The DoT, which faced the ire of the SC for putting on hold recovery of dues from telecom firms, started issuing cir- cle or zone-wise demand notices to firms, an order said. The order issued on Friday by the UP (West) Telecom Circle asked “all telecom service prov- iders” to clear dues by 11.59 pm Friday. “With reference to subject cited above, you are hereby directed to make the pay- ment of outstanding dues of licence fee and spec- trum usage charges by 14.02.2020, 11.59 pm posi- tively,” it said. One of the telecom oper- ators, who did not wish to be named, confirmed the receipt of the said order from the circle. While in all, 15 entities owe the government `1.47 lakh cr- ore — `92,642 crore in un- paid licence fee and another `55,054 crore in outstanding spectrum usage charges — it is not immediately clear just how much of that was sought by the governm- ent by midnight. The order issued the cir- cle-based Controller of Communication Acco- unts came after the tele- com department earlier on Friday withdrew its order that asked for no coercive action against telecos defaulting on statutory dues payment. The circular was with- drawn by the telecom department immediately after the SC took a strong view of non-compliance in payment of dues by telecom companies. The DoT order issued to its field offices subsequently had asked for “immediate necessary action” in com- pliance with the October judgment of the SC. Mr Larry Kudlow, eco- nomic adviser to Mr Trump, said that talks are going on between India and the US on a trade deal that could be inked during the visit of the president. He made the statement while responding to a question about the progress on a trade deal ahead of the pres- idential visit. On Tuesday, Mr Trump said he was looking for- ward to his first visit to India this month and sig- nalled his willingness to sign a trade agreement with New Delhi “if we can make the right deal”. Mr Trump will pay a state visit to India on February 24 and 25 at the invitation of Prime Minister Narendra Modi. Responding to anoth- er question on the increase in export of energy to India, Kudlow said there is a much greater potential. “Could be, hope so. Let’s remove all the barriers. They (Indians) need ener- gy. We have the energy. “When we had our bilater- al meetings with the Prime Minister Modi, I said, you give me a number (to export energy from the US to India) and I’ll meet it,” Kudlow said. In his State of the Union address last week, US President Trump said: “The US has become the number one producer of oil and natural gas any- where in the world, by far”. In the last few years, America's export of energy to India increased from zero to $8 billion last year and this year it is expected to increase to $10 billion. “Our energy trade tou- ched close to $8 billion last year. Six years after R.Govardhan Reddy, the con-stable of the CentralReserve Police Force(CRPF), fromMahabubnagar district,was killed in an IED blastat Chhattisgarh inDecember 2014, his familymembers are still awaitingfor the full compensationfrom the Telangana gov-ernment.

This includes `5 lakhcash to be given by thestate, in accordance with aCentral guideline, to fami-ly of any soldier (irrespec-tive of rank) serving inany Central force who arekilled in action in the stateor outside.

R. Govardhan Reddy, sec-ond among three childrenof R Karuna Reddy and RLalithamma, hailing fromthe Sanginenipally villageof Koilkonda mandal ofMahabubnagar district,joined the CRPF as a con-stable on February 28,2011. After training, hewas posted and served inDelhi, Punjab, Kerala,Nagpur and Chhattisgarh.

On the ill-fated day ofDecember 13, 2014, when26-year-old Govardhan,along with his unit, wasconducting a road saniti-zation and search opera-tion at Rajpeta, Maoistsattacked them. TheMaoists, who were alreadywaiting the CRPF troops,blasted an IED and fol-lowed it with indiscrimi-

nate firing. When thetroops retaliated, theMaoists fled from the area.

Constable Govardhan,who was chasing theMaoists, unfortunately,stepped on a pressure IED.The blast resulted in lossof his left leg under theknee and ankle of theright leg. Despite bestmedical efforts, he suc-cumbed in hospital.

Lalithamma, the mar-tyr’s mother, said, “My sonused to call me every dayduring noon hours. Hewas very brave. He onlywanted to join armedforces from his childhood.Discontinuing his gradua-tion, my son joined theforces and laid down hislife for the country.”

Speaking to Deccan

Chronicle, Karna Reddy,father of martyrGovardhan, said that afterthe incident, the familyreceived ex-gratia fromthe Union governmentand a job for DayakarReddy, his younger son,also in CRPF, on compas-sionate grounds. He is nowposted in Pune. But nocash compensation hasbeen given to us from thestate government.

“We received a piece ofland from the state govern-ment but we deserve bet-ter compensation after los-ing our son. Weapproached local MLAs,leaders and some officialsearlier, but our requestwas never considered,”said Karna Reddy.

When contacted, a senior

district administrationofficial claimed, “ourrecords show that familyof martyr R GovardhanReddy was given 200 sqyards of land inMahabubnagar town. Wecan give more but theyhave to fill in an applica-tion form and submit. Wewould definitely examineit and do the needful.”

