HSEQ NEWSLETTER PV DRILLING’s
Dear all of employees of the entire PV Drilling Corporation.
In the first quarter of the year, the Corporation secured a two-well contract including several optional wells for the jack-up rig PV DRILLING I with Cuu Long Joint Operating Company (“CLJOC”) for their drilling campaign at the Block 15-1 offshore Vietnam, starting from April 2021. In addition, after successfully implementing the drilling campaign to help welcome the first commercial oil flow in Cambodia, the rig PV DRILLING III was successfully negotiated by the Corporation to perform drilling and workover operations for Vietsovpetro since early April 2021 with estimated duration of 70 days. Previously, the Corporation also secured a contract for PV DRILLING III with Japan - Vietnam Petroleum Company (JVPC) to drill one well and workover 2 wells. The contract is expected to commence in June 2021. Currently, the rigs PV DRILLING II and PV DRILLING VI are performing the drilling campaigns for Vietsovpetro and ENI in Vietnam. Thus, all of four jack-up rigs of the Corporation are in operation now.
In the first 3 months of 2021, the Corporation's HSEQ performance was very positive. The goal of maintaining safe operations without any Lost Time Incident (Zero-LTI) has been achieved in all business operations of the Corporation comprising offshore drilling and well technical services and other onshore services. Especially, on March 10, 2021, the rig PV DRILLING I achieved 14 consecutive years of safe operation since the day it was put into operation. Also, on February 28, 2021, another jack-up rig, PV DRILLING VI achieved its milestone of 6 consecutive years of LTI free operation. These proud achievements are the result of relentless efforts and effective cooperation among management team and frontline workers of these jack-up rigs and on shore support team on adopting PV Drilling's core values: People, Integrity, and Professionalism on daily basis. On this occasion, on behalf of the Board of Management of the Corporation, I would like to congratulate the team members of PV DRILLING I and PV DRILLING VI on these excellent achievements.
During 2021, PV Drilling's HSEQ action program shall not only aim to maintain the LTI-free operations but also set the target which all business operations are accomplished without a Recordable Incident (RI) nor an Environment Incident. In order to achieve these highly challenging goals as well as to meet the expectations of the commitment to sustainable development, besides successfully accomplishing the assigned tasks, each employee from each department have to make more efforts in building and maintaining the typical safety culture of PV Drilling supported by three values: Proactive - Vigilant - Dedicated towards the goal that all employees at PV Drilling are aware of their responsibilities and accountability in ensuring safety on daily activities.
Through the mass media, we have learned that in recent days, several fires had occurred in Ho Chi Minh City and Hanoi City that took lives of many people. The root and underlying causes of the fires and casualties are being under investigation by the authorities. However, many studies normally show that one of the main causes of death in fires is from smoke inhalation injuries. In this newsletter, we will learn about the potential hazards and control measures to prevent or reduce smoke inhalation in case of fire. Hopefully, this useful information will provide readers with the necessary awareness of safety for themselves and those around them in the event of a fire in the workplace or at home.

PV DRILLING I:
PV DRILLING I is the first Jack-up Rig owned by PV Drilling, of-fically put in to operation on 10th March 2007.
As of midnight 9th March 2021, the Jack-up rig PV DRILLING I once again got a big milestone of 14 consecutive years of safe ope-ration without Lost Time Incident (Zero LTI) recognized by the In-ternational Association of Drilling Contractors – IADC.
This fantastic achievement is parti-cularly significant in the context of COVID-19 pandemic outbreaking on over the world. During the time working overseas, the rig encoun-tered many difficulties in arran-ging crewchange, many employees had to stay continuously onboard for weeks due to no replacement, causing a lot of mental pressures …, however those things could not stop the enthusiasm, passion and bravery of the Fire-Seekers with
PV Drilling brand name. This achievement is the result of the consensus, solidarity, coopera-tion, mutual support and the spi-rit of dedication to the PV Dril-ling’s identity of all PV DRIL-LING I’s crews in particular as well as the strong supports from the Board of Directors of PVD Drilling Divison and PV Drilling Corporation in general. This world-class achievement is a clear testament to PV Drilling's commitment to maintaining and enhancing the safety culture of the Corporation.
Previously, on 28th February 2021, PV DRILLING VI also successfully got 6 consecutive years of safe operation without Lost Time Incident (Zero LTI). The safety performance and high working efficiency of PV DRIL-LING I in particular and other PV Drilling’s Jack-up rigs in ge-

