Capacity Building and Establishment of a Community of Practice for Researchers and Policymakers for Evidence Use in Environmental Policymaking in Nigeria (alias EUEPiN) is part of larger project. The project is funded by the William and Flora Hewlett Foundation under the aegis of the African Institute for Development Policy (AFIDEP) in collaboration with the African Academy of Sciences (The AAS) entitled 'The initiative for Expanding Evidence Leadership in Africa' (also known as Evidence Leaders in Africa).

The ELA project seeks to expand the leadership of the AAS scholars and scientists in the use of evidence in policy formulation and implementation by African governments. The project hopes to:

· Increase the number of academic leaders championing Evidence-Informed Decision Making (EIDM) in Africa

· Increase the number of government agencies in East and West Africa taking specific actions to institutionalise Evidence-Informed Decision Making (EIDM)

· Deepen evidence and expand space for Evidence-Informed Decision Making (EIDM) learning in Africa

The EUEPiN Project aims to establish a formal forum for the interaction of evidence producers (researchers) and evidence users (policymakers) in the environmental management space in Nigeria. This will provide a platform for capacity building and engagement for evidence-informed decision making (EIDM) and their implementation.

The EESKT-TCEBCEM aims to conduct studies, develop capacity, facilitate collaborations between evidence producers and users and institutionalize evidence-informed decision-making by policymakers and industries for environmental management and sustainability. Prof. C. Jesse Uneke is a Professor of Infectious Diseases & Health Policy/Health Systems.

He was on June 1st 2021 appointed as the Vice-Chancellor of King David University of

Medical Sciences, Uburu, Ebonyi State. Prior to the appointment, he was serving as the

Deputy Vice-Chancellor (Academics) of Ebonyi State University Abakaliki.

He also holds the following leadership positions;

Dr Nana O Bonsu is a research fellow in responsible business and sustainability at the

Birmingham Business School, University of Birmingham, UK.

Interest in policy dynamics of change in human and natural systems, i.e., policies and

governance frameworks required in transitioning towards responsible and sustainable futures.

Background experience on place-making and sustainability-related projects addressing value

chains production and consumption issues, shifts to a circular and low-carbon economy, e.g. the

transition to electric vehicles and net-zero emissions (e.g. impacts from air pollution, climate

change, and health systems interplay).

Other projects deal with land-use ecosystems, the UN SDGs, social innovation and scenarios

development, and experience working with local authorities in the UK within transport planning,

infrastructure and environmental management.

Interest applying future-oriented research methods practical to influence robust policies and

decisions supporting resilient and sustainable communities, i.e. policies understood as

economically efficient, socio-ecological secure, fair, and culturally representative of our world

society.

Stanley Ob Joseph holds a PhD in Environmental Science with a specific focus on Climate

Change Impacts and Adaptations. Stanley leads on Water Quality for the National Field

Monitoring Team in the Environment Agency (EA) for the Thames Valley Area in the UK.

A key aspect of his role has been as a ‘data provider’ and ‘data custodian’ in the last five years.

Stanley is responsible for the scheduling, collecting, and delivering of the team’s environmental

monitoring programmes, including hydrology, ecology, surface and bathing water programmes.

Data provided from these activities are used to generate the evidence required by the

Environment Agency (EA) to make critical environmental decisions relating to protecting and

improving the environment.

She is a Lecturer in the Department of Microbiology, University of Lagos. Research interest

bothers on Environmental Microbiology and Biotechnology with special focus on

bioremediation of polluted ecosystems and bioconversion of wastes to value-added

products.

A postdoctoral visiting researcher at Karlsruhe Institute of Technology (KIT) Germany, a visiting

scholar at Ohio Agricultural Research Development Centre, USA.

Some awards include: Faculty Best Researcher’s Award, Tertiary Education Trust Fund Research

Grant, TWAS-DFG grant award, International Centre for Genetic Engineering and Biotechnology

(ICGEB) training grant and Society for Applied Microbiology Grant Award.

Some certification includes: Entrepreneurship and Innovation Mentorship Education Certification

(EIMAC), University of IOWA, USA; Technology Management, Research and Exchanges Board

(IREX), USA, and African Universities Quality Assurance in Higher and Tertiary Education. Fellow,

OLANIKE M. (Ph.D)BURAIMOH

Dr. Imade Nsa is a Lecturer at the Department of Microbiology, University of Lagos, Nigeria.

She obtained her Ph.D. in Microbiology from the Texas A & M University, College Station,

TX, USA, where her research in circadian clocks, led to uncovering a new slave oscillator in

Neurospora crassa using genetic approaches.

