© Strategy 1.1: Bayahinan Agri Clusters (BACs) "Block Farm Program" Now on its 5th year of implementation, the Block Farm Program continues to pursue the goal of converting consolidated farms owned by agrarian reform beneficiaries and small sugarcane farmers into agribusiness centers through professionalized farm management and mechanized farming with provisions for logistical, financial, technical and production support services. As of December 31, 2021, the sum of P6,475,126.97 start-up capital was provided to 213 block farms for the establishment of HYV nurseries in Visayas, and the procurement of agricultural inputs in Luzon/Mindanao.

Table. 1. Block Farm Interventions/Support From January 1 to December 31, 2021, out of the 81 validated block farms in Luzon/Mindanao and Visayas, a total of 58 block farms are accredited with 2,040 enrollees. Eighteen (18) block farms accredited in Luzon/Mindanao with 480 enrollees, and forty (40) block farms in Visayas with 1,560 enrollees. Among the accredited block farms, three (3) have been accredited as Civil Society Organizations (CSO) in Visayas. Total hectares covered for Luzon, Visayas & Mindanao is 8,416.16 hectares. Other interventions provided from January 1 to December 31, 2021 are, the establishment of 62 HYV nurseries, 35 capability building conducted to 2,408 total participants. Total start-up capital provided for block farms in Luzon/Mindanao and Visayas amounted to Php6,475,126.97. The start-up capital funds the procurement of agricultural inputs in Luzon/Mindanao and the

interventions/support given to the BFP is shown in Table 1.

The Socialized Credit Program (SCP) of SIDA 2015 was designed to promote and support the productivity improvement programs to boost the production of sugarcane and increase the incomes of sugarcane farmers/ planters and farmworkers

SCP is available to SRA-registered sugarcane farmers, associations, and service providers, through the Land Bank of the Philippines as a government financial institution, for the acquisition of production inputs, farm machinery, and implements necessary for the continuous production of sugarcane.

From January 1 to November 30 of this year 2021, based on the available data submitted by Agrarian Accounting Department (AgAD) of Land Bank of the Philippines (LBP) to SRA, a total amount of PHP149.62 million has been released to 235 sugarcane farmer beneficiaries of SIDA Socialized Credit Program. Despite the risk and serious effect of Covid 19 to our daily lives and everything around us, the SRA and LBP administration and ground personnel continued to work hand in hand in order to deliver the services needed by the farmers, in particular the Socialized Credit program.

A. "Variety Sourcing, Development, Propagation & Distribution" • Canepoints. Sourced from Luzon Agricultural Research Centers

(LAREC) located in Floridablanca, Pampanga and the La Granja Research Center (LGAREC) in La Carlota, Negros Occidental. Total canepoints distributed from January 1 to December 31, 2021 is 1,157.04 lacsa or 11,570,400 pieces to 178 planters/farmers.

SUGAR REGULATORY ADMINISTRATION

• Biological Agents - The mass production of Trichogramma as a biological control agent, against sugarcane stem borers, of the LGAREC have a significant impact to the sugarcane planters as well as to rice, corn, and vegetable farmers in Negros and other parts of Visayas due to its proven efficacy, affordability and safety in comparison to toxic chemical agents which is harmful to both health and environment. A total of 40,449 pieces of T. strips were produced of which 31,247 pieces were distributed to 61 clients from January 1 to December 31, 2021.

• Plantlets. The utilization of micro-propagation technology to rapidly multiply newly released varieties of sugarcane to produce and to distribute to sugarcane industry stakeholders. Table 2 shows plantlets variety and distribution of 115,510 pieces and 30 clients from January 1 to December 31, 2021.

• Soil Analysis. The result of soil analysis is essential to properly recommend the kind and volume of fertilizer to apply in each farm. The Soils Laboratories of SRA continuously cater to the analytical needs of sugarcane farmers. Total soil samples analyzed from January 1 to December 31, 2021 is 2,165 assisting 689 planters/farmers/block farms.

• Beneficial Micro-Organism (BMO). The BMO is a nitrogen fixer for sugarcane which promotes crop growth, protection, stress resistance, and nutrient uptake efficiency. BMO produced from January 1 of December 31, 2021 is 6,225.72 gallons and distributed to 159 interested sugarcane farms with area of 622.57 hectares.

