INTRODUCTION I, the Chairman of the Department-related Parliamentary Standing Committee on Home
Affairs, having been authorized by the Committee to submit the Report on its behalf, do hereby
present this Two Hundred Thirty Fourth Report on Action Taken by Government on the
observations/recommendations contained in the Two Hundred Thirty Second Report on Demands
for Grants (2021-22) of the Ministry of Development of North Eastern Region (DoNER).
2. The Two Hundred Thirty Second Report of the Department-related Parliamentary Standing
Committee on Home Affairs was presented to the Rajya Sabha and laid on the Table of the Lok
Sabha on 15th March, 2021. After presentation of the Report, the copies thereof were sent to the
Ministry of DoNER on 15th March, 2021 requesting them to furnish Action Taken Notes on the
recommendations of the Committee contained in the Report. The Ministry of DoNER furnished
the Action Taken Notes (in English) on 2nd July, 2021 and (in Hindi) on 9th July, 2021 on the
above mentioned Two Hundred Thirty Second Report to the Committee.
3. The Committee has noted that the statement on the status of implementation of the
recommendations contained in the said Report of the Committee has been laid on the Table of
Rajya Sabha and Lok Sabha on 29th and 28th July, 2021 respectively in pursuant to the direction of
Chairman, Rajya Sabha dated 24th September 2004.
4. The Committee considered the draft Two Hundred Thirty Fourth Report and adopted the
same at its meeting held on 9th August, 2021.

Report
The Action Taken Report of the Committee deals with the action taken by the Ministry of
Development of North Eastern Region on the recommendations contained in the Two Hundred
Thirty Second Report of the Committee on Demands for Grants (2021-22) of the Ministry. The
Two Hundred Thirty Second Report was presented to Rajya Sabha /laid on the Table of Lok
Sabha, on 15th
March, 2021.
2. Action Taken Notes as received from the Ministry of DoNER in respect of the
recommendations contained in the Two Hundred Thirty Second Report have been categorized as
follows:
Chapter I: The recommendations/observations, which have been accepted by the
Government: Para Nos. 2.1.5, 2.2.5, 2.2.17, 3.2.14, 3.2.15, 3.9.8, 5.1.11, 6.1.8, 6.3.5,
6.6.6, 6.8.3, 6.11.11, 6.11.16, 6.13.7, 6.15.3, 6.18.2 (of Two Hundred Thirty Second
Report)
Total recommendations- 16 Accepted.
The Committee is pleased to note that the Ministry has accepted its
recommendations as mentioned in Chapter-I of the Report.
Chapter II: The recommendations/observations which the Committee does not
desire to pursue in view of the Government’s replies: Para Nos. 4.3.7 (ibid)
Total recommendations -1. Not to be pursued further.
The Committee is convinced with the explanations furnished by the Ministry and,
therefore, does not want to pursue the recommendations further.
Chapter III: The recommendations/observations in respect of which the Committee
is not satisfied with the replies of the Ministry: Para Nos. 2.2.9, 2.2.16, 3.3.4, 3.3.8,

The Committee expresses its concern over the non-implementation of its
recommendations contained in Chapter-III and desires that the Ministry should furnish
convincing action taken steps in respect of those recommendations.

The Committee desires that the Ministry should furnish pointed and detailed
Action Taken Notes in respect of the observations/recommendations made in all
chapters of the Report.

Chapter- I
Recommendations/Observations which have been accepted by the Government
1.1 Budget at a Glance
Recommendation
1.1.1 The Committee expresses its concerns over the fact that there is a severe shortfall in the
allocation in BE 2020-21 against the projected demand by the Ministry. This shortfall is
particularly reflected in Schemes of NEC (MH-2552), NLCPR State (MH-3601), NESIDS-
Programme (MH-2552). The Committee fails to understand how the Ministry will be able to
implement its approved infrastructure projects with this reduced allocation. The Committee,
therefore, strongly recommends that the MDoNER must place their demand before the Ministry
of Finance for increasing allocations at RE Stage so that the completion schedule of infrastructure
projects may not get hampered due to shortage of funds.

Action Taken
1.1.2 Keeping in view the prevailing COVID-19 pandemic situation and overall resource
availability and other priorities, Ministry of Finance reduced the allocation at Ministry of DoNER
for FY 2020-21 at RE stage. However, higher allocations have been provided at BE Stage for FY
2021-22 as compared to RE 2020-21.

1.1.3 The Committee notes the reply.
1.2 Utilization of Funds during the Last Three Years
Recommendation
1.2.1 The Committee is disappointed to notice that the Ministry failed to utilize even the
reduced funds which were allocated at RE stage for various plans schemes like NLCPR,
NERSDS, KAATC, DHATC, etc. This under-utilization is unacceptable in these critical schemes
as it adversely affects the momentum of implementation of these programs. The Committee,
therefore, strongly recommends that the Ministry of DoNER must impress upon all the concerned
line Ministries/Departments/Agencies to take urgent steps for enhancing their capacity to utilize
allocated funds fully.

Action Taken
1.2.2 Although for FY 2018-19 the expenditure to RE was 74.58%, for the FY2019-20 & 2020-
21, MDoNER fully utilized its allocation at RE stage. Scheme-wise details for FY- 2019-20 and
2020-21 is given below:

Recommendation
1.2.4 The Committee further recommends that the concerned Ministries/Departments and
Agencies working under the control of the Ministry of DoNER should be directed to adhere
strictly to the time line and evenly control the expenditure in all the quarters of the Financial Year.
They should also be asked to desist from incurring hasty expenditure at the end of the Financial
Year.

1.2.5 Efforts are being made to evenly control the Expenditure in all the Quarters of the FY
and avoid hasty expenditure at the end of FY keeping in view the instructions issued by DoE with
respect to MEPs/QEPs, as may be seen in the table below:-

1.2.6 The Committee notes the reply.
1.3 Schemes of NEC
Recommendation
1.3.1 The Committee notes that the allocation has been reduced to 384.55 crore in BE 2021-22
from 606.18 crore in BE 2020-21. The Committee further notes that against the projected demand
of Rs.57.00 crore under Capital Head in FY 2021-22 only Rs. 42 crore has been allocated for
NEC. The Committee is of the view that the reduced allocation might hamper the progress of
various ongoing and proposed infrastructure projects. The Committee, therefore, recommends to
seek additional funds particularly, under the Capital Head from the Ministry of Finance at RE
stage.

1.3.3 The Committee notes the reply.
Recommendation
1.3.4 The Committee further recommends that the Ministry of DoNER should implement the
suggestions of the Centre for Good Governance (CGG), Hyderabad for the development of sector-
specific and project-specific DPR template, system-driven DPR appraisal and approval system,
quarterly consultation with State Governments, sustainability of projects, etc. The Committee also
notes the persistent problem of late receipt of Utilization Certificates (UCs) from State
Governments and recommends that the Ministry may take up this matter with concerned State
Governments on a continuous basis and closely monitor the progress of the project to ensure
submission of Utilization Certificates from the State Governments within a fixed time frame for
the ongoing and future projects.

Recommendation
1.3.7 The Committee appreciates the decision of the Ministry not to sanction any project unless
the land is available free from all encumbrances and clearances from concerned authorities are
obtained and observes that this step will remove the obstacles and lead to timely completion of the
proposed project at the sanctioned amount without cost escalation. This will also ensure that the
strategically and economically important projects are not stalled due to legal wrangles.

1.4 North East Regional Agricultural Marketing Corporation (NERAMAC)
Recommendation
1.4.1 The Committee appreciates the crucial and proactive support provided by NERAMAC to
the farmers in the NE Region during the onset of Covid-19 Pandemic so that famers in the region
do not face economic challenges. The Committee notes the progress made in the revival of few of
the obsolete non-operational processing units through PPP mode for NERAMAC. In respect of
others, the Committee recommends that proactive and positive efforts may be taken to make them
operational. The Committee takes note of the prospective plan for the expansion of NERAMAC
activities in future. The Committee recommends that the Ministry of DoNER in coordination
with State Government must work out modalities for the revival and expansion of NERAMAC so
that the Corporation is capable of carrying out its core activities i.e. creation of a world class
infrastructure for processing, value-addition and marketing of agricultural and allied goods in the
NER.

Action Taken
1.4.2 The recommendations of the Committee have been noted for compliance.
1.4.3 A draft Note for Cabinet Committee on Economic Affairs was prepared for revival of
NERAMAC based on the recommendations of North East Development Finance Corporation
Ltd.'s (NEDFi) Techno-Economic Viability Study Report and subsequent
observations/recommendations of IIM, Shillong in the Validation Report. The draft CCEA Note
was circulated to concerned Ministries for comments. Based on the comments from the
concerned Ministries/Departments, revised action plan has been prepared by NEDFi for revival
of NERAMAC. A high level review meeting was held on 8th
April, 2021, which inter-alia, was
attended by Secretary, Department of Expenditure, Secretary, Department of Agriculture,

Cooperation and Farmers Welfare, Secretary Food Processing Industries, Secretary, Ministry of
Development of North Easter Region, Additional Secretary NITI Aayog, Chairman, NERAMAC
and Managing Director, NERAMAC. Based on the suggestions emerged in the meeting, a revised
draft Note for CCEA for holistic revival of NERAMAC has been prepared and circulated on 2nd
June, 2021 for inter-Ministerial consultations.
1.4.4 As regards four non-operational plants, Integrated Ginger Processing Plant, Burnihat,
Meghalaya has been handed over to Private Party under PPP mode with permission for
operation and maintenance. Efforts to run Fruit Juice Concentrate Processing plant at Nalkata,
Tripura, Cashew Processing Plant Agartala and Cashew Processing Plant at Machachar, Assam
have not been successful so far. In the Expression of Interest (EoI) floated, no suitable vendor
has come forward. Fresh efforts will be made to revive these plants under PPP mode. In case no
suitable operator is found to operate these plants in PPP mode, the same will be offered to State
Governments, along with all the assets and liabilities and as per mutual agreement with the State
Governments.

