1. INTRODUCTION

1. The Rural Connectivity Improvement Project (RCIP) will construct about 403.7(revised length) kilometers of rural roads to all-weather standard covering 16 priority districts of Nepal. The project will also focus on improving institutional arrangements, business processes, and associated capacity building, particularly on road asset management and road safety. The Project aims to improve transport efficiency of the rural road network, which will contribute to expansion of economic opportunities and poverty reduction. This will be realized by: (i) improving the district road network, (ii) facilitating safe and appropriate road usage, (iii) increasing efficiency of transport services, and (iv)enhancing the Department of Local Infrastructure Development and Agricultural Roads (DOLIDAR) (now Department of Local Infrastructure, DoLI) capacity for road asset development and management. Project immediate outcomes will be improved accessibility to social services and markets, increased fuel efficiency, reduced; travel time, accidents and vehicle emissions and better employment opportunities outside agriculture, both through improved access to economic centers and increased industrial activities in the project districts. The Project is funded by Asian Development Bank (ADB).

1.1 Brief Project Description

2. Under the project, there are 13 contract packages and total length has 396.4 km and 28 roads (Appendix I and Table 1). These roads are distributed over 17 districts in 5 provinces namely: Province 1-Jhapa, Illam, Panchthar, Morang, Sunsari and Dhankuta; Bagmati Province-Dolakha, Kavre, Sindhuli, Sindhupalchowk, Kathmandu, Bhaktapur and Chitwan, Gandaki Province - Parbat; Lumbini Province- Rolpa and Rukum –East and Karnali Province, Rukum-West (Figure 1). The civil work contracts are already awarded to contractors by PCU in various dates in year 2018, 2019 and 2020 and 2021. The construction period for roads under each of the contracts is 2 years with additional 3 years of maintenance that includes 1 year Defect Liability Period (DLP) and 2 years for Performance Based Maintenance (PBM). The Project was started on April 2018.

3. Ministry of Federal Affairs and General Administration (MoFAGA) is the executing agency (EA)of this Project. DoLI is the implementing agency. The Project Coordination Unit (PCU) headed by Project Coordinator under DoLI is the central office for overall project management, contract administration and implementation through its regional PIUs headed by the Project Managers (PMs) established at Jhapa (PIU-1), Lalitpur (PIU2), Parbat (PIU-3), Rolpa (PIU-4) and Rukum (PIU-5).

4. Yooshin Engineering Corporation, Korea in association with Environment & Resource

Management Consultant (P) Ltd, Nepal &BDA, Nepal (P) Ltd.is the Construction

Supervision Consultant (CSC) for the project.

5. The target of the Project is to improve the existing gravel/earthen rural road to asphalt

pavement with gravel shoulder on either side of the road. The Project work mainly

comprises of 30 mm of asphalt pavement, 150 mm of crushed stone base course,

200 mm of granular subbase course and 350 mm gravel on either side of shoulder.

The construction work also includes cross drainage, side drain, masonry and gabion

structure, bioengineering, traffic safety works and maintenance work on PBM.

1.2 Contract Status

6. The agreement of the contract packages were made in five phases. In first phase, agreement of Contracts for NCB-01, NCB-02, NCB-03 and NCB-04 and in second phase, for NCB- 07, NCB-10 and NCB-11 was made. Similarly in third phase the agreement of contracts number NCB-05, NCB-08 and NCB-9 were done. Following the third phase a fourth phase contract (retendering) have been administered for NCB-06. Following the termination of NCB-04 in January 2020, the contract was re-awarded on September 2020. For NCB-12 and NCB -14 agreements of contract was made on June 2021.The contractors of all contracts have started construction work.

The overall average physical progress on awarded contract is 67.04 percentages while the overall physical progress on EMP and EMoP implementation is parallel to civil work still this reporting period. The details of contract status with date of agreement, commencement amount, over all physical progress and intended date of completion are provided in Appendix I.

