"We have decided to take action against tax defaulters in Jammu and Kashmir after December 31 once the process for depositing old notes of Rs 500 and 1000 in bank accounts gets completed. There are many people under scanner against whom the details are being collected," one of the top officials of the Income tax department told. The officials said that I-T department will know the exact number of tax defaulters after December 31 after which action will be taken against them as per the law. Sources said that Income Tax Department and some Agencies are also keeping vigil on the roles of some bank officials in Jammu, Srinagar, Anantnag and Baramulla and in some other districts of the state who are suspected of facilitating bulk and improper exchange of old currency notes with large quantities of new currency notes. Officials are also aware of some sort of nexus being run in Jammu and Srinagar for exchanging old currency with news currency on 10-15 per cent commission in the market also. Stipulating that restrictive conditions would also apply on the cumulative deposit of such notes in a single account when it exceeded Rs 5,000, the RBI said defunct currency up to any amount could be deposited under the new black money amnesty PMGKY scheme. "It has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016," the RBI said in a notification. Informed sources revealed that the recent government order in which some junior level officers have been promoted and posted at prized places has not gone well within the middle rung bureaucracy. "This is sheer injustice. The ruling dispensation is adopting pick and choose policy. How can juniors be elevated and the deserving and meritorious ones are left out. Government should not discourage officers by such tactics instead should respect the merit and seniority," said a senior most KAS officer. For the KAS Cadre which has been already facing stagnation of career while many senior positions are vacant, this transfer session had no merit as many lower rung officers were posted as head of the department and to other senior position while the senior hands were ignored. Sources further disclosed that several officers were upset with the recent GAD order in which some junior officers were promoted and posted at top administrative posts, and have gone on the leave. "Yes, several officers have gone on the leave. There is resentment against such favoritism and pick and choose policy," said another officer. Without naming any officer, the sources told that if such practice won't stop, the government will be literally forcing the officers who are running the administration to take some extreme steps for which only he ruling dispensation will be responsible. The officers who are angry at such moves have appealed the Chief Minister Mehbooba Mufti to personally intervene so that time and again such things won't happen. "We have no personal grudge with anyone, but government should respect the merit and post and place officers accordingly and not on favouritism," they added. The operation by BSF was carried out to locate and secure cross-border tunnels used by terrorists to enter the Indian territory and defuse improvised explosive devices (IEDs). Three terrorists had infiltrated into India via a tunnel along the IB in Chamliyal of Ramgarh sector on November 29, but were killed by Border Security Forces in an encounter. "The area along IB where the militants had entered and encounter took place was ploughed to find any tunnel or IED or grenades in Chamliyal area," a senior BSF officer said. The step was taken to dismantle tunnels, and defuse IEDs and grenades the militants might have left out. A Nigh Vision Device was found from site of the encounter during digging, he said. The device reportedly belonged to the terrorists and was used by them to locate their way and the movement of security forces. The members of SAC have submitted a report to State Electricity Regularity Commission where they have suggested that power purchase should be restricted to the earmarked budget and said PDD should increase in tariff marginally every year to recover at least the incremental cost rather than increasing the tariff in one go at a later stage which may result in tariff shock to the consumers. The members of the SAC believed that the widening gap in power purchase and revenue generation may also result in deterioration in the services provided by the PDD. The power liabilities of Jammu and Kashmir have gone upto hundreds of crores and has been increasing with each passing month. An official of PDD said the increasing liability was because of the shortfall in revenue generation on account of collection of power tariffs against the power purchases. He further added, "The driver and conductor were escaped P2 Bus runs over two cops in Doda NL CORRESPONDENT MUMBAI, DEC 19 Banks can't turn away customers depositing pre- 2005 currency notes, including the junked 500 and 1,000 rupee bills, the Reserve Bank said today. In a clarification, the RBI said these specified bank notes (SBNs) would also include pre-2005 banknotes in the denominations of Rs 500 and Rs 1,000. "Banks should accept deposits of pre-2005 banknotes in the denominations of Rs 500 and Rs 1,000 under the scheme, but not reissue these. These notes can be exchanged at RBI Offices only," the RBI said in a clarification issued today. The RBI said it has been receiving queries as well as complaints from public from across the country that banks are not accepting pre-2005 banknotes. With effect from November 9, 2016, banknotes of Rs 500 and Rs 1,000 were delegalised by the Government with the aim to discourage black money hoarders as well as to bring a majority of the unaccounted money into the formal channel of banking. Public in general can exchange the pre-2005 notes in their possession at Ahmedabad, Bengaluru, Belapur, Bhopal, Bhubaneswar, Chandigarh, Chennai, Guwahati, Hyderabad, Jaipur, Jammu, Kanpur, Kolkata, Lucknow, Mumbai, Nagpur, New Delhi, Patna, Thiruvananthapuram and Kochi offices of the RBI. "This, however, does not imply that banks cannot accept deposits of pre- 2005 banknotes for crediting to the customers' accounts," RBI clarified further. Dubious cash transitions in JKunder IT Dept scanner

by the Prime Minister. "I can say that Income tax department is

initiating examination of the accounts, where the cash deposits

have been done over 2.50 lakes including the accounts opened

under Jan Dhan Yojana," the official maintained.

