Message

Along with the 221,000 strong Philippine National Police (PNP) personnel, it is my honor and pleasure to present the PNP Accomplishment Report for 2020. It was a year of more relentless and tougher stance against crime, illegal drugs, corruption and terrorism.

The PNP, while facing various challenges brought by the global pandemic due to the Corona virus, as well as disastrous natural events, continued to implement reforms that focused on improving police performance, morale and welfare, and peace and order in accordance with the PNP’s mandate to serve and protect the public under the new normal.

These reforms are the results of conscientious effort to resolve organizational and administrative gaps in the institution. I always believe that it is not only our fellow policemen who should benefit from these reforms but more importantly, our fellow countrymen who always want us to be more efficient and effective for them to always feel secured and protected.

I take pride, as the father of this organization, that we gave our best in performing our mandated duty, and we are ready to move forward with confidence and optimism as we assure our countrymen that the PNP is now facing the 2021 better prepared, more equipped and more confident to address the challenges ahead.

The PNP will remain at the frontline as we continue to volt-in for a better and safer country.

Greetings to the valiant men and women of the Philippine National Police on the successful publication of your PNP Annual Accomplishment Report 2020. This report chronicles your commendable achievements in maintaining peace, order, and public safety in 2020. All these ultimately contribute to the foundations of nation-building in the country.

Truly, despite the challenges we faced last year, the PNP has proven itself worthy of praise and esteem by displaying professionalism, accountability, and commitment in the realm of law enforcement and public service.

I therefore commend the leaders, key officers, patrolmen and patrolwomen, as well as the non-uniformed personnel for staying true and living up to the standards of your duties and mandates. Thank you for upholding peace and order, and for serving and protecting the Filipino people. I hope that you will continue to march forward in our key campaigns, in cleaning the public image of the PNP, and in developing excellent and morally upright police personnel.

Meanwhile, the Department of the Interior and Local Government rallies behind you as you press for the fulfillment of your vision to free the Philippines from the shackles of illegal drugs, criminality, insurgency, and terrorism.

The Philippine National Police (PNP) was fortunate to have led by three Top Cops in 2020 that made the organization

remained focused and steadfast in the performance of its mandated tasks.

As the whole country started to experience the onslaught of natural disaster with the eruption of Taal volcano and the COVID-19 pandemic in the early part of the year, POLICE GENERAL ARCHIE FRANCISCO F GAMBOA had introduced the writing of the New Narrative of the PNP. Foremost in the new narrative is an empowered PNP that sets the tone to cope with the new normal condition to better serve the Filipino people.

Upon his retirement, he was replaced by POLICE GENERAL CAMILO PANCRATIUS P CASCOLAN who sustained the initial gains in the implementation of the new narrative of the PNP. His 9-point strategic thrusts are the brainchild of the long-term vision of PNP P.A.T.R.O.L. Plan 2030 towards high impact results and long-term victories not only for the PNP but also for the communities.

POLICE GENERAL DEBOLD M SINAS, took the helm as the 25th Chief of the Philippine National Police in the last quarter of the year. He pursued the new narrative of the PNP that has been written and set by his predecessors that required continuity---the strengths and success. Aligned with the established PNP thrusts, missions and objectives, the PNP persistently supported the national government in the relentless campaign against illegal drugs, corruption, and criminality.

Coping with the New Normal... Leading to Peace and Prosperity

Moreover, new and long-term initiatives were implemented in response to the various challenges that the PNP encountered during the year. Highlights of the PNP accomplishments in 2020 include the following:

On Resource Management, despite the existence of the pandemic that almost paralyzed the economy, the absorptive capacity of the National Headquarters Bids and Awards Committee in obligating the fund for the Capability Enhancement Program 2020 is 86% which translates to its capability and expertise in conducting procurement projects necessary for the implementation of its administrative and operational functions.

The PNP optimized the utilization of its financial and logistical resources to enhance capabilities on move, shoot, communicate and investigate with the procurement of equipment amounting to PhP1,714,781,948.00 under the CEP 2020.

On Learning and Growth, recruitment quota of 10,000 for CY 2020 was 100% filled up. This was made possible with the use of the PNP Online Recruitment Application System. Likewise, in line with the Internal Cleansing Program and to ensure that only those without derogatory records are accepted in the PNP, Complete Background Investigation was conducted to the 31,745 applicants for attrition quota that resulted in the recommendation of 28,628 applicants.

Despite the continuous fight against the corona virus, education and training was pursued by adopting the blended learning platform wherein classes are conducted virtually. More than 120 classes of mandatory courses were completed and attended by more than 8,000 Police Commissioned Officers and Police Non-Commissioned Officers. Specialized courses and foreign trainings were likewise conducted and participated.

To ensure fitness during training and in the performance of police duties, the conduct of Physical Fitness Test and Body Mass Index Evaluation to the participants of mandatory career courses was implemented. Likewise, a 4-minute exercise was introduced and being performed daily by PNP personnel, every 10:00 AM and 3:00 PM.

With the implementation of the PNP anti-corruption efforts and Internal Disciplinary Mechanism, more than 4,000 personnel were penalized for engaging in different illegal activities, while more than two million awards were conferred to deserving personnel.

On Process Excellence, the PNP, in coping with the new normal situation, sustained the gains in the anti-criminality and anti-terrorism programs. Relentless police operations resulted in the following: arrest of 75,809 drug personalities and confiscation of PhP14.7 Billion worth of illegal drugs; and neutralization of 65 top most wanted persons, 61,359 other wanted persons, and 390 motorcycle-riding suspects. Notable accomplishments include the neutralization of Philippine Most Wanted Person Ruben Ecleo in Pampanga on July 30, 2020 and Margarito

Tejero Layno on March 28, 2020 who carried PhP2M and PhP1.2M reward, respectively.

Further, the neutralization of criminals contributed to the decrease of crime incidents by 22.84% and increase in Crime Solution Efficiency by 3.37% comparing the data in 2019 and 2020.

In support to National Task Force to End Local Communist Armed Conflict, 12.27% of the targeted Communist Terrorist Group personalities were neutralized by the PNP. Notable accomplishments include the neutralization of Leonardo Nabong on November 13, 2020 who carries a reward of PhP6.1 Million; Julius Giron, a Communist Party of the Philippines/New People's Army Chairman; Merhana Sawari, involved in Jolo bombing; Eleuterio Agmaliw, Commanding Officer of Kilusan ng Larangang Guerilyo, Siera Madre Central Luzon Regional Committee; and Jaime Padilla, Secretary Islacom of Mindoro.

In providing public safety services, efforts on disaster preparedness and response were expanded on search, rescue and retrieval operations, recovery assistance and clearing operations. As the whole country experienced the harsh effects of the calamities in 2020, more than 300,000 lives were saved with the quick response of the PNP. To mitigate the effects of natural calamities, the PNP ensured law and order in evacuation centers and vacated communities with the conduct of patrol operations.

Likewise, the PNP had established 375 quarantine facilities and four molecular testing laboratories nationwide including the NCRPO Mobile Swabbing Hub to accommodate its own personnel who were infected with the COVID-19 virus in the performance of their duty.

On Community, support to the PNP was overwhelmed as donations poured in. Various equipment, personal protective equipment, and food packages were donated by stakeholders and by both local and international counterparts.

Moreover, the PNP was ranked number 2 in public satisfaction rating among the top 5 government agencies according to RLR Research and Analysis Survey covering the period May 14 to June 2, 2020. This validates the PNP’s gained public trust for its sincerity in performing its mandate.

As we look forward to a brighter 2021, the PNP will volt-in to cope with the effects of the pandemic and adopt to the new normal with the continued support from the national government leadership and the cooperation of the community. The new narrative of the PNP will continue to contribute towards peace and prosperity.

Milestones of the PNP Peace and Order Agenda for Transformation and

Upholding the Rule of Law (P.A.T.R.O.L. Plan 2030)

Financial Management The PNP FY 2020 Budget amounted to PhP187,620,228.00 with an 8% increase compared with the 2019 budget.

Funds Released for Personnel Services and Maintenance and Other Operating Expenses. For the period, a total of PhP165,690,773.00 was released to cover the PS requirement of the PNP. A total amount of PhP17,627,326.00 was released to support the administrative and operational requirements of all offices/units in the Central Office to include Capital Outlay, COVID-19 related activities and Congress-Introduced Increase in Appropriation.

Prior Years Claims. A total amount of PhP764,917,462.06 was released for the payment of prior years claims of PNP personnel such as salary, regular and other collateral allowances.

Retirement and Pension Benefits. For these benefits, a total of PhP50,186,269,235.13 was released to cover the payment of Regular Pension, Lump Sum, Commutation Accumulated Leave Claims, and Back-Earned pension of the retirees.

Fiscal Management Policies Crafted/Amended and Issued. Seven Fiscal Management Policies were crafted/amended and issued.

Monitoring of Status of Trust Receipts (TR) Funded Projects. For CY 2020 TR-funded projects, two infrastructure projects were completed. A total of 183 infrastructure projects are ongoing and expected to be completed in CY 2021.

Increasing efficiency through optimum utilization of financial and logistical resources.

Resource Management

The Trust Receipts Fund Board (TRFB) programmed a total amount of PhP600,031,653.66 of which PhP529,473,562.16 is for the PNP infrastructure projects and PhP70,558,091.53 for procurement (IT projects, equipment, furniture and fixtures, etc.) projects. These projects were duly approved by the SILG and subsequently given to the different offices/units of the PNP in support to their respective operational and administrative functions.

Monitoring of Utilization of the PNP Small-Town Lottery (STL) Funds. The PNP STL Fund Board was able to pass Resolution No. 2020-001 on March 13, 2020 for the programming of PhP73,266,577.52 STL Fund covering the period May to July and September to November, 2020.

Provident Fund. A total of PhP111,990,000.00 amount of loans were granted to 1,291 PNP Personnel. The amount includes calamity loans, birthday loans and salary loans.

Development and Real Estate Management

• Real-Estate Management. For the period, 77 lots were titled under the name of the PNP. Also, the PNP was able to acquire 29 lots through the following mode of acquisition: Deed of Donation, Absolute: 23 and Conditional: 2; and Usufruct Agreement: 4 for CY 2020.

• Infrastructure Management. For the construction of police stations, a total of 74 police stations were completed, and 45 police stations are still ongoing construction nationwide. For the repair and renovation of PNP buildings/facilities, 61 buildings/facilities were renovated while 34 are undergoing renovation. Moreover, 32 other infrastructure projects were completed in CY 2020 and 41 projects are ongoing.

Logistics Management

The absorptive capacity of the NHQ BAC in obligating the fund for the Capability Enhancement Program (CEP) 2020 is 86%.

