Part-A: Preceding the Event
1.1 - Introduction
In a meeting of the Principal with the Heads of Departments on the 29th of July 2019, a proposal was
made to conduct a Webinar on a topic of current interest. In a meeting of the IQAC held on Wednesday
5th August 2020 with the Heads of Departments and the Conveners of different Committees, a decision
was made to organise an International Webinar on the topic of “National Educational Policy 2020”.
The topic of “National Education Policy (NEP)-2020” was chosen for the Webinar because India is at
the threshold of implementing the policy after a gap of 34 years and there is a widespread interest in
it. In order to inform all the stake holders of education on the opinion of experts in the field, we
thought of organising an International Webinar on the topic of NEP- 2020. The Heads of Departments
and the Conveners of Committees gave the responsibility of conducting the Webinar to the Internal
Quality Assurance Cell (IQAC).
1.2 The modalities
The IAQC met on 05.08.2020 in the Principal’s chamber to form a committee of staff and members and
technical experts to conduct the Webinar on NEP-2020 and workout other modalities. Following
decisions were made –
1) The Webinar can be conducted on any of the dates 9th, 10th and 11th of September 2020
depending on the availability of the resource persons.
2) Place a request with Sri. S.R.Vishwanath, Chairman, College Development Council to be the
Chief Patron of the Webinar and guide the activities.
3) The list of possible resource persons include –

c) Prof.T.D.Kemparaju, Vice-Chancellor, Bangalore North University

It was good to know that Sri. S.R.Vishwanath, Chairman, College Development Council, has kindly
consented to guide us as the Chief Patron of the Webinar. Contact was established with all the
dignitaries identified as resource persons for the Webinar. It was good to hear initial enthusiastic
response from all the six. However Prof. M.K.Sridhar who was subsequently appointed as the Member
of the UGC, also later was given the responsibility of the implementation of NEP-2020 in the state of
Karnataka. Hence in spite of initial consent, Prof. Sridhar later expressed his inability to participate in
the Webinar. Also Prof. T.D.Kemparaju and Prof. N.R.Shetty were not available on the proposed days.
Thus the final list of resource persons comprised of Prof. K.J.Rao, Dr.Vidyashankar.S and Prof. Indira
Rama Rao. A team of colleagues in the college was in continuous touch with these three dignitaries to
finalise - (i) the actual day on which Webinar is to be conducted and (ii) the details of the exact role of
each resource person.
1.3 Crucial decisions
In the meeting of the Principal with the core team, following decisions were made –
The International Webinar on National Educational Policy will to be conducted on Thursday
10th September 2020. This is because, not only that the Chairman of the College Development
Council and all the three dignitaries invited as resource persons for the Webinar are available
on that day but also academic work in the college does not suffer.
The core team of Professors who did the background work, informed the assembly that
Prof.K.J.Rao had kindly consented to be keynote speaker. Dr.Vidyashankar.S had consented to
speak on the topic titled “Implication of the National education policy 2020”. Prof. Indira Rama
Rao had consented to speak on the topic titled “Salient features of the National education
policy 2020”. Sri. S.R.Vishwanath, Chairman, College Development Council had consented to
inaugurate the program with his words of encouragement.
Committee of conveners: The core team for the Webinar was expanded with the formation of
a committee of conveners having the following composition –

Target audience: Since academicians, students, parents and general public are stake holders
in the process of education; a conscious decision was made to reach a broad cross section of
people over the globe, both in and outside the field of academics.
Broacher & Flier: The Webinar Coordinator and one group of conveners took the
responsibility of collecting CVs of the speakers and prepare the brochure. Coordinator took the
responsibility of preparing the Webinar flier to be used for communication along with the
broacher.
Internet support: The technical team was given the task of exploring all the software options
available to conduct the Webinar and suggest the best gadget for the execution.
1.4 Communication
An E-mail id was created on 31-08-2020 with the address tag “[email protected]”
for communication between us (the organisers of the Webinar) and the target audience. The Webinar

broacher was released to the intended participants on Wednesday, 02-09-2020 .The broacher was
widely circulated in different social media platforms.
1.5 Registration
Participants were requested to register for the Webinar by filling a Google form and also join a group
called “International webinar on NEP 2020 from GFGC Yelahanka” created using the Telegram app
(because there is no restriction on the number of persons in a Telegram group). Registrations started
rushing in. After a couple of days we realised that the number of participants in the Telegram group is
far less than the actual numbers registered (as seen in the Google form). We found this to be due to
the App not being used by the other participants. Hence three WhatsApp groups (named NEP
Webinar GFGC Group-1, NEP Webinar GFGC Group-2, and NEP Webinar GFGC Group-3) were
formed to accommodate all the 700+ participants who had registered for the Webinar (because each
WhatsApp group can only contain a maximum of 256 participants). Links to join the Telegram and
WhatsApp groups were shared with the participants over their E-mail.
1.6 Special Invitees
Many senior dignitaries who are well-wishers of the institutions and also
former faculty of the department were extended special invitation to grace the
first such occasion of International nature was being organised in the college.