He said that it has also been reported that various dubious

transitions have been carried by channelizing the money

transfers from one account to another account.

Sources said that Income tax department is also under

instructions from the central government to examine doubtful

accounts in Jammu and Kashmir with the banks were payment

beyond 2.5 laks have been deposited in cash including those

accounts, where such cash have been deposited under Jan dhan

yojna.

Sources said that a full report is being sought from banks on

anyone who has deposited more than 2.5 lakhs. "Any

investment that is not comprised of clean money is liable to be

under action by the Income Tax department. There is absolutely

no tolerance for black money and we will carry out any

investigation necessary," said one of the sources of IT

department.

Sources added that it was found over the last three weeks in

Jammu and Kashmir that huge amount of money deposited in

the bank outlets was in old notes of Rs 500 and Rs 1,000

denominations, which raised eyebrows.

They said that it was suspected that some people were clearing

l stash of black money by replacing small denomination

currency with their demonetized currency at the end of each

day.

Sources said that the rough estimate of the total volume of the

deposits in different branches of all the banks operating in

Jammu and Kashmir was around Rs 7 ,000 crore.

Sources said that Intelligence Bureau, and Income Tax

Department have already deployed their men in different bank

branches to collect information on day-to-day basis.

The intelligence agencies believe that some people especially

in Kashmir division have roped in scores of their acquaintances

who deposit cash below Rs 2,50,000 each in their accounts to

escape the IT eye.

Justice Khehar appointed CJI

January 4, succeeding Justice TS Thakur.

The appointment of Justice Khehar has been cleared by

President Pranab Mukherjee, an official announcement said

tonight. Outgoing CJI Thakur had recommended the name of

Justice Khehar for the post earlier this month. Under the

existing practice, the incumbent CJI recommends the

appointment of his successor.

Justice Khehar will be sworn in by the President on January 4

and will steer the destiny of Indian judiciary for about eight

months before retiring on August 27. He had become a judge

of the apex court on September 13, 2011.

Justice JS Khehar has headed two Constitution Benches of the

apex court, one that had revived the Collegium system of

appointing higher judiciary judges and the other that restored

the Congress government headed by Chief Minister Nabam

Tuki in Arunachal Pradesh.

He was associated with the impeachment proceedings of apex

court Justice V Ramaswami and Karnataka HC Chief Justice

PD Dinakaran.

He appeared as counsel to defend Justice Ramaswami, who

survived the impeachment proceedings in the Lok Sabha in the

1990s, before the Judges Inquiry Committee headed by Justice

PB Sawant of the apex court. As an apex court judge, he was

part of the judges' inquiry panel that had gone into complaints

of misconduct against Justice Dinakaran.

Born on August 28, 1952, he graduated in science from

Government College, Chandigarh, in 1974 and got the LLB

degree from the Panjab University in 1977. He completed LLM

from the same university in 1979, getting the Gold Medal for

having stood first in the university.

He was appointed as Judge of the Punjab and Haryana HC on

February 8, 1999 and as Acting Chief Justice of the same HC

twice, first on August 2, 2008 and again on November 17,

2009. He was elevated as Chief Justice of the Uttarakhand HC

on November 29, 2009 and was transferred as Chief Justice of

Karnataka HC, where he assumed his office on August 8, 2010.

amnesty scheme (PMGKY).

Under the PMGKY scheme, black money holders can deposit

unaccounted cash in account which will be subject to 50 per

cent tax and four-year interest free lock-in for the remaining 25

per cent of the amount.

The RBI said old notes in excess of Rs 5,000 into a bank

account would be received for credit only once during the

remaining period till December 30.

The credit in such cases would be afforded only after

questioning tenderer, on record, in the presence of at least two

officials of the bank, as to why this could not be deposited

earlier, and receiving a satisfactory explanation," it said.

The explanation, the RBI added, should be kept on record to

facilitate an audit trail at a later stage. An appropriate flag also

should be raised in CBS (Core Banking Solution) to that effect

so that no more tenders are allowed.

