The pandemic has been a rude awakening. It felled the developed and developingcountries alike. The experience should convince us that GDP and growth alone arenot the only indicators of a well-designed society. It has underlined the role ofinstitutions and collective action in the design of a just and sustainable society.These are, and will be, the essence of public policy in the next few decades.

India needs her youth to be armed with the expertise required to suitably designand implement the rules and institutions that will shape India’s local, national,regional and global engagements in the transforming world order – knowledge-based and digital. Our young minds must actively participate in this rebuildingexercise since today’s youth will inherit the future society they build.

ISPP was conceived as the first Indian school of public policy focused on the designand management of institutions and rules that govern society. It has been set-upby an eminent council of senior academicians, policy experts, administrators andphilanthropists, with a vision to develop a new class of policy leaders for India andthe region. The School is the institutional successor to several years of public policyprogrammes that our founding council has conceptualised and run in variousforms, in colleges and universities across the country.

As ISPP embarks on a new year, it affords tremendous scope and possibilities to itsvarious stakeholders. Our aim is to build a flourishing training and researchplatform, and a vibrant community for talented and ambitious scholars, facultyand practitioners.

Indian School of Public Policy, the first design-thinking focused school of public policy, develops policyprofessionals with the knowledge, skills, wisdom and ethics to craft local solutions to India’s enduring policy andgovernance challenges. Its training is centred on the design and management of institutions and rules thatgovern society.

The 21st century's challenges are going to be at the intersectionality of Samaj, Sarkar and Bazaar (society, stateand markets). Eminent academicians, policymakers and philanthropists have together reimagined the publicpolicy pedagogy, research and practice for a new class of policy leaders. With world-class faculty, extensiveindustry linkages and an innovative approach towards design and management of policy, ISPP aims totransform the art and the science of policymaking.

ISPP’s curricular mission is captured by the acronym SPELL – Skills, Political Economy, Ethics, Leadership andLifelong Learning. Skills of design thinking, persuasive communication to Python and R programming; thephilosophical, social, economic and political framework of analysis; ethics as professional ethics as well as theunderstanding that policy choices are ethical choices; self leadership and growth mindset; and the capacity toadapt, learn and flourish.

The Indian School of Public Policy has mastered this art by teaching science ofpolicy design through critical and design thinking approach. Over last threeyears, ISPP has evolved into India’s leading public policy school. At ISPP, we offera blend of educational excellence and real-world experience and for this werely on our unique way of learning, which marries excellence with impact. Ourscholars learn through praxis, a process that evolves through the learners’ ownpractices, experiments, contradictions and failures. The ISPP way of learningenables scholars to see such patterns, including their implications and results,in decision settings much faster than before. The first three batches have exhibited their merit in various ways and it isencouraging to see that with each batch, the quality of learning is increasing. Policy Labs: Making learningengaging and enduring

Writing andCommunication Lab

The WCL holds one-on-one tutoring/feedback sessions every week.These are 20 minute sessions in which scholars are given feedbackon their assignments and are individually tutored to improve theirwritten work. Scholars are encouraged to discuss all stages of thewriting process: brainstorming ideas, structuring and developing anargument and finally presenting it in a coherent manner. Thesesessions are crucial to the academic development of scholars whoare required to regularly attend them.

At ISPP we provide language support to our scholars through language workshops.These workshops are conducted throughout the year and serve as an academicbridge programme to help scholars improve their writing and communication skills.

Engaging public policy stakeholders requires a sound understanding of the policy landscape, skills toconduct research, write scientifically, and the ability to repurpose scientific writing into communicationformats that suit stakeholders. The Writing and Communication Lab at ISPP offers apprentice-style training todevelop scholars verbal, non-verbal and writing skills to effectively communicate in development, corporate,and academic settings. The Lab also works closely with the Careers team to support students’ careerdevelopment needs.

The Antarang Leadership Lab (ALL) is an experiential lab.Antarang means ‘intimate’ and the lab is meant to create acomfortable space where scholars can have conversationsamongst friends on issues that are relevant to their personaldevelopment as leaders. ALL gives our scholars hands-on,practical experience to build their leadership skills to help themboth at ISPP and when they start working. ALL aims to make ourscholars more aware of themselves and their surroundings.

ALL workshops kick off with a session on understanding yourself andidentifying areas of your personality that need to be challenged. Subsequentsessions cover topics like first impressions and feedback; networking andbuilding relationships; handling cross cultural situations; working in groups;making effective presentations; exploring what success means to you; andbuilding resilience. We end with a 3-day leadership retreat in the hills. Theseworkshops are led by professional trainers.

ALLSquads

As part of the Antarang Leadership Lab, the class isdivided into squads of around 6 scholars each. Thesquads are informal spaces where scholars canexplore a range of academic and non-academicideas. Each squad has a Squad Facilitator from themanagement team. Squads meet frequently duringthe year to help scholars build close relationshipswith other members of their squad.

Each scholar is assigned amentor, who is a soundingboard for their personal andcareer development duringthe year. These mentors aresenior professionals from thegovernment, corporate andnon-profit sectors.

Public policy governs every action one takes as well as the outcomes of these actions. The Policy Praxis Lab willtrain one to understand why and how to make public policy work for the public. The lab explores a range ofpolicy-related questions: How should markets be organised? What is health policy? How does public policyhandle the diverse interests of people? How do we find out these diverse interests? How do we make peopleagree on a common set of choices, allowing them to choose differently from the same set? Through a series ofpolicy exercises characterised by curiosity and empathy, through thought experiments as well as real lifeexperiences of successful and unsuccessful policy interventions, scholars will be trained to master the scienceand art of ethical policy objectives.