1.7 Web platform
The technical team decided to use the Zoom app and the YouTube facility to conduct the Webinar and
reach the participants. The necessary links for the purpose were obtained by 08-09-2020. The Zoom
link obtained was –

With 700+ participants in attendance during the live sessions of the Webinar, there was a likelihood of
creation of background disturbance. For the ease of control of such possible disturbance and for the
ease of reach with the participants, following two important decisions were made-

a) Use of the link created using the Zoom App will be restricted only with the invited speakers,
technical team, coordinators and a few colleagues. (This is for the ease of control of the event).
b) The link created on the YouTube platform will be shared with all the participants. (This was to
reduce the issues of network signal and make the participation easy).
On the evening of 09-09-2020, the links were shared with the invited speakers, coordinators and the
participants. The number of registered participants for the event was above 700. With this the stage
was set for the actual event on 10-09-2020.
Part-B: The Event
The event “International Webinar on National Education Policy – 2020” started on 10-09-2020 at
10.00am with the resource persons and the participants joining the organisers using the Web link. As
planned earlier, the organisers and the resource persons used the Zoom link and the participants used
the YouTube link for the conduct of the event and participation in it. The proceedings were set in to
motion with the Welcome speech by Principal Dr.H.C.Ramanna.
2.1- Welcome speech – by Dr.H.C.Ramanna
Being the Patron of the Webinar, Dr.H.C.Ramanna, Principal,
Government First Grade College, Yelahanka, Bengaluru, had
expressed on the morning of 10-09-2020 with his Webinar
team, satisfaction at the success of the team in reaching out to
the participants, which was indicated by the participants were not only were from almost all the
states of India from Jammu and Kashmir to Kerala, but also from countries such as the United States,
United Kingdom, Australia and Sweden, making the event truly international in terms of its
geographic spread. Dr. Ramanna also noted the immense interest exhibited by the participants in the
topic of the Webinar which is reflected by the enquiries and also by their participation in healthy
numbers close to 700 with more registrations coming in.
Dr.H.C.Ramanna stared the event with his welcome address by extending a hearty warm welcome on
behalf of the Department of Higher & Technical Education, Government of Karnataka, Bangalore
Central University and GFGC Yelahanka to the key note speaker Prof.K.J.Rao, the invited speakers
Dr.Vidyashankar.S, & Prof. Indira Rama Rao along with all the organisers and participants. He
welcomed the special invitees Dr. R.K.Rameshbabu & Dr.Gopalakrishna, both former Joint Directors,
Prof. K.N.Godamani, Educationalist, Member, College Development Council, Member, Academic
Council, BCU, thanked all of them for their keen interest, moral support and gracious presence.

Dr. Ramanna had a special word of admiration and appreciation for Chief Patron of the event
Sri.S.R.Vishwanath, the Political Secretary to Chief Minister of Karnataka, Member of Legislative
Assembly, Yelahanka Constituency and Chairman, College Development Council, for the continuous
guidance, moral & material support and encouragement showered on all the academic activities in the
college including this Webinar. Dr. Ramanna welcomed the Chief Patron of the event
Sri.S.R.Vishwanath in absentia. Dr. Ramanna welcomed all the organisers, technical team, participants,
Heads of all Departments, Teaching and Non-Teaching faculty, volunteers and the students.
In the welcome address Dr. Ramanna mentioned that a nation is defined by its cultural heritage which
has to be passed to its future generations. This cultural identity of a nation must play a determining
role in defining aims and objectives of educational policy of any country. Every country must evolve
its own indigenous model for its system of education which must be centered on its national interest,
local and regional priorities. He said, keeping such aspects in mind, the Government of India has come
up with NEP-2020. After intense deliberations with all stake holders of education, the Government is
preparing itself for the implementation of this policy.
Dr. Ramanna said ‘we thought of increasing the knowledge or awareness in the public sphere about
the NEP-2020 with all stake holders of education at such a juncture when the Central Government has
just decided to implement the new policy’. He hoped conferences like this give opportunity for all the
stake holders of education to share their expertise and experiences in the field of education. He
expressed gratitude to all the three eminent academicians who are gracing today as resource persons
for sharing their knowledge with all of us. Dr.Ramanna hoped that the participants will have a fruitful
and rewarding experience in all the three sessions of the Webinar.
2.2- Words of encouragement –by Dr.K.R.RameshBabu
The special invitee Prof. R.K.Rameshbabu, Joint Director (Rtd),
Department of Collegiate and Technical Education spoke on
the occasion with a few words of encouragement to the
organisers. Prof. Rameshbabu also welcomed the panel of
resource persons and all the participants. Prof. Rameshbabu
also congratulated the Government of India for its formulation
of a good draft of the education policy after a gap of 34 years and also coming up with the final policy
after wide ranging consultations and hoped that it fills the gaps of the previous education policy. He
hoped that the new policy brings drastic changes in the traditional courses such as B.A, B.Sc, and
B.Com, helping the students to hone their skills to increase their research and employment
opportunities. He also hoped that the skill component of the students will be increased by the new

education policy and welcomed its implementation. He congratulated the organisers for coming up
with such a nice topic of current interest. He wished the organisers success in conduct of the event by
way of fruitful deliberations to all the participants.
2.3 – Contextualization – by Sri.S.Ravishankara
The Webinar Coordinator S.Ravishankara presented the context in which the Webinar is being
organized. He first listed the history of the efforts made in India to formulae policies on Education can
be traced as –
1) 1984 – The University Education Commission was appointed under the chairmanship of Dr. S.
Radhakrishnan. The Commission studied the problems of the University Education in India and
made appropriate recommendations.
2) 1952- The Secondary Education Commission (also known as Mudaliar Commission) was
appointed to enquire into the problems of Secondary Education.
3) 1964 – National Education Commission , popularly known as Kothari Commission, was an ad-
hoc commission set up to examine all aspects of the educational sector in India, to evolve a
general pattern of education and to advise guidelines and policies for the development of
education in India.
4) 1976 – The 42nd Constitutional amendment was brought about, by placing the subject of
Education in the concurrent list.
5) 2005 – National Knowledge Commission was formulated under the Chairmanship of Sam
Pitroda by the Central Government headed by Dr. Manmohan Singh. This commission
recommended reforms in the education sector, intellectual property rights legislation, in the
research labs and also deliberate on upgrading and using the latest technique to make working
of the systems more transparent.
The attempts to change the practices or the system education in India were –
1. 1968 – The first National Educational Policy was promulgated by the then Prime Minister Smt.
Indira Gandhi, on the basis report of Kothari Commission. Radical changes were recommended
to bring about restructuring the system of Education with features such as (a) Compulsory
education for all children up to the age of 14, as specified by the Constitution of India (b) Better
training and qualification of teachers (c) Pay more attention on learning of regional languages,
outlining the “three language formula”.
2. 1986 – The second National Education Policy was promulgated by the then Prime Minister
Rajiv Gandhi. The main objective of this policy is to (a) provide equivalent opportunity to study
for all including Women, ST and SC communities (b) Promote education of adults (c) Expand
the Open Universities like the Indira Gandhi Open University etc.,
3. The implementation of the National Policy on Education 1986 was evaluated by two
committees namely the Ramamurti Committee (1990) and the Janardhan Reddy Committee
(1992). As a result of the recommendations of these two committees, slight modifications were
made in the NEP in 1992 by the P.V. Narasimha Rao Government. Accordingly, all India
Common Entrance Examination (JEE, AIEEE etc.,) for admission in all professional and
technical programs were introduced in 1992.
4. Now we are looking at the latest National Educational Policy – 2020. The process of
consultation for the formulation of new policy started in January 2015 with the formation of a
Committee under the then Cabinet Secretary T.S.R.Subramanian. Based on the report of this