2. COMPLIANCE TO NATIONAL REGULATIONS AND ADB's POLICY

2.1 Environmental Protection Rules 1997

7. An Initial Environmental Examination (IEE) Study was undertaken for all proposed roads as per Environmental Protection Act and Environmental Protection Rules1997 of Nepal. IEEs of all 28 roads were approved by the Concerned Agency, Ministry of Federal Affairs and Local Development (MoFALD).

2.2 ADB's Safeguard Policy Statement (2009)

8. According to the ADB Safeguard Policy Statement, SPS-2009 the project is classified as 'Category B' with respect to environment safeguards. As such all sub-project under the category shall undergo environmental assessment study of IEE level.

3. INSTITUTIONAL ARRANGEMENT FOR SAFEGUARDS IMPLEMENTATION

9. Ministry of Federal Affairs and General Administration (MoFAGA) is the Executing Agency (EA) and DOLIDAR (now DoLI) is the Implementing Agency (IA) for the project.

10. The implementation arrangements and responsibilities of various agencies and parties for implementing environment safeguards are provided below:

Project Coordination Unit (PCU): The PCU is the project management unit and responsible to ensure the overall compliance of the project activities with ADB’s SPS, 2009 and the applicable laws and rules under concerned Ministry of GoN. The PCU have provision of an individual environmental consultant (PCU-ES) to coordinate with the PIUs and ensure project implementation complies with the Project Administration Manual (PAM) and Site-Specific Environmental Management Plan (SEMP). The PCU provides technical, advisory, and independent audit roles to the Project to ensure the project stays in due compliance as per requirements.

12. Project Implementation Unit (PIU): The PIUs through the Executing Engineer and Project Managers is responsible for supervising implementation of the SEMP and Environmental Monitoring Plan (EMoP) by the Contractor.

13. Construction Supervision Consultant, Environment Specialist (CSC-ES): The main responsibility of the CSC-ES is to support the PCU and PIU and ensure that the construction works are in accordance with the environmental management plan/sub-plans and other environment-related stipulations of the construction contract documents.

14. Contractor: The Contractor is the principal agent to implement the SEMP and EMoP during the pre-construction, construction and post construction stages of the project.

15. The CSC Environmental Specialist and the PCU Environmental Consultant monitor SEMP implemented by the contractors.

16.During reporting period, The CSC has one Environmental Specialist as an intermittent basis. Name of the safeguard person in the project is given in Table 2.

17. Environmental safeguard related project activities are in compliance with covenants provisions. The following are the covenants (Table 3) to the financing agreement with ADB and compliance thereof for the project.

Environment

The Borrower shall ensure, or cause DOLIDAR to ensure, that the preparation, design, construction, implementation, operation and decommissioning of the Project and all project facilities comply with (a) all applicable laws and regulations of the Borrower relating to environment, health and safety; (b) the Environmental Safeguards; and (c) all measures and requirements set forth in the IEE, the EMP, and any corrective or preventative actions set forth in a

28 IEEs were approved according to the provisions prescribed in environmental protection act 1997 and Environmental Protection Rules 1997 of government of Nepal including compliance to other relevant laws and rules. Safeguard measures set forth in IEEs and EMPs are being complied with. Approval from council of ministers for using forest land and cutting of trees thereof required for 17 road sub-projects were also obtained. 11 IEEs are updated and 2 IEEs were revised and approved from

Human and Financial Resources to

Environmental Safeguard focal person is assigned for 25 road sub-project under 11 contracts. One environmental specialist at CSC and one individual environment specialist at PCU with intermittent inputs are at place to overlook on environmental safeguard. Besides focal person is also assigned to look after environmental matters at PCU.

