gompa were earlier identified and the mock exercises were carries out in these places. The exercise was car-ried out under the supervi-sion of Incident Commander ADC KN Damo aided by the Incident Response Team. After the sound of the siren at 10 in the morning,

critical assessment team, search and rescue team, am-bulances with medical teams, Fire Tenders and volunteers were pressed into service. A total of 147 persons including 35 students were rescued and evacuated and medical attention provided at the relief camps at Buddha Peace Park. At Shanti Deva Vidyalaya, besides rescue of stranded, injured and uncon-scious students, a massive fire was doused out and a student stranded at the sec-ond floor was safely rescued by the fire fighters using lad-ders and harness. Heavy debris accu-mulated due to the earth-quake at 1-Mile Bomdila on the BCT road was restored deploying Pokland of the BRO assisted by the PWD rescue team. Besides the Staging area and the Incident Com-mand Post, Relief Camps and Camp for Responders were set and operated dur-ing the mock exercise. The civil Helipad at new Bomdila was also activated for aerial services. Before de-briefing, DC cum Responsible Of-ficer Karma Leki and Inci-dent Commander KN Damo acknowledging the services of the police, Para-military, departments and volunteers sought their further coopera-tion and participation in real time incidences.

gar Capital Region to review the function-ing of the Childline and to dis-cuss the activities of the Child Welfare Committee and to suggest measures to enhance their services. During the meeting, various issues per-taining to the functioning of the Childline, Child Welfare Com-mittee etc were discussed by the members of the CAB. Advocate Likha Asha, Chairperson CWC informed about the cases that have been taken after she assumed the post of chairperson in Jan-uary 2020. Tarh Nagu Legal cum probation officer DCPU Yupia pointed out the shortcomings that are being faced during rescue operations such as un-availability of vehicle to which DC assured to look into the matter. He also informed that the rescued children are pro-vided shelter at Oju Mission and at Shishu Bhawan. The DC assured that all kind of support would be provided by the District Ad-ministration and urged all the stakeholders to work together as a team. He said that thrust should be given on awareness as people still are unaware about the services of Childline. CHILDLINE is India’s first 24 hour, free emergency phone and outreach service for children in need of care and protection and that any child or concerned adult can dial 1098 to avail of its emergency as-sistance. Childline reaches out to children from 0-18years of age and in extreme condition to young adults upto 25 years. The Childline works for protec-tion of children and if any call is being made to Childline for

the project which is scheduled to begin wef 17th Feb 2020 at Railway Station Naharlagun. The DC further said that the project would be immensely beneficial for the citizens es-pecially those who can’t afford to pay for such expenses. He said that the availability of fa-cilities like Memography will again be extremely helpful for people who cant afford to go out of state as such facilities are not available here. Chandrakant Desh-pande, Senior Operating Offi-cer IIF informed that the train hospital was first launched on July 16, 1991 in partnership with the Indian Railways and since then has conducted 204 projects performing more than 1,46,046 surgeries and ben-efited more than one million people who have been treated totally free of cost restoring sight to the blind, mobility to polio stricken, hearing to the deaf and smile to those af-fected with cleft lip besides the epilepsy, dental treatment and cancer services. The hospital train aims to reach out to those who can-not reach a hospital bringing modern medical care to under served rural and tribal areas. In Arunachal, the proj-ect would be first of its kind having a hospital on wheels. Security review meeting held

BOMDILA, FEB 13: A coordination meeting to re-view security status and pre-paredness of the district and also to strengthen the bon-homie between the civil and armed forces was held by the Deputy Commissioner Karma Leki with the Indian Army, Para Military forces, BRO and dis-trict Police today at Bomdila. The meeting also aimed at taking up issues which needed the immediate attention of the district admin-istration and its intervention. Presenting an overview of the set up of the district ad-ministration in the district, DC Karma Leki urged the Army, ITBP, SSB and the BRO to be an equal partner in motivating the youths and in nation build-ing. Commander Brig KD Jaspal assuring all help from the Army advocated his targets for taking up issues related to education, skill development and promotion of tourism in the district. Wildlife Sanctuary and also to familiarize themselves of the old trek taken by the Shertuk-pens during their winter migra-tion to the Foothill areas, the Tukpen Village Council (TVC) Rupa and the Eaglenest Wild-life Sanctuary organized the four days trekking expedition. Earlier, ADC Rupa Suraj Gu-rung flagged-off the 45 Kms trekking expedition on 12th led by former ZPC RD Thong-dok. The team consists of 30 members of the community in-cluding staffs of the Eaglenest Wildlife Sanctuary. The trekking which began from Doimara on 12th would culminate at Thungree village under Rupa Sub-divi-sion on 15th.