1.5 Vision 2020
Recommendation
1.5.1 The Committee notes that North Eastern Region Community Resource Management
Project for Upland Areas (NERCORMP) is operating in four States covering ten districts viz:
Assam, Manipur, Meghalaya and Arunachal Pradesh. The project has covered a total 2640
villages in these four States supporting formation of 8326 Self Help Groups (SHGs) and 2,960
Natural Resource Management Groups (NaRMGs) benefitting 1,18,843 households. The
Committee recommends that the NERCORMP may be extended to the other districts in the
North-Eastern Region. The Committee also recommends that the Ministry may periodically
monitor ongoing projects under NER Vision 2020 for their completion within the stipulated time
frame.

Action Taken
1.5.2 Implementation of NERCORMP Phase-III was extended for one year i.e. to financial year
2020-21 with additional funds of Rs 50.00 crore for establishment of 97 processing and
packaging units under the project. The extended period of NERCORMP-III has concluded on
30.03.2021. Now, extension for one more year has been proposed and the proposal is under
active consideration. Committee's recommendation to extend the NERCORMP to other districts in
North Eastern States, the recommendation of the Committee has been noted for consideration.
Further Recommendation/Observation
1.5.3 The Committee notes the reply and recommends that the Ministry must step up
efforts to complete the ongoing projects under NER vision 2020 and regularly review and
monitor the progress made in this regard for efficient and effective utilization of funds.

1.6 Status of Major Roads
Recommendation
1.6.1 The Committee notes that the progress of road construction projects have been affected by
serious adversities like hilly terrain, inclement weather conditions and medical emergencies like
COVID-19 Pandemic. The Committee, recommends that the Ministry must conduct special drives
for completion of these projects as they have been initiated way back in 2013. Considering the
deadline of August 2021, the Committee recommends that the Ministry of DoNER should form
an empowered team of senior officers from the Ministries of DoNER and Road Transport and
Highways to visit the project sites. The Committee further recommends that the Ministry may
setup an accountability mechanism for poor and non-performance and apprise the Committee
about the action taken in this regard.

Action Taken
1.6.2 Ministry of DoNER in coordination with Central Ministries/Departments is focusing on
the development of infrastructure in order to improve connectivity in North Eastern Region. Some
of the major ongoing infrastructure projects undertaken by Central Ministries/Departments in
NER such as Capital Road Connectivity, Capital Rail Connectivity, Air Connectivity, Power,
Telecom, Petroleum and Natural Gas etc., are reviewed and monitored by the Ministry of
Development of North Eastern Region. There are 5 major Capital Road Connectivity projects in
NER implemented by Ministry of Road Transport and Highways such as (i) Kohima (Nagaland)-
4 Laning of Dimapur- Kohima Road (4 Packages) with a total length of 62.9Km. (ii) Capital Road
Connectivity to Itanagar (Arunachal Pradesh)- 4 laning Nagaon bypass to Holongi, with a total
length of 167 Km. (iii) Capital Road Connectivity to Gangtok (Sikkim) - Alternate two lane
Highway from Bagrakote to Pakyong (NH-717A) with a length 152 Km. (iv) Mizoram: 2-laning of
Aizawl – Tuipang NH-54, with a total length-351 Kms. (8 packages). (v) Manipur: 4-laning of
Imphal – Moreh section of NH-39 from km 330.0 to km 350.0 and 2-laning from Km 350.0 to Km
425.41.
1.6.3 A review meeting chaired by the Principal Advisor to the Hon‟ble Prime Minister was
held on 22nd
September, 2020 in which all the major infrastructure projects in NER including the
5 major Capital Road Connectivity projects were reviewed. Accordingly, a monthly status update
of the major infrastructure projects in NER implemented by the Concerned Central
Ministries/Departments including Ministry of Road Transport and Highways are sent to PMO on
a regular basis. As a follow up of the PMO review meeting, Secretary, Ministry of DoNER
chaired the meeting on 21st December, 2020 with Secretary, Ministry of Road Transport and
Highways and Chief Secretaries of the concerned NER States to discuss the issue relating to the 5
major Capital Road connectivity projects as mentioned above. Besides, the officers of the
Ministry of Road Transport & Highways also regularly inspects sites in the NER States at
Arunachal Pradesh, Assam, Sikkim, Tripura, Mizoram, Nagaland, Meghalaya and Manipur for
timely completion of projects in North Eastern Region. Also, Executive Directors of National
Highways & Infrastructure Development Corporation Limited (NHIDCL) also monitor the
progress & quality of works being executed by NHIDCL in the respective North Eastern Region
(NER) states. Further, regular high level meetings are also undertaken by Ministry of Road
Transport and Highways, for timely completion of its projects. There are provisions in the

contract agreements to penalise the non performing contractors. The recommendations of the
Committee have been noted.
Further Recommendation/Observation
1.6.4 The Committee takes note of the efforts made by the Ministry of DoNER for the
development of infrastructure and improvement of connectivity in the North Eastern
Region. The Committee further recommends that continuous review and monitoring may be
done to take note of the progress which will ensure accountability and timely completion of
projects.
1.7 Civil Aviation
Recommendation
1.7.1 The Committee notes the projects undertaken by the Ministry of Civil Aviation and hopes
that these ongoing/new projects when completed would improve the air connectivity and
operational efficiency of Civil Aviation in NER. The Committee desires that the Ministry of
DoNER should coordinate with the Ministry of Civil Aviation and the State Governments
concerned for better synergy and removal of the bottlenecks in the implementation of the projects
undertaken. It also recommends that the ongoing projects be completed in the stipulated time
frame and without cost overrun.

1.7.2 Ministry of DoNER coordinates with the Ministry of Civil Aviation and the concerned
State Governments for better synergy and removal of the bottlenecks in the implementation of the
Air Connectivity projects undertaken by the Ministry of Civil Aviation in the North Eastern
Region. An Inter-Ministerial Committee on Air Connectivity for upscaling Tourism and
Commerce & Trade in NER was also constituted in order to fast track the development of
infrastructure projects on airports in NER. IMC-Civil Aviation also envisages for greater synergy
in ongoing efforts in development of aviation sector in NER and review issues involved in
implementation of schemes/programmes. Since the day of constitution of IMC-Civil Aviation, 6
IMC meetings have been held. The meeting with all concerned stakeholders such as Airport
Authority of India (AAI), Ministry of Civil Aviation, State Governments in NER, etc., enables to
identify the bottlenecks for resolution with further follow up with concerned State and Central
agencies. The 6th
Meeting of Inter Ministerial Committee on Air Connectivity for upscaling
Tourism and Commerce & Trade in NER chaired by Secretary, Ministry of DoNER held on 5th
January, 2021.
1.7.3 Further, Secretary, Ministry of DoNER chaired the Meeting on 21st December, 2020 with
Secretary, Ministry of Civil Aviation and Chief Secretaries of the concerned NER States of
Arunachal Pradesh and Sikkim to discuss the issues relating to Holongi Airport, Itanagar,
Arunachal Pradesh and Pakyong Airport, Sikkim. Accordingly, all the issues related to non-
operation of Pakyong Airport are resolved with the help of Airport Authority of India
management at Central Head Quarter(CHQ) and Pakyong Airport station level, M/s Spice Jet,
DGCA, Government of India and Hon'ble High Court, Sikkim. On 23rd
January, 2021Pakyong-
Delhi-Pakyog flight of M/s Spice Jet started flight operation with Q-400 Bombardier Aircraft at
Pakyong Airport and w.e.f 28th
January, 2021 regular domestic flight operation is being done in

the route Delhi-Pakyong-Delhi. Also w.e.f 01st February, 2021, additional flight in the route
Kolkata-Pakyong-Kolkata is being operated by M/s Spice Jet with Q-400 Bombardier Aircraft.
The recommendations of the Committee have been noted by the Ministry of DoNER and Ministry
of Civil Aviation.

1.8 Flood Control Projects
Recommendation
1.8.1 The Committee notes that there are 9 on-going flood control projects under NLCPR. The
Committee is aware that every year flood causes havoc in NER and timely implementation of all
flood control projects is critical to the development of the Region. The Committee, therefore,
recommends that the Ministry should ensure timely completion of all pending flood control
projects without cost overruns.

1.9 Tourism
Recommendation

that a PAN India awareness campaign should be carried out for improved integration and
understanding of North Eastern culture in the rest of the country. The Committee further
recommends that the administrative and judicial mechanism should be strengthened for the
protection of such individuals.

1.9.2 In pursuance of the Judgment of the Hon‟ble Supreme Court dated 14th December, 2016
passed in the matter of W.P. (C) No.103/2014 – Karma Dorgee and Ors. Vs UOI & Ors, a
Monitoring Committee has been set up under the Chairmanship of JS (NE), MHA for monitoring
and redressal of issues/grievances relating to racial discrimination faced by North Eastern people
residing in different parts of the country. Meetings of the Monitoring Committee are being held
regularly. A dedicated e-mail i.d. has been created by MHA ([email protected]) for
receiving complaints/suggestions/ grievances of North Eastern people and redressal of their
grievances. Also advisories/guidelines are issued from time to time in order to deal with racism

and discrimination towards NE people living in different parts of India. The latest such
communication to all the State/UT governments was issued on 02.03.2021 for designating
SPs/ACP/DCP of the sensitive districts as Nodal Officer for interaction with the representatives
of persons/associations belonging to North Eastern states for understanding and resolving their
grievances.

1.10 Act East Policy
Recommendation
1.10.1 The Committee appreciates Swadesh Darshan and PRASAD Scheme and hopes that these
will help in making North Eastern Region a preferred destination for visitors and tourists. The
Committee, therefore, recommends that the Ministry must work out modalities to efficiently
utilize the funds allocated for projects undertaken so as to achieve the broader objective of making
North Eastern Region a high-end tourist destination.

