Conics Ltd is a group of companies that has resulted from a merger between the PMM and C&B Groups who practice as Urban Designers, Town Planners, Surveyors and Environmental Consultants from regional offices between Sydney, Brisbane and Cairns. He was instrumental in the establishment of the Rochedale Taskforce, Ripley Valley Taskforce and Oxley Creek partnerships which have set new standards in community development and planning.As Queensland President and National Vice President of Greening Australia, Jim has worked to establish links between the development industry and the environment movement to create positive partnerships working to restore natural environments surrounding Urban Development projects. Jim is on the board of Greening Australia’s Land Innovation Fund which is a venture capital investment vehicle to promote sustainable farming projects in regional Australia. He has also held the position as Chairman of the Business and Marketing portfolio.Jim’s passion for sustainable development has resulted in a long-term involvement as a member of the Faculty Advisory Committee of the School of the Design and Built Environment at QUT, where he is an adjunct Professor providing a leadership role in Research and Development.Jim is founding President of The Australian Green Development Forum and was one of five national finalists in the 2004 Prime Minister’s “Environmentalist of the Year Awards”, for his work in advancing the adoption of sustainable development practices in Australia’s property industry.

The last 12 months has been a hectic one for the Division on a number of fronts. From a PIA perspective, a number of changes have occurred within the Institute in terms of its governance and structure at the national level that has, in turn, presented a number of challenges and opportunities at the Division level.

With the role out of Chapters, which seek to broaden the membership base, and promote planning across a number of disciplines, together with the introduc-tion of the Certified Practising Planner (CPP) initiative, one could best describe the year as one of phenomenal change in a very short period of time. Whilst every attempt has been made to communicate these changes about the role of Chapters and the CPP initiative, I question just how many members have had the time to digest the change agenda within our Institute. If you haven’t I recommend that you do take the time out, engage, and get informed about the future of your professional Institute.

The Division Committee and the Coordination Committee has continually raised concerns surrounding the governance arrangements within our Institute to National Council, and continued to pass on those concerns that are raised by our Queensland based members about the changes, the expected levels of service to members (particularly in the regions), and of course the funding split between National office and Divisions when it comes to membership fees. The Division has sought on numerous occasions to have the Division’s portion increased to reflect the importance of service delivery at the local, regional and State level.

The financial standing of the Division is sound, though I highlight the fact that we are very reliant on sponsorship and proceeds from well-run conference and CPD events. PIA Queensland enjoys the support from a number of private companies and public sector agencies that seek to align with us, and recognise the importance of the planning profession. I wish to thank the numerous program sponsors and supporters who ensure that the division runs every year for the benefit of our members, allied professions and the community. Our sponsors are listed in this AGM report.

This last year also saw the management of the Division outsourced to KME Pty Ltd, set up by Kaye Mills, our Divisional manager of nearly 5 years. In terms of management services to the division, and our members, this was seen as the most beneficial option to take, given the number of management challenges facing the division in the latter half of 2005. Kaye and her team have continued to provide excellent services to the membership, support to the division and its office bearers. .

From an external perspective, it is pleasing to observe that PIA Qld is being asked to participate in a range of working groups, government led summits and so, that deal with a broad range of planning issues facing the State. Of course, being a voluntary organisation, it is difficult for PIA to be represented at all of the events that we may be invited to. It is also impossible for my role to attend everything, given working and personal commitments. In that regard, the support from the team around me this past 12 months has been most appreciated. Members of the Coordination Committee have supported my role and represented PIA in my stead where I have been unable to attend.

I have participated in a number of groups including: • BCC Suburban Flooding Taskforce (2005); • Sustainable Homes Program Steering Committee (ongoing); • OUM Transit Oriented Development (TOD) Interim Working Group and Taskforce; • DLGP Recruitment/Retention Working Group (current); • Smart eDA Advisory Group; to name several

My Vice Presidents Kerry Doss and David Perkins also participate on a number of working groups that are identified in their respective reports, as do a number of Division Committee members who represent PIA Qld at various forums, and promote PIA and the planning profession, in general.

PIA Qld was invited to attend the IPA Summit held in March 2006. Given my leave at the time, David Perkins attended. PIA Qld made some detailed contri-butions to the IPA review process, and are still awaiting the outcomes from DLGP.

I have not been able to travel as widely as would have liked in terms of visiting the Branches, and their members.

I take this opportunity to thank our Queensland Planner editor, Louise Charlton, and her support team for the delivery of a great member journal. There have been some interesting articles in recent editions, and they have been topical and timely. Louise steps down at the end of this year, and I wish her well as she takes a little time out. Thanks Louise for your valued contributions to QP and the profession!