SeppasEPPA, FEB 13: In a bid to institutionalise a proper traffic management system in and around Seppa Township, ADC Pravimal Ab-hishek Polumatla today con-vened a coordination meeting with police and transport de-partments and all other stake-holders here at DC Office, Seppa. Stating that traffic man-agement could be resolved through behavioural manage-ment, ADC Abhishek appealed the people to take picture of vehicles violating traffic rules for endorsement of necessary

action as per MV rules. In or-der to avoid traffic congestion in the township, ADC sug-gested for restriction of entry of all commercial goods ve-hicles, heavy or medium, into the township for loading and unloading during peak hours and directed the police depart-ment to strictly implement the order at the latest by 17th of this month. He also suggested for adoption of one-way traffic movement system, particularly during peak hours. Suggesting for creation of traffic safety fund under road safety guidelines, ADC Abhishek stressed the police department for conduct of regular MV checking. He also urged them to make the traffic signal installed near Deewana Hotel, Seppa functional. Informing about recent removal of illegal encroach-ments in and around the Sep-pa Township by DA, ADC Ab-hishek suggested for using of some of the vacant lands as parking place. For proper parking system, ADC informed that the district administration is planning to use some of the vacant lands recently created by removal of illegal encroach-ments by the DA as parking sites. He directed the land department to identify such vacant land at Type III colony and urged the DUDA to devel-op the same into parking site for private vehicles. Similarly, commu-nity apex bodies in western Arunachal can play effec-tive role in expediting the development process. Chief Minister said the state gov-ernment always look upon community apex bodies for its assistance in develop-ment. He further said Arunachal has huge poten-tial in sectors of hydro, Agri-culture, mines and minerals but couldn’t be utilized to its full potential because of our own weakness to overcome shortcomings in policy de-cisions, bureaucracy and in exerting political will. He urged for cooperation of lo-cal MLAs and govt officers in realizing the state’s full po-tential. Chief Minister also requested the local MLAs

to prioritise schemes and called for a robust planning process. He informed that funds under MLA will be in-creased so that development in respective constituencies can be boosted. Siang flood protection awareness camp held

Illegal poppy destroyed in Changlang

ChANGLANG, FEB 15:In a continuous effort to eradi-cate drug menace, on 15/2/2020 a special drive against illegal poppy cultivation has been car-ried out in various villages under Diyun and Khimiyang circle of changlang district by joint team of district Administration, Civil Police, IRBn, GB, Mahila Man-dal and public. During operation as many as 8 (eight) plots of illegal poppy cultivation measuring ap-prox 3.2 hectares with raw opi-um poppy weight 1535 kg (ap-prox) were destroyed at Sompoi villages under Diyun circle and Longsang and Thamlom village under Khimiyang circle. Two special teams were constituted one each for Diyun and Khimiyang circle. The Di-yun team was led by Shri Jacob Tabing EAC Diyun and Shri Tasi Darang SDPO Miao with Insp PK Kalita OC Diyun, SI RK Yein, IRBn, civil police, GB, Mahila Mandal and public destroyed two plots of illegal poppy culti-vation measuring approx 1918 sqmtrs at Sompoi village under Diyun circle. Earlier on 12 Feb, Miao team destroyed around 450 sqmtrs of illegal poppy at Nam-phai-II under Miao circle where one case registered at Miao PS against illegal cultivator. DC inaugurates 2020-21 census training

PAsIGhAT, FEB 17:As part of preparations for Cen-sus 2020-21, a two-dayconfer-ence cum intensive training programme (first phase) for officials engagedwas formally

inaugurated by the DC cum East Siang Principal Census Officer,Dr. Kinny Singh,held at the DC’s conference hall on Monday. Addressing the inau-gural session, Singh informed that the 2011 census had a paper schedule, with data col-lected being descriptive and hand-written by the enumera-tors that later had to be keyed in by data entry operators. However, for 2020-21, the data to be collected is being codi-fied to make reading and colla-tion easier. Also, the data can be collected by enumerator on his phone, registered with the census authorities, via a spe-cially designed mobile app, though he/she will also have option to collect the same on paper and then make data entries. The monitoring of the entire field operation would be done through the portal called Census Monitoring and Man-agement System, Singh said. Resource-person and Dy. Director Census (AP) Ut-palSarmamade ppt and held open house discussion on en-suing Census operation. He informed that Census 2020-21 will be conducted in two phases. The 1st phase will be for House-listing operation along with updation of Nation-al Population Register (NPR) and 2nd phase for population enumeration. The first phase will be conducted from 15th April’20 to 29th May’20 and the 2nd phase will be under-

