1. INTRODUCTION
As per regulations framed under the Indian Medical Council Act,1956 and the Dentists Act-1948,
admissions to 100% seats in M.B.B.S./B.D.S. will be done based on NATIONAL ELIGIBILITY
CUM ENTRANCE TEST - NEET in all Medical / Dental Colleges run with the approval of the
Medical Council of India / Dental Council of India.
State Counselling Authority, CENTAC, does counselling for all the M.B.B.S. / B.D.S. seats in the
U.T. Government Medical / Dental Colleges and unaided Private Medical / Dental Colleges.
The seats allotted under different categories are as below:
i. Seats in Government Colleges including surrendered seats from All India Quota Pool.
ii. Self Sponsored Seats in Government Colleges.
iii. Government Quota in Private Colleges.
iv. Management Quota Seats in Private Colleges.
v. Minority (Management) Quota Seats in Private (Minority) Colleges.
vi. NRI Quota Seats in Government / Private Colleges.
vii. Foreign National Quota Seats in Government Colleges.
Medical Counselling Committee (MCC) in the Directorate General of Health Services, MoHFS,
GoI does the Counselling for admission to the M.B.B.S. / B.D.S. seats under the following quotas:
i. All India Quota Seats (Filled by DGHS):15% seats surrendered by Government Medical /
Dental Colleges run as per the approval of MCI / DCI are filled through the counselling
conducted by DGHS and are known as All India Quota seats.
ii. Central Institutions/Universities (Filled by DGHS)
iii. Seats in Deemed Universities (Filled by DGHS)
The Selection through Counselling for M.B.B.S., B.D.S. and B.A.M.S. courses is done based on the
NEET Score of the current year. Allotment to the B.V.Sc.&A.H. course under NRI Quota & Self
Supporting -National Quota is also done through the NEET score of the current year.
Admission to the “Government Quota Seats” in Private and Unaided Professional colleges and the
Minority Colleges will be as per the laws / regulations / orders of Government of India, or of the
Government of Puducherry, on the subject. The details regarding the Colleges and the number of
seats will be published in the website.

4.(A) – ELIGIBILITY CONDITIONS
For admission to any course, the candidate should fulfill the necessary admission requirements
for the respective degree courses, as prescribed by the Pondicherry University:

M.B.B.S. & B.D.S.
Candidates seeking admission to the M.B.B.S./B.D.S.., Degree courses must
have passed H.Sc (Academic)examination conducted by the Board of Higher
Secondary Examination of Tamil Nadu or any other equivalent thereto, with a
minimum of 50% marks (40% of marks for OBC/BCM/MBC/EBC/BT/SC/
ST candidates) in aggregate, in the prescribed subjects of Physics, Chemistry
and Biology or Bio-technology, Botany and Zoology. Further they should
have studied English as one of the subjects and they must have passed the
above four subjects individually.

B.A.M.S.
(a) Candidates seeking admission for B.A.M.S. course must have passed in
the subjects of Physics, Chemistry, Biology & English individually and
must have obtained a minimum marks taken together in Physics,
Chemistry and Biology at the qualifying examination with a minimum of
50% marks for General and 45% of marks for
OBC/BCM/MBC/EBC/OPH (General &OBC) and 40% of marks for
SC/ST/BT&OPH.
(b) The Higher Secondary Examination or the Indian School Certificate
Examination which is equivalent to10 +2 Higher Secondary Examination
after a period of 12 years study, the last two years of study comprising of
Physics, Chemistry, Biology and Mathematics or any other elective
subjects with English at a level not less than core course of English as
prescribed by the National Council of Educational Research and
Training after the introduction of 10+2+3 years educational structure as
recommended by the National Committee on Education.

Bachelor of Veterinary Science & Animal Husbandry [B.V.Sc. & A.H.]
Candidates seeking admission to the B.V.Sc.&A.H. Degree courses must
have passed H.Sc. (Academic)examination conducted by the Board of
Higher Secondary Examination of Tamil Nadu or any other equivalent
thereto, with a minimum of 50% marks (40% of marks for
OBC/BCM/MBC/EBC/BT/SC/ST Candidates) in aggregate in Biology /
Botany & Zoology, Physics and Chemistry.

