In the Board’s Proceedings first cited, detailed guidelines were issued for deduction of Annual Union Subscription and donation from the salary of the willing employees. In the standard terms and conditions annexed to the Board’s proceedings, it has been ordered that subscription shall be deducted from the pay bill for May payable in June and donation shall be deducted from the pay bill for November payable in December every year.

2. In the reference second cited, orders were issued for the enhancement ofAnnual subscription for a sum of Rs.200/- to Rs.240/- from the salary of the willing members of Tamil Nadu Minkazhaga Thozhilalar Munnetra Sangam who made specific written authorization.

3. Now, the General Secretary of Tamil Nadu Minkazhaga Thozhilalar MunnetraSangam has made a specific request for extension of time to deduct the Annual subscription from the willing employees of the above said union, who given specific written authorization.

4. The request has been examined and accepted. Accordingly, it is hereby orderedto extend the time limit for deduction of union subscription from the willing members of Tamil Nadu Minkazhaga Thozhilalar Munnetra Sangam, who made specific written authorization before 15.07.2019 as a special case for this year along and to deduct the annual subscription from the pay bill for the month of July 2019 payable in the month of August 2019 and the subsequent years may be followed as per the orders dated 09.05.2007.

5. The Annual subscription and donation shall be made in the Account Head:44-451 – Tamil Nadu Minkazhaga Thozhilalar Munnetra Sangam.

ORDER: In the Government Order first read above, orders were issued for implementing

New Health Insurance scheme, 2018 for Pensioners (Including spouse) / Family Pensioners with effect from 01.07.2018 and also inter alia 913 hospitals have been approved for undergoing accredited treatments/Surgeries under this scheme.

2. In the Government Order second read above, Government have constituted an Accreditation Committee for empanelment of accredited hospitals consisting of the Commissioner of Treasuries and Accounts as Head of the Committee, the Director of Medical and Rural Health Services and a representative of the United India Insurance Company Limited as Members of the Committee for empanelment of accredited hospitals and also to monitor the quality of treatment covered under New Health Insurance Scheme. Further, Sub-Committees were constituted at district level consisting of Joint Director, Medical and Rural Health Services, Treasury Officer and a Representative of United India Insurance Company Limited to assist the Accreditation Committee for empanelment of private hospitals in various districts across the state under the Scheme.

3. In the reference third read above, Orders were issued to include 74 additional hospitals for undergoing accredited treatment/surgeries, for deletion of two hospitals already empanelled and inclusion of speciality of Radiotheraphy facility under Oncology services rendered by the Harshamitra Super Speciality Cancer Centre & Research Institute Pvt. Ltd, Trichy under New Health Insurance Scheme, 2018 for Pensioners (Including spouse) / Family Pensioners.

4. In the reference fourth read above, the Principal Secretary/ Commissioner of Treasuries and Accounts, Chennai has submitted proposals to include 3 additional hospitals in the approved network hospitals, under New Health Insurance Scheme, 2018 as recommended by the Accreditation Committee.

5. The Government, after careful consideration of recommendation of the Accreditation Committee, have decided to include 3 (Three) additional hospitals as approved network hospitals, under New Health Insurance Scheme, 2018 as detailed in Annexure to this order and issue orders accordingly.

In the proceedings first cited, orders have been issued implementing the New Health Insurance Scheme, 2018 to the Pensioners (Including Spouse)/Family Pensioner/Exgratia Beneficiaries of TANGEDCO through United India Insurance Company Limited, Chennai with effect from 1st November, 2018. It has also been ordered therein that the enrollment of Pensioners/Family Pensioners and Exgratia Beneficiaries under the Scheme shall be compulsory.

2. Among other things orders have been issued in the reference second cited that the forms in Annexure-IV already collected by the Superintending Engineers may be handed over to one Distribution Circle/Office in each District and the same will be collected by the Nominated District coordinators of each District as per the request of the United India Insurance Company Limited.

3. Certain Pensioner’s Associations have requested to arrange to send the Health Insurance Identity Cards by Courier or through Speed Post to the addresses furnished

by them in Annexure-IV. The request of the Pensioners’ Association has been examined in detail and it has been decided to accept the same.