Safeguards-Related Provisions in Bidding Documents and Works Contracts

The Borrower shall ensure or cause DoLIDAR to ensure that all bidding documents and contracts for Works contain provisions that require contractors to:

(a) comply with the measures relevant to the contactor set forth in the IEE, and the EMP, and any corrective or preventative actions set forth in a Safeguards Monitoring Report;

(b) make available a budget for all such environmental and social measures;

(c) provide the Borrower with a written notice of any unanticipated environmental, resettlement or indigenous peoples risks or impacts that arise during construction, implementation or operation of the Project that were not considered in the IEE, or the EMP;

(d) adequately record the condition of roads, agricultural land and other infrastructure prior to starting to transport materials and construction; and

(e) Reinstate pathways, other local infrastructure, and agricultural land to at least their pre-project condition upon the completion of construction.

(a) Provisions are included as a part of the bidding documents and Work contract. Air and Water quality monitoring, water sprinkling to arrest fugitive dust and quantities to address slope instability are reflected in item EMP and EMPoP (3.10) of BoQ. Health, safety and protection of environmental measures including other are outlined in condition of contracts. The measures set forth in the IEE, the EMP and Monitoring Report are being complied with, (b) budgetary measures are provisioned for compliance of all environmental and social measures set forth, (c) no any issues observed or recorded till date, (d) features are recorded and being recorded with significant details, and (e) being complied with

cause DoLIDAR to do the following:

(a) submit Semi-annual Safeguards Monitoring Reports to ADB and disclose relevant information from such reports to affected persons promptly upon submission;

(b) if any unanticipated environmental and/or social risks and impacts arise during construction, implementation or operation of the Project that were not considered in the IEE, or the EMP, promptly inform ADB of the occurrence of such risks or impacts, with detailed description of the event and proposed corrective action plan; and

(c) Report any actual or potential breach of compliance with the measures and requirements set forth in the EMP promptly after becoming aware of the breach.

and relevant important information deemed necessary are being disclosed to affected persons on time, b) Prepared report of blasting consideration at difficult road alignment section along Solawang - Raule - BaluwaNaigadpul - Jamaabagar - Simalchaur - Hukaam - Ranmamaikot Road and submitted to ADB. Two minor issues related to religious structures in Parbat District were solved and informed to ADB with detailed description and proposed corrective action plan. Other unanticipated risk and impacts not identified by IEE and EMP reports is not noticed yet. Will be addressed immediately with due details upon manifestation of any such event. c) any issue related to subject matter under reference covenant are not noticed yet

5. COMPLIANCE TO ENVIRONMENTAL MANAGEMENT PLAN

18. Environmental Safeguards activities are being undertaken in accordance with SEMP ( 28 Nos.) documents that were prepared based on approved IEEs and EMP. Environmental Monitoring Plan (Checklist)were regularly updated and administered and data thereof are recorded and presented accordingly(AppendixII) for maintaining up to date environmental safeguard status.

5.1 Permits and Clearance for Construction Work

19. Forest: Clearance approval from Council of Ministers, Government of Nepal was obtained for all 17 roads out of 20 project roads and three roads are reported requiring no forest clearance1. The details of tree cutting approval are provided in Appendix IX.

The right of way (10 m both side from centre line) information was taken in IEE. But during implementation phase only construction width/impact area (only 10 m) was taken and verification survey with DFO was conducted, a site specific environmental management plan (SEMP) was prepared by contractor, and it was confirmed that tree clearance was not required.

20. Other Permits: Written permits have been obtained and agreements have been furnished between landowner and the sub-projects for using private land for different project activities. Permits required for forest, use of public land as a part of setting different project structures and features have also been taken and they formed the part of SEMP documents. Permits are being taken from landowners of private lands and public land for new sites and revised sites for disposal of spoils, camp sites, quarries and material storage sites, parking area, hot-mix plants and other project structures, features and activities.

