PREFACE
It is customary of the Census to bring out various statistical tables at the end of every census in the form of Census Report. The present volume contains the migration tables (D-Series) prepared on the basis of information collected in the Individual Slip during the 1971 Census.
Each table in this volume is preceded by a. fly-leaf wherein the main features are briefly de~cribed.
I wish to place on record my grateful appreciation-to my dedicated Tabulation Officer Shri J. C. Datta who has not only prepared this report but also borne the brunt of entire tabulation and printing. My grateful thanks are also due to Sarvashree D. C. Pathak, A. Jahan and Mrs. E. INTRODUCTION
Migration' plays an iII!portall,t role in the study of economic, social and demographic trends of the pcople.
The present volume i.e., Part II-D of Nagaland contains only four tables on migration compiled from thc data collected in the 1971 Census. The details are gIven below.
1. Table D-I -Popul:J.tion classified by place of Birth.
2. Table D-II -Migrants classified by place of Last, Residencc and Duration of Residence in place of Enumeration.
3 Table D-V -Migrants Workers and Non-' workers according to Main ActIvities classified by place of Last Residence.
4. Table D-VI -Mi~rants classified by Place of Last Residence, Age-Group, Duration of Residence and Marital Status.
As thor.e is no city in Nagaland, obviously thp, tables (1) D-II1 Migrants to cities classified by sex Broad Age-Groups, Educational Levels and in case of workerb by occupational Divisions and (~) D-IV -Population of cities classified. by plaoe of Last Residence and Duration of Residence do not appear in the present volume.

Necessary instructions given to the enumerators on the above questions are reproduced below.
7(a) Place of Birth
Write 'PL' for a person born in the village or town where he is being enumerated. Where 'PL' is noted against this question put 'X' against subitems (b), (c) and (d).
F,or those born outside the village or town of enumeration write the actual/name of the place against sub·item (a) and fill the other details against sub-items (b), (c) and (d).
7(b) Rural/Urban
For those born outside the village or town of enumeration ascertain if the place of birth Was a village or town at the time of his birth. To enable a 'Person to determine whether the place was a town or village he may be required to indicate the status of the place of birth in comparison with a known towa in th~ neighbourhood of the place of enumeration. Yov may mention some important urban charactcristics to enable the person to make out if the place of his l?irth Was rural or urban, e.g., existence of a local administrative body, Industrial townships declared as towns, etc.
For a person born in a villag,?, write 'R'.
For a person born in a town/city, write 'U'.
For a person born in a foreign country put "X' against this sub-item a.nd also against sub-item (c). If all efforts to classify the place of birth as rural/ urban fail, write 'not known'.
(c) District
For a person born outside the village or town of enumeration but within the district of enumeration writc '1)'. For a 'Person born in another district of the State of enumeration, or other State/Union Territory in the country, write the name of the district. If the pcrson cannot name the district write 'not known'.
7(d) State/Conntry
For persons born within the State of enumeration write 'X' against this item. Ma.ke sure that the earlier entries made in sub-items (a), (b) and (0) are consistent with such an answer; that is 'PL' might have already been written aga.inst sub-item (a) or 'D' is written against sub-item (0) or a.ny other district of the State of enumeration is meutioned against sub-item (0).
For persons born outside the State of enumeration but witnin the country, write the name of the State/Union Territory ",here born.
For those born outside India, note merely the name of the country and there is uo need to enter the name of the constituent Sta.te of the foreign country. Where a person cannot name the country, the uame of the continent may be noted.
For a person born on sea, record 'born at bello', against this sub-item and put 'X' against sub· items (a), (b) and (c). If a person Was born in a train, boat or bus, etc., within the country, write the particulars in (a), (b) and (0) with reference to the administrative territory where the event occurred or Was registered.
Question 8 : Last Residence
Answer to thib question will have to be filled In
respect of every person if he ha.d another place of normal residenoe irrespective of his place of birth, before he came to the present place Where be is enumerated. Even if a person were born at the plaoe of enumeration, by the nature of his work or ftlr studies, etc., he had shifted subsequently to another village or town and had come back again to the piace of enumeration, he should be deemed to have had another place of residence prior to his enumera.tion here.
The la.st previous residence is relevant only if he had been outside the village or town of enumeration and not simply in another house or locality in the same place. For example, if a. person born in one pa.rt of Bomba.y City is found residing ill another part of Bombay at the time of enumeration, the change of residence should not be treated as change of place of residence because botn the areas are comprised in the same City of Bombay. Similarly, IJ. person born in hamlet 1 of village Ramppr and found in hamlet 2 of the same village at the time of enumeration, should not be deemed to have had any other place of residence than the village where llC is enumerated. For a person who had had his last previous resi· dence at any place outside the village or town of enumeration (irrespective of his place of birth) write the actuarname of the village or town where bis last residence was against sub-item (a) and fiU the other details against sub-items (b), (c) and (dl.
8(b) Rural/Urban For a pel'son who had previously resided outeid(!
the place of enumeration ascertain if the place of last previous residence Was rural or urban and record the anSWer. For a person whose last previous residenoe Was a village write 'R'. For a person whOSE: last previous rc&idence was a town/ city, write 'U'. For a person who last resided in a. fOleign country write 'X'. For a person whose last previous residence cannot be classified, write 'Not known'.
Rural or urban status has to be determined with reference to the time of migration from the place of last previous residence to the place of enumera· tion.
For helping the person to determine whether a place was rural or urban, you may meI\tion important urban characteristics as indicated in the instructions against item 7(b} in para. 50.
8(c) District For a person who had previously resided in
another place, i.e., for whom 'PL' is not written against sub-item (a) you have to fill in this item in the manner indicated below :-
For a person WhO previour,ly resided in another village or town witl:in tbe district of enumeration write 'D'. For a person who previously resided in another district of the Stat.e/Union Territory of enumeration or of other State/Union Territory in th(' country w'rite the nllme of the district. If he cannot name the district write 'Not known'. For a person whose last previous residence was outside India write 'X' against this sub-item.