4. Accordingly, the CIAO and the SEs of certain EDCs (list enclosed) who havebeen appointed as the Liaison Officers between the Pensioners/Family Pensioners/ Exgratia Beneficiaries and the District Coordinators of MD India health Insurance TPA Pvt. PROCEEDINGS Consequent on revision of Pay structure of the Government employees under

Tamil Nadu Revised Scales of Pay Rules, 2009, the Government had changed the earlier pattern of “Scale of Pay” to “Pay Band with Grade Pay” and issued necessary amendments to rule 9(21)(a)(i) of Fundamental Rules – vide G.O. first read above. Based on this on the said amendments, necessary amendments to regulation 10(19)(i) of Tamil Nadu Electricity Board Service Regulations were issued – vide Proceedings second read above. Subsequently, the Government have changed the Pay Structure of the Government employees from “Pay Band with Grade Pay” to “Pay Matrix” and issued amendment to rule 9 (21)(a)(i) of Fundamental Rules – vide G.O. third read above.

2. The Tamil Nadu Electricity Board Service Regulations have been framed basedon the Fundamental Rules of the Tamil Nadu Government. Whenever any amendment is issued to the Fundamental Rules by the Government, the same is being adopted in TANGEDCO. Further, regulation 10(19)(i) of Tamil Nadu Electricity Board Service Regulations is corresponding to rule 9(21)(a)(i) of the Fundamental Rules of Tamil Nadu Government. Therefore, a proposal for making amendments to the said regulation based on the orders issued by the Government, has been placed before the Board of TANGEDCO and after careful consideration, the Board of TANGEDCO has approved the same.

3. Accordingly, in exercise of the powers conferred by Section 79(c) of theElectricity (Supply) Act, 1948 (Central Act 54 of 1948), read with Section 185 of the Electricity (Supply) Act, 2003 and GO.Ms.No.100, Energy (B2) Department, dated 19.10.2010, the Tamil Nadu Generation and Distribution Corporation Limited (formerly Tamil Nadu Electricity Board) makes the following amendments to the Tamil Nadu Electricity Board Service Regulations:-

PROCEEDINGS The Government, in its G.O. read above, have issued an amendment to rule 56 (1)

of Fundamental Rules by inserting a ruling under the said rule with regard to clarification on the date of effect of penalty imposed on person retained in service.

2. The Tamil Nadu Electricity Board Service Regulations have been framed based on the Fundamental Rules by the Government. Whenever any amendment is issued to the Fundamental Rules by the Government, the same is being adopted in TANGEDCO. The regulation 17 of TNEB Service Regulations is corresponding to rule 56 of the Fundamental Rules. Therefore, a proposal for making amendments to the said regulation based on the orders issued by the Government in its G.O. read above, has been placed before the Board of TANGEDCO and after careful consideration, the Board of TANGEDCO has approved the same.

3. The final order in such a case shall take effect only from the date of issue of order imposing the penalty of dismissal or removal or compulsory retirement, as the case may be”.

PROCEEDINGS The method of appointment to the posts of Junior Engineer/Electrical II grade and

Junior Engineer/Mechanical II grade were same by internal selection from the post of Technical Assistant/Electrical and Mechanical respectively until the orders issued vide B.P.Ms.(FB)No.33 (Administrative Branch), dated 04.04.1987. Subsequently, the method of appointment to the post of Junior Engineer/Electrical II Grade has been made by promotion. But, the method of appointment to the post of Junior Engineer/Mechanical II Grade is continued as Internal Selection only. It has been represented that due to the said procedure, the mechanical category employees have to undergo the roaster system twice i.e. one at the time of appointment as Technical Assistant/Mechanical and another at the time of internal selection as Junior Engineer/Mechanical II Grade and hence they are losing their fixation of pay, seniority and further promotions. Representations were received from individual employees and Unions requesting to maintain a uniform method of appointment for both the posts of Junior Engineer/ Electricity II Grade and Junior Engineer/Mechanical II Grade. Therefore, a proposal for making amendments to the Tamil Nadu Electricity Board Service Regulation, has been placed before the Board of TANGEDCO and after careful consideration, the Board of TANGEDCO has approved the same.