Incidentally, this is notthe first instance when thefamily of a war hero or amartyr is neglected andignored by the govern-ment after a while. ing inexpensive holidaypackages. After collectingmoney from them, theaccused disappeared.

Cyberabad police com-missioner V.C. Sajjanarsaid that Kubender, anative of Tanuku inWest Godavari, workedas a welder in Singaporeand Africa for sevenyears and returned toIndia in 2014. He startedan air ticketing businessin 2016 and was takinghelp from Basheer whowas procuring fake visastickers, Kuwaiti rev-enue stamps, and notarystickers from Sri Lanka.

Balu Prasad, a travelagent from Kumbako-nam, used to supply rub-ber stamps. Local agentsAugustin, Mohan Rao,Rama Krishna, Sunitha,and Ruthamma used toprocure passports ofwomen who wanted towork abroad.

“The women were givena visit visa to Dubai.From there, they go toKuwait without clear-ance from the Protectorof Emigrants. At Kuwait,four people were in placeto provide employment tothe women and give acommission of `10,000 to`20,000 to Kubender,” MrSajjanar said.

The SOT officialsseized `2 lakh cash, 13visa papers, 25 stamps,and stamp pads, printerand 16 passports fromthe accused, and theywere handed over to theRGI Airport police.

The Telangana Charitableand Hindu ReligiousInstitutions and Endow-ments Amendment Act2007 has turned out to be acurse for Sri Sitarama-chandra Swamy Templein Bhadrachalam.

Under the Act, LordRama owes `14.28 crore tothe state government. Thedebt has become a burdento the temple, whose rev-enues are not impressivebecause of various rea-sons, including cancella-tion of trips to Papi Hillsafter a boat capsized inSeptember last year.

According to provisionsof 2007 Act, each temple or

Hindu religious institu-tion in the state must con-tribute certain sums toEndowments Departmentevery year towardsEndowment Adminis-tration Fund (EAF), AuditFee (AF), Common GoodFund (CGF) and ArchakasWelfare Fund (AWF).

Every temple whoseannual income exceeds`50,000 should pay 12 per-cent of its income towardsEAF under 65 (1) of theTSCHRIE (Amendment)

Act 2007. The Bhadra-chalam temple has to pay`8.24 crore under this sec-tion. It has to pay another1.5 per cent totalling to`2.08 crore towards AFunder section 65 (4) of theAct. In addition, `2.8 croreis due to the governmentunder AWF as per section161 (1) of the Act. AWF ischarged at the rate of 3per cent on temples whoseannual income exceeds`20 lakh. Under CGF, thedues are `1.17 crore. Thisis to be paid by each tem-ple with annual incomemore than `50,000 at therate 5 per cent CGF. In all,Bhadrachalam has to pay21.5 per cent of its incomeunder the four heads.Payment of around `5.30

crore under these fourheads has been pendingfrom 2007-14 period. Thetemple had spent `80 lakhon Mukkoti and allocatedanother `80 lakh forSriramanavami festival.

Though the templeauthorities budget for `50crore every year, Bhadra-chalam temple gets rev-enue of only `22 crore.

Authorities are thusfinding it difficult to paysalaries even to itsemployees, leave aloneincurring other expendi-tures. The temple admin-istration has written a let-ter to the governmentseeking waiver of dues bythe Bhadrachalam templekeeping in view its poorfinancial condition.

The Telangana-AP JointAction Committee againstCAA-NPR-NRC is trying toorganise a protest for last20 days but the police hasdenied them permissionthrice. The JAC is nowplanning an agitation onFebruary 16 but it has ithas not yet received per-mission. JAC convenerMushtaq Malik said thatthe police authorities wereinformed on Saturdayevening. authorities to consider onour petition as per the law.Now the police authoritiesare saying that it receivedpetitions from other

Justice P. Chenna KesavaReddi, former Chief Justice ofthe erstwhile AP and GauhatiHigh Courts. passed away athis residence in Banjara Hillson Friday. He was 96.

Justice P. C. Reddi was bornin Thatimakulapalli ofKamalapuram taluk in Kadapadistrict on November 3, 1924.After his initial educationthrough a contracted Englishteacher in his village, he wentto Pulivendula High School.He completed his BA fromArts College, Anantapur, andobtained

his law degree from MadrasUniversity. He was president ofthe Law College AndhraStudents Association.

He enrolled as a lawyer in theMadras High Court in 1952 andmoved to Guntur when theHigh Court was set up there in1953. In 1956, he moved toHyderabad when the HighCourt of undivided AP wasestablished. He was elevated asa Judge of the AP High Courtin 1972 at 47 years of age. Hews Chief Justice of the APHigh Court in 1984 and 1985. InSeptember 1985, he was trans-ferred as Chief Justice of theGauhati High Court fromwhere he retired in November1986.