For a person whose last previous residence was outside the country write the name of the country and if Damp of·the country is not forthcoming write the name of-the continent.
For persons who had not moved out at a.ll from the present place of enumeration from 1irth (except for purely temporary stay) this sub-item need not be filled and 'X' should be put in respect of persons against this sub-item.

Question 9 : Duration 01 Residehce' at the' village or town 01 enumeration
Note here the period of the existing continuous residence in the village or town where the person is being enumerated,·in completed years. This will apply to even a person born at the place of enumeration. If he had left this village or town and had lived elsewhere for sometitlle,i.e., in Q: 8 anotn(lr place of last residence is reported and has oome back again: to this village or town, then the duration of residehce to be noted against this question is the period of the last continuous residence. But if a person had been a way on 'a temporary visit or tour etc., that should not be taken as a break in the periad of his continuou8 tesidenoe here. If the person was born at the place of enumeration and also had no other place of last residence, i.e., 'PL' has been noted in Q. 8(a) then 'X' may be' put against Q: 9.
For a person whose duration of continuous residence at the place of enumeration is less than 1 year, it should be noted as '0'.
Question 16 : Main Activity
Every person will be asked what his main activity is, that is, how he engages himsdf mostly. For the purpose of this question, all persons will get themselves divided into two broad streams of main activity namely, (1) as Workers and (2) a.s Non-workers according as the type of main activity .that the person returns himself as engaged irr mostly.
'!V0rk~r'.aefined' : A 'Worker' is a person whose mam aC~Ivity is participation in any economically produ~tlVe work by his physical or mental activity. Work I.n~olved not only actual work but effective superVISIon and direction of work.
Reference pedo-1s : The reference period is one week prior to the date of enumeration in the case of regular work in trade, profession, service or business. If a per50n h3d partioipated in a1\Y ~r.ch regular ·work on anyone of the days during thib reference period and this had been returned as his main activity, the person will be catecrorif>ed accordingly. A person who normally works but had been absent from work during this refelence period on account of illness or travel, holiday. temporary breakdown, strike, etc., the person should be treated as engaged in regular work in which he would have otherwise been employed but for his temporary absence. Persons under training such as a ppJ'entices with or without sti· pends or wages should be conbidered as-economic)'Ily a<>tive and recorded as working. A person who ~~s me.rely been offered work but has not actually lomed It, IS not to be treated as engaged in work.
There 'are certain types of work Which are not carried on throughout the year sucb as cultivation livestock k~eping, plantation work, some -types of. household mdustry, etc. A person's main activity should be ascertained with referen~e to such work in t.he l~st one year eve~ if he was not economically actlve In the week prIOr to enumeration. It' is likely that even whcn a _person is engaged in some other work during the period of one week prit-r to the date of enumOlation, thp. main activity of the person may be cultivation, agricultural labour or some other work attended to normally by him in tne course of the year. Care must be taken to see that the main a.ctivity is properly ascertained in such cases. For example, a person's main activity may be agricultural labour and in the week prim: to enumeration he may be engaged as a sugar cane factory labourer or as a road coolie. He sh?uld be categorised for his main activity as agrIcultural labourer only as returned by him as he engages himself mostly in that work and the other work should be treated as his subsidiary work.