1.10.2 The Ministry of Tourism under its Swadesh Darshan and PRASHAD scheme provides
financial assistance to State Governments/Union Territory (UT) Administrations/Central
Agencies including North Eastern States for development of tourism infrastructure in the country.
The projects are sanctioned subject to availability of funds, submission of suitable detailed
project reports, adherence to scheme guidelines and utilization of funds released earlier etc.
Sanctioning of projects under Swadesh Darshan scheme is currently under review. For effective
utilization, the Ministry of Tourism releases funds in a phased manner. In addition, periodical
meetings are also held with the State Governments in order to monitor progress of the
projects. The State Governments from time to time are also advised to follow the procedures
laid down as per the guidelines for implementation of the projects in order to effectively
utilize the allocated funds.

1.10.4 The Committee notes that Rs. 6,193 crore has been allocated for railway projects in the

1.11 Food Processing Sector
Recommendation
1.11.1 The Committee notes the progress being made in the entire gamut of projects undertaken
in the Food Processing Sector. The Committee recommends that the Ministry of DoNER must co-
ordinate with implementing agencies and the line Ministries concerned for monitoring the work so
as to ensure speedy execution of the ongoing projects to meet the fixed targets.

1.11.2 Ministry of DoNER in close coordination with Ministry of Food Processing Industries
(MFPI) has been making conscious efforts for timely completion of projects. The officers of the
MFPI are regularly conducting virtual meetings with promoters/investors from NER to assess the
implementation of sanctioned projects and to find out issues/problems being faced by them. They
are also coordinating with State Governments, wherever necessary, to help
promoters/Implementing Agencies in getting statutory approvals in a timely manner and to avoid
unnecessary delay in implementation. Due to restrictions imposed on physical interaction in the
wake of COVID 19 Pandemic, social media and digital means are being utilized for creating
awareness.

1.12 North East Venture Fund
Recommendation
1.12.1 The Committee notes that 29 projects were given investment commitments and 32 projects
are at various stages of processing under the North East Venture Fund. The Committee is of the
view that North East Venture Fund is important to promote start-ups in North-Eastern Region.
The Committee, therefore, recommends for making investments at the earliest which will promote
the growth of business ventures and skill development in the Region. The Committee would like
to be informed about the progress made in this regard.

Action Taken
1.12.2 North East Venture Fund (NEVF) set up in association with the Ministry of DONER is
targeting to fill the much felt gap of equity faced by the entrepreneurs of the region, especially the
first generation entrepreneurs. The prime focus of the fund is to act as an enabler to stimulate

enterprise building in the North Eastern Region and thereby contributing towards creation of the
ecosystem required for nurturing and development of enterprises in North Eastern Region.
1.12.3 The ecosystem for startup in North East is in nascent stage. NEVF since its inception, has
been continuously engaging with multiple local stakeholders in the startup ecosystem including
incubators/ accelerators and startup initiatives of state governments in the region, PSUs,
management institutions and industry associations to help the startups to establish a network for
mentoring, skill development and seed funding etc. The fund has also been organising business
summits /workshops to reach the entrepreneurs and startups from all the states of the region. All
these efforts have resulted in creation of an ecosystem to promote startup in the North Eastern
Region resulting in steady flow of investment proposals.
1.12.4 The Fund during the COVID-19 Pandemic has also facilitated the startups having
innovative solutions (protective gears, sanitizers, sanitizing services, delivery services, work from
home and home-quarantine solution etc.) to counter COVID-19 crisis during the lockdown period
by introducing them to the State Government Institutions and connecting them to sourcing and
supply chain for their required material.
1.12.5 Against the above backdrop, the Fund so far approved investments worth Rs. 66.31 Cr in
31 ventures across sectors including healthcare, mobility, IT &ITeS, food processing/food tech,
adventure tourism, agri-allied services and handicraft. As the economy is now on the path of
recovery, amidst concerns due to COVID-19 related fresh restrictions, NEVF will fully utilize the
fund by the end of FY 2021-22 as required under Private Placement Memorandum (PPM)
resulting in growth of business ventures and skill development in the region.

2.1 Dima Hasao Autonomous Territorial Council (DHATC)
Recommendation
2.1.1 The Committee appreciates that Dima Hasao Territorial Council (DHATC) has utilized
100% of allocated funds in the year 2019-20 and 77.81% in 2020-21 (as on 31st December, 2020).
The Committee observes that performance of DHATC is commendable and hopes that sustained
efforts will be made towards developmental activities in DHATC areas in a timely manner.

Recommendations/Observations in respect of which replies of the Government have not
been accepted by the Committee
3.1 Utilization of Funds during the Last Three Years
Recommendation
3.1.1 The Committee also notes the utilization of 50.90% under North East Road Sector
Development Scheme- Programme in 2020-21. The Committee further recommends that the
Ministry should hold periodic meetings with the concerned States to guide them and to resolve the
issues of late receipt of project proposals and non-receipt of Utilization Certificates in time from
the State Governments.

Action Taken
3.1.2 Outlay in respect of NERSDS-Prog & NERSDS-EAP for the FY 2020-21 was Rs. 800.00
cr. It was reduced to Rs.416.12 crore at RE stage. There was 100% utilization of funds under
NERSDS at RE stage.
3.1.3 Monthly Review of the progress of the NERSDS Road projects were held regularly to
speed up the physical progress of all the projects sanctioned in FY 2019-20. Inspection of the
projects by Senior Officers of MDoNER/NEC has also been carried out to take stock of the
Physical progress of these projects on ground.
Further Recommendation/Observation
3.1.4 The Committee notes the reply. Though fund utilisation is 100% but the total fund
was reduced by 50% at RE stage. The Committee observes that this reduced fund will have
an adverse impact on the physical progress of the project. The Committee further
recommends to vigorously pursue the physical progress of the project to ensure timely
completion of the project.
Recommendation
3.1.5 The Committee notes the step taken by the Ministry in recommending reallocation of
resources within the overall pool to the other Ministries and observes that in the NER, the
developmental process has become very compartmentalized. Moreover, the departments of the
Ministries are working in silos which have led to major funds remaining unutilized. The
Committee, therefore, recommends that the Ministry must strengthen the mechanism for better
coordination among the other Ministries/Departments for improved utilization of the allocated
funds. The Committee further recommends that the Ministry should strengthen the project
management system and all pending projects should be completed by the Ministry in a Special
Mission mode drive.

Action Taken
3.1.6 Ministry of DoNER has taken up several steps to strengthen the project management
systems including frequent review meetings with the senior officers of the State Governments, and

close coordination and communication between MDoNER and NE State Governments for project
implementation. Ministry of DoNER has appointed State-wise Chief Nodal Officers/Nodal
Officers for effective implementation/monitoring of projects funded under various schemes of this
Ministry. In order to avoid delay in release of funds by State Government to Implementing
Agencies, all the funds are released by the Ministry to the State Government through Public
Finance Management System (PFMS) portal. Further, the State Government has also been
requested to implement Expenditure Advance Transfer (EAT) module of PFMS, and release funds
to implementing agencies through this system only. Implementation of EAT module of PFMS by
the State Governments would also result in better monitoring and accountability for project
implementation, thus leading to speedy implementation. Other steps taken to strengthen the
monitoring mechanism include online portal for specific schemes/projects; Geo-tagging of project
sites; monitoring of physical progress through geo-tagged photographs; „just in time‟ release of funds (linked to physical and financial progress) and inspection of major projects by Technical
Wing of the Ministry, on sample basis.
3.1.7 In its coordinating role, Ministry of DoNER coordinates with various
Ministries/Departments primarily concerned with development activities in North Eastern Region.
The Ministries/Departments are responsible for implementation of programmes in the respective
field for full absorption of funds. Ministry of DoNER monitors the concerned
Ministries/Departments through its quarterly review meetings and urges Ministries/Departments
to utilize the 100 % of RE under 10% GBS. Full utilization of the entire earmarked funds has been
the endeavour of the Ministry and considering many unique features of the region and difficulties
in applying criteria and eligibility conditions, the Ministry of DoNER has requested all
Ministries/Departments to do scheme-wise review and devise North East specific schemes from
time to time. All Ministries are also advised to fully utilize the allocations through inter-se
schematic re-appropriation which is possible at their level. Besides in quarterly review meetings,
the Ministries have been requested to regularly monitor the expenditure against 10% GBS for
North East and take all requisite steps for 100% utilization of funds mandated for NER in
accordance with the laid down policy of the Government. Ministries have also been requested to
take up the matter with Chief Secretaries of NER States for timely receipt of proposals, UCs for
early release and such other issues, which are coming in the way for Ministries not being able to
sanction the proposals of the States; release required funds in a time bound manner; and spend
the 10% GBS resources fully. The Ministries/Departments, which are not able to spend their 10%
GBS, have been advised to contact Secretary, NEC for any assistance/facilitation and or
implementation of the projects with funding from their 10% GBS.
Further Recommendation/Observation
3.1.8 The Committee notes the reply. It however feels that inspite of such proclaimed
mechanism in place, the desired results of development in NER, for which the Ministry was
set up in 2001, are yet to be achieved. The Committee notes that the Ministry is responsible
for matters relating to planning, execution and monitoring. But its role as an executing
Ministry leaves much to be desired. The Central Government should consider giving more
powers to the Ministry of DoNER so that the execution is carried out in an effective manner.

3.2 Special Development Projects
Recommendation
3.2.1 The Committee notes that the allocation under this Head are for committed liabilities of
on-going projects and no new project is proposed to be taken up under this Head. The Committee,
therefore, recommends that the Ministry must expedite its efforts to clear liabilities of the on-
going projects within this prescribed time for the over-all development of the North-Eastern
Region.