2. Accordingly, in exercise of the powers conferred by Section 79 (c) of the Electricity (Supply) Act, 1948 (Central Act 54 of 1948), read with Section 185 of the Electricity (Supply) Act, 2003 and G.O.Ms.No.100, Energy (B2) Department, dated 19.10.2010, the Tamil Nadu Generation and Distribution Corporation Limited (formerly Tamil Nadu Electricity Board) makes the following amendments to the Tamil Nadu Electricity Board Service Regulations:-

AMENDMENT “In the said Regulations:-

I) In Annexure I (Referred to in regulation 92) under the Heading “Class-III”, under Sub Heading “Division I, Category 7” in Column (1) and the corresponding expressions in Column (2) and (3) thereon, the following expressions shall be substituted, namely:-

Category 7 Junior Engineer (Mechanical II Grade)

Promotion from the diploma holders holding the post of Technical Assistant (Mechanical); and the RWE Employees possessing a diploma or appointment from the category of Line Inspector or equivalent thereto and higher categories, under Division IX in Class III. Out of every four vacancies arising, three vacancies

shall be reserve for Diploma Holders and one vacancy for Regular Work Establishment category.

II) After the expression, under the Heading “Class-III”, under Sub Heading “Division I, Category 7” in Column (1) and the corresponding expressions in Column (2) and (3) thereon, the following expressions shall be inserted, namely:-

“Note 1: The Line Inspector or equivalent thereto and higher categories with necessary qualification and experience shall be eligible for consideration to be promoted as Junior Engineer (Mechanical) II Grade, on exercising option for such appointment. Once option for such appointment is exercised, they shall not be eligible for promotion in their former cadre.

Note 2: The posts reserved for Regular Work Establishment category shall be filled up from the holders of posts in Line Inspector and equivalent thereto and higher categories under Division IX, Class III, who are holders of Completed SSLC issued under the authority of the Government of Tamil Nadu or equivalent qualification and who possess not less than six years of practical experience in Mechanical Engineering in the Tamil Nadu Electricity Board. The regulation relating to educational qualification shall not apply to the persons appointed under this provision.”

III) In Annexure III (Referred to in regulation 94) for the expression “Junior Engineer (Mechanical) II Grade” in Column (1) and the corresponding expressions in Column (2) and (3) thereon, the following expressions shall be substituted, namely:-

Appointment by Promotion from the category of Technical Assistant (Mechanical)

(1) A Diploma in Mechanical Engineering or equivalent thereto; and

(2) Practical experience in Mechanical Workshop or structural works for a period of not less than two years in the Tamil Nadu Electricity Board.

Appointment from the category of Line Inspector and equivalent thereto and higher categories in Regular Work Establishment under Division IX in Class-III.

(1) Completed S.S.L.C. issued under the authority of the Government of Tamil Nadu or equivalent qualification; and

The Government in its G.O. first read above, issued orders treating the “Pre-Foundation Course” and “Two years Foundation course” of the Madurai Kamaraj University-Open University as equivalent to the “10 years S.S.L.C. of the Tamil Nadu Government” and “Higher Secondary (+2) Course of the Tamil Nadu Government” respectively for the purpose of entry into public services in the state. The said orders were adopted in TANGEDCO – vide Proceedings second read above.

2. In the Government Orders third and fourth read above, orders have beenissued that the degree obtained after passing SSLC and +2 alone will be recognized for the purpose of employment/promotion in public service and that those who possess a Post Graduate Degree through Open University System without obtaining a basic degree cannot be considered as possessing a Post Graduate Degree for appointment to public services. The said Government Orders were adopted in TANGEDCO-vide Proceedings sixth read above. Based on the orders issued in G.O. third read above, the Government in its letter fifth read above issued clarification on the recognition of the Pre-foundation and the two years Foundation Courses awarded by various Open Universities awarded by various Open Universities as below:

“A degree awarded by the Open Universities after passing Pre-foundation Course and two year Foundation Course through Open University cannot be recognized as degree as per University Grants Commission norms for the purpose of employment/promotion in Public Services, since such Pre-foundation Course and two year Foundation Course are not contemplated in the university Grants Commission Regulations.

