DISTRIBUTION OF ENERGY SAVING LIGHT BULBS

The Ministry of Communications, Works, Transport and Utilities, collaborating with stakeholder Ministries, hereby brings to the attention of the

general public the commencement of Phase Two of the ENERGY SAVING LIGHT BULBS PROJECT.• Energy Saving Light Bulbs will be distributed to

requesting Domestic Households, unit for unit, as a swap for incandescent light bulbs returned.

• The bulbs are of two types, i.e. B22- Bayonet Caps (Socket) and E27- Screw Caps, each in 5, 8, 14 and 18 Watts ratings.

• 5Watt rating of Energy saving bulb has light output equivalent to 25Watt incandescent bulb;

8Watt is equivalent to 40Watt incandescent; 14Watt is equivalent to 75Watt incandescent; 18Watt is equivalent to 100Watt incandescent.• Bulbs Request Forms are available at Town/Village

Council Offices, Regional Centres, Community Health Centres and Electrical Section, Ministry of Communications, Works, Transport and Public Utilities for collection by individuals who represent households. These, together with strategically located Schools, will also serve as the DISTRIBUTION CENTRES.

• In the case of the Ministry’s distribution centre, transactions will be conducted between the hours of 3:00 p.m. to 4:30 p.m. daily.

• Bulbs will be issued per household.• Completed form should be returned to a collection

centre, by the scheduled date. On the weekend following the scheduled date, replacement bulbs will be issued on the spot, swapped for an equal number of incandescent bulbs collected.

• The responsibility of removing and/or installing bulbs rests with the person representing the household. However, to ensure safety to life and property, the Ministry advises that due care and caution should be exercised. It is recommended that the help of skilled persons in the community should be sought, if in doubt.

THE Government of St Lucia has received funds from the European Commission to be applied to a programme of Integrated Natural Resource

Management (INRM) under the Special Framework of Assistance (SFA) 2003 operational year. The Banana Industry Trust (BIT) has been awarded a Grant Contract to manage an Environmental Management Fund (EMF), which is a component of the programme that is established to finance INRM initiatives. The BIT intends to apply part of the fund thereof to eligible payments under the contract for which this invitation is issued.

The overall objective of the programme is to sustain economic growth, human development and environmental sustainability, by promoting and facilitating the management and use of the island’s natural resources in an efficient, sustainable and equitable manner. The aim of the programme is to provide continued support to banana commercialization, agriculture, and economic diversification efforts through integrated natural resource management.

The Banana Industry Trust invites applications from suitably qualified firms and individuals to undertake the following assignment: A Photovoltaic Pilot Project for Saint Lucia.

Projects objectives

To further demonstrate the applicability of photovoltaic electricity in Saint Lucia.

To establish a pilot project to demonstrate net-metering and the contribution of small-scale renewable power producers to the main grid.

To demonstrate the possibility to increase contribution to renewable energy to Saint Lucia’s energy mix.

IN THE MATTER of the Land Acquisition Ordinance Chapter 5.04.

IN THE MATTER of a Notification by the Governor General, acting on the advice of Cabinet that part of certain parcels of land situate at Pointe De Caille, Quarter of Micoud in the island of Saint Lucia are likely to be acquired for a public purpose.

NOTIFICATION

WHEREAS it is enacted by section 4 of the Land Acquisition Ordinance Chapter 5.04 that if it appears to the Governor General acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to make a preliminary survey or other investigation of the lands she may cause a Notification to that effect to be published in the Gazette.

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that part of certain parcels of land situate at Pointe De Caille, in the Quarter of Micoud is likely to be required for a public purpose to wit: Wind Farm Development.

NOW THEREFORE, it is hereby notified by the Governor General acting in accordance with the advice of Cabinet, that part of certain parcels of land mentioned in the schedule hereto is likely to be required for a public purpose, to wit: Wind Farm Development.

Gaza crisis spills onto the web

A propaganda war is being waged on the internet between supporters of the Israeli and Palestinian sides in the current conflict in the Gaza Strip.

Activists have turned to defacing websites, taking over computers, and shutting down Facebook groups.

US Military sites, Nato, and an Israeli Bank have all been targeted.

Experts have warned users to be on the lookout for phishing emails and webmasters to ensure their servers are secure. The hacking of security barriers for political or ideological reasons has been branded by some as hacktivism. And it is thought that as use of the internet grows, so too will the number of attacks.