3.2.2 NEC had liability of Rs. 285.68 Cr. as on 01st April, 2021 for ongoing projects under
Special Development Projects against which budgetary allocation of Rs. 200.00 Cr. has been
provided at BE 2021-22. Concerted efforts are being made to clear liabilities on the ongoing
projects within FY 2021-22 .
Further Recommendation/Observation
3.2.3 The Committee notes the reply and recommends that the Ministry of DoNER should
closely monitor the progress and clear the liabilities on these ongoing projects by seeking the
shortfall at RE 2021-22 stage.
3.3 Schemes of NEC
Recommendation
3.3.1 The Committee notes that there is a significant increase in amount of fund released for
Transport & Communication and NLCPR (Central) in FY 2019-20 compared to FY 2018-19. The
amount is decreased in many other sectors including Agriculture and allied sector. The Committee
may be apprised about the Development Projects undertaken in different sectors and their
completion status in the current financial year.

February, 2021) have been sanctioned
during 2020-21 under „Schemes of NEC‟ and „NERSDS‟ pertaining to different sectors. List of these projects is attached at Annexure-II.
Further Recommendation/Observation
3.3.3 The Committee notes the reply and further recommends that review and close
monitoring be carried out in respect of sanctioned 127 projects for their timely completion.
The Committee observes that out of sanctioned 127 projects, many projects are for the
Medical & Health Sector in different states of NER, particularly for the management of
COVID-19 Pandemic. These projects are, however, still in the ongoing stage. The
Committee therefore recommends that utmost priority should be given for early completion
of these projects especially in view of the lurking and predicted third wave of COVID-19.

3.3.4 The Committee also recommends that more funds should be allocated to Agriculture
and Allied Sector keeping in view their potential to grow economy and provide employment
in the region.
3.4 North East Road Sector Development Scheme
Recommendation
3.4.1 The Committee observes that out of the 36 projects proposed, only 8 have been sanctioned
as indicated in the table above. Moreover, vital and important infrastructure projects like hospitals
to fight Covid-19 Pandemic, schools are still in the process of being sanctioned. The Committee
strongly recommends that all viable projects that are prepared as per the fixed guidelines should
be sanctioned at the earliest and implemented without time and cost overrun.

3.4.2 Under the North East Special Infrastructure Scheme (NESIDS) of this Ministry, projects
against the entire normative allocation of the scheme amounting to Rs.535.00 crore have already
been sanctioned. Out of 36 projects, 24 projects worth Rs.496.43 crore were sanctioned and the
balance normative allocation of Rs.38.38 crore was allocated to the ongoing project viz.
„Construction of Double Lane Road from Lanka to Umrangso via Diyungmukh, Haflong Tinali and Panimur of Assam‟. The remaining projects were either not covered under the scheme
guidelines or could not be considered for sanction due to normative allocation of the States under
the scheme having been exhausted.

3.4.4 The Committee notes that the remaining projects were either not covered under the
scheme guidelines or could not be considered for sanction due to normative allocation of the
States under the scheme having been exhausted. The Committee, therefore, recommends

remaining projects that were not considered due to exhaustion of funds are taken up for
implementation. The Committee would like to impress that the project proposals should be
formulated with due diligence under scheme guidelines so that loss of time and manpower is

3.5 Bodoland Territorial Council (BTC)
Recommendation
3.5.1 The Committee expresses its displeasure that no funds have been utilized under this Head
for FYs 2020-21. The Committee recommends that the funds under this Head should be utilized
not only optimally and efficiently but expeditiously too by BTC as the same are meant for socio-
economic infrastructure development like roads & bridges, power, agriculture, art and culture.
The Committee, therefore, strongly recommends that M/o DoNER must take a lead in

3.5.2 Under BTC package of Rs.750.00 crore, 65 projects costing Rs.749.64 crore have been
sanctioned against which an amount of Rs.711.20 crore has already been released to the State
Government. Out of these 65 projects, 51 projects worth Rs.570.19 crore have been completed
and 14 projects are ongoing. In respect of most of the ongoing projects, all the admissible share
has already been released and only utilization certificates/completion certificates are awaited
from the State Government of Assam
Further Recommendation/Observation
3.5.3 The Committee notes the reply and recommends that the Ministry of DoNER may
take up, periodically, with the State government of Assam to procure Utilization
Certificates/Completion Certificates and complete the remaining ongoing 14 projects in
consultation with the State Government as per timeline.
3.6 Karbi Anglong Autonomous Territorial Council (KAATC)
Recommendation
3.6.1 The Committee hopes that the amount of Rs. 37.75 crore allocated under BE 2021-22 will
be utilized towards meeting the committed liabilities against the ongoing project as well as the
projects identified for sanction. The Committee recommends that the Ministry must expedite its
efforts to meet the entire committed liability against the ongoing projects as well as the projects
identified for sanction and undertake new projects for the development of Karbi Anglong
Autonomous Territorial Council (KAATC).

3.6.2 Under KAATC package, 25 projects costing of Rs.235.88 crore have been sanctioned
against which Rs.153.91 crore has been released so far. Out of these 25 projects, 02 projects
worth Rs.6.26 crore have been completed. Also, 07 projects against the balance allocation under
the package have already been identified. During the financial year 2020-21, expenditure
amounting to Rs.21.55 crore was incurred, which is 100% of Revised Estimate. The amount of
Rs.37.75 crore allocated under BE 2021-22 will be utilized towards meeting the committed
liabilities against the ongoing projects as well as the projects identified for sanction. As on 21st
May, 2021, expenditure of Rs.36.65 crore has been incurred out of Rs.37.75 (BE 2021-22).
Further Recommendation/Observation
3.6.3 The Committee notes the reply of the Ministry that 25 projects with costing of
Rs.235.88 crore have been sanctioned under the KAATC package and against which
Rs.153.91 crore has been released so far. Out of these 25 projects, 02 projects worth Rs.6.26
crore have been completed. The Committee further recommends that remaining 23 projects
which have been sanctioned, but not yet completed, must be accorded priority and

expedited and the amount allocated be released to meet the expenditure to be incurred.
Additional funds to meet the balanced allocation of the identified 7 projects, if required,
may be sought at RE 2021-22 stage.
3.7 Social and Infrastructure Development Fund (SIDF)
Recommendation
3.7.1 The Committee expresses its deep displeasure at abysmal utilisation of the allocated fund
i.e. 19.81 % upto 31st December, 2020 in 2020-21 under the Social and Infrastructure
Development Fund (SIDF). Keeping in view the COVID-19 Pandemic outbreak and various
preventive steps taken by Ministry of DoNER, the Committee hopes that situation will improve
on ground and the absorption capacity of SIDF will also increase leading to better utilization of
funds in the financial year 2021-22. The Committee may be appraised about the details of the
projects undertaken under SIDF, status of work along with fund utilized for the purpose. Further,
any shortfall in the fund should be appropriately taken up at RE stage.

3.7.2 This Ministry has released all funds allocated in RE 2020-21 i.e. Rs.36.00 crore, and
therefore 100% utilization of funds under SIDF in this Financial Year. Currently, there are only 4
projects (2 projects each in Arunachal Pradesh and Assam) where release of final instalment is
pending. In rest of the 33 projects, all funds have been released from this Ministry. Details of
projects under SIDF are at Annexure-IV.

3.7.3 The Committee reiterates its recommendations in para 2.2.7 and 2.2.8 of 232nd
Report on Demands (2021-22) of the Ministry of DoNER.
Recommendation
3.7.4 The Committee notes that the Ministry has proposed to construct the North-East
Convention Centre at Sector 13, Dwarka, New Delhi at the estimated cost of Rs.116.38 crore for
which funds have been sanctioned in November 2020. The Committee would like to be apprised
about the status of the project.

3.7.5 The project „Construction of North East Convention Centre at Sector-13 Dwarka, New
Delhi is being planned and executed by CPWD. At present, the issue had been taken up with
DDA for enhancement of size of the auditorium from 500 capacity to 1000 capacity. On receipt
of approval from DDA, the process of tendering and work order will be issued. Further, approval
from DDA has been received for completion of the project by 14th
August, 2023.

3.7.6 The Committee is astonished to note that the construction of the North East
Convention Centre at Dwarka has been revisited and the capacity has been enhanced from
500 to 1000. This will lead to a complete change in plan, cost and completion time of the
project. The Committee is of the view that due diligence of the DPR should have been taken
before sanctioning the project. The Committee, therefore, recommends that the Ministry
should coordinate with CPWD for effective implementation and completion of North-East
Convention Centre in time.
Recommendation
3.7.7 The Committee takes note of the projects related to tourism promotion that is being
implemented under the NESIDS Scheme and hopes that with concerted efforts to implement these
projects, global high-end tourism will be developed and promoted in the NER. The Committee
appreciates the efforts made towards educational tourism which has contributed to socio
economic development of the Region. The Committee, therefore, recommends that Ministry must
step up efforts to explore educational tourism at different levels and platforms so as to achieve its
full potential with an aim to make education more accessible and to provide qualified Human
Resource for Tourism in North Eastern Region.