Therefore, those who obtained a degree under Open University System after passing the Pre-foundation Course and two years Foundation Course without passing 10th standard and +2 examination do not satisfy the conditions laid in G.O.(Ms) No.107, Personnel and Administrative Reforms (M) Department, dated18.08.2009 which is in consonance with the orders of Supreme Court of India”.3. Reiterating the above clarification, the Government in its G.O. eighth read

In the Supplementary Audit of Annual Account of 2017-2018, it has been remarked by AG Auditor that, “The fact regarding non receipt of refund claim being the accumulated matching employer contribution towards EPF etc., due from the Employees Provident Fund Commissioner consequent on absorption of the employees of the erstwhile Kumbakonam, Thirumayam and Vandavasi Rural Electricity Co-operative Societies in TNEB w.e.f August 2005 and pending receipt of the amount, the pensionary claims of these employees is met from TANGEDCO funds needs disclosure”. In order to disclose the latest position of the above issue, Thanjavur, Pudukottai and Thiruvanamalai circles were requested to furnish the details in respect of Kumbakonam, Thirumayam and Vandavasi Rural Electricity Co-operative Societies absorbed in TNEB. On receipt of the details, it is found that the circles had approached the Regional provident Fund Commissioner to refund the claims for the past years, but

so far, no claim has been refunded. The copy of latest letters addressed from circle office are enclosed for ready reference.

In view of the huge outstanding refund claims and long pending for several years, it is requested to escalate the matter to higher level in RPF office from HQ/TANGEDCO, so as to obtain the refund claim. This could be realized only when HQ take up this issue, duly coordinating with the respective Circle and Concerned Regional provident Fund Commissioner.

Periodical follow up and review may be ensured with an aim to obtain refund of Rs.3.36 crores from respective department. A Feedback report on the followup action taken may be sent to this office on or before 25.07.2019, for apprising CMD/TANGEDCO.

3. RATE OF INTEREST:M/s.PFC Ltd has communicated the interest rate offered for this loan separately

Vide their letter dated 15.07.2019 as follows: 1.1 The Borrower shall pay interest on the said Loan at the rate of interest prevailing on

the date of each disbursement as per the Corporation policy which shall be as notified by the Corporation at the rate applicable from time to time, (presently it is 11.65% # per annum payable monthly (net of timely payment rebate), along with tax, if any). The interest in favour of the Corporation shall begin to accrue from the date of payment/cheque issued by the Corporation. The installment of interest and tax, if any, will be payable monthly on the 10th day of each month, after commencement of disbursement. The amount of interest and tax, if any, payable will be calculated at the above rate up to the date immediately preceding the due date of payment i.e. 9th day of the month on the amount disbursed/outstanding up to the last day of the preceding month. Computation of interest shall be made on a daily basis using 365 days factor. # Effective interest rate after rebate/incentive of 0.25% (presently applicable) for timely payment of dues. The corporation shall recover interest from the Borrower considering the rates without rebate. The rebate, wherever applicable, shall be

refunded to the Borrowers immediately in the cases where the total amount due on a due date has reached the Corporation by the due date.

After careful examinations, the Borrowing Committee of TANTRANSCO on behalf of the Board of Directors have approved on 24.07.2019 the proposal of availment of the financial assistance of Rs.400 Crore (Rupees four hundred crore only) from the Power Finance Corporation Limited along with their Terms and Conditions on the sanction letter mentioned thereon. Borrowing Committee of TANTRANSCO has also passed the following Resolutions.

RESOLUTIONS RESOLVED that the offer of Power Finance Corporation Ltd., providing the loan assistance of Rs.400 Crore (Rupees four hundred crore only) (Loan No.36272002) sanctioned vide their letter dated 30.05.2019 to TANTRANSCO for meeting repayment commitment of TNEB Bonds inherited from erstwhile TNEB for a period of 3 years including moratorium period of One year repayable in 24 monthly instalments is hereby accepted.

II. RESOLVED FURTHER that the Chairman/TANTRANSCO be and is hereby authorized to accept any special conditions that may be stipulated by Power Finance Corporation Limited and that such acceptable terms and conditions may be communicated to Power Finance Corporation Limited by the Chief Financial Controller/TANTRANSCO on behalf of the Chairman/TANTRANSCO.

