2. Vacancies: The vacancy position for the year 2019 (01.01.2019 to31.12.2019) & 2020 (01.01.2020 to 31.12.2020) furnished in Annexure- 11(A) &Annexure- 11 (B) respectively. The revised vacancy position for the year 2020(01.01.2020 to 31.12.2020) showing horizontal vacancies will be circulated in duecourse. The vacancy positions may also vary/change depending on mistakes beingdetected and reported by the units subsequently.

3. Eligibility Criteria: As per the Department of Posts' MTS (Group 'C' post)Recruitment Rules, 2018 notified in GSR 781 (E) dated 16.08.2018 andDepartment of Posts, MTS (Group 'C'post) Recruitment Rules, 2019 notified inG.S.R. 850(E) dated 15.11.2019 (Annexure-Ill), the following category ofGDSsare eligible to appear in the examination:

1. Gramin Dak Sevaks (GDSs) who have worked regularly for threeyears in that capacity as on the 01.01.2019 for vacancy year 2019.

11. Gramin Dak Sevaks (GDSs) who have worked regularly for threeyears in that capacity as on the 01.01.2020 for vacancy year 2020.

4. Educational Qualification: Not applicable.5. Age limit: There shall be no upper age limit for Gramin Dak Sevaks.

6. Pattern & Syllabus of Examination: The examination will be conductedas per the revised pattern and syllabus circulated by Directorate vide letter No.17-08/2018-SPB-I dated 10.05.2019 under Annexure -'A' read with letter No. 17-08/2018-SPB-I dated 26.06.2019, 28.06.2019, 11.07.2019 & 23.07.2019. Detailsof Pattern and Syllabus are furnished in Annexure-IV.

a) Candidates must exercise their order of preference of Recruiting Units (AllDivisions / Administrative Office) for consideration in the proforma atAnnexure - V.

b) Order of preference (as per Annexure-V) once exercised shall not bechanged.

7. Centres of Examination:The examination will be conducted at CircleIRegional Head Quarters. The

APS candidates have to appear for the examination from the Regional Centre, towhich they belong. The Regional Offices will nominate Centre Supervisors undertheir control to conduct the examination in their Regional Headquarters underintimation to CO and the nominated officer will conduct the examination undertheir supervision at CircleIRegional headquarters as per the schedule. The CentreSupervisor nominated by the CircielRegional Office will select venue for theexamination and will intimate the Divisional Heads before the scheduled datefor issue of Admit CardlHall Permit. Under no circumstances, the candidateswill be permitted to appear from other Circle Centres.

8. The applications of the APS candidates should be sent to the concernedDivisions only and not to Circle Office.

9. All the Divisional heads are directed for giving wide publicity to thisCircular for inviting the Applications from eligible candidates in prescribedform (Annexure - I). The Divisional heads/controlling authority has to scrutinizethe details furnished in the Applications submitted by the candidates, thoroughlywith reference to Name, Date of entry to service, Date of Birth, Age, EducationalQualification, category/community, eligibility criteria etc. with reference to therelevant recruitment rules and service records of the concerned candidate.

10. The Divisional Heads/Regional Heads/controlling authority are requestedto start the activity as per the notified schedule immediately. The schedule shouldbe adhered to strictly.

11. The Divisional Heads/Controlling Authority are requested to intimate thenumber of applications received to the concerned Regional Office by 16.07.2020and the Regional Offices are requested to send particulars of the candidates in theprescribed proforma (Annexure -VI) duly filled in excel sheet to the Circle Officethrough e-mail id: [email protected] by 20.07.2020 positively forallotment of Hall Permit Roll Numbers. In .case of any dispute in permitting anycandidate to appear in the examination, the same will be settled by DivisionallUnitHead or at Regional Level. The DivisionallUnit Heads will issue the Hall Permitsto the candidates on 24.07.2020.

12. The applications received after prescribed closing date will not beentertained under any circumstances.

13. Conducting of Exam:-

(a) The examination will be conducted by Centre Supervisors strictly inaccordance with the rules and regulations as contained in appendix -37 ofP& T Manual Vol. IV.

(b) At the conclusion of the examination the Centre Supervisors concernedwill arrange to send the following reports/documents to the Asst. Director(Recruitment), Circle Office, Bhubaneswar immediately for further action.

(i) Statement of candidates permitted to appear the examination and thecandidates actually attended the examination.(ii) Necessary certificate of the Centre Supervisor and the Invigilators(iii) Diagram of the seating arrangement in the examination hall.

The time schedule stated in the schedule of activity may kindly be strictlyadhered to.

14. This notification may be given wide publicity amongst all eligiblecandidates working in DivisionslUnits.

15. This issues with the approval of the Competent Authority.

G.S.R. 781(E).-ln exercise of the powers confemed by the proviso to article 309 ol the Constitution and insdpcrsession of the Department of Po$ts (Multi Tasking Staft) Recruitment Rules, 20 15, except as respect to things doneor omitted to be done beforp such supersession, the President hereby makes the following rules regulating tho method ofr:ecruitment to the post of Multi Tasking Staff in the Department of Po$tri. namely:-

Short title and commencement.- (l) These rules may be called the Department of Posts (Multi TaskingStaf0 Recruitment Rules, 2018.(2:) They shall conre into folce on tho date of their publicatioD in the Official Cazette.

Number of posts, classification and Level in the Pay Matrix.- The number of posts, their classification and

the l-evel in the Pay Matrix attached thereto shall be as specitied in columns (2) to (4) of the Schedule annexedto these rules.

Mcthod of rccruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualificationsand other mattels relating to the said post shall be as specitied in columns (5) to ( I 3) of the said Schedule.

4. Disqualification.- No person,-(a) who has entored into or contracted a marriage with a person having a spouso living; or(b) who, having spouse living has entered into or contracted a marriage with any person, shall

Provided that the Centlal Governrnent may, if satisfied that such nerriage is permisuible undsr thepersonnl law applicable to such pelson and the other party .to the marriage and there are other grounds for sodoing, exempt any person fionr the operation of this rule.

llequircmcnt to scrve ln the Army Postal Service.- Any person appointed to the posts specified in the saidSchedule shall be liable to serve in the Army Postal Service in India or abroad, as required.

Power to relax,- Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, and fbr reasons to be recorded in writing, relax any ofthe provisions ofthese rules with respectto any class or aategory of persons.

7. Saving.- Nothing in these mles shall aft'ect reservations and other concessions required to be provided for theScheduled Castes, the Schedtrled Tribes, ex-servicemen, Other Backward Classes and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall come into force on the date of their publication in the Official Gazett€-

2. ln the Depanment of Posts (Multi Tasking Staff) Recruitment Rules, 2018, in rhe Schedule,-

(A) in PART-I, under column (7), for thc entrics, the following cntries shall be substitutcd, namely:-

"(i) l0'h s(andard pass from a recognised Board;

(ii) howledge of local language of the concemed Posral Circle or Division. The caodidate should have$tudied local language at least up to l0rb standard. The local language of a Postal Circle or Divi$ion shall beas published by the Depanmenl ofPostsi

The Competent Authority has approved torevise the pattern and syllabus of the examinations as under>

b) Annexure B: Competitive Examination limited to MTS and GDS for appointmentas Postman and Mail Guard,

c) Annexure C: Competitive Examination limited to Postman J Mail Guard I MTS IGDS for appointment RH Postal Assistant and Sorting Assistant,

cl) Annexure D: Competitive Examination for Direct Recruitment from Open Marketfor the posts of ~1TS I Postman I Mail Guard I Postal Assistant I Sorting Assistant.