committee, another panel was formed to prepare the draft of NEP in June 2017 headed by
former Indian Space Research Organisation (ISRO) chief Prof. Krishnaswamy Kasturirangan.
This panel submitted the 484 page draft of the New Education Policy 2020 in 2019. The draft
was later released by the Ministry of Human Resources Development to the public domain for
wide ranging consultations.
As a result of this consultation process, over two lakh suggestions were received from 676 districts,
2.5 lakh gram panchayats, 6,600 blocks and 6,000 Urban Local Bodies (ULBs).
I am sure you have looked at the text of the latest report of the National Education Policy 2020, for the
text of which (in pdf format) which we have sent the link in our Webinar Broacher. The main features
of the report a glance are –
a) It has 66 pages
b) Report is divided into 27 chapters
c) 8 chapters dedicated to school education
d) 11 chapters dedicated to the higher education
e) 5 chapters of other areas of importance
f) And 3 chapters dedicated to the implementation of the
policy.
It’s a detailed policy document recommending specific targets for implementation at the primary
within 2025. The policy statement seeks to decrease the dropout rates and achieve 100 per cent
enrolment in the class segment 1 to 12 by the year 2030.
On the question of “Why an International Webinar on NEP- 2020?”.
The importance of such a policy is self-evident. People over the globe perceive the countries which
boast of the best ranking educational institutions to be stronger. For example the Massachusetts
Institute of Technology (MIT) is ranked number-1 (and has maintained this global ranking for the past
8 years) followed by Stanford University which is ranked number-2, and then Harvard ranked
number-3. All the three institutions are in the United States of America which is the perceived as the
global leader.
The evolution of a country largely depends on the policy it adopts to educate its masses. There is a
well-informed section of the Global community aware of this and will be keenly watching with interest
the emerging countries to understand the new policies put in place to adapt to changing global
situation. This International Webinar is targeting this global, informed and interested community to
appraise them of the new initiatives in this NEP – 2020.
2.4 - Introduction of the keynote speaker – by Sri.S.Ravishankara
The Webinar Coordinator S.Ravishankara presented the profile of Professor K.J. Rao to introduce him
to the participants of the Webinar. Professor K.J. Rao is at present Emeritus Professor at Solid State
and Structural Chemistry Unit (SSCU) of the Indian Institute of Science (IISc) Bangalore and Honorary
Distinguished Professor(Life time), University of Mysore, Mysuru. He graduated from Mysore

University with BSc (Honors) and MSc degrees in 1960 and 1961 respectively. He got his PhD from IIT
Kanpur in 1967 and DSc from the Indian Institute of Science in 1988. He was awarded a Honorary
Doctorate, DSc (h.c), by the University of Bordeaux, France, in the year 2000 and D.Litt. (h.c.) from
Karnataka State Open University in the year 2012.
Professor Rao taught undergraduates at The National College, Bangalore till 1964 and served as a
Scientist at the National Aerospace Laboratories in Bangalore between 1972 and 1978. He has been
on the faculty of IISc since 1978. He held Tatachem Chair of Chemistry at IISc (1993-96) and Sir M.
Visweswaraiah Visiting Chair at the University of Mysore (2007-2008).
Rao is an elected Fellow of all the Science Academies (FNA, FNASc, and FASc) in India. He is also a
Fellow of the International Academy of Ceramics (Faenza, Italy), Asia pacific Academy of Materials and
the World Innovation Foundation.
Rao has been a recipient of several awards; the Bhatnagar Prize of CSIR in Chemical Sciences (1984)
and Material Science Prize of Indian National Science Academy (INSA) in 1999 and Shanthi Ranjan
Palit Award in Physical Chemistry (1993) of the Indian Association for Cultivation of Science. He was
given the MRSI Medal for Materials Science in 1995, the Silver Medal for ‘extensive and outstanding
research in chemistry’ of the Chemical Research Society of India (CRSI) in 2001 and the “Distinguished
Materials Scientist of the year” award of Material Research Society of India (MRSI) in 2002. He was
awarded the Alumni Award for Excellence in Research (Science) of IISc in 2000, Gold Medal for
research contributions from the University of Bordeaux in 2002 and Life time Achievement Award
and Gold Medal from the Indian Association of Solid State Chemists and Allied Sciences in 2005. CRSI
has awarded Rao with Lifetime Achievement in Research and Gold Medal for the year 2015. He was
awarded the title of “Officierdans l’Order des Palmes Academiques” (Officer of Palmes Academiques),
the highest civilian award by the French Government in the year 2007. He received the “Sir M.
Visweswaraiah Award for life time achievement in Chemical Sciences” of the Karnataka Government
in 2007. He received the prestigious Asutosh Mookerjee Award from the Indian Science Congress
Association for the Year 2019-2020.
Professor Rao has published extensively and has authored several books, of which his Structural
Chemistry of Glasses (Elsevier) is highly acclaimed.
Rao is currently engaged in giving lectures on subjects of topical interest in science to students,
teachers and general public, in order to sensitize them to the importance of science and technology in
nation building. He is a Kannadiga and is very proud of his mother tongue and Kannada culture.

