On 17/06/19 soon after wereturned from Pollachi the stateoffice had to coordinate a 24-hour OP boycott in support ofour brothers and sisters in WestBengal. It was a grand successbecause of your totalcooperation and support. TheCentral government haslaunched the process of draftinga law to curb violence againstdoctors.

On 27/06/19 myself andNHB Secratary Dr. KarthikPrabu attended the NGTMonitoring committee meetingheaded by Hon. Justice. Mr.Jothimani and represented ourmembers' views. The justiceappreciated IMA for its active

participation and said the privatehospitals are extending bettersupport for PCB compliance. Amajor request from us is to basethe calculation of consent fee on

waste generated andnot asset value and itwas favourablyreceived by the justice.

On 12/07/19, we celebratedthe state Doctors'day functionin Hotel Savera with our healthminister honourable Dr. C. VijayaBhaskar as chief guest alongwith our Director of MedicalEducation Dr. Edwin Joe andDirector of Medical and RuralHealth Services Dr. SwathiRethnavathi as guests of honour.Our health minister appreciatedus for giving the awards to themost deserving candidates. Itake this opportunity to thankour honourable health ministerand the dignitaries for making thefunction a great success.

On 13/07/19, we had ourFact finding Committee meetingat Salem and discussed how togo further in the investigation.

On 14/07/19 we had ourAnnual general body meeting inTiruchy.

On the same day I alongwith the state President attendedthe Doctors'day function inThanjavur. I was very happy tobe present when our father ofNHB Dr. VVR sir was felicitatedwith "Bhishmacharya" award byhis mother branch. I bow beforethis great man who has servedIMA all his life time.

Due to our constant united struggle the Central Government is making all the efforts to bring acentral Act against violence on Doctors and Hospitals. Two recent incidences one at Villupuramand other at Mettupalayam, that culprits were booked under Act 48 of 2008.

We had our State IMA Doctors Day celebration at Chennai on July 12th where our HonorableHealth Minister Dr. C. Vijayabaskar participated and gave away the awards. He appreciated theselection of deserving awardees. I wish that we should have Doctors Day celebration on 1st ofJuly state level.

On behalf of the Fact Finding Committee I gave elaborate presentation at General Body meetat Trichy on July 14th. Further course of action from will follow soon our State PresidentDr.Kanagasabapathy already met the police officials after General Body Meet.

I am happy to greet one and all in this editionand will update you on the proceedings sincelast edition.

The State Councilmeeting at Pollachi waswell organized and therewere a lot ofdiscussions andresolutions were takenincluding permissions togo for PIL wherevernecessary.

On 17th June I hada meeting with theLabour Secretary andhad lot of deliberations,the details of which shallbe posted later. We arehopeful for solutions atthe earliest.

We had the opportunity to represent ourgrievances to the Honourable Minister to seeksuitable remedy.

Our demands included:

Separate application form for health care.

To decrease the consent fee and that itneeds to be calculated not based on as-set value but could be calculated basedon the volume of waste generated.

To exempt non polluting equipments(like scan machines, CT, MRI, etc. whichhave been shown in the audited assetvalue) from calculation of consent fee.

To exempt small hospitals of less than30 beds from consent fee so that theycan function with the MOU with facilityand authorization from PCB.

In view to decrease rates given to com-mon facilities by individual clinics, werequested to explore the possibility ofsatellite collection points where cliniccan handover the bar coded bags fromwhere the facilities can pick up. By thisway we can decrease the existingRs.1350 per month to less than half of itif possible after discussion with facili-ties,.

To include members from IMA andNHB in meetings pertaining to healthcare to share our views.

PCB proposed IMA to run its own wastemanagement facility for better quality ofservice. We expressed that we dis-cussed in our State Council meeting andsaid that we had problems in identifica-tion of land and if land can be given fromthe Government side we will explore thefeasibility of running it.

We request PCB to give some moretime for some facilities to comply withnorms.

We requested him to recommend our needsto the central Pollution Control Board if itrequires their approval.

We wholeheartedly thank our HonourableMinister for giving us time to represent ourgrievances and also told him that his action in

this regard will partly help sustainability of healthcare facilities especially small and medium whichwill benefit public at large.

On 27th June, myself and our StateSecretary represented the PCB meeting chairedby Honourable Justice Jyothimani andrepresented our grievances and handed over ourdemands.

On 28th June, Team IMA 2019 underChairmanship of Dr.S.Kanagasabhapathy metHealth Secretary and had lot of discussions alongwith other officials representing statutory bodiesand insurances and represented our problemsto seek suitable remedy, to ease out problemsfaced by us.

On 4th July, I had a meeting with our Labouradvocates to get ready the necessary papers tobe submitted following revision committeemeeting.

Friends Team IMA 2019 is doing its best toseek suitable solutions and address our problemsand seek’s cooperation from all ends for asuccessful way forward.

In the last management committee meeting on2.6.2019, financial status of FSS was discussed.It is proved that FSS is resilient, has absorbedthe shock and has risen like a Phoenix bird asHony. State Secretary Dr.B.Sridhar has put it. Ithas corrected itself by adopting StandardOperating Procedure prescribed by the forensicAuditors; it has included bank statements in thebook accounts along with bank reconciliationstatement. We have appointed qualified auditorsto check accounts on weekly basis. We haveinstalled Tally software for accurate accounting.We are conducting work review meeting everymonth. We are settling the claims promptlywithout any delay. In short, FSS is functioningwith new vigor and confidence.

Our first and foremost aim now is to increasethe membership. We have said in the last TIMANEWS about the enormous benefit of joining FSSand why one should join it. To accomplish it, we

Both Existing members of FSS-I and New Members

can join in this Scheme.

Age limit to join in this scheme is only 60 years for

both the Existing FSS – I Members and new

members.

Age denotes the completed age as per the official

records, (Aadhar / Voter ID / Pan card / Driving

License / Passport / School Leaving Certificate)

Defaulters of FSS-I Scheme will not be allowed to

join FSS-II, unless they give a valid reason for the

default.

The accounting year of the Scheme shall be 1st July

of each year to 30th June of the following years.

If a member failed to pay within this period the