However, old notes up to Rs 5,000 received across the counter

will be allowed to be credited to bank accounts in the normal

course until December 30.

"Even when tenders smaller than Rs 5,000 are made in an

account and such tenders taken together on cumulative basis

exceed Rs 5,000 they may be subject to the procedure to be

followed in case of tenders above Rs 5,000, with no more

tenders being allowed thereafter until December 30," the RBI

said.

The minimum temperature in Kokernag town of south Kashmir

went down by 1.3 degrees to settle at a low of -3.6°C, which is

the season's lowest at the place.

The Meteorological Department has forecast light rainfall or

snow at isolated places in the state on Monday, but said the

weather would remain mainly dry over the next few days.

Night Vision Device (NVD) near Border Out Post Chamliyal of

Ramgarh Sector in Samba District during the search operation

on December 18, reports Daily Excelsior. According to official

sources, the NVD was found in the same area where three

Pakistani terrorists were neutralized by BSF who had managed

to sneak about 100 to 200 meters inside the Indian territory on

November 29 this year and where the Pakistani Rangers had

dug a tunnel from across the border also. Sources said the

device belonged to slain terrorists and it was being used by

them during night to locate the way and also the movement of

the security forces after sneaking inside the Indian Territory.

However, after the killing of all the three terrorists the device

was lying in the fields in the area and during the search

operations the BSF jawans located it today and seized it.

framed for them and the benefit of

fixed salary to all the ASHA workers. Later

Sant Mehar Singh was a

World War II veteran

who served with Royal

Corps of Signals and

passed away on 15

December 2016. Sant

Mehar Singh joined the

Royal Corps of Signals

in 1942 and worked as a

Despatch Rider. He saw

operations in Imphal

and 1947-48 war. In one

of the operation Sant

Mehar Singh alongwith

three other colleagues

trekked through deep jungles to establish contact with

garrison of Bagh which was finally saved and 50,000 lives

were saved. In 1948 Mehar bid good bye to uniform and

in 1954 laid the foundation of Nirmal Kutia Ashram in

Batote. The message of brotherhood and spirituality for

which he strived earned him a large number of followers

and admirers. Sant Mehar Singh had also laid the

foundation of Sarv Dharm Sthal at Dharmund. The sant

will be remembered for his contribution to the Army and

state of Jammu & Kashmir for his spiritual and peaceful co

existence.

Development Department after

proposals for these two cities.

The Chief Minister was informed

that 80 sub projects under 13

categories have been envisaged for

DGP reviews police functioning JAMMU, DEC 19

Director General of Police (DGP), K. Rajendra Kumar has

said that policing at grass root level in the State would be

revamped to enhance proficiencies of cops and to develop

confidence in public. He said that strategies would be

revisited to further strengthen the police-public relations for

achieving better results.

While addressing meetings of police officers at Doda and

Kishtwar today, the DGP said that besides fighting

terrorism, it is priority of the force to enhance the

professional capabilities to ensure rule of law in the State.

Community policing is mandatory to boost public

confidence which would help in fighting against crime and

social evils, he added.

Referring to the criminal activities, DGP stressed upon the

officers to brace up with a missionary spirit to fight against

drug abuse and other social evils from the society which are

the big challenges of the present time. Urging for better

policing, Rajendra said that public grievances at grass root

level need to be dealt on priority and patiently, adding that

people have great expectations from JKP being first

respondent to their problems. Public service is our prime

concern and we have to remain vigilant at all times for helping

of people, said Mr. Rajendra. The IGP Jammu Zone, Danish

Rana gave a detailed briefing about the security situation in

twin districts, followed by power point presentations by

Range DIG and District Superintendents of Police. Among

others, the durbars and meetings were attended by DIG, Doda

Range, Nissar Ahmed, SSsP, Zahid Naseem Manhas, Sandeep

Wazir, Addl.SsP, Abdul Qayoom, Vinay Kumar, SDPOs and

Committee constituted for ensuring

ADC Udhampur, Angrez Singh Rana today held a meeting

with all the Multi System Operators and Local cable

operators of the district and asked them to ensure 100

percent cable TV digitization in the district. During the

meeting, the ADC asked the cable operators to stop the

transmission of Analog signals and to completely switch

over to Digital Addressable System (DAS) by or before

December 31, 2016. He also constituted a committee

headed by ASP and other members including CEO

Municipal Council, District Information Officer and

Tehsildar for ensuring the process in the district.

based at Kishtwar organised

a "Run for Fun" and

Afforestation Drive at

Chhatru on 18 December

2016. The event was

coordinated alongwith the

civil administration wherein

the DC, SSP, and DFO

Kishtwar participated

alongwith prominent

citizens. The event

witnessed a huge turn around

of 700 participants with a

mix of old and the young. The Cross Country included

8 KM run for open category

and 3 KM run for the Senior

Citizens, ladies and children

of Chhatru, Mughal Maidan,

Chingam and nearby

villages. An afforestation

drive was also organised by

the Army to spread

awareness amongst locals of

Chhatru towards the

importance of greenery and

afforestation. The event was

another step towards

creating awareness amongst

the locals, to contribute in

improving the environment.

