The DoH, T.S/ DDH (SHN & Fruits) has submitted the agenda item to
the committee members.
The Director of Horticulture has explained in detail about all the
developmental activities (both production & maintenance) to the
members.
Agenda Item No.1 : Receipt of sale proceeds worth of Rs.1.42 Crores, for the 4.81 lakh Nos of the plant material supplied under TKHH during June 2018, from the Forest Dept.
The Department of Horticulture as produced 8.36 Lakh nos. of plant
material during 2018 planting season against a target of 6.56 Lakh
nos.
The species wise production taken up in Horticulture Farms during
2017-18 is as follows:

The Horticulture farm wise production of species is appended in the
Annexure – II.
Out of the above plant material produced, The Department of
Horticulture has supplied 8.36 Lakhs no. of plant material 4.81 Lakh
no. of plant material was supplied under regular Telangana Ku
Haritha Haram, 75,000 Nos. for Gajwel constituency + 80,267 Nos. for
Krishi Kalyan Abhiyan + 2.00 Lakh Nos of Mango grafts to DFO
Adilabad for Homestead Plantation) the details of program wise details
are as follows.

The Department of Horticulture is didn’t receive the sale proceeds for
the plant material supplied under Telangana Ku Haritha Haram
programme for a quantity of 4,80,733 nos. worth of Rs. 1,42,56,190/-.
The SLEC is requested to record minutes to address a letter to Special
Chief Secretary (EFS&T) to take up the issue which PCFF (HoFF) for
early clearance of sale proceeds.
The SLEC while approving the Agenda decided to take up the issue
with Spl. Chief. Secy. (EFS&T) and Prl Finance Secy. for release of
pending balance at an early date.
Agenda Item No.2 : Release of 50% amount of UCP towards
Production of plant material during 2018-
19.
During 2018-19, the Department has taken a stand to produce the
plant material which are in demand at their locally and can sale easily
on their own without any interference of Head Office.
Accordingly the following targets are proposed by HFs, Chegomma,
Garimellapadu, Achyuthapuram, CSG Aswaropet & Vikarabad as
detailed below:

To achieve this target the society released an amount of Rs.13.19
Lakhs as 50% advance to the Horticulture farms for initiating
production and the balance 50% is to be released now as the
production is completed and plant material is entered into the stock
register.
The details of farm wise, species wise, target, total UCP, release of
50%, balance 50% is appended in the Annexure - III along with
photographs of production process.
The SLEC committee has approved the plant material production plan
in the farms during 2018-19 and permitted to release balance 50% of
funds after they have been taken into stock.
Agenda Item No.3 : Development of Horticulture Farm,
Mudgal as Model Bamboo Farm.
The Department of Horticulture is having one Horticulture farm at
Mudgal in Nirmal District in an extent of 20.00 acres.
The farm is not having any production process except a few Mango,
Amla scion blocks.
Recently the Government has nominated the Department of
Horticulture as nodal Department for National Bamboo Mission
(NBM).

By considering the suitability of bamboo in this farm, the Department
is proposing to develop this as Model Bamboo Farm in the State and
taken steps for the development of Mudgal has Model Bamboo Farm.
The preparatory activities like Bush removal, deep ploughing,
Preparation of beds, Drilling of borewells, Energized with Electric
motors, Excavation of 2 Nos. of Farm ponds, Procurement of 4 species
of bamboo from Growmore Nursery farm already completed.
Totally an amount of Rs.79.16 Lakhs is estimated as unit cost for
completion of the above activities. The details of item wise estimated
amount are appended in the Annexure - IV
Till now Rs.57.80 Lakhs of funds (Rs.22.00 Lakhs under State Plan
funds released to HF, Mudgal and Rs.35.80 Lakhs from SHN funds)
have been utilized for the above purpose.
The SLEC while appreciating the effort of Department of Horticulture
permitted to utilize the required funds for this farm.
The SLEC committee has approved.
Agenda Item No.4: Mango Rejuvenation activities taken up
in Horticulture Farms of Rukmapur and
Achyuthapuram..
The Department with an objective to rejuvenate the vigor of the
existing Mango scion blocks in Horticulture farm has decided to take
up the rejuvenation works through top working of the plants without
losing age advantage.
In this process the varieties particularly Himayath which is being
popularized as signature variety in Telangana is grafted on the
existing plants to develop future Himayath mango scion blocks in
the Horticulture farms.
In this process the mango scion blocks’ existing in Horticulture
farms Vikarabad, Garimellapadu & Pillalamarri is already
rejuvenated with improved latest varieties.