Tawang DA conducts 20th SAD camp

TAWANG,FEB 17: The Tawang district admin-istration today conducted its 20th Sarkar Apke Dwar cum Jan Sunwai camp at Govt Primary School Yubu -Pai-khar under Tawang circle. Speaking here at a Workshop on Pre-Panchayat Election Awareness Cam-paign, the Chief Minister expressed surprise on the audacity of those involved

despite his repeated warn-ings against corruption. “For the last three years I have been repeat-ing – on every available plat-form – that corruption in any form will not be tolerated and those found guilty, irrespec-tive of power and position, will not be spared. I am liter-ally surprised that despite the repeated warnings people still have the courage to cor-rupt,” he exclaimed. Khandu said that SSB was constitut-ed to provide transparent, fair and equal playing ground for the unemployed youths of the state to join government jobs at the lower levels. He said SSB was his vision to root out corruption in recruitment of lower level jobs, which was prevalent when recruitments were done independently by the departments. “It breaks my heart to see my vision being shattered by few individuals. I reiterate nobody found involved – be it anybody – will be spared,” he reiterated. The Chief Minister in-formed that the government has taken suo-moto cogni-zance of the fiasco and im-mediately registered a case under relevant sections and handed it over to the Special Investigation Cell (SIC). “Within a day of inves-tigation, SIC has got several leads and I assure to the peo-ple of Arunachal Pradesh that soon the guilty will be in the

dragnet of law,” he revealed. Taking opportune mo-ment of the presence of gov-ernment officials – from the top to lower levels – Khandu appealed them to stick to rules and discharge their du-ties in a fair, transparent and impartial manner. He regretted that de-spite wholehearted efforts ‘leakages’ are still happen-ing in the system and urged government employees to change the system from within. Pointing that one day everybody, including him, ministers, MLAs and even government officials, would become ‘former’, he said then they will regret that they didn’t change the system when they had the power to do it. “We just need the will-power to do so today. Once I become former chief min-ister and you all retire, we may have the ‘will’ but not the ‘power’ anymore,” he said. Reminding the abso-lute mandate of the people for this government during the last Assembly elections, he said it proved the confi-dence and trust the people have on the present govern-ment. “In return of the con-fidence, people have lots of expectations from us. I will not think twice to take action against those found tinkering with people’s expectations,” Khandu added.

level workshop on pre-panchayat election awareness campaign

ITANAGAR, FEB 24:Chief Minister Pema Khandu this morning inaugurated the State Level Workshop on Pre-Panchayat Election Aware-ness Campaign on the topic ‘Leadership Incubation through Panchayati Raj System’, being conducted for government of-ficials from across the state here at the D K Auditorium of the State Legislative Assem-bly. Speaking on the occa-sion, Khandu informed that the pending elections to the local bodies would be held soon for which the State Election Com-mission is working overtime and urged the officials, who would be directly involved, to equip themselves with the pro-cess minutely for its success-ful conduction. He said that as the erstwhile three-tier system of the Panchayati Raj has been changed to a two-tier system, officials conducting its election for the first time need to have detailed knowledge of the sys-tem so that they can go back to their respective places of duty and aware the villagers. “Elections for the first would be conducted for only Gram Sabha and ZillaPari-shad. Therefore, it is manda-tory that our officials are well

equipped with the system and the process,” he said. Khandu asserted that the change was long pending and inevitable after Arunachal Pradesh became a full-fledged state in 1987. He requested the of-ficials to create awareness on the importance of local bodies so that villagers have a clear mindset on whom to elect as their representatives. He ex-pressed optimism that deserv-ing candidates would become members for a robust PR sys-tem and all-round development of rural areas of the state. Khandu informed that an all-party legislative meet has been convened for Wednesday that will discuss on whether to conduct this election based on party or not. “Our vision is clear. We need to have the most deserv-ing persons in our PR system, irrespective of which party he or she belongs to or not,” he revealed. He said only when eligible and deserving candi-dates win, real development would start from the ground and democracy in its true sense would prevail. Regretting that in all these years the government couldn’t devolve all the 29 functions to the PR members as enshrined in the Constitu-tion, Khandu assured that in the coming days these would be devolved. “Arunachal Pradesh,