On culmination of the grand

event prizes were given

away to the winners of the

Cross Country. The local

population was

complimented for

participating in such a large

number in a drive towards

"healthier self and greener

environment".The event also

witnessed culmination of

welding cadre organised by

the Army based at Chhatru

wherein, 25 youth were

trained for over three weeks .

They were issued certificates

for welding course. These

courses will definitely assist

in seeking self employment

were sensitized about health

problems like respiratory

diseases, skin problems,

chilblains and other illness

due to extreme cold

weather. The doctor also

explained various

preventive measures to keep

such diseases at bay. Public

was also made aware of

small measures that can

help in boosting their health

in winters. The Army doctor

interacted with the locals

and answered all the queries

related to health issues.

Large number of locals

from all social strata took

the lecture with full zeal and

Protest held against PHE DepttKathua, Dec 19Govindsar residents held a massive protestdemonstration against the PHE Department at Kathua onMonday. Whenagencies, their agents and their proxies start a negativecampaign against someone it is acknowledgement that theperson concerned is an important; and that they regard himas a threat. It is because of fear factor they activate theirproxies to defame that person, otherwise no one has thatmuch free time to waste.He also enquired about my NADRA card. I told him that weare still waiting for them to furnish evidence against me inthe High Court. He laughed and said don't worry 'those youhave challenged are very good at fabricating evidence'.He further said: 'Doctor Saahib denial of the NADRA cardis a blessing in disguise. The officer who has blocked yourCard has done a favour to you. He must be your well wisher.Just imagine if your Card was renewed and you had gone toPakistan. Anything could have happened to you. Do youknow what happened to Saleem Shezad? He was picked upfrom a relatively safe town like Islamabad and from aresidential area. His battered dead body was found morethan 100 miles away from Islamabad. You live in a village.

How difficult was it to abduct a man from a village in AzadKashmir?'It was interesting to hear this perspective. His reasoning hadsome merit. Many known and unknown people are abductedby secret agencies and only a few lucky ones may see thesunlight again or return home in one piece. It is sad that people have habit ofbelieving wrong things'.He was persuasive; and I was perplexed. I didn't know whatto say. A Pakistani journalist who was listening to ourconversation joined us and said: Once you had gone toPakistan, you would be at their mercy. It is clear that theydon't like what you do to expose them. I have also seensome of your TV programmes; and I know Pakistaniestablishment is really perturbed because you are openlynegating their stand on Kashmir and oppose militancy. InPakistan they can teach you a lesson. They could arrangean accident or a robbery in which you resisted and therobbers shot you. Because of the law and order situation,people would believe this; and even the British authoritiescould not have done anything to help you as accidents androbberies do take place in Pakistan. I said are you suggesting that I should not go to Pakistan

and Azad Kashmir even if I get the NADRA card. ThePakistani politician replied: It is entirely up to you to decide. The NADRA card theywill have to renew as they have no legal grounds to blockit; but they will delay it and drag you in courts as long asthey can. You have limited funds and they have unlimitedfunds and resources. Their propaganda machinery willdefame you, and they will spread rumours in circle of yourfriends and relatives to alienate you and to demoralise you.He paused for a moment and said Doctor Sahib I am also apolitical activist, a reformist and a progressive man. I havealso suffered a lot; and I don't want others to suffer like Ihave suffered. I am only advising you as a well-wisher. Iknow more about the Pakistani society and Pakistanipolitics than you do. I have experienced many incidentswhere perceived agents, rebels and radicals disappear fromface of the earth. Their love ones do not have the privilegeto even join their funerals or visit their graves because noone knows where they are buried. He further said they can get rid of you in a fake encounter.They can make a story that Dr Shabir Choudhry wasplanning a terrorist activity in Pakistan. His hide out wasraided on information of the secret agencies and in theencounter 5 terrorists and Dr Shabir Choudhry was killed.They will provide guns and photos of alleged terrorists aswell. He concluded by saying my advice is stay in England andbe grateful to the man who blocked your card. He has savedyour life. I may be wrong, but one way of analysing thesituation is that someone is promoting you. How silly ofthem to say in the High Court that Dr Shabir Choudhry isderailing the CPEC project. Is Dr Shabir Choudhry so

