OBITUARY REFERENCE

HON. SPEAKER: Hon. Members, I have to inform the House about the

sad demise of our three former Members, Shri Ram Krishna Yadav, Shri Tapas

Paul and Shrimati Krishna Bose.

Shri Ram Krishna Yadav was a Member of 9th Lok Sabha representing

Azamgarh Parliamentary Constituency. He was a Member of Committee on

Agriculture.

Shri Ram Krishna Yadav passed away on 25th January, 2020 at Lucknow,

Uttar Pradesh at the age of 82.

Shri Tapas Paul was a Member of 15th and 16th Lok Sabha representing

Krishna Nagar Parliamentary Constituency of West Bengal. Prior to this, he

was a Member of West Bengal Legislative Assembly for two terms. Shri Paul was

an active Parliamentarian who served as a Member of different Parliamentary

Standing Committees.

Shri Tapas Paul was a renowned film actor who acted in more than 400

films of Bengali, Hindi and Oriya languages. He received so many film awards.

Shri Tapas Paul passed away on 18th February, 2020 at Mumbai at the age

of 61.

Shrimati Krishna Bose was a Member of 11th, 12th and 13th Lok Sabha

representing Jadavpur Parliamentary Constituency of West Bengal. Shrimati

Krishna Bose served as a Chairperson of Committee on External Affairs and as a

Member of different Parliamentary Committees.

A well-known educationist, Shrimati Bose taught in different educational

institutions for about four decades and also written so many books.

Shrimati Krishna Bose passed away on 22nd February, 2020 at Kolkata at

the age of 89.

We deeply mourn the loss of our former colleagues and the House convey

its condolences to the bereaved families.

Thereafter, the Members stood in silence for a while.

UNION BUDGET- 2020-21

MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT - Contd.

DR. UMESH G. JADHAV: Banjara community is scattered and living in 22

states in India with an approximate population of 12 crores. The human

development index of the community is far below the national average. A special

purpose vehicle called National Tanda Vikas Nigam Ltd. to setup with an objective

to provide basic civic amenities and welfare benefits to ensure safe, secured and

dignified life to Banjara community. Majority of Banjara habitations are located

wither on government land, forest land, or land belonging to some private parties. I

request the Union Government to instruct states for conversion of all such

unrecorded habitations into revenue villages. I request the union Government to

make a uniform provision to include Banjaras and their habitations located in

forest land to get forest rights on par with other Scheduled Tribes. There is enough

land with government to provide viable extents of agricultural land to all rural SC

families. SCs can boost the national economy and resolve the problem of

unemployment. Post Metric Scholarship & Book Bank Scheme's fund may kindly

be release for my Parliamentary Constituency. A Technical Hostel be setup for

these EWS Students of my Parliamentary Constituency.

SHRI SHRIRANG APPA BARNE: Under social justice, all the subjects from

protection of the interests of minorities to eradication of poverty and illiteracy are

covered. It is also related to removal of social evils like poverty, diseases,

unemployment and starvation. Every person should get an opportunity for

development. Nobody should be exploited. Development of Scheduled Castes,

Schedules Tribes and Other Backward Classes should be done. The Government

should take necessary steps to instill a feeling of brotherhood among the

communities. Crimes related to Scheduled Castes are increasing every year, which

is a matter of concern. In the Union Budget 2020-21, Rs. 550 crores were allocated

to the Ministry of Social Justice and Empowerment whereas in the year 2019-20,

budget provision of Rs. 630 crores was made. The budget provision for the year

2020-21 is not sufficient for helping the victims belonging to Adivasi and Dalit

communities. Social harmony should be increased in the country.

DR. SHRIKANT EKNATH SHINDE: Ministry of Social Justice and

Empowerment has been entrusted with a very important responsibility and is

mandated to uphold the principles of social justice and equality which are

enshrined under the Constitution. The current Government has always invoked the

principles of Dr. B.R. Ambedkar and talks about following his ideology and

principles but it is shocking to note that according to NCRB report, conviction

rates for cases involving SC/ST atrocities are slightly below the All India rate. The

representation of SC/ST/ OBC officers in Central Government ministries/

departments is lopsided even at the additional secretary, joint secretary and director

levels. The Government often talks about Sabka Saath Sabka Vikas, but the

representation and percent of reservation is not being followed in the executive

itself which is worrying and I would request the Minister to look into this. The

Mandal Commission had estimated OBC population at 52% of the total population.

I demand that the Government should carry out an OBC Census to determine their

population and which will also help them in making targeted interventions for the

welfare of OBCs. The caste data of Socio- Economic and Caste Census (SECC

2011), which was conducted between 2011 and 2016, has not been made public. I

request the Government to make this data available at the earliest. The amount and

figures are impressive but the Government could spend very little money on SC,

ST, OBC students‟ scholarships, coaching and allotment on hostels. The Ministry

of Social Justice and Empowerment has several schemes for the welfare of the

differently abled. Appropriate budget was also allocated for these schemes, but the

Ministry could not spend these funds in full. I request the Hon. Minister to kindly

take cognizance of this under spending and ensure that the Budget meant for the

benefit of the marginalized is optimally utilized. Accessible India Campaign has

not lived upto its objective and the deadlines have been pushed. Not only the

Railway stations but also the trains are inaccessible to the disabled. At Airports,

the Wheel Chair Lift should be implemented on Pan India basis. One important

aspect has been left out is related to creation of ramps or disabled friendly

infrastructure at ATM machines across the country. GST on disability devices

should be abolished. National Action Plan for Senior Citizens with the objectives

of financial security, health care and nutrition, shelter and welfare, protection of

life and property etc. should be implemented in all the States/ UTs.

SUSHRI S. JOTHIMANI: I am sorry to say that the Government has failed in

fulfiling its responsibilities towards the marginalized communities. The funds

provided for giving scholarships to SC, ST and OBC students are much lower than

the requirements. The government lacks commitment and only pays lip-service

when it comes to the welfare of SC,ST & OBC segments. During the recent OBC

committee meeting, I raised the demand for the reservation to OBCs in admissions

to Kendriay Vidyalaya and Navodaya Vidayalas. There must be 27 % reservation

for OBC students under NEET and all India quota seats for admission to medical

colleges. I urge the Government to create a special grievance and welfare cell with

special powers to protect all SC/ST/OBC & minority students in our higher

education institutions across the country.

SHRI JANARDAN SINGH SIGRIWAL: I urge you to provide motorized

trimotor cycles for the Divyangjans of my Parliamentary Constituency

Maharajganj of Bihar and also allot the houses to all widowed mothers and sisters

under Pradhan Mantri Awas Yojana. I urge to open a special kind of skill

development centre for providing employment to all the Divyangjans of my Lok

Sabha constituency, in which all the facilities to be made available for them. A

special type of old age home should be constructed in my parliamentary

constituency. I request to make special arrangement for providing employment to

the youths of Mahadalits, Dalits, Backward classes, Extremely Backward classes

and the youths of economically weaker classes.

DR. SUJAY VIKHE PATIL: Our Government under the leadership of Prime

Minister Narendra Modi Ji is working with the aim of Sabka Saath and Sabka

Vikas which entails giving social, political and economic opportunities to every

section of the society and with special emphasis on the welfare and development of

SC/ST/OBC. In line with our constitutional duty of providing Right to Equality out

government has made provisions for the welfare of SC/ST & OBC. The vision of

the D/o Social Justice & Empowerment is to build an inclusive society wherein

members of the target groups can lead productive, safe and dignified lives with

adequate support for their growth and development. It aims to support and

empower its target groups through programmes of educational, economic and

social development and rehabilitation wherever necessary. The allocation to the

Ministry has increased from Rs.8885 crore to Rs. 10103 crore which is an increase

of 220 crore for Department of social Justice and empowerment whereas for

Department for Empowerment of Persons with Disabilities it has increased from

Rs. 1204 crore to Rs.1325 crore which is a increase of Rs. 119 crore. Our

Government had taken the big step of providing constitutional status to the

National Commission for Backward Classes (NCBC) by adding a new Article 338

B to the Constitution by enacting the Constitution (123rd Amendment) Bill. Our

Government has been sensitive towards the need of the Divyangjan. The Ministry

has got an increased allocation of Rs. 130 crores for Deendayal Rehabilitation

Scheme. The vision of our Government is to build an inclusive society in which

equal opportunities are provided for the growth and development of Persons with

Disabilities so that they can lead productive, safe and dignified lives. I would

provide one suggestion to the government that a separate board for welfare of

transgender should be constituted at the earliest and the obligations of the

Government under Section 8 of the Act should be fulfilled.

SHRIMATI RAKSHA NIKHIL KHADSE: I would like to congratulate the

Government for further strengthening the schemes related to educational

development of the deprived section of the society, the Scheduled Castes, the

Scheduled Tribes and Other Backward Classes through this budget. The

Government has increased the budget of another Pre-Matric scholarship scheme

for the educational welfare of Dalits from Rs. 115 crore to Rs. 700 crore which is a

commendable step. This Government has increased the number of schemes

pertaining to the educational welfare of Adivasis. The Government under the

leadership of Prime Minister Modi ji has undertaken certain significant works for

the development of Dalits, Tribals and Other Backward Classes in the country

which can even be confirmed by the data available. Special attention has also been

paid by our Government to the interests of Divyangs and old age persons. I would

like to put forth certain demands before the Government relating to the welfare of

Divyangs. Divyangs should be awarded pension on the basis of the percentage of

their handicap. The posts for Divyangs should be reserved only for them. Every

building including the public and private commercial buildings in the public sector

and private sector companies, should be constructed wheel-chair friendly. The

Government should set up industries giving cent percent employment to Divyangs

at Tehsil level. The Government should make a Divyang Card for imparting

primary to graduation level education in the Government and private schools and

colleges completely free of cost. All the Government transport facilities should be

free of cost and concession should be given in air journey. All the health care

facilities should be provided free of cost to all the Divyangs. Monthly ration

should be made available free of cost considering the financial status of Divyangs.

All the political parties from amongst their candidates should provide ticket to at

least two Divyangs. Our Government has also taken several measures for the

overall development of backward classes. I would also like to demand that the

income limit for the creamy layer of other backward classes should be increased

from Rs. 8 lakh to Rs. 12 lakh per annum so that the benefits of reservation could

accrue to most of the people belonging to the other backward classes. I also

demand that the Government should make comprehensive provision for the census

of other backward classes. Various students of Leuva Patel Caste in my Lok

Sabha Constituency Raver and Northern Maharashtra who belong to other

backward classes are deprived of the Central schemes owing to a typographical

error in the Central Government and State Government records. The Government

is requested to correct this error at the earliest.

SHRIMATI DARSHANA VIKRAM JARDOSH: The Budget presented by the

Hon. Minister of Finance has been prepared keeping all the sections of society in

mind. I would like to congratulate the Government for paying attention to the

safety of our brethren belonging to the Scheduled Caste category in addition to

their health by taking a decision to abolish the practice of manual scavenging of

sewers. A provision of Rs. 53,700 crore and Rs. 85 thousand crore has been made

for the people belonging to Scheduled Caste and Scheduled Tribes category and

Other Backward Classes which will enable us to make a comprehensive change in

their standard of living. The Government is requested that adequate use of

technology should be made in all the works related to safai karamcharis (sanitation

workers) and emphasis should be laid by the Government to use smart technique.

SHRI MOHANBHAI KALYANJIBHAI KUNDARIYA: The demand for

reservation for the general category had been going on for a long time. By

implementing 10 percent reservation, for economically backward class was

praiseworthy step. It will benefit the poor of backward castes and other needy and

poor are likely to get their rights. My constituency in Gujarat is an area

prominently having Scheduled Castes, Scheduled Tribes as its inhabitants and

there are certain demands of the people like creation of better coaching facilities

for preparation of UPSC, PSC, Army. Navodya and NDA Examination. The

number of hostels in these areas is not adequate due to which students have to face

a lot of difficulties. Therefore, the number of hostels should be increased there.

KUMARI SHOBHA KARANDLAJE: The Budget 2020-21 has given a

decisive push to social sector with enhanced allocations for welfare schemes for

Scheduled Castes, Scheduled Tribes and other vulnerable sections of the society

including senior citizens, transgenders and beggars. The biggest increase has been

in scholarship schemes for meritorious students from SCs, STs and OBCs across

Ministries indicating the Government‟s emphasis on education for vulnerable

sections of society. The Government has put a renewed thrust on fighting drug

abuse, care of senior citizens and rehabilitation of beggars. Addressing the issue of

manual scavenging, our Government is determined to eradicate the practice of

manual cleaning of sewer systems or septic tanks. The Department of Social

Justice and Empowerment caters to a vast range of the most marginalized sections

of the community. The Government has constituted a Development and Welfare

Board for De- notified, Nomadic and Semi- Nomadic Communities (DWBDNCS)

for implementing development and welfare programmes for the DNTs in February,

2019. The absence of any uniform classification across the country is among the

biggest dilemmas regarding De-notified Tribes (DNTs) They are not enumerated

separately in the Census, making it difficult to ascertain concrete figures.