Procurement Management. Under the CEP 2020, the PNP was able to procure various equipment on mobility worth PhP726,248,000.00; firearms worth PhP614,214,190.00; communication equipment worth

Monitoring optimal use of resourcesTo ensure the optimal usage of the downloaded

financial resources, regular audit was conducted. In line with this, 30 activities were held by the different Directorates for Integrated Police Operations in this area of concern to include patrol operations, red teaming, field visits, among others.

Annual Management Audit. To determine that proper and judicious utilization of fiscal and property resources of different Police Regional Offices are in accordance

with the existing auditing and accounting policies, the Annual Management Audit is conducted regularly. This is to establish a more responsive and transparent financial management system. The Management Audit for FY 2019 was held from March 3, 2020 to December 11, 2020.

Pre-Inspection and Pre-Audit Examination. A total of 3,925 procurement activities by the D-Staff and National Support Units for CY 2020 were inspected and pre-audited.

Annual Operations Plans and Budget Estimate (AOPBE) for FY 2021. Pursuant to CMC No. 05-2020 dated March 24, 2020, the AOPBE Preparation for FY 2022 was conducted from June 24, 2020 to October 2020. The activity was spearheaded by PLTGEN JOSELITO M VERA CRUZ together with the D-Staff Program Directors, DIPOs Directors, Ad Hoc Directors, P-Staff Directors, NSUs Directors, Regional Directors, and PNPA and NPTI Directors. Lectures via Webinar were participated in by the Command Group (3), Regional Staff (9), Provincial Directors (5), selected CPOs (5), and selected MPS (5) for PROs; Command Group (3), Regional Staff (9), District Staff (45), selected CPO (14), and selected MPS (1) for NCRPO; and Executive Officers/Chief of Staff, Planning Officer, and Budget Officer of DIPOs, P-Staff, and NSUs.

Program Review and Analysis. The PNP conducted the Program Review and Analysis for CY 2019 via Zoom Teleconferencing on August 12 and 14, 2020. The said event was spearheaded by The Chief of the Directorial Staff and attended virtually by all Directors of the Directorial Staff as Panelists as well as their Budget and Fiscal Officers. The presentations were participated in by the Regional Chiefs of the Directorial Staff and their respective Regional Comptrollers as well as their counterparts in National Support Units. After each presentation, assessment was given by the Program Directors/Panelists based on their observations.

Research and DevelopmentTo ensure quality uniforms and equipment of the PNP,

the Technical Working Group for Formulation and Amendment of Standards (TWG-FAS) for different police items, in close coordination with NAPOLCOM, conducted meetings that resulted in the crafting of 48 TWG-FAS Resolutions that were submitted to NAPOLCOM for approval. Through these Resolutions, 45 standards were approved that consequently resulted in the approval of 39 PNP Technical Specifications for various police items, which were deliberated by the Uniforms and Equipment Specifications Board in their nine meetings for CY 2020.

A total of 188 tests and evaluation activities were conducted on various police items and equipment to ensure best quality for move, shoot, communicate and investigate equipment.

Management of DonationsThe PNP received donations from

stakeholders, local government units (LGUs), and international law enforcement counterparts in various forms and distributed to the end users that helped enhance the PNP capability.

Recruitment ProgramTo ensure that only those without derogatory records

are accepted in the PNP, a total of 31,745 (31,576 PNP Applicants for the attrition quota, 80 NUP Applicants, and 89 applicants for the Lateral Entry) were processed for Complete Background Investigation. Out of those applicants, 28,628 were RECOMMENDED, while 3,117 were NOT RECOMMENDED.

Uniformed Personnel

For CY 2020, the PNP Recruitment and Selection Service was able to fill up the 10,000 Quota allocated for the 1st and 2nd Cycles Patrolman/Patrolwoman Regular Recruitment Program translating our percentage fill-up to 100%. Below is the breakdown of quota per office/unit for the period.

For CY 2020 Patrolman/Patrolwoman Recruitment (Attrition Quota). A total of 4,208 new police recruits were able to take their oath as Patrolman/Patrolwoman, which translates to 68.43% fill-up. The 6,149 quota will have a variance of 1,941 which will be carried out in the Unified Quota for CY 2021 Patrolman/Patrolwoman Recruitment Program.

Placement, Assessment and Promotion of Senior PCOs.Under this area of concern, the different Senior Officers’ Placement and Promotion Board (SOPPB) Committees convened to facilitate the deliberations for various positions as follows: 11 SOPPB Committee “A” meetings for administrative-related positions, 11 SOPPB Committee “B” meetings for operations-related positions, and 11 SOPPB en banc meetings in line with the function of the SOPPB to vet, select and recommend to the Chief, PNP the most competent and best qualified PCOs to occupy the third level key positions. Likewise, in line with the strengthening of meritocracy-based placement of 3rd level PCOs, 781 qualified senior PCOs were designated to key positions and other positions of responsibility in the PNP.

Internal Disciplinary Mechanism

To ensure the sustained implementation of the PNP Internal Cleansing Program, the Oversight Committee on Internal Disciplinary Mechanism worked on the enhancement of the program with the improved framework. The new framework of the Internal Disciplinary Mechanism ascertains that the three

components: preventive, punitive, and restorative are inter-connected. Clear parameters to measure the PNP’s “State of Discipline” will be developed including an information system to monitor the status of personnel involved in illegal activities. Also, the Oversight Committee conducted three regional meetings to impart the importance and impact of the internal disciplinary mechanism.

The preventive approach of Internal Cleansing mechanism restrains vulnerable PNP personnel from involvement in illegal drugs and other criminal activities through the Interfaith Squad System working side by side with the Values/Life Coach. In this regard, the PNP continuously seeks measures to maintain order and discipline in the ranks of all levels.

In line with the continuous implementation of the Internal Cleansing Program, the 57 law enforcement operations against erring PNP personnel resulted in the arrest of 161 individuals: ten PCOs, 25 PNCOs, and 126 civilians who acted as accomplices or cohorts of the arrested rogue PNP personnel. Arrested personnel were administratively charged in connection with their involvement in illegal activities. Further, complaints with the involvement of four PNCOs were referred to other PNP units for further validation. All operations resulted in the recovery of the following: cash money amounting to PhP338,352.00; 29 assorted firearms; 319 assorted magazines and ammunition; and 6.5 grams of crystalline substance contained in five small and four medium heat-sealed transparent plastic sachets.

Counterintelligence and Internal Cleansing

• Of the 15,208 members of Drug Enforcement Teams who were vetted/evaluated through CBI/record check and/or drug test, 200 were found to have derogatory record and immediately subjected for validation;

• 758 PNP personnel were included in the PNP Counter Intelligence (CI) Watchlist (544 for illegal drugs activities and 214 involved in other illegal activities);

• 498 adjudications were conducted for PNP personnel included in the National Watchlist on Illegal Drugs (NWID);

• On the CI Watchlist of PNP personnel, 630 Adjudications on the CI Watchlist on Illegal Drugs and 57 Adjudications on the CI Watchlist on Other Illegal Activities were conducted through the concerned Regional Intelligence Divisions or NSUs;

• A total of 9,541 record checks were conducted that include: 2,046 for reassignment; 1,935 for security clearance; and 5,560 for promotion involving PNP personnel from various offices/units of the PNP; and

• 53,079 DI Clearances were issued.

The punitive approach ensures the removal of PNP personnel who are incorrigible, irredeemable, and hopeless.

Status of Administrative Cases. There were 7,171 administrative cases reported from all offices/units of the PNP involving 14,426 PNP personnel. Out of these personnel, 4,307 were meted with different forms of penalties and 10,838 PNP personnel were either exonerated or cases were dismissed.

On streamlining the review and speedy disposition of administrative cases, the preparation of draft decisions is being done with utmost priority. The shortened process ensured that all cases are resolved and implemented within the period prescribed under NAPOLCOM Memorandum Circular No. 2016-002 as amended by NMC No. 2019-005. Summary Hearing Officers (SHOs)are given incentive to pay their expenses during summary hearing proceedings and other administrative requirements to ensure the strict

compliance in resolving at least 75% of complaints/cases received within the calendar year. Honoraria is extended to stenographers and recorders/encoders who assist the SHOs, as well as to the drafters and reviewers who will comply with the quota system of at least one complete draft decision (for original administrative case) or draft resolution (for Motion for Reconsideration/Restoration or Appeal), with the end view of maintaining and sustaining Zero-Case Backlog Program on administrative cases. A total of 1,220 SHOs were given incentives during the year.

The restorative approach reorients, reforms, converts and reintegrates PNP personnel involved in illegal and criminal activities who are still redeemable to become responsible police personnel once again.

Anti-Corruption Campaign

To achieve the goal of having a citizen-centric governance and in adherence to Republic Act 11032 or the Act regarding Ease of Doing Business (EODB), amending R.A. 9485 or the Anti-Red Tape Act of 2007, the PNP played an active role in employing significant developments on its systems and procedures in the delivery of efficient and effective police services to the public as stipulated in the Citizen’s Charters of all PNP Offices/Units.

Relatedly, following were the accomplishments on this campaign:

Streamlined Critical Services by PNP Offices/Units Rendering External Frontline Services;

Uploading of updated Citizen’s Charter in respective Official Websites so that the peole may know what to do;

Posting/Displaying of Service Standards in respective conspicuous areas in their offices; and

Employing a Feedback Mechanism thru Client/Citizen Satisfaction Survey that will gauge the effectiveness of the delivery of police services to the public through the responses of the public.

Reward and Punishment System

Morale and WelfarePNP Comprehensive Educational Assistance

Program. The PNP Educational Assistance Board (PEAB) approved and deliberated the renewal of educational assistance of 362 grantees under the PNP Comprehensive Educational Assistance Program (PCEAP) for SY 2020-2021. The PEAB also approved the allocation of 341 new slots for the Dependents Educational Assistance Program and 133 new slots for the Reward Educational Assistance Program for SY 2020-2021. As of December 1, 2020, there are 605 grantees of the PCEAP.

The PLDT-SMART Foundation, Inc. approved the educational assistance of 50 grantees of the PNP-PLDT-SMART College Educational Assistance Program. Likewise, the De La Salle-College of Saint Benilde approved two new scholars of the PNP-De La Salle-College of Saint Benilde Educational Benefit Program wherein they can avail the free tuition and miscellaneous fees and an annual stipend from the PNP amounting to PhP10,000.00 each.

Moreover, Special Group Term Insurance Experience Refund Check from Public Safety Mutual Benefit Fund, Inc. amounting to PhP8,303,675.58 was turned over to the PNP on October 5, 2020. The said fund is intended to support the grantees of the PCEAP.