4.(B) - Eligibility to appear in NEET (UG) – 2021
Eligibility for appearing in NEET (UG), as per related Regulations of NMC and DCI are as follows:-
He/she has completed 17 years of age at the time of admission or will complete that age on or before 31
December of the year of his/her admission to the first year Undergraduate Medical Course.
Accordingly, the lower age limit shall as under:
For Candidates of General (UR)/General-EWS
born on or before 31.12.2004
For Candidates of SC/ST/OBC-NCL/PwD category
The upper age limit for NEET (UG) is 25 years as on the date of examination with a relaxation of 5 years for the
candidates belonging to the SC/ST/OBC-NCL category and PwD Candidates.
Indian Citizens/ Overseas Citizens of India (OCI) intending to pursue Undergraduate Medical Courses in a
foreign Medical/ Dental Institute also need to qualify NEET (UG).
4. (C) - Criteria for NRI / OCI / Foreign Nationals
Non-Resident Indians (NRIs), Overseas Citizen of India (OCI), and Foreign Nationals are eligible for
admission in Medical /Dental Colleges subject to rules and regulations framed by the respective State
Governments, Institutions and Government of India, as the case may be. The NRI and OCI Applicants /
Candidates have to upload a certificate from the concerned Indian Diplomatic Mission in the country of
their residence in support of their claim as an NRI / OCI Candidate, along with their online application
form for NEET (UG) 2021 and retain the original of such document for producing it at the time of
Counselling / Admission to the Courses covered under NEET (UG). Similarly, a foreign applicant for
NEET (UG) 2021 shall also upload Documentary Proof (e.g. relevant pages of a valid passport or a
Certificate from Competent Authority in the country of his/her nationality regarding his/her citizenship
status) in support of his / her Nationality, along with online application form. The Embassy Certificate and
Citizenship Certificate or any Documentary proof of Citizenship are given in Annexure.
Foreign nationals may confirm their eligibility from the concerned Medical/Dental/College/State.
Eligibility of OCI cardholders for NEET (UG):
The Ministry of Home Affairs vide Notification dated 4th March 2021 specified the rights to which an OCI
cardholder shall be entitled under the Citizenship Act, 1955.
Clause (4) (ii) of the said Notification reads as under:
“(4) Parity with Non-Resident Indians in the matter of,-
(ii) Appearing for the all India entrance tests such as National Eligibility cum Entrance Test, Joint
Entrance Examination (Mains), Joint Entrance Examination (Advanced) or such other tests to
make them eligible for admission only against any Non-Resident Indian seat or any supernumerary
seat:

Provided that the OCI cardholder shall not be eligible for admission against any seat reserved
exclusively for Indian citizens.”
The above Notification provides the following Explanation:
“The OCI Cardholder (including a PIO card holder) is a foreign national holding passport of a
foreign country and is not a citizen of India.”
Similarly, the PIO cardholder and foreign nationals shall not be eligible for admission against any
seat reserved exclusively for Indian citizens.
4. (D)–RESERVATION
(i) As per U.T. Govt. norms for all Government quota seats, only Candidates who are resident
of the UT of Puducherry are eligible.
Minority Quota Seats in Private Medical / Dental Colleges
(ii) For Minority Quota seats in Minority Medical / Dental Colleges candidates who are
residents of the U.T. of Puducherry and belonging to respective minorities are only
eligible, i.e., for the minority quota seats in PIMS, candidates who are resident of U.T. of
Puducherry and belonging to Christian religious minority alone are eligible. For the minority
quota seats in SVMC&RI candidates who are resident of the U.T. of Puducherry and belonging
to Telugu linguistic minority alone are eligible. The details of these seats and the fee structure
will be notified by the Health Department. You are advised to check the CENTAC website for
updates on these.
(iii) U.T. of Puducherry candidates claiming seats under Christian Minority Quota should
produce any valid documentary proof like Transfer Certificate or similar document to prove
his/her religion is CHRISTIANITY.
(iv) U.T. of Puducherry candidates claiming seats under Telugu Minority Quota should
produce any valid documentary proof like Transfer Certificate or School admission certificate
to prove his/her mother tongue is TELUGU.
(v) Conversion of Minority Quota seats into General Management Quota seats: In case
these minority quota seats are not filled in the TWO rounds of Counselling, then these unfilled
seats will be converted to general management quota seats and filled on All India basis.
(vi) For Management Quota seats in Private Colleges candidates are eligible on All India
basis without any restriction regarding residence in the U.T. of Puducherry.
5. SELECTION PROCEDURE
Admission to the M.B.B.S., B.D.S., B.A.M.S. & B.V.Sc&AH courses is based on the NEET
Rank for the current year of the candidates.
Merit List will be based on NEET Rank. Allotment will be based on the eligibility, category of
seats, reservation and NEET Rank.