Although the DNTs are spread across different backward class categories and are

entitled to various schemes under these categories, they are unable to access any of

these benefits. I urge the Government to review all the data available and

formulate comprehensive Schemes for the welfare of DNTs and also increase

allocation for the purpose of implementing development and welfare programmes

for Denotified, Nomadic and Semi- nomadic Communities. The aspirations of

Persons with Disabilities in India from 2020-21 budget were manifold. The

aspirations of persons with Disabilities in India from 2020-21 budget were

manifold. However, the budget document reveals that allocations for Institute for

Sign Language, Institute for research on technologies for persons with disabilities,

assistive device both ADIP and ALIMCO has been reduced. The expansion of

quality habilitation and rehabilitation services in rural areas will never see the light

of the day with this marginal increase. In view of the above, I urge the

Government to consider and make substantial increase in the allocations for the

Department of Empowerment of Persons with Disabilities.

SHRI AJAY MISRA TENI: The population of Bott Caste residing at the base of

Himalayas including my Lok Sabha Constituency Lakhimpur and border areas of

Nepal from Jammu and Kashmir to Sikkim including Uttar Pradesh is

approximately 1 lakh and this community at several places including Jammu and

Kashmir enjoys the status of scheduled tribe. Through you, I would like to

demand that action should be taken to list this Bott Caste among scheduled tribe

which is socially, politically, educationally and financially backward so that the

said community could be uplifted. Besides, the Hindu nomadic „Banjara‟

community whose culture and life style are akin to those of Scheduled Tribes

should be given the status of the Scheduled Tribes.

SHRI B. MANICKAM TAGORE: I would like to state that Virudhunagar

District is an aspirational District and Madurai District needed to be given more

importance by the Social and Justice Ministry. The discrimination against

Virudhunagar District should end. There are many handicapped and disabled

persons due to the accidents in Sivakasi fireworks factory. Tricycles and other

items needed to be given to them.

SHRIMATI POONAMBEN HEMATBHAI MAADAM: The Government is

committed to all inclusive development of every section of society, especially the

poor and vulnerable sections. Social justice and socio-economic equality -

Antyodaya is a policy for "New India". Five places related to Dr. B.R. Ambedkar

called Panchateertha, have been developed by this Government. Initiatives have

been taken for empowerment of SC and ST communities through research on Dalit

entrepreneurship, empowerment, skill development, capacity building among

SC/ST women and youth, impact of different schemes of the Government on

socio-economic conditions of SC and ST and other similar subjects. An allocation

of Rs 1,38,700 crore for the welfare of the Scheduled Castes, the Other Backward

Classes and the Scheduled Tribes have been made in the Budget. Allocation for

scholarship schemes for meritorious students from SCs, STs and OBCs have been

increased. For setting up Eklavya Model residential schools in all tribal-dominated

districts, an allocation of Rs 1313.23 crore have been made. These initiatives will

open up vistas for a vibrant and dynamic economy with a gentle breeze of new

technology.

THE MINISTER OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI

THAAWAR CHAND GEHLOT) replying said: I would like to express my

gratitude to all those hon. Members who have participated in this Debate. During

the Debate, a slew of suggestions were given, the schemes of the Government were

appreciated and some of the hon. Members pointed out the shortcomings of the

Budget. The Hon. Prime Minister said in his first speech- "My Government will

be dedicated to the poor." I along with the Minister of State have been making

efforts to translate this statement into reality under his guidance. During the last

five years, we have done historic work and implemented Action Plan by virtue of

which we succeeded in making 10 Guineas' Book of World Records. We accorded

constitutional status to the National Commission for Backward Classes in 2018.

This is a historic decision. A high level Board was constituted in order to

implement the development work related to the de-notified, nomadic and semi-

nomadic communities. We have provided 10% reservations to the economically

weaker sections. Moreover, we made laws in order to bring the transgender into

the mainstream. We have streamlined the laws made for protection and

maintenance of the senior citizens. We have taken up big decision to implement

Rashtriya Vayoshri Yojana. Under this scheme, 1,24,242 senior citizens have been

benefitted and over Rs. 51 crore has been spent on this scheme. Moreover, we will

try to make all the Scheduled Caste dominated villages, having population of 500

Adarsh villages by providing financial assistance under Pradhan Mantri Adarsh

Gram Yojana by the year 2024-25. I would like to say that Rs. 10,103.57 crore has

been earmarked till date for the implementation of the welfare schemes meant for

Scheduled Castes and Scheduled Tribes. Similarly, we have enhanced the Budget

for the empowerment of the physically challenged persons. The expenditure to this

end has been increased by Rs. 214.13 crore to 2931.27 crore for the period from

2014-2020 as compared to the period from 2009 to 2014. In addition to it, we are

providing 6 types of financial assistance to the physically challenged persons for

their educational empowerment. During the last five years and current year, 88692

physically challenged students have been provided scholarships of Rs. 259.67

crore. We are implementing Action Plans for the empowerment of the physically

challenged persons by providing financial assistance through NGO under Deen

Dayal Divyang Rehabilitation Scheme (DDRS). We have formulated Action Plans

even for the Skill Development Training for the physically challenged persons.

We have also prepared a National Data Base for the physically challenged persons

and provided them Unique Identification Cards. So far as the scholarships for the

Scheduled Caste and Scheduled Tribes are concerned, there are huge mess in some

of the States but I am happy to tell you that we have paid all the arrears during the

last two years and no amount of post metric scholarship and pre-metric scholarship

is lying pending for any State upto the year 2018-19. Number of beneficiaries in

the field of de-addiction has increased and if we include the current year‟s

numbers, it is more than six lakh. We have proposed to make the existing law

relating to senior citizens better. Several schemes were not very useful. We have

clubbed those schemes with others. We are making policy for the senior citizens.

The issue relating to the beggars pertains to the states. Yet, the Government issues

advisory to the state Governments to ban begging. We have provided funds to set

up de-addiction centers in 28 districts in Punjab and these centers are ready. The

Government provides assistance for the welfare of Scheduled Caste communities

through NGOs. We are implementing a Venture Capital Fund Scheme also. Under

this scheme, we support the people of Scheduled Castes in entrepreneurship. We

have benefitted 15,91,950 persons through National Scheduled Castes Finance

Development Corporation as on date. We also provide special central assistance to

the states. By the year 2024-25, we propose to undertake the welfare of the

Scheduled Castes and Scheduled Tribes persons by providing Rs.30 lakh to each

SC dominated village with population of more than 500.

All the cut motions moved were negatived.

MINISTRY OF TOURISM

SHRI VINCENT H. PALA initiating said: My Constituency has the heaviest

rainfall in the world. It is the cleanest village in Asia and the biggest hill station in

India. So, tourism is very important. But, I am very surprised to see the budget

allocation of Rs. 2499.83 crore for Tourism Ministry, which is not enough at all.

Tourism can help us in solving the problem of unemployment as it creates 400

million jobs all over the world. According to 'Forbes Magazine', India is now one

of the world's fastest growing markets in terms of tourism. Not only that, India is

also the birth place of four main religions, namely Hinduism, Buddhism, Sikhism

and Jainism. So, we can use this opportunity also in terms of religious tourism. We

have 80 National Parks, 441 Wildlife Sanctuaries, and 36 World Heritage Sites.

Our target is to increase the tourists in India from 10 million to 20 million. But

there is no coordination between the Ministry of Tourism and the Ministry of Civil

Aviation. India is having only 1.2 per cent of the world tourism. Under Swadesh

Darshan Scheme, out of 77 projects only 9 projects have been taken up, 10 projects

have not even been started. Similarly, out of 28 projects under PRASAD scheme,

only 2 projects have been completed and the remaining projects have not been

completed. I would request that the Government must invest more money in rural

tourism. The Government has launched UDAN Scheme but the coordination

among 36 tourism destinations is lacking. The Government has set up a 24X7

multilingual tourism information helpline. But this has not been properly

advertised. I would like to suggest that we must have a Crisis Management Group

under the Chairmanship of the Cabinet Secretary to coordinate with all the

concerned departments so that tourism industry can grow and tourists can feel safe

in our country. Our travel agents are paying 10 per cent more tax than the travel

agents abroad and this will hamper the economy of India.

SHRI RAJIV PRATAP RUDY: India is known for religious tourism, spiritual

tourism, wildlife tourism, medical tourism, adventure and heritage tourism. In

Europe and other developed countries, 75 per cent revenue is earned from

ecotourism in which forest and wildlife are important. What do we lack in our

country? We have more than 100 National Parks. If we can tap eco-tourism then

we can achieve 4 to 5 per cent of GDP through it. We have tiger tourism which we

need to promote to the world. People go to Kenya and Tanzania for safari while we

have all this in our country itself. If we can declare the Andaman and Nicobar

Islands as eco-friendly tourist state then we can achieve huge revenues. 4 million

people visit Colosseum of Rome, 10 million people visit Great Wall of China and 3

million people visit the Pyramids but only 2.5 million people visit Taj Mahal. Even

if just 1 per cent people of India will visit Taj Mahal then it will become the

biggest number. China has around 3 thousand five star hotels, Turkey 800 while

India has just 400 fiver star hotels which is very less. Bihar doesn't have even a

single five star hotel. In order to boost and promote domestic tourism and of

course, to attract tourists from home and abroad religious tourism and festivals

need to be given wide publicity. Sikkim has been declared an organic state. A

massive public awareness needs to be afoot in order that the incidence of people's

being affected with the diseases caused due to pesticides in food grains may be

substantially curtailed. The way Fort Tourism and Heritage tourism has been

cashed-in-on in Rajasthan by making them popular the world over, needs to be

replicated in pursuit of tapping immense possibilities of existing religious, cultural

heritage and natural characteristics in various states like that of Gujarat,

Chattisgarh, Uttarakhand, Kerala, West Bengal, Bihar etc.., The fact remains that

the oldest locomotives of India has huge potential to attract tourists even today.

Besides, I am obliged to flag an important issue as well. We all are aware that the

entire world is in a state of emergency and tourism is the worst affected. In such

situation, this sector badly needs reliefs on a number of counts. Banks should

provide concession in terms of repayment of EMIs for six months. GST tax

holiday should be offered to ease the burden of this industry. TACS proposed in

the Budget should be kept in abeyance.

SHRIMATI SATABDI ROY (BANERJEE): India has been endowed with better

landscape compared to Switzerland. This Budget fails to honour immense potential

of this sector in terms of employment generation. There has been a long pending

demand for according the status Industry to the tourism sector. yet, the Budget

remains silent on this count. I would like to suggest that the Central Government

should come forward to extend requisite support to promote tourists' spots in West

Bengal. Likewise, tourism is the biggest opportunity to establish Kashmir

financially. This seems all the more desirable in the wake of abrogation of Article

370. Security is critical to tourism. Therefore, the Government must ensure

security of the tourists. The State which we wish to promote from the tourists' point

of view should be accorded free location status for the purposes of the shooting of

the films. India is pregnant with huge potential for being a classic wedding

destination as well. This apart, on the lines of Germany our country should also

organise festival of Indian antique items. Villages should be in sync with

respective Panchayats. The village with certain unique features would, in all its

likelihood, arouse interest among the tourist and they would look forward to

visiting there. In turn there would be promotion of rural tourism and this way there

would be noticeable change in the rural infrastructure as well.

SHRI C.N. ANNADURAI: During the DMK rule in Tamil Nadu, several

schemes were implemented for promoting tourism in the temple cities like

Kanchipuram, Madurai, Srivilliputhur, Srirangam, Rameswaram, Thanjavur,

Velankanni and Nagore. But Union Government has not provided sufficient funds

for promotion of tourism in all these places of tourist importance in Tamil Nadu.

But it is painful to State that Tamil Nadu is being neglected as regards

developmental programmes. I request that Union Government should allocate

special package to address these issues and to find solution to all the problems. Be

it tourism or any other department, it should ensure progress of that place. A four

lane road facility should be provided in Tiruvannamalai. Train services should be

provided from Chennai to Tiruvannamalai on daily basis. I request the Union

Government to set up an airport in Tiruvannamalai under UDAN Scheme

benefitting the devotees visiting this temple city. Even if a bullet train is operated

between Chennai and Tiruvannamalai, the people of this area will be benefitted

besides the tourists from abroad and India.

