1 Introduction
1.1 JMP Consultants Limited has provided this Transport Statement in support of a residential development
located on land at Gillity Shopping Centre, Walsall. The proposed development is for 12 apartments,
immediately to the north of the existing shopping centre, replacing an existing surface car park.
1.2 The following proposals have been developed following consultation with Walsall Council planning and
highways officers. In particular, we have considered:
The effect of removing an existing car park and suitable mitigation
Limiting the impact of development on the surrounding residential streets
Reducing the ability for rat-running through the existing shopping centre
Ensuring free movement for delivery vehicles
STRUCTURE OF THIS REPORT
1.3 This report will entail a consideration of the transport implications of the proposed development within the
following ordered sections:
Section 2 details the policy context of the current planning environment
Section 3 details the existing conditions, including site location and existing land use
Section 4 sets out the development proposals, including land use, vehicular and non-motorised
user access, onsite parking proposals and trip generation
Section 5 provides a summary and conclusion to the report
1.4 In addition to the main body of the report, we have included a number of appendices to support the
proposals. These have been included partly at the request of Walsall Council highways officers and
encompass:
Plans showing proposed highway works (the majority on private land)
Car parking survey methodology and results

2 Policy Context
NATIONAL POLICY
National Planning Policy Framework 2012
2.1 The National Planning Policy Framework was published and came into effect on 27th March 2012. The
document constitutes guidance for local planning authorities and decision makers both in drawing up plans
and as a material consideration in determining planning applications. The document sets out the
Government’s planning policies for England and how these are expected to be applied. The transport
policies within the document supersede previous planning policies and guidance including PPG13.
2.2 The document reaffirms the status of local development plans as the starting point for decision making.
2.3 The document states that “all developments that generate significant amounts of movement should be
supported by a Transport Assessment or a Travel Plan”. Planning decisions should take account of:
Whether the opportunities for sustainable travel have been taken up;
If safe and sustainable access to the site can be achieved for all people; and
If any significant impacts of the development can be cost effectively limited.
2.4 Paragraph 32 states that:
‘Development should only be prevented or refused on transport grounds where the residual
cumulative impacts are severe.’
National Planning Practice Guidance 2014
2.5 The Government also released National Planning Practice Guidance to support the NPPF. The Guidance
contains further information for planners, developers and the public on the types of assessments required
to support planning applications and the approach to considering applications on their various merits. With
regard to Transport Assessments and Travel Plans the guidance states:
‘Travel Plans, Transport Assessments and Statements should be:
- ‘proportionate to the size and scope of the proposed development to which they relate and
build on existing information wherever possible;
- ‘established at the earliest practicable possible stage of a development proposal;
- ‘be tailored to particular local circumstances (other locally-determined factors and information
beyond those which are set out in this guidance may need to be considered in these studies
provided there is robust evidence for doing so locally);
- ‘be brought forward through collaborative ongoing working between the local planning
authority/ Transport Authority, transport operators, Rail Network Operators, Highways Agency
where there may be implications for the strategic road network and other relevant bodies.
Engaging communities and local businesses in Travel Plans, Transport Assessments and
Statements can be beneficial in positively supporting higher levels of walking and cycling
(which in turn can encourage greater social inclusion, community cohesion and healthier
communities).’