6. SEAT MATRIX
Note: Seat Matrix will be published separately in the CENTAC website.
7. IMPORTANT INSTRUCTIONS REGARDING M.B.B.S. / B.D.S.
The schedule of allotment will be in accordance with the schedule notified by the MCI / DCI. For
M.B.B.S., B.D.S. typically TWO rounds of allotment will be done. After this, one Mop Up
Counselling will be done.
SLIDING: Sliding will be allowed to enable that higher merit candidates get their preferred
courses and colleges. Detailed guidelines will be issued during the concerned round.
Tuition Fee
Candidates are advised to go through the details of tuition fee notified by the Health Department and
published on the website. Candidates are also advised to go through the notification carefully and
verify what are the components not covered in the tuition fee (e.g., Hostel fee, etc.).
The restrictions regarding participation in further rounds of counselling for M.B.B.S./B.D.S. are as
follows:

Forfeiture of Registration Fee / Tuition Fee
(i) After publication of Final allotment list in 2ndround, if any candidate fails to join the college then
the registration fee as mentioned above will be forfeited.

(ii) During mop up counselling, seats will be allotted only after the entire tuition fee is paid,
preferably by way of DD (Demand Draft) or through RTGS/NEFT. If the student fails to join the
allotted college after mop up counselling, then an amount of Rs.1,00,000/- will be forfeited. In case,
the college is not able to fill the seat from the 1:10 list sponsored by CENTAC, then the entire
tuition fee will be forfeited.
(iii) The remaining amount, where the college is able to fill the seat, will be refunded after 6 months
so that this acts as a deterrent for blocking of seat. Therefore, it is advised that the candidates make a
considerate decision before taking the seat in mop up counselling. CENTAC reserves the right to
modify these guidelines relating to mop up counselling, depending upon necessity.
Refund of Registration Fee / Tuition Fee.
(i) In case the candidate is not allotted any seat during the 2nd Round and Mop Up Round, the
Registration Fees / Tuition Fees will be refunded to the same account of the candidate from which
payment had been made.
(ii) The candidates should keep their card/bank account active till refund process is completed. The
candidates are advised not to use unrelated card/bank accounts for remitting Registration Fee / Tuition
fee amount. CENTAC will not entertain such requests.
(iii) As per Reserve Bank of India (RBI) Rules, refund cannot be done to NRI Accounts. If the
candidate wants to use the funds available in his/her NRI Account to register for counselling, he/she
has to first transfer funds from the NRI Account to an NRO Account and from the NRO Account to
the CENTAC Account. The refund from CENTAC will be credited to the NRO Account only.
Special Note to Students who have been allotted seats in JIPMER
It is observed that some of the students who have got seats allotted in M.B.B.S. in JIPMER do not opt
out and unnecessarily block the seat allotted in CENTAC thereby causing unwarranted sliding.
CENTAC will obtain the list of candidates who have been allotted seats in JIPMER and these
candidates will not be allotted any seats despite their eligibility. If any candidate who has been
selected in JIPMER wants his/her name to be considered, then the candidate has to deposit
Rs.1,00,000/- (Rs. One Lakh only) as Cautionary Deposit. This Cautionary Deposit will be forfeited if
the candidate is allotted a seat by CENTAC and fails to join within the prescribed date.
Special Note to NRI / NRI Sponsored / OCI Students Category for B.D.S. Course (5 seats)
There are 5 seats available under NRI / NRI Sponsored / OCI Students category for NRI candidates /
wards/ of NRI parents / candidates who are born outside India seeking admission to the first year B.D.S.
degree course offered by Mahatma Gandhi Post Graduate Institute of Dental Sciences, Puducherry.
Candidates willing to apply under NRI / NRI Sponsored /OCI category can submit their application to
CENTAC with the following enclosures:
1. Birth Certificate / Proof of Date of Birth
2. Higher Secondary (10+2) or Equivalent Examination Mark Sheet
3. Transfer Certificate / Migration Certificate issued by the Head of the Institution / University last
studied (whichever is applicable).