DR. BEESETTI VENKATA SATYAVATHI: Andhra Pradesh is the State where

Indian national flag was designed by Pingali Venkaiah, a freedom fighter. Tourism

has seen a tremendous growth in our country. India was ranked 34th in the Travel

and Tourism Competitiveness Report 2019 published by the World Economic

Forum. Swadesh Darshan has been granted a generous amount of Rs. 1200 crore in

Budget 2020-21. Allocation have been made for development of coastal tourism

circuit and Kakinada Hope Island Konaseema as world-class coastal and eco-

tourism circuit. Special attention should be given to Tirumala Tirupati Temple,

Simhachalam Temple, Srisailam Temple, etc., along with Krishna Wildlife

Sanctuary, Indira Gandhi Zoological Park, Pulicat Lake Bird Sanctuary and

Kondakarla Bird Sanctuary. Kuchipudi, other dance forms and folk dances should

be promoted. Festivals of Andhra Pradesh such as Ugadi, Makara Sankranti,

Dasara, etc. and also Muslim festivals like Ramajan, Eid and Christian festivals

like Easter should be promoted. Allocations have been made for development of

Buddhist circuits in the state. Budgetary allocation should be fully utilized for

creating much better facilities so that both outward bound and inward bound

tourism may improve by leaps and bounds. Necessary permission should be given

for provision of tourist amenity centre and uncovered parking, monument lighting,

Buddhist torana, light and sound show, CCTV and wi-fi at Buddhist sites.

Facilities should be created and water sports should be developed in two reservoirs

in the state.

SHRI P. P. CHAUDHARY: The Government has decided to develop one

hundred new tourist spots, I would like to include tourist spots of my

Parliamentary Constituency Pali where emerging tourist sports of West Rajashtan,

namely Janwai Dam and Osia are fit for it. PRASAD scheme should include

Ranakpur, Parasheram Mahadev of West Rajasthan. Lastly, I fully support the

steps taken by the Government during discussion on Demand of Grants, for the

Ministry of Tourism.

SHRI BHARTRUHARI MAHTAB: The budget allocated for tourism sector is

insufficient to take up significant activities related to on- going infrastructural

development of the sanctioned tourism circuits. Increase in the outlay for tourism

sector can propel our country to a faster growth trajectory , large scale employment

generation and alleviation of poverty. A national policy for tourism is pending for

five long years. My State Odisha is very rich in monuments and heritage sites and

The Sun Temple, Konark is one of them. I would like to know what steps the

Government is taking for the conservation of this temple as there is no budgetary

allocation for it. I would also like to know specifically whether Puri is totally out

of PRASAD Scheme. I also request the Government to increase the number of

monuments of Odisha to be declared as Centrally Protected Monuments. Funds

should be provided to organize light and sound programme at Barabati Fort. There

is a need to construct a ropeway at Sri Neel Madhav Temple in Nayagarh district.

Swaraj Ashram should be converted into a museum of nation stature. It would be a

fitting tribute to the Father of the Nation during his 150 Birth Anniversary. A

memorial needs to be constructed at the Leprosy Home also. Kalinga which had

rich maritime activities and was a Janapad needs protection and scientific

excavation. There is also a need to establish National Tribal Museum in Odisha.

ADV. ADOOR PRAKASH: The cut in budgetary allocation for the tourism

ministry will definitely affect the targeted tourism project during 2020 -21. While

the tourism sector is facing many challenges, the allocated amount is not sufficient.

The Ministry of Tourism has sanctioned the project 'Development of Sivagiri Sree

Narayana Guru Ashram- Arruvipuram- Kunnumpara Sree Subrahmania-

Chembazhanthi Sree Narayana Gurukulam' in Kerala under Spritual Cirucuit

theme of Swadesh Darshan scheme in the year 2018-19 for rupees 69.47 crore

.The much awaited project is not started yet. There are many historically important

and high growth potential places in my constituency Attingal Kerala. Some of

them are Ponmudi Hill station, Agasthyakoodam, Neyyar Wildlife Sanctuary,

Kilimanoor Palace, Varkala on Papanasam beach, 2000 years old Janardhanswamy

Temple, Sivagiri Mutt, and a century old Varkala tunnel. Improvement of the

Varakal, Sivagiri and Chhilakoor tunnels will pave the way for the operation of a

travel circuit. The global spread of Coronavirus is a big hit to the Sector and its

impact will remain for the coming months also. I requesting government to

consider supportive measures to the tourism industry to address the challenges.

DR. SUKANTA MAJUMDAR: Five archeological sites would be developed by

the Government as iconic sites with on-site museums and these places include

Rakhigarhi, Hastinapur, Shivsagar, Dholavira and Adichanallur. Maa Bolla Kali

Temple is a very famous and historic temple in and around Dakshin Dinajpur

district. I demand that funds must be sanctioned for the development of this place

so that this place may be mapped on West Bengal spiritual tourism. I would also

request that a Kali/Shakti Tourism Circuit must be planned to boost religious

tourism in the country. Bangarh district in Dakshin Dinajpur had a flourishing past

in the sphere of culture and tourism. I urge the Ministry to provide proper attention

to the development of Bangarh so that national and international tourists could visit

here and local employment opportunities may be made available to the local

people. Tapan, located 35 kms. from Bahurghat town is famous for lake called

Tapan Dighi. This lake has a mound on the northern side which dates back to times

of Lord Buddha. I would urge the Government to carry our excavation in this area

so that it could become a popular hangout location in the entire North Bengal

region.

SHRI SAPTAGIRI SANKAR ULAKA: The Bali Yatra is an integral part of our

culture. We would request you to accord ''Bali Yatra'' festival status of ''National

Maritime Heritage Festival''. Kindly consider including Puri or some key tourist

destination in Odisha in the list of Iconic Tourist site. The Sahid Minar at

Papadahandi in Nabrangpur district should be declared as ''National War

Memorial''. I urge upon the Ministry of Culture to declare 'Dhanu Jatra' as a

National Festival and provide necessary financial assistance.

SHRI ASHOK MAHADEORAO NETE: This budget, instead of populist

announcements, focuses on agriculture and farmers and poor and middle class

people. This budget has proposed to set up 8 new museums in the country. This is

the largest ever budget to promote tourism. With the view to promote pilgrimage

centres and tourist places located in tribal and inaccessible areas of Gadchiroli,

there is an urgent need to renovate the religious palaces in District Gadchiroli like

Markanda (Dev), Tehsil Chamorshi, Hemadpanti Temple, Kachargarh Tehsil

Salkesa, Ramadegi Tehsil Chimur, Ghodajari Gaumukh, District Chandrapur and

Chaparada, Tipagarh, Binagunda, Arttondi and Vairagarh and to construct

Dharamshalas for devotees, roads, drinking water, toilets, bathrooms and sheds etc.

Badly Naxalism affected and tribal dominated Gadchiroli district, has been

included in the list of aspirational district. But, ineffective implementation of

government programmes has totally blocked the development work in the area.

Therefore, central schemes meant for aspirational districts should be effectively

implemented in Gadchiroli .

DR. SANGHAMITRA MAURYA : Badaun is a major city and district in Uttar

Pradesh. The historically famous city has also been the land of Sufi saints. The

main attraction of Badaun's Jama Masjid is its architectural style based on Afghan

and Persian style. The Badaun fort, also known as Roza Fort, is a memorable

building of the Mughal era. The Nagla temple located in the city is considered to

be 800 years old and an ancient shaktipeeth site. The other attraction is miraculous

Shivalinga's statue known as Raslinga set up at Gauri Shankar Temple. It is unique

and nowhere in India such a statue is found. The present day Sahswan was the

capital of Sahastrabahu who used to live here. The two major water sources in the

vicinity of the town named Mahava River and a lake have dried up,. Similarly,

Ushanapuri described in Purans is today's Usavan. According to religious texts,

the Katri area of the Usavan was the ashram of Guru Sukraacharya. I request the

Government, through you, to help me bring a lot of potential tourism sites of

Badaun on the world tourism map and develop Badaun as a tourist destination.

SHRI MOHANBHAI KUNDARIYA: Our Government has allocated sufficient

funds in the Budget to promote tourism. The Government is paying special

attention to develop places of archaeological importance. The proposal to develop

100 new airports is also a step to promote tourism in the country. I request the

Hon. Minister to develop Race Course ground, Ram Krishan Ashram,

Swaminarayan Temple, Aji Dam Bagicha, Shri Ranchhor Das Ashram, Mahatma

Gandhi Museum, Fun world, Jubli Garden, Pradhuman Zoological Park and

ISCON Temple also in my Parliamentary Constituency Rajkot.

SHRIMATI GITABEN V. RATHVA: Our country is scaling new heights under

the leadership of Hon. Modi Ji. India is now ranked 34th in the World Travel and

Tourism competitiveness Index due to the efforts of our Government. The Statue

of Unity which is dedicated to Sardar Vallabhbhai Patel is located in my

Parliamentary Constituency Chhota Udaipur. It is the tallest statute in the world,

therefore, it has become a very popular tourist spot. People from all over the world

visit here. However, this place still lacks adequate transport facilities. I request

the Hon. Minister to provide an international airport along with rail and road

connectivity to this famous spot to facilitate the tourists.

DR. SUBHAS SARKAR: My constituency Bankura district Sadar has two tribal

Assemblies. I propose a home tourism in tribal people's homes at Mukutmanipur,

in Ranibandh Assembly; one ropeway at Jaichandi Hill in Raghunathpur

Assembly; beautification and interconnectivity of Dighis in Mandir town

Bishnupur and to develop infrastructure at Nabadwip to promote Holi Utsav and

Rashmela Utsav.

SUSHRI S. JOTHIMANI: For this financial year 2020-21, Rs. 2500 crores are

the budget for the Tourism Ministry. The sites of historical and religious

importance in Tamil Nadu should be developed as iconic sites. I urge the

Government to develop an agricultural theme-based tourist circuit at the textile-

hub of Karur district in my state Tamil Nadu. In order to promote domestic tourism

and inspire people to travel more, there is a need to improve internet connectivity

in Tier II and Tier III cities. An adequate budget should be allotted to state tourism

boards to ensure the welfare and adequate protection for tourists in India.

SHRIMATI DARSHANA VIKRAM JARDOSH: A lot of eco-tourism and

medical-tourism related possibilities can be seen in Dang district of Gujarat. There

is a need to develop this district. It would prove to be very important from tourism

point of view to build a grand Shri Ram Temple in Ayodhya and now there would

be a need to create a necessary practical infrastructure from hotel and tourism point

of view. I would like to demand that certain minimum points must be fixed in this

direction and a trial must be done at the central level while keeping various streams

of tourism, like eco-tourism and medical tourism in view and every year, schemes

must be formulated by keeping certain particular times in mind. The Government

should formulate time based schemes to provide tourist facilities to foreign tourists

in Puri, Odisha alongwith which, such places which lack big hotel facilities,

arrangements should be made for the stay of tourists at the homes of local people.

Such an arrangement by the Ministry could well become a basis for an economic

change for the families living in interior and forest areas.

SHRI SRIRANG APPA BARNE: India has the largest tourism sector in the

world from Kashmir to Kanyakumari with huge tourism potential. The allocation

made for tourism in this Budget is very low, in view of the wide spread of tourism

sector, it needs to be increased. The hurdles in obtaining tourism clearance from

the archaeological department may be removed. I urge upon the Government to

develop tourist infrastructure at Matheran, Maval, Karla and Bhaja Archaeological

Caves, Gharapuri Bet near Mumbai, popularly known as Elephanta Cave, Ancient

Temple near Karla Cave, Rajmachi, Lohagarh, Tikona, Raigarh forts in my

constituency of Shivaji Maharaj era and adequate funds may be provided to

undertake repair and renovation work of the said monuments. The announcement

made in 2015 in respect of five tourist spots may be implemented at the earliest.

The Government of India is requested to publish a detailed booklet in various

regional languages of the country to disseminate information on the tourism

heritage of the country. I urge upon the Government to provide adequate

infrastructure for the development of the entire coastal area in my Parliamentary

Constituency in terms of tourism and give concrete shape to the discussion on the

Budget at ground level.

SHRI MAHABALI SINGH: Only those countries in the world are developed

which have made more progress in tourism industry. As regards our country, it has

a huge tourism potential. Nature has given us many beautiful things. Besides, our

culture and civilization are so good that people from across the world visit India,

however we are unable to provide facilities to them. If we develop our tourism

sector, then India‟s ranking will improve from 34th

to 10th

in the next five years.

People visit India because it has different types of seasons. To attract foreign

tourists, we have to give some relaxation in visas, reduce GST and construct good

hotels for them. Bihar has immense potential for tourism. Lakhs of people visit

Bodh Gaya, where Mahatma Buddha attained enlightenment and Pawapuri, the

place of Lord Mahavira. However, there are no hotels at both these places. If we

provide all facilities from the point of view of tourism, then tourists from all over

the world visit Bihar which in turn will generate income and create employment

opportunities.

