PHOTO: RICHARD SPRANGER Teenagers arrested for petrol station burglaries JOHN BOYNTON Two teenagers have been arrested fol- lowing a spate of petrol station robberies last week. A 16-year-old boy and a 15-year-old girl were arrested over the weekend and charged in relation to the burglary of Mobil Mercer and Caltex Bombay. They are both facing charges including aggravated robbery and aggravated bur- glary. They will appear in youth court later this month. Seven offenders armed with baseball bats robbed two Bombay service stations within minutes of each other early on Wednesday morning. Caltex Bombay was the first service sta- tion robbed around 2am and BP Bombay was targeted shortly after. Counties Manukau Police Detective Sergeant Steve Williamson said offenders smashed the front door of the Caltex station with a baseball bat and tried to smash the front door of the BP station, but missed because it opened automatically. The offenders stole cash, cigarettes and tobacco from both service stations. Williams said service station staff were able to escape without injury. The two vehicles used in the robbery, were both stolen and have since been recovered by police. Williams said the robberies had been linked to similar service station robberies in Mercer, Takanini and Papakura. No one has yet been arrested for the BP Bombay robbery. Teenagersarrestedfor petrolstationburglariesJOHN BOYNTON

Two teenagers have been arrested fol-lowing a spate of petrol station robberieslast week.

A 16-year-old boy and a 15-year-old girlwere arrested over the weekend andcharged in relation to the burglary of MobilMercer and Caltex Bombay.

They are both facing charges includingaggravated robbery and aggravated bur-glary. They will appear in youth court laterthis month.

Seven offenders armed with baseballbats robbed two Bombay service stationswithin minutes of each other early onWednesday morning.

Caltex Bombay was the first service sta-tion robbed around 2am and BP Bombaywas targeted shortly after.

Counties Manukau Police DetectiveSergeant Steve Williamson said offenderssmashed the front door of the Caltex stationwith a baseball bat and tried to smash thefront door of the BP station, but missedbecause it opened automatically.

The offenders stole cash, cigarettes andtobacco from both service stations.

Williams said service station staff wereable to escape without injury.

Farmers holds Shave for a Cure eventJOHN BOYNTON

This year 10 locals sat in thehairdressers chair at FarmersPukekohe for Shave for a Cure2016 to raise money for Leu-kaemia & Blood Cancer (LBC)New Zealand.

Farmers Pukekohe store man-ager, Dale Sanders said this wasthe second year the store had heldan in-store Shave for a Cureevent.

Jamie Quinn kicked offproceedings for the event and araffle full of Farmers goodies alsocontributed to the funds raised.

Shelley Woodney had a bonebarrow transplant eight monthsago for acute lymphoblasticleukemia.

She said recovery was a slowprogress, but was happy to go andsupport the participants as wasHodgkins Lymphoma survivor,Lisa Wenzlick who is two monthspost-treatment.

Every day, six New Zealandersor more than 2200 New Zealand-ers a year are diagnosed with ablood cancer.

The money raised throughShave for a Cure enable LBC NZ,who receive no Governmentfunding, to support and advocatefor patients and families livingwith blood cancers and blood con-ditions across the country.

So far more than $588,245 hadbeen raised towards LBC NZ’sgoal of $1.5 million.

Pokenoresidentsto electtheir newcommittee

Pokeno residents have been calledupon to vote for the new PokenoCommunity Committee.

In association with the PokenoCommunity Group, Waikato Dis-trict has agreed to establish a newPokeno Community Committee torepresent Pokeno.

The Committee will be estab-lished by election of up to 12members at a public meeting at7.30pm tonight at the PokenoCommunity Hall at the corner ofGreat South Rd and Market St.

The community committeewill enhance liaison between theCouncil and the community.

The population of Pokeno hasexploded and is expected to reachmore than 6000 by the year 2020.

Waikato District Council gen-eral manager of strategy andsupport Tony Whittaker saidhe encouraged the communityto take part in the votingprocess.

‘‘If you are interested in beingelected onto the Committee, orwant a say on who should be on it,then please join us at the meet-ing.’’