On the other hand if a person is primarily engaged in some eco~omic ac~ivity but at the same time does also attend to s,)me household chores or attenas a night school, etc., he or she sh?Uld b~ ~reated basically as a worker for the mam actiVIty and categorisedaccordingly.
A person who merely receives an mco'me such as a rent receiver or a pensioner who does not have to work for receiving the income, will not be treated as economically active unless the person is also engaged in so.ne economic acti" lty and if that activity is returned as the main activity of the,individual.
Q. 16 (a) Broad Category (i) Worker (C,AL,HHI, OW) (ii) Non-worker(H,ST,R, D, B, I, 0).
.Tl;te main activity returned by the person will entitle him to be categorised either as a ",orker in 16 (a) (i) or as a non-worker under 16 (a) (ii).
1,6(a) (i) Worker _(C, AL, HttI, OW).
Where the tl,lain _activity Clf a 'person qualifies Aim to be treatecl as a worker he should be further categoriseq accordiD~ to the type of work and CU,e of the appropriate abbreviat10ns indicated against tb:s question should be entered in the QOx provided for the purpose. If the person is not engaged in any'ecor-omic act vity an"X' shoulu be noted in the box. The abbreviations to be u~ed for workers are explained below.
C : CULTIVATOR
For a person who rotur,lS his main activity as working a'3 a cultivator, the abbreviation 'C' should be used.
Definition oj Oultivator: For purposes of the census a person is working as CUltivator if he or 13he is engaged in cultivation by one self or by supervision or direction in on,e's capacity as the owner or lessee of land held from Govt. or as a tenant ·of land held from private persons or institutions for pa:yment {/ money, kil.d or share.
Cultivat',on involves plougliing, sowirg and haryesting and production of cereals and millet cl_;0PS such as wheat, paddy, jowar, bajra, ragi etc" and pulfles, raw ju~e and kindred fibre crop, 'cotton, etc., and other crops such as sugarcane, groundnuts, tapioca, etc., and dees not inclu<!e frui~ growing, vege" able-growi!:g or keepu g orchards or groves or workng of plantations like tea, coffee, nlbber, cinchona and other medicinal plantations.
.A person who ~erely Owns land but has given out land to another person or persons for cultivation for 'fl.'oney, kir,d or share of crop and who does not even supervise or direct CUltivation of 'land, will not be treated as workmg as 9ultivafor. 'S'roiIarly, a person working in another perse,n's land for wages in cash, kmd or share (Agricultural labourer) will not be treated as cultivator in this question.

AL: AGRICULTURAL LABOURE;R
A person wh) returns his main activity as engaged as agricultural.labourer, the abbreviation,
A L' sh"uld be used in the box.
Definition oj arp, Agricultural Labourer : A person who works in. another person's land for wages in muney, .kind or ,hare should be regarded as an agricultural labourer. He hag no risk in the cultivation b-q. he merely works in anot,her person's land for ",ages. The labourer could have no right, of lease or contract on land on which he works.
H. H. 1. : HOUSEHOLD INDUSTRY
For a person who returns his main activity as engage-l in some produc ';ion, processing, servici~g_ or repair of articles of goods such as, say, handloom weaving, dyeing, carpentry, bid: nllin'g, pot~ery manufactur:ng, bicycle repairing, black smithy, tailoring, etc., it ha'3 to be ascertained if it is a household inrlustry, a,ld if so, it should be inilicated by the abbrevia"':on 'HRI' in the box.