SHRI CHANDRA SEKHAR SAHU: Our Government has understood the

growing influence of the tourism sector. There is a need to constantly work upon

to increase and facilitate tourism in the States. Tourism in Odisha is one of the

main contributors to the economy of Odisha. With a 500 kilometre long coastline,

Odisha is one of the major tourism sectors of India, with various tourist attractions,

ranging from wildlife reserves, beaches, temples, monuments, the arts and

festivals. For tourism infrastructure creation in the country, Ministry of Tourism

has schemes, like Swadesh Darshan – Integrated Development of Theme - Based

Tourist Circuits and PRASHAD - Pilgrimage Rejuvenation and Spiritual, Heritage

Augmentation Drive for development of tourism infrastructure in the country

including historical places and heritage cities. The Government is also developing

17 iconic Tourism Sites in the country but no site has been identified from the

Odisha State. I urge upon the Union Government to include tourist places of

Odisha in list of Iconic Tourism. I would request the Government to consider the

demand of Odisha and include five tourist destinations such as Konark Sun

Temple, Chilka Lake, Bhitarkanika National Park which is a very important park -

Similipal National Park and Diamond Triangle Buddhist Circuit. Puri, Southern

part of Odisha, the tribal district of Koraput needs to be developed as tourist spot.

There is a need to approve the proposals sent to the Ministry of Tourism from the

State of Odisha for development of tourism in the State with some assistance. Bali

Yatra and Dhanu Yatra need to be given the national heritage status. Under the

Sagarmala project, the Government has taken up schemes for the development of

the coastal belts throughout the country. The route from Digha to Gopalpur should

be extended up to Sonepur under the Sagarmala project.

SHRIMATI POONAMBEN MAADAM: I rise to support the Demands of

Grants for the Ministry of Tourism 2020-21. The biggest liberalization to make

feel tourist welcome had started with simplification of Visa system. The ''Adopt a

Heritage: Apni Dharohar, Apni Pehchaan'' project was a historic step in the

direction of preserving our history and heritage. The success of Swachh Bharat

helped in generating employment through Tourism and boost India's GDP. The

State Government of Gujarat and Chief Minister Vijay Rupani ji is also taking a lot

of measures for promotion of tourism in Gujarat. If we can collaborate with private

hospitals for promoting medical facilities in Gujarat on PPP model, this will further

boost tourism and add to our GDP and employment.

DR. AMOL RAMSING KOLHE: Maharashtra has had a very glorious history

but the procedure to seek approval from Archeological Survey of India (ASI) is a

very complex and lengthy one. I would request that efforts should be made to make

approval process more convenient by improving internal co-ordination between the

Ministry of Tourism and ASI. I would also urge that Bailgadha Sharyat Sport must

be considered as a potential tool to promote rural tourism under the name of an

indigenous sport. Lenyadri Devsthan is situated in Ashtvinayak in my

Parliamentary Constituency Shirur. There are 350 Buddha Caves located at this

place. I would request that these Buddhist caves must be included in Buddhist

Circuit and the interpreters of Lanyadri must be exempted from the entry fees

levied by the Department of Archeology. In my constituency, there are a number of

Shakti and Bhakti places. I would request that all these places must be developed

in Bhakti-Shakti Circuit under a pilot project.

SHRI ABDUL KHALEQUE: Though the year 2019 saw 10.89 million foreign

tourist visiting the country with a growth rate of 3.1 %, the growth figure dipped

by more than 2% when compared to the year 5.2% in 2018. Tourism plays an

important role in the economic growth of a nation. In India, tourism contributes

around 9% of the GDP. Assam is a Confluence of various social, religious and

cultural heritage. There is Vaishnavites Satras, Hajo the spiritual town of Assam

and many others notable places of natural, historical and cultural importance. I

would demand for the inclusion of Assam in Sufi circuit. Hardly anything is being

done to promote or attract tourist to these places. For that matter, the tourism

ministry along with the railway ministery must introduce a tourist train connecting

various tourist destination in Assam on the lines of "Palace on Wheels" and such

other trains. There is slow effort to promote tourism and that too whatever is being

done is not a systematic way. Unless definite plans are made and effectively

monitored, steady growth in tourism is not possible and will always remain

directionless.

SHRI SHYAM SINGH YADAV: India is known for its spirituality and there is

lot of potential of spiritual tourism here. A Statue of Spirituality should be

constructed in Benaras in the line of Statue of Unity in Gujarat to promote tourism.

Steamer services should be started in the river Ganga in Benaras and in the river

Gomati in Jaunpur to promote tourism. Jaunpur is known for Ganga-Jamuni

culture. There are Shahipul, Fort, Atala Mosque and a number of historical

monuments in Jaunpur, therefore a Heritage Park should be established there.

DR. G. RANJITH REDDY: The contribution of tourism to the GDP was 5.8 per

cent in 2014-15 which has come down to 5 per cent. The projected income was Rs.

2,647 crore in 2020-21 and we could get Rs. 2500 crore against Rs. 2647 crore.

Swadesh Darshan is a flagship programme of this Ministry. The expenditure

allocated for Swadesh Darshan was Rs. 1,106 crore but the Ministry has only spent

Rs. 498 crore out of it. For overseas promotion and publicity of tourism, the

Government has allocated Rs. 450 crore whereas it has spent only Rs. 240 crore. In

my constituency, Vikarabad is known for medical treatment. Along with

Vikarabad, Gandipet and Himayat Sagar are tourist hubs. They should be included

under Swadesh Darshan Scheme. Foreign tourist arrivals have come down from

10.2 per cent in 2014 to 3.1 per cent in 2019. NRI growth rate in tourism sector

has come down from 8.5 per cent in 2016 to 1.4 per cent in 2018. Foreign

exchange earnings growth has come down from 12 per cent in 2014 to 8.3 per cent

in 2019. Hyderabad is known for its rich heritage. Charminar, Salarjung Museum

and the Golkonda Fort are there. In addition to these, under PRASAD Scheme, Rs.

80 crore was allocated to the Jogulamba Temple but nothing was spent. Shri Ram

Temple at Bhadrachalam in Khammam district, Ramappa Temple in Warangal

district and Kaleshwaram where the biggest lift irrigation scheme is being

developed should be developed as tourist spots. Tourism is a labour-intensive

multisectoral activity and is a key driving force of socio-economic progress and

employment generator. Therefore Government should focus on tourism.

SHRI FRANCISCO SARDINHA: Goa is one of the tourist hubs of the country.

The tourist traffic dropped by 30 per cent in 2019 in comparison to the figures of

2018. The reason is the breakdown of „Thomas Cook‟. If the Air India could start

chartered flights, not only the same number but a much bigger number of tourists

can come to visit our State. Secondly, the European Union, comprising of 28

countries took interest in Goa Tourism. They suggested revamping transport

infrastructure, and improving cleanliness. The Government of India could support

the Government of Goa to give facilities of international standards. Tourism needs

branding and marketing. The Government could come forward in this regard. The

Government must encourage and organise more national and international events

to boost Goa‟s touristic potential. There should be some visa application and

extension facility for the foreigners so that they can stay here for a long time. Goa

represents a multi-cultural society, this should be highlighted and promoted. . Goa,

with its heavy focus on mining, aqua-culture, agriculture, and also with a very long

coastline needs ecological protection and balance. The Ministry of Environment,

the Ministry of Culture and the Ministry of Tourism should treat Goa as a special

case and give them financial assistance. So, I would request the Government to

come to the rescue of Goa because tourism is the only industry left for Goa to

survive. I once again request to give some grant to the Government of Goa so that

they can improve all the facilities in the State.

SHRI MITESH PATEL(BAKABHAI): An important river of Gujarat,

Mahisagar passes through my parliamentary constituency, Anand. If its bank

stretching from 9 to 10 kms in Vasad under Anand Taluka is developed as river

front, it will boost up not only tourism but also the employment opportunities.

There is a very old Ayodhya Temple in Wehrakhadi village which is mere 2 km

away from Vasad. It should be developed from the tourism point of view. I would

like to urge the Government of India to make budgetary provision for both of these

purposes.

PROF. RITA BAHUGUNA JOSHI: The spiritualism and philosophy of our

country has always been centre of attraction for the world. Ayodhya will emerge as

the biggest religious tourist place after the construction of Shree Ram Temple

there. The decision to construct museums at Dhoulaveera, Shiv Sagar, Rakhigarhi,

Hastinapur and Adichalnalur is a welcome move. The scope of coastal tourism can

be increased by developing Lothal alongwith Kerala. I would like to request the

Government to withdrawn armed forces from the Allahabad Fort and open it for

the tourists.

SHRI DUSHYANT SINGH: Many people get employment in tourism sector and

12.75 per cent people are employed with this sector. The Minister and Department

of Tourism have promoted ASSOCHAM, Craft Institute and Training Institute.

When State Government and Union Government work in collaboration then only

tourism progress. Fifteen integrated development circuits have been set up under

the Swadesh Darshan Scheme. Further focus should be given to connect

Vikramshila circuit with Budhist circuit. A temple should be constructed in

Deoghar in lines of Suryanagri. We can maintain our monuments with funds

through CSR UDAN Yojna have connected the country. Many foreigners visit

India to seek medical care. The Minister of Finance has revised GST slabs. We

desire that Ram Mandir should be constructed in Ayodhya. I would like to say

about Carona virus and tourism. The Minister should pay attention towards hotels

and Tourism, Industry in view of Carona virus and curtail GST rate. A new

Tourism Board should be constituted.

SHRI SHRINIWAS DADASAHEB PATIL: Mahabaleshwar and Panchgani are

located in my Lok Sabha Constituency. People from Mumbai visit these places

however they have to face a lot of difficulties as the roads are not in good

condition. I want that the funds should be allocated for widening these roads.

Sugarcane is cultivated in my area and agricultural labourers from various parts of

the country work here. It is necessary to provide facilities for them. Maharashtra

has religious tourist places like Ashtavinayak and Gyarah Maruti. Apart from this

facility of roads should be provided for places like Shirdi, Tuljapur and

Saptashrungi. Similarly Pandharpur, Dehu and Alandi are also not being

maintained properly. The condition of all forts constructed during Chhatrapati

Shivaji's regime is not good. If we promote coastal tourism in Coastal Maharashtra

then the people of Maharashtra will get employment and their standard of living

will improve. Ropeways should be installed at Pratapgarh and Purander similar to

Raigarh for the facility of aged people, children and women. Mumbai city is good

for tourism but it lacks accommodation facility. Therefore Yatri Niwas should be

constructed in Mumbai.

DR. VIRENDRA KUMAR: Tourism leads to development and it has a huge

potential to generate employment. An allocation of Rs.2500 crore has been made

for tourism in the year 2020-21. The Finance Minister has proposed to set up the

first Indian Institute of Heritage and Conservation. Hon. Finance Minister has

proposed to set up a new museum and to revive certain other museums. The

inflow of foreign tourists has seen an increase of 3.2 per cent in the year 2019 as

compared to 2018 and the foreign exchange earnings have increased by 7.4 per

cent. The Government has introduced Swadesh Darshan and PRASAD schemes.

The Government has allowed to open up 120 more peaks for hiking and trekking.

GST rates on hotel room tariffs have been reduced. The Government organized

„Bharat Parv‟. Orchha Nagari in Madhya Pradesh has got an important spot in the

country from a religious and tourist point of view. There is a need for

development of Orchha Nagari. Birth place of Maharaja Chhatrasaal is situated at

Mor Pahari in Madhya Pradesh. There is a need to develop and conserve this

historical place as well as to organize a national level carnival on the occasion of

birth anniversary of Maharaja Chhatrasaal. There is a need to connect the village

Achatt near Chhatrapur in Parliamentary Constituency, Tikamgarh to Khajuraho

temple and to set up a museum of statues by reviving the temple at this place

itself.

SHRI M.K. RAGHAVAN: Kerala is one of the most popular tourist destinations

in the world. Tourism industry is a major contributor to Kerala‟s economy and it is

growing at the rate of 13.3 per cnet. Kerala‟s beaches, backwaters, mountain

ranges and wildlife sanctuaries are popular attractions. To further promote tourism

in Kerala, the Government should include the state under PRASAD Yojana.

Medical tourism and Ayurveda is also a major attraction in the state. An Indian

Maritime Hisotry Museum should be established in Calicut. The Government

should consider to allocate more budget to the state for development of tourism.

SHRI HARISH DWIVEDI: From the point of Architecture and Culture India is

one of the famous country of the world. For the development of tourism

infrastructure in the country, two major schemes- Swadesh Darshan Yojana and

PRASAD Yojana were launched by the Ministry of Tourism during year 2014-15.

This was aimed to generate employment by promoting religious tourism sites,

development of basic infrastructure at religious places, local arts, culture,

handicrafts and foods etc. During the year 2018, 10.56 million foreign tourists

visited our country and it is 5.2 per cent more in comparison to the last year.

Government will renovate five Archaeological sites and four more museums will

be renovated in all over the country. The beauty of India attracts tourists. Tourism

is a new source of employment generation for the people. So many other industries

are also interconnected with tourism industry. Makhoda Dham of Basti District in

Haraiya Tehsil is one of the most ancient sites. Cantonment Saheed Sthal is the live

example of freedom struggle which is in my Parliamentary Constituency and is

connected with the First War of Independence, 1857. I would like to request the

Government to develop this Cantonment Saheed Sthal as a National Monument.