A chairperson, deputychairperson and secretary willbe appointed by the committeewhen it has been formallyconstituted and the electedmembers will serve for a three-year term.

A general manager will beassigned to the committee, and acouncil staff member will attendmonthly meetings in an officialrole.

As the relationship between NewZealand and China grows, Frank-lin students will now have moretools to learn the Chineselanguage and culture.

ACG Strathallan in partner-ship with the Confucius Instituteopened a Confucius Classroom(CC) last week to provide afocused Chinese teaching andlearning hub.

There are 11 CC’s throughoutAuckland, and Strathallan will bethe first based in South Auckland.

ACG Strathallan principalRobin Kirkham said the schoolhad offered Mandarin as a subjectfor the past 10 years.

‘‘Both the English speakingcommunity and the Mandarinspeaking community reallyappreciate it,’’ he said.

Principals from local schoolssuch as Te Hihi and PukekoheEast also attended the ceremonyand Kirkham said Strathallanhoped to be a bridge between localschools, teachers and theConfucius Institute.

‘‘We’ve had a strong Mandarinprogramme for many years so Ithink what it enable us to do is tohelp other schools develop a pro-gramme.’’

The Confucius Institute helpscontribute to classroomresources, teacher training,

scholarships for pupils, and travelopportunities.

Confucius Institute directorNora Yao, said learning Mandaringoes beyond the classroom.

‘‘Language is apart of the cul-ture. If you speak the language itwill help you to better understandthe culture.’’

More importantly, Yao saidCC’s promote multiculturalvalues.

‘‘Helping young children tounderstand something different is

better than them just understand-ing their own culture.’’

Papakura MP Judith Collinsattended the ceremony and saidher son had been learning Manda-rin and discovered how difficult itis to learn.

‘‘It is so important to under-stand people if we also understandthe language and the culture thatcomes with it.’’

Collins said China is a majoreconomic global force and it’simportant to continue to build

relationships through education.‘‘We’re part of the Asia-Pacific

region and of course we have ourown heritage and our own culturebut part of that is that we under-stand that we need to know moreabout other people as well.’’

The Confucius Institute inAuckland is a public, non-profitorganisation established by theUniversity of Auckland, FudanUniversity of Shanghai and theOffice of Chinese Language Coun-cil International Hanban.

RMA reforms leave farmers wanting

Reforming the ResourceManagement Act (RMA) hasbecome problematic for theNational-led Government sincethey lost Northland to NewZealand First and with it a criticalvote needed to get the ResourceLegislation Amendment Bill toSelect Committee stage.

The Maori Party offeredsupport in exchange for a numberof concessions which conflict withour democratic traditions. Theywant increased iwi participationarrangements in resourcemanagement matters. That meansspecial privileges for iwi which,unfortunately, diminish the rightsof everyone else.

Under the proposed provisions,everyone will no longer be equal.

If passed, it will be mandatoryfor councils to involve iwiauthorities in the appointment ofindependent hearingcommissioners and in the criticalstages of preparing council plans.These plans determine things likeland use, nutrient limits,subdivision rights, and whetheraquaculture is allowed oncoastlines. They also determinewater use and allocations.

You don’t need to own thewater to control and profit from it.

There will be no similar levelof engagement with the rest of thecommunity, not even with thosewho have a legal interest in landthrough ownership. It representsa major constitutional change.

The people of Franklin are wellplaced to understand where therest of the country may beheading. Auckland’s IndependentMaori Statutory Board alreadyhas this level of involvement.Think, – Sites of Value to ManaWhenua and how 3600 unverified

sites found their way into theUnitary Plan without prior publicknowledge. Appointed boardmembers vote on councilcommittees. They are notified ofconsent applications. Iwiconsultation reputedly absorbedone seventh of Auckland’s $30million projected Unitary Plancosts. And while the officialannual cost of the Maori StatutoryBoard is around $3 million, I’mtold the real cost to ratepayerseach year is several times morethan that.

Farmers had hoped the newRMA reforms would makeconsent applications quicker andcheaper. Instead, the newprovisions will add complexityand cost. To complicate matters, anew freshwater managementdiscussion document talks aboutiwi also partnering councils inconsenting, monitoring,enforcement, bylaws, and otherregulations when it comes towater access and management.