was anchored in Vung Tau. At the end of the
inspection, the team highly appreciated the
HSE Management System and believed that
the upcoming drilling campaign would be a
success.
MAINTAINING THE EFFECTIVENESS
OF HSEQ MANAGEMENT SYSTEM
In the first quarter of 2021, the Corporation and
its subsidiaries held Management Review
meetings to make an overall assessment about
the effectiveness of the HSEQ Management
System, review issues to be addressed and de-
vise appropriate methods for improvement.
Specifically, the Management Review meet-
ings were organized at subsidiaries as below:
On January 11, 2021, PVD Logging held a
Management Review meeting with the full par-
ticipation of the Board of Directors and manag-
ers, the meeting conducted a review of HSEQ
performance in 2020 and proposed HSEQ plan
for 2021.
Before that on January 4, 2021 at the HCMC
Office, PVD Invest organized a Management

HSE ACTIVITIES ON THE FLEET
Periodically, the 1st quarter’s safety campaign
with the theme “Hands & Fingers Injury Pre-
vention” was widely deployed on all jack-up
rigs of PV Drilling. The purpose of this safety
campaign is to raise employee’s awareness
about dangers and risks related to hands &
fingers while working. In addition to provi-
ding preventive measures, corrective actions
in case of accidents according to safety opera-
ting procedures communicated to all the
offshore personnel during the campaign, the
relevant offshore hazards and safety cases de-
monstration by video clips were also widely
introduced to all the personnel on-board.
In parallel with the topic "Hands & Fingers
Injury Prevention », in this quarter, PVD Dril-
ling Division also organized a health talk on "
Influenza Prevention ". This topic is really a
very practical one, especially in this current
situation, when the COVID-19 pandemic is
outbreaking all over the world, with the first
signs of the disease having very similar symp-
toms to the common flu. During the talk, Dr.
Ariel Aroulandom gave some signs to distin-
guish between the common flu and COVID-
19.
In order to ensure the compliance with the
requirements of the Vietnamese Government
as well as PV Drilling Corporation on the pre-
vention and control of COVID-19 epidemic
before crew-change, in the first quarter, the
inspection team led by doctor Ariel
Aroulandom from HSEQ department of PVD
Drilling Division conducted a body tempera-
ture check for all crew-change employees.
This body temperature check was applied to
all employees before boarding the crew-
change boat to PV DRILLING I, PV DRILL-
ING III and PV DRILLING VI. The checking
results showed that the employees’ body tem-
perature was within permitted range, in line
with the requirements of the Health Ministry.
In order to ensure the effectiveness of the Oc-
cupational Health & Safety Management Sys-
tem (OHS MS), on January 27, 2021, the
HSE Department of PVD Drilling Division
conducted a safety inspection on PV DRILL-
ING VI anchored in Vung Tau before being
towed to Da Nang to carry out drilling cam-
paign for ENI. Inspection results showed that
the safety on the rig was well controlled.
Also on January 27, 2021, ENI's inspection team checked the safety of equipment and machinery on PV DRILLING VI before mov-ing to Da Nang for the drilling campaign. At the end of the inspection, the team highly ap-preciated the safety work on the rig and hoped that PV DRILLING VI would success-fully complete the upcoming drilling cam-paign.
In order to ensure the safety of equipment and
machinery before starting the drilling opera-
tion, on March 3 and 4, 2021, the inspection
team from Japan - Vietnam Petroleum Com-
pany (JVPC) audited the HSE Management