2.6 The guidance also contains details of what should be included in a Transport Assessment/Statement
including the horizon years which should normally be considered, this is stated as development that there
is a reasonable certainty will come forward within the next three years.
2.7 The scope and level of detail in a Transport Assessment or Statement will vary from site to site but the
following should be considered when settling the scope of the proposed assessment:
- ‘information about the proposed development, site layout, (particularly proposed transport
access and layout across all modes of transport)
- ‘information about neighbouring uses, amenity and character, existing functional classification
of the nearby road network;
- ‘data about existing public transport provision, including provision/ frequency of services and
proposed public transport changes;
- ‘a qualitative and quantitative description of the travel characteristics of the proposed
development, including movements across all modes of transport that would result from the
development and in the vicinity of the site;
- ‘an assessment of trips from all directly relevant committed development in the area (i.e.
development that there is a reasonable degree of certainty will proceed within the next three
years);
- ‘data about current traffic flows on links and at junctions (including by different modes of
transport and the volume and type of vehicles) within the study area and identification of critical
links and junctions on the highways network;
- ‘an analysis of the injury accident records on the public highway in the vicinity of the site
access for the most recent three-year period, or five-year period if the proposed site has been
identified as within a high accident area;
- ‘an assessment of the likely associated environmental impacts of transport related to the
development, particularly in relation to proximity to environmentally sensitive areas (such as air
quality management areas or noise sensitive areas);
- ‘measures to improve the accessibility of the location (such as provision/ enhancement of
nearby footpath and cycle path linkages) where these are necessary to make the development
acceptable in planning terms;
- ‘a description of parking facilities in the area and the parking strategy of the development;
- ‘ways of encouraging environmental sustainability by reducing the need to travel; and
- ‘measures to mitigate the residual impacts of development (such as improvements to the
public transport network, introducing walking and cycling facilities, physical improvements to
existing roads.’

LOCAL POLICY
West Midlands Local Transport Plan (2011-2026)
2.8 The West Midlands Local Transport Plan runs from 2011 to 2026. It sets out the regions policies for
achieving a sustainable and efficient transport infrastructure. The policies relevant to this document
include:
Ensuring as far as possible that development and redevelopment proposals will make the best use
of existing transport infrastructure and services, improve connectivity and provide high levels of
accessibility
The Urban Traffic Management and Control System will be used to support wide highways
management objectives
Traffic movement will be co-ordinated within each district and across administrative boundaries
Travel demand will be managed through a mixture of hard and soft measures to encourage
sustainable travel patterns
Modal shift will be promoted through targeted and intensive smarter choices measures
Casualty reductions will be sought achieving an understanding of where and why collisions occur
and to whom
Low carbon infrastructure will be developed wherever possible
Black Country Core Strategy (2011)
2.9 The Black Country Core Strategy sets out how the region should look in 2026. It sets the agenda for the
transformation of the Black Country transportation network. Key factors required to enhance the transport
infrastructure are identified.
2.10 Spatial objectives relating to transport for the area include:
Improved accessibility and connectivity of an integrated public transport network
Improved road network and links to the national M5 and M6 motorway network
Improved access to the freight railway network
Improved walking and cycling provision
2.11 The following measures will be implemented to achieve the desired transport infrastructure:
Development and promotion of high quality, reliable public transport improving connectivity
between centres, residential and employment land
Promotion of sustainable, viable modes of travel to support reducing congestion, improving air
quality and addressing climate change
Improving strategic traffic management and the strategic highway network to relieve congestion
and improve accessibility
Improving road safety through auditing of proposals and promotion of road safety education

3 Existing Conditions
SITE LOCATION
3.1 The site is located off Liskeard Road, adjacent to the Gillity Shopping Centre on the eastern fringe of
Walsall. It is bounded to the south by the shopping centre, the west by Elizabeth house and Treyamon
Road, to the north by the King Arthur Pub and the east by Liskeard Road. The area is primarily residential
and the roads therefore are mainly local and residential in nature.
3.2 Walsall town centre is located approximately 2.5 miles away; travel time to the town centre is
approximately 45 minutes to walk, 15 minutes by bicycle, 20 minutes using public transport and 10 minutes
to drive from the site. The centre offers a wide range of services and amenities.

3.3 There are a number of services within an acceptable walking distance from the site. Most are located at
the Gillity Shopping Centre adjacent to the development site, these include:

3.4 Park Hall Infant and Junior Academies are located to the southwest of the site, across the Rushall Canal,
0.3 miles away. This is equivalent to a walking time of under 10 minutes, via a direct route.
3.5 The site is currently used as a surface car park for the Gillity Shopping Centre. It covers an area of
approximately 1,050m2 and surveys suggest that it has a capacity for 36 cars, although spaces are not
marked.