with its vast resources, has the potential to develop on all fronts even without central or external aids. We only need to have the will and eligible mem-bers in governance. I hope this PR elections would be a new beginning for us in this direc-tion,” he added. The workshop is being jointly organized by the State Institute of Rural Develop-ment, Panchayati Raj, Rural Development and Arunachal Pradesh Rural Livelihood Mis-sion. That during the inquiry the SDO(T), BSNL Yingkiong has confirmed that the said Heavy Weight Micro Wave Tower is not for provid-ing mobile Network Services to the village and asserts that the another BSNL Mobile Net-work Tower can be install in the village for providing mobile Network services to the area, but need further approval from the higher authority, CO Philip Jerang requested the villagers to remain cooperative with the Administration and assured the villagers that he will summon the representative of the Airtel for inquiry in the next date. The villagers of Gobuk village claimed that they have been deprived as to their right by the telecommunication au-thority averring that, according to the Digital India Initiative, all rural Panchayat are supposed to access mobile network ser-vices and internet connectivity, they also claimed that the state have also got the same re-sponsibility to ensure access-ing mobile network connectiv-ity. The Gobuk village though one of the most nearest village situated 25 km away from the District Headquarter Yingki-ong, but till date the villagers is not accessing mobile network facilities from none of the tele-

communication company. The villagers stated that further de-lay in providing mobile network facilities cannot be tolerated.

He said government has bought various transfor-mational reforms for overall development of the state and announced that government will not tolerate corruption in any form and action would be initiated immediately against those culprits involved in cor-rupt practices.

He called to inculcate a 'Team Arunachal' spirit. Mein said the celebra-tion of the Nyokum festival is a good opportunity for the com-munity to come together and pass on the ethos and values of rich culture to the next gen-erations. “Like all festivals of Arunachal Pradesh, Nyokum Yullo provides an opportunity to the members of the Nyi-shi community to display the unique cultural richness and traditional heritage of their community,” said Mein. He mentioned that Arunachal is a multi-cultural State where cultural diversity and pluralism in the State is the singular hallmark and the foundation of unity and integ-rity. He hoped that the cel-ebration of the indigenous fes-tival of the State will provide a platform for developing better understanding and apprecia-tion of different cultures among communities. He also cau-tioned against the consump-tion of smoked meat, tobacco and alcohol which causes stomach cancer, liver can-cer etc.The Minister informed that the incidence of stomach and liver cancer is very high in our state. He said the Ar-unachal Pradesh Government under the able leadership of Chief Minister Pema Khandu is giving attention in this re-gard and therefore a cancer unit has been kept separately in the lone Medical College of the State where patients are provided with free cancer medicines and free diagnostic procedures besides CMAAY under which patients can avail govt.help upto Rs.5 lac rupees.The Minister thanked Dr.DangiPerme, Gynaecolo-gist for being the resource per-son and for taking part on the occasion. Dr. D. Perme while de-livering his awareness lecture on what is cervical cancer, its causes and treatment, dwelt at length about its prevention. First ever review meeting of Shi-Yomi

DRDA conductedAALO, FEB 27:- The first ever Review meeting of Shi Yomi DRDA was con-ducted under the chairman-ship of Shi Yomi Deputy Com-missioner, Shri Mito Dirchi at Tato recently. This DRDA was created in December 2019 to work out the opportunities and challenges of implement-ing flagship programmes like MGNREGA, PMAY and PM-KSY were discussed thorough-ly. The scarty of manpower, inability of banking system in remote areas were highlighted by Project Director, DRDA Shri Gamtum Padu and BDOs of various Blocks of the remote locations. Resolutions were passed to provide 100 days of employment to all job seekers in the coming financial year besides providing maximum of dwelling house to beneficiaries under PMAY. The DC exhorted the Agency and public to work hand in hand to launch all povert alleviation programme meant for the rural people of the border district.