B. "Crop Estimation Project - SRA Yield Estimation System for Sugarcane (YESS)"

The CE Team continuously generate satellite-based crop monitoring data, soil moisture data, NDVI, regular monitoring of the SRA AWS (Automatic Weather Station), Updating of the yield estimate based on the Monthly PAGASA Rainfall Forecast, Mapping of sugarcane areas.

Crop Estimate System and Crop Productivity Monitoring • Below is the area validated by the field surveyor of Luzon and Mindanao. The Pensumil and Tarlac ad already completed

the area validation. There is also a collaborative work on the field personnel of Davao and Bukidnon Sugar Mills for the area validation in their districts. Sampling sites data gathering is now an on-gong task of the field surveyors.

• Comparative Assessment on Tons Cane Milled and Raw Sugar Production is being monitored every week using the Sugar Bulletin Data of Regulation Department.

The Infrastructure Program of the Sugar Industry Development Act of 2015 (SIDA) aims to contribute to the agricultural development by providing the key sugarcane-producing areas or sugarcane mill districts with all-weather roads that will connect the sugarcane farms to the sugar mills, bioethanol distilleries and other processing facilities.

From 2016-2019 GAA, 130 FMR and 2 bridge projects were completed having a total length of 153.69 kilometers and 43 meters.

For GAA 2020, 37 FMR projects and 1 Bridge project have been funded. For the FMR projects, the 34 have been completed with a length of 19.21 kilometers and the remaining 3 with total length of 2.14 are still being constructed. The construction of the 14 meter-bridge project was also completed.

For GAA 2021, out of the 56 FMR construction projects, five (5) are now completed, 27 are on its construction stage, 13 are awarded and 11 are still in its pre-implementation stage.

Table 2, shows the summary of SIDA FMR Projects among the sugarcane producing provinces nationwide.

Table 3, indicates the bridge projects constructed in three (3) provinces.

Farmers enrolled in the block farms are given access to the specific technical support provided by SRA thru its Extension Service offices. Table 4 shows the various farm machineries distributed to the block farms and the Mill District Development Councils (MDDC).

On June 2020 the Japan Non-Project-Grant Aid Agreement was signed. Japan committed a total amount of 800 million Yen for the procurement of farm machineries (tractors, harrows, mechanical planters and mulchers).

Memorandum Circular No. 14, series of 2020 or the Implementing Guidelines of the Japan Non-Project Grant Aid to SRA on Economic & Social Development Programme and was superseded by Memorandum Circular No. 5, series of 2021 revising the guidelines.

As of December 31, 2021, forty five (45) applicants/proposals passed the eligibility requirements were endorsed to the Administrative & Finance Department (AFD) and Agricultural Biosystems Engineering (ABE) for financial capacity and operational capability evaluation. Evaluation of eligibility requirements of seven (7) project proposals is on-going. A Memorandum of Agreement (MOA) was endorsed and approved by the Sugar Board on June 13, 2021.

Farms. The pesticides were distributed per mill district through their respective offices. Orientation on the proper use of the chemical to avoid biohazard issues and ensure the safety of the farmers is also being conducted.

As of December 31, 2021, SRA has provided Php2,533,825.00 million worth of chemical pesticides. Another Php

3,115,000.00 million worth of pesticides has completed bidding procedures and is scheduled for distribution in January 2022.

will have an impact on the identification of stopgap varieties for areas prone to waterlogging and drought. With the current goal of expanding sugarcane production areas, the result from this study will be vital. Moreover, the identified varieties from this project are starting materials for the development of resilient sugarcane varieties adaptable to variable environmental conditions. Table 2 shows selected sugarcane varieties for drought & waterlogging tolerance. These varieties are for evaluation. Result/terminal report will be released by middle of 2022. As of December 31, 2021, the research layout in our LAREC site was already harvested. Juice analysis and other pertinent growth data were submitted to UPLB for consolidation of the terminal report.

@ Strategy 2.4: Food Safety and Regulations -"SRA Food Safety Regulatory System"

The development of the Food Safety Regulatory System of SRA is targeted on the last quarter of 2021. On March 24, 2021, the Food Safety Regulation Coordinating Board (FSRCB) had its meeting and one of the agreements reached was the creation of the Committee for the Delineation and Linkage of Food Safety Mandates. Delineation on regulatory function on sugar will be included in this committee's task and the crafting of food safety regulatory framework may proceed once functions have been defined.

