Dr. Calabro reported that there are more than 1,000 leash free parks in the United States. His research reflects a high incidence of positive results for communities. It was suggested that leash free parks help create stronger, safer communities and could potentially attract travelers into town as a rest stop for their pets and a way to draw customers to local busi- nesses. Dr. Calabro presented letters of support from the Talbot County Humane Society and local veterinarian and Trappe District resident, Steven Harris. This would be the first such park on the Eastern Shore. A group of Town Commissioners planned to visit Quite Waters Park in Annapolis, the next closest leash free park. A Public Meeting will be held February 21, 2007 at 7:00 in the Town Hall. Mid-Year Budget Reviews Cheryl Lewis presented a brief mid-year review of the FY 2006-2007 General and Enterprise Fund budgets. The Enterprise Fund, which covers the waste water treatment plant and water/sewer billings, is estimated to reflect a $12,000 shortfall by the end of the fiscal year. Town Meetings and Planning Commission Meetings are open to the public. Citizens are encouraged to attend to be informed and give in-put. Proposal: Leash Free Dog Park Dr. Tony Calabro has presented a proposal to the Town Council and the Planning Commission for the establishment of a Leash Free Dog Park. These parks are contained public areas where dogs and their owners gather to socialize and run free in a safe environment. Dr. Calabro reported that there are more than 1,000 leash free parks in the United States. His research reflects a high incidence of positive results for communities. It was suggested that leash free parks help create stronger, safer communities and could potentially attract travelers into town as a rest stop for their pets and a way to draw customers to local busi-nesses. Dr. Calabro presented letters of support from the Talbot County Humane Society and local veterinarian and Trappe District resident, Steven Harris. Police Department Update Chief George N. Ball, Jr. reported that the new Police Department would be officially open on January 19th. He thanked the Town Council, Town staff, and citizens for their support during the continuing stages of setting up the Police Department. He reported that he had been busy attending various meetings and workshop on topics such as child protection, school bus safety, animal control, and the Maryland Chief’s Talbot County Narcotics Advisory Board (TCNAB). Chief Ball recommended that the Town of Trappe make a contri-butions from the Police/Law Enforcement Budget to TCNAB and the Talbot County Emergency Management Agency, which dispatches emer-gency calls. He outlined a program called Volunteers in Police Service (VIPS) that will be implemented. Robert Parker has volunteered to coor-dinate the program in conjunction with Chief Ball. Chief Ball passed on information about grant monies available from Talbot Partnership to increase awareness about tobacco use and cessa-tion (see information below about Community Outreach Worker). He also reported that Trappe now qualifies for State grants (which have been discussed at previous meetings) available to existing police departments. These funds may be applied to any cost associated with a police de-partment, including administration, a portion of rental expenses and operating costs. The program includes paying $1,800 per officer and $2.50 per resident. The Town may submit an estimate of costs to June 30th, then follow up with final figures.

The Trappe Police Department is finally providing full Police services. Everything was official as of the afternoon of January 10th, ahead of the planned date of January 22nd. The new phone numbers, which should be operational by February 1st are:

The Trappe Postmaster is concerned about persons parking in the handicapped reserved area without handicap tags. Please avoid receiving a citation and fine – unless you have the proper tags, do not park in the reserved space.

SEEKING COMMUNITY OUTREACH WORKER Tobacco Prevention & Cessation Mission: To educate local population about smoking cessation and the dangers of second-hand smoke and to discourage youth from using tobacco products. Outreach worker will: •Attend local events to distribute Talbot County Health Dept. tobacco cessation program material and information about the Maryland 1-800-QUIT NOW quit line. •Visit, on a regular basis, local fire-halls, police departments, churches, and other community or-ganizations to provide tobacco cessation & prevention program information.

•Attend local sporting events (Little League, etc.) whenever possible to share tobacco prevention information and promote tobacco cessation program. •Promote tobacco prevention with youth whenever possible. •Contact Health Department with information about events in your community where we might have a table with tobacco program information. This could be anything from BINGO night to a July 4th celebration Share cessation program information with individuals who you think might be in need of our services There is significant flexibility in how these tasks are accomplished. rades, queen contests, fairs, fund raisers, parties, anything per-taining to the fire company. The Trappe Planning Commission is holding a workshop to discuss the interest in a Leash-Free Dog Park on Feb 21 at 7 pm. Supporters have posted the following info requesting that interested parties attend.

The Easton High School Band Boosters is conducting a re-cycling fundraiser. Students are collecting 20 oz. plas-tic bottles, which they package and send to a recycling company to raise money for their annual band competition trip. If you would like to support this effort, empty, washed bottles (no caps) may be dropped off at the school or at the Town Hall. More than 200 years ago, Maryland cooks invented beaten bis-cuits. Once the biscuit dough was made, it was beaten with a

hammer or axe for 30 minutes. This was supposed to make the biscuits light and airy.

Philadelphia is not only the birthplace of our coun-try, but it is also the birthplace of the ice cream soda. It was invented in Philadelphia in 1874 when Robert M. Green ran out of sweet cream for a drink that also used syrup and carbonated water. He substituted ice cream for the sweet cream, and the first ice cream sodas were a big hit!

Five shiploads of Scotch-Irish families arrived in New Hampshire in 1719 with potatoes that they planted. Most Europeans at that

time considered potatoes food for pigs, not humans. These families harvested their first crop in time to eat during their first winter.

Mitchum's Market Hosts February Plein Air Exhibit and Valentine Art Show

The winter air may be frigid, but at Mitchum's Market it's plein air in February. Mitchum's will host a plein air art

exhibit and sale during the month of February. The exhibit opens February 1st and features works from local artists, including plein air paintings by the winners of the Trappe-toberfest Paint Out. On Wednesday, February 14, Mitchum's will host an Open House from 4-7 p.m. Light refreshments will be available, along with cash bar (beer

and wine). Or treat your valentine to a fresh-made sandwich, salad, or dessert from Mitchum's Market.