6. SAFEGUARD MONITORING

6.1 Construction Activities

21. IEEs for all 28 roads were approved at different dates by MoFAGA. Significant discrepancies on the number of trees and forest area mentioned in IEE report and actual field data on number of trees to be felled and area of forest land to be acquired for desired road width was observed during the monitoring visits for 13 road sub-projects. To address the issue IEE and EMP reports of following 13 road sub-projects were updated (Table 3) after a joint verification of the forest area and tree data measurements between DFO and the PIUs team;

Selection of Additional Roads : 9 additional roads measuring 78.908 km in length were selected in eight initial districts for upgrading into RCIP standards. For determining the environmental clearances required selected roads were evaluated against a screening checklist considering indicator like completion of IEE, previous intervention by RRRSDP, existing surface, forest along the alignment, tree clearances requirements and use of forest land and Cabinet Approval Received for tree clearance and use of forest land. Following the screening of nine sub-projects a total length of 24.11 km additional section that includes Latamorang-Babiyabirta-Goigadha (9.35 km) of Morang District, Padajungi (Lakhanpur) -Guhawari-Laladhbandra - Jharka-BaluwathanChapramari –Khajurgachhi (3.76 km) of Jhapa District and Solawang - Raule – Baluwa-Naigadpul - Jamaabagar - Simalchaur - Hukaam - Ranmamaikot Road's (Baluwa - Tribeni Sector) (11.00 km ) of Rukum District were selected for further action. The previously approved IEEs of roads of Rukum, Morang and Jhapa districts were revised and approved from MoFAGA.

22. Based on IEEs and EMPs of the sub-projects, the environmental monitoring plan has been developed. The baseline and compliance monitoring progress noticed during the reporting period are:

6.1.1 Compliance Monitoring

23. Project has developed environmental safeguard compliance matrix with weightage indicating different activities of during pre-construction, construction and operation phase and the average value has 80.18 out of 100. Sub-project wise detail value has presented inAppendix III.

Regular site visits from environmental focal persons of contractors, and CSC team included matters regarding:

• Environmental safeguard activities and timely submission of monitoring reports by contractor;

• Submission of construction phase air quality and water quality test report as construction progress;

• Expedition on targeted bio-engineering works in approaching quarter;

• Maintenance in written of all permits, clearance and approval required for Camp/ labour camp, stockpile, equipment yard establishment, quarry operation, crusher plant, spoil disposal sites etc.);

• Monitoring of Health and Safety Management Plan and safety regarding SARS-COV-2 as per standard SOP for COVID-19 pandemic and Traffic management Plan;

24. Orientation Training: Awareness training regarding environmental safeguard requirement of the ADB and The GoN in general and preparation of Site Specific EMP in road construction in specific were delivered to contractor personnel of all contracts. Orientation on project safeguard requirements including process and requirements of forest clearance, land acquisition were also delivered to officers of DFO, District Land Revenue Office, District Land Survey Office and Engineers for projects under PIU.

25. Overall physical progress on environment is parallel to civil works and financial

progress is 43.3%, detail contract wise status has been given in Figure 3.

26. Compensation to Loss of Trees and Forest Land: Forest clearance approval has been completed of all 17 roads. Memorandum of Understanding (MoU) between PIUs and respective Division Forest Office (DFO) in this regard has been signed for10road subprojects. The summary of progress has been presented in Table 5. PIUs are monitoring and closely coordinating with respective DFO for compensatory plantation measures as a part of agreement. The remaining agreement between PIUs and DoF are in pipeline. PCU is allocating budget for the compensation for the area of forest land converted to road.

27. Air and Noise: Ambient air quality parameters measurements are required to be recorded before, during and after construction work. Sampling locations were proposed and finalized at Major Settlement/School/Health Center. The Monitoring of parameters like total suspended particles (TSP), Particulate Matter (PM 10), Sulfur dioxide (SO2), Nitrogen Dioxide (NO2), Carbon monoxide (CO) is completed for pre-construction phase (Appendix IV) and are ongoing for construction phase. NCB-1, NCB-2, NCB-3, NCB-5, NCB-7,NCB-08, NCB-09 and NCB-10 have conducted construction phase monitoring and other packages have planned to conduct. NCB 12 and NCB 14 have planned preconstruction phase monitoring. The difference of pre-construction and construction phase air quality monitoring data is presented in Figure 4. The results are analyzed by comparing with National Ambient Air Quality Standards (NAAQS, 2012), ADB SPS 2009 (Pollution Prevention and Abatement Para 33) and the World Bank Group’s Environment, Health and Safety Guidelines. The standard is given in Table 6. All the tested parameter values are found within prescribed limit of set out standards. Water is being sprinkled continuously for suppression of the fugitive dust.