3.7.8 MDoNER is implementing North East Special Infrastructure Development Scheme
(NESIDS) with an objective to ensure focused development of North East Region by providing
financial assistance for the projects of physical infrastructure sectors relating to water supply,
power, connectivity to enhance tourism; and social sector of education and health for creation of
infrastructure in the areas of primary and secondary sectors. Under NESIDS, so far 99 projects
worth Rs. 2452.62 crore including 26 education projects worth Rs.96.26 crore; 16 health projects
worth Rs.399.95 crore; 04 power projects worth Rs.231.98 crore; 35 roads & bridges project
worth Rs.1138.57 crore and 18 water supply projects worth Rs.585.86 crore, have been
sanctioned for North Eastern States.
3.7.9 Also under the Scheme "Assistance to Institutes of Hotel Magmt (IHMs)/ Indian Institutes
of Tourism and Travel Management (IITTMs), FCIs etc ", the following projects has been

3.7.10 Besides the above, the IITTM camp at Shillong, Meghalaya that came into existence on
10th October, 2018 is functioning from the premises of IHM, Shillong. Since its opening, IITTM
camp has been organising Short Term Training Programmes at Shillong for the youths of
Meghalaya under Hunar se Rozgar tak (HSRT) scheme of Ministry of Tourism. One Workshop on
Homestays was sponsored by NEC, MDoNER and organised from 22-23 August, 2019. Total 25
participants attended the programme. Another online workshop on “Core Competency Skills for Adventure Tourism in North East India” was organised from 10-13 August 2020. Total 46
participants attended the workshop. IITTM has been organising online Incredible India Tourist
Facilitator Certification programme of Ministry of Tourism in which the candidates from North-
Eastern states have been actively participating whole-heartedly.
Further Recommendation/Observation
3.7.11 The Committee appreciates the MDoNER for its efforts in carrying out online
workshops in the wake of the COVID-19 Pandemic. It also notes that Central IHMs
(Institutes of Hotel Management) have been made operational in the states of Assam and
Meghalaya. However, State IHMs are still at under construction stage in six out of eight
states of NER. The Committee, therefore, recommends that the Ministry of DoNER should
take up the matter with the concerned state for timely completion and operationalisation of
these under construction IHMs and would like to be apprised about the status of completion
of these projects.
3.8 Act East Policy
Recommendation
3.9.1 The Committee notes the status of major initiatives taken under ‘Act East Policy’ including the physical progress of Agartala-Akhaura new rail link project and recommends that
the said project should be completed within stipulated time and without any cost overruns.

3.8.2 Noted for compliance. The physical progress of the Bangladesh portion of the Akhaura-
Agartala rail link is progressing at a slow pace mainly due to inadequate mobilization of
resources by the contractor appointed by Bangladesh Railway. Progress is further hampered due
to Covid induced lockdown in Bangladesh. MEA is closely monitoring the pace of work on a daily
basis and intensively engaging with PMC, Contractor and other stakeholders in order to
expedite the progress.
3.8.3 On the Indian side, there are two components, viz (a) Operationalisation of Nishintapur
Yard and related works from Bangladesh Border to Nischintapur Yard which have been
completed in March, 2021. Minor finishing works are in progress. (b) Viaduct from
Nischintapur Yard to Agartala Station related works which will be completed by March, 2022.
There is a proposal of revision of cost from Rs. 569.63 crore to Rs. 741.88 crore which is under
examination by Ministry of Railways. The physical progress of the project has been affected by
Covid and Assembly Elections in Assam and West Bengal. Ministry is closely monitoring the
pace of work through periodic meetings with the concerned agencies for expediting the work.

3.8.4 The Committee notes the reply and would like to be apprised about the reasons for
the revision of cost from Rs. 569.63 crore to Rs. 741.88 crore for the Akhaura-Agartala rail
link which is under examination by the Ministry of Railways.
Recommendation
3.8.5 The Committee is displeased with the physical progress of road construction work of the
Kaladan Multi-Modal Transit Transport Project and takes note of the reasons for the delay in the
implementation of the project. The Committee recommends that the reasons for the delay in the
project should be addressed and necessary action be taken so as to clear roadblocks in the
implementation of the project undertaken.

3.8.6 The recommendations of the committee are duly noted for compliance. External Affairs
Minister has reviewed the project on 26th
February, 2021 and instructed to remove the existing
contractor and the PMC and explore the involvement of agency like BRO or NHIDCL as an
executing agency. While NHIDCL has not submitted its willingness till date despite several
requests and personal meetings, BRO has not found favour with Government of Myanmar for the
implementation of project. Ministry is now exploring involvement of other agencies like NPCC,
NHAI, IRCON and RITES for the implementation of project.
Further Recommendation/Observation
3.8.7 The Committee notes that Kaladan Multi-Modal Transit Transport Project has
already been delayed by seven years. The Committee takes note of this situation and
recommends that the Ministry of DoNER may take up with the Ministry of External Affairs
to expedite the process of finalizing the agency so that the project can be completed at the
earliest. The Committee further recommends that the Ministry should review and closely
monitor for expeditious progress of the project.
3.9 Environment and Forests
Recommendation
3.9.1 The Committee has taken cognizance of major threats to the environment and forest in
NER and the road map to tackle them. The Committee observes that urgent necessary steps must
be taken to protect the existing forest and to expand the forest cover with robust and effective
monitoring, and regular evaluation of the Green India Mission. The Ministry must work in
consultation and close coordination with the Ministry of Environment, Forests and Climate
Change (MoEF&C) so that Centrally Sponsored Schemes may be carried out effectively and in a
timely manner. The Committee, also, recommends that various measures to protect the forest and
environment must be given priority and implemented within the stipulated time. Besides, regular
plantation drives should be organized to increase forest cover/density.

3.9.2 To protect the existing forest and to expand the forest cover with robust and effective
monitoring, the Ministry is implementing schemes/programs such as National Afforestation
Programme, National Mission for Green India, Project Tiger Scheme, Project Elephant, Forest
Fire Prevention and Management Scheme and Development of Wildlife Habitat Scheme. The
output and outcome envisaged in the schemes shall be monitored in time bound manner and
necessary steps/measures will be taken to protect the forest and environment.
3.9.3 Tree plantation, being a multi-departmental, multi-agency activity, is also being taken up
cross-sectorally under various programmes/funding sources of other ministries and also through
State plan budget. Every year, targets for afforestation are fixed by Ministry of Environment,
Forest and Climate Change (MoEF&CC) in consultation with the States and achievements by
states are monitored by MoEF&CC. During 2020-21 an area of 2.23 million hectare has been
given as afforestation target to all States/UTs out of which the States/UTs have reported 2.15
million ha achievement till 28th
February, 2021. Of the total national targets, the North Eastern
States were given a target of 45784 ha out of which 41580 ha have been achieved.
3.9.4 Under National Afforestation Programme (NAP) for restoration of degraded forest out of
Rs. 40.42 crores released to States during the year 2020-21, Rs. 13.87 crores was released to NE
States. Under National Mission for a Green India (GIM) from 2015-16 to 2020-21, Rs. 119.96
crore has been released in three North-Eastern states namely Manipur, Mizoram and Sikkim to
carry out afforestation activities over the 38072.20 ha area in the various identified Landscapes.
The Mission is in the process of expanding its activities in other NER States based on submission
of Annual Plans of Operation of the States and availability of funds.
3.9.5 GIM monitors the progress of work through comprehensive monitoring framework i.e.
On-ground self-monitoring by implementing agencies, field review by an external agency; KML
file, Photographs, Audit report and Annual progress reports etc. The Mission has also constituted
monitoring committees for every state to monitor and evaluate Green India Mission activities. The
Mission implements the afforestation activities through people's participation and JFMCs are
implementing various activities under the mission at village level.
3.9.6 Under the Centrally Sponsored Forest Fire Prevention and Management Scheme, the
Ministry supports the efforts of State Governments/UT Administrations in prevention and control
of forest fire by providing financial assistance. The Government of India is taking adequate steps
to control fires in forests using modern technologies such as satellite based remote sensing
technology and GIS tools which have been effective in better prevention and management of fires
through creation of early warning for fire prone areas, monitoring fires on real time basis and
estimation of burnt scars.
3.9.7 NEC under the Science and Technology sector takes up initiatives for conservation of rich
bio-diversity and ecological balance in the North East India. NEC has accorded Approvals of Rs.
6.00 crore for “Afforestation of denuded hills in the Champhai District of Mizoram and Churachandpur and Tamenglong Districts of Manipur.
Further Recommendation/Observation
3.9.8 The Committee appreciates the efforts of the Ministry of DoNER and Ministry of
Environment, Forest & Climate Change to protect the existing forest and to expand the

forest cover. The Committee further recommends that, besides Manipur, Mizoram and
Sikkim, the Ministry must strive to bring the other North Eastern States on board at the
earliest under National Mission for Green India so that the diminishing forest cover of the
entire NER can be protected, restored and enhanced. The Committee also recommends that
the Ministry of DoNER along with the line Ministries must work in close consultation and
coordination to implement various ongoing schemes and projects to preserve and protect
the environment and forest, at the same time, the Ministries concerned should also promote
‘Urban Forestry’ in city areas of North Eastern Region.
3.10 Majuli Island
Recommendation
3.10.1 The Committee takes note of the fact that the Physical progress of the Scheme "Protection
of Majuli Island from flood and erosion of river Brahmaputra” up to 31st December, 2020 is
88.31% only, whereas the project was supposed to be completed by 28th
February, 2021. The
Committee appreciates the fact that an area of 319.21 Sq km will be benefitted. The Committee
observes that this Island requires a great amount of attention in order to preserve the rich ancient
culture, protect livelihoods and prevent erosion caused due to anthropogenic activities. This calls
for focused attention by administrators along with collaboration and cooperation with several
expert groups, agencies at local and global levels to promote their idea for minimizing natural
disaster risks. The Committee, therefore, recommends that the Ministry must work in coordination
with the State Govt. so as to protect and preserve the Majuli Island through institutional and
community participation.