Dr. Nsa’s fields of interest include Biotechnology, Environmental Microbiology, and Phage

Genomics. Her current research focus is on the environmental impact of discharged textile

effluents and the disposal of coal discards; with a keen interest on the annexation of microbial

communities that are associated with the receiving environments for bioremediation purposes.

Dr. Nsa was a pioneering member of Mobil Producing Nigeria (MPN) Safety Health and Environment

(SHE) Regulatory Compliance Unit (RCU), where she served in two capacities as Regulatory

Compliance Specialist and Regulatory Database Specialist.

Adebukola Suberu is a determined result-oriented woman with over 15 years work

experience in Environmental Management. She has key interest in Environmental

management, Biodiversity Conservation, Landscaping, Beautification & Tree

Management.

Before being deployed to the State Ministry of the Environment, she has worked in various

Agencies under the Ministry of the Environment. Some of which include; The Lagos State

Environmental Protection Agency (LASEPA)and The Lagos State Parks & Gardens Agency

(LASPARK). As an Officer in Tree Management Department of the State Parks & Gardens Agency

(LASPARK) she implemented many innovative ideas that brought great improvement and

efficiency in Urban Tree Management in the State.

She was a member of the Urban Tree Management Strategy Committee, a committee set up to

look into best practices in Arboriculture internationally, to come up with a Tree Care Plan for Lagos

State. She is currently deployed to the Conservation and Ecology Department of the State

Ministry of the Environment. The mandate of the Conservation and Ecology Department, where

she works include the following: Manatee and Sea Turtle conservation; Wetland Biodiversity

Conservation; Ecological Matters in Lagos State.

In 2007 Andrew co-founded the Collaboration for Environmental Evidence (CEE) and was

Chair of the Board of Trustees until the end of 2017 and is now acting Chief Executive.

Currently Professor of Evidence-Based Conservation and Director of the Centre for

Evidence-Based Conservation at Bangor University.

Andrew is also Editor-in-Chief of the CEE Journal ‘Environmental Evidence’. He has served as

President of the European Section of the Society for Conservation Biology and on the global

Governing Board and as Vice-President of the British Ecological Society. He has co-authored

over 25 CEE Evidence Syntheses.

Dr. Sogbanmu is an Environmental Toxicologist with several years of experience in

environmental risk assessment and pollution management. Her research focus is on the

risk assessment and management of organic pollutants in various environmental media

using classic and emerging ecotoxicology tools. This is with a view to develop and provide targeted

environmental management advice to regulators/policymakers.

She is an active researcher with 40+ refereed journal articles and conference publications to her

credit, several research grants, awards and fellowships. Particularly, she is a recipient of the L’Oreal-

UNESCO For Women in Science in Sub-Saharan Africa, 2014; PADI Foundation grant 2016; TWAS-

DFG Cooperation Visits Fellowship, 2019; The African Academy of Sciences (the AAS) Science

Advice for Policy Fellowship, 2019; Evidence Leaders Africa Seed Grantee, 2019, among others.

She is currently a Co-Investigator in Two (2) GCRF-funded projects.

Dr Sogbanmu is an Affiliate of The AAS; member, Nigerian Young Academy (NYA); Member, Board of

Trustees, Society for Environmental Toxicology and Pollution Mitigation (SETPOM); Advisory

Board Member, One Health and Development Initiative (OHDI); Editorial Board Member, Integrated

Environmental Assessment and Management (IEAM), among others. She has served as an

Ecology/Waste Management expert on review panels constituted by the Federal Ministry of

Environment, Nigeria for Environmental Impact Assessment draft reports since 2018.

She is an advocate of the United Nations Sustainable Development Goals 3, 6, 11, 13 and 14;

African Union Agenda 2063 Goal 7, Science and Risk Communication, Evidence for Policy and

Researcher Visibility for Societal Impact. She holds a PhD in Environmental Toxicology and

Pollution Management and lectures at the University of Lagos, Nigeria. She currently leads the

Evidence Use in Environmental Policymaking in Nigeria (EUEPiN) Project as well as the

Environmental Evidence Synthesis and Knowledge Translation (EESKT) Research Group, TETFund

Centre of Excellence in Biodiversity and Ecosystem Management, University of Lagos.

Dr Oladoyin Odubanjo is the Chairman of the African chapter of the International Network

for Government Science Advice (INGSA-Africa). He is also the Executive Secretary of the

Nigerian Academy of Science and immediate past Chairman of the Association of Public

Health Physicians of Nigeria (Lagos Chapter). Dr Odubanjo is an Adviser to the Centre for Palliative

Care Nigeria (CPCN) and serves on the board of the West African office of The Conversation Africa.