28. The parameters like pH, Total Suspended Solids (TSS), and Oil& Grease is being measured. Results is analyzed by comparing with Nepal standard and ADB SPS 2009 (Pollution Prevention and Abatement Para 33), the project has comply to the more stringent standards between the country’s regulations and World Bank Group’s Environment, Health and Safety Guidelines. All contract packages had done baseline water quality monitoring. NCB-1, NCB-2, NCB-3, NCB-5, NCB-7, NCB-08, NCB-09 and NCB-10 have conducted construction phase monitoring and other packages have planned to conduct.

29. Environmental Focal Person: Focal person (Contractor’s engineers) has been assigned for11 packages and new two packages yet to be assigned (Appendix IV).

30. Contractor Camps/Labour Camps: Contractors have established camps at different road chainage and location along the road alignment for each contract packages. In few cases camps have been housed in private structures where prior agreement and consent with the respective owners has been undertaken. The status of basic facilities including OHS and sanitation are found satisfactory at each camp site.

31. Quarry Sites and Crusher Plant: The recent status on approval for quarry sites indicates that approval have been obtained for 11contracts. The details of quarry and crusher plant locations are provided in Appendix V. In few cases aggregates for construction have been obtained from local suppliers that have taken environmental clearances.

32. Relocation/ Reinstatement of Private/Public Facilities and Amenities: Water supply pipe lines, electric pole, irrigation canals are reinstated and relocated at 12 road sub-projects.Additional actions are being undertaken for remaining to relocate electric poles, private and public facilities including water supply system.

33. Water Sprinkling for Dust Arrest:Regular water sprinkling in a quantity at the rate 2.4 to 2.8 liters per square meter for at least 2 times a day is provisioned in all road contracts in order to arrest dust nuisance along the road. Water is being sprayed by a water tanker at regular basis along settlement to arrest fugitive dust as and when required especially in the contracts where earthworks have been undertaken significantly.

34. Bio-engineeringworks:Bioengineering work such as slope trimming, gabion wall, dry stone check wall, rip-rap drain, plantation work such as grass plantation, brush layering, tree plantation turfing has been ongoing on NCB-01, NCB 02, NCB 03, NCB 06, NCB 07, NCB 08, 09 and NCB 10. NCB 04, NCB05, and NCB 11 have not started plantation work. SRE/REs have given reminder letters/instruction to expedite bioengineering work(Refer Appendix XI). The physical progress on bio-engineering has 42.36%.The detail contract wise breakdown has been given in the Figure 6.

project and contractors are oriented about requirement of construction site safety. Safety sign, demarcation of working area, traffic bypass and others are maintained by all contractors.

36. Health and Safety Management Plan and Camp Site Management: Plans are prepared to address for OSH measures; safety and first aid and are operated in accordance with the prepared plan. The HSMP have been revised with incorporation to address matters regarding safety from COVID-19 pandemic. Labour camps are at place at different location along roadside and are operating with due consideration of health and safety measures. Safety gears and first aid are provided to the labour by all contractors however, supply of adequate numbers of safety gears is yet to be improved.

37. Standard Operating Procedure (SOP) for COVID-19: For the containment, transmission control and management of SARS-COV-2 at project and at all work sites, separate SOPs for project and the contract package is finalized with inclusion of monthly monitoring checklist that is being submitted by the contractor (Appendix X) .

38. Spoil Management: Tipping sites for excess spoils management has been identified for hill road contracts and has also formed part of the SEMP. Spoil are being tipped in designated location in a managed way with over 80 percentage of compliance. Permits were taken from the private land owners at the sites and location where the tipping was finalized.

39. Establishment of Safeguard Unit: Establishment of a safeguard unit comprising member from PCU focal person, PCU safeguard person has established.