III. RESOLVED FURTHER to provide Government Guarantee as security to M/s. PFC Ltd. for the loan including interest.

IV. RESOLVED FURTHER to request Government of Tamil Nadu to furnish irrevocable unconditional Government Guarantee as security for the loan.

V. RESOLVED FURTHER that the Chief Financial Controller/TANTRANSCO be and is hereby authorized to execute relevant loan documents, any amendments, such certificates and other writings and create security by way of creation of charges on existing assets on behalf of the TANTRANSCO.

VI. RESOLVED FURTHER that the common seal of the company be affixed on the security documents and any other related documents as may be required by Power Finance Corporation Limited in the presence of any one of the Directors and the Company Secretary.

The Contractor scope of work shall include all the control cables of minimum 7 strands required for the successful commissioning of Auto/Power Transformers including supply, laying, providing suitable glands ferrules, lugs, termination etc., but not limited to the above mentioned for successful commissioning of the transformer as per standard requirement.

The length of cables to be supplied is nowhere mentioned in the Tender specification. Hence PO to be issued with length and size of cable required for acceptance

Civil work related to Cooler Banks, and other panels related to the transformers shall be provided by the transformer supplier/erection contractor. Any other works not covered in items (a) to (i) but required for satisfactory commissioning of the power transformer shall also to be carried out by the contractor the free of cost.

Our scope is limited to supply and erection of the 100MVA Auto Transformer.

Please exclude the civil work and any other additional work at Substation from our scope.

Section VI -Commercial Clause 6.1

Payments for the supplies will be made by Cheque on any one of the Nationalized Banks/Scheduled Banks approved by Reserve Bank of India, in Tamil Nadu.

The payment for supplies by Cheque is not in compliance with the guidelines issued by Government of India for The Digital India Programme. The guidelines are available in [cashlessindia.gov.in] http://cashlessindia.gov.in/ promoting_digital_payments.html. So, please adopt and confirm electronic payments (as per the GOI guidelines) to the suppliers especially Central Public Sector Enterprises.

Clause 6.2 Payment for supply, PVC and erection including GST will be paid within a reasonable time.

The “reasonable period” is not defined in the Tender specification. Please specify in how many days the payment will be made to the supplier as the reasonable time is incalculable.

Clause 7.0 The successful tenderer will have to furnish the security deposit cum performance Guarantee with in 15 days from the date of receipt of P.O. The security deposit cum performance Guarantee will not carry any interest. The TANTANSCO also reserves the right to accept the belated payment of Security Deposit cum performance Guarantee by levying penal interest at the rate of 22% p.a. from the date of expiry of 15 days time limit till the date of actual payment of Security Deposit cum performance Guarantee.

The clause No.6.3 of the Tender specification states that “For the delayed payments, if any, TANTRANSCO will not pay any interest on any accounts.” In contrast, the penal interest will be levied on supplier for belated submission of security deposit cum performance Guarantee BG beyond 15 days from date of receipt of P.O. This is one sided tender condition. We take deviation from the SDBG clause.

Clause No.12. “The entire equipment should be guaranteed for satisfactory operation, free of defects for a period of 60 months from the date of successful commissioning of Auto Transformer at site”.

The destination (substation) details are not provided in the Tender and it is not specified that only ready substation will be allotted to the successful bidder. Under such circumstances, we request TANTRANSCO to amend the

guarantee period to be 60 months from date of supply of the Transformer and accessories.

Hence, it is proposed not to consider the offer M/s.Bharat Heavy Electricals Limited, Chennai for opening of price bid with Technical Deviations and Commercial Deviations and recommended for rejection.

PROCEEDINGS:

The Board of Tamil Nadu Generation and Distribution Corporation Limited after careful consideration, approved & ratified the following in respect of 1x800MW, Coal based supercritical North Chennai Thermal Power Project, Stage-III:-

(i) to release of Foreign Currency in equivalent INR at the exchange rate prevailed on the date of Techno commercial bid opening (i.e., 1USD = Rs.65.31 and 1 Euro= Rs.74.45

as on 19.10.2015) and the differential amount (Excess/Shortfall) arising based on SBI TT Selling exchange rate as prevailing on the date of remittance of Foreign Currency payment will be adjusted subsequently based on the supplementary invoice from M/s.BHEL, to enable cash flow to expedite the 1x800 MW North Chennai project woks.