powerful and resourceful that he can derail a mega projectlike the CPEC which is protected by tens of thousands ofPakistani and Chinese army men?His analyses provided a new perspective to all of us.However, people present there were more interested inother issues facing Pakistan rather than a problem of oneAzad Kashmiri who was a victim of Pakistani secretagencies and his misguided countrymen.People can have more than one view on this topic. Thebitter fact of the Jammu and Kashmir dispute is thatwhereas both India and Pakistan are occupiers, but onlyIndia is perceived as a villain on Kashmir because ofhuman rights abuses; and Pakistan despite all the faults andhuman rights abuses has fooled people in name of Islam.Many people under the influence of the Pakistanipropaganda detest the view that Pakistan is an occupier.Because of the religious card people of Jammu andKashmir are bewildered; and only Indian abuse is taken asviolation of rights, and Pakistani abuse is convenientlyignored.

action. Today, it is a theatre and a mirror to thedecadence that has set in in our representatives who

revel in watching on TV their ridiculous performances ofshouting in the well of either House, walking out indramatic fashion and defying all norms of behaviour.The winter session of Parliament that ended on Fridayachieved virtually nothing and reinforced the growingpublic feeling that neither the Treasury benches nor theOpposition are keen on meaningful debates and orderly,business like conduct of proceedings. Gone are the dayswhenThis session offered a golden opportunity to theOpposition parties to put the Narendra Modi governmenton the mat on demonetization. Though the people at largewere willing to give the government time to put its acttogether, there was a general sense of shock over the lackof homework that went into the announcing ofdemonetization of high denomination notes of Rs 500 andRs 1,000.But the Opposition parties chose to stall the proceedingsin the first few days after demonetizations, wasting thechance to call the government to account. The result hasbeen that not only have the Opposition parties failed tocapitalize on the government's gross mismanagement butmost people are disillusioned with the Opposition fortheir failure to articulate their woes in the process ofchange. When the government was willing to debate theissue the Opposition was stalling parliamentaryproceedings because it wanted the debate to take placeunder a provision that required voting. One fails tounderstand what big difference it would have made to theOpposition if the debate had occurred under a non-votingprovision. Their voice would at least have gone across tothe people. But the reality was that there was confusion inthe Opposition ranks whether they must opposedemonetization itself or oppose only the way it was beingimplemented.As for the Treasury benches, they were perfectly happy ifno debate on the issue was held while they geared up toget over the cash crunch. With the leadership of theOpposition movement falling into the hands of Congressvice-president Rahul Gandhi, there was neither a well-thought-out strategy in place nor a coherent, well-coordinated stand which would carry conviction with thepeople. By the time the Opposition dropped its insistence ondiscussion under a voting provision, the Treasury bencheshad decided that there was prudence in stalling adiscussion and putting all the blame for a chaotic situationon the Opposition. Rahul Gandhi's tirade against thePrime Minister, accusing him of personal corruptionwithout actually coming up with any details or any proofof the alleged corruption further soured relations betweenthe government and the Opposition. It was now thegovernment's turn to act tough.The only legislation of consequence that could be passedin the winter session was the disability bill, whichconferred certain powers and privileges on thedifferently-abled. Though this was non-controversial,there was little by way of serious debate. Acrimonyensured that even the Goods and Services Tax (GST),which seemed a done deal when the earlier session ended,faced unforeseen roadblocks when it came to the statesapproving it. That GST would bring tangible benefits tothe economy was not enough for the lawmakers to setaside their bickering and hammer out the modalities.

With Trump dialling Taipei, it's the righttime for Modi to reach out to Beijing's single

greatest adversary.

China regards itself as heir to the United States' status asthe world's leading superpower. Last week it flexed itsmaritime muscles, capturing an American sea drone in