Review meeting with the participation of
the Board of Directors and all managers.
After the meeting, all participants and
the Board of Directors agreed to come
up with action plans to correct findings
recorded from the inspections in 2020;
setting up action plan for quality objec-
tives of 2021; increasing the quality of
recruitment and training, improving pro-
fessional qualifications; maintaining re-
wards for individuals and collectives
with good achievements at work.
On January 25, 2021, at the HCMC Of-
fice, PVD Well Services held a Manage-
ment Review meeting for HSEQ in 2020
and set out HSEQ objectives and action
plan for the year 2021. Demonstrating
the commitment of Board of Manage-
ment to HSEQ work, the attendees of the
meeting include: the Chairman, all mem-
bers of Board of Directors, all managers
and deputy managers, and other key
staffs. During the meeting, the Company
compared the 2020 HSEQ objectives
against the achieved results as well as set
the HSEQ objectives of 2021.
In addition, to meet the requirements of the ISO Standards (ISO 9001, 14001 & 45001), Vietubes Company, PVD Tech and PVD Drilling Division (PVD DD) also held Management Review meetings on January 13, 2021, and January 28, 2021 and February 23, 2021 respective-ly.
According to the supplier audit plan, on
March 19, 2021, Bien Dong POC audit-ed the HSEQ management system at PVD Logging Company. At the closing meeting, the audit team highly appreci-ated the effectiveness and efficiency of the PVD Logging’s HSEQ management system.
OHS HYGIENE ACTIVITIES
In two days 27th – 28th January 2021,
the HSEQ Division – PV Drilling Cor-
poration organized the inspection of Oc-
cupational Health – Safety – Environ-
ment (Unannounced HSE Walkabout) at
the bases as well as production facilities
of Subsidiaries and Joint Ventures, lo-
cated in Phu My and Dong Xuyen In-
dustrial zones, Oil Spill Response Base
and PTSC Supply Base in Ba Ria –
Vung Tau province. This is a periodic
inspection of PV Drilling Corporation,
to inspect the compliance with the Oc-
cupational Health – Safety – Environ-
ment regulations at the workshops. The
inspection results document the mainte-
nance and improvement efforts in Safe-
ty - Occupational Health - Environment
which are well maintained in most of
the Subsidiaries and Joint Ventures.
However, there are still some non-
conformances discovered during the in-
spection process, focusing on the follow-
ing contents: The compliance of workers
on PPE regulations, Safety of equipment
and safety related to equipment of Emer-
gency Response and Fire & Explosion
Prevention.
In addition, the HSEQ Division also in-
spected the implementation of COVID-
19 prevention in factories, production
bases of Subsidiaries and Joint Ventures.
The actual inspection results show that
most of the Units have implemented
COVID-19 prevention measures in ac-
cordance with the Directives of PVN and
PV Drilling. Measures implemented in-
clude: Mandatory body temperature
measurement for visitors; customers are
required to declare medical information,
wear a mask and wash their hands with
Gel / disinfectant solution before enter-
ing the Workshop, Production Base;
Monitor the health status of employees
daily; Propagate and update information
on COVID-19 epidemic in safety meet-
ings, briefings, via email and internal
information boards.
On 1st February 2021, PVD Invest con-
ducted an HSE inspection at Vung Tau
Base with the participation of the Base
supervisor and the HSE team leader. The
purpose was to examine the implementa-
tion of corrective actions to findings that
the PVD Corporation's HSEQ Division
had recorded from the unannounced in-
spection at the end of January 2021. Ac-
cordingly, the Base supervisor coordi-
nated with the relevant departments to
implement the appropriate corrective
actions and sent reports to the PVD Cor-
poration's HSEQ Division. In addition,
in order to maintain the effectiveness of
the Occupational Safety & Health man-
agement system as well as improve the
safety culture throughout the Enterprise,
the PVD Invest’s Base periodically held