LOCAL HIGHWAY NETWORK
3.6 The site is currently accessed from Liskeard Road. This is a standard single lane carriageway road subject
to a 30mph speed limit, and it is residential in nature and not subject to through traffic. There are footpaths
on both sides of the road which are of a good quality and are well lit.
3.7 Park Hall Road is a residential distributor road that links the residential roads surrounding the development
site to the A34 Birmingham Road. It also links to the nearby Park Hall Schools. It is a single-carriageway
route with direct access to residential properties. It is fully lit and has footways along both sides. The
Rushall Canal Bridge has a weight restriction of 7.5 tonnes.
3.8 The A34 Birmingham Road is located approximately 0.8 miles away. This road provides a main route north
into Walsall and south towards Birmingham. It joins with the M6 at junction 7 1.8 miles south of the site.

Highway safety
3.9 Collision data for the most recent, available, three-year period has been obtained for the surrounding
highway network. This covers the years 2012-2014, inclusively.
3.10 There has been only one collision during this period in the immediate vicinity of the development site. This
was classed as ‘slight’ in severity and involved a single vehicle and pedestrian near the Gillity Village bus
stop.
3.11 In the wider area one further ‘slight’ collision, involving two vehicles, has occurred at the junction of
Launceston Road and Park Hall Road.
3.12 A ‘serious’ collision involving a child pedestrian in front of the Park Hall Schools occurred in April 2013.
No other collisions have occurred at this location within the study period.
3.13 Given the relatively low number of recorded collisions during the study period, it can be concluded that
there are no inherent highway safety concerns in the vicinity of the site.
SUSTAINABLE TRAVEL
Bus
3.14 Bus service provision in the area is good. There are 5 bus stops located within the recommended 400
metre walking distance, these are served by routes 74, 705 and 740.
3.15 The nearest stop to the site is adjacent to the Gillity Shopping Centre, next to the site entrance. From
here, the hourly 74 service can be caught, providing access to Walsall and its onward regional bus links.
In particular a frequent bus link between Walsall and Wolverhampton provides an alternative to the longer
rail journey.
3.16 The 705 and 740 bus routes provide access to Barr Beacon School and St Francis School, respectively.
These provide a convenient service linking the development site with two secondary schools.
3.17 Table 3.1 presents a summary of the local bus services from the stops closest to the development site.

Rail
3.18 The closest rail station to the site is located at Walsall just over 2 miles away. Although beyond walking
distance the station can be reached in approximately 20 minutes using the bus or 15 minutes cycling.
3.19 The station itself has an adjacent pay-and-display car park as well as shelter, seating, ticket collection and
an information point.
3.20 The station is located on the Chase Line between Birmingham New Street and Rugeley Trent Valley. From
Birmingham some trains continue directly to Wolverhampton and other connections can be made to
regional and national destinations.

Walking
3.21 Footways in the vicinity of the site are well lit and of a good quality. The local highway network is largely
made up of quieter, residential streets that are attractive to pedestrians. Supplementing this is the nearby
Rushall Canal, which provides an attractive off-road walking route, with links to nearby green spaces.
3.22 The location of the site provides high potential for short journeys to be undertaken on foot. Not only is
there good provision of footways but there is a number of amenities that are within the recommended
walking distance. These include the services provided at the adjacent Gillity Shopping Centre as well as
the local Park Hall Schools.

Cycling
3.23 The residential streets around the development site provide a suitable environment for short journeys to
be made by bicycle. Proposed links to the Park Hall Schools will see improvements made to the streets
to the west of the Rushall Canal, which can easily be reached from the development site by bicycle.
3.24 National Cycle Network route 5 can be joined 1.2 miles south west of the site. This route leads north
through the centre of Walsall towards Lichfield, where it joins route 54, and south towards Bromsgrove.
3.25 The Rushall canal is located just to the west of the site, which provides a traffic free route towards
Birmingham, Wednesbury and Aldridge. It is anticipated that the Black Country canal network will see
significant improvements through the development of a regional cycle network, as detailed within the Black
Country Core Strategy.
Modal split
3.26 The following table shows the 2011 census Method of Travel to Work mode split for the surrounding ward
– Paddock. The majority of residents (75%) drive to work, with 9% using the bus, 7% walking and 1%
travelling by bicycle. It is also noted that 38% of respondents were listed as not in employment and 3%
worked from home.