3.10.2 As reported by Brahmaputra Board (Implementing Agency) on 22nd
March, 2021, the
work is in progress and 88.68% physical progress has been achieved. Timely Progress and
Coordination between the Ministry & State Government was done from time to time. After
completion of the Project, major parts of the Majuli Island will be protected from anti-erosion
and minimizing natural disaster risks.
3.10.3 Population of 1,15,000 (70% of total population) is estimated to be benefitted by the
Project with about 319.21 Sq. Km of Land area proposed to be protected from Flood & Erosion
of River Brahmaputra.
3.10.4 NEC is making a constant coordinated effort with Ministry of Jal Shakti & State
Government of Assam to get the project completed.
Further Recommendation/Observation
3.10.5 The Committee notes the reply and recommends that NEC may endeavor to
complete the projects in time for protection of Majuli Islands from anti-erosion and
minimize natural disaster risks. The deadline of 28th
February, 2021 has already been
missed. Considering the slow progress in completion of these projects, the Committee
recommends that the Ministry may take up the matter with the NEC on a priority basis in
this regard.

3.11 Moirang
Recommendation
3.11.1 This Committee observes that Moirang in Manipur has a special place in the history of
India’s Freedom Struggle. The Indian National Army fought against Britishers during the battle of
Imphal and hoisted the Indian tricolor at Moirang in 1944. On that site wartime relics like bullet
marks, badges of ranks, etc. are still on display. The Committee, therefore, recommends that the
Ministry of DoNER should develop Moirang as a National heritage site to pay tribute to the
contribution of freedom fighters during the freedom struggle. The Committee further recommends
to allocate necessary funds for the same. The Committee would like to be apprised about the
progress made in this regard.

3.11.2 In the 69th Plenary, Hon‟ble Home Minister directed that a suitable Memorial at Moirang to be proposed by the Manipur Government may be considered for support. This is to be finalized
by NEC in Consultation with Chief Secretary, Manipur. Accordingly, Chief Secretary, Manipur
has been asked to consider proposing a suitable memorial/redevelopment of existing structures
in memory of Netaji Subhash Chandra Bose at Moirang, quickly so that this can be completed by
August, 2022. At present, a proposal from Art and Cultural Department, Government of Manipur
to develop INA Museum at Moirang is under consideration in North Eastern Council (NEC),
MDoNER.
Further Recommendation/Observation
3.11.3 The Committee notes the reply and would like to be informed about the outcome of
the proposal from the Art and Cultural Department, Government of Manipur and further
steps taken towards construction of the structure at Moirang. The Ministry may coordinate
with the State Government of Manipur and NEC to ensure that suitable
Memorial/Redevelopment of existing structures is completed by August 2022. The
Committee further recommends that the site may be developed to boost tourism to bring an
influx of more tourist activities which will generate income and employment particularly to
the local youth in Moirang.

4.1 Utilization of Funds during the Last Three Years

4.1.1 In this regard, the Committee had expressed its anguish over the dismal utilization under
this Fund in its 225th

disappointing to note that the allocation under SIDF has been reduced at the RE stage.

4.2 Capital Section
Recommendation
4.2.1 The Committee is of the view that this shortfall may adversely affect the implementation
of several projects and institutions. There has been marginal under-utilization of allocated funds
under Heads of North Eastern Council (NEC) and North-East Road Sector Development Scheme
(NERSDS) for the year 2020-21. Hence, the Committee recommends that MDoNER should strive
to achieve higher utilization of allocated funds. At the same time, it should also persuade the
Ministry of Finance to allocate a larger amount of funds for these Schemes.

4.2.2 The allocation of funds at RE 2020-21 has been fully utilized. The progress of NERSDS
Road/Bridge projects was slow during the early part of FY 2020-21 due to Covid-19 Pandemic.
This is the main reason for under utilization of the fund under NERSDS. The progress of all the
projects have now picked up. Progress report is enclosed as Annexure-I.

4.2.3 The Committee notes the reply of the Ministry and recommends to speed up the
projects for completion of work by the set timeline.
Recommendation
4.2.4 The Committee notes that important measures have been taken by the Government
towards upliftment of the tribal ethnic population of the Region. The Committee also observes
various socio-economic hardships faced particularly by the Idu Mishmi Tribe of Arunachal
Pradesh, such as forced displacement, etc., which has led to their suicides. The Committee is of
the considered view that protection of these tribes is important as they represent the cultural
heritage and diversity of the NER. Therefore, the Committee, recommends, that a micro-level
study should be conducted to understand the problem and issues being faced by the tribals so that
effective measures might be initiated to address them. Further, an effective monitoring
mechanism also needs to be developed for the implementation of the welfare measures along with
special attention to cater to the specific needs of every tribe instead of taking an umbrella
approach for the North-Eastern Region.

4.2.7 NEC has already engaged the Central Institute for Indian Languages, Mysore, Tezpur
University, Sikkim University and Rajiv Gandhi University, Itanagar for preservation and
promotion of 12 endangered languages of NE Region.

4.2.8 The Committee notes that 17 projects costing Rs.59.37 crore for backward blocks
and 14 projects costing Rs.60.34 crore have been sanctioned for backward communities,
especially scheduled tribes of NER and desires to be informed about the details of
commencement and progress of these projects.
4.2.9 The Committee would like to be informed about the outcome of the study being
conducted by Omeo Kumar Das Institute of Social Change and Development (OKDISCD),
Guwahati on the problems of ethnic minorities of the NER and also the steps being taken on
the basis of study to address the problems and issues being faced by them.
4.2.10 The Committee would also like to be informed about the outcome of studies
conducted by Central Institute for Indian Languages, Mysore, Tezpur University, Sikkim
University and Rajiv Gandhi University, Itanagar in a consolidated form and the steps that
will be taken for preservation and promotion of 12 endangered languages of NE Region by
MDoNER.
4.3 Non-Lapsable Central Pool of Resources (NLCPR-State)
Recommendation
4.3.1 The Committee notes that as Non-Lapsable Central Pool of Resources (NLCPR) Scheme
has been restructured into a new North East Special Infrastructure Development Scheme
(NESIDS) w.e.f. 15th
December, 2017, no new projects are being sanctioned under NLCPR-State
Scheme. The Committee recommends that the ongoing project under the NLCPR-State Scheme
should be completed within the stipulated time period without cost overrun. Further, Committee
also desires to be informed about the progress status of the project under NCLPR-State Scheme
that has been restructured w.e.f. 15th

4.3.2 To avoid cost and time overruns for the projects several measures have been taken by the
Ministry including regular review of progress of projects in close coordination with concerned
State Governments; discussion of issues related to projects during the meetings of Inter-
Ministerial Committee/NESIDS Committee, wherein Chief Secretaries of NE States are member;
and monitoring of projects through regular visits to NE States of Chief Nodal Officers
(CNO)/Nodal Officer (NO) in the Ministry. Continuous efforts are being made by the Ministry for
timely implementation of all the ongoing projects. During the last three years i.e. 2018-19 to
2020-21, 114 projects costing Rs. 1507.70 crore have been completed under the NLCPR scheme.

4.3.3 Under North East Special Infrastructure Development Scheme (NESIDS), which has been
formulated by restructuring NLCPR scheme, 91 projects worth Rs.2401.66 crore have been
sanctioned so far. All the sanctioned projects are at various stages of implementation.

4.4 North East Road Sector Development Scheme (Programme Component)
Recommendation
4.4.1 The Committee observes that under the North East Road Sector Development Scheme
(NERSDS), there are two components viz. Programme Component and Externally Aided Projects
(EAP). The Committee is of the considered view that North East Road Projects are strategically
significant because most of the roads in NER are linked with the international borders which are
used in the movement of security personnel and other essential commodities at the time of need,
therefore, keeping these roads in serviceable condition is very crucial. These are also extremely
important for the socio economic development of the Region. The Committee is displeased to
observe the pace at which projects are being implemented. Various projects in NER are at 0% to
30% physical progress level in spite of funds being already released. The Committee therefore
strongly recommends for regular review and close monitoring for expeditious construction of
these roads.

Action Taken
4.4.2 NERSDS (Programme Component) - The progress of NERSDS road/bridge projects were
slow during the early part of FY 2020-21 due to Covid-19 Pandemic. This is the main reason for
under utilization of fund under NERSDS. The progress of all the projects have now picked up.
Progress report is enclosed as Annexure-I.
4.4.3 NERSDS (EAP)- Out of 12 road projects, construction/upgradation of 6 road projects
have been completed which includes five road projects in the State of Assam, namely- Kalitakuchi
to Barpeta (AS-37C); Bilasipara to Fakiragram (AS-11); Tamulpur to Paneri (AS-02); Paneri to
Udalguri (AS-03); one major bridge (AS-02-03) and one road project in Meghalaya, namely-
Garobada to Dalu (MLN-1). Projects in States of Manipur and Mizoram under NERSDS (EAP)
are also near completion. Physical and financial progress of the projects is enclosed as Annexure
– III
Further Recommendation/Observation
4.4.4 The Committee recommends that the Ministry of DoNER may conduct regular
review and closely monitor with the concerned authorities to step up the pace for completion
of ongoing projects.

4.5 North Eastern Handicrafts and Handlooms Development Corporation Limited
(NEHHDC)
Recommendation
4.5.1 The Committee notes that during the onset of COVID-19 Pandemic, North Eastern
Handicrafts and Handlooms Development Corporation (NEHHDC) provided crucial and
proactive support to the artisans, weavers and Self-Help Groups. The Committee is of the
considered view that handloom and handicrafts are an integral part of the culture and also a source
of livelihood of people throughout the NER states. Therefore, it is important to preserve and
strengthen their rich handloom heritage. The Committee recommends that the Ministry of DoNER
should provide necessary support for the formation of handloom and handicraft clusters which
will help in inclusive development of handicrafts and handloom sector in NER. This will also help
in the production of superior quality products, thereby helping the artisans to access the global
market.