Introductory remarks:
Prof. Rao invoked the Goddess Sri Bharathi Devi Sharada Mata with a Samskrit shlokam to bless us by granting
Her Sannidhanam in our midst and in our speech.

associated with fire. He said this NEP-2020 being the first of the 21st century and aims to address the many
growing developmental imperatives of our country. This policy -NEP2020- proposes revision and revamping of
all aspects of the education structure, including regulation and governance to create a new system that is
aligned with the aspirational goals of 21st century education including SDG4( Sustainable Developmental Goals
4), while building on India’s traditional value system. Many experts in the field of education have an
impression that there is a need for the revamp of the system as envisaged by the new policy because our
educational system has too many limitations and probably is not in sync with what is happening elsewhere in
the world.
Key ideas presented in the address:
Prof. Rao presented the following important aspects in his address –
1) Incheon Declaration: Prof Rao drew our attention to the “Incheon Declaration” adopted on 21st May 2015
in the World Education Forum held at Incheon, Republic of Korea. The Forum deliberated on the Global
Education Monitoring Reports (GEMRs) which fixes responsibility for monitoring and reporting on SDG4
on all member countries of which India is a signatory. GEMR is prepared by an independent team hosted
by UNESCO.
2) Challenges of Inequality: World is changing rapidly due to technological disruptions, climate change and
forced movement of people. Intolerance and hate has widened inequalities for a long time. Covid-19 has
deepened these inequalities. The inherent fragility of our policies is not helping our endeavor of providing
education for all. Now (that is as on 10-09-2020) we are facing a situation of more than 90% of global
student community affected by closure of schools which is unprecedented in the history of education.

Social and digital divide has further put the disadvantaged at the risk of earning loss and dropping out of
the process of education.
3) Why do we need inclusive education?: It is not by chance that the world is committed to inclusive
education. The policy of ‘Inclusive education’ forms the foundation of good quality education that enables
not only every child but even the youth and adult fulfill their potential. Nothing should be the basis of
discrimination for educational experience such as gender, age, location, poverty, disability, ethnicity,
indigeneity, language, religion, migration/displacement status, sexual orientation expression,
incarceration, beliefs and attitudes. The prerequisite of the system is to see learner diversity not as a
problem but as an opportunity. Inclusive education cannot be achieved if the diversity is seen as
inconvenience or harbor the belief that learner’s levels of ability are fixed. Education system needs to be
responsive to all learners’ needs.
4) Objectives of NEP2020:
a) Due to changing employment landscape and the global eco system, the children are required (i) learn
how to learn (ii) learn how to think critically and solve problems and (iii) know how to be creative &
innovative.
b) Pedagogy must evolve how to make education more experimental, holistic, integrated, inquiry-driven,
discovery oriented, learner centered, discussion based, flexible and, of course, enjoyable.
c) Education should build character, enable learners to be ethical, rational, compassionate and caring
while at the same time prepare them for gainful and fulfilling employment
d) The teacher must be at the centre of NEP efforts. Help empower and re-establish teacher at all levels
as the most respected and essential member of society because it is the teacher who really shapes the
next generation of citizens. Hope is that the NEP-2020 helps to recruit the very best and the brightest
to enter the teaching profession at all levels by ensuring livelihood, respect, dignity and autonomy.
5) Observations of NEP-2020 to make educational institutions successful:
(i) No hard separation between arts & science, between curricular & extra-curricular activities and
between vocational & academic streams in order to eliminate the harmful effects of hierarchies
among and silos between different areas of learning.
(ii) Teachers and faculty must be at the heart of learning process. Their recruitment, continuous
professional development, positive working environment and service conditions are very
important. We must put an end to teachers
being recruited/drafted for all and sundry
activities such as election duty, census, mid-day
meal process etc.,
(iii) Teacher vacancies will be filled up at the
earliest, in a time bound manner to plug the
loop hole of large pupil to teacher ratio.

6) Improvements in the enrollment in the education sector: Over the past decade, there has been a steady
increase in the number of students enrolling for studies in the graduation programs, total number of
Colleges affiliated to different Universities and also the total number
of Universities functioning in the country (The bar chart and the
graph shows these statistics). An encouraging feature of the statistics
is a significant increase in the number of women getting educated at
the University level. These statistics predict that by 2026, the
numbers of men and women at the University will be equal and by
2030 women at Universities are expected to outnumber their men counterparts.
7) Change in the academic structure: The proposed academic structure is different from the existing one as
shown in the bar chart. In the existing system the formal
‘schooling’ starts at the age of 6 years and continues for 10
years up to the age of 16 years. Next two years are generally
called the Pre-University and the next three years will be the
University level education for graduation program. However
the new system, the education starts at the age of 3 years of the
individual. The first 3 years is called Baalavatika or
Anganavaadi. Next two years will be the Grade-1 and 2. Then
the students will then move to Preparatory level for 3 years
from Grade-3 to 5. Then the Middle level education for 3 more
years from Grade-6 to 8 up to the age of 14 years. Further up for 4 years up to the age of 18 years is the
Secondary level for Grade-9 to 12. The University education follows thereafter.
8) Scientific reason behind the change in academic structure: A
significant change in the academic structure is the inclusion of
Baalavatika or Anganvaadis stage in to formal system of
education. This has a solid scientific background and a proven
beneficial track record in several countries. Scientific studies
indicate that the brain of an individual begins to develop in the fetus
in the mother’s womb, in the sixth month of pregnancy. By the time the
baby is born, the mother will have given the child close to 100 billion
neurons. It is significant to note that very few new neurons are generated
in the entire life time of the individual, instead the number only
decreases. The only significant change which happens after birth is the
interconnected of these neurons which improves of the individual. As a
result the baby picks skills of vision, language in the first year after birth
(in around eight months). Up to the age of around three years the
development in the prefrontal cortex part of the brain important for
development of all the cognitive functions such as calculation. This makes imparting the right education at