RGU going for dual mode of accreditation

RONO hILL, FEB 27:The Rajiv Gandhi University is hosting a three member strong pre-NAAC team from University Grants Commis-sion (UGC)’s National As-sessment and Accreditation Council (NAAC), Bangalore for university’s Academic & Administrative Audit from 27-28 February, 2020 as a mandatory part of prepara-tion towards forthcoming NAAC visit of the lone cen-tral university of the state. The members are com-prised of Vice-Chancellor of Bhattadev University, Pathsala, Barpeta, Assam, Prof. Brinchi Kumar Das, as Chairman, Prof. Niranjan Roy, Assam University, Sil-char and Prof. Ajanta Bor-gohain Rajkonwar of Dibru-garh University as members. The National Assessment and Accreditation Council (NAAC) is an organization that assesses and accredits higher education Institutions (HEIs) in India. It is an au-tonomous body funded by University Grants Commis-sion of Government of In-dia and is headquartered in Bangalore. The NAAC sent team is visiting all the de-partments, institutes, cells, branches and centres of the University to observe the preparedness of the univer-sity to face the peer team’s visit in a couple of months.

This time RGU is going for a dual mode of accreditation covering both regular and distance learning modes; which is first of its kind in en-tire North-East. Interacting with the University’s who’s who the Chairman of the visiting team Prof. B.K. Das observed that the University has all the components which need proper showcasing and ad-vised the varsity fraternity to work in that line and create a benchmark to be followed by other universities of the region. Prof. Ajanta Bor-gohain Rajkonwar empha-sized on projecting gender budgeting mechanism. Prof. Niranjan Roy observed that the university has the poten-tiality to reach the academ-ic heights and be counted amongst the best universi-ties of the country and urged all to be a part in building the University of Excellence in a scientific manner. Later, the visiting team formed themselves to three sub-committees and visited the faculties of Science & Tech-nology, Social Sciences and Commerce & Management and Languages separately and gave their inputs based on their peer observations. villagersROING, FEB 28: MLA Gum Tayeng distributed 30 CGI sheets each to 70 beneficia-ries of Paglam area during the 14th Sarkar Aapke Dwar camp conducted today at Paglam. She interacted with the public, inspected the camp and distrib-uted benefits provided by the government departments under various schemes to the villagers. The health camp con-ducted by the Health and Family Welfare department witnessed 155 people registering for free check up with 89 blood sugar tests, 62 BMI tests and 32 eye screenings done. The SDO Paglam issued 30 birth certificates. The Food and Civil supply department renewed 41 ration cards. The Veterinary department distrib-uted medicines for the treatment of 1499 heads of cattle,swine, poultry etc. The day also saw 11 people enrolling for new AAD-HAR cards and 18 people updat-ing their AADHAR details. The APEX bank, Dambuk received 25 filled up account opening forms of the beneficiaries. ADC Tapik Pertin, heads of departments and administra-tive officers were present during the SAD camp. The public of the area came out in large numbers to avail the services provided by the government departments on the day.

Sarkar Aapke Dwar camps conducted at

Meka ROING, FEB 28: The 15th and 16th round of Sarkar Aapke Dwar camps for Lower Dibang Valley district were conducted today at Meka village under Parbuk sub divi-sion and New Elope village un-der Hunli sub division. The public of the area thronged the venue to avail the services provided by the government departments on the day. The health camp at Meka, conducted by the Health and Family Welfare department, witnessed 192 people coming for free check up with 138 blood sugar tests, 90 BMI measure-ments, 22 blood groupings, 3 malaria tests, 33 human toxin tests done and 34 medical fit-ness for driving licences issued. The Veterinary depart-ment distributed medicines for the treatment of 760 heads of cattle, Mithun, swine and poultry to livestock owners. Horticulture department distributed 30 reg-istration forms while Agriculture department issued 101 forms for PM Kisan Yojana. APEDA sold 250 led bulbs to 128 ben-eficiaries. The India Post Pay-ments Bank opened 10 sav-ings accounts. The day also the transport department issuing 28 learner's license forms. Arunachal Review is planning to introduce a section, called ‘Youth Section ’ in this monthly magazine shortly.

‘Youth Section ’ aims at promoting creative potentials of students and young generation of Arunachal Pradesh by highlighting their achievements and also giving a platform for creative development thereby aiming to promote a constructive and progressive spirit among them.

Articles concerning people and culture, welfare issues of students, short stories, poems, drawing and paintings and reports on achievement on various issues concerning the arena of youth will be received by the undersigned for inclusion in the section.

Honorarium of Rs 1000/- (Rupees One Thousand) will also be given for selected matter.