such as plastic bags, straws, foam boxes, plas-
tic fork/spoon, bottled water...
EMERGENCY RESPONSE
In order to deal with COVID-19 pandemic, the
Corporation and its subsidiaries had all em-
ployees supplied with medical masks/ antibac-
terial masks, hand rub or alternative hand sani-
tizer with at least 60% alcohol content. Moreo-
ver, the Corporation and its subsidiaries also
took the initiative in developing a COVID-19
pandemic response plan, setting up a remote
working plan in case the Head Office/office
buildings are on lockdown.
By implementing these good and timely con-
trol measures, there has been no infected case
reported in the entire PV Drilling Corporation
so far. This result clearly shows the close direc-
tion of the Board of Management of the Corpo-
ration, the Board of Directors of the subsidiar-
ies and relevant divisions/departments as well
briefings and disseminated new rules and reg-
ulations for employees on every Monday.
In order to ensure the safety during production
activities, two divisions of PVD Baker
Hughes, Pressure Pumping and Completion
Wellbore Intervention organized an inspection
of all overhead equipment that could fall and
lead to accident in the first quarter. After
checking, these devices have been tied up and
reinforced to avoid the risk of falling and en-
dangering workers. In addition, periodic
online inspections by manager from Kuala
Lumpur are still conducted regularly (every 2
weeks) to ensure a safe working environment
in the workshops.
In response to the Action Month for Occupa-
tional Safety & Health, in the first quarter of
2021, PVD Invest cleared bushes surrounding
Vung Tau base and cleaned working area to
create a green - clean - beautiful environment
to prevent diseases and epidemic outbreaks.
The staff also neatly arranged equipment and
machinery to avoid fire and explosion risks.
PV DRILLING RESPONDS TO THE WORLD WETLANDS DAY, THE
WORLD WATER DAY, THE WORLD METEOROLOGICAL DAY AND THE
EARTH HOUR 2021
In response to environmental protection cam-
paigns in the first quarter of 2021 such as the
World Wetlands Day, the World Water Day,
the Earth Hour… PV Drilling launched a
movement to call all employees to join hands
in saving electricity, water and protecting the
environment. Specific activities include:
hanging banners/standee, conducting propa-
ganda via email and HSE meetings, turning
off unnecessary electrical equipment of offic-
es and production facilities, saving raw mate-
rials for production, saving water and station-
ery, reusing surplus/ old materials, fundrais-
ing for afforestation through the Gaia Nature
Conservation Center, cleaning the work area;
encouraging employees to turn off lights and
unnecessary electrical equipment in one hour
from 20:30 to 21:30 on March 27th, 2021.
The propaganda for the Earth Hour, the
World Wetlands Day, the World Water Day...
has been enthusiastically responded by PVD
Logging, PVD Expro, PVD DD, PVD Off-
shore... The propaganda was conducted via
email, banners, slogans displayed at the en-
trance of the headquarters/factory, elevator,
notice board and break time areas. In addi-
tion, the subsidiaries have encouraged their
employees to unplug all unnecessary electri-
cal equipment before leaving the workplace,
limiting the use of plastic products and plastic
bags, especially disposable plastic products

as demonstrating the initiative in cooperation
and high self-awareness of all PV Drilling's
employees.
On January 11, 2021, PVD Logging cooperat-
ed with other PV Drilling’s subsidiaries whose
offices / workshops are located at the PTSC
Downtream Port to organized firefighting drill.
The meeting to discuss lessons learned and
improvement points was conducted shortly
after the drill in order to complete the fire pre-
vention plan for the following years.
CONFERENCE & TRAINING
ACTIVITIES
Internal training activities of PV Drilling are
implemented according to the succession plan-
ning program and the training matrix which
was set up based on the competency require-
ments of each job position. The usual type of
training is on-the-job training by which crews
are trained according to approved training ma-
terials and get direct hand on experience on-
site. Moreover, to ensure compliance with
legal and customers’ requirements, crews will
be sent to attend external classroom-based
training for some mandatory safety courses.
On March 23 and 27, 2021, the HSEQ Depart-
ment of PVD Drilling Division organized the
"Safety Case" training for key personnel on the
TAD PV DRILLING V before conducting the
drilling campaign for Brunei Shell Petroleum
in Brunei. Through the training course, the
trainees learned about some of the critical haz-
ards and risks that they may encounter and
how to handle them during the rig operation.