international waters of the South China Sea.Washington, busy with the Obama-Trump transition, hastaken its eye off the ball. President Barack Obama, who handsover office to president-elect Donald Trump on January 20,2017, is busy accusing Russia of "interfering" with lastmonth's US presidential election.The White House issued a brief statement on the underwaterdrone, saying Beijing had agreed to return it. China said itwould do so after deleting the intelligence the drone'ssoftware had collected.Obama has weightier concerns. His own eight-year legacy isunder serious threat. Obamacare, which has given 20 millionuninsured poor (mainly black and Hispanic) Americansaccess to medical insurance, is likely to be repealed or at leastdrastically modified under a Trump administration.Obama's Middle East policy, meanwhile, lies in tatters. TheSyrian government has recaptured most of Aleppo which wasunder the control of US-supported rebels opposed to presidentBashar al-Assad since 2012. The siege of Mosul in Iraq andthe retaking of the Islamic State's de facto capital Raqqa areprogressing more slowly than anticipated despite US airpower. But Obama's biggest failure is not fixing America's complexgeopolitical relationship with China. Beijing has snubbedWashington across a range of issues. It has imposed itssovereignty in the South China Sea and challenged US seapower in an arc from the Indian Ocean to the East China Seanear Japan.It is Taiwan, however, which could be the litmus test in 2017of the edgy Washington-Beijing relationship. Trump'scontroversial 10-minute conversation with Taiwan presidentTsai Ing-wen was part of a choreographed strategy. Trumpknows that the two issues China is most sensitive to are Tibetand Taiwan, the breakaway island-nation Beijing regards assovereign Chinese territory.The US embraced the "one-China" policy in 1979. Since thenthe Taiwan issue has lain dormant. Taiwanese leaders over the

past 37 years tactically accepted the one-China policy. Since1979 no US president or president-elect has spoken to aTaiwanese president - until Trump this month.Tsai Ing-wen won the 2016 presidential election to becomeTaiwan's first woman president. She has since dilutedTaiwan's commitment to a one-China policy, refusing toaccept it on principle after she formally took office on 20 May2016.Trump has long identified China's hegemonistic ambitions asa threat to world peace. He recognizes that military oreconomic confrontation with China is impractical. Hence, theTaiwan card.After winning the US presidential election, among the worldleaders Trump spoke to was Tsai. The conversation had beencarefully planned. The Trump campaign team asked theTaiwanese leader to make the call. The message was directedat China: Taiwan was no longer taboo for the US.This reverses decades of US foreign policy which recognizesthe one-China framework. Washington broke diplomaticrelations with Taiwan under President Jimmy Carter in 1979.Tsai, however, has been careful not to antagonize Beijingbeyond a point. After her call to Trump, Tsai has maintaineda diplomatic silence.Not Trump though. "I don't know why we have to be boundby a one-China policy," he grumbled, "unless we make a dealwith China over other things like trade." It was typical"transactional" Trumpspeak.Playing HardballTrump's hardball tactics with China are of course neither newnor unexpected. He has called Beijing a currency manipulatorand threatened to impose penal duties on Chinese importsunless Beijing gives equal tariff treatment to US exports toChina.Indian Prime Minister Narendra Modi is likely watching theTaiwan issue closely. With a mildly anti-China governmentnow in power after decades of pro-Beijing Taiwanesegovernments, Taiwan presents India an interestingopportunity.Since India and the US have established a close strategicpartnership, there are several options India can now pursue onTaiwan. Establishing closer economic and trade ties is one.Remember: Taiwan makes 80 per cent of the world'scomputer networks. It is an emerging technologypowerhouse. While diplomatic relations may not be feasible,Taiwan is also emerging as an attractive destination fortourists. A recent advertisement for Taiwan's increasingly

active tourism bureau in New Delhi targeting Indians saidbreathlessly: "No trip to Taiwan is complete without its hotsprings experience. Ranked among the world's top 15 hotspring destinations, Taiwan has a great variety of naturalsprings, including hot springs, cold springs, mud springs andseabed hot springs. Interestingly, a number of resorts offeryou the experience in your room itself with hot spring waterflowing straight into your bathtub!"All of this irritates Beijing which barely tolerates theinternational attention Taiwan has been receiving since thefeisty Tsai, a former university professor, took office sevenmonths ago.The Modi government has very few sharp weapons to combatChina's aggressive position on Jaish-e-Mohammed chiefMaulana Masood Azhar, India's membership of the NuclearSuppliers Group (NSG) and illegal Chinese-builtinfrastructure on Indian territory in Pakistan-occupiedKashmir (PoK) and Gilgit-Baltistan.Taiwan is China's soft underbelly. With Trump likely toratchet up economic and diplomatic pressure on Beijing, thisis the right time for Modi too to play the Taiwan card.China has shown no remorse in abetting Pakistan-sponsoredterrorism. By blocking the United Nations' declaration ofMasood Azhar as a global terrorist, Beijing has displayedmala fide intent.China has consistently ignored New Delhi's warnings onviolating Indian sovereignty in PoK. There is no reason Indiashould hesitate to build closer economic and cultural ties withTaiwan.Meanwhile, those who believe Russia's recent closeness toPakistan, including its interest in the China-PakistanEconomic Corridor (CPEC), presages an inimical Russia-China-Pakistan axis are mistaken. Given Western sanctionsfollowing its annexation of Crimea, Russia may be dependenton China buying its oil and gas. However, a Putin-friendlyTrump presidency will repair US ties with the Kremlin tokeep it out of China's bear hug.If Modi recalibrates his China diplomacy, using Taiwanjudiciously, Beijing will be forced to rethink its cavalierdisregard for India's national interests in PoK and Gilgit-Baltistan.China is a geopolitical bully. Like all bullies, it will backdown only when you stand up to it.