4 Development proposals
LAND USE PROPOSALS
4.1 The proposed residential development consists of 12 apartments. These front onto Liskeard Road with a
secure parking area to the rear. Vehicular access to the development will be retained from the existing
junction with Liskeard Road. Improvements to the access roads will be made, as shown on the plans
included in Appendix A. This will include the provision of additional footways, crossing points and junction
improvements.

4.2 In addition to the rear parking area, two residents spaces will be provided to the front of the development,
accessed directly from Liskeard Road. The remaining four spaces shown in Figure 4.1 will be provided
for the use of visitors to the adjacent shopping centre. This will remove the on-street parking in this location
without the need for formal restrictions and ongoing enforcement, providing benefits to the through-flow
of traffic along Liskeard Road.
4.3 The existing footpath to the north of the service road will be extended to provide a safe pedestrian route
into the development, as well as providing a public link between Liskeard Road and Treyamon Road.
Improvements to the junction with Liskeard Road will also see benefits for pedestrians using the existing
footway in this location.

PARKING PROPOSALS
Apartments
4.4 Residents of the proposed apartments will be provided with 1.5 spaces per apartments, as stipulated
within Walsall parking guidance. This is equivalent to 18 standard car parking spaces. This is split between
16 spaces in the secure, rear compound and two spaces to the front of the development, accessed via a
footway crossing off Liskeard Road. It is anticipated that this can provide visitor parking for the
development if not directly assigned to an individual apartment.
4.5 In addition to the standard car parking spaces, 2 bays for people with disabilities are provided within the
secure, rear car park, with direct, level access into the ground floor apartments.
4.6 Secure cycle parking is provided within the rear parking area. This will provide sheltered bike stands for
12 cycles.
4.7 Access to the rear car parking area will be controlled with separate vehicle and pedestrian gates,
controlled with an appropriate automatic entry control system.
Shopping centre
4.8 The shopping centre currently benefits from a number of parking areas surrounding the site. These include
a rear parking area, accessed separately from Treyamon Road, on-street parking, and a number of
standalone garages to the south of the shopping centre, as well as the proposed development site.
4.9 A parking study, carried out on Saturday 5th and Monday 7th September 2015 confirmed that there was
adequate capacity within the existing alternative car parking areas to remove the proposed development
site as an area of public car parking. A technical note, previously presented to Walsall Council, is included
in Appendix D. This sets out the full finding of the survey and demonstrates that the methodology was
agreed with Walsall Council prior to the commencement of the survey.
4.10 As an additional mitigation measure it is proposed to remove all but one of the garage units within the
southern car park area. This will enable 14 standard car parking spaces and 3 bays for people with
disabilities to be provided within a short distance of the shopping centre, with pedestrian access possible
via the Liskeard Road frontage or the existing link towards Treyamon Road. Access to this area will be
altered to make use of the previously-stopped-up junction with Liskeard Road, with access to Treyamon
Road removed for vehicles to prevent rat-running.
4.11 It is understood that the existing garages are only used by four vehicles, in connection with the flats above
the shopping centre. These will be provided with alternative parking in the Treyamon Road car park.
4.12 As part of wider highway mitigation works, the access to the southern car park area will be improved for
pedestrians with the existing bell-mouth changed to a footway crossing and the surrounding walls lowered
to increase pedestrian visibility and security.
4.13 A car park management strategy has been included in Appendix E, which outlines the procedure that will
be employed to ensure a fair availability for parking for all existing and proposed users of the site. The
applicant is responsible for the management of the Gillity Shopping Centre, therefore will be in a position
to implement the measures suggested by this strategy, as set out within the confirmation letter attached
in Appendix E.