(ii) In the event of belated supplies (Supplies made beyond the delivery schedule), the foreign currency portion eligible for payment will be arrived as per the formula accepted in ERV clause of the LOI. Further, the foreign currency payment made in INR will be in INR will be arrived at the exchange rate on the actual date of delayed supply or on the last day of schedule delivery period whichever is less.

(iii) and ratification of TANGEDCO Board for the action of CMD/TANGEDCO for having approved the above proposal in anticipation of approval of TANGEDCO Board.

a) Disconnection of the 512 kbps links in respect of the 101 towns re-migrated toLegacy System and the Bandwidth and Site rental charges will be paid for each 512Kbps link up to 04.10.2018 and billing will not be admissible beyond 04.10.2018,even if the service is not disconnected, since the letter for disconnection was receivedby M/s.Bharti Aitel Ltd., on 05.09.2018. Similarly, billing will not be admissiblebeyond 01.03.2019 for Thiruvallur town as the disconnection intimation has beenreceived by M/s.Bharti Aitel Ltd on 02.02.2019.

4.0 There is no need of the Primary Internet link (10 Mbps) at DRC, Primary & Secondary (20 Mbps) MPLS Links at DRC and NLD (10 Mbps) from DC to DRC, 512 Kbps MPLS links to the balance yet to go-live 8 towns, as the DRC has not been commissioned and the 8 Towns viz, Chennai, Coimbatore, Madurai, Nilgiris, Salem, Trichy, Tiruppur & Valparai, have not been made Go-live by ITIA and a few non commissioned links in the gone live towns.

REPORT TO ACCOMPANY THE ESTIMATE This proposal envisages for providing RTV silicone High Voltage Insulator Coating on 230 KV and 110 KV Equipments available in various EHT Substations situated in Coastal area to avoid frequent tripping and in order to maintain uninterrupted power supply in and around Ramnad EDC in Operation Circle/Madurai at an estimated cost of Rs.2.52 Crores (inclusive of all taxes). NEED: This proposal is evolved for the provision of RTV silicone High Voltage Insulator Coating on 230 KV and 110 KV Equipments available in the following EHT Substations situated in Coastal area in Ramnad EDC to avoid frequent tripping and in order to maintain uninterrupted power supply in and around Ramnad EDC and to various Gas based generating stations.

Due to high salt content of the Mannar gulf in Ramnad coastal area which is second highest next to Mexican sea, the salt deposition in the disc insulators are more forming a conducting path over the disc insulators which in turn leads to frequent tripping/ breakdown. Hence, to avoid such occurrences, already administrative approval for replacement of existing ordinary/anti-fog insulators by polymer insulators have been got accorded in the EHT feeders emanated/connected at Valuthur 230 KV SS.

Similarly, due to spurious saline atmosphere the jumpers/droppers & clamps of equipments & bus bar including hardware are getting deteriorated day by day besides ageing/normal wear and tear. Due to the failure of hardware/jumpers frequent bus fault occurred which in turn caused impact on the generation at VGTPS and supply interruption in and around Ramnad EDC. WORKS CARRIED OUT SO FOR: So far, the following works were carried out.

1. Cleaning of insulators with DM Water manually 2. Hot Line DM Water washing

3. All the weak hardware & conductors were replaced and strengthened as and when required.

The above substations were inspected by the Managing Director/TANTRANSCO, Chief Engineer/System Operation/Trichy, Superintending Engineer/Operation/Madurai and Tirunelveli and other officials.

On inspection, it was found that the saline atmosphere is the root cause for surface discharge and leakage currents in the insulators leading to insulator flash over and damaging of equipments thereby causing supply interruption.

Even though, the above works have been carried out as a temporary measures, to avoid supply interruption due to frequent failure of equipments/insulators at Sub Stations and allied Transmission Network because of Corona discharge and current leakage in the insulators, it is necessary to apply RTV silicone coating on the surface of the insulators and also by the replacement of disc insulators by composite polymer insulators in the strung bus.