The approval of Revisions of the FSRCB Manual of Procedures and its resolutions has put into effect the creation of new committees. To date, the Committee on Delineation and Linkage of Food Safety Mandates had its initial meeting last November 12, 2021 and was chaired by the Department of Agriculture. Meetings with agencies with concerns on mandates will be conducted on a one on one basis. As of December 31, 2021, no succeeding meeting have been scheduled.

The monitoring of raw and refined sugar quality and safety conformance to the Philippine National Standards (PNS) as produced is a continuous activity of the Laboratory. From January 1 to December 31, 2021 the amount of raw and refined sugar analyzed by the Sugar Laboratory in Quezon City and Bacolod City numbered 839 and 224 respective. Total test certificates issued for raw and refined sugar is 1,299.

Forty-one (41) projects under the R,D & E Program have been completed (Table 1). Output of the research projects will be packaged and disseminated to make them useful to the sugarcane farmers and other stakeholders as future reference to sugarcane production.

Through the RDE Program, different laboratory equipment were donated for the upgrading of five (5) MDDC laboratories, 1 planter cooperative and four (4) State Universities and Colleges (SUCs).

The SIDA-RDE Program, in collaboration with the University of the Philippines (UPLB) is also conducting studies and developments of drought and waterlogging tolerant varieties entitled: Assessment of Sugarcane Varieties & Germ plasm Collection for Drought & Waterlogging Tolerance, the object of this project is to support the development of climate change resilient sugarcane varieties through the identification of drought and waterlogging tolerant sugarcane variety/germplasm accession. I Strategy 3.2: Global Trade, Export Development & Promotion - "Regulatory Services"

Sugar Allocation.

As of the beginning of the new cropping season, the allocation of sugar produced for CY 2021-2022 is based on Sugar Order

No. 1, series 2021-22, dated August 27, 2021. SRA Pre-Milling Estimates sugar production at 2.099 MMT and shall be

quedanned by the mill companies, as implementers of the Sugar Order allocating 100% to "B" or Domestic sugar market.

Exports.

The United States of America has allocated for the Philippines an initial quota of 142,160.00 Metric Tons Raw Value (MTRV) or

138,154 Metric Tons Commercial Weight (MTCW). From January 1 to December 31, 2021, the Philippines had shipped out a

total volume of 112,008 MTCW.

@ Strategy 4.1: Agri-Industrial Career System - "SIDA Scholarship Program"

For Academic Year 2021-2022, both implementers CHED and SRA have reported the following total number of on-going and new scholars under its implementation as shown in Table 1 Scholarship Implementers.

Under the SIDA-SRA Program, there are 234 on-going scholars (13 new and

221 continuing). The breakdown of slot allocation per region is shown in the Table 2.

For the first semester of AY2021-2022, SRA downloaded the total amount of P3.8M,

deposited directly to the individual scholars Landbank accounts. A Php3.250M

additional financial benefit (monthly stipend, tuition and miscellaneous expenses) was

disbursed in the month of December, for those who have complied with the

documentary requirements.

O Strategy 4.2: Education & Training: Agri-Business Management - "Capability Building of Farmers Through Outreach Programs and Trainings in Sugarcane Farming"

Training is a valuable tool in enhancing the knowledge and skills of the sugarcane

farmers. The Extension and Services unit of the RDE oversees the conduct of trainings

for the sugarcane farmers. Despite the pandemic, the Extension Services were still able

to conduct capability buildings for the sugarcane farmers. Total conducted trainings

from January 1 to December 31, 2021 were 35 trainings participated in by 2,408

farmers.

@ Strategy 4.3: Youth and Women Engagement - " Gender Equality and Social Inclusion (GESI formerly GAD)"

Due to the still on-going pandemic the Gender Equality and Social Inclusion (GESI) Committee, formerly Gender and Development (GAD) has deferred the conduct of training activities for the year.

@ Strategy 4.4: Ease of Doing Business & Transparent Procurement - " Onboarding on TradeNet"

The Anti-Red Tape Authority (ARTA) has mandated all Trade Regulatory Government Agencies (TRGA) involved in approving

import and export permits and the like to get on board TradeNet to reduce processing time and harmonize permitting

procedures. This is a single platform which enables clients to access transactions through the mandatory onboarding.

Initial testing of the TradeNet platform conducted was completed on July 28, 2021. On the 31st of August of the same year, SRA

was recognized for its support and participation to the critical onboarding activities. SRA was able to comply and initiate the

platform to five (5) of its clients, with positive results.

As of December 31, 2021, TradeNet is still awaiting status updates from the Department of Finance (DOF).