2021, PVD Well Services cooperated with the
HCMC Institute of Science, Occupational
Health & Safety held a First Aid course for all
members of the team.
In order to effectively use training costs as well
as promote knowledge and experience of inter-
nal resources, in the first quarter, the member
subsidiaries actively organized internal training
courses for employees. Accordingly, PVD
Tech successfully organized 3 internal training
courses: Basic Safety for 57 employees, PVD
Observation Cards for 24 employees, and Sta-
tistics of Monthly Objectives for 12 employees
who are HSEQ focal points in other depart-
ments of the Company. In addition, PVD Well
Services successfully organized 2 internal
training courses on March 5, 2021: Dissemina-
tion of HSEQ Policy and Objectives of 2021
and Writing PVD Observation Card Online for
First Aid training at PVD Well Services

“Safety handling of industrial explosive materials” training at PVD Logging
In order to provide more knowledge about
hazardous substances for safety officers on
rigs (STC), on April 14, 2021 in Vung Tau,
the HSEQ Division of the Corporation helped
PVD Drilling Division organize the Control
of Substances Hazardous to Health (COSHH)
course for safety officers from PV DRILL-
ING I, PVD DRILLING VI and PV DRILL-
ING V.
In addition to the courses held for the rig per-
sonnel, on March 6, 2021, PVD Logging suc-
cessfully organized the "Safety handling of
industrial explosive materials" course for 31
employees. This course was delivered by De-
partment of Environmental Safety, Ministry
of Industry and Trade.
In order to provide the necessary skills for the
Emergency Response Team, on March 17,
Bien Dong POC audited the PVD Logging’s HSEQ management system.

The smoke - released by
any type of fire - is a mix-
ture of noxious gases and
airborne particles (solid and
liquid) formed by incom-
plete burning or pyrolysis of
carbon-containing materi-
als. The distribution of
those particles in the respir-
atory tract after inhalation is
determined by their size and
by the person’s breathing
mechanics and tidal vol-
ume.
Smoke inhalation injury
Studies shows that inhalation
injury from smoke in fires may
account for as many as 60-
80% of fire-related deaths on
the world,
Forty years ago, people had 17 minutes to escape a home fire: now they have about four, three or
even only two minutes. New construction practices and materials, as well as the furniture inside,
cause fires to burn faster. Another hazard found in many homes is synthetic materials such as
rubber, plastic or foam. When those materials burn, they can cause cyanide poisoning.

cally obstruct and irritate the airways, causing

victims are unable to efficiently breathe
through the nasopharynx, thereby decreasing

leads to nasopharyngeal
irritation and severe lung
injury.
Although excellent care
rendered at today's burn
centers has greatly reduced
the mortality from surface
burns, while the mortality
from pulmonary injury has
been increasing.
Smoke inhalation may pro-
duce injury through several
mechanisms. Heated air
Contrary to popular belief, the main cause of
death — in case of a fire — is not burns but
smoke inhalation. The toxic, soot-laden
smoke from the fire can kill a person even be-
fore the fire can get to him.
Information provided by the Health Depart-
ment of Ho Chi Minh City on the afternoon of
March 23, 2018: 13 people died at the scene,
91 people were hospitalized from the fire in
the Carina apartment, mostly due to asphyxi-
ation. (tuoitre.vn)
Three victims died in the fire on March 25th ,
2021 in Ho Chi Minh City due to asphyxia-
tion. (The home fire at 697/485/60 Pham The
Hien Street, Ward 4, District 8) according to
VOV.vn

