The Idaho Highway 75 Spur, also known as Sun Valley Road, connects ID-75 in Ketchum and Trail Creek Road in Sun Valley (milepost 0.0 - 3.6).

ID-75 Spur Abandonment For more than a decade, discussions have intermittently occurred regarding ITD’s

potential abandonment of the ID-75 Spur to local jurisdictions.

The ID-75 Spur does not have continuity with the rest of the State Highway System and because it is a spur of ID-75, resources are first allocated to ID-75 before the ID-75 Spur.

Abandoning the highway would allow for local jurisdictions to have more control over improvements, design and maintenance activities.

In early 2019 discussions between ITD and the City of Sun Valley resumed regarding an adjustment of the State Highway System through abandonment of the ID-75 Spur.

Idaho Statute dictates that a transfer of the State Highway System must be done on a county level and allow for the public to comment on the proposed action when the population of a city is less than 5,000. (Title 40-607 & 40-203B)

As a result of this finding, Blaine County and the City of Ketchum have agreed to partner with the City of Sun Valley on this effort.

Subsequently, in March 2020, Blaine County submitted an application to ITD requesting an adjustment of the State Highway System.

The application requests that ITD abandon the ID-75 Spur and relinquish control to Blaine County.

ITD follows a department procedure regarding any adjustment of the State Highway System.

Through that process, an agreement was drafted between ITD and Blaine County that outlines specifics regarding the transfer of ownership (maintenance, responsibilities, timing and monetary compensation).

ID-75 Spur AbandonmentBefore any agreement is signed, ITD must secure funding and address the remaining items as follows:

• Complete the current public hearing process and evaluation.

• Obtain a resolution from Blaine County that declares their intention to accept the highway.

• Complete review by the ITD Board Add & Delete Sub-committee of the draft agreement and final documents followed by a recommendation to the ITD Board.

• Obtain approval from the ITD Board regarding the proposed State Highway System adjustment.

If the draft agreement is approved and signed by all parties, Blaine County will assume initial ownership and maintenance of the ID-75 Spur on the date the agreement is signed by the ITD Board.

Blaine County is currently working with Ketchum and Sun Valley, and each city is engaged with the county on how to best manage the roadway moving forward.

If the proposed action for ITD to abandon the ID-75 Spur is approved, the highway will remain a public road and considerations have been made to ensure a smooth transition of the roadway.