Policy Praxis Lab

Policy ParallaxPolicy Parallax is a monthly discussion group thatbrings unconventional, out-of-the-box, quirkyperspectives and analytical frameworks to bear onsome of the most wicked public policy problems. Thepurpose is to expand the universe of possiblealternatives and extend one's range of curiosity bybringing radically different view points to thediscussion. Discussion topics include the desirabilityand consequences of economic growth versusdistribution; the battle between capital and talent andits relationship with income inequality; how shouldone think about technological solutions that actuallysolve serious problems and what role policy plays infurthering or hindering innovations; voting paradoxesand why politics is more broken than economics; thechallenges of democracy and how random selectioncould provide a possible remedy.

Support at ISPP

In an effort to provide an optimal learning experience for all thescholars at ISPP, we have tied up with YourDost, an onlinecounselling and emotional support platform designed to fostermental wellness. YourDost provides online, in-person counsellingand mental wellbeing workshops for the entire community at ISPP.

The in-person counselling has helped with issues of relationships;stress and fatigue; career; academics and self-improvement.Past group sessions have dealt with anxiety management,emotional wellness, managing placement stress during COVID-19,and coping with the challenges of online learning.

UChicago PartnershipISPP equips policy professionals with the intellectual capital toeffectively address the governance challenges of our times andthe future. The Harris School of Public Policy, University of Chicago, has entered a unique collaboration with Indian School of PublicPolicy to support this endeavour.

The aim of the Harris and ISPP partnership is to establish thoughtleadership and explore synergies for further collaborations. Thiswill push forward the study of public policy and research, and aidin solving India’s developmental challenges.

Harris School of Public Policy, along with ISPP, offers ISPP scholars an opportunity to earn a certificate ofcompletion in Public Policy and International Development. The certificate consists of a series of workshops andlectures, organised by Harris, to be held at ISPP and conducted by faculty, practitioners and other expertsassociated with the University of Chicago.

The lecture series hosted highly esteemed professors and alumni of the University of Chicago. MichaelGreenstone, Director of the Becker Friedman Institute at UChicago; John Mark Hansen, the Charles L. Hutchinsondistinguished service Professor in the Department of Political Science; Marvin Zonis, Professor Emeritus ofBusiness Administration at the University of Chicago Booth School of Business to name a few who addressedISPP scholars.

Anubhav is the flagship lecture series bythe Harris School of Public Policy, Universityof Chicago, that recently inducted its fifthbatch of participants. From its fourth year,the lecture series has been conducted incollaboration with ISPP and aims to providean opportunity to young professionals inthe social impact and development sectorto continue their process of learning andgrowth.

For the past four years, the AnubhavLecture Series was held in-person at theUChicago Centre in Delhi to a tremendousresponse from the community.

The lecture series transcends thelimitations of geography and hastransitioned to the virtual domain in its fifthbatch extending its space to a communityof students and young professionals, notjust across India but across the SouthAsian region.

Assuch, our scholars not only undergo a comprehensiveacademic program in Public Policy, but they are alsorigorously trained in management, communication andleadership skills. Understanding that an importantcomponent of being ‘industry-ready’ is being ‘interview-ready’, ISPP hosts a comprehensive set of resume buildingand interview training sessions.

ISPP has a dedicated Careers team working with eachscholar to explore prospective career pathways andtowards enabling career opportunities of the scholar’schoice. We have also created platforms to engage withprominent public policy firms, through which ISPP scholarscan interact, and network, with policy professionals.

The senate is the scholar governance body at ISPP. The role of the senate is to support the scholar body byrepresenting their concerns and by being an agent to facilitate discussions with the ISPP leadership. EligibilityISPP is looking for a diverse, intellectuallycurious and socially conscious scholar body,open to a wide variety of career optionsrelated to public policy be it in government,corporates or civil society organisations.

The programme is open for Indian Nationalsonly. We welcome college graduates fromIndia or abroad, with or without prior publicpolicy experience or education. However, weprefer graduates who have had prior workexperience in any field.

While no prior public policy experience oreducation is expected from applicants, basicnumerical literacy and fluency in English willhelp them to make the most out of theiracademic experience at ISPP.

To apply, applicants must complete thecomprehensive ISPP admissions form andsubmit supporting documentation as required.

Application ProcessApplicants must log onto www.ispp.org.in and submit their application online. We strongly prefer applicants withwork experience, however, exceptional applications with no work experience will also be considered. The formrequires details of the applicant's academic credentials, information about prior work experience, extra-curricular and professional projects, as well as a statement of purpose.

Once the applicant is shortlisted, they will have a choice to take either a data proficiency test or a logicalaptitude test. Upon successfully clearing the test the candidate will be invited to participate in a groupdiscussion and personal interview round.

Application: Register on admissions.ispp.org.in and fill the application form which includesyour credentials along with a statement of purpose (explaining why you want to attend aprogramme in public policy and why you want to pursue this programme at ISPP).

Quantitative / Logical Aptitude Test; You can choose to attempt any one of the twomandatory tests. Both the quantitative skills and logical aptitude test will consist of 15questions worth 2 points each to be completed within 30 minutes.

Group Discussion (GD) & Personal Interview (PI): Those who clear the Test round will beinvited to participate in the group discussion and personal interview.

Offer: Successful applicants will receive acceptance letters. Successful financial aidapplicants will receive financial aid offers.

Candidate self-reports his/herfinancial situation by filling thefinancial aid form on theapplication portal.

The admissions team may seekadditional information, if required, afterwhich the financial aid committeedecides on whether to award financialaid to the candidate and the appropriateamount.