4. Conduct Certificate issued by the Head of the Institution last studied.
5. NEET Score sheet
6. Medical Fitness Certificate from a Registered Medical Practitioner not below the rank of a
Government Assistant Surgeon.
7. Nativity Certificate of the candidate.
8. Candidate must also submit self-attested photocopies of the following supporting documents:
a. NRI status certificate of the Financial Sponsor issued by the Embassy of the respective country
under their seal.
b. NRI / NRE Bank Account Pass Book / Account Statement of the Financial Sponsor (First page
of the pass book and transaction for the last three months).
c. Copy of Valid Visa / OCI / PR status and Passport of the Financial Sponsor.
d. Undertaking by the financial sponsor in the form of an affidavit signed by a Notary (Format
given in the website)
The selected candidate should produce the above certificates / documents in original to the Institute
at the time of admission.
All the documents are mandatory for registration of NRI / NRI Sponsored / OCI candidates with
Pondicherry University and for the Institute records.
The selected candidates should pay the prescribed fee within 7 days of selection.
For date of registration, orientation and commencement of classes, the candidate can follow the institute
website notification later.
Under this category, only NRI candidates (or) wards of NRI parents (or) candidates who are born outside
India and currently holding a foreign passport are eligible to apply. Selection of students is done based on
NEET score through CENTAC. If NRI / NRI Sponsored / OCI candidates are not available for
admission or if any seat falls vacant under this category, the same will be filled up from the self-
supporting quota seats strictly on merit basis through CENTAC as per norms and the fee fixed by
the Fee Committee for UG seats may be applied to the self-supporting quota seats.

8. List of 1:10 Candidates
After mop up counselling, if any stray vacancies remain, the list of willing candidates in the ratio of
1:10(i.e., ten times the number of vacancies), in order of merit will be sponsored to the colleges. In
order to sponsor only those candidates who are interested, CENTAC asks specifically for the
willingness of candidates for sponsoring and also may open fresh registration as well, in addition
to the existing candidates.

If a student vacates the hostel during the academic year, rent will be deducted on pro-
rata monthly basis. (Even if the occupancy is in fraction of a month)
If a candidate discontinues the course one day (before 4 PM on the day) before the last
date of counseling of the respective academic year of admission he/she shall have to forego
the caution deposit of Rs.20,000/-(Rupees twenty thousand only) and in case the candidate
leaves the course on or after last date announced by NMC or any other competent
authority or during any other subsequent academic years he / she shall have to pay a sum of
Rs.4,00,000/-(Rupees Four lakhs only) as penalty (separate agreement bond should be
signed by the candidates and parent/guardian along with two sureties for the aforesaid, which
is available with the Institute)
Fees mentioned in parenthesis as ‘Refundable’ shall be refunded after the candidate gets
relieved from the institute, upon satisfactory completion of the course.
Registration Fee, Matriculation Fee, Recognition Fee, University Development Fee, Sports
Fee, Examination Fee and any other fee that may be levied by the University shall be payable,
at the rate as prescribed by the Pondicherry University, within the stipulated time. The above
fee structure is subject to revision.
9.1.2. Fee structure for NRI Candidates (Fees equivalent in INR without bank deduction)
(A) College fees:
1. Admission & other fees - US$1,10,000 (or equivalent in INR on the day of
admission)
2.Caution Deposit (Refundable) - US$15,000*(or equivalent in INR on the day of
admission)
(B)Hostel Fees:

Admission into hostel)
2. Room Rent (per year) - US$1,200 (single**), $650(Double)
3. Utilities Fee (per year) - US$200 (single), $100 (Double)
4. Mess Fees - Prevailing rate
(*the actual deposit amount remitted by the applicant in INR at the time of joining
will be refunded in INR by cheque or NEFT/RTGS after completion of the course)
(** depending upon availability)
Fees (except caution deposit) once paid shall not be refunded. The University fees,
examination fees and other fees levied are to be paid separately. The above fee structure is
subject to revision.
If a student vacates the hostel during the academic year, rent will be deducted on pro-rata
monthly basis.

AGREEMENT BOND FORM FOR CANDIDATES ADMITTED FOR M.B.B.S.
COURSE FOR THE ACADEMIC YEAR 2021-2022
(CENTAC / AIQ /NRI)
This agreement made on this ------------------day of ----------------------------2021between
the Director, IGMC&RI (hereinafter called the Director which expression shall, where the
context so admits include his successor in Office) of the one part and -------------------------