Through the collaboration of the National Advisory Group on Police Transformation and Development, Philippine Chamber of Commerce and Industry and the PNP, the “Bayaning Police” Foundation was launched with the signing of the Foundation’s Articles and Incorporation and By-Laws on September 18, 2020. This is the first established PNP foundation that focuses on the provision of educational assistance to children and dependents of modern-day police heroes who honorably died in line of duty while fulfilling their mission.

Assistance to Killed/Wounded in Police Operations (KIPO/WIPO). Assistance was likewise provided to 83 KIPO/WIPO personnel from different units nationwide.

Comprehensive Social Benefits Program (CSBP) for the AFP and PNP Battle/Duty Casualties and Their Dependents. On the instruction of President Rodrigo Roa Duterte to provide assistance to AFP and PNP personnel who were killed or wounded in military and police operations for dedication and service to the nation, the CSBP was implemented to complement the existing government programs, and to ensure the sustainability of the assistance provided through capacity-building and provision of livelihood opportunities. For CY 2020, 525 PNP personnel benefited from this Program.

Special Financial Assistance from the President’s Social Fund. A total of 84 applications for Special Financial Assistance from the President’s Social Fund were approved and deliberated by the President’s Social Fund-Special Financial Assistance Committee covering the period from January to June 2020 and were forwarded to the Office for Special Projects, Presidential Management Staff for the final approval.

Salamat Kapatid Program. Under this program, 284 retiring personnel were accorded with retirement honors. “Salamat Kapatid” highlights the presentation of awards to retiring personnel such as the Medalya ng Kasanayan and Medalya ng Paglilingkod (PNP Service Medal) for Uniformed Personnel and Loyalty Pin to the retiring Non-Uniformed Personnel. Likewise, Medallion, Plaque of Recognition, Memento, Retiree’s ID, and ATM Card replica were given to the honorees. Plaque

of Appreciation and bouquet of flowers were also given to retiree’s spouse or relative. This activity is being undertaken in recognition of their long years of dedicated and invaluable service with the PNP.

Training Program

Individual Training

Mandatory Career Program. Mandatory courses are continuously conducted for the PNP personnel to enhance competence, character, and integrity necessary in the performance of their duties. A total of 27 classes of mandatory courses for PCOs were completed with 1,336 graduates while 40 classes are ongoing with 2,007 students.

On the other hand, the PNP was able to complete 102 mandatory career courses for PNCOs with 5,150 graduates while 359 classes are ongoing with 16,906 students.

Since the continuous threat of corona virus infection, the ongoing mandatory career courses applied the blended learning platform wherein classes were conducted virtually thru Schoology and Zoom application. The conduct of classes depends on the Inter-Agency Task Force declaration of Community Quarantine status as it should be subjected for suspension while the area is in Enhanced or Modified Enhanced Community Quarantine unlike the PSBRC classes wherein the students are contained in the academic institution.

To ensure physical fitness during training, effective first quarter of 2020, the conduct of Physical Fitness Test and Body Mass Index Evaluation to the participants of mandatory career courses was implemented to prevent unwanted death or casualty during the schooling and to preserve the quality of the training.

Foreign Training. Career development opportunities through training, study grant, observation tour, seminar, and the like from foreign counterpart invitations, which are sponsored by host organizations, companies, universities, and other private agencies are being offered to the PNP personnel.

Due to the current situation in the Philippines and other partner countries brought by the COVID-19 pandemic, our training approach has reverted into utilizing online learning platforms through virtual conduct of classes. This strategy not only highlights the learning and participation of PNP offices/units nationwide, but the equitable opportunity that have been steered to the PNP personnel during the year.

Hence, there are 144 trainings that were availed by 6,840 PNP personnel from PNP offices/units nationwide through the different sponsor countries.

Specialized/Competency Training. To further enhance competency of personnel, various specialized training were conducted as follows:

The Operations Officers Management Course (OOMC) is a training given to incumbent operations officers and PCOs projected to occupy operations positions. For CY 2020, the OOMC has graduated a class with 43 participants. Likewise, two classes with 41 participants each are ongoing.

Comptrollership Officers Course (COC). One COC class with 55 graduates was conducted which provides future Comptrollers and Budget Officers with necessary knowledge and technical skills on budget, fiscal, accounting, management, and internal auditing.

Human Resource and Doctrine Development Officers Course (HRDDOC) Class 01A-2020DHRDD and Class 01B-2020DHRDD were conducted through virtual learning under the “New Normal” condition. The course was designed for PNP human resource officers to broaden the scope of their expertise in the various aspects of training and doctrine development. The said course was attended by 79 PCOs with a rank of PCPT to PCOL who are designated as HRDD/Training Officers in the different PROs, NSUs and D-Staff.

Specialized Planning Course. This course aims to help participants understand the over-all framework of the Philippine Administrative System, its relation to the three branches of government, the structure and functional sub-systems, Philippine legislative system, policy-making, process, and executive-legislative relations; Contextualized planning in the PNP with the overall vision, mission, structure, system, process and program of the Philippine Administrative System or the national government. Two classes were conducted with 119 graduates.

ICT Trainings and related activities. To enhance the ICT competency of its personnel, the PNP conducted one Online Information and Communications Technology Management Course Class 08-2020, a 32-day ICT competency training. This training is designed to provide the participants the knowledge and understanding on policies, planning, system and development of information systems, networks, electronic and communications technology resource and maintenance of all ICT assets. In addition, a total of 21 ICT specialized trainings/seminars and 17 field visits/educational trips/S.M.A.R.T. Policing Roadshow and Data Privacy Act Awareness Seminars were conducted to develop competent, motivated and disciplined ICT personnel.

Intelligence Trainings. To provide general and special training on police intelligence in support to the requirements of the PNP with other government agencies, five (four in-campus and one off-campus) Intelligence Basic Course (IBC) for PCOs and 12 (eight in-campus and four off-campus) IBC for PNCOs, and two Basic Information Collection and Analysis Seminars were conducted. Moreover, the Philippine Bomb Data Center conducted 23 Courses/Trainings/Seminar/Workshops and attended 37 other related activities. Under the PNP Training Program on Counter Terrorism, 29 PNP personnel were trained abroad from the nine seminars/trainings/workshops/meetings participated/attended.

Investigation Trainings. To enhance investigative capabilities of PNP investigators, a total of 172 classes on investigation courses with 4,994 graduates were conducted namely: Criminal Investigation Course, Investigation Officers Basic Course, Women and Children Protection Desk Specialized Course, Automated Fingerprint Identification System, Crime Scene First Responders Workshop, and New Generation Investigation Solution Seminar.

Logistics Trainings. For CY 2020, one Logistics Management Course (LMC) was completed and 14 Basic Logistics Courses (BLC) were facilitated in cooperation with the Police Regional Ofices and National Support Units that programmed the BLC in their respective Regional Training Action Plan. A total of 759 certified logisticians graduated for CY 2020 broken down as follows: 53 PCOs; 665 PNCOs and 41 NUP. Moreover, the simultaneous conduct of four Classes of LMC will culminate in January 2021.

Online Police Community Affairs and Development Executive Course. This is a competency course that aims to address the competency requirement for promotion of PLTCOL holding T.O. positions of PCOL and inclusion to the PCR Eligibility List. Further, it is also designed to enhance capabilities of Police Community Relations Officers and NUP assigned in PCR in planning a region-

wide or nation-wide PCR program in coordination with other offices in the QUAD concept of operations. The course was conducted from May 18 to August 6, 2020 via Google classroom where 28 students had graduated after finishing 480 training hours.

Learning and Development Program

Training and Seminars for NUP. A total of 44 classes were offered benefiting 1,121 NUP for career advancement.

On Cross Training Courses in coordination with the AFP, 242 qualified PNP personnel underwent different trainings to improve their skills and knowledge necessary in the performance of their specialized field.

Field Training Program (FTP). RA No. 8551 provides that “All uniformed members of the PNP shall undergo a Field Training Program for 12 months involving actual experience and assignment in patrol, traffic, and investigation as a requirement for permanency of their appointment”. FTP is a learning process undertaken within the training and working environment. At present, there are 7,953 Patrolmen/Patrolwomen undergoing FTP in the different PROs.

Continuing Advocacy/Orientation Lectures on Gender and Development (GAD) and Men Opposed to Violence Against Women Everywhere (MOVE). The PNP has undertaken series of advocacy campaigns on GAD, MOVE and RA No. 11313 (Safe Spaces Act) in the different offices/units of the PNP and schools. It aims to increase awareness of PNP personnel on Violence Against Women and Children policies, programs and issuances. A total of 18 lectures on GAD-related laws were conducted with 938 participants.

In furtherance of the improvement of PNP doctrines, and organizational norms and practice, the following activities were undertaken:

Doctrine Development.

Four Memorandum Circulars (MC) were approved by the Chief, PNP namely: PNP MC No. 2020-029, Revised PNP Comprehensive Health and Physical Fitness Program dated April 20, 2020; PNP MC No. 2020-011, Guidelines in the Recognition of PNP Good Deeds dated February 6, 2020; PNP MC No. 2020-016, Guidelines and Procedures in the Documentation of Lessons Learned dated February 6, 2020; and MC No. 2020-070, Revised Eligibility List on Occupational Specialty for PNP Directorate for Human Resource and Doctrine Development Units dated October 26, 2020.

Manual Development Program

For CY 2020, the PNP Gender and Development Manual was approved. In addition, Administrative and Operations Manuals (AOM) of the following offices were completed, namely: Civil Security Group, Crime Laboratory Group, Special Action Force, Police Security and Protection Group, Directorate for Integrated Police Operations, Anti-Cybercrime Group, Maritime Group, Information Technology Management Service, and Police Regional Office (PRO) 4B. Twenty-one AOMs submitted by the following offices were reviewed: PROs 1, 2, 3, 4A, 4B,5, 6, 7, 8, 9, 10,11, 12, Bangsamoro Autonomous Region, Cordillera Administrative Region, National Capital Region Police Office, and Police Community Affairs and Development Group.

o NAPOLCOM MC No. 2020-06 “Revised Certification Program for Investigators, Detectives, and Case Managers,” which amends NAPOLCOM MC No. 2013-002 entitled: Professionalizing of the PNP Field Investigation Service through the Implementation of Certification Program for Field Investigators of the PNP and Promulgating Guidelines for the purpose.

o PNP Investigator’s Handbook for “New Normal” which serves as a guide for investigators in the field who are responding to crime incidents in the life of the "New Normal."

o PNP MC No. 2020-037 otherwise known as “Police Blotter and CIRAS Information Access” which sets forth the guidelines and procedures in the proper management and information access of data written in the police blotter and those encoded in CIRAS.

o PNP MC No. 2020-051 otherwise known as the “Amendment of the Terminologies of the PNP MC No. 2018-050 entitled, “Guidelines and Procedures in Reporting Crime Incidents” and its Supplemental Guidelines.”

o Investigative Directive No. 2020-02 otherwise known as the “PNP Online Complaint Desk “e-Reklamo” which establishes an online complaint desk in response to the New Normal brought about by the COVID-19 situation.

o Investigative Directive No. 2020-03 otherwise known as the “Protocols on Investigative Processes, Systems, and Activities vis-à-vis “New Normal” caused by COVID-19 Pandemic.” The policy was formulated to ensure that all health protocols are incorporated in all the processes of investigation service under the “New Normal.”