How does that work? Wheredoes it leave the manycommunities with good iwirelationships where knowledge isexchanged willingly, and withoutcommercial intent?

Do New Zealanders believethat everyone should be treatedequally? Or should some peoplehave more influence because ofancestry?

Are we okay with unelectedpeople making decisions on ourbehalf? And if they make baddecisions, do we mind that wecan’t vote them out?

It’s ironic.We’ve discussed the flag to

death and yet, when somethingmomentous like this occurs, thereis a huge silence.

It may be a sensitive subjectbut it’s a damn important one andits time we had a nationalconversation about it.

A love of Michael Jackson and apassion for rap music has setPukekohe’s Adam Kitto on ajourney to musical success.

The 21-year-old Kitto hasfinished producing an 18-trackhip-hop album, A Home, under thealias DHARMARAT.

It was all done in his Pukekohebedroom with just a computer,sampler, record player and key-board.

‘‘The Eminem Show came outand I was like six or seven andman I loved it,’’ Kitto said.

‘‘There would be times I wasfeeling angry or sad and I wouldlisten to certain songs on that andI would forget about all of it.’’

Kitto, who works as a plantoperator for Wilcox inPatumahoe, started writing rapswhen he was around 12.

‘‘At 17 I fully started learninghow to produce and I was 19 or 20when I got a diploma in audioengineering from SAE, so I could

learn the technical side of it.’’For Kitto, the process all starts

with sample hunting.‘‘I’ll go to YouTube channels

that post up vinyls, or I’ll go toReal Groovy and hunt throughvinyls... and if I can think of some-thing that relates for me to write[to the sample] then I’ll jot it down

and go from there,’’ Kitto said.Kitto said the basic concept of

‘‘Whether it be from growingup around gangs and violence, tonot finding love, not going tonightclubs every weekend, oreven being an outcast on social

media,’’ he said.‘‘Of course everyone should

embrace their individuality, butat times we all need someone whoshares our views.’’

Kitto said he hoped to be ableto make a music video soon. Aswell, he is keen to perform in asmany venues as he could.

‘‘I don’t care about fame. I justwant to be able to do it every day –make music. That’s the fun partfor me.’’

New pup prompts bed compromiseCountry Matters columnist Natalie Pitfieldbows to compromise to keep her cat happy.

Boxer the cat curls up on Natalie Pitfield’s bed.

It’s said that compromise is theessence of every goodrelationship.

I’m a firm believer in thisprinciple. I apply it to every partof my life and so far it’s stood mein good stead.

Sometimes a compromisemeans that you benefitimmensely from a situation.Other times it means you give infor the greater good.

When we introduced ouralmost 13-year-old cat, Boxer, toour rescue pup Milo, it did not gowell initially. Given how muchBoxer had mourned the loss ofour dog Sheba I thought he’d bedelighted at having a new caninecompanion.

He hissed and spat at Milo andstalked off.

In his defence Milo simplywatched Boxer and wagged histail.

He was such a calm, placidpuppy that I knew he’d wearBoxer down over time. Sureenough, Boxer slowly tuned in toour compromise philosophy andbegan to let Milo be his friend.

He would even curl up on mylap at night with Milo cuddled up

beside us. Things were lookingpromising.

Then we introduced Akira, ourShepherd/Husky pup into themix. For some unknown reasonBoxer took an instant dislike toAkira. He refused to be anywherenear her and would hisswhenever she came close.

While I can’t speak cat I couldvery easily understand themessage when I went up to bedand found Boxer curled up on mybed. It was his way of saying thatif I was going to allow that furryhellhound to live downstairs hewas going to make upstairs hisdomain.

We’d always had a ‘no petssleeping in the bedroom’ policy.The pets had free range of thehouse, and if ever Boxer wasfeeling a little poorly I had let himcurl up with me at night.

But he was restless andthought it great fun to purr andrub his head against my face at3am. I love cuddles, but I foundout that I love sleep more.