DR. UMESH G. JADAV: Historically Kalaburagi is a rich region of the Deccan.

Gulbarga fort is an important tourist spot. This fort has 15 towers. There are so

many other places of interest also within the town. Therefore, I would like to

request the Hon'ble Minister of Tourism to develop this region as a Major Tourist

Destination which will help this region to grow as a New tourist Destination of the

country. Now, Kalaburagi is having its own Airport which will be easier to connect

to the other Tourist Destination of the country. I would request the Hon'ble

Minister to develop Chandrampalli Reservoir/Dam as an Adventurous Tourist

Destination and to take initiative to start courses in Hotel Administration in

Kalaburagi and to declare Bonal Tank in Supur taluk in Yadgir district as a Bird

Sanctuary.

ADV. A. M. ARIFF: I would like to submit some ground realities facing our

tourism sector. There is a tourism recession or slow-down in our country. After

passing of CAA, many countries like US, UK, Russia, Canada, Singapore and

Taiwan have issued travel advisories to their citizens refraining them from visiting

India. Such issues have also affected the tourism sector. Viral disease like Covid-

19 will affect the tourism also. We have to build up a new tourism policy for the

development of our tourism sector. Kerala is one of the most popular tourist

destinations in the country. The State Government had submitted many proposals

for the development of tourism sector in the State but the Central Government is

not considering these projects and also not giving sufficient funds. Proper funds

have to be given in the Budget for Kerala. Tourism Circuit could not be completed

due to two massive floods. I would request the Minister to allot more funds for the

completion of this project. Another major tourist attraction of the Kerala State is

the boat races. For the promotion of boat races, Kerala is conducting Champions

Boat League. A lot of national and international tourists are coming to Alappuzha

for watching this league. So I would request the Government to allot a special

fund for this boat race league. The State of Kerala has initiated Alappuzha Muziris

Tourism Project at a cost of Rs. 106 crore. The Central Government has to assist

and allot sufficient fund for the completion of this project.

SHRI GAUTHAM SIGAMANI PON: The small fund of Rs. 2500 crore allotted

in this Union Budget, 2020 is not going to develop tourism of India. The Union

Government may allot funds for the development of Yercaud and also for the

upliftment of the Scheduled Tribe people over there. Kalvarayan Hills is another

hill station and a tourist centre in my Kallakurichi Constituency. There are ten

Water Falls in Kalvarayan Hills. The way to the Falls is in bad condition and very

unsafe. Hence, I would like to urge upon the Central Government to allot funds to

develop infrastructure to boost the tourism sector.

SHRI E.T. MOHAMMED BASHEER: India is a land of great tourism potential.

Every region has its own uniqueness and flavor. India presents heritage and

culture tourism along with medical, business and pilgrimage. Tourism is the most

significant revenue generating sector but we have to address certain challenges.

Infrastructure development is the most important thing. Next comes promotion of

tourism through lot of advertisements. Tourism sector should be made easily

accessible and affordable to everybody. Our culture diversity, art, tradition and

other related things are our assets which need a lot of encouragement. We have

world famous rivers, beaches, hill stations, forests, backwaters and natural beauty

and mountains but pollution is spoiling all these natural blessings. That also has to

be addressed. This kind of pollution is also happening in Kerala. I would like to

say about employment generation in the tourism sector. If we develop tourism

also, along with tourism, employment generation also will take place.

SHRI SUNIL DATTATRAY TATKARE: Under the Swadesh Darshan Scheme,

I would like to recommend a few hotspots of tranquility and enlightenment in my

Lok Sabha Constituency of Raigad, Maharashtra which need to be developed.

India is known for its beautiful coast line and sea beaches. Coastal circuit is one of

the niche tourism area. As such, Guhagar beach, Velneshwar beach, Karde beach

(Dapoli) in Ratnagiri district, Harihareshwar beach (Shrivardhan), Diveagar beach

(Shrivardhan) and Murud beach in Raigad district of Maharashtra should be

developed. Kuda Caves, the ancient Buddhist caves, in the Raigad district of

Maharashtra need to be developed. The development of Spiritual circuit is a

pressing need of the day. Raigad in Maharashtra is blessed with beautiful temples

which need to be a part of Spiritual circuit. In the interest of holistic development

of tourism, higher employment opportunities and preservation of local culture and

tradition, I would recommend that all the tourists' hotspots be developed under

various categories of Swadesh Darshan Scheme.

PROF. S.P. SINGH BAGHEL: For the first time, Rs. 2500 crore for Tourism

Sector and 3100 crore for the Ministry of Culture have been allocated. It is

proposed to set up eight new museums and renovation of five existing museums.

Five major archeological sites will be developed. We had constructed Agra

Expressway and everyone benefitted out of it but Agra suffered as Expressway

enable the tourists to rush to Agra and return the same day. Unless tourists prefer

night stay, Agra is not going to be benefitted. I would like to say that Taj Mahal

must be opened upto 10 to 11 of the clock at night. One barrage should be

constructed there so that water level of Yamuna river is increased. The farmers

may get benefit and declining water level could be contained so that cruise and

boats ply on it. I would request the Minister to arrange Light and Sound

Programme in Agra Fort and Fatehpur Sikri. Water from Hathni Kund be

discharged to Yamuna. Artisans will be benefitted by organising night markets and

Haat bazar. One Planetorium should be set up in Agra and laser show should be

arranged in Shahjahan Park or Mehtab Bagh. Tourism Development Authority

should be set up in Agra. The holistic development of Taj Mahal and Fatehpur

Sikri should be done. The additional budget should be provided for beautification

of all roads bound to Agra. Promote laser show in Mughal museum. Daily one

flight from all metro cities and major countries should be provided for Agra. An

international stadium should be set up there. Cafeteria, toilets etc. of international

standards should be constructed in all museums. The Chambal Safari should be

developed in Etawah district.

SHRI GANESH SINGH: There are a number of Buddhist stupas in and around

Riva and Satna districts. I have been repeatedly demanding to connect these sites

with the Ramanaya tourist circuit, Swadesh Darshan, Prasad Yojana and Buddha

circuit of the Central Government. The Government should allocate funds for the

development of Chhitrakut and 84 Kose Parikarma in Madhya Pradesh and set up a

museum in Satna to house the ancient Buddhist idols stationed in the museums of

Banaras, Prayagraj, Delhi and Kolkata. The Ministry of Tourism is requested to

provide financial assistance to the Deepawali and the Navdurga fairs held at

Chimbhkar and Mehar respectively. The Government should give the status of

cultural heritage to Mehar and setup a museum at Art Ichel near Mehar.

SHRI AJAY MISRA TENI: I request the Government to develop the Nigasan

and Dhorhara region in my parliamentary constituency Lakhimpur Khiri. The

Government should develop the Mishrikh Mansarovar route. The ministry should

also develop the Rail-Bus facility in Dhudva National Park and use the Paliya air

strip as a commercial airport.

DR. M. K. VISHNU PRASAD: I request the Ministry of Tourism to declare

'Gangee Fort' as Tourism & Heritage Centre. They should focus on developing the

infrastructure around the fort and provide acoustic& lightings which will attract

more tourism.

SHRI HASNAIN MASOODI: Tourism has potential to generate employment

opportunities for a large number of unemployed youth. We have to pursue tourism

in all its dimensions-pilgrimage tourism, health tourism, sports tourism, eco-

tourism, adventure tourism and heritage tourism. The Union Territory of Jammu

and Kashmir is the most important tourist destination of the country. It gets 1.5

million pilgrims every year and another 0.5 million tourists from within the

country and outside. Adequate investments are required for promoting tourism in

Jammu and Kashmir. Tourism industry in Jammu and Kashmir has suffered a loss

of atleast Rs. 200,000 crore during last eight months. We expected a rehabilitation

package in the budget for hoteliers and all others engaged in the tourism industry.

I request the Government to ameliorate tourism industry in Kashmir.

SHRIMATI SUMALATHA AMBAREESH: Economic development of a

country is dependent upon many indicators and tourism has a huge potential and it

will make a significant impact on the economy of our country to provide livelihood

and to generate revenue also. I am delighted to say that already several temples and

heritage sites of Mandya district were identified by Archaeological Survey of India

for its renovation and developmental works. I request the Hon'ble Minister to

expedite the same. I would like to draw the attention of the august House towards

the development of Srirangapatna and Melukote of Mandya Dist, as major tourist

destinations. It is earnestly requested to develop above Tourist destinations and

accord necessary sanction/approvals under PRASAD/SWADESH DARSHAN

scheme or with the provision under special grants at the earliest.

SHRI SUMEDHANAND SARASWATI : The government is doing its best to promote

tourism. My Lok Sabha constituency Sikar can be an important tourist destination. Harsh

Mountain in Sikar district is the second highest peak after Mount Abu in Rajasthan. At its peak,

the Harshnath Temple (Shiva temple) of the 11th century is located. Jeen Mata temple is also

near to it. From this place, Khatu Shyam Ji and Salasar Balaji are located at a distance of just 50

kilometers. Tourists and devotees are visiting these places throughout the year. I request that

developments work at these religious places should be taken by adding them into a tourist

circuit.

SHRI M. SELVARAJ: The Union Government should generate additional

employment by giving importance to the Tourism sector. Adequate hotels, health

and medical facilities, lodging facilities should be provided to attract the tourists.

Tourism industry has seen a drastic decline due to the implementation of the

Citizenship Amendment Act as that has caused uncertainty, tension and insecurity.

Correction in Tourism Policy should be made after identifying the reasons for

declining trend. Nagore Mosque and Vailankanni Church, Thanjavur Temple and

Mahabalipuram are important tourist places in my Parliamentary Constitution. I

urge upon the Government to set up an airport in my Parliamentary Constituency

Nagappattinam for facilitating foreign tourists.

SUSHRI DIYA KUMARI: My constituency of Rajsamand, is home to many

historic sites such as Haldighati, Dewar and Kumbhalgarh Fort. Two of these are

UNESCO World Heritage Sites as well. These sites can together constitute a

tourist circuit that presents to the people of India and the world, the glorious

history of Mewar. Day tours can be arranged from Udaipur to these places as it

will really benefit these areas. I recommend the development of the Char Dham of

Mewar, Eklingji, Shrinathji, Dwarkashishji and Charbhujaji for the religious

tourism sector. To ensure hassle-free experience for tourists especially women

travellers, a comprehensive national strategy on safety and security of tourists

should be developed and tourism police should be developed at tourist sites

because a lot of ladies travel alone and this should be a huge comfort to them.

Owing to the diverse culture and heritage of each state, I recommend that the

future tourism policy be State specific. Jaipur is an important tourist destination

and now a UNESCO World Heritage Site. Therefore, it should have more direct

international flights, especially to and from European countries and the Far East.

Better connectivity should be there in Rajasthan as well as from other parts of

India, including our other tourist hubs like Kerala and Goa. Incentives should be

given to airlines to encourage them to start these flights. We should aim to make

tourist sites more accessible with better air, rail and road connectivity. Rural

homestays should be promoted and there should be activities relating to the rural

area so that the tourist can experience our vibrant rural culture as well. There are

quite a few wildlife sanctuaries and national parks which have huge tourist

attraction, and it is very important to protect and conserve the same as well as add

more facilities and activities around these sanctuaries keeping in mind the

ecological balance. A more aggressive and innovative global promotional and

marketing strategy to showcase India‟s rich heritage, culture and diversity needs to

be adopted.

DR. T. SUMATHY(A)THAMIZHACHI THANGAPANDIAN : Tamil Nadu has

managed to retain its first position in the list of destinations having the maximum

number of domestic and international tourist arrivals in India. The tourism industry

plays an important role in employment generation and economic growth. Globally,

the tourism industry accounted for 10% of the world's GDP and 10% of all

employments in the year 2018. The Swadesh Darshan Scheme has failed to boost

tourism in my state of Tamil Nadu. Only 9 sites in Tamil Nadu have been selected

under this scheme. A comprehensive National Strategy on Safety & Security of

Tourists, including 'Tourism Police' should be developed. It should incorporate ways

and means to bring investments from both foreign and domestic investors into the

tourism industry. To attract more tourists we should aim to make tourists spots more

accessible. Hence, there ought to be better air, rail, and road connectivity. Most

importantly a more aggressive and innovative promotional strategy to showcase

India's rich heritage, culture, diversity and destinations in various parts of the world

needs to be built. The Government of India should take proactive steps to ensure that

India shall soon become the number one tourist destination of the world. Rural

tourism in Tamil Nadu should be promoted by the Government of India so as to

preserve and promote the culture of Tamil Nadu. Therefore, I request the

Government of India to sanction adequate funds to promote tourism in Tamil Nadu,

thereby leading to increase our foreign reserve income and employment

opportunities.