The High Court onFriday asked the stategovernment to be asaggressive as possiblein combating the spreadof the novel coron-avirus (COVID-19) thatis causing havoc inChina, and said that itshould not allow thevirus to have opportuni-ty for local transmis-sion.

A division bench com-prising Chief JusticeRaghavendra SinghChauhan and Justice A.Abhishek Reddy direct-ed Chief SecretarySomesh Kumar to file adetailed report on thesteps taken by the gov-ernment to curtail thefurther spread of swineflu, dengue fever, malar-ia and the novel coron-avirus, by February 26.

The bench was adjudi-cating on two publicinterest litigations(PILs) relating to the

inaction of the authori-ties in controlling theemerging epidemic dis-eases like dengue, swineflu, malaria and viralfevers, which werewidespread during themonsoon. JusticeChauhan askedAdvocate-General B.S.Prasad how well thestate government wasprepared to tackle thethreat from the coron-avirus.

He pointed out thatthree persons had testedpositive for the newvirus in India,

“This menace hascome from China and isspreading very fast. Thegovernment should takefirm steps to stop itfrom further spreading.Even though the coron-avirus issue is not thesubject of the PILs, thiscourt wants to knowfrom the state what itspreparedness is to tack-le this new virus,”Justice Chauhan said.

The Chief Justicesaid, “Any personreturning from south-east Asia or from Chinais being subjected tostrict screening at theairport and is directedto get clearance fromthe doctors. What aboutthe large number ofpeople who have alreadycome from there andChina and are travellingin Telangana by busesand trains? How arethese people subjectedto foolproof screening.”

Advocate General B.S.Prasad informed thebench that there was nocase of dengue fever in

the state since the lastone month and 44 swineflu cases had beenrecorded.

Explaining about thehandling of people com-ing in from coronavirus-affected zones, MrPrasad said that in mostgovernment hospitalsisolation wards hadbeen set up to screen thetravellers. All medicalofficers had been direct-ed to adhere to theinstructions given tothem to tackle cases, hesaid.

Mr Kovvuturi PavanKumar, counsel repre-senting petitioner DrKaruna, alleged thatChief Secretary SomeshKumar after takingoffice had not constitut-ed swine flu technicalcommittees. Counselsaid reports had notbeen filed before thecourt.

The counsel urged thecourt to direct the stategovernment to take nec-essary steps to tackleswine flu.

The Hyderabad traffic police hasbooked 3,221 autorickshaw driversfor a variety of rule violationsduring a two-day drive. The drivewas conducted between 7.30 amand 9.30 am and from 3 pm and 5 pm.

Seven autorickshaw driverswere found under the influence ofalcohol, 179 were found carryingmore school children than allowedand 10 did not have a valid licence.Another 100 drivers did not havevalid documents.

vehicles without fitness certifi-cates, the licence of drivers, con-ducting breathalyzer test againstthe drunk drivers, overloadingand other violations.”

Mr Kumar said, “We also heldmeetings with the school manage-ments and drivers autorickshawsto sensitise them about the conse-quence of violating traffic rules.”

The traffic police requested par-ents not to send their children invehicles that are carrying morethan the seating capacity as itcould endanger the lives ofchildren.

Drivers and conductorsworking in depots acrossthe state are being“harassed” by their respec-tive higher authorities bysetting up very high targets,an employees leaderalleged. Earnings, occupan-cy ratios and mileage arethe areas where targetshave been reportedly set.

“Most of the targetsdepend on factors that arenot in our hands. However,the employees have to takethe blame if these unrealis-tic targets are not met,” saidan employee on the condi-tion of anonymity.

Recently, a conductor inMusheerabad depot wasallegedly not marked atten-dance nor assigned duty thenext day as his ticket saleswere `3,500 against the tar-get of `4,500. Employees saythat similar instancesoccurred have in severaldepots.

Drivers are beingpenalised for not reachingthe higher level of fuel sav-ings in terms of kilometresper litre. It was alleged thatincrements were beingwithheld and staff was notbeing given leave even in anemergency.

Mr K. Raji Reddy, generalsecretary, TSRTCEmployees Union, said,“None of the higher author-ities are bothering about

the word that ChiefMinister K. ChandrasekharRao had given to theemployees. They are treat-ing employees without anyrespect. The employees arebeing harassed citingadministrative grounds.Eleven employees includingdrivers and conductors havebeen transferred withoutany valid reason.”

When contacted, an RTCofficial said that they hadset up employees’ welfareboards. If there were anysuch issues, employees cancomplain to the boards andaction would be taken.

Mercury drops30 below normal T.S.S. SSIDDHARTH II DDCHYDERABAD, FEB. 14

The city witnessed a drop in the minimumtemperature on Friday. The IndianMeteorological Department (IMD) said theminimum dropped to 15º Celsius, which is3ºC lower than the normal for this time ofthe month. The lowest temperature record-ed last year in February was on the 10thwhen the mercury went down to 15.2ºC.