I had to agree, though, that Ihad brought the feisty furball thatwas Akira into our home andBoxer was adamant that he was

sleeping upstairs because of it. Icompromised and let him stay onmy bed.

For the first week this was anightmare. Boxer would climbout the window to go and hunt orgo to the toilet. He’d even go outthe window and downstairs

through his cat door to get to hisfood. And every time he did thisI’d get a loud meowing reportabout his activities. I hadn’t hadsuch broken sleep since mydaughter was a baby. I wasbecoming ragged.

It seems Boxer sensed this

because he began to quietendown. He’d curl up on the bed andsnooze nearby, but leave me tosleep for the most part. I figuredthis was his concession to make.I’m sure he’ll accept Akiraeventually. Till then, we continueto compromise.

Facial eczema (FE) spore counts arestill high, but should fall as the coolernights have an impact.This has been a bad season for the

disease across the North Island.Warm and moist, summer-autumn

weather has driven the highest facialeczema-producing spore counts inyears.The weather has provided rife

growing conditions for the fungusPithomyces chartarum to thrive indead plant matter and its sporescause the disease.‘‘It’s certainly been one of the worst

years in the North Island that I canremember with the spore counts beingso high for so long,’’ AsureQuality FEspokesman Leo Cooney said.‘‘The warmer soil temperatures and

high humidity in different areas andthe warm northerly rains, they have allcombined to bring about this dangerperiod that we have had.’’Niwa’s latest climate outlook

predicted a warmer April-June whichcould see high spore counts continuefor another two months until soiltemperatures begin to cool to about15-16 degrees, Cooney said.Sheep and cattle graze toxic

pasture and once in the rumen, thespores release a mycotoxin whichthen enters the blood stream,attacking the animal’s liver.The cost to the country is an

estimated $200 million each year withaffected stock suffering liver and skindamage, reducing fertility, reducedmilk and meat production and, if leftunprotected, in worst cases death.Clinical cases of FE occur when

there are visible signs of the diseasewhereas sub-clinical cases occur whenanimals were affected, but do notshow its visible signs.This was the disease’s hidden cost,

because it often was not detecteduntil pregnancy scanning and calvingor lambing when the animal is placedunder stress.The threshold for farmers to take

preventative action against FEoccurred when 20,000 spores aredetected

‘Horse hero’ prepares for Kaimanawa musterBy EMMA JAMES

Waikato woman Michele Haultain has been rescuing Kaimanawa horses since the year 2000, and she’s now gearing up for the 2016 muster.

Haultain is the welfare offi cer for Kaimanawa Heritage Horses (KHH), an organisation that helps fi nd homes for the wild horses.

The date for the biennial muster was brought forward this year, but KHH has still had a lot of applications to adopt a Kaimanawa.

Applications are now closed, but KHH committee members will now spend several weeks checking out applicant’s properties for suitability.

The muster is now happening at the end of April.

“It is so traumatic for these horses. Some people say ‘oh, they’re so quiet’ when they arrive at the properties, but really they’re just shut down,” she said.

“It’s all very scary for them; they don’t know what fences are and some of them don’t even know how to drink out of a water bucket.”

She said it usually takes them about three weeks to settle and begin to be curious about a human’s presence.

“I get so excited when one of them eats their fi rst carrot out of my hand or lets me give them a scratch. People with domesticated horses sometimes take it for granted that they can just go and pat their horse,” she said.

She has about 10 Kaimanawas on her property at the moment, and fi ve other horses under her care for New Lives Animal rescue, along with some rescue dogs.

Helping animals is in Haultain’s blood and although it’s all volunteer work, she fi nds it very rewarding.

“Kaimanawas are one-on-one horses, they really bond with families or a person. It does take time to get their trust but when you do, you have a friend forever,” she said.

Although applications are closed to adopt a Kaimanawa,KHH are still looking for sponsors for the horses.

Michele often keeps the ones that don’t get adopted right away, and rehomes them when a suitable owner comes along.

