Biosecurity (Pest Management)
Reporting Period (9/08/2021 – 17/09/2021)
RPMP Programmes Operative in this Period

Boneseed (E315-003-004-01) Under the Covid Level 2 restrictions, Council biosecurity staff were able to complete the bulk of this year’s planned boneseed work in the Marlborough Sounds. A total of 237 hours were undertaken at 17 sites over the period 7 September to 16 September. In all, 1000 plants were destroyed compared to 1600 during the 2020/2021. While there are still outlying sites to visit, such as Glasgow Island, the overall numbers plant numbers are expected to remain low.
The recent weather events in the Marlborough Sounds has resulted in a number of land slips within bone seed infested areas. These slip areas could contribute to a spike in plant numbers in the next year or two, as the soil seed bank responds to the removal of competing vegetation, along with the soil’s exposure to sunlight. Time will tell, but for now boneseed numbers are tracking well below the threshold of the RPMP objective.
During the writing of this report Council biosecurity staff found two very large bone seed plants near a property at Shoreline Place, Rarangi. Further surveillance work is expected to be carried out to ensure any remaining plants are removed.
Broom and Gorse (E315-003-005, E315-003-010) Council is following up on reports of a large stock pile of gravel that contains broom and gorse seed. This has been taken in to the Upper Wairau Broom and Gorse Control zone in breach of the RPMP rules.

Chilean needle grass (E315-003-009-01) Planning is well under way for the Chilean needle grass programme. Council has engaged six contracting companies to undertake control and surveillance work throughout Marlborough from late October through to early January.
Nassella tussock (E315-003-021-01) A total of 29 site audits were undertaken for the period. Only two of these sites showed signs of non-compliance and follow-up remedial work was recommended to one of the affected land occupiers. A Notice of Direction (NOD) was issued to the other affected occupier due to the extensive nature of the uncontrolled infestation in a fringe area with an increased spread risk to un-infested land.
Covid Level 4 and 3 restrictions have resulted in a backlog of inspections, and Council Biosecurity staff are currently working through those, as well as carrying out follow-up inspections on those sites subject to a NOD. To-date 7 NODs have been issued to land occupiers this season and five of those have now been resolved. One remains active, while another has been escalated, and biosecurity staff are progressing through the necessary enforcement steps to resolve the issue.

Moth Plant (E315-003-020-01 While undertaking boneseed control work in the Marlborough Sounds, Council biosecurity received a phone call from a Waikawa resident who had found a large moth plant on her property. The plant, with numerous seed pods attached to it, was located at a site with a history of moth plant activity dating back to 2015. Biosecurity staff were able to respond quickly and destroy the plant.

Other Biosecurity Projects/Initiatives
Wilding Conifers (E315-003-023-01)
National Wilding Conifer Control Programme (NWCCP)
During this period, the operational budgets for the 2021/22 season under the NWCCP were confirmed. This totals almost $4.5 million of funding coming into Marlborough wilding programmes this season. While the lion’s share is toward continuing momentum in the Molesworth programme, the Marlborough Sounds and newer Waihopai programme will also be very active this season.
The NWCCP funding for the Molesworth and Waihopai programmes will go alongside funding from Department of Conservation and Council, all held centrally by Council as regional fund holder. The structures put in place in 2020/21 went extremely well and are continuing. Council holds a funding agreement with the Marlborough Sounds Restoration Trust to facilitate the funding for that programme.
In addition to the core programmes, the South Marlborough Landscape Restoration Trust was successful with $117 thousand of NWCCP Community Partnership Funding to deliver work in Lower Wairau and Awatere Management Units in conjunction with private landholders. Council is again acting as the fund holder acts as the facilitator for that via a funding agreement with the Trust.