Police-Community Relations Policies Developed.

o CMC No. 03-2020, PNP Retooled Community Support Program’s (RCSP) Counter-White Area Operations (CWAO). The PNP CWAO outlines the tasks of relevant PNP offices/units to guarantee successful operationalization of the Department of the Interior and Local Government (DILG) RCSP through coordination with other government agencies and engagement with different sectors of the society, pursuant to PNP MC No. 27-2019. It emphasizes the role of Local Chief Executives as its champions mandating them to spearhead its implementation by engaging the community to collaborate and co-create with their local government developments and solutions to local issues and foster convergence and collaboration.

o PNP MC No. 2020-053 (PNP OF HELP). This PNP MC sets the policies and procedures to be undertaken by all concerned PNP offices/units for the creation and establishment of the Philippine National Police Overseas Filipino (OF), Help Line “PNP OF HELP” through the establishment of Overseas Filipino/Overseas Filipino Worker (OF/OFW) Desks in all police stations, relevant police offices/units, and specific social media (SOCMED) platforms to ensure the widest reach of assistance to Overseas Filipinos and their Families. It shall develop an inter-agency coordinating mechanism that will result in the more effective and efficient delivery of public safety services.

o PNP CMC No. 24-2020 (BACOD: A COMMUNITY-LEVEL RESPONSE AGAINST COVID-19 PANDEMIC). This PNP CMC shall provide a new level of cooperation between the PNP and LGUs in taking action to mitigate the impact of the COVID-19 pandemic on every Filipino in various aspects: health, emotional well-being, mental state, and economy. The government is also continuously implementing various programs and precautionary measures to lessen the effect of the pandemic and the number of casualties and ensure that every Filipino citizen will survive and cope with the impact of the COVID-19 pandemic.

ICT Policies

The PNP was able to develop and implement ICT-responsive policies and plans during this COVID-19 pandemic such as Online S.M.A.R.T. Policing Roadshow and Data Privacy Act of 2012, which was participated in by the different PROs (PRO4A, PRO1, PROCOR, PRO11, PRO4B, PRO9, NCRPO, PRO13 and PROBAR) via Zoom application. The ceremonial turnover of the approved PNP Information Systems Strategic Plan for CY 2019-2022 and conferment of “Medalya ng Katangi-tanging Gawa” was held on October 5, 2020.

PNP Critical Incident Management Operations Procedures Revised 2020-1102. This MC prescribes the policies and general procedures in handling critical incidents to guide the PNP offices/units at all levels in addressing different crisis situations. It discusses the incident management procedures and the organization of the Critical Incident Management Committee, Critical Incident Management Task Group (CIMTG) and the Disaster Incident Management Task Group (DIMTG). It also establishes the authority to exercise functions and define respective specific roles. The CIMTG or DIMTG shall be activated to address human-induced or natural disaster critical incident upon activation of the Office of Civil Defense Response Cluster or when the situation demands.

Operations Policy

PHILIPPINE NATIONAL POLICE44

Restructuring and strengthening of the Regional Health Service 11 (RHS 11) of the HS pursuant to NHQ-PNP General Orders No. DPL-20-03. The RHS 11 shall have a complement of 110 personnel.

Likewise, pursuant to NAPOLCOM Resolution No. 2020-0902 dated October 7, 2020, the Camp Quintin M Merecido Hospital, under the Police Regional Office (PRO) 11 was strengthened in order to enhance its capability as a general hospital providing services for PNP personnel and their dependents in Mindanao.

Activation of the Discipline Law and Order Section (DLOS) under the Administrative and Resource Management Division of the Police Security and Protection Group (PSPG) (NHQ-PNP General Orders No. DPL-20-05) which shall be responsible for the effective administration of discipline, law and order, and for the monitoring of administrative and criminal cases filed against PSPG personnel. The organizational set-up of DLOS is consistent with the other National Operational Support Units.

Organizational Development

Organizational Reforms. To improve organizational effectiveness and ascertain a more responsive organizational structure, well-planned interventions were set in motion among which is the establishment of the following PNP units:

Creation of an Interim position for the Deputy Director for Operations (DDO) under the Command Group of the Health Service (HS) (NHQ-PNP General Orders No. DPL-20-02) who shall assist the Director, Health Service in supervising, directing and coordinating the operations of the Service particularly in the execution of health measures and biosafety policies, directives, programs and projects.

Restructuring and strengthening of the Directorate for Information and Communications Technology Management (DICTM) (NHQ-PNP General Orders No. DPL-20-04), which is in line with the thrust of the PNP of improving organizational effectiveness as well as the need to align the PNP programs and projects with the policies and directives of the Department of Information and Communications Technology and the National Privacy Commission in relation to the Data Privacy Act of 2012. The strengthening of the DICTM includes among others, the activation of the Regional Information and Communications Technology Management Division (RICTMD) (NHQ- PNP General Orders No. DPL-20-06) as additional Regional Staff of the PROs as counterpart and operating arms of DICTM at the regional level.

Creation of an interim Regional Retirement and Benefits Administration Unit-National Capital Region (RRBU-NCR) under the PNP Retirement and Benefits Administration Service (PRBS), in compliance with the provisions of RA No. 11032 (otherwise known as “Ease of Doing Business and Efficient Government Service Delivery), the Philippine National Police (PNP NHQ-PNP General Orders No. DPL-20-22).

The Interim RRBU-NCR shall serve as a one-stop-shop that will handle the concerns of retired, separated, and beneficiaries of deceased PNP personnel assigned and/or residing in NCR.

Transfer of the PNP Air Unit from the Special Action Force to the Directorate for Operations, in line with the thrust of the PNP of further enhancing its organizational effectiveness, air support and mobility during the conduct of internal security operations,

law enforcement operations, emergency response, search and rescue, and other official functions.

Establishment of a seven-man Scene of the Crime Operative (SOCO) Team in all City Police Offices, Component City Police Stations, and in 21 Police Stations under the Police Districts of National Capital Region Police Office (NHQ-PNP General Orders No. DPL-20-34) in response to the increasing demand for crime scene processing and to ensure a more expeditious identification of criminal perpetrators through a quicker and more comprehensive collection of evidence-based data.

Institutionalization of PGS. In line with the PNP’s vision of becoming a “highly capable, effective and credible” police service through the attainment of breakthrough results, PROs 1 and 6 were conferred the “Institutionalized” status in 2020.

Legislation of Priority Bills

In pursuit of transforming the PNP into a more capable, credible, and effective police force, major strides have already been accomplished in crafting proposed legislative measures to reorganize and modernize the PNP.

By virtue of CMC No. 15-2019, which prescribes the consultation workshop conducted nationwide, the PNP identified 12 priority legislative measures for filing on the Second Session of the 18th Congress. The PNP priority legislative measures are the consensus bills of PNP, NAPOLCOM, and DILG:

1. PNP Revitalization and Capability Enhancement Program;2. Creation of Area Police Offices;3. Amendment of RA No. 493 re: Providing Punishment on

Illegal Production, Sale and Use of Police Uniforms;4. Police Justice System;5. Amendment of Specific Provision of the Lateral Entry

Program for Line Officers (Sec 33 of RA 6975) to include other Baccalaureate Degrees;

6. Amendment of Specific Provision of the Lateral Entry Program for Line Officers (Sec 33 of RA 6975) regarding Aircraft Mechanics and Pilots;

7. Amendment of RA No. 6963 re Grant of Scholarship Funds to AFP, PNP, BFP, and BJMP;

8. Forensic DNA Database Act;9. National Police Clearance System;

10. Amendment of Article 267 of the Revised Penal Code as amended: “The provision to include HOAX Kidnapping”;

11. Amendment on the Provision (and IRR) of No. 5487 or the “Private Security Agency Law”; and

12. An Act Increasing the Penalty and Expanding the

Coverage for Violation of Presidential Decree 1829, “Penalizing Obstruction of Apprehension and Prosecution of Criminal Offenders.

Other than the identified PNP priority legislative measures, it is worthy to note, the significant development of PNP bills in advance legislation stage. The Height Equality Act was approved at the Senate Committee of Public Order and Dangerous Drugs through Committee Report No. 95 dated May 28, 2020.

While in the House of Representatives, the HOR website posted on December 3, 2020 that the Committee panel approved the proposed bill on lowering the minimum height requirement.

The objectives of lowering the minimum height requirement are as follows: widen the selection on police recruitment, increase fill-up of police officers, improve police-to-population ratio, and eliminate cultural inequities.

Internal Reforms

Approval of CMC No. 06-2020, "PNP Guidelines and Procedures on the Unit Performance Evaluation Rating (UPER) on March 30, 2020. The UPER shall be utilized to standardize the conduct of the monthly performance assessment of all offices/units.

Approval of CMC No. 07-2020, "PNP Guidelines and Procedure on the Individual Commander’s Evaluation Rating (ICER)" on April 1, 2020. The ICER shall serve as one of the bases for the retention or relief of Unit Commanders, harmonize the different management mechanisms and shall be a tool in the ranking of offices/units for the annual selection of awardees for the Police Service Anniversary and granting of Performance-Based Bonus.

Revised the Merit Selection, Placement and Promotion Plan for the Non-Uniformed Personnel (MSPP-NUP) of the Philippine National Police (PNP) approved by the Chief, PNP on March 9, 2020 and was endorsed to the Civil Service Commission (CSC) for final approval.

Revised the Program on Awards and Incentives for Service Excellence (PRAISE), which was approved by the CSC on June 15, 2020. Copy of PRAISE was disseminated via email to all offices/units on November 10, 2020.

Approval and publishing of NMC No. 2019-005 for the amendment of certain provisions under the NMC No. 2016-002. The PNP, in coordination with the National Police Commission and CSC, made amendments in the NMC No. 2016-002 to address concerns on the implementation of penalties and filing of appeal.