4.5.2 The recommendations of the Committee have been noted for compliance.
4.5.3 NEHHDC was recently requested to prepare a draft business plan based on a self-
sustaining model. The work was assigned to NEDFi for conducting a study and preparing an
action plan. The draft business plan has been prepared and submitted to NEHHDC which is
under examination. One of the objectives mentioned in the business plan is setting up of
production centres and clusters directly and in participation. Mission Statement talks about
promotion of livelihoods in handicrafts and handlooms by expanding markets and diversity of
products and ensuring the highest quality of products to customers representing the authentic
styles of the North East and aid the preservation and evolution of traditional crafts.
4.5.4 Once finalised the business plan will take care of inclusive development of handicrafts and
handloom sector in NER.
Further Recommendation/Observation
4.5.5 The Committee notes that the draft business plan has been prepared and submitted
to NEHHDC which is under examination. The Committee recommends that the business
plan be finalised in light of necessary objectives to nurture development of handicrafts and
handloom sector.
4.6 Progress Status of Prag Jyoti Textile Park
Recommendation
4.6.1 The Committee also notes that Prag Jyoti Textile Park, Darrang, Assam was approved in
the year 2014 at an estimated cost of Rs. 47.249 crore. However, the Committee is displeased
with the slow progress made in this regard as the estimated time of completion was March, 2018.
The Committee, therefore, recommends that reasons for delay must be addressed soon and the
project should be closely monitored. The Committee also recommends that the Ministry of

DoNER must co-ordinate with implementing agencies and the line Ministries concerned to step
up efforts for ensuring expeditious completion of the project without further delay.

4.6.2 Noted for compliance. A brief status of the project as furnished by Ministry Textiles is as
under:-
Prag Jyoti Textile park Darrang, Assam was approved by Project Approval Committee
(PAC) in its meeting held on 11th
September, 2014 under the Scheme for Integrated Textile Park
(SITP) of Ministry of Textiles. The project cost eligible for funding under the scheme is Rs.47.249
crore, out of which an amount of Rs. 40.00 crore (90%) has been committed as Central
Government Grant. Out of this Rs.40.00 crore, Rs.12.00 crore has been released to the project till
date. The project was supposed to be completed by March, 2018 (3 years from the date of release
of 1st installment of GoI grant). However, SPV has submitted from time to time that it has not been
able to implement project on time as park area is rain prone area therefore, work is halted for
around 5-6 months per year. However, Ministry has made continuous endeavor for expediting the
project. On 03rd
December, 2019, PAC after deliberations decided to accord extension and
release of Rs.2.00 crore to the project, to be spent on construction of roads, boundary walls,
street lighting etc. Subsequently, Rs.2.00 crore was released to the project vide sanction order
dated 18th
February, 2020. Recently, PAC headed by Secretary (Textiles) reviewed the progress of
the project on 12th
April, 2021. SPV told that they are facing cash crunch. They have spent their
equity share and in total Rs.22.00 crore have been spent on the project. They have completed
major portion of infrastructure work. If remaining GoI grant will be released, SPV would be able
to create most of the required infrastructure within the coming 5-6 months. SPV informed that
they are in process for signing agreements with textile units. SPV has further assured that they
would be able to complete the park by March 2022. The report of Industries & Commerce
Department, Govt. of Assam revealed that SPV seems to have no plan on how to complete the
project. State Government had even suggested making structural changes in the formation of SPV
by replacing the promoter with Assam Industrial Development Corporation (AIDC). Secretary
(Textiles) observed that it is a case of 90% funding by GoI and only 30% of GoI grant has been
released to the Project and SPV has spent Rs.3.64 crores, about 50% of its equity. Hence, only
proportionate progress could be expected in the SITP. There is no financial support from State
Government to this Textile Park, other than lease of the land.
Further Recommendation/Observation
4.6.3 The Committee notes the reply and desires to be apprised about the complete details
of the Prag Jyoti Textile Park project, particularly with reference to Textile Secretary’s observations, cash crunch faced by SPV and physical progress of the project. If required
auditing/forensic auditing in this regard may be considered.

4.7 Kaladan Multimodal Transit Transport (KMTT) Project
Recommendation
4.7.1 The Committee takes note of the progress of the Kaladan Multimodal Transit Transport
(KMMTT) project that is being piloted and funded by the Ministry of External Affairs. The
Committee expresses its displeasure with the physical progress of the road construction work. The
Committee has taken cognizance of the problems faced in the execution of the KMMTT project,
specifically the road component and hopes that the work on the road component of the KMMTT
project is expedited. The Committee, therefore, recommends that the reasons for the delay in the
execution of the KMMTT project must be addressed and rectified soon and the project is closely
monitored and reviewed frequently for its early completion.

4.7.2 The recommendations of the committee are duly noted for compliance by Ministry of
External Affairs (MEA). The physical progress of the road component is progressing at a very
slow pace mainly due to security issues at the project site and the bankruptcy of lead partner of
the Joint Venture contractor. Progress is further hampered due to Covid induced lockdown and
political situations in Myanmar. MEA is closely monitoring the pace of work on a daily basis in
order to expedite the progress.
4.7.3 External Affairs Minister has reviewed the project on 26th
February, 2021 and instructed
to remove the existing contractor and the PMC and explore the involvement of agency like BRO
or NHIDCL as an executing agency. While NHIDCL has not submitted its willingness till date
despite several request and personal meetings, BRO has not found favour with Government of
Myanmar for the implementation of project. MEA is now exploring involvement of other agencies
like NPCC, NHAI, IRCON and RITES for the implementation of project.
Further Recommendation/Observation
4.7.4 The Committee reiterates its recommendation in para 3.8.7 and would like to be
apprised about the progress made in this regard.
4.8 North East Industrial Development Scheme (NEIDS)
Recommendation
4.8.1 The Committee notes the details of funds sanctioned under NEIDS and recommends that
the funds should be used efficiently to boost industrialization in the Region. The Committee is
pleased with the number of initiatives taken by the Government under Aatma Nirbhar Bharat
Abhiyan to support the MSME Sector. The Committee appreciates the efforts made for the revival
of the tea industry in the NER and recommends that necessary technical and financial help should
be extended to tea growers and other stakeholders which would help in improving tea production
and quality up-gradation.

4.8.2 North East Industrial Development Scheme (NEIDS), 2017 for industrial units in the
North Eastern Region comprising states of Arunachal Pradesh, Assam, Manipur, Meghalaya,

Mizoram, Nagaland, Sikkim and Tripura to boost industrialization was notified on 12th
April,
2018. The Scheme is being implemented by the State Governments of the North East under the
supervision of Department for Promotion of Industry and Internal Trade (DPIIT) and since its
inception, the State Level Committees have recommended release of subsidy for the Central
Capital Investment Incentive for access to credit (CCIIAC) component of 45 industrial units
which have submitted their claims after starting commercial production. So far the allocated
budget (BE) for the years 2019-20 and 2020-21 has been fully utilised and subsidy has been
released to 23 units and during this Financial Year (2021-22), the remaining claims will
also be settled.
4.8.3 The Tea Board has been implementing Tea Development and Promotion Scheme in which
financial and Technical support is being provided to Tea stakeholders for cultivation,
manufacture and marketing of tea, export promotion, aiding research and development activities.
The scheme is aimed at increasing tea production and productivity, modernization of tea
processing, packaging and value addition facilities, ensuring co-operative efforts amongst small
tea growers, welfare measures for tea garden workers. Total financial assistance of Rs. 144.82
crore has been provided to Tea Sector in NER during the period from 2017-18 to 2020-21.
Further following schemes are proposed to be implemented in NER during 2021-22 to 2025-26 in
respect of Tea Sector.
i. Scheme for Welfare of Tea Workers :
4.8.4 As announced by the Hon‟ble Finance Minister during the budget speech on
1st February, 2021, a draft proposal for the Scheme for the welfare of Tea workers especially
women and their children in Assam and West Bengal to be called “Pradhan Mantri Cha Shramik Protsahan Yojna” with the financial outlay of Rs. 1000 crore has been prepared. The
scheme to be implemented from 2021-22 to 2025-26 aims towards upliftment of the quality of
life of the workers and their dependents in tea gardens of Assam and West Bengal with special
emphasis on the women workers and their children in the form of financial assistance.
ii. Tea Development and Promotion Scheme :
4.8.5 The proposal for continuation of the Tea Development and Promotion Scheme being
implemented by the Tea Board is under active consideration. The proposed Scheme to be
implemented from 2021-22 to 2025-26 has a separate component “Sector Specific Action Plan as per recommendation of the NITI Forum for North East” with financial outlay of Rs. 98.08 crore.

4.8.6 The Committee notes the reply and recommends that the Schemes should be
operationalised at the earliest.

4.8.7 The Committee has taken cognizance of the status of the India-Myanmar-Thailand
Trilateral Highway and recommends that the reasons for the delay must be addressed soon and the

4.8.10 The Committee takes note of the Scheme called Mission Organic Value Chain
Development (MOVCD) for North Eastern Region implemented by the Ministry of Agriculture
and Farmers' Welfare for providing cluster development. The Committee believes that the
Scheme is crucial for the development and promotion of agriculture and food processing units in
NER. The Committee, recommends, that the Ministry should review the implementation status of
MOVCD in NER and undertake appropriate measures to achieve the set target without cost
overruns.

4.8.11 Under the MOVCDNER scheme, Rs 641.71 crore has been released from FY 2015-16 till
March, 2021 to the States. Clusters developments in the form of 170 Farmer Producer
Organisations/Companies (FPO/FPCs) are being created which will cover 83,096 farmers and
79,445 ha area. A total of 141 post-harvest handling, processing and pack house entities have
been created under the ownership of FPO/FPCs and private ownership. In respect of
transportation,40 vehicles were provided to FPO/FPCs. All States have developed their own
brands for value added products. Marketing facilitation of ginger, turmeric, pineapple and king
chilli have been major success and FPCs have been supported with buyback agreements. The
export of king chilli sauce, pineapple (canned) and ginger flakes to UK, USA, Australia, France
and Swaziland have already been started.
4.8.12 Ministry of Agriculture and Farmers Welfare in coordination with Ministry of DoNER is
reviewing the implementation status of the scheme from time to time and based upon the feedback,
taking appropriate measures to achieve the set targets. National Advisory Committee (NAC) of
MOVCDNER has been mandated to revisit the guidelines and to take up issues and allow for
necessary flexibility in the best interest of the scheme for timely achievement of targets. This has
been done by creation of processing and value addition infrastructure initial guidelines provided
for routing the funds through NEDFi. However, keeping in view of the delay in sanctions, NAC-
MOVCDNER has allowed the sanction of processing infrastructure up to a maximum limit of Rs.
25 lakh by state Governments directly and under this exemption, many processing units have been
sanctioned. So far there is no case of cost overruns.