SHRI G. SELVAM: Kanchipuram and Chenglepet districts belong to my

Kanchipuram Constituency. Kanchipuram City in a spectacular temple city and is

also known as Silk City. Chenglepet district also serves as a major tourist spot in

Tamil Nadu. I would request for the development of tourism in Kanchipuram

alongwith improvisation of transportation channel to reach Kanchipuram

constituency tourist spots from the other parts of the state and country and establish

the sanitized guest houses/pilgrims halls, with purified water facilities in all the

spots, for the accommodation of the tourists. I hope that the Government will

provide better support with the primary focus on sanitation, safety, security,

accessibility and will provide the convenient and comfortable tourism for the

tourists.

SHRI BHAGWANT MANN: No Government has been able to rein in the

menace of poverty. Poverty can be checked only if our children become educated.

So quality education is the need of the hour. We ask the Government for

employment but, the Government provides us food-grains as doles. In Delhi

standard of Government schools has been uplifted. The standard of education of

Government schools should be improved upon everywhere. Sweepers and

employees working under the Mid-day Scheme, get hardly 1600 or 1700 rupees as

wages. Their jobs should be made permanent. The Government schemes should

reach the poorest of the poor. The rules of Pradhan Mantri Awas Yojna are very

strict, they should be relaxed.

SHRI SUBRAT PATHAK: I would like to attract your attention towards the

tourism potential of Kannauj, better known as city of perfumes. Currently,

Kannuaj is well known as the largest producer of perfume in the world. But

former Governments took no steps to promote Kannuaj as a tourist destination. If

its historical heritage sites are developed as tourist destinations then it will attract

tourists from all the countries of the world and can be developed as a means of

earning foreign exchange. I urge the Government to work towards making

Kannauj as a major tourist destination to attract foreign tourists and thus making it

as a vehicle of earning foreign exchange. For the preservation of all these

historical sites, it is very important to set up an office of the State Archeological

Department in Kannauj. If the beautification and preservation of these historical

sites is done then Kannauj will not only become prosperous like other big districts

of UP but the people of country and abroad will also get a chance to know our

ancient history.

SHRI HANUMAN BENIWAL: There has been a significant increase in the

tourism sector in the country during the last six years. This development can be

attributed to grant under flagship schemes like Swadesh Darshan, PRASAD

Scheme, Extension of E-visa facility in 167 countries, decline in visa fee and

development of theme based tourism path. I would like to draw the attention of the

hon. Minister towards certain demands for Rajasthan. The state is home to several

forts and ancient temples. It is also a significant place of tourist interest for foreign

and domestic tourists. It is part of the golden triangle. There is a need to develop

religious tourism in the state. A tourism circuit should be developed for places like

the birth place of local Deity Veer Teja ji Kharnal in my parliamentary

constituency and Mukam Samrathal in Bikaner and Khejarli of Jodhpur. The

Lohagarh fort of Raja Surajmal which is the only invincible fort in the country in

Bharatpur should also be developed as a tourist place. There is an acute shortage of

central institutes for tour management, and institutes imparting training for hotel

management in the State. Such institutes should also be developed in Jaipur,

Jodhpur, Udaipur and Ajmer etc. Thar tourist circuit should be developed linking

Barmer, Jaisalmer, Bikaner, Nagore and Jodhpur and desert sports should also be

organised there. The Government of India should also introduce border tourism in

the state.

SHRI ANURAG SHARMA: I rise to support the Demands for Grants for the

Ministry of Tourism for 2020-21. A lot of initiatives have been taken to promote

tourism in the country. The hon. Minister of Tourism in conjunction with the hon.

Civil Aviation Minister may look at the new hundred airports being announced

because airports today are the force multipliers for tourism on a particular

destination. Though Bundelkhand, is an economically backward area, but there is a

huge amount of history and a huge amount of architecture which should be

exploited to its complete potential. If temporary structures like a clean bathroom or

at least a cafeteria are allowed to be put up near heritage sites under ASI, it would

be a huge boon for all of us. If particular attention is paid to Chitrakoot then it also

has a lot of potential for tourism. Forts of Bundelkhand should be removed from

under the protection of ASI and brought under public private partnership which

will prove to be very beneficial. If the fort of Devgarh is covered in Tirthankar

circuit by bringing Jain and Hindu tourism together, then a backward area like

Lalitpur can also be developed. Today, one looks at tourism to experience the

place. Platforms like Air bnb can be allowed to enable people to live in home stays

and experience the places of visit in Bundelkhand.

SHRI KAUSHLENDRA KUMAR: Bodhgaya and Nalanda are international

tourist places. Nalanda has been a main centre of education in ancient India.

Tourists from India and abroad come to Nalanda throughout the year. Followers of

Buddhism visit Rajgir and followers of Jainism visit Pawapuri. Followers of

Hindu, Buddhist and Jain religions visit Gridhkoot mountain, Lal Mandir,

Veershasan Dham Tirth, Digambar Jain Mandir, hot water springs, Swarn

Bhandar, Bipulachal Parwat (Jain Temple), Acharya Mahavir Kirti Digambar Jain

Saraswati Bhawan, Bimbisar Ka Bandi Grih, Saptparni Gupha, Maniyar Math,

Giriyak Stupa, Tapo- Dharm, Jarasangh Ka Akhada, Laxmi Narayan Mandir,

Panch Pahadi etc places at Rajgir in Nalanda. A five star hotel and international

library should be set up in Nalanda which will attract more foreign tourists and it

will also help in revenue earning and generate more employment opportunities for

local people there.

SHRI SUNIL BABURAO MENDHE: I would like to state that tourism sector

has a vast untapped potential in my Constituency and this sector can create many

opportunities of income for youth. I believe that NGO‟s should take up the

important role in form of the Skill development agencies to empower the youth

belonging to rural background. This would enable them to utilize the vast

employment generation potential of tourism industry, particularly, in the area of

rural tourism. There is need to integrate the schemes being run by the Ministry of

Micro, Small and Medium Enterprises and establish tourism clusters. My

Parliamentary Constituency Bhandara- Gondia can be developed as a Pilot tourism

cluster.

SHRI THOMAS CHAZHIKADAN: Named as one of the ten paradises of the

world by the National Geographic Traveler, Kerala is famous for its ecotourism

initiatives, beautiful backwaters, unique culture and traditions. The tourism

industry is a major contributor to the economy. We have to develop Kumarakom

as a major tourist centre. For that we need to have a tourist highway from

Cherthala to Kottayam connecting National Highway 66 and National Highway

220 that is KK Road. Once we connect these two national highways, we can

develop Kumarakom well. This will link the beaches at Alleppey, the backwaters

at Kumarakom and the hill stations at Thekkady and Munnar. That will be a very

good combination.

SHRI RAHUL RAMESH SHEVALE: My State Maharashtra has a number of

forts which have historical importance but these have not been developed as tourist

spots, therefore, tourists seldom come here. The Government should make these

forts a popular tourist spot by providing adequate facilities for the tourists and by

publishing information material about them. Lonawala is another beautiful tourist

place where an ancient temple of Ekveera Devi is located on a hill. I suggest that a

rope way should be constructed here which would not only attract more tourists but

also facilitate the disabled to visit the temple. There is a need to provide

connectivity to the famous eight Aushtvinayak temples in Maharashtra. The land

lying vacant in sub-urban areas of Mumbai can be utilized for developing

amusement parks of international standards. Maharashtra has a long and beautiful

coastal line . Water sports can be started at beaches of Mumbai through PPP

model with a view to attract more and more domestic and foreign tourists. I also

request the Tourism Minister to renovate all the zoological parks in the country.

A scheme should also be formulated to connect all the religious places in

Maharashtra to facilitate religious tourism.

SHRI THOL THIRUMAAVALAVAN: Indian Government earns more than Rs.

2 lakh Crore every year through foreign exchange. To expand and upgrade, Indian

government, in the first instance, should lead this country as a peaceful nation

where people live in harmony. In Nagpur we have place called as Deekshabhoomi.

This place has developed into a tourist place visited by several lakhs of people. I

therefore request you that adequate boarding an lodging facilities should be

provided in Deekshabhoomi. There are several places of tourist importance in

Tamil Nadu. Several lakhs of people visit Lord Shiva temple. Setting up an airport

in Chidambaram absolutely necessary. Mamallapuram (Mahabalipuram) is a

historical tourist centre. An airport in Mahabalipuram to attract tourist from India

and abroad. Veeranamlake is a largest lake in Tamil Nadu. Government should do

the needful to develop this lake as a water theme park.

DR. T. R. PAARIVENDHAR: Pachaimalai Hills located at Thuraiyur, Trichy in

my Parliamentary Constituency is the best place to go for trekking. Small towns

surround the hill and one can witness the rich culture of the local tribal people. The

Ministry of Tourism can look at this part for further development. Ranjankudi Fort

is a 17th century fortress located in the town of Perambalur in Tamil Nadu. The

fort was the focus point during the Battle of Valikondah during 1751 and can be

developed as a major tourist spot.

SHRI KANUMURU RAGHURAMA KRISHNARAJU: Tourism is giving 6 per

cent of the GDP and 11 to 12 per cent of employment to the country. The

allocation made in this regard should be fully utilized. Tirupati, Srisailam,

Kalahasti and Simhachalam are world-renowned temples located in our State.

Temple tourism should be promoted. There is 500 acres of land which can be

considered as SEZ and a lot of tourism activities can be created. If good

infrastructure of hotels, transportation facilities and booking arrangements can be

made, a huge potential of foreign exchange earnings will be there. Special funds

should be allocated under PRASAD scheme.

DR. SUBHASH RAMRAO BHAMRE: There are many tourist destinations in

Satana Tehsil under my constituency. Two forts, namely, Salher and Mulher have

historical background. The great warrior Chhatrapati Shivaji Maharaj fought battle

at Salher & Mulher forts. Two hills in Satana Tehsil are sacred places for Jain

religion. Highest statue of Jain Tirthankar was erected by a Jain NGO there.

Tourism department should develop this area to attract more tourists from all over

the world. This will generate employment in this backward and tribal area.

SHRI B.B. PATIL: Under Swadesh Darshan scheme, Qutubshahi Heritage Park,

Paigah Tombs, Hayat Bakshi Mosque and Raymond‟s tomb were identified as

heritage circuit in 2017-18. But only Rs. 49 crore were spent on the project till

now. Action should be taken for development of spiritual tourism circuit in

Sangareddy, Kamareddy and Medak districts of Telangana under Swadesh

Darshan Scheme. Jogulamba Devi Temple, one of the 18 Shaktipeeths in the

country has been identified under the PRASAD scheme. The historical Koulas

Fort in Kamareddy district needs assistance and may also be included in Swadesh

Scheme. The ecotourism circuit sanctioned in 2015-16 in Mahboobnagar and

tribal circuit sanctioned in 2016-17 with an objective of integrated development of

Mulugu, Laknavaram, Medavaram, Tadavai, Damaravi, Mallur and Bogatha

Waterfalls should be completed at the earliest.

SHRI LALLU SINGH: Ayodhya need to be re-established in its ancient form. It

is very necessary to focus on its surrounding 84 Kos area. As per the scriptures,

the boundaries for 84 Kosi parikrama is determined by the places located at its four

corners. These are Shringi Rishi in the East, the site of Agastya Rishi, Janmejaya

Kund in the South, the site of Agastya Rishi, Jambu Dweep in the East and

Makhauda Makh Bhoomi in the North. With the development of this place, the

devotees will visit and stay there for many days.

SHRI ANTO ANTONY: I represent the Pathanamthitta Parliamentary

Constituency. A lot of sightseeing destinations and several other spiritual tourism

destinations like Pandalam-the birth place of Lord Ayappa and from where

Sabarimala pilgrimage starts stands as a symbol of religious harmony. The famous

tourist destination Gavi is also in my constituency. Several thousands of domestic

and international tourists visit Gavi, Vangamon, etc.., and the number of tourists is

increasing each and every year. I would request the Government to sanction funds

for the development of infrastructure facilities.

SHRI RAHUL KASWAN: I appeal for development of Dadreva, Gogamedi

under PRASAD Scheme. This is such a religious destination where pilgrims come

from western Uttar Pradesh and from the entire country in a large number. Salasar

temple is located in my Parliamentary Constituency, Churu. I would like to request

for the development of this constituency. There is no road connectivity from

Jaisalmer Airport to the National Highway. I request to connect all the tourist

destination. I hope the hon. Minister will pay attention on the said issues.

SHRI RAMESH BIDHURI: Budget for tourism has been increased to 2500 crore

from Rs. 2150 crore. Initiatives of Government of India like 'Atithi Devo Bhavah'

and 'Incredible India' have promoted tourism and India has improved its World

Economic Forum global competitiveness ranking from 65th to 34

th rank. Qutab

Minar in Delhi is a historical place. It was fort of Ghiasuddin Tughluq and if it is

revived, it will become a place tourist attraction. A large number of tourists will

visit Maa Kalka Mandir, Yamuna Bazar Mandir and Hanuman Mandir if they are

developed properly.