40. Monthly Monitoring Report Submission: The CSC has regularly submitted monthly and quarterly progress reports on different aspect of contract management, implementation and administration including progress reporting on environmental safeguard monitoring and compliance.

7. IMPLEMENTATION OF GRIEVANCE REDRESS MECHANISM AND COMPLAINTS RECEIVED FROM STAKEHOLDERS

7.1 Establishment of Grievance Redress Mechanism in the Project

41. A Grievance Redress and Management Guidelines 2075 BS is approved by RCIP. Based on these guidelines, Grievance Redress and Management Committee are formed at following three levels by the project:

42. Field-Level Committee: A total of 67 Grievance Redress Sub-committees has been formed. The member of each committee comprises of Ward president, PIU-engineer, RE-CSC, APs, Contractor's representative and Social mobilizers;

43. 16 Project-Level (PIU) Committee (District level) GRCs comprising of Project Manager PIU, Municipality/Rural Municipality Representatives, Representative from CDO, DCC- Representative,, representative from DLRO, representative DSO, APs and CSC Social Development and Gender Specialist formed; and

44. One Central-Level (PCU) Committee comprising of Project Coordinator-PCU, CDE-PCU, Section Chief-Finance and Administration Section-PCU, Sociologist-PCU, Designated Road Engineer-PCU, Environment Safeguard Specialist-PCU, Social Safeguard Specialist-PCU and Engineer from Planning and Monitoring Section is formed.

45. 20grievances were recorded till date related to disturbance on drinking water supply, fugitive dust nuisance, and landslide, disturbance on drainage and irrigation canal and drainage problems. The filed grievances were duly discussed among stakeholders and addressed(AppendixVII).

8. OTHERS

46. Virtual midterm review mission (mission) held from 26 July – 16 August 2021.The progress on environmental safeguard as per agreed actions was given in Table 7.

9. CONCLUSION AND RECOMMENDATION

47. The pre-construction and construction phase activities undertaken during this period is summarized as follows:

• Overall physical progress on environment is parallel to civil works.

• All forest clearance approval has been completed.10 Memorandum of Understandings (MoU) have been signed between PIUs and respective Division Forest Office (DFO).

• Contractor are implementing SEMP, HSMP Plan and standard environment safeguard monitoring checklist are submitted on monthly basis by the contractors.

• Baseline and construction phase air and water quality monitoring is completed by NCB-1, NCB-2, NCB-3, NCB-5, NCB-7,NCB-08, NCB-09 and NCB-10;

• A Standard Operating Procedure (SOP) to address SARS-COV-2 is approved and is monitored through structured standard checklist;

• Effort has been made towards maintaining effective and quantified environmental safeguard database;

• Environmental Focal person is nominated for all 11 contracts;

• Bioengineering activities are going parallel to civil works.

6 Traffic movement

8 Hydrology and drainage

Provision of adequate cross drainage structure shall be made to ensure smooth passage of water while maintaining natural drainage pattern of the area. The discharge capacity of the cross drainage structure shall be designed accordingly. • Provision of adequate side drainage shall be made in water stagnant/logging areas. • The construction work near water body shall be planned preferably in dry season so that water quality of the water channel is not affected due to siltation and rain water runoff. • Elaborate drainage system shall be provided to drain the storm water from the roadway and embankment to ensure minimum disturbance to natural drainage of surface and subsurface water of the area. • Provision of additional cross drainage structure shall be made in the areas where nearby land is sloping towards road alignment on both the sides. • Provision of concrete road construction in habitat area with drainage of both side of the road shall be made as per the design provision and with adequate slope to prevent any water logging. • Road level shall be fixed above HFL. Embankment slope stabilization measures shall be planned. Stabilization measures may include vegetative treatment, stone pitching, retaining wall where feasible, and bioengineering

Sourcing and transportation of construction material ( aggregates , earth)