SERVICING
Apartments
4.14 The apartments are provided with an external bin store, located within the rear car park. It has been
confirmed, through the use of swept-path analysis included in Appendix C, that refuse vehicles will be
able to approach the gated entrance to the car park from either Liskeard Road or Treyamon Road, making
use of the restricted-access service route, described below. Alternatively bins can be moved the short
distance to either Liskeard Road or Treyamon Road for kerbside collection.
4.15 Access for fire appliances has also been confirmed through swept-path analysis. The scale and location
of the development is such that fire appliances are able to access the building from the existing public
highway. Multiple access routes into the development, from Treyamon Road and Liskeard Road also
increase the accessibility for all emergency services.
Shopping centre
4.16 The shopping centre is made up a number of small units, with two principle servicing areas. The northern
yard is opposite the proposed development site and is currently accessed from Liskeard Road. The
southern yard is within the southern garage area and is currently accessed from Treyamon Road.
4.17 In order to maintain access for HGVs, particularly those serving the principal food store, it is proposed to
provide a rising barrier to provide limited through access to larger vehicles between Treyamon Road and
Liskeard Road. This removes the need for vehicles to turn around within the site in order to allow them to
exit in a forward gear. This also has the benefit of enabling the use of Treyamon Road for HGVs, reducing
the need for them to travel through the more-residential Liskeard Road. Details of this barrier are provided
in Appendix G.
4.18 With the conversion of the southern garage area into a publicly accessible car park, it is proposed to
provide an alternative loading area, which will continue to be accessible from Treyamon Road, with
pedestrian access through to the rear of the retail units. Site observations, detailed in Table 4.1, show that
vehicles serving these units are typically smaller panel vans therefore will not require the same amount of
space as the northern units, which requires access for 18-tonne, non-articulated vehicles. Within the rear
car park a defined area will be provided and marked as for loading only. This will also serve as a drop-off
and pick-up point when not required by delivery vehicles.

Caretaker site observations
TRIP GENERATION
4.19 In order to understand the potential traffic impacts of the proposed development JMP has determined the
likely vehicle trip generation of traffic associated with the site. It has been assumed that the trip generation
of the existing surrounding uses will remain the same.
4.20 The peak hour trip rates for the development have been calculated using the industry standard TRICS
database. The ‘Flats Privately Owned’ category has been used in an ‘Edge of Town’ and ‘Suburban Area’
location. The weekday AM and PM peak hours of 08:00-09:00 and 17:00-18:00 have been shown in Table
4.2. Full TRICS outputs are included in Appendix B.

4.21 As can be seen from the above table, the apartments are not expected to generate a high number of trips
in either the AM or the PM peak, both generating just 5 vehicles in the hour, equating to just 1 movement
every 12 minutes on average across the peak hour. This level of extra traffic is not expected to have a
significant or material effect on the surrounding highway network.

5 Summary
5.1 This Transport Statement has been produced to support a residential development located on land at
Gillity Shopping Centre, Walsall. The proposed development is for 12 apartments, immediately to the north
of the existing shopping centre, replacing an existing surface car park.
5.2 This report has been produced following a number of discussions with Walsall Council planning and
highways officers. It therefore has included specific details on areas of concern that have been raised and
proposes sensible mitigation measures, where appropriate.
5.3 Previous assessment of the local area has revealed a number of sustainable travel options already exist
in the vicinity of the site. These include regular bus services, as well as attractive walking and cycling
routes. Results of a car parking capacity survey have also been included as an appendix, as these have
previously been presented to Walsall Council as part of a previous application.
5.4 The proposed development has been detailed, with specific plans included to show car parking, access
and servicing arrangements. The proposed development meets Walsall guidelines for parking provision
with 1.5 car parking spaces per apartment. Additionally, the shopping centre is under the control of the
applicant, therefore the applicant is able to influence onsite parking arrangements to mitigate for the loss
of the northern surface car park. This will be done in a number of ways including providing a new short-
stay car park and introducing a car park management strategy, which has also been included as an
appendix to this report.
5.5 The trip generation of the site will be low with only 5 vehicle movements in both the AM and PM peak
periods. It is therefore considered, in combination with the proposed parking mitigation, that the
development will not have a severe impact on the operation of the local highway network.

