,.ntrodliction:

On 2'ui October 2014, rhe Government of India renamed the Nirmal Bharat Abhiyan (NBA) programme asSwachha Bharat Mission (Grarnin) [SSM (G)] with the mandate of making the entire country Open DefecationFree (ODF) by 2nd October 2019. The objective of achieving the ODF status was to be realized in a missionmode approach for which a state level Mission has been constituted under the aegis of the Panchayats & RuralDevelopment Department, Government of West Bengal. Under Mission initiatives, creation of sanitationfacilities has been interspersed with a rigorous and sustained behaviour change communication at the individualus well as community level so as to ensure that using toilets for defecation becomes the universal norm in theentire state. At the same time, in order to ensure quality outcomes, two things have been emphasized. One,locus on sustainable behaviour change, and two, focus on making villages completely open defecation free(ODF) thereby improving the overall cleanliness of the Gram Pauchayats/villages.

Basic tenets ofODr at the present stage have been identified a~ the following:

.:. All the households have access to safe and sanitary toilet facilities and no one is defecating in theopen.

.:. All the Schools and Anganwadi Centres have toilet facilities and the students and teachers / staffmembers in schools and children and workers in the Anganwadi centres are using toilets facilities whenin the institutions and

·:·Thcre is no visible sign (sight or smell) of open defecation in the villages.

':'OvcraJl cleanliness is maintained in the villages,

As the campaign geared up in the entire district after launch of the Mission, many Gram Sansads and GramPanchayats have declared themselves ODF after conducting internal verification following the published ODFverification and certitication protocol (available at http://www.alipurduarzp.org).Asindicated in the saidProtocol, the District Administration too is to initiate II verification process from the district level to substantiatethe claims of the GPs and Blocks after those administrative units self-declare themselves as ODF. Alipuduardistrict which was targeted to become ODF within 2017-18 is just to complete the respective target imd GPs aswell as Blocks are waiting to be declared as ODF one by one.

Now, the District authority has decided to ascertain the actual status of the ODF at the pre declaration stage.

Verification and Certification of ODFstatus through conducting field verification to assess the present situation for finaldedaratlon by the District Authority. The District Administration intends to engage independent agencies for conductingthe above verification studies to ascertain the claim of achievements (ODF status) made by the PRls. The intendingQLqgersare regu.!l.§~.q.IQgo thr..QY&h.J.DgQ!grl.~tODFProtocol for detailed understanding of the objectives, procedure andother details of OOFverification.

Requirements;

a) Agency should have the capability to provide services for the work as specified above.

f) Minimum qualification of the Supervisor should be at least graduate and that of the Field Investigators shouldbe 10+2 passed and all of them should be able to communicate effectively il1the local language.

Essential Credentials

:1) The Agency should be a reputed organization having nurumum of 5 years' experience inmonitoring and evaluation ofa state orDistrict sponsored Scheme.

Il) Should have experience in analyzing and monitoring reports.

c) The Agency should have experts /manpower proficient in all regionallanguage(s)!locallanguage(s).

d) Should have the capacity to collect and analyze data from variety of sources at National, State andlocalleve!.

1) Should have the capacity [0 prepare 11 feasible and comprehensive study design for evaluation, withdata collection tools and analytical framework in consultation with the District Administration.

g) Should have the capacity to structure data. create electronic databases, and develop output results inappropriate formats.

To develop and prepare all the data collection instruments including questionnaires, checklist forbeneficiaries, structured focused group discussion format, and tabulation plan and finalize It inconsultation with Department.

To Identify, in discussion with the villagers and local functionaries, traditional Open Defecation sites of thevillages and inspect those sites to ascertain whether the site.sare still visited by the open defecators or not.

To interact with villagers, visit their houses, inspect toilet facUlties at Ihe household level or the toilet wherethe members of such households have access and ascertain through canvassing of questionnaire or groupmeeting with villagers regarding use of such facilities by all members of the households at all times ofrequirement.

On the basis of observation during field visit, consultation of data obtained from the IMIS and the localauthorities mark the villages as Green, Yellow and Red based on the ODF status of the concerned village.

Provide feedback to the local administration (both GP and block) and the District about the deficienciesnoriced in the villages, if any and suggest specific rectification measures.

Once the rectifications is reported by the block / GP authority, within three weeks from the date of receiptof the lust report, make a second visit to the identified villages and ascertain if the ODF status has finally

been achieved.

Finally, once the agency is satisfied that all the villages of the district have achieved ODF status, submit adetailed report to the District Authority on the ODF status in 2 hard copies and 3 compactdiscs.

Quoting of rates for the exercise

The rates should be quat .d on the basis of rate per Gram Panchayat for each of the Blocks.Rates should bequoted in the official pad of the agency.

Sub-Contracting of work:

Sub-contracting of the work or parr thereof awarded under these terms of contract shall not be permitted in31lY fonn. Sub-contracting will lead 10 termination of contract.

The final report should be sub tantiated by photographs of the pro esses, facilities and initiatives in thevillages and Gram Panchayats verified as well as documentation of some ofthe best practices and deviations, ifany.