Soil is a farmer’s mostprecious resource.But in New Zealand, we

lose it to the ocean about 10times faster than the rest ofthe world, with between 200million and 300 milliontonnes sliding into the seaevery year.That equates to an

astonishing 1.1-1.7 per cent oftotal global soil loss tooceans despite us havingonly 0.1 per cent of total landarea.Those statistics are a

reflection of the erosion thatresults from ourmountainous and hillylandscape, solid rainfallevents and land usepractices.And, as we all know, the

resulting sedimentation ofour waterways contributesto poor water quality andinterferes with aquatic life,as well as affecting the utilityof our farming soils.So preventing current and

potential erosion is a key toboth the economic andenvironmental sustainabilityof our farming.When considering the best

way to tackle erosion, it’simportant for farmers andothers to look at the varioustypes such as splash, sheet,rill, gully, tunnel, channel andmass movement erosion.The latter is one of the

most common and involvesthe erosion of soil or rock bygravity-induced collapse.

Mass movement erosion isusually triggered by groundwater pressure after heavyrain. But it can also haveother causes, notablystreams undercutting thebase of a slope orearthworks. Movement canbe either rapid and nearinstantaneous (landslides,avalanches, debris flows) orslow and intermittent (earthflows and slumps).Earth and soil slip

movement are also oftennoted after the removal ofvegetation from criticalslopes associated with soildisturbing activities. Thesesorts of slopes need to beidentified beforedevelopment starts andshould be avoided whereverpracticable.Tackling the source of the

problem in this type of way isgenerally most effectivewhen it comes to preventingactual sedimentation ofwaterways. The mainemphasis should be onerosion control, rather thancontrols stopping erodedsediment from enteringwaterways.There are two main

approaches to erosioncontrol: mechanical andbiological.Mechanical methods such

as terracing, debris dams,detention dams, retainingwalls and other engineeringstructures can have animmediate benefit byremoving excess water andartificially strengtheningslopes or by capturing

sediment.But biological methods –

the use of live vegetation –are the more economicmeans of rehabilitation oferoded land.Planting vegetation works

by roots ‘‘holding’’ the soiland providing ground coverso that the elements don’twear away on the soil.Planting poplar and willow

poles and stakes is a goodway to restore physicalstrength to slopes andminimise slipping andslumping.Large three metre poles

should be planted at least 60centimetres deep to obtainsatisfactory establishmentand stability. Lighter twometre poles in sheep-onlysituations and retired areasshould be planted at 50centimetres deep. One metrestakes can be planted at 40centimetres deep, dependingon the dryness of the site.Using suitable plant

species and lower stockingrates on steep land are otherpractices that can reduceerosion. In cases wheresevere erosion is present itmay be best to retire landfrom grazing and, if possible,change land use toplantation forestry.Waikato Regional Council

staff are happy to provideadvice on what’s bestpractice on individual sites.The council also has funding(up to 70 per cent of costs)available to help farmers insusceptible west coast andWaipa catchments carry out

erosion control and otherland management activities.Activities the funding

covers include tree planting,fencing off marginal land orbush from active use,riparian management, farmplans to identify soils and

land use capability andenvironmental projectsTo provide more

information on hill countrymanagement, the council isorganising a stock winteringand soil health field day onApril 28. It will run from

Mapled pumpkin200g peeled pumpkin (or butternut),diced 1cm1 teaspoon olive oil1 teaspoonmaple syrupPesto spaghetti1 shallot1 clove garlic1 punnet cherry tomatoes250g fresh or dried spaghetti50g basil pesto (store bought)1⁄4 cup finely grated parmesancheese

2 handfuls rocket leaves30g Kalamata olives, sliced3 tablespoons basil leaves, roughlytorn (reserve a few for garnish)To serve2–3 tablespoons finely grated orshaved parmesan cheese20g choppedwalnuts

Preheat oven to 200 degreesCelsius. Line an oven traywithbaking paper. Bring a large pot ofsaltedwater to the boil.Toss all mapled pumpkin ingredientstogether on prepared tray. Seasonwell with salt and pepper and roastfor about 15minutes, until thepumpkin is soft.