Borrow Earth: • The borrow earth shall be obtained from identified locations and with prior permission from landowner and clear understanding for its rehabilitation. • Borrowing earth from agricultural land shall be minimized to the extent possible. If this is not possible, then excavation sloped will be smoothed and depression will be filled in such a way that it looks more or less like the original ground surface. • Borrow areas might be used for aquaculture in case landowner wants such development. Aggregate : • The stone aggregate shall be sourced from existing licensed quarries and the later should follow the DOLIDAR’s Guidelines for Quarry Area Management • Copies of consent/ approval / rehabilitation plan for use of existing source will be submitted to PCU. • Topsoil to be stockpiled and protected for use at the rehabilitation stage . Transportation of Construction Material: • Existing tracks / roads are to be used for hauling of materials to the extent possible. • Prior to construction of roads, topsoil shall be preserved or at least shall be used for any other useful purposes like using in turfing of embankment rather than allowing its loss by construction activities. • The vehicles deployed for material transportation shall be spillage proof to avoid or minimize the spillage of the material during transportation. In any case, the transportation links are to be inspected at least twice daily to clear accidental spillage, if any.

Loss of productive soil, erosion and land use change

• It shall be ensured that the land taken on lease for access road, construction camp and temporary office of the storage facilities is restored back to its original land use before handing it over back to land owner. • The top soil from the productive land (borrow areas, road widening areas etc.) shall be preserved and reused for plantation purposes. • It shall also be used as top cover of embankment slope for growing vegetation to protect soil erosion. • Cut and fill shall be planned as per “Work Norms for Agricultural and Rural Roads (1998)” and “Technical Specification for Agricultural and Rural Roads (1998)” provisions. • All steep cuts shall be flattened and benched. • Shrubs shall be planted in loose soil area. • Recommended practice for treatment of embankment slopes for erosion control shall be taken into consideration as instructed by the CSC. • Soil erosion shall be visually checked on slopes and embankment areas. Compaction and contamination of soil

To prevent soil compaction in the adjoining productive lands beyond the ROW, the movement of construction vehicles, machinery and equipment shall be restricted to the designated haulage route. • The productive land shall be reclaimed after construction activity. • Septic tank or mobile toilets fitted with anaerobic treatment facility shall be provided at construction camp/temporary office/storage areas. • Domestic solid waste at construction camp shall be segregated into biodegradable and non-biodegradable waste. • The non-biodegradable and recyclable waste shall be sold off. • Fuel and lubricants shall be stored at the predefined storage location. • The storage area shall be paved with gentle slope to a corner and connected with a chamber to collect any spills of the oils. • All efforts shall be made to minimise the waste generation. Unavoidable waste shall be stored at the designated place prior to disposal. • To avoid soil contamination at the wash-down and re-fueling areas, “oil interceptors” shall be provided. Oil and grease spill and oil soaked materials are to be collected and stored in labelled containers (Labelled: WASTE OIL; and hazardous sign be displayed) and sold off to authorized re-refiners.

12 Construction debris and waste

All excavated materials from roadway, shoulders, verges, drains, cross drainage will be used for backfilling embankments, filling pits, and landscaping. • Unusable debris material should be suitably disposed off at pre-designated disposal locations, with approval of the concerned authority. • The bituminous wastes shall be disposed in secure manner at designated landfill sites only in an environmentally accepted manner. • For removal of debris, wastes and its disposal guidelines provided by the CSC should be followed. • Unproductive/wastelands shall be selected with the consent of the land owner and local authority. The dumping site should be of adequate capacity. It should be located at least 500 m away from the residential areas. Dumping sites should be away from water bodies to prevent any contamination of these bodies.

13 Air and noise quality

Low Sulphur diesel shall be used in DG sets and other construction machineries. Construction vehicles and machineries shall be periodically maintained. • The requisite PPE (helmet, mask, boot, hand gloves, earplugs) shall be provided to the construction workers. • Workers’ exposure to noise will be restricted to less than 8 hours a day. Workers duty shall be regulated accordingly. • Contractor shall comply with the DOLIDAR’sOSH Guidelines, 2017.