the right age becomes very important. Hence the emphasis on starting at the age of 3 years of the
individual, when the abilities of the brain will have already peaked. This is already successfully
implemented in many countries. We have lagged behind for too long now and cannot afford any more
delay.
9) Important changes in school education:
a) Curricular content will be reduced in each subject to its core essentials, to make way for critical
thinking and more holistic, inquiry-based, discovery-based, discussion-based and analysis-based
learning. States may look into innovative methods to achieve these aims in wider range of subjects,
including vocational subjects.
b) The medium of instructions until at least Grade-5 preferably till Grade-8 and beyond, will be the
mother tongue or local language. Therefore home/local language shall continue to be taught as a
language whenever possible in both public and private school.
c) High quality text books, including in the science subjects, will be made available in local
language/mother tongue.
d) All efforts will be made to prepare high quality bilingual text books and teaching materials for
science and mathematics.
e) Sanskrit must be taught in ways that are experiential, including through the use of Sanskrit
knowledge system, pertinent phonetics and pronunciation.

The Webinar Convener Dr.P.B.Mallikarjun, , Associate Professor, Head of the Department of Botany
warmly welcomed the invited speaker Dr. S.Vidyashankar to
the Webinar on behalf of the College , IQAC and the participants.
Dr.P.B.Mallikarjun also introduced Dr. Vidyashankar to the
participants of the Webinar. Dr. S.Vidyashankar is presently the
Vice-Chancellor of the Karnataka State Open University, Mysuru.
His area of research interest is Manufacturing Process, Nano

Technology and Solar Cell. Born on 27th Sept 1964, he graduated in 1987 from Bangalore Institute of
Technology, Bengaluru (VTU) with B.E degree in Mechanical Engineering and obtained M.E from
MSRIT, Bengaluru in 1991. He obtained Ph.D. in 2009 from Kuvempu University.
Professional career of Dr. S.Vidyashankar:
In 1991 he started his professional career as a Lecturer at BIT Bengaluru, and became Professor in
2009.
Dr. Vidyashankar has been member of Governing Councils and Academic Advisory Committees of
prestigious institutions and Chief Coordinator for all administrative work involving AICTE and VTU.
Dr. Vidyashankar has published nine research papers in international journals.
Has guided seven students for their PhD program.
He has an International and National patent in Hybrid Ferroelectric Discotic Liquid Crystal Solar
Cell and has applied for six new National patents.
Dr. Vidyashankar has presented two papers in International
conferences and three papers in National conferences.
He has completed five projects of worth Rs. 47,90,000/-
funded by agencies such as ISTE, AICTE and VTU.
Dr. Vidyashankar has rich administrative experience having worked as –

2.7 - Implications of NEP 2020 – by Dr. S.Vidyashankar
Introductory remarks:
Dr. S.Vidyashankar started his
address with the greeting ‘namaskara’
and appreciated the role played by the
Webinars such as this in maintaining
communication between the stake
holders of education in the prevailing
situation of the pandemic. Dr.
S.Vidyashankar recalled that before
the setting in of this pandemic
situation, many conferences and
seminars were organised at various
levels (leading scientists, academicians, teachers and students) for the discussion of the draft of NEP
with all the stake holders. After receiving inputs from a huge cross section of the stake holders, the
draft is finalised into the current NEP- 2020. At the outset, Dr. S.Vidyashankar welcomed the Union
cabinet’s formal acceptance and approval of the NEP-2020 for its implementation because it is coming
after a long gap of 34 years. He praised the policy as futuristic, rooted in Indian ethos, far reaching in
effect and capable of making large scale changes in both primary & secondary education fields in India
which is sure to benefit the future generations of students.
Dr. S.Vidyashankar presented his talk focusing on the following aspects -
(1). Where is the need? What is going to change? We are all aware of the current situation in
which almost all the countries are undergoing dramatic scientific and technological
advancements. For example there is huge research and increase the usage of Artificial
Intelligence, Data Science, Dig data analysis, Machine learning, Fussy logic, Image processing
etc., This inevitably leads to not only creation of many new jobs but also termination of
several jobs. Implementation of technology in a big way in almost all sectors such as in the
fields of medicine, law, commerce, arts and engineering will change the world. Here are a few
examples -
Example-1: CCTV footages are used now as evidence in the court of law.
Example-2: Software tools are used in a big way producing very good results in the fields of
manufacturing, management and commerce.
Example-3: Robots are used in the manufacturing sector (in addition to digital platforms)
instead of skilled labor.
Example-4: An expert doctor far away from operation theatre assists performing complicated
operations using technology.