While the pumpkin is cooking,prepare the rest of themeal. Finelydice shallot and garlic. Heat a drizzleof olive oil in amedium fry-pan onlow heat. Cook shallot and garlic for1–2minutes until just soft. Increaseheat tomedium, add cherrytomatoes and cook for 2–3minutes,or until starting to blister and soften.When pumpkin has 5minutes cooktime remaining, cook pasta in pot ofboilingwater according to packetinstructions, until al dente (justtender). Reserve 2 tablespoons pastacookingwater then drain pasta well.Return pasta to pot and add roastedpumpkin, pesto, first measure ofparmesan, tomato onionmixture,rocket and olives. Gently toss tocombine. Season to taste with saltand pepper.To serve, divide spaghetti betweenbowls and servewith reserved basil,parmesan, walnuts and plenty offreshly ground black pepper.

Jennian Homes is calling for Franklin

women to support heart health by

entering their Mother’s Day fun run

and walk.

The Jennian Homes Mother’sDay Fun Run/Walk will onceagain be taking place in Puke-kohe, with women preparing towalk and run their way throughMother’s Day on May 8.

The event begins at the Puke-kohe Netball Centre at 10am andwill follow a 5km route. It is partof a nationwide initiative run byJennian Homes to support theHeart Foundation’s Go Red forWomen campaign, which aims toimprove the heart health of New

Pukekohe teenager Liam Lawsonhas capped off his motor racingscholarship year by claiming theRookie of the Year title at the finalround of the New Zealand For-mula First championship onApril 3.

Lawson became the 15thannual winner of the SpeedSportScholarship last May and led therace for novice drivers through-out the eight-round series, andsecured the title with one raceremaining at Taupo.

The 14-year-old also notched uppodiums and a race win to finishsixth overall.

The former kart racing starturned to motor racing after win-ning the SpeedSport Scholarship,which has been the springboardfor some of this country’s leadingmotor racing stars.

Lawson raced with the Palmer-ston North-based SabreMotorsport team, whose teamowner Dennis Martin is a co-founder of the young driver devel-opment program. Lawson said ithad been a great opportunity.

‘‘It’s been an awesome year.Everything I’ve learnt on and offthe track is really going to help inmy future racing. A big thank youto Dennis and the team, and myengineer Johnathan for their sup-port this year. Winning the schol-arship was a massive opportunityand will definitely help me mov-ing forward.’’

Sabre-based scholarshipdrivers have won the Rookie ofthe Year title 14 times in 15 years.

Formula First is regarded asthe first step in single-seater

racing and Lawson is hoping tomove forward to Formula Fordnext season as he aims to one daycompete in New Zealand’spremiere Toyota Racing Series[TRS].

Drivers are restricted to aminimum age of 16 to compete inthe TRS wings and slicks cars so

Lawson will spend the nexttwo seasons developing his skillsand race-craft to become pre-pared.

‘‘I’d love to one day race in theNew Zealand Grand Prix butthere’s a lot of work to do beforethen,’’ said Lawson.

His rookie title came on the

same weekend as formerSpeedSport Scholarship winnersalso made headlines. Shane vanGisbergen won the 500th V8Supercar race for Holden in Aust-ralia, while Nick Cassidy took thelead in the European Formula 3championship in France afterfinishing second in all three races.

Bombay coach Jeff Marr saidthat is how his team will beviewing their lacklustre gameon the weekend.

He said he was thrilledthey nailed the bonus pointagainst Waiuku, but too manymistakes on the field let themdown.

‘‘I felt that we reallystruggled to get the continuitygoing.

‘‘We made a couple of littlemistakes and every week welook for a step forward and wedid get it. We set ourstandards pretty high and ifwe don’t get it, we get a bit

grumpy. Each week we strivefor a better performance.’’

He said parts of their gamewere positive, but not allplayers were on the samepage when knowing what wasrequired of them.

‘‘Our scrum was reallysolid and actually our lineoutas well. I thought our work atthe breakdown was betterthan last week.’’

Bombay had two players

injured, with Liam Danielahurting his hip, and KarlEvans breaking his nose.Daniela is expected to be backon deck this Saturday andEvans will be assessed later inthe week.

Waiuku coach JimRobinson said he was happywith his team’s performance,which was fairly even withtheir opposition, until afterhalf time. But, they closed thegap in the last 20 minutes.