Strengthening the Disciplinary Mechanism of the PNP through the conduct of series of 3-Day Webinars on PNP Disciplinary and Non-Disciplinary Policies to different PROs and NSUs from November to December 2020. The 3-day Webinars were attended by 483 Administrative Officers; CESPO; Chief, Clerks; SHOs; and DLOS personnel.

International Organization for Standardization (ISO) 9001:2015. Eighteen PNP units and offices, namely: Directorate for Operations, Special Action Force, Maritime Group, Anti-Cybercrime Group, Supervisory Office for Security and Investigation Agencies, Criminal Investigation and Detection Group, Directorate for Investigation and Detective Management, Quezon City Police District, Women and Children Protection Center, Communication and Electronics Service, Engineering Service, Directorate for Research and Development, Directorate for Information and Communication Technology Management, Directorate for Logistics, Directorate for Police Community Relations, Directorate for Human Resource and Doctrine Development, Directorate for Personnel and Records Management and Police Community Affairs and Development Group have undergone the ISO Training Course on ISO 9001:2015 Quality Management Service (QMS). Undergoing ISO 9001:2015 will enable PNP units to use the standard in providing services that meet the needs of its clients and regulatory requirements.

ICT Keeping in Stride with the Information Era

Information and Communications Technology (ICT) plays a vital role in improving police efficiency and effectiveness in delivering public service. The DICTM was created to ensure that the organization’s information and communications technology requirements are amply provided and well-maintained. In line with the vision of having an integrated, robust and reliable ICT systems and infrastructures that will support effective, efficient, economical and innovative ICT-enabled PNP by 2020, the PNP ICT Master Plan, also known as the PNP Digital Transformation Roadmap, was approved by President Rodrigo Duterte on December 12, 2018. The PNP Digital Transformation Roadmap serves as guide in harmonizing the use of technology towards the realization of Secured, Mobile, AI-driven, Real Time (S.M.A.R.T.) Policing to deliver effective and efficient crime prevention and crime solution services to cater external and internal stakeholders of the PNP.

Development and Implementation of Information Systems

The PNP adopted a fully-integrated Information System thru the conduct of certification process of 62 Information Systems.

The Online Communication Imaging and Monitoring System (OLCIMS) is being utilized by the PNP Command Group, D-Staff, P-Staff and NSUs (Crame-based) where details of the documents are encoded, scanned and uploaded by originating office/unit. OLCIMS enables the tracking of draft communications, reduction of printing cost and processing time, audit trail on changes made, maintenance of draft versions, and generates statistics of draft documents corrected.

The PNP Logistics Data Information and Management System established a unified, reliable and real-time central database of comprehensive information on all PNP equipment and assets, and to provide effective and efficient logistical services and administrative support to the PNP. The system was officially launched on June 9, 2020.

The PNP Email System (PES) and PNP One Network (PON). The identified projects in the PNP ICT Master Plan also include the establishment of a PNP exclusive network and issuance of personal email accounts to all PNP personnel for use in their official communications.

The PES is fast, private, customizable and secured. It supports multiple devices and compatible across desktop and mobile platforms and enables all members to use their email account as credential to login to existing PNP Online System. The Email solution supports both Internet Message Access Protocol and Post Office Protocol Version 3 and is a cloud based email system, which means all emails are stored securely and accessible anytime anywhere using the PON.

The PON connects all PNP offices and units of the National Headquarters, Regional, Provincial, City and Municipal Police Stations. The PON is already running its own core network and is linked to 17 PROs, PNPA and Camp BGen Rafael T Crame. PON can provide access to information or data from any PNP Systems and applications such as crime statistics, personnel discipline data, blotter, warrant and logistics.

National Crime Environment

As a result of the improved crime prevention, the Total Crime Incidents (TCI) comprising both Peace and Order Index Crimes (POI) and Public Safety Index Crimes (PSI) generally went down by 113,439 (22.84%) from 496,628 to 383,189.

Peace and Order Index Crimes

It is notable that Peace and Order Index Crimes, which include the Index and Non-Index Crimes, went down by 24,193 or 9.25% from 261,565 compared to 237,372.

Contributory to the decrease in Focus Crimes are the decreases recorded in Luzon, Visayas and Mindanao by 35.78%; 47.28%; and 38.73%, respectively.

Apparent is the decrease of TCI in Luzon, Visayas and Mindanao by 22.71%; 28.27%; and 16.02%, respectively.

An overall decrease of 26,954 or 39.51% in Murder, Homicide, Physical Injury, Rape, Robbery, Theft and Carnapping of Motor Vehicles and Motorcycles was posted.

In focus crimes, theft posted the highest volume and percentage decrease in both years. Motor vehicle carnapping posted the least volume during the same period.

Police Presence

o Regular Law Enforcement

The PNP continuously conducted police visibility. For the period, a total of 19,934,653 police beat/foot patrols were conducted that yielded 386,046,049 patrol manhours. Additionally, there were 13,913,638 police mobile patrols conducted that yielded 178,731,394 mobile patrol manhours.

A total of 7,389 seaborne patrol operations and 38,350 ports deployment (foot and mobile patrol) were conducted with a total of 1,227,183 man-hours spent.

On Calls Responded for Police Assistance, there were 425,265 calls received and assisted by the police, of which 424,287 were responded within 15 minutes. Only 978 calls were responded beyond 15 minutes. In the NCR, the recorded average response time is 3.97 minutes, while nationwide, the average response time is 5.62 minutes.

o Focus Law Enforcement

On the Campaign Against Illegal Drugs, the 53,426 police operations resulted in the arrest of 75,809 drug suspects, death of 899 during police operations, and the significant confiscation of PhP14.7 Billion worth of illegal drugs. There were 73,569 criminal cases for violation of RA No. 9165 filed in courts. Moreover, a total of 3,044 Tokhang activities were conducted that resulted in the surrender of 2,732 listed drug personalities and 282 unlisted drug personalities.

On the Campaign Against Criminal Gangs, 76 criminal gangs were neutralized through the arrests of 1,984 criminal gang members and death of 91 criminal elements during police operations. Police operations also resulted in the confiscation of 109 various types of firearms and 156 cases were filed in courts.

On the Campaign Against Loose Firearms, relentless efforts to account loose firearms resulted in the confiscation, recovery, surrender of 13,677 small arms and light weapons. This campaign also resulted in the arrest of 7,788 suspects and filing of 5,335 criminal cases against them for violation of RA No. 10591.

On the Campaign Against Carnapping, out of the 2,400 carnapped vehicles reported, 273 were motor vehicles and 2,127 were motorcycles.

A total of 632 were recovered with 101 motor vehicles and 531 motorcycles. Police arrested 688 carnapping suspects while 24 died during police operations. A total of 532 criminal cases were filed in courts.

On the Campaign Against Private Armed Groups (PAGs), the PNP was able to arrest 43 PAG members, 12 surrendered and six died during police operations. There were 26 assorted firearms recovered.

On the Campaign Against Illegal Gambling, the increased police operations resulted in the arrest of 80,585 suspects and filing of 23,160 criminal cases in courts. Operatives were able to confiscate PhP32.6 Million cash and other gambling paraphernalia.

On the Campaign Against Kidnap-for-Ransom (KFR), aggressive anti-KFR operations resulted in the arrest of 66 KFR suspects while six died during police operations. Of the reported 31 cases, 24 were already solved and one case was cleared.

On the Campaign Against Wanted Persons, there were 65 Top Most Wanted Persons with Head Prize arrested, eight died during police operations and five surrendered to police authorities. Most significant accomplishment on this campaign was

the arrest of Ruben B Ecleo, Jr a.k.a. Manuel Liberal, who has PhP2 Million head prize for his arrest, on July 30, 2020 for the crime of Anti-Graft and Corrupt Practices.

Moreover, a total of 61,359 other wanted persons were arrested nationwide, 64 died during police operations and 104 surrendered to police authorities. Moreover, on the campaign against Most Wanted Persons by PRO, a total of 53,180 wanted persons were arrested.

Security Measures

Target Hardening is the next line of defense when prevention through intelligence fails. Several activities were undertaken to strengthen the security of our police stations, camps and other vital installations in order to protect them from enemy attack and eliminate the element of surprise. For the period, a total of 9,352,684 target hardening activities were conducted such as preventive patrols, inspection of motor repair shops, inspection of vital installations, and police route security assistance among others.

Also, a total of 63,084 paneling, checkpoint and mobile patrol operations during local events, conferences, arrival/visit of VIPs were conducted at PNP NHQ, Camp BGen Rafael T Crame, Quezon City, different seaports, airports and areas from Regions 1 to 13, NCR, COR, and BAR.

o Border Control is protecting our entrance and exit points from illegal movement of contrabands and lawless elements while promoting safety and security of the community. A total of 2,267,802 border control operations were conducted during the period.

o Social Investigation. The PNP utilizes social investigation in getting to know the community before they are organized and mobilized. Police units conduct preliminary studies in every barangay in terms of physical environment, economic status or lifestyle, so that appropriate interventions will be undertaken in operationalizing PNP MC 2015-009, or the Revitalized Barangay Peace Action

Team (BPAT). Social Investigation makes the target community responsive to the disaster preparedness and peace and order peculiarity of the barangay/sector studied. For the period, there were 1,093,340 social investigation activities conducted.

Information Operations

Information Operations (IO) Directives

A total of 14 IO directives were issued in support to the PNP’s efforts on the following concerns: counter-propaganda activities in multi-media to expose in all available media platforms the violent atrocities by the Communist Party of the Philippines-New People's Army-National Democratic Front, strictly implement ECQ, enlist the support of various sectoral groups/stakeholders and prominent personalities to voice their support to the Anti-Terrorism Act 2020, among others.

To sustain the operationalization of PNP IO Working Group (IOWG), there were 10 NHQ IOWG meetings conducted and 593 infographics were posted on PNP DPCR facebook page as a Public Information support activity.

Red Teaming. The PNP recognized Red Teaming as vital in the crafting and implementation of security and contingency plans for major and special events. It also aims to expose the vulnerabilities within the organization as well as challenging the security preparation so it can be properly addressed.

The PNP, as a major security provider, has institutionalized Red Teaming. Local Red Teams

are required in every major event in their respective areas. Additionally, a National Red Team was organized composed of eight PNP members ready to be deployed when needed.

The PNP Red Team validated the operational implementation of the PNP-AFP-PCG-BFP Joint Implementation Directive No. 1-2020 in support to the Inter-Agency Task Force for the Management of Emerging Infectious Disease.

SIMEX/CEREX/COMMEX. The conduct of Simulation Exercises (SIMEX), Crisis Emergency Response Exercises (CEREX), and Communication Exercises (COMMEX) establishes interoperability among participating agencies. For the period, a total of 119,403 exercises were undertaken such as earthquake drills, fire drills, camp defense, and hostage taking, among others.