the supposed facts regarding thereasons for the sudden demonetization but onecouldn't really believe all that was conveyed inthem. True, Modi had in his election campaignassured that he would fight the menace of blackmoney and bring back all that was stashed awayin banks abroad. But, two and a half years hadgone by and yet nothing was seemingly movingon that front. He was, therefore, being baited andmocked at by the Opposition inside and outsidethe Parliament for his extravagant unfulfilledpromises. Perhaps, they were all wrong. It seemsto have always been at the back of Modi's mind,only he was waiting for an opportune moment.What the e-mails contained was indeed alarmingand, if things would have been allowed to be leftas they were the country would have been inserious trouble. There is a furor over theproblems created by demonetization of highvalue currency notes at every level of Indiansociety, more so for the poor and deprivedclasses. But, one cannot really imagine theconsequences had no action been taken on whatPakistan was plotting for economic and financialdestabilization of the country. A report in theHindustan Times (HT) on 10th December 2016carried some of the facts but not all the facts ofthe matter. According to it, Modi had said whilecampaigning in 2014 in Bahraich in UttarPradesh on the Indo-Nepal border that he wouldfight the ISI designs to destabilize this country.There was a specific reason for this statementand this was mentioned in the Hindustan Timesreport rather cursorily. The Police had in 2009

seized Rs. 4 crore in fake Indian currency notes(FICN) from the currency chest of a nationalizedbank. These notes were supplied to thenationalized bank by none other than theReserve Bank of India. The detection of FICN inthe currency chest of a nationalized bank was aserious matter. But the newspaper did not reporthow it was dealt with by the Reserve Bank or theCentre. This is where the newspaper became partof the secular press as it would have exposed theerstwhile Sonia Gandhi-led United ProgressiveAlliance government.The facts are contained in the e-mails that havebeen in circulation for some time. One did notpay attention as one thought it was probably aprank of Congress baiters. Now that the HT, anunabashed Congress supporter, has reported ithowsoever cursorily, it seems the whole thingwas true and very alarming and the congressgovernment at the centre chose to put a lid on it.It did not take any action and in bureaucraticrigmarole the matter seemed to have beensuppressed and buried.This is where these identical e-mails come inwhich tell the entire story and the hugeramifications in India of further lackadaisicalapproach to this sinister design of the ISI andPakistan government. The story ofdemonetization begins 2009-10 when seventy-odd nationalized banks along the Indo-Nepalborder were raided only to find counterfeitIndian currency notes and what was shockingwas these were supplied by the Reserve Bank ofIndia. That only meant that even the IndianCentral Bank had been compromised and it wascirculating FICN pushed into India by Pakistan.On inquiries by the CBI it was found that theFICNs were so close to the genuine currency thatan ordinary mortal could not detect it. It was only

some foreign labs which confirmed that thosenotes were fake. The minute detail that provedthat those were fake currency was reportedlyinserted only to distinguish them from genuineIndian currency notes.Investigations in the matter had proved that themischief was being done at the UK basedcompany De la Rue from which the RBI wasbuying 95% of the currency paper. The companywas also supplying paper to Pakistan.Blacklisting of the company reduced it tobankruptcy. Later printing of currency notes wasoutsourced to three foreign companies but soonthere was an anonymous complaint somewherein 2011 from officials of the Ministry of Financewho seemed to have said that it was not De laRue alone which was compromising the securityof the bank notes, other foreign companies alsowere doing the same. One does not know whataction was taken by the government but it seemsthis information was withheld from the Financeand Home ministries of Government of India.Sometime later, on Modi's initiative in 2015another foreign company - Louisenthal, aGerman company - was found to be supplyingcurrency paper to Pakistan which was printinghigh quality fake Indian currency notes andpushing them into India from all directions overland and by air. The Home Ministry barred itfrom selling bank note paper to the RBI.Pakistan had jacked up the printing of FICN andpushed them into India with vigour andconfidence that its economic and financialsabotage would go undetected.If one goes by what Gen. GD Bakshi, a securityexpert, has to say one would get an idea of theextent of damage that could have been caused byunchecked infiltration of FICN from Pakistan.He says that India had around Rs.16 trillion