‘‘It was a good game, wecame out firing to start withand put a lot of pressure onthem. Joe Dawson scored agood try, sniping around theruck, about 10 minutes in andthen they got a try straightback.

‘‘Five to 10 minutes afterhalftime they got a coupletries. We didn’t need that butthat’s what good teams do.’’

Robinson added it wasgreat to see their play at thebreakdown improving.

‘‘In the first half we werereally good around the break-down which has been a realnegative for us up to thispoint. That was really good, Ithought we competed reallywell at the breakdown.’’

‘‘There really wasn’t much we did well. If therewas something we did well it was in really smalltime slots. We need to do it for 80 minutes or even60 minutes.’’

However, he said it was not all bad news.‘‘We’re not going to panic. The game was really

physical and it gave us an insight of where weneed to be if we want to be in the top four.

The Franklin Local Board has quashed

rumours that a public road is set to be built

between the Waiuku Rugby Club and

Waiuku College as part of the Waiuku

Sports Park upgrades.

The board has also committed to con-

tinuing to involve neighbours in the

decision making process.

Waiuku’s John Burch, Lynn Harding

and Steve Bingley presented a petition to

the board on Tuesday signed by the 31

neighbours of the Waiuku Sports Park.

They raised three points:

‘‘We ask that we be included in the plan-

ning process’’, ‘‘we would support a washed

concrete walkway from the rugby club car

park to the college with up lights’’, and ‘‘We

ask that Waiuku College complies with

resource consent file L01017 which was

signed on July 3, 2001’’.

Burch said he was strongly against a

road being built between the rugby club

and the school.

He believed the washed concrete sol-

ution would minimise the damage and

noise from the accessway.

But Waiuku board member Jill

Naysmith said that a public road was never

in the plans.

‘‘I think that it is really important to

think about that if there is an accessway,

the language of a public road has no place

in it because this is private land,’’ she said.

‘‘The rugby club and the school are not

going to want people being able to access it

24 hours a day.’’

Fellow Waiuku board member Brendon

Crompton said they had yet to even draw

up a concept plan for the site. But there was

no road involved.

The idea being discussed was a 5kmh

one-way shared pedestrian and vehicle

accessway between the rugby club and the

school. The 2001 resource consent section of

the petition was in relation to hedges and

trees which the school had agreed to main-

tain when it built its gymnasium.

After receiving the petition, the board

passed a motion that ‘‘parks staff continue

engaging with neighbours throughout the

development of this project’’.

Proposal to reclassify land and

grant community lease

Auckland Council invites submissions or objections frompersons with an interest within the following reserve in theFranklin Local Board area:

Karioitahi Gap Domain Recreation Reserve - Allotment 469Waipipi Parish defined by SO 45763 comprising 32.3749hectares is held by the Crown through Department ofConservation as a classified recreation reserve, subject to theReserves Act 1977 and vested in Auckland Council, in trust,for recreation purposes. The Crown reserves the right tocancel the vesting should the reserve be required for redressof a successful claim made against the Crown pursuant tothe Treaty of Waitangi Act 1975.

Auckland Council proposes to reclassify approximately1822m² of Allotment 469 from recreation reserve to localpurpose (Surf Life Saving, Surf Education Accommodation,Kiosk and Community Buildings) reserve in accordance withthe terms of the Reserves Act 1977.

The portion to be reclassified is the area of land occupied bySurf Life Saving Kariaotahi Incorporated. The proposedreclassification will support the activities to be undertakenby the surf club in its proposed development of a new surflifesaving and community facility.

Auckland Council proposes to grant the following:

An agreement to lease for approximately 1822m² for aterm of two years commencing 1 June 2016 with a one-year right of renewal. This agreement to lease will enablethe surf club to secure funding to build a new surflifesaving and community facility, establish a projectcontrol group including club representatives and specialistcouncil staff to oversee the detailed planning andconstruction phases and obtain all regulatory consentsrequired for the development of the facility.

A lease for approximately 1822m² for a term of 11 yearsfrom the date of building certificate of compliance withtwo 11-year right of renewals.