During 2018-19 the process is continued at HF, Achyuthapuram in
Bhadradri Kothagudem District and HF, Rukmapur in Karimnagar
District, totally 786 plants of 27 years age existing in 8 acres have
been taken rejuvenation at HF, Achyuthapuram(326 Nos.) and 16
acres at HF, Rukmapur (460 N0s.).
The deheading, grafting on the new sprouts have been completed the
plants are under stabilization stage.
Totally an amount of Rs.4,11,404/- (Rs.2,60,115 to HF,
Achyuthapuram & Rs.1,50,929/- to HF, Rukmapur) has been spend
on rejuvenation activity on this 2 farms as detailed below:

Agenda Item No.5 : Proposed Rejuvenation to be taken up at HF, Kannal.
As per the instructions of the Director of Horticulture TS, on review
meeting held on Dt: 19.06.2019, the DH&SO Mancherial has submitted the
revised proposal for top working of senile Mango trees at HF kannal as
detailed below:.

The SLEC permitted to take up rejuvenation activity in HF, Kannal of
Mancherial District.
Agenda Item No.6 : Taking up of Casuarina & Bamboo
plantation in Horticulture Farms as
Border & Pure plantation.
The Department after getting nominated as Nodal Department for
implementation of Agro Forestry and National Bamboo Mission is
taking up several steps for popularizing the species among the
farmers in the State.
In this direction the Department has decided to take up Casuarina
and Bamboo plantation in the Horticulture Farms for serving them as
demonstration units to create awareness about the benefits which can
be deviated from these plants to the farmers.
Total 17,340 Nos. of Casuarina plants was procured from Institute of
Forest Gemeties & Free breading, Coimbatore and supplied to the
Horticulture Farms as detailed below:

Bamboo plantation will be taken during the ensuring monsoon
season.
The plants are under establishment stage and the photographs are
herewith submitted.
The Director of Horticulture, T.S, requested the Forest Department
officers to take up Casuarina plantation of CS1 & CS2 varieties for
studying their performance.
The SLEC approved the agenda.
Agenda Item No.7 : Cultivation of Green Manure crops &
Fertilizer application in Horticulture
Farms.
a. Green Manure crops:
The Department with an objective to replenish the soil fertility in the
Horticulture farms has taken up Green manure crops in all the scion
blocks of Horticulture farms in the State with Sunn Hemp, Pillipesara
and other species, by taking up 2 deep ploughs initially.
The crops have been ploughed incorporate at the time of flowering into
the soil.
The activity has been taken up with estimation cost of Rs.10.00 Lakhs
out of which 25% amount of Rs.2.50 Lakhs has been released and
balance 75% to be released.

The details of farm wise green manure estimated amount, amount
released, to be released are enclosed in Annexure – V.
b. Fertilizer application:
To ensure the proper maintenance of the scion block in all
Horticulture farms the Department is taking up fertilizer application
in all the scion blocks of HFs the fertilizer application is taken up in 2
splits duly following recommended procure along with vermi compost.
The Asst. Secretaries and HOs of HFs for asked to procure required
fertilizers & pesticides from the local cooperative institutes like Agros,
Markfeed and submitted the bills for release of the amount.
An amount of Rs.34.00 Lakhs is estimated for fertilizer applications to
all the Horticulture farms. The details are appended in Annexure – VI
The SLEC approved the agenda and ratified the action of DoH, T.S,
Hyd.
Agenda Item No.8 : An amount of Rs.15.00 lakhs was released as an
advance to the ADH-II, CoE, Mulugu from SHN
funds, and transplanting of seedlings for
production of 10.00 lakhs sandal wood seedlings
at CoE, Mulugu.
The Department has taken up activities for production Sandal wood
seedlings at COE Mulugu in Siddipet District to an extent of Rs.10.00
Lakhs after getting indentified as the nodal Department for Agro
Forestry & Bamboo Mission.
The production activity is under progress and required plant material
is kept ready by the commencement of planting season.
An amount of Rs.15.00 Lakhs is provided as advance from the SHN
funds to raise the Sandal wood nurseries.
The SLEC approved the agenda and ratified the action of DoH, T.S,
Hyd.

Agenda Item No.9 : Payment of remuneration (5) Nos. of
outsourcing personnel working in Fruits
& SHN Sections from the Interest funds
of SHN, w.e.f April, 2019.
5 Nos (1 AO, 2 CO/DPO, 1 Jr. Asst. & 1 O.S) of personnel are working
on outsourcing basis in the SHN & Fruits sections. Out of 5 members
3 Nos. (1 A.O, 1 DPO, & 1 O.S) are continued as G.O.RT. 828,
Dt:19.12.2018 and their monthly remuneration were drawn from
Corporation funds under NABARD Assistance Micro Irrigation Project.
Upto March 2019.
The balance (2) Nos. of outsourcing personnel (i.e., DPO & 1 Jr. Asst.)
were engaged under TSWSIP in Head Office i.e. O/o. DoH, TS, Hyd,
and their remuneration was claimed upto July, 2018 under TSWSIP
Project, and the project was closed w.e.f 28.07.2018, hence, their
remuneration was also claimed from Corporation funds.
Due to completion of NABARD Assistance Micro Irrigation Project, the
payment of above remuneration under the project is default.