SHRI N.K. PREMACHANDRAN: I rise to oppose the Demands for Grants

because of non-utilisation of funds allocated by the Parliament last year. Last year,

the Ministry had demanded Rs. 1,106 crore for Swadesh Darshan which was

granted by the Parliament but the Ministry has spent only Rs. 446 crore. You are

now again seeking an allotment of Rs. 1,200 crore. Under PRASAD Scheme also

there is non-utilisation of funds granted by the Parliament. National Tourism

Policy is pending for the last five years. Even after six years in office, the

Government is not able to draft and publish a National Tourist Policy. Tourism is

one of the major foreign exchange earning industries which can boost the

economy. I suggest to promote education and skill development in tourism sector

by which employment can be provided to millions of people. There should be a

quick and transparent licencing process for tourism projects. I demand relaxation

of norms in tourist visas. I also demand a comprehensive National Tourism Policy

at the earliest.

SHRI RAJU BISTA: I request the Ministry of Tourism to introduce a Tourism

Act after shifting tourism to the Concurrent List. The Government should also set

up Inter-ministerial Coordination Committee, Tourism Board and Crisis

Management Cell. The States which are serious towards tourism projects should

be given higher financial allocation. I request the Government to construct an

alternative highway to Darjeeling and Kalimpong hills and alternative bridge over

river Teesta. I also request the Government to start daily helicopter services to

Darjeeling and Kalimpong hills from Bagdogra and to initiate Buddhism Dharma

Tirtha tourism initiative clubbing Darjeeling, Sikkim and Bodh Gaya together.

The Government should establish Indian Institute of Heritage and Conservation in

our region and find a permanent political solution to the long pending demands of

the local people.

SHRIMATI SUPRIYA SADANAND SULE: I request the Government that out

of the total funds allocated to the Ministry, the non-utilized funds can be

transferred to State Governments for development of tourism. The Centre must

clarify as to why there was a sudden increase in the Budgetary allocation for the

coming financial year. It must also de-construct how where this funds will be used

along with state-wise allocation. I request the Center to renovate and develop the

Jejuri Temple, Pandharpur Temple, Ambabai Temple and Tuljapur Bhawani

Temple by including them in the PRASHAD scheme. A number of historical forts

in my Constituency are in need for development and renovation. I request the

Ministry of Tourism and ASI to coordinate and come up with a portal or

mechanism to ease the approval process for this purpose. The Central Government

can consider simplifying the visa procedures and institute on-arrival visa for

tourists. It is important to take measures to improve security measures for tourists

in the country. The Centre can also consider encouraging homestays of tourists

with local families in India.

SHRI S. GNANATHIRAVIAM: The Central and State Government has taken no

steps to increase the tourist footfall in Tamil Nadu. The Swadesh Darshan

Scheme has failed to boost tourism in my state of Tamil Nadu because it has

neglected major tourist spots in and around Tirunelveli. A comprehensive

National Strategy on Safety & Security of Tourists including 'Tourism Police'

should be developed . The future tourism policy should be State specific.

Important tourist destinations in Tamil Nadu should have more direct

international flights and better rail and road connectivity to other cities in

Tamil Nadu. or. To enhance the experience for tourists more and

improved basic and recreational facilities should be provided. A more

aggressive and innovative promotional strategy to showcase India's rich

heritage and culture is needed. The Government should also promote rural

tourism in Tamil Nadu. I also urge the Government to construct a

Greenfield airport in between Rameshwaram and Tirunelveli with direct

flights to Varanasi, Rishikesh, Shirdi etc. Adequate funds should be

sanctioned to promote tourism in Tamil Nadu.

SHRI ADHIR RANJAN CHOWDHURY: 34 ancient temples are located in

village Pathra in Midnapore district of my State West Bengal. A Muslim named

Yeasin Pathan is looking after these Hindu temples. I request the Government to

extend all possible help to this person who is promoting communal harmony at the

time when there is conflict between Hindus and Muslims. I also request the

Government to help in maintaining bio-diversity reserves and wild reserves in

Sunder ban which has been included under the world heritage list.

SHRI KANAKMAL KATARA: I would like to request that rest of the remaning

funds sanctioned for various schemes may be released without any further delay. I

come from a tribal dominated area and I demand that funds be sanctioned for the

development of places like Maangarh Dham, Maa Tripura Sundari Talwada

(Banswara), Bhavji Maharaj Beneshwar Dham (Dungarpur), Arthuona (Garhi),

Galiakot Peer Fakhruddin Shrine, Sheetala Mata Temple (Dungarpur), Dev

Somnath and Vijwa Mata Mandir, Aaspur. There is an island at the confluence of

three river at Beneshwar Dham which has a Hari, Brahma and Shiva temple over

there. Water in these three rivers comes to very high level during the rainy season.

Therefore, I would urge that maximum amount must be sanctioned for construction

of Culverts at a reasonably higher level on both sides of the river. I request that

Maangarh Dham must be given the status of National Marty place.

SHRI SUDARSHAN BHAGAT: My Parliamentary Constituency is a tribal

dominated region. There are a number of historical places in this area which need

speical attention of the Government. Therefore, I would urge that places of both

religions a historical importance must be conserved and speical attention be paid to

them. Both these places must be linked with the 'Swadesh Darshan Yojana'. Places

like Lavapani and Dhardhariya waterfall and old Shiva temple in Khakparta in my

Parliamentary Constituency Lohardaga including Akhileshwar Dham, Chulha Pani,

the originating place of Damodar river, Navratrangarh Fort, Temple of God

Narsingh, Ghagri Dham and Sai Mandir in Ranchi district need some concrete

schemes to be made so that these places could be linked with 'Swadesh Darshan

Yojana' in order to help tourists connect with all these religious, historic and

natural spots.

SHRIMATI RITI PATHAK: Dubri Sanjay Tiger Reserve located in Dhohani

Legistlaive Assembly in my Parliamentary constituency has a variety of flora and

fauna. I request the Hon. Minister to allocate sufficient funds for the development

and expansion of this tiger reserve. People of the three Gram Panchayats- Rudra,

Bhadaura and Maghigaon coming under this tiger reserve have not been given

adequate compensation for the land acquired from them. I request to constitute a

committee to examine the matter and to give adequate compensation to them. The

other tourist places like Bagdara wild life Sanctuary, Manda Caves and Chandreh

Temple should also be developed. The Government should also ensure that the

people residing within Bagdara Wildlife Sanctuary could get the benefit of various

schemes of the Government.

SHRI NIHAL CHAND CHOUHAN: I would like to keep some of my demands

before the hon. Minister of Tourism. Mohanjodaro, in Hanumangarh district is a

very famous and archeologically important site and the Tomb of Laila Majnu is

situated in Anoopgarh, Sri Gangangar on the Indo-Pak border. Alongwith these

there are monuments of many brave martyrs in village Naggi and Hindumalkot, I

would request that all these places be developed as tourist spots. Heavy damages

are being caused to the ancient fort of Bhatner in Hanumangarh district due to lack

of proper rain water drainage system in the fort therefore, provision for a separate

budget for this purpose must be made. Bhadrakali temple in Hanumangarh district

in a very dilapidated condition therefore, I request that this temple alongwith.

Pallu Brahmani Temple in Pallu village of Hanumangarh district must be

developed as tourist spots.

SHRI NAYAB SINGH SAINI: Tourism got the highest allocation in this budget. Tourism

not only boosts the development but also has the capacity to create Jobs at large scale and thus

brings qualitative improvement in people's life style. The Ministry of tourism started two major

projects namely Swadesh Darshan and PRASAD in 2014-15 for the development of tourism

infrastructure. Kurukshetra is a sacred pilgrimage place where the lord Krishna gave Preaching

of the Geeta to Arjuna. Lord Krishna revealed his divine form to Arjuna at Jyotisar located on

Kurukshetra - Pahuwa road. Raja Harsh Ka Tila, One-kilometre-long, is located in

Kurukshetra. The objects recovered from here show a systematic development of civilizations

up to Kushan period. Sheikh Chilli's Tomb is another attraction near Kurukshetra. I request that

Kurukshetra should be developed as the world's largest pilgrimage center and tourist spot. I also

request to construct an airport in Kurukshetra for providing air connectivity. A ring road should

be constructed in Kurukshetra so that the people of Kurukshetra, domestic/international tourists

and devotees can get relief from daily traffic jam.

SHRI D.K. SURESH : It is shocking that the budgetary allocation for ministry of

Tourism is merely Rs. 2500 crores. It is unfortunate that there no concrete proposals for

the connectivity of tourism destinations in the budget. Tourism sector contributes a

significant 10 per cent to India's GDP. It plays a critical role in job creation-

accounting for 26.7 million jobs in 2018 and expected to provide employment to

nearly 53 million people, directly and indirectly by 2029. The implementation of CRZ

Act prevents the development of coastal areas. The development of these areas will generate

more employment to the rural youth as well as more revenue to the villages.

SHRI JAGDAMBIKA PAL: As all of you are aware, ours is a 500 year old

civilization. As such, tourism in India has a very old history. Home to 30 cultural

and 7 natural World Heritage Sites, India has a mesmeric confliation of the old and

the new. Also, development of thematic circuits is being undertaken under the

Swadesh Darshan Scheme. Similarly, integrated development of identified

pilgrimage destinations is being undertaken under the „National Mission on

Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive‟

(PRASHAD). Due to the incessant efforts on the part of the Ministry of Tourism,

India‟s rank in Travel & Tourism Competitiveness Index (TTCI) of World

Economic Forum has moved from 65th rank in 2013 to 34

th rank in 2019. Foreign

Tourist Arrivals (FTAs) during the same period has registered a growth of 3.2 %.

Also, Foreign Exchange Earnings witnessed a growth of 7.4%. Additionally, in

order to provide an impetus to tourism in the newly formed Union Territories of

Jammu & Kashmir and Ladakh, the Ministry has sanctioned 7 projects in J&K and

Ladakh. I would also like to request the Government to provide for a special

package for the development of Buddhist pilgrimage centre in the country and

ensure greater accessibility to Kapilvastu in Siddharthnagar and other such sites.

SHRI DNV SENTHILKUMAR S: I would like to say that budgetary allocation

for tourism has not been given it‟s due important and it is also a fact that tourism is

always a neglected Sector. India has a very rich diversity of cultural heritages,

natural wildlife reserves, scenic Hill Stations, Beaches. But these are all untapped.

Whereas, many countries thrive on the revenue generated by tourism. So, I am

requesting the Ministry to give importance to Hogenaakal falls, Mettur Dam,

Vathalmalai Hills, Sitting, Chitteri, Kalaspadi and Avasanatha. This will generated

a lot of employment for the local community.

ADV. DEAN KURIAKOSE: The Budget failed to address many of the long-

pending demands, as well as, lacked any new direction for the tourism industry.

Given the imminent crisis looming large over the industry, it is imperative for us to

make available a more realistic support for the tourism sector. Being a labour

intensive industry, the taxation should not have been kept at more than 5%. The

GST rates need to be brought down for this sector. In 2019-20, the Tourism

Ministry was allocated Rs. 2189 crore, later revised to Rs. 1416 crore. This shows

the inefficiency of Tourism Ministry in spending and allocating funds for different

development projects across the country. Kerala has been a significant contributor

to the Indian Tourism industry, when compared with the other states. Idukki

district has an enormous tourism potential. Hence, I urge the Government to

announce a special tourism package for Idukki to promote its unique 'eco-tourism'

and thereby strengthen India's tourism Industry.

DR. BHARATI PRAVIN PAWAR: There is a temple of the Goddess

Saptashringi in my Dindori Parliamentary Constituency where lakhs of devotees

visit every year. This is required to be developed as a tourist place by providing

there basic facilities like good roads and drinking water. Nandur Madhmeshwar

was recongnised as an important habitat for aquatic birds by the International

Union for Conservation of Nature. Hence, I would like to urge the Government

that this destination should be given publicity as much as possible and grants

should also be provided in order to promote tourism here. Hatgarh Fort built by

Chatrapati Shivaji Maharaj is an historical monument and a road is required to be

constructed to make it accessible. Moreover, Dhodap Fort should be repaired.

Chandori Ram Temple needs to be developed from the tourism point of view, so

that the social and economic condition of the people residing in the area adjacent to

it may improve.