It would be remiss of me if I didn’t mention one of my favourite programs being the Awards for Excellence in Planning, and this being our 20th Anniversary year. What a milestone! This is one of the Division’s programs that promotes planning within and external to our profession. We have some great sponsors associated with this program, and what’s unique about the program is that you don’t have to be a member to receive an award. The program recognises planning excellence across a diverse range of areas, by members, non-members, non-planners, school students, the general community. Now that’s em-bracing, but we need members to actively promote and champion the Awards for Excellence throughout the State. Please consider for future years. I also wish to acknowledge this year’s Awards Committee who have done a splendid job in promoting the awards near and far. I also acknowledge our Awards Patron, the Hon. Desley Boyle MP who is an advocate for good planning, and our awards program. She is most supportive of PIA Queensland.

This is my last report as Division President, and I take this opportunity to thank everyone who has supported PIA Queensland during my two-year term.

This Presidency gig was always going to be a challenging one, after the double four year stints by both Chris Buckley and Gary White before me. In saying that, I thank the membership for the opportunity to represent you and the profession during this time. Of course, one cannot be everywhere, and I have been well supported by my two Vice-Presidents, Kerry Doss and David Perkins.

I am very aware that our public profile in the various media outlets has presented many challenges and is one area that the Division is acutely aware of, and I am confident will develop under our incoming President, Michael Kerry. Members of the outgoing Coordination Committee attended media training earlier this year with a view to developing a more responsive framework in which PIA Queensland can respond to local and State issues in a timely and informed manner.

The Queensland membership has grown this past two years by over 20% with membership in Queensland hitting the 1100 mark earlier in 2006. May the strength of our membership continue to grow and work together to forge a strong professional Institute that promotes the planning profession for the benefit of the community of our members in Queensland.

In closing I extend special thanks to Kaye Mills, our Divisional Manager, support staff Melanie Ely and Amy Winnett who have provided continued support to members throughout the State, our Institute and myself over the past year. Also to Kerry Doss, David Perkins, Michael Papageorgiou (Education), Cliff Willmett, Flannan Morley, Gary White and Stafford Hopewell (Secretary) (the Coordination Committee), and members of the Division Committee who have tirelessly dedicated their personal time and effort in servicing the members of Queensland.

Big thanks to the program coordinators also Rosanne Meurling (CPD), Danielle Thomas and Tiffany Lacey (NYP reps), Jeff Humphreys (Urban Design); and huge thanks to the Branch Presidents and members for their efforts in the regions promoting the profession and what we stand for - Raul Weichardt (Sunshine Coast), PeterTabulo (TFNQ), Doug Mackay (WBB), Paula Grant (NQ), Michael Jewell (Central), Andrew Hall (Gold Coast).

My employer Caboolture Shire Council has been very supportive of my role and without Council’s support the tenure would have been rather challenging.

Secretary portfolio Stafford Hopewell

The Secretary is responsible for the following Branches of the Queensland Division:• Tropical Far North Queensland• Far North Queensland• Central Queensland• Wide Bay Burnett• Sunshine Coast• Gold Coast

The last 12 months has continued to see significant changes to the operation of the Queensland Division. The most significant change has been the out-sourcing of the Division’s management and administrative functions to Kaye Mills Enterprises Pty Ltd (KME). This step was taken to deliver cost savings to the Division and simplify the management of the Division’s activities. In particular, this has removed the need for the Division to directly employ staff and required services are instead delivered through KME. The decision to outsource has also provided stability and continuation by retaining Kaye Mills in the role of Divisional Manager.

Other staff changes during the year included:• Julie White ceasing as sponsorship coordinator in August 2005; • Sharon Boyle ceasing as policy officer;• Amy Winnett changing her role from events and general graphic design to Queensland Planner graphic design;• Melanie Ely commencing in the role of administration, finance and events management in December 2005;• Lyn Hopewell commencing as policy officer in March 2006;• Jacqui Wright commencing as a part-time sponsorship coordinator in July 2006.

The contributions of Julie, Sharon and Amy over a number of years are acknowledged and a warm welcome is extended to Melanie, Lyn and Jacqui. The continuing contribution of Kaye is also greatly appreciated.

After a number of significant Branch developments in previous years, the past year has been relatively stable. Reports from the individual Branches con-tained below highlight the diverse range of activities carried out by the Branches as well as the ever present challenges of delivering services to members with limited resources and time.

