His thesis for his degree as doctor was a "General History of
Communal Property", published in 1890. From 1888 to 1897 he
played an active part in the ed,ucational reform then in progress
in Spain. He took part in the International Spanish-American
educational congresses, and in 1919, he acted as Spanish arbitrator
upon the International Commission for mining disputes in Morocco.
A member of many learned suoieties, In 1920, he w.as elected
President of the Ibero-American Institute of Comparative Law; he
directs the publication of a collection of works on modern
comparative law- of which several volumes have been devoted to the
League of Nations and to the Court. and its decisions. He is the
Author of many legal and historical works and collaborates in
various periodicals devoted to these sciences,

to various learned societies, Paris, 1931). These reports include
one submitted to the Institute of International Law in 1922 on a
"critical. Stud;y of the League of Nations Charter", together with
one present,ed to the Int=e.tional Juridical Union in 1926 on the
"Reform of the League of Nations Covenant an a continental and
regional basis". ·In those two works, :M. Aivarez maintains that
i:f' the League of Nations Covenant is not reformed a. link must be
created between the League and the Pan.,A,mericen Union of which all
the repUblics of the new world are membe:t-s, and he indicates the
nature of' this link. In 1933, tho seventh Pan-Americen
Con:f'erence in ita Reso~ution No. :ti, and, :l:n 1935, the sixteenth
session of the League of' Nations Assembly, acting on a proposal of
the Oo101Pbi en Delegation, recognised the advantages of' establishing
such a link and ·decided to stud;y the matter.

Sir Cecil Hurst was born at !i0rsham on October 28th, 1870. He was
educated at Westnrlnster, and at Trinity College (Cambridge) where
he graduated ~ Lt.B. in 1892 after being placed in the first class
in the Law Tripes, He was called to the bar in 1 893. In 1902 he
entered the Foreign Office in London as Assistant Legnl Adviser,
becoming Legal Adviser in 1918.
In 1917 ~was one of the British technical delegates at the Second
Peace Conference and uas a r.1ember of th<;l Drafting Committee of the
Conference. In 1908 he was a British delegate at the International
Naval· Conference in London which frnDed the Declaration of London.
!n 1910 he was appointed by the King to be a ner.1ber of the
Comni ssion to report on the Alsop claim refe=ed to the arbitration
of His Majesty by the Governments of the United States and of Chile.
In 1912 he was appointed British Agent rod Counsel for the Peounia:z::jr
Claims Commission established by the Governments of Great Britain
and the United States by the treaty of 191"~ to settle the claims
· oustanding between the two Governments. In 1919 he was a Llember
of the British Delegation to the Peace Conference in Paris and
subsequently became the British member of the Committee of Legal