He was a member of the Committee on Enhancing Global Health Security through International

Biosecurity and Health Engagement Programs of The National Academies of Science,

Engineering, and Medicine (NASEM, formerly US National Academies).

Dr Odubanjo, as part of a newly recruited team, was instrumental to a successful transition of the

Nigerian Academy of Science from a largely honorific organization to one that provides evidence-

informed advice to government and other stakeholders. This happened within the African Science

Academies Development Initiative (ASADI) of the US National Academies (now NASEM). In the last

several years, he has collaborated with various academies globally and the Network of African

Science Academies (NASAC) on diverse projects aimed at informing policy. In the Nigerian

academy, he has received and successfully managed grants from various US-based institutions

including the US Department of State, Ford Foundation, Rockefeller Foundation, and the US

Civilian Research and Development Foundation (CRDF).

Mr. Lasisi, Adedoyin is a seasoned professional and administrator with Lagos State

Ministry of the Environment and Water Resources with Master’s in Environmental

Resources Management and undergone environmental leadership training at University

of California, Berkeley, USA; UNESCO-IHE, Delft, Netherlands; Global Environmental Centre

Foundation, Osaka, Japan. A certified Health, Safety and Environment (HSE) trainer with over 20-

year career as an environmental scientist, his work span through various aspects of environmental

management and protection such as: Solid Waste, Water Pollution, Climate Change,

Environmental Governance, Environmental Impact Assessment, etc.

In the past years, he has taken part in more than 50 research works and published more than 30

papers and authored 5 books. He has also attended several technical and public reviews on

Environmental Impact Assessment on developmental projects in Lagos State. In the last ten years,

he has formalized and carried out research work on the need for community and public involvement

in Environmental Impact Assessment process in Lagos State. At the moment he is participating in

various national and international research projects on different aspects of the environment.

Gbenga Samuel Salau, a multiple award-winning journalist, is a graduate of Communication

and Language Arts, University of Ibadan, Nigeria. Craving for more knowledge, he enrolled

for an MSc in Psychology at the University of Lagos. As an undergraduate student, he was

a campus journalist reporting for the Independence Hall and Faculty of Arts Press Clubs, with the

pen name SSG. As a campus journalist, he won the following awards; Independence Hall Press Best

News writer; University of Ibadan Union of Campus Journalists’ Best News Reporter/Writer; First

Runner-up, Reuben Abati Award for Investigative Journalism; Association of Faculty of Arts

Students’ Press Best Reporter; University of Ibadan Union of Campus Journalists’ Best Political

Writer; Winner, Reuben Abati Award for Investigative Journalism, and University of Ibadan Union of

Campus Journalists’ Best Interviewer. He rose to be the editor-in-chief of Association of Faculty of

Arts Students Press Club.

He joined The Guardian Newspaper, Nigeria after completing the compulsory national youth

service. As a reporter with The Guardian, he has covered events and attended conferences,

workshops, trainings within and outside Nigeria.

In 2014, he won the Promasidor Quill Award Best Report on Nutrition and DAME Business

environmental risk assessment and pollution management. Her research focus is on the

risk assessment and management of organic pollutants in various environmental media

using classic and emerging ecotoxicology tools. This is with a view to develop and provide targeted

environmental management advice to regulators/policymakers.

She is an active researcher with 40+ refereed journal articles and conference publications to her

credit, several research grants, awards and fellowships. Particularly, she is a recipient of the L’Oreal-

UNESCO For Women in Science in Sub-Saharan Africa, 2014; PADI Foundation grant 2016; TWAS-

research on social processes in traffic environments and training. She is proficient in curriculum

Professor Adebayo Otitoloju is Professor of Environmental Toxicology and Pollution

Management of the University of Lagos. He possesses over 26 years’ cognate experience

with an excellent track record in teaching, research and supervision of undergraduate and

postgraduate students. His research span around heavy metals monitoring and biological effects;

crude oil effects and loss of bioactivity; effects of pesticides on target and non-target organisms;

genotoxic effects of pollutants; and N-terminal sequence analysis and identification of genes

responsible for heavy metal resistance. He has 139 publications, composed of 66 articles in

international and national peer-reviewed journals, 3 books and 70 commissioned works and

contributions to environmental assessment reports.

He has successfully supervised and graduated over 100 Masters and 13 PhD candidates. He is a