As in previous years, a significant focus at the Divisional level has continued to be on governance issues, driven principally by National reforms. The respective roles and relationship between National office, the Division, Branches, Chapters and Special Interest Groups continues to be an issue. A series of changes are proposed to the Divisional Rules at the AGM to respond to various organisational issues encountered during the last year and provide for improved management of the Division’s activities into the future.

Sunshine Coast Raul Weychardt

The Branch generally covers the area of Caboolture to Gympie. The Executive of the Branch Committee are currently; Raul Weychardt - President, Fiona Fullarton - Treasurer and Young Planner Convenor, Steve Patey - Secretary, Committee members: Rowena Skinner, Warren Bunker, Sharyn Briggs, Lorelle Edwards

The Committee held a Christmas social function at the Buderim Tavern in November 2005, in conjunction with our Annual General Meeting. The Branch will offer at least two CPD and two social events during the year, and Paul Summers continues to supply our website. Earlier in 2005 we held a CPD event at Kawana Community Centre where Colin Cassidy addressed us concerning the re-structure of the Department and the IPA review. Humphreys Reynolds, Steve Patey and Jason Krueger, sponsored the evening. We propose a further social and a CPD event before our Christmas function and AGM in November.

Again this year I chaired the Planning and Industry Reference Group for the Sunshine Coast University, which is providing advice to the Dean of Arts and Social Sciences concerning the new Bachelor of Regional and Urban Planning program. I participated in interviews that led to Claudia Baldwin being appointed to the program.

I remain greatly concerned by the prohibition of branch funds being applied to CPD events, a truly bizarre situation for a professional body.

Finally I confirm my intention to stand down as President at the next AGM after 5 years as President. I have enjoyed performing this role but it is time for a change.

The AGM in July 2005 saw the existing previous Committee Executive continue in their roles for the 2005/06 year. The Committee met on the following dates: 20th July, 16th Aug, 5th Oct, 11th January, 22nd Feb, 26th April , 21st June. Throughout the year there were the following functions:

23rd Sept CPD -Hambledon House. This event had presentations from Pat Flanagan on Infrastructure Charges, David Rivett on the Assessment of the Kuranda Range Road and the video presentation on Heritage CPD event held in Brisbane. There was a very good turn out of planners and related engi-neers who came to the afternoon event.

8th Nov World Town Planning Day. The Annual Cairns City Council function was again held whereby we celebrated the efforts of profession internationally in a very social way.

2nd Dec Branch Christmas Party. The Branch’s Christmas celebration went ahead thanks to Wendy Gleeson’s organising abilities.

18th Feb Ken Todd Presentation. Fellow, and long time friend of the Tropical North Qld Branch, Ken Todd gave an informative presentation on, what even-tually proved to be timely, given TC Larry’s arrival a month later, about the issues and lesson learnt from the post Darwin TC Tracey and Hurricane Katrina recovery and rebuilding efforts. Planners and staff associated with disaster recovery found the presentation to be of significant interest and benefit. My special thanks to Ken and Vic Feros for giving of their time.

3rd March IPA Review forum. The Branch made a formal presentation to the IPA review team following a workshop which we held with interested plan-ners. This workshop was again well attended and provide some interesting points of view and input into the review for both the Dept and the LGAQ.

April/May - Cyclone Larry Heritage discussions Post TC Larry, a number of meetings were held between Branch members, the local chapter of the Architects group, heritage consultants and the EPA, to discuss what actions needed to be raised in order to protect or maintain the heritage building in the region that had been damaged. The actions were instrumental in raising this issue in the eyes of not only the Minister but also the Cyclone Recovery Taskforce. My thanks go to Liz Taylor, Debbie Wellington & Tim Byrne who participated in these discussions.

12th May Presentation to James Cook University Students Two Nicoles & two Peters attended the University and gave a presentation about PIA, Local Government Planning, being a student planner and also future job opportunities.

With the Far North Queensland region of Townsville and Thuringowa still maintaining strong growth and our sector suffering from skills shortages it has been a challenge to find the time for planners and those involved in the development industry to come together to learn and laugh. We have however managed to hold a number of learning and laughing events during the last financial year.

Our focus this year has been on offering value for money to our members in the region and by offering an active institute, building on local skills and knowledge, and in turn increasing our membership locally. Some interesting discussions have also ensued regarding CPP and potential joint professional development events with the local UDIA.

The Branch reviewed and finalised its Charter in early 2006. PIA has also had its share of media spotlight locally with an article in the weekend careers lift-out with one of our newly graduated planners from James Cook University promoting PIA as a good professional development body for young planners.