Kotahitanga mō te Taiao Alliance Update (C230-001-TO1) (Report by Alan Johnson)
The Kotahitanga mō te Taiao Alliance was formed with 15 signatory’s representing the Department of Conservation, Te tahu iwi and Councils. The Alliance published a strategy with a strategic vision and mission. To recap the Alliance vision is that “our extraordinary natural heritage is flourishing, having been restored over large areas, including where people live. People live, care for, and benefit from the environment in ways that bolster natural ecology together with the communities that live within them”
While the Mission is to “work together to create a connected and aligned region that understands, protects, enhances, and future proofs the values of nature critical to the Top of the South and that this flourishing nature in turn enriches its communities”
The Alliance has made great progress in building on relationships across the agencies and iwi while providing a framework for the partners to enable the coordination and effective implementation of shared conservation projects and services. Fundamental to the progress of the Alliance outcomes has been and the scaling up conservation projects which have been enabled through funding from the governments Jobs for Nature initiative.
The Marlborough District has seen a number of projects develop over this period, in particular the flag ship initiative being the Te Hoiere project.
Attached is a summary of the proposed Alliance Communication Plan which will assist in providing a greater awareness of Alliance activities.
At the next Environment Committee meeting a report will be presented summarising the extent and scope of projects approved in Marlborough that are funded through Jobs for Nature Funding.

Proposed East Coast Access Bylaw (L150-019-16) (Report prepared Alan Johnson)
The submission period for the proposed East Coast Vehicle Bylaw closed on the 8 September. The Council received one hundred and ninety submissions with 46 submitters wishing to be heard.
The submissions are now available online to the public. In summary of the number of submissions received is 110 or 58 percent whom supported the current draft bylaw while 79 or 39 percent opposed it. Five submissions or three per cent were neutral.
The next step for Council is to confirm the hearings panel and the dates for hearing which are planned for the November period.
Environment Grant Scheme (Working for Nature Mahi mō te Taiao) (E390-003-20-01) (Report Prepared by Jorgia O’Brian)
The Working for Nature / Mahi mō te Taiao environmental grant was created to build on the success of the Tui to Town and Greening Marlborough programmes.
The $90,000 grant allows landowners, businesses and community organisations to apply for funding to help restore and protect native habitats. Projects can take place on public, private or Māori-owned land.
The grant is split into two categories;
Habitat Marlborough focusses on restoring native habitats and improving biodiversity and freshwater quality. With priority being on planting lowland areas of South Marlborough where there is little native vegetation, as well as waterway and wetland margins. The Habitat Marlborough category assists with grants of up to $10,000 per applicant in any one year.
Protecting Marlborough focusses on projects that aim to control animal and plant pests that are threatening native wildlife and habitats. The Protecting Marlborough category assists with grants of up to $15,000 per applicant in any one year.
The second round of Working for Nature/ Mahi mō te Taiao environmental grant attracted a great deal of interest with a total of 36 applications. 18 applications were received for the Habitat Marlborough component and 18 for the Protecting Marlborough. It is good to note a large range of environmental enhancement/protection projects included in the applications. The projects ranged from small scale community plantings to wide scale goat control in the Marlborough Sounds.

The requests for financial assistance of over $253,825.62 greatly exceeded the $90,000 allocated funding.
The Environment Grants Subcommittee have carried out an initial assessment of the applications and grants will be allocated on the project’s merits. Including level of biodiversity benefit, a clear project plan and outcomes, long term viability and community support.
Initial correspondence with all applicants is expected to be carried out in October to advise the outcome of their applications.
Coastal Science
State of the Environment – Water Quality (E325-002-001) There was a halt to monthly coastal water quality sampling in August due to COVID-19 lockdown rules. Water quality sampling has now resumed as scheduled in September.

State of the Environment – Intertidal Monitoring (E325-002-002) Sedimentation plates that monitor the rate of deposition in intertidal areas were measured in Kaiuma bay on the 15th September and Mahikipawa arm on the 21st September. The rate of deposition was pronounced in some areas, with over 150mm of sediment deposited in parts of Mahikipawa arm. This amount of sediment can have serious consequences for the benthic ecology. However in other areas there has been scouring of sediment by high flows highlighting the complexity of sediment dynamics in these intertidal areas. Unfortunately access issues and a COVID-19 lockdown prevented monitoring of the sites more immediately after the July 17th flooding event.