In case you are trapped, some caution and
quick thinking on your part will help you pre-
vent this potentially fatal consequence of fire
accidents. To prevent the risk of lung injury
and smoke poisoning, take these following
steps:
1. React as soon as you sense danger. Look
for the exit routes.
2. Look for a way out instead of staying
locked inside a safe room.
3. Drop to the floor and
crouch on your hands and
knees. Since smoke and gases
rise upwards, you will breathe
less of them if you stay close
to the ground.
4. Take a piece of cloth or a
large item of your clothing,
moisten it and hold it against
your nose and mouth. The wa-
ter will filter the poisonous
gases, preventing you from
inhaling it.
5. Steer clear and avoid making a dash for
rooms from where you can see smoke billow-
To prevent such tragic instances, organisa-
tions and individuals must strictly follow
regulations on fire fighting and prevention
and never compromise the safety rules.
Even in homes, install smoke alarms
and carbon monoxide detectors.
Check for electrical irregularities and
get them fixed as soon as possible.
Keep flammable liquids, matches and
lighters in safe places out of the reach
of children.
Discourage practices such keeping in-
cense, shrine lights, and cigarette butts.
Ensure there’s no possibility of cooking
gas leak by keeping the outlets locked
when not in use.
Although smoke inhalation can prove fatal
to anyone irrespective of
age or health status, the
ones with a compromised
cardiovascular system,
lung diseases, chest pain
and asthma are at greater
risk.
Senior citizens are also at
greater risk due to their
fragile cardiovascular
and lung health.
Children tend to inhale
more air per kilogram of
their body weight com-
pared to adults. So they are also at a great-
er risk of fatalities from smoke inhalation.
As a fire grows inside a building or a house, it
will often consume most of the available oxy-
gen, slowing the burning process. This
“incomplete combustion” results in toxic gas-
es.
Smoke is made of components that can each
be lethal in its own way:
Particles: Unburned, partially burned, and
completely burned substances can be so small
they penetrate the respiratory system’s protec-
tive filters, and lodge in the lungs. Some are
actively toxic; others are irritating to the eyes
and digestive system.
Vapors: Foglike droplets of liquid can poi-
son if inhaled or absorbed through the skin.
Toxic gases: The most common, Carbon
Monoxide (CO), can be deadly, even in
small quantities, as it replaced oxygen in the
bloodstream. Hydrogen Cyanide (HCN)
results from the burning of plastics, such as
PVC pipes, and interferes with cellular respi-
ration. Phosgene (COCL2) is formed when
household products, such as vinyl materials,
are burned. At low levels, phosgene can cause
itchy eyes and a sore throat; at higher levels it
can cause pulmonary edema and death.

Nowadays, smart smoke detec-tors on the market have many outstanding features. When
there is a fire, the system will generate alarm sound via buzz-er, send text message, email or automatically make calls and can work well even when the
power is off.

“I saw a large, sharp fragment of a
motorcycle tail guard located in the
driveway in the basement parking
lot of the office building. It would be
a potential fall hazards for motorcy-
clists if they were unintendedly rid-
ing on the fragment. I put away the
debris to mitigate the hazards. I
suggested that everyone should slow
down and keep an eye out when
traveling in a basement parking
lot.”
“While working in the Wash Base, I
observed a broken electrical outlet
whose copper wires were protrud-
ing outwards. It exposed employees
to a potential electrical shock if they
used the outlet with no attention. I
shut the power source off and fol-
lowed safety procedures to fix the
outlet properly. Discussed with
crewmembers on this unsafe condi-
tion and suggested them to warn
others of any defects found on elec-
trical tools and equipment and re-
port the issue to their supervisors
for appropriate repair.”
“I observed that the angle grinder
connected to the power source was
left at the workplace with the trigger
button upwards. This was a poten-
tial for someone unintendedly touch
on the trigger and activate the
grinder causing injuries. I reminded
the crew of the unsafe condition and
requested them to correct it. The is-
sue was then brought to attention of
the whole crew in safety meetings.”