1 Introduction
1.1 JMP Consultants Limited has been commissioned by Architectural Vista Designs to arrange for parking
surveys to be carried out on land surrounding the Gillity Shopping Centre, Liskeard Road, in Walsall. The
client wishes to obtain evidence of the existing utilisation of the car parks and surrounding on-street parking in
order to progress plans for the redevelopment of a surface car park plot to the north of the shopping centre.
1.2 Previously JMP has provided a Transport Statement to support an application for the construction of 12
apartments. This application was withdrawn following significant concerns being raised by Walsall Council
Highways department. One of the concerns was that the car park was well used by shoppers and other
visitors. The client and JMP argued that the car park was rarely used and that excess capacity nearby would
be able to accommodate any displaced vehicles.
1.3 Other concerns were raised during the application process; therefore this technical note has been presented
primarily to discuss the results of the recently commissioned parking survey, with the client wishing to
develop revised plans based on the results.
2 Survey methodology
2.1 The parking survey was conducted on Saturday 5th and Monday 7
th September 2015, for the periods of 12:00-
15:00 and 15:00-18:00, respectively. The survey area was split into five zones, as shown in Figure 1.

2.2 The survey methodology was presented to Walsall Council for agreement prior to the commissioning of the
surveys. Confirmation of the acceptance of the survey methodology was received from David Burrows, Senior
Engineer within Highways Development Control, on 1st July 2015. Scoping discussions have been included in
Appendix A.
3 Results
3.1 The results of the parking survey have been presented in the two graphs at Figures 2 and 3 for clarity.
Figure 2 provides an analysis of the weekday parking survey and Figure 3 provides an analysis of the
weekend parking survey.
3.2 The total capacity across the surveyed area (101 spaces) is illustrated by the solid red line.
3.3 The reduced, theoretical capacity of the surveyed area (65 spaces) assuming parking zone 1 is redeveloped
is illustrated by the dashed red line.
3.4 The bars which correspond to the surveyed time periods show the number of vehicles parked in each zone of
the surveyed area and the relationship between the total number of parked vehicles and the capacity of the
surveyed parking area can be seen.

3.5 The weekday parking survey shows a minimum occupation of 22 parked vehicles at 15:15, rising to a
maximum occupation of 63 vehicles parked at 18:30. It can be seen therefore that the surveyed parking area

reaches a maximum occupation of 62% of the current capacity and does not exceed the reduced capacity if
parking zone 1 is removed (maximum occupation of 63 compared to reduced capacity of 65).

3.6 The parking demand at the weekend is more constant with a minimum of 33 vehicles parked (at 15:00) and a
maximum of 46 vehicles parked at 13:00. The period of 12:00-15:00 was recommended by Walsall Council
as being representative of the weekend demand. The maximum accumulation across the surveyed area is
46%, illustrating both the existing and reduced capacity can accommodate demand during the weekend.
4 Conclusion
4.1 Based on the survey results, it can be concluded that there is sufficient capacity within alternative car parks
and on-street parking to allow the loss of car parking spaces within the proposed development plot without a
detrimental impact on the Gillity Shopping Centre or surrounding properties during the weekend. During the
week, the surveyed demand is very close to, but does not exceed the reduced capacity.

Hi Mark, sorry for the delay in getting back to you.
I agree with the mid week survey but would also like to see a representative Saturday survey say between midday
and 3pm which is one of the busiest periods for a shopping centre.
Other factors you will need to consider is existing servicing arrangements. I understand service vehicles ie refuse
wagon and possibly multi -drop artics utilise this car park to turn. You will need to establish what the largest vehicle
is expected to use the service road and car park and provide an appropriate Autotrack to demonstrate that such
vehicles can safely and satisfactorily turn off the highway.
Am not sure whether you are aware that the position of the local shopping centre and the layout of the local roads
means the majority of the residential estate is to the east of the centre with Liskeard Road being the main access to
the shops on this side. It is likely therefore that vehicles using the car park will be from this side. With this in mind
you will need to consider the access arrangements to the proposed replacement car park on the former garage
court. At present access to the ‘garage court area’ off Liskeard Road is permanently closed off with concrete
bollards , presumably to prevent rat running to Treyamon Road. It is not clear if it is intended to reopen both access
points but if so, how will the potential for rat running be controlled. If it is intended to retain access to the new car
park from Treyamon Road only, as at present, then there will be no accessible car park available to residents on the