RTV Silicone High Voltage insulator coating is absolutely necessary for the following reasons.

1. To avoid frequent bus bar protection on 110KV and 230 KV buses. 2. To prevent huge revenue loss to the board. 3. To avoid consumers dissatisfaction. 4. To protect the valuable equipment and safeguard the operating personnel. 5. To prevent power evacuation problem from Gas based Power Plants situated in and

around Ramnad/Valuthur area 6. When comparing to the cost required for conversion of this AIS SS in to GIS or

Renovation & Modernization, this improvement work would be economical. It is learnt that the above silicon coating has been used at Sterlite 230KV switching

station yard during 2010, at Manali 230 KV SS during 2013 and at Tuticorin 230 KV SS during 2016 and the performance of work is found satisfactory without any failure of insulators and trippings so far. Details of works involved: Silicon coating is required to be carried out the insulators immediately on war foot basisat an estimate amount based on the budgetary offer of M/s.Ramelex Pvt. Ltd., Pune who is the authorized distributor & application partner in India of M/s. CSL Silicone inc., Canadaas detailed below.

NEED: K.R.Thoppur 400 KV substation is a vital substation feeding Salem city loads and handling 940MVA of power. K.R.Thoppur 400/230-110 KV SS is fed from the 400 KV Switching Station of M/s. Power Grid Corporation of India through 400 KV Bus Section – I & II There are 10 Nos.230 KV feeders and 6 nos. 110KV feeders besides 2 Nos.400/230 KV, 315 MVA Auto transformers and 2 Nos. 400/110 KV, 200 MVA Auto transformers. 2.2 The dates of commissioning of Auto transformers are as given below:

Out of the above, the 400/110 KV Auto Tr. – IV is kept out of service due to failure of RФ and BФ units. 2.3 All the Auto Transformers are provided with Water emulsifier system as the fire extinguishing system. The water emulsifier system was erected and commissioned during the year 1988. The emulsifier system is commonly provided for M/s. PGCIL and TNEB. The Pressure maintaining Pumps and control panel are maintained by M/s. PGCIL.

The Substation has Inter Connecting Transformers at TANTRANSCO end and Line Reactors at PGCIL end. 2.4 M/s. PGCIL have replaced the entire emulsifier system as it has served its life period. The new system is provided above ground level. The pressure of the emulsifier system on TANTRANSCO side could not be maintained due to frequent leak at various points of main header pipe line and at deluge valves due to ageing. M/s. PGCIL have closed the main incoming valve towards TANTRANSCO so as to maintain the pressure on their side. Hence, the emulsifier system could not be put in to service. 2.5 The existing manual reset type of water emulsifier system has become obsolete. Hence, no spares like clapper washers or diaphragm are readily available in the market for easy replacement.

Since the existing emulsifier system could not be put in to service for the Auto Transformers, more damage had occurred to the equipments & accessories and there were delay in restoring the power supply which has happened during the past fire accidents at K.R.Thoppur 400 KV SS.

The latest fire fighting technique available as an alternate to the existing emulsifier system is Nitrogen (N2) injection method. The upcoming 400 KV Substations and new 400 KV Auto Transformers are erected along with Nitrogen (N2) injection method of fire fighting system. 2.6 During the inspection of K.R.Thoppur 400 KV SS, Director/Transmission Projects has directed to replace the existing emulsifier system in all the Transformers by the new Nitrogen fire fighting system in due course. 2.7 The new Nitrogen fire fighting system is required early for the existing 400/110 KV Auto Tr. - III of capacity 200 MVA (3x6667 MVA) in service. It will be provided for the existing 400/110 KV Auto Tr.-IV of capacity 200 MVA (declared failed) while replacing the failed Transformer by a new one. While obtaining administrative approval for enhancement of 400/230 KV Auto Transformer capacity from 2x315 MVA to 3x315 MVA, provision for the new Nitrogen fire fighting system will be given for the existing 2 Nos. 400/230 KV Auto Transformers. 2.8 Hence, it is suggested to provide the Nitrogen Injection Fire Prevention and Extinguishing System (NIFPES) for the 3x66.67 MVA, 400/110 KV Auto Transformer– III. 3.