Members got together in March to brainstorm submission ideas for the Ministers review of IPA, using zing technology, and contributed to PIA Qld’s formal submission. In April a professional development event was held with Integran Infrastructure Management Consultants giving a seminar on Infrastructure Planning generally, an update on progress with the Townsville and Thuringowa Councils projects and State Interest negotiations to date, and Networking drinks were held in May at a local watering hole which gave everyone a great chance to catch up.

The PIA 20 years of Awards Excellence Road show hit the FNQ region on the 13 July and finished on the 27 July. A celebration morning tea was held on the 24 July with attendance from a range of people from the community who were not previously aware they could nominate projects.

FNQ is excited to be hosting the 2007 State PIA Conference with a theme of Back 2 Basics and we look forward to welcoming you all to Sunny North Queensland next year.

Central Queensland Michael Jewell

As ever, the pace of work commitments for Branch members, in both government and private sectors, has tended to increase at an even faster rate than the previous year. However the festivities of the State planning conference in mid-July in Yeppoon certainly kicked the second part of 2005 off to a festive start. The feedback received overall from delegates at the conference was very positive and credit for this is in part due to the official conference conven-ors but also to the excellent hospitality shown by CQ Branch members. Well done.

At the concurrent Annual General Meeting held with the State conference in Yeppoon a new executive, in the form of Michelle Maher - Secretary and John (the legend) Winsbury - Treasurer, were elected. Also, this will be my last year as CQ Branch President and I look forward to welcoming a new President into this role later in the year. The support I have received from the new executive over the last year is warmly acknowledged.

Our main formalised function for the year so far has been a regional planning seminar held in Mackay in March 2006 on “Performance Based Assess-ment” under the IPA. The main speakers for this seminar, who kindly offered there time free of charge, were David Perkins - HRP Planning Consult-ants and David Kevin - King & Company Solicitors. Our next seminar in Mackay is being held on Thursday 27th July 2006 in conjunction with McKays Solicitors. The main topic of this seminar we will be exploring the dark science of the “Meeting of Experts” under the new Planning & Environment Court Practice Direction No. 1 of 2006. I am sure that this will be a robust discussion on the merits of the new guidelines and congratulate McKays solicitors on stepping up to the plate and becoming part of this ongoing CPD program for the Central Queensland area.

This year our Branch skipped on the opportunity to become a sponsor of the “Mackay Heritage Awards”, but have indicated a keen willingness to become a major sponsor for this event next year.

The only down side to the last year has been the absence of any organised social activities. This is in part due to the hectic work pace we are all pres-ently facing. It is proposed to remedy this situation shortly with an inaugural, and hopefully ongoing, barefoot bowls tournament. Stay posted.

Financial report Kaye Mills, Divisional Manager

The PIA Queensland Division’s premises for the last two years has been kindly supplied by King & Company Solicitors, but due to their continued growth, there has been a need for us to re-locate our office.

This, combined with some staff changes within PIA over the last 12 months, has seen a move to contract all management services to KME Pty Ltd - a company set up by Kaye Mills, our Divisional Manager of nearly five years. This took place in December 2005 and saw a move into the KME premises. Staff changes around that time have been reported in the Secretary’s report. We continue to hold our monthly Coordination Committee meetings at King & Company Solicitors - and we would like to thank them for their ongoing and generous support of the PIA Queensland division.

Allens Arthur Robinson has again provided their premises not only for our Division Committee meetings, but for many of the CPD seminars. We would not be able to fund the member services that we do without the generous support of organisations like Allens Arthur Robinson, and indeed all of our sponsors - many whom have continued to support us year in, year out.

Although we end the year on a sound note with a balance sheet, $76,090 profit, this does not accurately reflect the work within the Division. A good deal of the profit this year has come from the National Congress. We budgeted for a $30,000 profit (without taking into account the Congress funds) but actual profit (excluding National Congress which is a one-off event) was $9,011.42. We incurred additional expenses in relation to the 20th Anniversary Awards program, combined with the new Awards Road Show that visited the regions from May through August (with merchandise and courier fees com-ing to just over $6,787), $2,000 for media training for the Coordination and media committee,$1,600 over budget on National audit fees and spent $3,000 on legal fees. Added to this we finished the year $11,199 under our budgeted target for membership fees.

So there are some challenges before us in the 2006/07 financial year.