Liskeard Road and will require these residents to drive off the estate along Launceston Road onto Park Hall Road and
then into Treyamon Road. I consider many residents will not do this diversion and will instead park on-street in
Liskeard Road for convenience on what are predominantly residential streets.
Finally, you will need to address the suitability of the former garage court as a shoppers car park in terms of its
accessibility to the shops for all users including disabled and visually impaired as it’s layout was not designed for
such a use. The footpath connections are poor with no dropped kerb pedestrian crossings and the Highway
Authority will be looking for significant appropriate improvements in this respect.
I hope this will be useful for you in preparing the TS addendum.

Firstly, apologies for the blanket email. I understand that you were involved in reviewing the above planning
application, regarding the construction of 12 apartments on car parking land to the north of the Gillity Shopping
Centre, off Liskeard Road. As you may be aware, the client has now withdrawn the application with the view to
resubmit once they have addressed the concerns raised. As JMP produced the Transport Statement for the
application, we have been asked to provide additional supporting evidence, primarily looking at the existing level of
use of the large, off-street car park. I am therefore hoping that you will be able to review our proposed methodology
and provide any comments prior to the commissioning of the work, to ensure that we carry out a robust and
acceptable assessment.
It is proposed to carry out a 15-minute beat survey to include the zones shown below. As you are probably aware,
the main focus of the development will be in Zone 1. The survey will take place between 15:00 and 19:00, on a
neutral weekday (Tuesday-Thursday), within school term time. This has been specified in order to coincide with the
busiest period for the shopping centre and the surrounding local highway network. The survey will be carried out by
a specialist survey contractor and full, original results will be presented alongside any future planning application.

1 Site extents
This car park management strategy has been produced to cover the private land owned and operated in
conjunction with the Gillity Shopping Centre, Walsall. This includes the proposed residential development
located on the former car park to the north of the shopping centre.
The red line boundary shown in Figure 1 shows the land ownership boundary and therefore the area to be
covered by this strategy.

2 Users and permitted parking
New residents
In order to access the proposed gated car park, residents will require a wireless key-fob to open the
automatic gates. Residents of the proposed development will be automatically assigned a single key-fob for
use within the proposed, gated parking area. Individual spaces will not be defined in order to maximise the
efficient use of the car park. The remaining 4 key-fobs will be assigned to residents by the site management
on a first come first serve basis. In order to limit demand, it may be necessary to impose a nominal fee for
obtaining a second key-fob.
Two spaces to the front of the proposed development will be reserved as residents’ visitor parking. The use of
these spaces will be clarified by the positioning of clear signage.
Existing residents and shopping centre employees
The residents of the existing flats above the shopping centre and shopping centre employees will be
encouraged to park within car park accessed from Treyamon Road. This car park will not be subject to any
time restriction.
Shopping centre visitors and customers
The southern car park will be reserved for customer parking and will be signed for parking for up to two hours
between the hours of 08:00-18:00, seven days a week. This will prevent the car park being used for other
uses outside of the shopping centre and encourage a greater turn-over in customers and availability of off-
street parking spaces.
Deliveries and servicing vehicles
Deliveries and service vehicles will be able to make use of defined loading areas. These will be informally
limited to a maximum stay of 30 minutes.
3 Signage and markings
Car parking spaces will be marked with standard white lines. Signs will be placed to clearly communicate any
restrictions, such as residents-only and limited stay parking. Double yellow lines and Keep Clear markings will
be provided where parking is not suitable and would block access to other vehicles and road users.
4 Enforcement
In the first instance it is proposed to operate the above scheme without formal enforcement. The on-site
caretaker and site management will be able to monitor the effectiveness of the proposals and suggest
changes where required. If there are particular concerns with individual car park users, the site management
would be encouraged to open a dialogue with the individual to try and resolve any issues.
There is concern that the issuing of fines and other formal enforcement action may push parking into the local
streets, which do not currently benefit from parking controls. This would clearly be undesirable and oppose
the intentions of this strategy, which is to ensure that sufficient off-street parking remains available.