Ecologically Significant Marine Sites (E325-002-004) The Ecologically Significant Marine Site expert panel met on the 13 September to consider the findings of the 2020/21 fieldwork season. Adjustments to existing site boundaries and new proposed sites were considered by the panel against the significance criteria. The findings of the 2020/21 field season and the recommendations of the expert panel will be presented to the next environment committee.
The review of this programme continues and there are several projects in action which will inform this, the findings of this review will be presented to the environment committee in due course.

Building Control - Building Consent Authority (BCA) & Territorial Authority (TA) Activity for August 2021 Activity across the group’s functions as a BCA and a TA continued to be strong throughout the month of August despite Covid restrictions. All the Building Control team worked remotely over Level 4 restrictions. Designers and engineers continued to submit building consents during this period.

A total of 239 inspections were undertaken in August, with an average booking time of 3 days. The number of inspections carried out in August was down on previous months and this was a direct result of Covid19 Level 4 restrictions which saw no inspections carried out during this period.

Resource Consents Section

The Resource Consent (RC) Team has experienced a relatively busy first 10 weeks of the 2021/2022 financial year in comparison to the same period over the previous two years.
During the first 10 weeks of the 2021/2022 financial year Council received 233 applications which is more than the previous two years. Of the total received, 206 were new applications for resource consent. Council also received 27 applications for variations to resource consent conditions under section 127. In the same period in 2020 Council received 177 applications and in 2019 Council received 210 applications.
During the first 10 weeks of the 2021/2022 financial year Council issued 206 decisions. Of that total, 180 were for new applications for resource consent. Council has also issued 25 section 127 decisions (variations to resource consent conditions) and 1 extension to lapse date. In the same period in 2020 Council issued 185 decisions and in 2019 Council issued 232 decisions.
Applications in processing were at a high of 618 at the beginning of January 2021. By the mid-September 2021 they were down to 560. This is still a higher number than at the same time in 2020 and 2019 when there were 448 and 502 respectively.
Over the Lockdown from 18 August 2021 until end of day 8 September 2021 the RC Team received 74 complete applications for Resource Consent. There were 11 Subdivision; 20 Land Use; 13 Water; 14 Coastal and 16 Discharge resource consent applications received. The numbers indicate that the agents were working from home and making full use of the ability to lodge applications electronically.

Over Lockdown from 18 August 2021, until end of day 8 September 2021 the RC Team issued 52 decisions. There were 6 Water Permit; 7 Subdivisions; 8 Coastal Permits; 18 Land Use Consents and 13 Discharge Permits issued.
The RC Team also made 62 section 95 decisions on notification on applications in processing.
The RC Team kept in constant contact with each other on WhatsApp, email and phone and meeting via Zoom. The RC Team meeting moved to weekly over the Lockdown period and via Zoom; with the first meeting taking place on Monday 23 August 2021. The Consents and Compliance Team Managers met weekly with the Consents and Compliance Group Manager via Zoom on Wednesdays. The Consents and Compliance Manager, the Manager Resource Consents and the three Lead Seniors had a Zoom Seniors meeting on Fridays. Each Lead Senior communicated with members of their teams regularly.
The RC Team also issued the Spring edition of the RC Team newsletter during Lockdown. The newsletter went out as originally scheduled on 1 September 2021. The latest newsletter focused on 2021 Annual Fee Review; the new practice - charging policy for Engineering fees; processing applications when Waka Kotahi (NZTA) interests are affected by a proposal; efficient Use of Water in Marlborough; which applications can be lodged as fast-track applications under Section87AAC and Frost Fans. The RC Team newsletter is always very well received by our stakeholders. It is widely distributed via email and is also available on the Council website. Previous issues can also be found on the Council website.
There have been a number of staffing changes in the RC Team over the last two months. Emma Hunter has been promoted into an Environment Planner position. Emma was a part time Resource Management Administration Officer in the RC Team. She is part way through a Masters in Planning degree. Oliver Rathmill has left the Team to work for MfE on the RMA Reform. Summer Denize has left the Team to work for WSP in Blenheim. The Team is seeking to fill three positions; a part time RM Administration role and both a part time and full time Environmental Planner role.
