Sealed Quotations affixing Non-refundable Court Fee stamp oft. 25/­(Rupees twenty five) only, are invited froni the Local Dealers/suppliers to supply MV Parts for entering into the rate of contract as per List enclosed to this Office for the Year 2012-2013 and will be receiv~d by the undersigned up to 1500 Hrs. on 24th April, 2012 and will be opened on the same day at 1500 Hrs. Tenderer(s) or their authorized representatives are invited to be present at the time of opening of tenders. Tenders received after the date and time by handfby post will be summarily rejected.

(i) Earnest Money oft. 10,000/- (Rupees ten thousand) only, in case of Non-Tribal and t. 5,000/ (Rupees five thousand) only, in the case of Tribal in anyone ofthe following forms. (a) Crossed Bank Draft only. (b) Deposit of Call payable to the Director General, Civil Defence & Home

Guards, Meghalaya, Shillong, at any National Bank at Shillong. (il) Attested copies of valid and current VAT clearance certificate from the

Superintendent ofTaxes. (ili) Attested copies ofvalid and current professional Tax. (iv) Attested copies of valid and current District Council's Trading Licence for Non­

Tribal Tenderer(s). (v) Attested recent photograph of the Tenderer(s).

3. Rates:­(a) Should be inclusive of all Taxes to be deducted at source. (b) Should·be valid for 1 (one) Calendar year. (c) Should be quoted separately for each item. (d) Should be written clearly. Any alteration or overwriting must be fully signed by

the Tenderer(s).

4. Conditions :­(a) The Brand should be mentioned. (b) The Model should be mentioned. (c) The Guarantee period should be mentioned.

5. Tenderer(s) should be addressed to the undersigned by designation and not by name. Sealed envelope containing the Tender should be super-scribed as "TENDER FOR SUPPLY OF MOTOR VEIDOLE SPARE PARTS". These must be sent by Registered Post or by hand delivery.

6. The ~arnest Money of the unsuccessful Tenderer(s) will be released only after finalization of the COntract with the successful Tenderer(s).

7. Successful Tenderer(s) will sign a contract, agreement within the time to be intimated with undersigned. If any successful Tenderer(s) refuses to sign the contract of agreement within the stipulated time, the earnest money of such Tenderer(s) will be forfeited to the Government and he/she will be debarred from tendering any supply to this Department for a 'tkriod of 2 (two) years.

• 8. Once the rates offered in the Tender are accepted, no enhancement of rates will be

allowed under any circumstances and the Tenderer(s) will be liable to supply at the rates accepted by the Director General of Civil Defence & Home Guards, Meghalaya, Shillong. Failure to supply at the accepted rates will enter this offer being cancfilled and earnest money forfeited to Govt. OfMeghalaya.

9. On the event of rejection, failing, declining, neglecting or delaying to comply with my demand or requisition, the Director General of Civil Defence & Home Guards, Meghalaya, Shillong, will be at liberty to order to purchase of such items at the expenses of the supplier(s).

10. The Director General of Civil Defence & Home Guards, Meghalaya, Shillong, may reject/forthwith the contract in writing if :

(a) A Contractor assigns or sub lets any contract without this approval in respect of the contractor or any other contract entered into with the undersigned.

(b) A Contractor or his agent or servants are guilty of fraud in respect of this contract of any other contract.

(c) A supplier declines neglects or delay to comply with the demand or requisition or in other way to perform or observe any condition of the contract. In case of such rescission, the earnest money in part or full at the discretion of the Director General of Civil Defence & Home Guards, Meghalaya, Shillong, shall stand forfeited and be absolutely at the disposal of Government.

11. If the Supplier/Firm willfully neglects, fails to perform or observe any condition of the contract, or attempt to cheat or indulge foul practice, the Director General of Civil Defence & Home Guards, Meghalaya, Shillong, may propose a ban upon such supplier/fum for future business with this office.

12. The undersigned reserves the right to reject any or all tenders without assigning any reason thereof and does not bind itself to accept the lowest rate(s).