Walking and cycling
Your new home is located near to some great off-road walking and cycle paths and lots of nearby streets are already
recommended as advisory cycle routes, which also provide an attractive walking environment. There are lots of facilities
available locally within a short walk or cycle of your home.
The Rushall Canal can be accessed from Park Hall Road or Truro Road – less than 500 metres from your front door. It
provides a traffic-free walking and cycling route that joins with the rest of the canal network to link up the Black Country.
It’s a great way to get to the Q3 Academy at Great Barr, Tame Bridge Parkway railway station and Walsall Arboretum.
Incorporating regular walking and cycling into your daily routine will help to maintain a healthy lifestyle, let you get to know
your neighbourhood and reduce local congestion and air pollution.

Buses
Next time you go shopping or go to work, why not try leaving your car at home, forget about parking worries and get the
bus from right outside your front door. There is already a regular bus service to the centre of Walsall, where it is possible
to connect easily with numerous other routes and local rail services.
Route 74 – This service is operated by Central Buses and travels from Walsall to Gillity Village, via Springfield Road. The
nearest stop is on Liskeard Road, right in front of the shopping centre. There are hourly service throughout the day Monday-
Saturday.
There are also two local school services, which pick-up and drop off close to your home.
School route 740 – This service is operated by Central Buses and travels from Gillity Village to St Francis School in
Aldridge. The nearest stop is on Park Hall Road, near the junction with Lodge Road. There is one service before school
and one service after school.
School route 705 – This service is operated by National Express West Midlands and travels from Gillity Village to Barr
Beacon School in Pheasey. The nearest stop is on Liskeard Road, right in front of the shopping centre. There are two
services before school and one service after school.

Rail
Your nearest railway station is at Walsall, which lies just over 2 miles to the north west of your home. This is a hearty 40
minute walk or alternatively you can catch the route 74 bus! This station also has cycle parking or alternatively you can
take your bike with you on the train. We recommend a folding bike for peak times.
Trains from Walsall are on the line between Birmingham New Street and Rugeley Trent Valley. There are a mix of express
services, which normally only stop a couple of time before they get to Birmingham, and local services, which stop at all
local stations and often continue to Wolverhampton. From Birmingham, it is easy to change onto other national and regional
train services.
Weekly, monthly and annual season tickets are available from Walsall, which is located within Network West Midlands
zone 5. Season tickets from this station enable unlimited travel across the West Midlands rail network. More information

IJBike Check - Top Ten Tips!Bike Check - Top Ten Tips!Regular checking is important to your riding comfort as well as your safety.
Luckily, most things on a bike can be checked easily but if in doubt, take it to a bike shop!
Make sure your bike gets 10 / 10!!!
1. All bikes must have a red reflector at the back (and ideally a white reflector at the front).
10. If you can pull the brake levers all the way to the handlebars your brakes need to be tighter.
2. If your chain is an orange colour or squeaky, get oiling! Be careful not to get oil on the brakes or rims.
9. If the handlebars judder when you brake, they may need tightening. (Visit the bike shop if unsure)
3. If the gears don’t change smoothly it could be a simple job for a bike shop mechanic to fix.
8. Check there’s plenty of rubber on the brake blocks and that they are lined up with the wheel rim.
4. Check tyres are pumped up and not worn out, especially your back tyre.
7. Nuts and bolts can work loose, especially on new bikes. Check them every month.
5. Grab a pedal and try and push it towards the frame. If the pedal arms wobble, take it to your local bike shop.
6. If the wheel wobbles from side to side as it spins, it is buckled. Check also for loose or missing spokes.

It’s split into three levels including basic bike handling skills, riding on quiet roads and dealing with more complex traffic conditions. Active Sustainable Travel And Road SafetyThe A*STARS programme looks at promoting sustainable travel on the school journey and during the school day. It also develops opportunities for training and new initiatives, such as walking bus schemes. After a successful pilot, the programme is now being rolled-out across all Walsall schools

a central removable post creates stability, posts are