DR. SHRIKANT EKNATH SHINDE: There are only 2 projects for Maharashtra

under the Swadesh Darshan Scheme. I would like to know from the hon. Minister

as to why the work on these two projects going so slow? The Ministry should

conceptualize a circuit dedicated to Chhatrapati Shivaji Maharaj who is a pioneer

in shaping the history of Maharashtra and there are several forts associated with the

rule of the Maratha Empire. What is needed is a targeted policy under SWADESH

DARSHAN Scheme to conserve and promote these forts. My second demand is

that the Shiv Mandir of Ambarnath which is a historic 11th-century Hindu temple

should be included under the PRASAD Scheme. In India, safety of foreign tourists

has become a big concern. Adequate budget should be allocated to state tourism

boards to ensure their safety. Any reduction in GST will give fillip to small travel

agents. There should be continuation of Service Exports from India Scheme (SEIS)

to promote inbound travel.

ADV. AJAY BHATT: Increase in the tourism infrastructure, concession in visa

processing, projecting India as a 365 days travel destination are some of the policy

areas which should be continuously worked upon so that tourism is promoted and

facilitated in the country. Valley of Flowers has been identified as a World

Heritage Site but due to lack of proper roads and modes of transport, common

people remain deprived to see it. It is very necessary to pay attention to this

problem. In the near future, after the construction of all weather road and railway

line, people will be able to visit Char Dham easily. Swami Vivekanand had done

his spiritual practice at many places in Uttrakhand by walking on foot to those

places. Some scheme should be formulated to develop these sites and bring them

before the country and the world. I urge the Government to identify several

pilgrimage tourist sites and other tourist centres in Uttrakhand and bring them on

the travel map of the country and the world so that the problem of unemployment

and migration in Uttrakhand can be addressed.

SHRI KARADI SANGANNA AMARAPPA: This is a pro-poor and

common-man friendly budget. An allocation of Rs. 2500 crore has been for 2020-

21 for the development of tourism sector in the country. We hope that this budget

will open new avenues for the travel industry. Karnataka has been ranked the third

most popular State in the country for tourism in 2014. There are lots of World

Heritage Centres and Historical locations in the North Karnataka. There are three

famous Forts in my Parliamentary Constituency Koppal. There is an urgent need of

funds of approximately Rs. 6 crores for the development of these three Forts. There

is a need to construct a Yatri Nivas at Anjanadri Hills.

SHRIMATI ANNPURNA DEVI: Establishment of an Iconic Tribal Museum in

Ranchi has been announced in the Budged which will promote tourism in the State.

There is a need to create basic facilities at all religious places and the Tillayya dam

in Kodarma as well as all other potential tourist spots in Jharkhand.

SHRIMATI RAKSHA NIKHIL KHADSE: Growth of the tourism directly

relates to growth of employment. The Government have proposed to develop five

archeologically iconic sites with onsite Museums with upkeep of the oldest

Museum in the country. There are five more old Museums across the country for

which the Government has taken up their renovation. The Hon'ble Minister has

also propsoed to set up a Tribal Museum in Ranchi, Jharkhand. The Government

has working hard for strengthening the tourism sector and attracting foreign

tourists to enhance our foreign exchanges earnings. For, foreign tourists, my

Government has permitted VISA on arrival for some countries there by increasing

the International tourist. There are many spiritual location and old temples which

are having ancient history from my Raver Lok Sabha Constituency. One of the old

temples of Muktabai Temple is located on the bank of Tapi River. This place can

be developed as a spiritual tourist place as today even more than 70,000 to 80,000

tourists visits this temple. The world famous Ajantha Caves are near to my

constituency. The approaching road to Ajantha Caves from either from

Aurangabad or from Jalgaon is connecting through MSH8. The condition of MSH8

is very bad and worsening. I request the Hon'ble Minister to take up the road work

repairing urgently to avoid further damaging of the Ajanta Caves.

SHRI TIRATH SINGH RAWAT: Today India is a leading country in tourism.

Uttarakhand is one of the world famous tourist centres. Shri Badrinath, Shri

Kedarnath, Gangotri, Yamnotri, Hemkund Sahib, Haridwar, Devprayag are

renowned centres of pilgrimage and Mussoorie, Auli, Fulon ki Ghati, Nainital,

Kausoni, Ramnagar are well-known tourist centre our Government has sanctioned

some amount for the development of these centres under Prasad Yojana. It is a

commendable step. I demand the Government to connect these centres of

pilgrimage and tourist centres of Uttarakhand with a circuit. Moreover, financial

provision should be made for development of Kanva Ashram situated at Kotdwar.

It is known for the birth place of King Bharat of India.

SHRI RAKESH SINGH: Tourism leads the way to development. It generates a

large number of opportunities for employment. It brings improvement in the

quality of life of people. Tourism Ministry has achieved improvement and

achieved better results during the last six years. There has been a continuous

increase in the number of foreign tourists visiting the country. 8.3% per cent

increase in the foreign exchange earnings has been registered during 2019-20. In

Jammu and Kashmir, 594 crore of rupees have been approved for tourism

development. There is a vast potential for tourism development in my

Parliamentary Constituency, Jabalpur. A waterfall and many tourist spots and

religious spots as Kanha, Bandhavgarh, Paench, Panna National Park and

Panchmarhi, Amarkantak and Khajuraho are located in 150-200 Km radius.

Jabalpur should be included in Wild Life Circuit, Sangramsagar, an old pond

belonging to the period of Gaur dynasty is an old heritage spot. A light and sound

show should be introduced as soon as possible for attracting tourists at these tourist

spots. Necessary action should be taken for the construction of proposed science

Centre and Planetarium. In Jabalpur Chausath Yogini Temple at Bheraghat has a

biggest Golaki Mathh. There is a need to conserve the above mentioned temple

and along with this lift and other basis infrastructure facilities should be provided

there. A survey should be conducted to include Bheraghat in the UNESCO list.

SHRI ASHOK KUMAR RAWAT: The budget has been focused on agriculture,

farmers, the poor and middle class people. A provision of Rs. 2499.83 crore has

been made for tourism sector and there is also a proposal to open 8 new museums.

With the increase in tourism revenue, tourism will increase significantly and it will

also generate employment opportunities. A scheme has been formulated to inter-

connect the main places related to Lord Shri Ram under “Ramayan circuit”. Hatya

Haran religious place located in Misrikh Parliamentary Constituency should also

be included under “Ramayan Circuit”. Places of religious and tourist importance

like Naimisharanya and Dadhich Kund, Siddhnath Baba Ashram. Sunasinath

Bhagwan Shankar Mandir, Bhooteshwar Khereshwar Mandir, Ashwathama

Mandir and Bandimata Mandir should be sanctioned under PRASAD scheme of

the Union Government. Necessary action should be taken to provide necessary

basic facilities under the Central fund after including Bandimata Mandir area into

Central Tourism list. Necessary action should be taken to provide necessary basic

facilities for developing Nanamau Ghat area for tourism. Renovation and

beautification of holy Khereshwar Mandir should be done and necessary basic

facilities should be provided there.

A large number of pilgrims visit to Valmiki temple of Bilhaur assembly

under my parliamentary constituency Kanpur city. It is necessary to develop this

area by including in the central tourist list. Alwar is a main railway station of my

parliamentary constituency Misrikh. Even basic facilities are not available at Alwar

railway station. On the occasion of the 75th anniversary of the independence of the

country, the memorial of King Narpati to be included in the list of central tourism

while developing. In view of religious importance of Bhuteshwar, Khereshwar and

Ashwtthama temple of Shivrajpur Nagar Panchayat in Bilhaur assembly under

Misrikh Parliamentary Constituency, including Ganga Ghat, appropriate steps

should be taken to provide necessary basic facilities including the beautification of

said area. Kindly consider allocating funds in the Union Budget considering all the

above points with the due consideration for the all-round development of my

Parliamentary Constituency which is a Scheduled backward area.

DR. SUJAY VIKHE PATIL: Our country has been blessed with diverse hotspots

from the Great Himalayas in the north to Vivekanand Rock Memorial in

Kanyakumari in the South. The length and breadth of our county is filled with

spots having historical, cultural and spiritual importance. India is poised for a

vibrant growth in Tourism Sector. Domestic tourism is the lifeline for the people,

engaged in the tourism related activities. Union Budget 2020 proposed a slew of

measures including the development of iconic tourist sites, setting up new

museums and focus on better infrastructure for connectivity. Several branding and

marketing initiatives such as 'Incredible India!' and 'Athiti DevoBhava' have

provided a focused impetus to growth. A fresh category of visa- the medical visa or

M visa has been released to encourage medical tourism in the country. In the hotel

and tourism sector, 100 per cent FDI has been allowed. Ahmednagar has a rich

cultural history and is home to several religious places of national and international

importance such as Sai Baba Temple in Shirdi, Shree Dnyaneshwar Temple

(Nevasa), ShriShaniShinganapur, Shree DuttMandir, Bhagwangad. Ahmednagar

Fort has historical significance. Ahmednagar should be included under the

Swadesh and Prasad Scheme to ensure holistic development of the tourist potential

of the place. Separate funds for development of ShirdiSai temple under the

PRASAD scheme should be granted. A Scheme should be formulated for the

benefit of unique craftsmen called Wadars from the villages of Ahmednagar and

Solapur districts. Medical Tourism should be developed in the country.

SHRI UNMESH BHAIYYASAHEB PATIL: The efforts of the Government

have brought India from rank 65 to rank 34 in the Travel and Tourism

Competitiveness Index of the World Economic Forum. I welcome the

announcement of the Government to increase the budget of the Ministry from

Rs.2189 crore to Rs.2499 crore which is a rise of Rs.300 crore. The major

expenditure has been allocated for „Tourism Infrastructure‟ and it comprises about

66 per cent of the total expenditure. The two flagship schemes of the Tourism

Ministry Swadesh Darshan and PRASAD scheme have received enhanced

allocation of Rs.200 crore and Rs.47 crores respectively and I thank the

Government for the same. I would specially like to thank the Ministry for

identifying Ajanta and Ellora in Maharashtra for development in the country under

the Development of Iconic Tourist site scheme. I would like to suggest some steps

to further boost our tourism Industry. GST Council had lowered tax rates on room

tariff of Rs.7,500 or above to 18 per cent from 28 per cent. There is a need to

further reduce GST rates to help attract more tourists. Infrastructure status be

given to the hotel industry. I request the hon. Minister to introduce a single

window clearance for licensing for tourism sector in order to promote ease of

doing business. I express my support for this Budget.

THE MINISTER OF STATE OF THE MINISTRY OF CULTURE AND

MINISTER OF STATE OF THE MINISTRY OF TOURISM (SHRI

PRAHLAD SINGH PATEL) replying said: All the hon. Members have

expectation to get the works carried out expeditiously and they all believe that

there is immense potential in tourism sector. The number of foreign tourists have

increased during the last five years as a result of the tourism roadmap of the hon.

Prime Minister. We were ranked 65th in the year 2014 and now we are at 34

th

place in the year 2019. This has been a quantum jump and the journey for the

coming five years is from 34th

place to 1st place. We brought back Indian citizens

and also citizens of other countries from Wuhan and Iran. This has increased a

positive thinking about India. Tourists will look towards India with its Buddha

Circuit and a perception of safer country. There is urgent requirement of funds for

tourism, but rectifying perception is all the more needed. Tourists will come where

there will be peace. In terms of tourism sector, our Prime Minister is our brand

ambassador. The Prime Minister has carved a niche, be it for Mahabalipuram,

Kedarnath or outside India wherever needed. India has everything which the world

wants to see. However, we are able to show just five per cent things at Indian

Museum, Kolkata, 10-11 per cent at Chennai Museum and just 8 per cent at the

National Museum in Delhi. Only through a joint effort by the Union and the States

could we bring about an improvement in museums. Five places- Dhaulaveera,

Rakhigadhi, Hastinapur, Shivsagar and Adichellur have been covered under this

Budget. Budget has been enhanced for the tourism sector during the last five years

and the current year. GST has been reduced from 28 per cent to 18 per cent and

now from 18 per cent to 12 per cent. The second big decision is with regard to

extending the duration of e-Visa to five years. The charges for e-Visa has been

brought down to $10 from $25 and to $40 where it was earlier $80. This was the

third major achievement. The Ministers of the Himalyan States had made a

demand to open up the peaks in their respective states and 127 peaks were opened

up. To ensure safe tourism on peaks, instrumental support is required to be

extended. There were many places in the country which were neglected and

lacking public amenities, which have been made available under the „PRASAD‟

Yojana. The Budget of this Government determines the roadmap for the future.

The duration of the Swadesh Darshan Yojana has been extended. Now, we will

get the opportunity to get the various schemes completed of the North Eastern and

Himalyan States. Seventeen iconic sites had been announced in the last Budget.

DPRs have been prepared for those iconic sites. The objective of the same is to

make available world class facilities at these monuments. Two more sites have

been added to them which are Statue of Unity, Gujarat and the Konark Temple.

More sites will be added to this list. We have given Rs.105 crore to the Railways

so as to make the railway stations of the major tourist spots beautiful and clean. I

urge upon this House to give its consent to our Demands for Grants.
