Foreword

►The libraries of today’s have to step with the pace of accelerating change in terms of ICT and e-resources to meet the academic requirements of end users.

► The LIS professionals need to develop advanced skills and competencies to handle different platforms of e-resources for their maximum use with utmost user satisfaction.

► The e-resource management, use and awareness has become a challenging task for LIS professionals and users. The Central Library of Tezpur University has taken a lead to organize this National workshop inviting leading International e-resource publishers & aggregators and renowned professors of LIS as resource persons for the benefit of participants.

► The workshop provides a unique opportunity to LIS Professionals, research scholars and faculty members to discuss, understand and know about the different types of e-resources, access management and effective utilization of e-resources. Objectives of the WorkshopTo ensure that the participants are aware of the latest developments in e-resources and e-learning To create awareness among the research scholars and LIS Professionals about the importance of e-resourcesTo provide an opportunity for the participants to share their experiences and ideas enabling them to enhance their knowledge, expertise, and abilities with regard to use of e-resources. To discuss the different issues concerning e-resources like copyright, standards, digital rights management, user interfaces, interoperability and subscription management etc. To provide an opportunity to discuss various aspects of information literacy in promoting e-resources and its empowerment for LIS professionals.

Highlights of Keynotes Addresses Prof. A.S. Chandel emphasizes on subscription policy. He suggests not to go for subscription to all e-resource item for a library. Specially research oriented items should be in e-version in a library and library materials selection could be based on how to select and what to select on the basis of usability and usage statistics.Library of same categories could have uniform policy towards e-resource subscription. Publishers/aggregators should have same policy for all Institutes/colleges of same categories. He added that e-book subscription is more problematic than e-journals subscription. Prof. Chandel is also unhappy with distort policies, pricing models, and T&C laid down by publishers, products providers as well as consortiums. He added e-resources are dominating our traditional resources; nevertheless they have their own advantages and disadvantages over print resources. Publishers, librarians as well as users have their own complexities with e-resources relating to production, pricing, sale and use which print resources do not have. ■ Prof N N Sarma in his keynote address on ‘ Role of Libraries in Education System’ laid emphasis on simultaneous growth of some collection in both print and e-version to some extent. Mere e-resource is not enough to meet users needs. ■ Prof N Lahkar in his keynote address on “Online Resource: Searching Techniques’ briefed upon different search techniques of e-resources such as Boolean Search, parentheses search, range search, proximity search, keyword search, Phrase search, Term Truncation search, etc.He also briefed upon requirements of technical set of competencies for library professionals which were not earlier required. Skills such as e-resource maintenance, creating web page, building and maintaining computer networks, designing search interfaces are sought after today’s library employment market facilitating training , workshops, etc on ICT handling. Outlines on Technical SessionsThe Presenter of Elsevier put outline on Research Focus in NE & Elsevier’s Innovative tools for research and researchers. ● SCOPUS, the largest abstract and citation database of peer-reviewed literature. It contains over 19,500 titles from more than 5,000 publishers around the world, covering the fields of science, technology, medicine, humanities & social sciences, and arts. According to the SCOPUS Statistical report based on use of elsevier journals , among Universities and technical Institutes of National Importance of NE region IIT Guwahati is the top research institute in NER followed by NEHU Shillong in the 2nd position and NIT Silchar occupying the last position. NAAC also takes SCOPUS data in respect of use of e-resources for accreditation of Universities in India.

● ScienceDirect: Elsevier’s peer-reviewed, full text database. At this moment in time over 11 million articles are available online from 2500 peer reviewed journals and 11000 ebooks. 36 articles are being downloaded every second during a average working day.

Workshop Outcomes The workshop provides a multidisciplinary forum for sharing ideas, experiences and gave us opportunity for putting queries on use of e-resources, their types, subscription policies on access mode, etc. The workshop helps us to know more about the access routes, search options/techniques to e-resources and features and functionality of resource databases. The Workshop provides us opportunity to understand more about e-resources, its effective utilization and management. Also, let us know different access routes, Search Options/techniques, for e-resources. Invited resource persons and publishers in their address and in panel discussion stressed on need of e-resources in today’s learning environment and advantage & disadvantage of e-resources over print resources. They expressed on need of proper skills and competencies of library professionals for e-resource handling and management in today’s perspectives.INPUTS: Libraries may want a guarantee/ negotiation that if they cancel or terminate their subscription, they should have the right of perpetual access to previously subscribed contents.
