The meeting to address the grievance against technical evaluation report for the procurement of Plant & Machinery

(Lot-I) and Medical & Lab Equipment (Lot-II to Lot-X) [Tender-7] for the project scheme titled ”Provision of Missing Specialties for Up

Gradation of DHQ Hospital to Teaching Hospital Gujranwala” was held under the chairmanship of Dr. Shahzad Hussain Shah, Vice

M/s Radiant Medical Pvt Limited in different projects and we are sure that they would have also quoted the same brand in

your institute. Our reservations are as follows.

1- The brand Medicinos Gija UAB quoted by above mentioned firm against the item Electro-Hydraulic/Electro-Mechanical

Operation Table is not the original equipment manufacturer of the quoted item. In reality this manufacturer does not

exist. This company is only registered in documents with the scope of Wholesale of pharmaceutical goods. In actual

this company is registered on the name of Muhammad Arslan Latif who is also the owners of one of the Electromedical

equipment distributor company (M/s human Healthcare) working in Pakistan (Documents attached). This firm should

be straight away rejected as per 29.2 Technical Evaluation Criteria clause 5 which is (The Manufacturer should have

documentary evidence to the effect that they are the original Manufacturer of the quoted product with

indication of manufacturing site and its location).

2- The said firm don’t have the Embassy Attested Exclusive Authorization letter as per bidding document 29.2 Technical

Evaluation Criteria clause 11.

3- As per international standard the website of every manufacturer also have the website version in their national language

but the website of this specific brand is only in English version which is also a suspicious.

4- They do not have the past performance of Electro-Hydraulic/Electro-Mechanical Operation Table as per bidding

document 29.2 Technical Evaluation Criteria clause 8.

5- The same equipment is available on the website of the Chinese manufacturer Decmed

(http://decmed.com/product/operation-theatre-table/). Which proves that medicinos Gija UAB Lithuania is not a

manufacturer. Medicinos Gija UAB just relabelling the equipment as per their own model and with their name. It is

requested that please compare their quoted product with the product available on above mentioned website.

6- Further this brand have following feature not available in their model which is demanded in the advertised specifications.

• Override panel in the column or Wireless remote for back up control in emergency cases.

• Electric lateral tilt: 30° degree and -30° degree or better.

• Electric Height adjustment: 730 to 1000 mm or more.

• Electric Trendelenburg and Reverse Trendelenburg: 25° degree and -25° or better.

• Kidney Elevator not available in their model.

7- In advertised specifications there are specialized accessories demanded like Neurosurgery Accessories, Orthopaedic

Accessories and urology accessories but this brand don’t have any accessory available on their website which proves

that they does not have these accessories. It is requested that please verify these accessories from their website and

straightaway reject their offer if not available.

It is requested that please look into this issue and withheld the decision of the TEC Committee with addition of these objections.

• Automatic Over Load protection device and automatic line voltage

compensation not available in their quoted model.

• The quoted has already been rejected technically at Sir Ganga Ram

Hospital, Lahore as “The Quoted Product(model) has exposure time 1ms to 3s as per attached technical leaflet whereas 1to 3ms is

required (copy attached).

The grievance committee reviewed the bidding documents,

technical offer and brochure of the quoted model (TMB320

TECHNIX ITALY) attached with the bid and found that the

said equipment is in compliance with the advertised bidding

documents and technical specifications (verified from the

Technix Italy official website and the brochure attached with

the bid). So, the committee rejected the grievance of M/S

Radiant Medical Pvt. Ltd. and the firm shall remain

“responsive”.

• M/s. Apelem, France is not OEM manufacturer of this model.

This fact can be verified from their CE certification which is in

the name of Technic, Italy who is Original Equipment Manufacturer of this model.

• MES has already been rejected technically on this point at Sir Ganga

Ram Hospital, Lahore and DHA Gujrat (TEC Report attached for your kind perusal)

• Their quoted model is deficient technically as per demanded

specification “Electronic Timer range is 0.001 to 3s instead of demanded 1-3 msec”.

• Automatic Over Load protection device and automatic line voltage

compensation not available in quoted model.

• Anode heat storage capacity of at least 120 KHU or more is not

confirmed.

• Please also verified the sole agency distributor letter of BMI, Italy issued to M/S Alam Medix as Sole Distributor for Islamic Republic of

Pakistan.