Offensive Stance. The Inter-Agency Committee on Legal Action, wherein the PNP is a member agency, strengthens the intelligence gathering and cooperation, investigation, prosecution and monitoring of cases against threat groups. Out of the 753 incidents involving threat groups, 344 cases were referred to the Prosecutors Office and 252 cases were filed in courts, while the remaining 157 are under investigation.

Feedback Mechanism

Various inter-agency committees institutionalized measures in the form of meetings, resolutions, and review activities as feedback mechanism.

National Law Enforcement Coordinating Committee (NALECC). The Chief, PNP chairs the NALECC that has 66 member agencies. Strengthening of linkages with other law enforcement agencies was sustained through regular meetings and lateral coordination with committee members. At the regional level, Regional Law Enforcement Coordinating Committees are likewise organized and chaired by the PNP Regional Directors.

Joint Anti-Bank Robbery and Cybercrime Coordinating Committee (JABRACCC). The Committee serves as the main task force of the PNP in the campaign against organized crime groups and criminal gangs involved in bank robbery and related crimes. This ensures fortifying measures against bank robbery, fraud and other related crimes. The JABRACCC is composed of the PNP, other government agencies and stakeholders from the banking sector. Regular meeting is being conducted to further strengthen coordination among its members.

Investigation of Cases Involving Motorcycle-Riding Suspects (MRS)

A total of 1,711 incidents perpetrated by MRS were recorded of which 1,006 were cleared and solved while 705 are under investigation. As to the status of suspects, 390 were arrested, 27 were killed during police response, whereas the remaining 2,124 remain at-large.

Implementation of the National Police Clearance System (NPCS)

Signing of Memorandum of Agreement between the PNP and SM Management and Launching of National Police Clearance Desks in SM Mall of Asia. On October 14, 2020, the PNP and the SM Management formalized a new agreement to establish the National Police Clearance hubs in selected SM Malls nationwide aiming to make other police frontline services more accessible to the public. After the completion phase of first police clearance desk in SM MOA, the PNP and SM Management are also eyeing pilot branches in SM Southmall, SM North EDSA, SM Bacoor, SM Pampanga, SM Cabanatuan, SM Cebu, and SM Cagayan de Oro.

Arrested Wanted Person through NPCS Application. For the period January 1, 2020 to December 31, 2020, the NPCS has been an instrument that led to the arrest of 30 wanted persons. They were found to have existing warrants of arrest while applying for National Police Clearance.

Revenue Collection. From August 10, 2018 to December 31, 2020, the NPCS was able to cater 924,949 clearance applications and was able to collect the total amount of PhP112,421,010.00. The said amount will be used for the expansion of the system to more police stations nationwide.

Solution of Cases on Illegal Drugs

Of the 62,086 reported Illegal Drugs cases, 265 cases were filed in courts while 42,815 cases are for resolution at the Prosecutor’s Office, and the remaining 24,588 are still under investigation.

Public Safety

The COVID-19 pandemic hugely affected the tourism industry particularly with the implementation of the Quarantine Classification to restrict the movement of the populace to ease the spread of the disease that led to the closure of tourist destinations throughout country.

Thus, the PNP enhanced the capabilities of the 1,978 Tourist Assistant Desks (TADs) being maintained nationwide and supported the 558 Tourist Assistance Centers (TACs) established by the Department of Tourism and local government units. A total of 7,138 Tourist Police/Safety Marshals were deployed in 30 Priority Tourist Destinations to ensure that physical distancing and health and safety guidelines governing the operation of island and beach destinations of the country are implemented.

Also, a total of 2,010 Render Safe Procedure operations/responses were conducted, supervised and assisted in different Regional EOD/Cannine Units on recovery of unexploded ordnance including responses for unattended baggage, unattended motor vehicles, and bomb threats. Recovered were 82,520 unexploded ordnance.

Disaster Preparedness and Response

Aside from keeping law and order during calamities, the PNP extended its efforts on search, rescue and retrieval operations, recovery assistance and clearing operations. During the onslaught of successive typhoons and other natural calamities, public safety was maintained through the immediate response of PNP personnel where 379, 274 lives were rescued. A total of 16,576 PNP personnel were deployed for search and rescue operations. The different evacuation centers were also provided with security through the deployment of 3,561 PNP personnel. Moreover, 2,350 PNP personnel conducted patrol operations to ensure law and order in 658 vacated areas.

PNP Anti-COVID Response

In providing other public safety services, the PNP fully supported the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Disease particularly addressing the COVID-19. Being the lead agency of the Joint Task Force CV SHIELD, the PNP strictly implemented the provisions of Community Quarantine particularly on restrictions in the movement of the people except for those authorized under the IATF resolutions. Various security operations were conducted to ensure the maintenance of peace and order at all times. To operationalize the various directives, the PNP has established 2,752 Quarantine Control Points at different strategic areas and deployed 23,378 PNP personnel to ensure that strict home quarantine is observed, movement of people are restricted, and only authorized persons are allowed to move such as health workers and other frontliners. Deployment of 1,250 HPG personnel in the 110 Dedicated Control Points (DCPs) was sustained at provincial boundaries along National Highways and Expressway/Tollways to ensure the unimpeded and unhampered passage of cargo delivery vehicles in Luzon, Visayas and Mindanao. Likewise, three trained Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) teams were organized composed of 29 personnel including four medical doctors equipped with complete PPEs, CBRNE vans and other necessary equipment. These teams assisted in the conduct of rapid antigen tests/RT-PCR test, supervise in the decontamination and routine inspection of quarantine facilities.

The PNP likewise assisted and provided security to the 1,484 DSWD teams during the distribution of Social Amelioration Benefits by deploying 8,255 PNP personnel all over the country to ensure peaceful and orderly conduct of the activity. More than 7,000 PNP personnel were also deployed to secure the different warehouses, malls, supermarkets and other food manufacturing establishments to prevent the occurrence of looting, theft and robberies that maybe perpetrated by the individuals greatly affected by the strict home quarantine. In addition, Red Teams were deployed to ensure that rules and regulations are strictly implemented and observed.

In support to Hatid Tulong initiatives of the government, the 1,195 PNP personnel deployed provided assistance to 10,029 Locally Stranded Individuals (LSIs). Likewise, 721 LSI Help Desks were established and facilitated the issuance of travel authority of 1,302,015 individuals such as Returning Overseas Filipinos, Authorized Person Outside Residence, and humanitarian assistance from point of origin to point of destination as their requirements in Quarantine Control Points.

A PNP Helpline 16677 hotline was activated as a quick response mechanism to assure the public that the PNP is ready to assist them at all times through the relevant and timely release of information, guidelines and updated regulations.

To help alleviate the economic situation in severely affected areas, Team PNP deployed 60 thousand Social Distancing Patrollers and Marshals in all areas of convergence such as, churches, markets, parks, and other establishments to ensure strict implementation of minimum health standard protocols. Moreover, a total of 1,012,975 individuals benefited from the PNP Libreng Sakay Project which helped ease the burden of stranded workers and commuters nationwide. Likewise, the PNP through its JTF CV SHIELD in partnership with Angkas, launched the Free Rides for Medical Frontliners and distributed 1,000 motorcycle barriers on August 7, 2020.

As frontliners, PNP personnel are prone to be infected by the virus. Thus, the launching of the first-ever COVID-19 Reverse Transcription Polymerase Chain Reaction (RT-PCR) Testing Facility accredited by the Department of Health (DOH) was undertaken in response to the emerging number of police frontliners infected with COVID-19. Additionally, the PNP was able to establish 375 Quarantine Facilities located in different PROs with 8,132 bed capacity and four molecular testing laboratories, including the NCRPO Mobile Swabbing Hub that was launched on October 3, 2020. Of the 7,466 PNP personnel infected with the virus, 7,005 recoveries, 28 deaths and 438 active cases were recorded as of December 31, 2020. To improve the healthcare support system, the PNP online training and online contact tracing were intensified to enhance the awareness level of the frontliners.

Further, a corps of police personnel with formal training in psychology was formed to address the psychological issues among infected police personnel. This aims to sufficiently address the anticipated effects of the COVID-19 pandemic to the mental health of PNP personnel particularly those assigned to frontline duties.

Continuous contact tracing was done to minimize if not eliminate the spread of COVID-19. With the issuance of Proclamation No. 922 placing the entire Philippines under the State of National Public Health Emergency due to COVID-19, the PNP was able to develop an Information System that could help expedite the process of recording those who were infected by COVID-19 and tracing those who were in contact with them. The Contact Tracing Data Information and Geographical System (CTDIGS) was developed to generate data and trace persons in contact with PNP personnel who are considered “confirmed”, “probable”, and “suspected” along with their travel history. The QR Code of PNP personnel, civilians, and visitors served as an entry and exit pass at PNP offices/units in Camp BGen Rafael T Crame. The PNP COVID DATA (PNP CODA) was likewise implemented, a system tool for monitoring the health status of personnel in line with the policies under the new normal.

Improve Community Awareness Through Community-Oriented and Human Rights-Based Policing

The PNP engaged in the following various projects and activities to improve community awareness and ensure respect for human rights:

Crafted Human Rights Advisories translated into pocket cards that serve as a guide to all PNP personnel in their underlying duty to uphold human rights and the rule of law, at all times.

Distributed more than 4,000 copies of Human Rights and International Humanitarian Law knowledge products to the 17 PROs.

Conducted 14 PNP-Civil Society Organization Forum on rights-based policing with 756 attendees from the PNP, Civil Society Organization, and other concerned agencies; 18 Two-Day Human Rights Deepening Seminars were conducted and participated in by 571 PNP participants; and TV Guesting in the “Straight from Team PNP Facebook Live Program”.

Inspected custodial facilities.

Implemented the “Online Bisita” System for Persons Under Police Custody (PUPCs) to give them the chance to have conversation with members of their families and relatives while being prohibited from physical visitation to prevent the spread of the COVID-19 virus that may affect the PUPCs and the police station as a whole.

Conducted Rapid Testing of Persons Under Police Custody (PUPCs) to ensure that they are COVID free and to isolate possible infected detainees.

Efforts in Support to Ending Local Communists Armed Conflict (ELCAC). President Rodrigo Roa Duterte signed Executive Order No. 70 that institutionalizes the whole of nation approach in attaining inclusive and sustainable peace with the creation of a National Task Force to End Local Communist Conflict and directing the adoption of a National Security Framework to synchronize the efforts of the Government in addressing the root causes of insurgency and armed conflict, and by engaging various sectors of the society and government agencies.