Example-5: In any pandemic situation people feel unsafe and are unwilling to be in the
physical proximity in public places. This will have consequences on banking,
public transport, entertainment industry etc.,
In order to create human resources to address these challenges, NEP 2020 creates room with
relevant changes and recommendations for students acquire new skills in the changed world.
(2). Main takeaways of NEP 2020: NEP is holistic in approach, encouraging multi-
disciplinary and inter-disciplinary studies providing skill based education with multiple
entry and exit options. Very important to note it offers the student academic credit bank
and recommends establishing of National Research Foundation.
(3). Implications: Implementation of NEP 2020 results in the creation of new knowledge force.
By revising the structure of primary school education with emphasis on co-curricular
activities, it helps the student to pursue their interests which results in a holistic development
of the individual. It fulfills the important task of framing a curriculum as per global standards.
The proposal in NEP 2020 to establish foundational literacy and numeracy is apt and timely.
(4). Why the different provisions of NEP2020 make good sense? The skill and the interest of
the student have to be identified by either the parents or the school. Promotion can be given
to good meritorious students. For the comfort of learning, usage of mother tongue is
important. Making available quality reading material which is bilingual is important.
Interdisciplinary learning is very important.
For example a commerce student must know the basics of artificial intelligence so that when
the person establishes a mall/shop later, he can incorporate following ideas –
(i) Record the purchase pattern of each customer in the shop (using AI)
(ii) Generate bills quickly and reduce the waiting time for payment at the counter
(iii) Update the stock immediately after each bill is generated
(iv) Predict future purchase pattern and be ready for stock purchase for festive and
other seasonal purchases
For similar reasons, an engineer must be given accounting knowledge.
Education must be inter-disciplinary. Four year engineering course can be with two years in
electrical and two more in civil which helps a person aspiring to become a builder.
Multiple entry and exit options can be exercised by the student for securing gainful
employment after partial completion of a course. Similarly the academic credit bank can be
used by the student to gain knowledge in multiple fields of his/her interest.
NEP 2020 provides provisions for all these aspects.
(5). Importance of skill based education: Presently, only 10% to 15% of university outputs
are employable. This indicates a serious lacking of adequate soft skills by the students coming
out of the universities. NEP 2020 addresses this problem by making education from Grade-11
skill based. This needs lot of energy and infrastructure investment in the field which is a
challenge that needs to be met. With this kind of education provided up to Grade-12, the
student now will be able make the choice comfortably for their graduation programs.
Presently parents often force a student to take a course. The interdisciplinary approach
recommended by NEP 2020 helps to change the situation and help the student to take a
mature decision at Grade-12.
(6). Foreign Universities operating in India: Top ranking foreign Universities must be allowed
set up their campuses in our country. This improves the competitiveness among our
Universities which ultimately improves the quality of education and research. It also helps to

sustenance of talent in the country because our students need not go to a foreign land to get
good quality education. It also helps reduce brain drain. Presently we see Indian talent
working for many highly reputed scientific and business organisations such as NASA, Google,
Amazon etc. Our engineers are not given opportunity here, hence they work outside the
country. This talent can be nurtured at home by improving the state of affairs of our research
establishments in the Universities and industries.
(7). Extension of RTE: The proposal in NEP 2020 to extend RTE up to the age of 18 years will
encourage more students to take up higher education. This helps reaching gross enrollment
ratio target of 50% by 2030.This is one of the important implications of the NEP 2020.
(8). Single regulator for higher education: In the existing system, we have regulatory
institutions such as UGC (for all Universities), AICTE (for engineering education) and MCI (for
Medical education). Instead, NEP-2020 proposes a single body for administration/regulation,
namely the Higher Education Council (HEC). It helps in the growth of universities. Conducting
common entrance examination for all institutes across the country will ensure level playing
ground for all students. This decreases the pressure on the students of facing multiple
entrance examinations. The GATE examination score can be used for appointment in
institutions of both public and private sector.
(9). Multiple entry and exit options supported with academic bank: The multiple exit and
entry options will give boost to vocational qualification and practical knowledge. It provides a
favorable environment for students to plan and balance their education and career options to
suit their interests. It also helps in solving the problem of gross enrollment ratio.
(10). Categorisation of HEIs and budgeting: Higher Educational Institutions can be
categorized into research intensive, teaching intensive and autonomous degree granting
institutions. This helps in focusing the institutions into their orientations to create an
ecosystem to attract students and teachers accordingly. This is the need of the hour.
Earmarking 6% of GDP in education will provide much needed boost to teaching and research,
even though in my opinion 10% of GDP set apart for education would have been more
encouraging for fulfilling the long-term goals, especially upgrading the infrastructure of
educational institutions.
(11). Areas of emphasis: More emphasis has to be given on open and distance learning, e-
learning, digital content and capacity building. On-line learning and virtual classrooms should
become accessible in regional language to every student. KSOU (The Karnataka State Open
University) has established studios to create digital content, which is shortly going to become
accessible to students all over the state/country.
(12). NRF and Skill Development: National Research Foundation being set up is a welcome
step in NEP-2020. The Foundation must ensure eradication of plagiarism and avoid
duplication of work. The task of skill development must be taken up separately.
Dr. Vidyashankar concluded by saying that the complete implementation of NEP-2020 may take 15
years to 20 years. Separate task force must be constituted to take up the task of its implementation.
This can give life to the process of education in our country. Our state has taken the lead in its
implementation of NEP 2020 at the primary and higher level, which benefits the students.

participants and presented to the resource person. Dr. Vidyashankar
answered the few questions posed by the participants on a wide range of
topics such as (a) Is it possible at all in India to implement such a massive
reform in education sector? (b) How to measure innovation in any context or country?