We are as always concerned that we are very reliant on sponsorship to fund our member services, given there are a number of services that we provide in Queensland that do not generate income such as: funding our policy person; media relationships (which will be increased in the 2006/07 year); production of the Queensland Planner; travel to PIA National meetings by the President and Division Manager; supporting the PIA Qld Office including staffing, phones and general stationery to name a few items.

If we take the expenses related to our State Conference and CPD events (both of which generate an income) out of the equation, income from our portion of membership fees only covers approximately 25% of our expenses which means we have to fund 75% of the running of the PIA Queensland Divisionand membership services through ongoing sponsorship - a huge and time consuming task.

Whilst the Qld Coordination Committee will continue to lobby the National Council for an increased portion of funding to come back to the Divisions, we will need to focus on alternative methods of income so we can generate a fund base where we are not so reliant on sponsorship funds to keep our Divi-sion afloat. Members services are always a focus for members and there is a constant demand for increased levels of service. Those services that do not currently generate an income will come under close scrutiny this next 12 months.

The 2005 Qld 19th PIA Awards for Excellence in Planning was again a bumper year with our Awards going on to win at National level, and for the second year in a row, a Queensland entry won the overall National Award for Planning Excellence. A first for us this year is an Awards Road Show which has been touring the Regions since the May launch. This display of the 2005 winners has visited Caboollture, Caloundra, Maryborough, Bundaberg, Rock-hampton, Mackay, Townsville, Thuringowa, Cairns and Atherton Shire and has been very well received. The aim of the road show was to not only solicit entries to the 2006 Awards, but also raise awareness and celebrate planning excellence. We are heading towards our Awards entry display 6-10th November in the Riverside Centre foyer, and our 20th Anniversary Gala Dinner Awards celebra-tions on 10th November. Entries close for the 2006 Awards on 31st August and Industrial Planning and Transport Planning are two new categories this year.

Conference 2005 Kerry Doss

The 2005 Qld PIA Annual State Conference was held in Yeppoon from 13-15 July 2005. The conference attracted over 300 delegates from around the State and focussed on what planners need to do to get equipped for the future - it is a time for us to look at some new tools. Liza Valks’ work as convenor in 2004 gave the organisation of the conference a fantastic kick start with the injection of many of the surplus ideas from that conference.

The conference committee were pleased to present an impressive line up of keynote speakers from Queensland, across Australia and over seas includ-ing: GB Arrington / Guy Gibson / Terry Hogan / Hon Desley Boyle / Prof Tim Flannery / Dr Janis Birkeland / Dr Rebekah Brown / Richard Neville / Natalie MacDonald and Michael Kerry

The concurrent sessions also comprised a diverse mix of speakers from planning and related professions. Site tours on the Thursday afternoon provided a welcome opportunity to investigate some of the local achievements and issues confronting the region, and big on the agenda for this conference was climate change and the potential impacts it will have on the work of the planning profession. Both Terry Hogan and Tim Flannery highlighted a range of issues that will impact on the work of planners that we must start to take into account now. The three social events were taken on with a passion by all participants with the Wipeout beach party, B & S BBQ and Gangster Dinner all turning out to be great events.

A huge vote of thanks goes to the organising committee with a special thanks to Erin McCabe who pulled the site tours together with a minimum of fuss. Queensland Planner Kerry Doss

After four years as editor of the Queensland Planner Louise Charlton is hanging up her editors scalpel. Louise and the editorial committee, John Van As and Dr Dianne Dredge, have made significant improvements to the theming, content and production quality of QP in this time. The editorial work is done by Louise and her team on a volunteer basis.

We gratefully acknowledge the efforts that have been put in by Louise and her committee members and thank her for her efforts.

Policy Report David Perkins

Perhaps our policy highlight this year has been to re-establish the Policy Coordinator position. I would like to welcome Lyn Hopewell on board. Based on her energy and contribution to date I am confident that we can significantly increase our policy output over the next 12 months.

An immediate priority for Lyn is to organise a regular program of Policy sub-committee meetings. Unfortunately neither Doug Baker, nor I were able to commit anything like the time necessary to ensure the policy sub-committee was able to comment on a wide range of issues over the last 12 months.

Our major achievement this year has been to participate in the State Government’s IPA/IDAS review. In relatively quick time we canvassed views from a range of members and branches, debated key issues at a meeting, prepared a briefing paper and provided this as a submission to the review.

Lyn and I attended the IPA/IDAS Summit in March and participated fully in the day’s activities. Our input to this process was subsequently published in the Queensland Planner.

More recently I attended the Premier’s Climate Change Summit as PIA’s representative. Water and energy conservation featured strongly and the impor-tance of urban planning to sustainability and the mitigation of adverse climate change impacts was highlighted.