Defaced On 7 January, pro-Palestinian hackers defaced several high-profile websites, including a US Army website, and the Nato Parliamentary Assembly’s website. Calling themselves “Agd_Scorp/Peace Crew”, they replaced pages with white space and a well-known photograph of a boy throwing stones at an Israeli tank in Gaza, and the Israeli, American and British flags with a red strike through them. “Stop attacks u israel and usa ! you cursed nations ! one day

muslims will clean the world from you!” wrote the hackers. Dwight Griswold, the Nato Parliamentary Assembly’s head of IT, says that the attackers persisted in attempting access for a number of days following the initial attack, adding that the intruders did not gain access to any of the Assembly’s internal servers. The fact is that it’s always a cat and mouse game. There is no system that is impenetrable.” Hackers also hijacked the domain names of Israeli online news site ynetnews.com and the Israel Discount Bank. They rerouted visitors to a page showing anti-Israel messages with images of prisoners being abused in Abu Ghraib prison in Iraq. Other approaches appealed to a web user’s potential loyalties; a website called www.help-israel-win.com asked visitors to download and install a file that was later determined to be a trojan that could allow for remote access to and control of a computer. The number of attacks has skyrocketed in Israel in the past few months, said Yoav Keren, chief executive of domain name registry Domain The Net. “It’s clear that it is a result of what happening in Gaza,” said Mr Keren. “We see it as part of the war.” Israeli Arab and pro-Palestinian sites have also been targeted. Last year, hackers defaced three websites, replacing pages with the Israeli flag and the symbol of the banned far-right group Kach. Speaking to the Israeli newspaper Haaretz, the manager of news website Arabs48.com Az-a-Din Badran said his site was “constantly suffering from repeated hack attempts”.

National Flour Mills was the only other advancer for the week closing up 3 cents while 4 shares closed down led by Ansa McAl Limited which declined by $5.00.

JAMAICA: Over in Jamaica all three market indices registered declines. Of the 31 stocks traded, 13 advanced, 14 declined and 4 traded firm. Supreme Ventures Limited dominated trading accounting for more than 93% of the total shares

traded, followed by Jamaica Money Market Brokers and Scotia DBG Investments Ltd.

BARBADOS : In Barbados, the local and composite indices were down as the Regular Market traded a total volume topping 26,000 shares. The top three traded companies were Goddard Enterprises Limited, Banks Holdings Limited and Sagicor Financial Corporation with the three combining for 80% of the total weekly activity. Goddard Enterprises and Banks each lost 9 cents for the week while Sagicor held firm at $3.55.

INTERNATIONAL: Internationally, the U.S. stock market experienced its worst weekly slump since November 08, on concern an increase in the unemployment rate to an almost 16-year high signals the global recession is worsening. The dollar rose against the Euro and posted its biggest weekly gain since October after a U.S. government report showed payrolls shrank last month, less than forecasted. And finally, Crude oil fell after increasing U.S. unemployment surged in December, raising concern demand will drop faster than OPEC cuts output.

Australia secure consolation win

Kent captain Rob Key believes Graham Ford is the perfect candidate to replace Peter Moores as England coach. Ford, 48, is the current Kent coach and has expressed an interest in taking the England job after Moores was sacked following a rift with Kevin Pietersen.

Key told BBC Radio Kent: “Obviously I’m slightly biased but Graham Ford would be the perfect man for the job. “I think England have got someone who has been in their system for a few years who’s a fantastic coach.” Born in Pietermaritzberg, South Africa, Ford took over at Canterbury in 2004, leading the Spitfires to the Twenty20 Cup in 2007. “His record speaks for itself - both at international cricket and here at Kent,” said Key.

“We were probably the worst one-day team in the country and we’re now arguably one of the best. “He’s done a fantastic job here and everywhere you go people speak very highly of him,” he added. In 2007 Ford turned down the opportunity to coach the Indian national team. “Probably the biggest cricketing nation in the world wanted his services,” said Key. “He didn’t look for an international job, they came after him.” After an eight-year first-class career, Ford became the coach of South African side Natal in 1992. At the beginning of 1999, Ford was appointed as assistant coach of the South African national side and succeeded Bob Woolmer as head coach following the World Cup in England. Ford spent two years with the Proteas, but was sacked in 2001 despite winning eight of his 11 series in charge. “From Shaun Pollock to Kevin Pietersen to the young guys here at Kent, they all speak very highly of Graham Ford and for me that’s the most important thing,” said Key. “That’s not because he’s a great bloke to go and sit down the pub with, that’s because he’s a fantastic coach. “People really understand what he does for them individually as well as the team,” he added. Ford has one year left to run on his contract at the St Lawrence Ground.