2.8 - Introduction of Dr. Indira Rama Rao – by Dr. Shashikala. S
The third and concluding session of the Webinar started with a warm
welcome by Dr.H.C.Ramanna, Principal, GFGC, Yelahanka to the resource
person for the session Prof. Indira Rama Rao and to the participants. Dr.
Shashikala, Convener and the Head of Department of Sociology, GFGC,
Yelahanka started her address with a quote – “Dreams doesn’t become
reality through magic, it is possible only through hard work, dedication and sweat.” Wishing a very
warm good afternoon to the resource person and the participants, Dr. Shashikala introduced the
speaker, by presenting the following aspects of her bios ketch.
Prof. Indira Rama Rao is the President of Samruddhi Foundation, a civil society group that she
initiated with her family & friends for building capacities among
women, research students & members of civil society.
Born on 22nd April 1952, she graduated from the University of
Mysore in 1970 with a B.A. degree studying Sociology and Political
Science (Majors). She did her M.A. Sociology, University of Mysore,
1972.
Prof. Indira Rama Rao obtained PhD in Sociology from University of Mysore in 1982.
She started her academic career in 1972 as a Lecturer, Department of Studies in Sociology,
University of Mysore. She served as Reader, Department of Studies in Sociology, University of
Mysore (1984 to 1994).
She served as Professor, Department of Studies in Sociology, University
of Mysore (1994 to 2014).
She served as Director of the International Centre, University of Mysore
(2004 to 2014).
She built a research culture in the Department through people-centric research projects and also
trained students to undertake studies on themes of social relevance.

She is well known for works on gender issues in forest management, girls’ education, building
capacities for women in local self-governance institutions.
She was an ICSSR Senior Research Fellow & received four fellowships from the Shastri Indo
Canadian Institute and has carried out extensive work with forest communities in Western Ghats.
Prof. Indira is a columnist who has been writing on social themes in leading Kannada newspapers.
She is an Honorary Adjunct Professor at the University of Iowa and has taught a semester in the
University as a Fulbright Visiting Lecturer.
Has been a Visiting Faculty at study India Programs in the Universities of Puget Sound, Iowa,
Delaware, Princeton, Michigan and Florida International Universities.
Prof. Indira worked on American Women & Technical Education on a Fulbright Post-Doctoral
Fellowship at Purdue University, West Lafayette, Indiana.
Prof. Indira conducts and coordinates workshops concentrating mainly on gender sensitization and
empowerment of student groups, elected women representatives, faculty and administrative staff
of educational institutions, the staff of corporate organizations and autonomous women’s groups.
She has been Visiting Fellow at the University of Delhi, Sri Venkateswara University, Tirupati and
Scholar-in-Residence at the Kuvempu University, Shimoga
Prof. Indira is currently heading a team that is translating Anthony Giddens’ Sociology into Kannada,
besides being involved in translation projects and evaluation of forestry programs in Karnataka
2.9 - Salient features of NEP-2020 – by Prof. Indira Rama Rao
Dr. Indira Rama Rao thanked Dr. Shashikala for the nice introduction and expressed happiness at the
opportunity to share her views on NEP-2020. She noted that that the earlier speakers have spoken on
the main tenants of the policy. Dr. Indira Rama Rao started with a remark that the framing of
education policies in India has a
history of about 140 years, which
dates back to the pre-independence
days (some details given in
Appendix-II). The NEP-2020 is the
8th policy statement in this regard,
being the sixth after independence
because there were two such policy
framing initiatives before
independence {See Annexure-I for
details}. It is important to understand and follow the ideas that each commission envisages. All the

eight education commissions have four basic functions or objectives, which is expressed or looked at
by different commissions in different ways. The policy initiatives or the recommendations of the
different commissions for the implementation or achievements of these strategies are also different.
The policies are context specific, cannot be analysed or reviewed by detaching it from the society and
the times in which we live and cannot be alienated from the society. These policies are always
directed at improving the quality of life of the people in the society, by improving the quality of
education and knowledge transmission. It is important in the policy frame work to discuss aspects
such as who gets what type of education, how long we expect the person to stay in the educational
institutions, the aspirations and the desires of the stake holders.
There are four things that are common to all the Education Policies, including the present NEP-2020,
which are –
1. Retention: Any education policy cannot reject everything of the past or reject everything that
exists to start everything afresh. Every new policy retains certain elements of the existing
system.
2. Modification: In order to incorporate the changes that will have occurred in the society with
the passage of time, any new policy recommends many modifications or changes in the existing
system.
3. Introduction of new elements: There will always be certain aspects we wanted to
do/implement in the earlier policy but could not or did not do for some reason.
Implementation of all such aspects in the new policy results in introduction of new elements.
4. Complete replacements: Certain elements of the earlier policies will be completely rejected by
the new policy to replace by new structure/system (such as number of years of schooling,
auricular aspects, teaching-learning process, entire mechanism of education etc.,). This leads to
complete replacements of the earlier system.
NEP-2020 is coming amidst a legacy of policies introduced earlier, beginning from 1881. There are
many stake holders in education such as students, teachers, governance system etc., However, the
biggest stake holder is the society. Education must be such that it should sensitize the individual about
the way one should live in the society. Hence, education cannot be delinked from the society. On the
contrary, it is to this society’s changes (transformations) and needs we must respond by framing a
proper education policy.
Before discussing the basic changes recommended in NEP-2020, let
us discuss the good ideological framework which it provides. The
elements such as multidisciplinary approach, quality access,