As always, we are keen to receive suggestions for the Policy sub committee to focus on over the next 12 months. Also any ideas on sources of funding for policy development and research would be appreciated.

We are looking for enthusiastic participants to serve on the policy sub-committee over the next 12 months. While I will not be continuing as a Vice Presi-dent over the next 12 months, I will continue to participate in the (increased) activities of the Policy sub-committee.

Policy Report Lyn Hopewell

I have been delighted to be engaged by PIA Queensland Division in the role of Policy Coordinator as of 1 March 2006. Since starting in the role there has been a primary focus on IPA/IDAS Review by the Department of Local Government, Planning, Sport and Recreation. We expect that this level of ac-tivity will continue as we remain a key stakeholder in the review process. The second focus has been on providing support and strengthening the capacity of the Division’s policy and research portfolio. The key deliverables have been:

Promoting PIA as a key stakeholder in the IPA/IDAS Review: Coordination of the individual submissions from PIA members; Preparation of various papers on key issues raised by PIA members and the Policy Sub Committee and representation at stakeholder meetings; Lodging of the PIA submission on 31 March 2006; Engagement with Policy Committee and PIA members in response to the Discussion Paper

Draft State Planning Policy (SPP) on Housing and Residential Development by the Department of Housing: Providing support to the Social Planning Chapter to lodge their submission on 31 March 2006 and monitoring progress on the draft SPP

Engagement strategies with PIA members: Informing members of policy development through the Queensland Planner - Policy Updates; Updating of policy information on the PIA Queensland Division web site; Attendance at members meetings, as requested Support to the Policy Sub-committee: Meeting of the Policy Sub Committee in March 2006; Planning meetings with Policy Sub Committee Secretariat; Development of the Policy Protocol; Development of the Policy Sub Committee Terms of Reference

National Policy Committee: Over the last 12 months the Queensland Division’s focus has been primarily on State policy matters. However, through our representation on the National Policy Committee a range of policy matters of national significance have been raised. This will provide an opportunity for the Queensland Division to influence and provide input into the broader PIA policy agenda.

I would like to take this opportunity to thank the PIA Queensland Division, in particular David Perkins, tasked with responsibility for the Policy and Research Portfolio, and the Division’s Secretariat for all their support this year. In the coming year I look forward to actively working with members to progress a range of policy matters that promote good planning practice in Queensland.

Member Services & Education portfolio Michael Papageorgiou

The major priorities for the Education sub-committee this year have been:

The review and re-establishment of the Proplcasss work. Congratulations to Leo Mewing who was able to re-establish interest in this important initiative and has developed a draft strategy of prioritized actions for supporting PIA’s work in promoting planning as a career to secondary school students. New members of the re-established Proplcasss sub-committee are being sought and are always welcome

Representation on the National Education Committee. Phil Heywood has filled the position of Queensland rep. on this new National Office committee.

Review and comparison of planning course enrolments across the accredited Queensland University planning courses. This has included an as-sessment of other courses being promoted for either full time planning or professional development purposes including the LGAQ para-professional’s training course.

The committee has taken a strong interest in the introduction of the CPP and has sought to protect and promote the role of the CPD activities within the Queensland Division. The work of the Queensland Division in undertaking and promoting CPD across the State has been outstanding and this should not be compromised by any of the new arrangements for professional development being introduced nationally.

The committee is currently looking at the priorities for education and professional issues in the next twelve months and new members are welcome.

Griffith University Kerry Doss

This year there were two meetings of the Griffith University, School of Environmental Planning Professional Advisory Board which I attended as the PIA representative. The school is headed up by Dr Neil Sipe within the faculty of environmental Sciences of which Professor Lex Brown is Dean

The school continues to grow and to have a healthy yearly intake. Graduates from the school continue to be highly sought after by employers.

Highlights for the school include commencement of the Bachelor of Environmental Planning on the Gold Coast campus for the first time in semester 1, 2006. The first intake of students was full and the school is to occupy purpose built new premises at the Gold Coast Campus in the later part of 2006.

The Urban Research Program (URP) which was established in 2003 as a strategic initiative of Griffith University continues to have a high profile. The URP, which is integrated with the School, is highly sought after to provide comment on a range of urban planning issues. The strategic foci of the Urban Research Program include both research and advocacy in an urban regional context.