called the candidate) which expression shall, where the context so admits include his/her
heirs, executors, administrators and representatives of the other party.
WHEREAS the candidate has, on his/her application been selected for admission to the
MBBS course in the IGMC&RI (hereinafter referred to as the said College).
AND WHEREAS the candidate has, agreed to complete his/her studies for the said
course, at the said College, subject to the condition hereinafter appearing.
Now THEREFORE, this agreement witnesses and it is hereby agreed as follows:
1. The candidate shall diligently complete his/her study for the said course at the said
College, shall abide by the rules of the said College for the time being in force regulating
the conduct of students at the said College and shall pass all the examinations prescribed
for the said Course by the affiliated University.
2. Upon passing the final MBBS Examination the candidate shall serve as ‘Intern’ for the
prescribed period as laid down by Medical Council Act, 1956 (Central Act 102 of1956).
3. During the period of Internship under clause (2) the candidate shall faithfully, diligently
and with skill and ability perform his/her duties and observe the rules inforce.
4. Candidates who discontinue the course between one day (before 4 PM on the
day)before the last date of counselling are bound by the bond and thereby they shall have
to forego the caution deposit Rs.20,000/- (Rupees twenty thousand only) as penalty for
having breached the contract in the bond and the candidates who discontinue the course on
or after last date announced by NMC or any other competent
authorityandinanydateofthesubsequentyearsshallhavetopayasumofRs.4, 00,000/- (Rupees
Four lakhs only) as penalty.
5. Any other sum falling due from the candidate under this agreement apart from any other
dues including that of the Hostel, as the case may be, shall be recovered from him/her as an
arrear of land revenue.

6. The witness shall bear the stamp duty payable in respect of this agreement if required.
In witness whereof the parties hereto have appended their signature hereunto on the dates
respectively mentioned against the signature.
7. The Institute has got the right to revise any or all the fee structure at any time or
periodically. In such a case the student is expected to comply with the same failing which
they may be barred from attending classes or appearing in examinations including
University examination.

b) If a student discontinues the course on or before the last date of counseling of the year
of admission he/she shall have to pay Rs. 50,000/- and in case the candidate leaves
the institute after 30th September or during any other subsequent academic years, he /
she shall have to pay a sum of Rs.2,00,000/- as penalty (separate agreement bond
should be signed by the candidate and parent/guardian along with two sureties
aforesaid, which is available with the institute).
c) Fee Payable to the University: Registration fee, Matriculation Fee, Recognition Fee,
University Development Fee and Sports Fee shall be payable at the rate as prescribed
by the Pondicherry University.
d) Examination fee shall be payable as prescribed by the University.
e) Hostel Fees and Deposits are as follows:
(1) Room Rent : Rs.25, 000/- p.a
(2) Mess Charge : Rs.48,000/- p.a
(3) Utility Charge : Rs.5,000/- p.a
(4) Caution Deposit : Rs.5,000/- (Refundable)

NOTE: Fees paid will be refunded after deducting 10% of the total fee deposited by
the candidate in case the candidates are transferred to other colleges or
refuses the seat before the closing date of admission.
If a student discontinues and leaves the course, any time after the closing
date of admission, a penalty shall be imposed amounting to the
institution fee per year for the full course thereon (Total fees x 4 years).

NRI: admission fee can be paid as one time or in four equal installments in four
academic years. The tuition fee should be paid as one time during each year. If a
student discontinues the course at any time after the last date of admission
prescribed by the dental council of India / Hon’ble court, the fees once paid shall

not be refunded in any case and they will get their certificates back only after
paying the tuition fees for the remaining part of the course.
If there are no NRI / NRI Sponsored / OCI candidate available/applied, NRI seats
will be filled by Management Quota seats. As far as the management fee is
concerned, it will be as per the fee fixed by the Fee Committee framed by the
Government of Puducherry.
Fees payable to the University: Registration fee, Matriculation fee, Recognition fee
and Sports Fee shall be paid as prescribed by the Pondicherry University.
Examination fee: University/College Examination fee shall be paid as prescribed by the
University/College.
Hostel fees and Deposits: Separate hostel for boys and girls are available. Regarding Hostel
Accommodation “Admission to hostels shall be permissible if rooms are available”.

For each extended year of study, the fee applicable to that year of study needs to be paid.

In addition to the total fee, an amount of Rs.540(or)Rs.890 towards recognition fee, matriculation fee,
sports fee, registration fee and University Development fund as specified by the Pondicherry University
may be paid as one-time fee by all the candidates. Further, examination fee as specified by the
Pondicherry University may be paid at the time of every annual examination.
The total fee is to be paid as a single instalment for each year of the course. If under any circumstances,
the student happens to continue studies at RIVER exceeding the prescribed course duration of 5 ½
years, he/she shall pay the total fee applicable to that year of study till he/she completes the course
(subject to a maximum of 9 years from the Date of Registration).