hold In:lus\ry is defined as an industry conJucred by the Head' of the household himself/herself and/or mainly by the members of the household at home or within the village in rural area') and onlJ within the premises of the house where the household lives in urba I, areas: The industry should not be rUn on the wale of regis' ercd factory.
The main cdoricn of a Householtl Industry is the participat,ion of one or moro mem.bers of a household. This criter~on should apply to urban areas wo. a. pleader or doctor or barher, mt).sician, dancer, waterman, dhobi, afl~rologer, etc., or mereJy trade or business, even if such professions, trade or services are :Uli at home by members of household.
Sometimes it is likely that the person who maJ n.ot be working in hib own Household Industry may be working as a petty employee in another Household Industry. You should, therefore, enqUire whether the person who is not working in his own Household Industry, is working in any. other Household Industry as an employee and record as per instructions given above.
OW : OTHER WORKERS
If a perbon gives his main activity as engaged in any other work which is not cultivation, agricultural labourer household industry, this may be indicated by merely noting 'OW' in the box. The type of workers that may come under the 'Other Workers' category are factory workers, those working ~n trade or transport, all Government servants municipal employees, teachers, mining workers, political or social workers, building labourers, etc., etc. In fact, all types of economic activity not cover~d by cultivati,m, agricultural labour or household in~ustry will come under this residual category. Workers engaged in plantation or forestry should not be treated as cultivators or agricultural la.bourers but as 'Other Workers'.
Further details pertaining to this 'Other; category of workers, as also those engaged in household industry, will be recorded in the subsequent £ub-parts (b) to (Jl of question 16.
16(a.) (ii) Non-Worker (H, ST, R, D, BJ 1,0)
As was stated earlier, question 16 is intended to ascertain the main activity of every individual whether he or she i" economically active or not While 16(a)(i} helps to broadly categorise all those who ha ve returned rome work ,as their main activity, 16«(t}(ii) will help to catcgori~e those w.hose main activity is not .mgagcd in any economICally productive work, but are basica}Jy nop-workers. These may be categorised under seven broad head!> whofe abbreviations are indicated against this question. The appropriate abbreviatron will have to be entered in the bo-x provided. The abbreviations are explained below:
H : HOUSEHOLD DLTTIES
. This ?ovcrS all those persons basically engaged In unprud home duties 'doing no other work, or
even if such a person may also be partici patih g in some other work, it is not to the same' extent. as a whole-time worker and if the- person has returned hib or her 'main activity as attending to· household duties. Thl' main activity of such a person should be t-ntered as 'H'. If a person Whose main activity is attending to hou~hold duties, also engages oneEclf in some other economic acti vity such at' helping in family cultivation or preparing cowdung cakes at odd times for saJe,· etc. that economic activity "ill be covered as· secondary work under question 17. On the other hand, a woman who works primarily ·as a factory worker or a plantation labourer or an a?-riculturallabourer or in some office or shop, etc., and also attends to household dutief, obviously her main activity will be the economic activity in which she is mostly engaged in ana should not be categorised as 'H' for her main activity in this question. She should have been treated ba:sically as a worker and her main economic activity should have been recorded aga.inst 16(a)(i}.
This refers to those whose main activity is returned as a student. This will cover all fulltime students or children attending school. Even if such persons participated in some work but not to the same extent al.' a full time worker, by merely helping casually as an unpaid f<J.mily worker in family cultivation, household industry, trade or business, they should be treated primarily as students. If that is their main activity 'ST' should be entered in the box. The other economic activity, if any, that such persons' attend to will be reflected under question 17 as secondary work.
R : RETIRED PERSON OR A RENTIER
A person who has retired from service ~nd is doing no other work, i.e., not employed aga~n in some fulltime work or does not engage himself in some other work as cultivation, ill business, trade, etc., or a person who is a rentier or living on agricultural or non-agricultural ·royalty, rent or dividend, or any other person of independent means for securing which he does not have to work, will come under this category. 'R' ShOllld be noted in the box for a person coming under this category.
D : DEPENDENT
This category will include all dependents such as infants or children not attending school or a person permanently disabled from work because

B : BEGGARS, ETC.
This will coveY' beggars, vagrants or such cases as independent Women without indication of source of income and those of unspecified sourCeS of subsistence and who are not engaged in any economically productive work.
I : INSTITUTIONS
This will cOVer convicts in jails or inmates of a penal, mental or .charitable institution, even if such persons 'are compelled to do some work such as carpentry, carpet weaving, vegetable growin?, etc., in such institutions. An undertrIal prisoner in a jail. should not, however", be brought under this category but has to be indicated according to the main activity he Was engage t1 in before he was a.pprehended. Inmates of such imtitutions will be noted as 'I'.
0': OTHER NON-WORKERS
This will include all non-workers who may not come under any of the six categories above but are seeking work, they should be noted as '0' in the :box. A boy or g~rl whO bas completed education or has stopped -studying and is seeking work, will come under this category. If a person is merely spending his time at home as a dep{:ndent and is Dot do~ng any work and if> not seeking any work will come under 'D' rather than '0'. A person irrespective of age and whether eduoated or not, if be reports thathe is not engaged in any other activity but is seeking work will come under this category.
If the main activity of tho person who enumerated does not qualify a person to be treated as a worker and he does not fall under any of the four broad categories of workers covered by 16(a\ (i) and 'X' has been put in the box against that question, then he must necessarily be categorised under anyone of the seven broad types of nonworkers and the appropria~e abbreviation entered in the box opposite to ques~:on 16(a)(ii). Under this question, the desoription of the actual work that the person enumerated is doing is to be recorded irrespeotive of whioh type of industry, trade, profession or service he may be working and which is already recorded Under question 16(b). His aotual work should also be given in suft'oient detail. 1£ fpr example, a person is merely recorded as say, clerk with no other details, it will be impossible to properly categorise him as to the type of 'work he does. He may he a clerk attending to oorrespondence Or book keeping or aocount r·g. SilIlilarly if a person were merely to be recorded as a meohanio, it will not help to determine what type of meohanio-electrical mechanio, or a motor meohanic or a locomotive mechalllc, etc., he is.