In the later part of 2005 the PIA review of the accreditation of the planning courses at Griffith University took place. The visiting board consisted of Mar-tin Auster (UNE Armidale), Michael Papageorgiou and myself. The review found all courses to be relevant and well resourced and as a consequence accreditation was confirmed for all relevant courses. This included provisional accreditation of the Bachelor of Environmental Planning being run at the Gold Coast Campus.

School staff numbers continue to grow with 4 new positions being established to resource the Gold Coast based course.

We also regularly receive feedback and suggestions from members and non-members who have attended CPD events, and for this we are most grateful.

We have also had the pleasure of working with Darren Mew, President, Australian Institute of Landscape Architects, during this year to present two joint seminars. We hope that further joint seminars can be organised during 2007.

The CPD program has spanned a variety of topics including IPA, IDAS, urban design, TODs, master planned communities, cultural heritage, affordable housing, to name but a few. Although we appreciate that not all of these topics are relevant to a planner’s daily needs, we have tried to maintain a bal-ance between “topics of necessity” and “topics of interest”. We are now embarking on the 2007 Calender and look forward to receiving feedback and suggestions for topics.

Stephen Craven, Liza Valks and I have prepared a draft program for the regions, with the hope that some regional workshops can be organised later in 2006. We look forward to working with the regional committees to make this a reality. Popular seminars during the year have been taped and the tapes are available to members for their use. Seminar papers and useful powerpoint material from CPD events have also been placed on the website. While we ask all our presenters to produce papers, not all are willing or able to do so.

The 2006 Keeble Lecture will be delivered by Alan Fogg and will be held on 13 September 2006 at Customs House. The event will fill up soon - so book your seats now!

Many thank to all who have made CPD a success. We look forward to providing you with an interesting, educational and entertaining program during the 2006/2007 year. The views, constructive criticism and assistance of all members is invited and appreciated.

Social Report Kaye Mills

This year we have held a number of extremely successful social events including our Sponsors thank you cocktail party (with a middle eastern theme), Spring Ball at the St Lucia Golf Club in September, our annual PIA Christmas Party was on the MV Captain Cook, the ever popular and very quickly sold out Barefoot Bowls tournament with this year’s theme “Back to the Future” took place again under blue skies in May, and our Young Planners held a number of get-to-gethers during the year including a Trivia night in May. Added to this was the social functions at the National Congress -- all in all a very busy year for our small but enthusiastic social committee. Many thanks to Kate Wagner, Greg Vann and Ben Lyons.

It’s great to see that a few of the new Division Committee members in 2006-07 have put their hand up to be on the Social committee - so keep an eye on the web site for social updates, and don’t forget to put the PIA Xmas Party at the Riverlife Adventure Centre, at the Naval Stores, Kangaroo Point on 30th November into your diary. Leo Jensen - President’s Report The President spoke to his report and thanked the Coordination and Divisional Committee members for their work/ef-forts towards the Queensland Division of the Planning Institute over the past year, and outlined in his report a few areas to be worked on over the next 12 months.

He commented on the effectiveness of the CPD committee with Rosanne Meurling as chair, and highlighted the very successful program they have put together over the last 12 months, and also thanked PIA members for supporting the program. Financially the Division is in a strong position, and the time has come to look at investing funds back into services we are providing, with a particular emphasis on putting a Regional program (possibly a Road Show) together. Also the Coordination committee will be looking at investing some funds, as well as looking at future accommodation for PIA Qld. Membership in Queensland has now passed 950 and it is going strong.

The President acknowledged the Queensland Planner. Our journal has gone from strength to strength. This doesn’t take away from the good work Phil Day did as editor, but he would like to thank the current editorial team - Louise Charlton, John Van As and Dianne Dredge, as well as Claudia Cranford for taking the first steps in the new look Queensland Planner, and now Amy Winnett for giving the Division journal a new look.

Leo spoke about the successful State Conference, and thanked his Vice Presidents David Perkins and Kerry Doss and members of the Coordination Committee for their support over the last year, and highlighted that he would like to build up the media relationship over the coming 12 months. He spoke of previous Presidents Chris Buckley and Gary White, who proactively forged relationships particularly with print media, and felt they left some large shoes to fill. There have been challenges in terms of how we respond more rapidly to media and also ensuring that we are a point of contact for the media. The Coordination Committee previously discussed the possibility of media training for that committee, and Leo proposed that this happens in the next 6 months.

Leo participated on various committees throughout the year, and is happy to be involved with the LGAQ program, with the first pilot program of 15 people throughout Regional Queensland about to finish.

Terry Mackenroth was presented with his PIA Honorary Fellow certificate at last week’s sponsors and committee members’ cocktail party, and Leo acknowledged the sponsors again tonight, and thanked them for their valued input in securing the strength of the Division.