For CY 2020, based on records submitted by the different cluster OPRs, the PNP actively participated in the 112 meetings of the clusters and issued 125 directives to Police Regional Offices and other units to improve their performance.

PNP International Engagement Cluster (IEC). The IEC is mandated to strengthen diplomatic efforts to ensure that the Filipinos overseas are not persuaded to join or support the Communist Terrorist

Group and their front organizations. The PNP Attachés conducted the following activities: 38 NTF-ELCAC Call to Action Orientation Seminars, Liaising and other support, 258 Assistance to Nationals and 57 Countering the Solidarity Works.

PNP Legal Cooperation Cluster. This cluster, focuses on the Legal Offensive against the CTGs atrocities. Out of 790 atrocities they perpetrated, 621 were referred to the Prosecutor’s Office and the rest are still under investigation. Of the cases referred to the Prosecutor’s Office, six cases are still under preliminary investigation, 304 are pending for Resolution, while 42 were dismissed for lack of probable cause. Of the 269 cases filed in court, seven cases led to conviction as of December 31, 2020.

Strategic Communication Cluster (StratCom). The PNP supports the cluster by disseminating information on government programs, and countering the national propaganda of the CTG while creating external mechanisms for public engagement and policy support.

CTGs. A total of 72,619 community support-based activities were facilitated in CTGs-affected areas/sectors. Meanwhile, the surrender of 4,142 NPA members/Local Terrorist Groups (LTG) members and arrest of 814 CTG/LTG members were reported. Additionally, the PNP also conducted different activities in support to the StratCom Cluster that will discourage the community from joining the CTG and their front organizations. These are the “Kabataan Kontra Droga at Terorismo Advocacy Sessions with 6,036 activities, 12 sessions utilizing the League of Parents in the Philippines and Hands Off Our Children, as a mouthpiece to warn parents and youth on the evils of communism and Orientation to members of Out of School Youth and Student Recruitment with 2 activities.

Moreover, the PNP also produced and distributed a total of 113,375 Information, Education and Communication materials featuring the lies and deceptions of the CTGs and their front organizations.

On peace building and counter radicalization. The PNP through the Salaam Police Center, initiated 12 Peace-building and Counter Radicalization activities, three Consultative Dialogues with Muslim Leaders, nine Webinars on Preventing and Countering Violent Extremism, and five distributions of relief goods to Muslim communities. Likewise, hosted two significant celebrations in Islamic faith, the Eidil Fitr (Feast of the End of Ramadhan) and the Eidil Adha (Feast of Sacrifice).

Peace, Law Enforcement and Development Support (PLEDS) Cluster. This is the main cluster of the PNP that implements decisive neutralization campaigns against all armed threats/armed groups in the communities, to include joint law enforcement operations, and legal actions against all elements deemed part of the operations and network of the communist terrorists.

As this is our main cluster, the PNP has recorded significant accomplishments such as the signing of the AFP-PNP JLD No. 3 series of 2020, which prescribes the Guidelines in Evaluating the Effectiveness of ISO in Support to the NTF-ELCAC and the signing of the Joint Resolution on the Declaration of Guerilla Fronts as Weakened and Dismantled.

The PNP also launched Oplan “HAGORN”, which refers to the conduct of intensified, comprehensive and integrated counterinsurgency operations in the areas of Negros Oriental and Samar; and COPLAN “ARVAK”, which refers to the simultaneous implementation of search warrants in the provinces of Capiz and Iloilo. COPLAN “ARVAK” resulted in the arrest of 16 and surrender of one CTG member, while 9 others died during the operations.

Further, the efforts of the PLEDS Cluster resulted in the neutralization of 3,769 CTG personalities of which 468 are Periodic Status Report (PSR)-listed and 3,301 not PSR-listed.Out of the neutralized personalities, 345 have surrendered, 90 were arrested, and 33 others died during police operations. The figures represent a total of 12.27% of the Targeted CTGs personalities nationwide.

Further, a total of 3,301 CTG personalities, who are not listed in the PSR, were neutralized wherein 2,831 surrendered, 348 were arrested, and 122 died during police operations.

Another important cluster is the Situational Awareness and Knowledge Management Cluster, tasked to provide significant Counter Intelligence efforts and assessment to concerned member agencies. The effort of this cluster resulted in the identification of 348 Government Officials supporting the CTGs, 7,485 LGUs supporting the Declaration of CTG members as Persona Non-Grata, and 233 identified business establishments as supporters of CTGs.

The Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Cluster facilitate the healing, reconciliation, reintegration, and protection of former rebels into the society. In relation to this, the PNP recorded a total of 405 CTG members who were assisted for enrollment to E-CLIP. A total of 427 firearms were turned in for evaluation of which 40 firearms were already demilitarized.

Under the PNP Sectoral Unification, Capacity Building and Empowerment Cluster, a total of 175 schools were identified being utilized as recruitment ground for CTGs, 308 Cooperatives/Financial Institutions/Business Entities were identified as supporters of the CTGs, and 85 groups with issues on land/house ownership are being agitated by Sectoral Front Organizations. Likewise, a total of 65 social media products countering CTG-related activities were produced and uploaded on Facebook page being maintained by DI-IRC as part of its enhanced Information Operations via cyberspace.

Poverty Reduction, Livelihood and Employment Cluster. This cluster conducts trainings, skills development, technology transfer, vocational programs, livelihood and job facilitation, and micro-financing assistance, designed to empower the citizens at the communities, and propel productivity and economic prosperity, as well as to incorporate and harmonize all existing poverty alleviation and economic programs support of the government.

The PNP initiated the signing of Memorandum of Agreement on July 13, 2020 with TESDA in the continuing development program that aims to uplift the lives of the people particularly those in far-flung areas such as the Indigenous People, former rebels, and other community members.

Likewise, the PNP mobilized the Rally for Peace and Prosperity on January 22, 2020 that aims to:

• Counter the deceptive recruitment of the youth and students;

• Condemn the atrocities committed by leftist groups;

• Demand the deportation of Joma Sison;• Advocate government thrusts/initatives; and• Promote Peace and Social Justice.

Campaign Against Communist Terrorist Groups (CTGs). PNP internal security operations resulted in the neutralization of 35 ranking cadres, of which six were holding positions at the national level, 16 at the regional level, four at the sub-regional, one at the provincial and eight at the front level. Further, a total of 1,753 CTG regular members, people’s militia and mass supporters have opted to return to the folds of the law. This campaign also resulted in the recovery, surrender/confiscation of 742 firearms. The most significant accomplishments on this campaign were the neutralization of the following high profile CTG members:

a. Arrest of Alfredo Mapano for Carnapping, Attempted Murder, Murder, and Robbery in Band with Homicide. Said person was arrested on November 27, 2020 with a reward of PhP5.3 Million;

b. Leonardo Nabong for Multiple Murder w/ Quadruple Frustrated Murder and Damage to Government Property, Rebellion, and Murder (2 cases). Subject was killed during an encounter with operatives on November 13, 2020. He had a reward of PhP6.1 Million;

c. Arrest of Lorna Micabalo, for Murder (3 counts) on November 21, 2020 with reward of PhP5.4 Million;

d. Dennis Rodinas, for Multiple Murder, Murder (2 counts), and Kidnapping and Serious Illegal Detention. Subject person was killed during an encounter with operatives on October 11, 200 and had a reward of PhP5.3 Million; and

e. Arrest of Junifie Veloso Dagale for Murder on September 17, 2020 with a reward of PhP5 Million.

Moreover, with the PNP’s sustained internal security operations, NPA-initiated violent incidents reduced by 12.5%. Of the total number of atrocities, there is a 12% decrease from 128 to 113 in tactical offensives against government forces, while government fatalities were reduced by 45% from 40 to 22. Also, a considerable decline in extortion-related atrocities by 34.3% from 35 to 23 was recorded.

Campaign Against Local Terrorist Groups (LTGs), police operations resulted in the neutralization of 56 LTG Leaders/Members while 92 Abu Sayyaf Group members surrendered to government forces following the series of deaths and arrests of their leaders and other members. A total of 57 firearms were confiscated, recovered, and surrendered.

Intelligence Service

Intelligence Operations

Launching of Case Operations Plans. A total of 39 Case Operations were approved for CY 2020 and 18 COPLANs were approved in the National Level that resulted in the arrest/neutralization of 49 personalities. In addition to this, 835 COPLANs were launched in the Regional/NSUs Level that resulted in the arrest of 915 personalities.

Implementation of the Rewards System. Under DND-DILG Joint Order on Reward, there were 28 CTG personalities arrested with a total reward of PhP73,800,000.00. Also, under DILG MC, 37 MWPs were arrested with total reward of PhP9,365,000.00.

Barangay Information Network (BIN). A total of 2,497 sessions of BIN trainings were conducted and participated in by 59,877 BIN handlers and 42,046 BINs were established with 103,902 informants and action agents recruited.

Information Reports. From the 84,159 information reports received from the different PROs and NSUs and DIPOs, 4,645 were Intelligence Reports (IRs) with positive results or IRs which were monitored and validated that resulted in the presumption of planned activities of threat groups and/or the neutralization of threat group members/personalities.

Intelligence Production for CY 2020 include 606 Daily Intelligence Briefs and Quicklook on ISO reports, 208 Weekly Intelligence Reports, 147 Intelligence Forecasts on COVID-19 Pandemic, 48 Threat Assessments, 38 National Peace and Order/Peace and Order Situation Reports, 41 Briefing Presentations, and 2,398 Record Checks and other reports produced and disseminated.

For the Foreign and Local Intelligence Coordination dealings with foreign nationals and coordination, 33 courtesy calls/visits/meetings of foreign dignitaries/foreign law enforcement counterparts to the Chief PNP and Key Officials at the National Headquarters, PNP were recorded. Moreover, the following were facilitated:

• 2,609 reports of incidents involving foreign nationals were forwarded to respective Foreign Embassies, the Office of the Undersecretary for Civilian Security and Consular Concerns, Department of Foreign Affairs (DFA) and the Bureau of Immigration;

• 46 Foreign Dignitaries’ requests for security support, endorsed six requests of foreign counterparts for Safe Travel Pass issued for Operations/COVID-19 Inter-Agency Task Force.;

• 2,231 foreign nationals joined the Foreign Nationals Keepers Networks as volunteers this year.

• OPA Bangkok, Thailand was officially opened on October 22, 2020. The PNP now has nine active foreign posts;

On the directive of the President during the Araw ng Pasasalamat for OFWs at Camp General Emilio Aguinaldo, Quezon City on July 12, 2019 to designate Police Attachés (PAs) in countries with large number of OFWs to serve as liaison between the OFWs and their families and should the OFW and their family have safety concerns in the Philippines, as of November 28, 2020, DFA states that, Singapore, Hongkong and Italy (three of the five OFW-Rich countries) had approved the proposed opening of OPA in their countries and the formal transmittal will be sent to the PNP.