flexibility and of interdisciplinary nature of knowledge transfer policy are brought up in a big way.
Good to note that the policy is aiming to give students the choices by expanding the scope of
universities beyond country and allow foreign universities to come to India. Viewed in the context of
transition from millennial development goals to ‘Sustainable Development Goal’s (SDGs), the NEP
2020 gives thrust to “QUALITY-INCLUSIVE” education. ‘Inclusive’ means the education process opens
its doors to people of diverse economic, social and cultural backgrounds. It is pertinent to note that
several of the parameters such as diversity, inclusion, social justice, stake holder centric and student
centric are already there in the constitution of India which is the first barrier to remove all barriers of
inclusion. NEP-2020’s goal of universal access is in line with the desire of compulsory education
enshrined in the constitution. While the Kothari Education Commission stars with the initial remarks
“The destiny of India is shaped in her class rooms”, the NEP-2020 has the remarks of recognising
diversity as a part of heritage, equality, equity and vocational education. This reflects the dreams of
the policy makers for a better India by bridging the gaps between
different people.
The other salient feature which this policy is addressing the
challenges of the changing world. For example now we have such
Webinars being organised on a very large scale due to the
pandemic. We were not using the technology earlier on this scale even though it was known. Now, the
students are required to be trained in a new world in which they have to be empowered with such an
education and skill set which makes it possible for them to find
placements or earn their lively hoods. These days, students often
ask questions on the usefulness of a course they are given – which is
perfectly valid. We must not misread these questions by the stake
holders because today the nature of jobs has changed compared to
the situation some 40-50 years ago. Today’s increase of the career
choices comes with requirements of specific skill and knowledge
sets. The compartamantalised education of the past is not relevant
today. All of us from the different fields of knowledge such as
engineering, humanities or the sciences must think
interdisciplinary and provide right training to the students for
problem solving, which is the thrust area of NEP-2020. The earlier
outlook was different which is typified by the people from a
prestigious engineering institute of one stream not at bothered about the happenings of another sister
branch, let alone being bothered about humanities or sciences.

It will be good if we can also put some stress on the stake holders to think in terms of “What I can give
to the system?”, rather than worry only about “What I can get from the system?” Since the old skills
are no longer relevant, the challenge to the system of education is to make the process of education
interesting to the student and empower them with new skills which make the NEP 2020 all the more
interesting. According to the new policy, the child goes to the school earlier than before. The changed
family condition of today makes this possible. This makes it necessary for improving the quality of
education given to the child in anganvaadis and baalavaatikas. There is already a huge disparity in the
educational institutions in terms of their infrastructure, quality of education imparted, location etc.,

Appendix-II: Education in Pre-Independent India
Education is a powerful tool to unlock the golden door of freedom that can change the world. Before the advent of the foreign cultures, the Hindus were educated in the famed ‘gurukula’ system of education and also had Pathshalas for the purpose. The Muslims who came later received their religious education through Madrassa. The British created a new place of ‘learning’ i.e. Missionaries. British did this so that they can create a class of Indians who would be “Indian in blood and colour, but English in taste”, who would act as interpreters between the Government and the masses. This was also called the “downward filtration theory”. The British Rule in India, their policies and measures breached the legacies of traditional schools of learning aimed at creating a class of subordinates. To achieve this goal, they instituted a number of acts to create an Indian canvas of English colour through the education system.
The following steps and measures were taken by the British for the development of Education in India. The chronological development of Education during the British Period in India is as shown below:
1813 Act & the Education
1. Charles Grant and William Wilberforce, who was missionary activists, compelled the East India
Company to give up its non-invention policy and make way for spreading education through
English in order to teach western literature and preach Christianity. Hence, the British Parliament
added a clause in the 1813 charter that Governor-General-in-Council less than one lakh for
education and allowed the Christian Missionaries to spread their religious ideas in India.
2. Act had its own importance because it was the first instance that British East India Company
acknowledged for the promotion of education in India.
3. With the efforts of R.R.M Roy, the Calcutta College was established for imparting Western
education. Also, three Sanskrit colleges were set up at Calcutta.
General Committee of Public Instruction, 1823
1. This committee was formed to look after the development of education in India which was
dominated by Orientalists who were the great supporter of Oriental learning rather than the
Anglicans.
2. Hence, they created paramount pressure on the British India Company to promote Western
Education.
3. As a result, the spread of education in India got discursive between Orientalist-Anglicist and
Macaulay’s resolution come across with a clear picture of the British education system.
Lord Macaulay’s Education Policy, 1835
1. This policy was an attempt to create a system of education that educates only the upper strata of
society through English.
2. Persian was abolished as the court language and English become the court language.
3. Printings of English books were made free and available at a very low price.
4. English education was allotted more funds as compared to oriental learning.
5. In 1849, JED Bethune founded Bethune School.
6. Agriculture Institute was established at Pusa (Bihar)
7. Engineering Institute was established at Roorkee.

Wood’s Dispatch, 1854
1. It is considered as the “Magna Carta of English Education in India” and contained a comprehensive
plan for spreading education in India.
2. It states the responsibility of the State for the spread of education to the masses.
3. It recommended the hierarchy education level- At the bottom, vernacular primary school; at
district, Anglo-vernacular High Schools and affiliated college, and affiliated universities of Calcutta,
Bombay, and Madras Presidency.
4. Recommended English as a medium of instruction for higher studies and vernacular at school level
Hunter Commission (1882-83)
1. It was formed to evaluate the achievements of Wood Dispatch of 1854 under W.W Hunter in 1882.
2. It underlined the state’s role in the extension and improvement of primary education and
secondary education.
3. It underlined the transfer of control to district and municipal boards.
4. It recommended two division of secondary education- Literary up to university; Vocational for
commercial career.
Sadler Commission
1. It was formed to study on the problems Calcutta University and their recommendations were
applicable to other universities also.
2. Their observations were as follows:
I. 12-year school course
II. 3-years degree after the intermediate stage
III. Centralised functioning of universities, unitary residential-teaching autonomous body.
IV. Recommended extended facilities for applied scientific and technological education,
teacher’s training, and female education.
Hence, we can say the British education system were influence by the aspiration of Christian
Missionaries. It was injected to ensure a cheap supply of educated Indians to increase a number of
subordinate posts in administration and in British business concern. That’s why the emphasis on
English as a medium of instruction and also glorified British conquerors and their administration.