In closing the President’s report, Leo said that, on a personal note, this has been an exciting year for him becoming a Dad for the first time. He thanked everyone for their support. There have been challenges juggling his work with his role as PIA Qld President, and again he thanked committee members who have supported him in this role. He has enjoyed the last 12 months and is looking forward to working with the committee next year. There were no questions from the floor.

Stafford Hopewell Secretary portfolio. The Secretary drew attention to a few issues, with the most significant being the forming of the new Wide Bay Burnett branch. Initiative was taken last year at the State Conference in Cairns, and those involved followed through with an election of officers in latter half of the year and are now servicing members in the Wide Bay Burnett area. A lot of time has been taken up with managing relationship between Division and National Office, and Stafford imagines this will continue to happen. Stafford acknowledged Kaye Mills’ role as Division Manager supporting Branch and Division needs and said that her role is pivotal to the Queensland Division. Kaye is supported by Julie White and Amy Winnett.

Kerry Doss Communication portfolio Media Kerry echoed Leo’s thoughts in relation to the media profile. He pointed out that HIA, UDIA etc have very good media strategies. He would like to put some real effort into raising PIA’s profile this year.

Awards. The Awards were started in Queensland 19 years ago. Queensland is one of the few States who are still not charging an entry fee as we feel strongly that this goes against the nature of the Awards. We will continue to resist attempts by PIA National to get us to charge. Awards entries close on 31st August, and at this point none have been received.

Conferences 2004 and 2005 We have held very successful conferences over the last few years, and the organizing committee for the conference in Yeppoon last month were able to use ideas from the Cairns conference in 2004 to continue the successful run. We had approx 270 delegates in Cairns, and 300 in Yeppoon. The majority of feedback has been positive, and sponsorship funds have made a lot of difference to the quality of our conferences. Julie White did a really good job bringing the sponsors in early. We got our conference program out early this year.

Queensland Planner Kerry has been busy working on the conference, but will now put some energy into working with the Queensland Planner editorial team.

David Perkins Policy, Research and Representation Portfolio Policy David spoke to his report and gave a special thanks to Sharon Boyle for putting together the Regional Plan submission. David drew attention especially to the last paragraph of his report seeking additional committee members to assist with this portfolio.

CAP It was pleasing that in the course of the year the CAP secretariat that Queensland has been running for the last few years, was taken up by the PIA National Secretariat, under the International Division.

Urban Design Alliance The AGM attendees discussed Jeff Humphrey’s recommendations tabled in his report, and it was agreed that the report be received and that the recommendations be taken to the next Division Committee meeting for discussion/action.

There were no questions for the reports presented under David Perkins’ portfolio.

Michael Papageorgiou Education portfolio CPD Michael Papageorgiou thanked Rosanne Meurling and everyone on the CPD committee for the phe-nomenal work they’ve done again this year.

Young Planners The YP group has been very active over the last year, with quite a number of events, social and professional.

Promoting Planning in Secondary Schools A report was tabled from the Promoting Planning in Secondary Schools’ chair. The report was received and it was agreed that the recommendations in the report be taken to the next Coordination Committee meeting for discussion/action.

LGAQ Course Fifteen people graduated the very successful pilot program, and another 25 have shown interest in the next course. This is something PIA was involved in through the Education committee, and we will be looking at keeping involved in terms as how course evolves.

Education Committee. There is a National review of University courses to make sure the process is streamlined and consistent with National policy. The Queensland Coordination Committee has approved points of clarification and these have been tabled with the National committee. We are waiting for answers to these points. The Education Committee comprises representation from all Universities in Queensland who have Accredited courses and also representation from the Sunshine Coast University who hope to accredit in the future. Michael thanked all on the committee.

Griffith University Representation There has been an exciting start with the course on Gold Coast starting first semester next year. Hopefully this will fill some of the holes in recruiting planners. There were no questions to reports presented under the Education portfolio

RationaleIn the course of the implementation of the current administrative arrangement concerning the Division’s management and administrative functions (i.e. the contract-ing of services to Kaye Mills Enterprises Pty Ltd), potential inconsistency with the Divisional Rules was identified.

To remove any potential inconsistency, it is proposed that the Queensland Divisional Rules be amended to expressly authorise the outsourcing of management and administrative functions and delegation of related responsibilities as follows:

Definition of “Officer” (section 2.1) “means any salaried employee or agent of this Division” to be changed to “means any salaried employee, agent, contractor or consultant of this Division”