Recommendation
4.8.14 The Committee notes that Rs. 207.00 crore is being funded by MoDoNER for the
protection of the Majuli Islands from flood and erosion by the river Brahmaputra. The Committee
observes that Majuli is a biodiversity hotspot, with its unique flora and fauna. But, regular floods
in the river Brahmaputra is inundating the Island and causing erosion and this largest riverine
island in the world is shrinking very rapidly. Therefore, the Committee recommends that the
Ministry of DoNER should take all necessary steps for the conservation of the Island on a priority
basis. The Committee would like to be apprised about the details of projects undertaken with the
allocated amount of Rs. 207 crore and the actual expenditure incurred by the Ministry for the
same.

4.8.15 The Scheme “Protection of Majuli Island from flood and erosion of river Brahmaputra was approved at an estimated cost of Rs.233.57 crore, out of which contribution of MoDoNER is

Project envisages for protection of the southern boundary of Majuli Island from flood and erosion
of river Brahmaputra. As reported by Brahmaputra Board (Implementing Agency), the uptodate
expenditure till 13th
December, 2020 was Rs.168.82 crore. The Project is closely monitored by
TAC & Central Monitoring Committee of Ministry of Jal Shakti, Govt. of India. The Project is
implemented by Brahmaputra Board through its Majuli & Lakhimpur Division. The latest status
report of Brahmaputra Board, Ministry of Jal Shakti is enclosed at Annexure-V.

monitor the progress made in this regard for efficient and effective utilization of funds.

The Committee takes note of the efforts made by the Ministry of DoNER for the
development of infrastructure and improvement of connectivity in the North Eastern
Region. The Committee further recommends that continuous review and monitoring may be
done to take note of the progress which will ensure accountability and timely completion of
projects.
(Para 1.6.4)
Utilization of Funds during the Last Three Years
The Committee notes the reply. Though fund utilisation is 100% but the total fund
was reduced by 50% at RE stage. The Committee observes that this reduced fund will have
an adverse impact on the physical progress of the project. The Committee further
recommends to vigorously pursue the physical progress of the project to ensure timely
completion of the project.

The Committee notes the reply. It however feels that inspite of such proclaimed
mechanism in place, the desired results of development in NER, for which the Ministry was
set up in 2001, are yet to be achieved. The Committee notes that the Ministry is responsible
for matters relating to planning, execution and monitoring. But its role as an executing
Ministry leaves much to be desired. The Central Government should consider giving more
powers to the Ministry of DoNER so that the execution is carried out in an effective manner.

Special Development Projects
The Committee notes the reply and recommends that the Ministry of DoNER should
closely monitor the progress and clear the liabilities on these ongoing projects by seeking the
shortfall at RE 2021-22 stage.

Schemes of NEC
The Committee notes the reply and further recommends that review and close
monitoring be carried out in respect of sanctioned 127 projects for their timely completion.
The Committee observes that out of sanctioned 127 projects, many projects are for the
Medical & Health Sector in different states of NER, particularly for the management of
COVID-19 Pandemic. These projects are, however, still in the ongoing stage. The
Committee therefore recommends that utmost priority should be given for early completion
of these projects especially in view of the lurking and predicted third wave of COVID-19.

The Committee also recommends that more funds should be allocated to Agriculture
and Allied Sector keeping in view their potential to grow economy and provide employment
in the region.
(Para 3.3.4)
North East Road Sector Development Scheme
The Committee notes that the remaining projects were either not covered under the
scheme guidelines or could not be considered for sanction due to normative allocation of the
States under the scheme having been exhausted. The Committee, therefore, recommends
that the Ministry of DoNER may take up the matter with the State Governments so that the
remaining projects that were not considered due to exhaustion of funds are taken up for
implementation. The Committee would like to impress that the project proposals should be
formulated with due diligence under scheme guidelines so that loss of time and manpower is
avoided.

Bodoland Territorial Council (BTC)
The Committee notes the reply and recommends that the Ministry of DoNER may
take up, periodically, with the State government of Assam to procure Utilization
Certificates/Completion Certificates and complete the remaining ongoing 14 projects in
consultation with the State Government as per timeline.

Karbi Anglong Autonomous Territorial Council (KAATC)
The Committee notes the reply of the Ministry that 25 projects with costing of
Rs.235.88 crore have been sanctioned under the KAATC package and against which
Rs.153.91 crore has been released so far. Out of these 25 projects, 02 projects worth Rs.6.26
crore have been completed. The Committee further recommends that remaining 23 projects
which have been sanctioned, but not yet completed, must be accorded priority and
expedited and the amount allocated be released to meet the expenditure to be incurred.
Additional funds to meet the balanced allocation of the identified 7 projects, if required,
may be sought at RE 2021-22 stage.

Social and Infrastructure Development Fund (SIDF)
The Committee reiterated its recommendation in para 2.2.7 and 2.2.8 of 232nd
Report
on Demands (2021-22) of the Ministry of DoNER.
(Para 3.7.3)
The Committee is astonished to note that the construction of the North East
Convention Centre at Dwarka has been revisited and the capacity has been enhanced from
500 to 1000. This will lead to a complete change in plan, cost and completion time of the
project. The Committee is of the view that due diligence of the DPR should have been taken
before sanctioning the project. The Committee, therefore, recommends that the Ministry

should coordinate with CPWD for effective implementation and completion of North-East
Convention Centre in time.
(Para 3.7.6)
The Committee appreciates the MDoNER for its efforts in carrying out online
workshops in the wake of the COVID-19 Pandemic. It also notes that Central IHMs
(Institutes of Hotel Management) have been made operational in the states of Assam and
Meghalaya. However, State IHMs are still at under construction stage in six out of eight
states of NER. The Committee, therefore, recommends that the Ministry of DoNER should
take up the matter with the concerned state for timely completion and operationalisation of
these under construction IHMs and would like to be apprised about the status of completion
of these projects.

Act East Policy
The Committee notes the reply and would like to be apprised about the reasons for
the revision of cost from Rs. 569.63 crore to Rs. 741.88 crore for the Akhaura-Agartala rail
link which is under examination by the Ministry of Railways.
(Para 3.8.4)
The Committee notes that Kaladan Multi-Modal Transit Transport Project has
already been delayed by seven years. The Committee reiterates its recommendation in para
4.7.4 and would like to be apprised about the progress made in this regard.
(Para 3.8.7)
Environment and Forests
The Committee appreciates the efforts of the Ministry of DoNER and Ministry of
Environment, Forest & Climate Change to protect the existing forest and to expand the
forest cover. The Committee further recommends that, besides Manipur, Mizoram and
Sikkim, the Ministry must strive to bring the other North Eastern States on board at the
earliest under National Mission for Green India so that the diminishing forest cover of the
entire NER can be protected, restored and enhanced. The Committee also recommends that
the Ministry of DoNER along with the line Ministries must work in close consultation and
coordination to implement various ongoing schemes and projects to preserve and protect
the environment and forest, at the same time, the Ministries concerned should also promote
‘Urban Forestry’ in city areas for North Eastern Region.

Majuli Island
The Committee notes the reply and recommends that NEC may endeavor to
complete the projects in time for protection of Majuli Islands from anti-erosion and
minimize natural disaster risks. The deadline of 28th
February, 2021 has already been
missed. Considering the slow progress in completion of these projects, the Committee

recommends that the Ministry may take up the matter with the NEC on a priority basis in
this regard.

Moirang
The Committee notes the reply and would like to be informed about the outcome of
the proposal from the Art and Cultural Department, Government of Manipur and further
steps taken towards construction of the structure at Moirang. The Ministry may coordinate
with the State Government of Manipur and NEC to ensure that suitable
Memorial/Redevelopment of existing structures is completed by August 2022. The
Committee further recommends that the site may be developed to boost tourism to bring an
influx of more tourist activities which will generate income and employment particularly to
the local youth in Moirang.

The Committee notes that there are only 04 projects where final instalment is
pending, and out of these, release of final instalment is pending in 02 cases due to non-
utilization of funds. The Committee recommends to examine the reasons/hurdles being

the progress made in this regard and the reasons for the delay.

The Committee recommends that the Ministry of DoNER may conduct regular
review and closely monitor with the concerned authorities to step up the pace for completion
of ongoing projects.

North Eastern Handicrafts and Handlooms Development Corporation Limited (NEHHDC)
The Committee notes that the draft business plan has been prepared and submitted
to NEHHDC which is under examination. The Committee recommends that the business
plan be finalised in light of necessary objectives to nurture development of handicrafts and
handloom sector.

Progress Status of Prag Jyoti Textile Park
The Committee notes the reply and desires to be apprised about the complete details
of the Prag Jyoti Textile Park project, particularly with reference to Textile Secretary’s observations, cash crunch faced by SPV and physical progress of the project. If required
auditing/forensic auditing in this regard may be considered.

Kaladan Multimodal Transit Transport (KMTT) Project
The Committee takes note of the situation and recommends that the Ministry of
DoNER may take up with the Ministry of External Affairs to expedite the process of
finalizing the agency so that the project can be completed at the earliest. The Committee
further recommends that the Ministry should review and closely monitor for expeditious
progress of the project.