On the mission and campaign to raise awareness on NTF-ELCAC among Filipinos abroad, facilitated were 43 orientations with the leaders of Filipino Communities (Filcom) and talks to OFs/OFWs in their AOR discussing the propaganda of the Communist Terrorist Groups (CTG) that continuously pose as threat and obstacle in achieving lasting peace and development in the country. Also, the PNP provided 57 reports on the monitoring of activities of CTG Fronts at their respective posts, 263 reports on Assistance to Nationals activities were recorded; and also, PROs have aligned to the mission of International Engagement Cluster particularly the conduct of meetings with the Foreign Consulates in their area of responsibility.

Under the Security Services, the PNP conducted the following:

• 12,906 Security Coverages; 9,765 Security Surveys and 10,037 Security Inspections;

• 16,125 threat assessments for elected/ appointed government officials and private individuals; and

• 24,058 PNP personnel had random drug testing, 42 tested positive for use of illegal drugs. They were automatically included in the Counter Intelligence Watchlist and appropriate administrative and/or criminal cases were filed against them.

Investigation Services

From the 775,356 requests for forensic assistance received, a total of 926,783 laboratory examinations were conducted of which 910,174 laboratory examinations were completed. The delay in the conduct of ballistics and DNA examinations is attributed to inadequate number of examiners as some PNCO examiners joined the Lateral Entry Program and subsequently underwent at least a year of mandatory training.

Out of the total requests received, 330,736 or 18.30% were requests from police investigators for incidents under investigation. Majority of the examinations performed were support to the investigation of drug cases, shooting incidents, and cases of dead bodies found.

SOCO assistance provided to the Investigators-on-Case in processing crime scenes registered at 6,226. There was a decrease of 282 cases or 4.33% as compared to the same period in 2019 with 6,508.

SOCO Teams responded to the following: 2,421 shooting incidents; 1,886 cases of dead body found (Death under Investigation); 27 incidents of explosions/bombings; 354 cases of stabbing/hacking incidents; 308 cases of robbery; and 96 cases of theft.

On the other hand, a total of 2,248 Field Laboratory Works (FLW) were conducted. FLW are forensic activities that include the collection of specimen for laboratory testing from person and/or object in a place not usually the crime scene, and the conduct of drug test to different police stations, among others.

In support to the prosecution of criminal cases filed by the PNP and other law enforcement agencies, Crime Laboratory examiners and specialists rendered a total of 30,692 testimonies/attendance to various courts of law nationwide out of the 42,602 subpoenas received. The variance was due to conflict of schedules. In lieu of the unavailable forensic examiners, a representative or deferment letters were sent to the courts requesting for the re-scheduling of date of hearing.

Community Service/Partnership

Various activities on police-community partnership and assistance were conducted for the period covered.

• PNP Coronavirus Awareness Response and Empowerment (C.A.R.E.) Infodemic Drives. A series of awareness drives and delivery of essential support services such as health kits and relief goods to grassroots communities were conducted nationwide to address concerns on people’s health, well-being, and economic activities as they were adversely affected by the impact of COVID-19 pandemic and the quarantine precautionary measures and protocols being implemented by the government. For the period covered, a total of 1,618 barangays benefited from the Infodemic Drives where participants also received some relief goods.

• To help feed the poorest of the poor who were affected by the pandemic situation, a PNP fundraising project dubbed as “Team PNP Bayanihan Fund Challenge” was concluded wherein the PNP was able to raise PhP228.4M from voluntary contributions of its personnel.

PNP Relief Goods

• Distribution of relief goods to needy families in impoverished areas greatly affected by the pandemic as well as people in areas threatened by CTG White Area Operations. The estimated cost of the donated items by the PNP NHQ, PROs 1, 2, 3, 4A, 7 and generous NGOs amounts to PhP3,598,862.00 and still counting.

• As of October 27, 2020, a total of 4,193 food packs, eight sacks of rice, three boxes of sardines, and five boxes of instant noodles were distributed to 3,465 families, 700 jeepney drivers, and 53 affected frontliners and commuters.

• CPNP’s assistance to COVID-19 pandemic affected commuters and frontliners dubbed as “Padyakabuhayan” was launched on October 30, 2020 in Camp BGen Rafael T Crame in collaboration with PNP stakeholders through the distribution of 50 bicycles and helmets and gears to frontliners and commuters residing in Metro Manila, Regions 3 and 4A.

PNP Recovery and Wellness Program (RWP). Based on the weekly monitoring system for the implementation of the PNP Recovery and Wellness Program, the PNP conducts regular updating on the accomplishments of

the Police Regional Offices (PROs) as to the number of surrenderers and number of RWP graduates. To date, the total number of surrenderers is 1,222,363 and out of this figure, there are 586,238 RWP graduates.

Pulis sa Barangay (PSB)/Barangay Enforcement Team (BET). On the implementation of PSB/BET, a 100% target was accomplished, where all the 42,045 barangays nationwide have one or more detailed policemen. This is an indication that PNP is being felt in more Filipino communities.

The Pulis-Makatao Malasakit Center was launched on November 4, 2020 as a support initiative to PRRD’s Malasakit Center Act of 2019; One-Stop Shop that upholds the well-being and welfare of PNP personnel and their families by providing assistance on frontline services such as medical services, education, housing, livelihood and other social concerns. .

Kapwa Ko, Sagot Ko (KKSK) Program. (Adopt-a-Family Program). The initiative aims to provide assistance to the needy individuals or families where PNP personnel adopt a family and support their needs during the quarantine period. A total of 1,246,973 families benefited from the KKSK program.

Acknowledging the efforts of the PNP, the community that we serve likewise initiated programs to help improve the living condition of active and retired PNP personnel.

· Sustained Community Partnership

Saludo Sa Serbisyo Program. A ceremonial signing of Memorandum of Understanding between the PNP and the Ayala Corporation was conducted on November 9, 2020 for the implementation of the “Saludo sa Serbisyo” Program. The program offers various products and services from Ayala Group of Companies to help improve the lives of active and retired PNP personnel, namely: Financial Education Program through BPI Foundation, Inc.; Employment Program for Retired PNP Personnel through Ayala Property Management Corporation; Health and Wellness Program through Ayala Healthcare Holdings, Inc.; Housing Assistance Program through

Ayala Land, Inc.; Livelihood Training Program for Unemployed Spouses through BPI Foundation, Inc.; and other products and services the Ayala Group may grant to the PNP.

MOA Signing between the PNP and Light Rail Transit Authority (LRTA) on February 3, 2020. Aims to bolster mutual support and cooperation of both agencies in the delivery of their respective mandates and service. Included in the MOA is the posting of relevant information material on LRTA stations pertaining on public safety and security as well as dissemination of PNP existing programs, projects, and accomplishments.

PNP Advisory Councils also expressed their share of commitment by providing food staples, supplies and other PPE to PNP personnel with an estimated amount of PhP244M.

Sustained Public Information and Dialogue thru TV-Radio -Internet-Messaging-Print

A total of 129,825 Informative Flyers, Education and Communication (IEC) Materials on anti-illegal drugs campaign, COVID-19 reminders, and the like, were produced and distributed for the information of the public.

Media Exposure and Releases. To sustain information dissemination, there were 95 television guestings, 157 radio activities conducted, 414 crafted infographics that were posted in the social media, and 70 facebook live activities. As for the social media platforms such as facebook pages and groups, a total of 334,769 likes/reactions/comments were noted, indicative of public’s following to PNP postings.

4th ASEAN Police Forensic Science Network Annual Meeting held in Ha Noi, Viet Nam from February 25 to 27, 2020 was attended by the ASEANAPOL Member Countries, ASEANAPOL Secretariat and invited guest speakers from INTERPOL Global Complex for Innovation and National Crime Agency, United Kingdom. Virtual Meeting of Chiefs of Police from Asia and South Pacific Region was held on June 3, 2020. It was attended by 23 INTERPOL member countries and observers from the INTERPOL Executive Committee.

The meeting was focused on the challenges posed by COVID-19, appreciation to frontline police officers for their contribution and sacrifice in protecting public security and rule of law, occurrence of serious and organized crimes due to COVID-19, recognition in the importance of collaboration and keeping INTERPOL policing capabilities available, strengthening of collective efforts to harness digital technologies with adaptive mindset and innovative means to navigate these new challenges, mitigation of the impact on security and transnational crime caused by COVID-19 in Active Server Page .

11th ASEANAPOL Contact Persons Meeting was held on October 22,2020 and attended by the Contact Persons from the 10 ASEANAPOL member countries. Crime Scene Investigation Korea Online Conference was conducted on October 22 to 24, 2020 participated in by 47 PNP personnel. During the conference, in depth topics were discussed such as: A New Role of Forensic Science and its Future Challenges.

International Commitment: United Nations Peacekeeping Operations

The United Nations Department of Peacekeeping Operations, Office of the Rule of Law and Security Institutions has confirmed the extension of Tour of Duty of 16 PNP personnel deployed as Individual Police Officers in the UN Mission in South Sudan (UNMISS) from October 21, 2020 to January 21, 2021 following the approval and grant of a three-month technical extension by the PNP.

PH-US Mutual Defense Board/Security Engagement Board (MDB-SEB) CY 2020 Standing Committee Meeting. The meeting is an annual event that serves as a platform to start the crafting of MDB/SEB Activities for the coming year, review/revise the goals and strategic objectives and discuss other related mutual defense and security issues.

Pandemic Preparedness Forum. The PNP with Makati Medical Center Foundation, being the lead member of medical groups with more than 150 member hospitals and other international medical associates to include the PNP Health Service, participated in the forum where Pandemic Preparedness Programs were presented. Also discussed were the current updates, preventive initiatives, and other important information relative to COVID-19.

2020 Emerging Best PracticesDevelop innovations to better address criminality and to advance law enforcement and public safety.

In the advent of PNP’s reform efforts, through the P.A.T.R.O.L. Plan 2030, the identification of best practices was pursued. PNP offices and units submitted their respective best practices which, after assessment may be replicated nationwide by police frontline units. With these reinvigorated efforts, a total of 41 best practice proposals for CY 2020 were reviewed.

Further, to gauge the delivery of services of recommended best practice proposals, a survey instrument on Impact Assessment was distributed to NSUs/PROs on September 22, 2020 to obtain the client satisfaction rating on the proposed best practices and to gauge the impact of their proposed Best Practices to the public.