The services of above 5 Nos. of personnel working on outsourcing
basis is essential for smooth functioning of the section.
Hence the Director of Horticulture decided to continue the services of
the above 5 Nos. personal and pay their remuneration from the
interest funds of SHN.

Further, Government vide G.O.RT.217, Dt: 20.06.2019 has continued
the services of outsourcing personnel working in the Department from
01.07.2019 to 30.06.2020.
The SLEC approved the agenda and permitted to pay the
remuneration to above 5 personnel from SHN funds.
Agenda Item No.10: Procurement of Tamarind grafts of
varieties Thettu Amalika and Anantha
Rudhira from HRS, Ananthapur, A.P.
Promotion of new tamarind varieties Thettu Amalika and Anantha
Rudhira in Telangana State.
As per the recent studies taken up by PJTSAU on commencement
pattern of different food items served that quality of tamarind require
for 4 crores population of Telangana State.
The existing tamarind trees are very few in the State and lead to
promote tamarind free raising immediately the Hon’ble C.M. is also
very particular on this item of work.
It is learned that the Horticulture Research Station, Ananthapur
under YSR Horticulture University has developed 2 new tamarind
varieties namely Thettu Amalika and Anantha Rudhira in there State
It is proposed to bring to supply 500 of Nos. of Tamarind grafts i.e. i)
Thettu Amalika – 400 plants ii) Anantha Rudhira – 100 plants and
establish scion blocks in our HFs for further propagation purpose.
An amount of Rs.25,000/- is required towards the cost of plant
material. The photographs of both the varieties of tamarind.
On review meeting held on Dt: 19.06.2019, the Director of Horticulture, T.S,
has instructed to procure the Tamarind plants to HNTC Adilabad, & HFs
Pillalamarri & Jaipur.
The APC & Prl. Secy. to Govt. (A&C), Chairman SLEC suggested to
take up this plantation in one farm instead of 3 where HO is working
efficiently.
The SLEC approved the agenda and ratified the action of DoH, T.S,
Hyd.

Agenda Item No.11 : Development of Kadam Agriculture Seed farm as Oil palm demonstration farm.
Government of Telangana is taking up the Oil palm area expansion in the
State as a priority as oil palm is a remunerative and sustainable crop.
Telangana State is one of the potential states for Oil Palm cultivation and
stands fifth in area with 18000 Hectares covered in 4 districts i.e.,
Khammam, Kothagudem, Nalgonda and Suryapet.
There is a vast potential for area expansion of oil palm in the State owing
to the upcoming irrigation projects that provide irrigation facility to 1.30
crore acres of land.
Government has taken up a survey that has identified 2.78 lakh Ha as
potential area in the State for Oil palm cultivation in 206 mandals of 18
districts.
Out of the total identified area, Nirmal, Bhuapalapally and Mahabubabad
(Godavari belt) is found to be highly potential for oil palm. The potential
area in these districts is as below.

ANNEXURE – VII
Feasibility report of Agriculture State seed farm, Kadem for demonstration unit for oil palm cultivation and nursery
Department of Horticulture, Government of Telangana proposed to
establish demonstration of a new crop-oil palm at Agriculture State seed
farm, Kadem, Nirmal district, Telangana.
As per the letter from Director of Horticulture, Telangana
(NMOOP/01/2018, dated 22.03.2019) to Director, ICAR-IIOPR, nominated
Dr. M. V. Prasad, Principal Scientist to undertake the field visit.
The following committee consisting of scientist / technical officers
undertook the field visits, to prepare a plan of action towards establishment
of oil palm demonstration plot and nursery.

Visited State seed farm at Kadem, Nirmal district (Farm map given in
Annexure – I).
Following information was obtained.
Total area under farm is 29.13 acres
Farm was divided into A and B blocks
Paddy is cultivated for seed purpose.
Farm is having perennial water source of irrigation from Kadem dam.
Lift irrigation water is being provided to paddy during non rainy
season from Kadem dam.
Weather parameters of Nirmal district are as follows (average of one year taken into consideration due to lack of sufficient data)

14 Recommendation
Recommended by adopting the following Assured water supply must be provided through micro irrigation. Perennial water storage structure of required capacity must be created in the farm. Drainage facility must be created for every 35 m., in two blocks across the slope. Soil management measures may be adopted while planting and cultivation of oil palm. Green manure crop may be raised and applied in-situ. Recommended fertilizers must be applied in more no of splits.
15 Remarks
Irrigation line is required to be made from lift bore well at Kadem dam head. Irrigation water to be pumped to storage facility (to be created) at seed farm.
Storage tank of required capacity must be constructed.
Micro irrigation infrastructure must be created to provide irrigation to oil palm.
Contiguous area may be developed under assured perennial irrigation water source.