According to the Telangana StateDevelopment Planning Society (TSDPS)some places in the city registered recordedlower temperatures including Moula Ali(12º C), Qutbullahpur (13ºC) and Bolaram(14.9 ºC). These readings were recorded inthe 24-hour period from 8.30 am onThursday.

“There is an anti-cyclonic circulation thatformed over parts of Madhya Pradesh. Thiscirculation has begun pushing the coldnorthern winds towards Telangana state.Under its influence there is a dip in theminimum temperature,” said Mr MaheshPalawat, chief meteorologist, Skymet.

He added that this phenomenon wouldonly for three days. “We predict that thecirculation would dissipate in the next 72hours, after which the heat will be backon,” he said. The fall in the temperaturewas due to the lack of clouds. “Wheneverthere are clouds, they traps the heat andkeep the nights warm. Since there are no orvery less clouds the sun’s radiation thatcomes in during the day is reflected back inthe form of long-wave radiation,” said MrPalawat.

Following the death of thestudent Mahesh, SR Nagarpolice have registered a caseand are investigating. Theboy’s father Nageswar Raosaid Mahesh repeatedly com-plained that his teacher wassubjecting him to corporalpunishment. He regretted thatthe teacher never tried to con-tact him over the issue. “Theteacher harassed my son forsilly reasons,” he stated, hold-ing the school managementresponsible for his son’s death.

Balala Hakkula Sangampresident Achyuta Rao said,“We have asked the Hyderabadpolice commissioner and D. I.G. Women and Child Safetywing to initiate criminal pro-ceedings against the teacherand school management. According to DCP RavinderReddy, the retired soldier,Baddam Thirumal Reddy, hadpurchased double barrel gunwith 20 rounds from Jammuand Kashmir after his retire-ment. He opened two roundsfrom the gun during the dis-pute.

Mr Ravinder Reddy said thatMr Thirumal Reddy had previ-ously opened fire in the airduring the local New Year cele-brations and also after his wifehas won as deputy sarpanch inthe village.

He has so far opened 14rounds of fire in the air tilldate, the deputy commissionerof police said. There were nocasualties.

Upon receiving informationabout his latest firing incident,police arrived in village earlyon Friday and took MrThirumal Reddy into custodyand shifted him to thePeddapalli police station.

Assistant commissioner ofpolice (ACP) Habib Khan saidthat Thirumal Reddy wasjoined Army service as Naikin 2002 and retired last year.Police seized the gun and theammunition and registered acase under the Arms Act.Forensic teams reachedShayampet on Friday and col-lected shells and empty car-tridges for analysis.

Income-tax sleuths areunderstood to havedetected unaccountedtransactions worthover `200 crore at JBInfra projects and itssister concern SVProjects in Hyderabadon Friday.

An 18-year-old realestate firm, JB Infrahas developed a widerange of real estateventures in andaround Ibrahimpat-nam and Adibatla onthe outskirts ofHyderabad.

Sources in theincome-tax depart-ment told DeccanChronicle that a sur-vey was conducted atJB Infra and SVProjects which led thesleuths to a large num-ber of incriminatingdocuments.

The sleuths areunderstood to havestumbled upon con-crete evidence suggest-ing huge cash pay-ments made for majorland deals and unac-counted transactions.Huge cash receiptsand duplicate (secondset) of books ofaccounts was alsofound. The total unac-counted transactions

of more than `200crore was detected andinvestigation is under-way, sources saidadding that the surveywas conducted by theHyderabad investiga-tion directorate ofincome-tax.

The wife of an ArmyColonel was cheated by afraudster who befriendingher by pretending to be aLondon-based business-man.

According to the cybercrime police, the victimSwapna (name changed)received a friend request onsocial media from anaccount named Kim, busi-nessman from London. Sheaccepted the request andstarted a conversation.

After a month, the fraud-ster informed her that hewas coming to the city tomeet her. Two days later,she received a call fromKim stating that he hadlanded in Delhi airport.

Later he claimed that hewas abducted by some per-sons who were demandinga ransom. A man pretend-ing to be the abductorspoke to her and demanded`1.5 lakh ransom to release‘Kim’. Swapna transferredthe money to the bankaccount given by the fraud-ster.

The fraudster againapproached her, and beganblackmailing her. He toldher that Kim’s phone had apicture of her and her fam-ily members and he threat-ened to morph the picturesand spread them on socialmedia if she did not givehim `10 lakh.Realising thatshe was cheated, Swapnainformed her husband whois deployed in Kashmir. TheColonel rushed to the cityand approached the cybercrime police. The policebooked a cheating case andinvestigation is underway.