worth of Rs 500/- and Rs. 1000/- currency notesin circulation. Pakistan was already printing 15trillion of these notes to smuggle them into India.Pakistan had established five sophisticatedpresses for the purpose. This, as Gen Bakshisays, would have "unhinged" the Indianeconomy with runaway inflation, steep price riseand unlimited terror funding.In fact, under these circumstancesdemonetization came rather late. Nonetheless, itcame before much damage could be done. Withthe ban on high value currency notes frequencyof terror strikes have gone down and the stone-pelters of Kashmir are out of business. Even theHurriyat which used to distribute (counterfeit)money received from Pakistan has now invitedtourists to visit Kashmir as it is fearful of losingrelevance in the absence of the old and now-banned high value currency notes. Even thePakistani kingpin of FICN committed suicidethe other day finding himself in a tight cornerafter demonetizations.It is unbelievable that Manmohan Singhs, RahulGandhis and Gulam Nabi Azads of Congresswere not aware of all these goings on. It is duringthe reign of the UPA-led government that theRBI was found to have been compromised. Onlythey did not take the serious breach of securityseriously enough. Now that Modi has caughtthem on the wrong foot they have raised merryhell and have disrupted virtually the entire wintersession of the Parliament. Even Rahul Gandhi,popularly known as Pappu, has been threateningof an earthquake were he to be allowed to speakin the Lok Sabha. He should thank his stars thatModi has been pretty decent about it and has sofar not made political capital out of the thengovernment's inaction subsequent to detection ofmajor security breach.

At least 15 persons were killed in a series of shootoutsbetween Jordanian police and a group of gunmen, Jordan'shomeland security department said in a statement.Seven policemen, two Jordanian civilians, one Canadiantourist and four gunmen were killed, while 27 others werewounded, on Sunday, Efe news agency reported onMonday.The shootings took place in the southern Jordanian city ofKarak where the gunmen were holed up in a historiccitadel.An unspecified number of attackers holed themselves up,the statement said, describing them as "terrorists andoutlaws", although it did not link the gunmen to anyparticular group.The department confirmed that four "terrorist" gunmenwere shot dead and security forces continued combingoperations in the area for other potential attackers.Security sources, however, did not rule out the possibilitythat the attackers could belong to the terrorist Islamic State(IS) group.The Department of Homeland Security had previouslyreported that there were five or six attackers hiding in theKarak citadel, about 120 km south of the Jordanian capital,Amman.The Karak citadel is a Crusader castle built in the MiddleAges and is a well-known tourist attraction in Jordan.Security sources told Efe that the gunmen were surroundedand that shots were exchanged when policemen in severalpatrol cars tried to arrest them.Jordanian Prime Minister Hani al-Mulqui confirmed thedeaths of some "members of the security forces".Another attack was also carried out in Karak governorateagainst another patrol, although no casualties werereported. External Affairs Minister Sushma Swaraj today thankedthe team of doctors, nurses and paramedics of AIIMSinvolved in her kidney transplant and subsequent recovery,saying the hospital lived up to its reputation.Swaraj said she has recovered with the blessings of LordKrishna even as she thanked everyone who wished andprayed for her.Hours after she was discharged from AIIMS, the ministerposted a series of tweets and said she has started looking atofficial papers, but added doctors have advised her not toreceive visitors."I am grateful to the dedicated team of Doctors, SeniorResidents, Sisters, technicians and staff of AIIMS. Theyhave lived up to the reputation of AIIMS," Swaraj tweeted.Swaraj was discharged from the AIIMS in the evening, 10days after she underwent a kidney transplant.She particularly thanked Dr Mukut Minj who led the teamwhich had carried out her kidney transplant."Dr. Mukut Minz - Thank you very much for my surgeryDr Minz. Police say two girl suicide bombers blew themselves up ata checkpoint outside Nigeria’s northeastern city ofMaiduguri and wounded three civilians.Police spokesman Victor Isuku says the teenagersdetonated their explosives when they were stopped for asearch Sunday night about 12 kilometers east of the citycenter, near Muna bus station.That area has suffered several suicide bombings in recentweeks. Isuku blames Boko Haram, the Islamic extremistgroup that has used scores of women and girls in suicidebombings. Some observers suspect that the women andgirls are among the thousands Boko Haram has kidnappedover the years.

More than 600 Delhi Police

personnel assisted by sniffer

dogs scanned the inhabited

and forested areas of the

sprawling JNU campus on

Monday to search for clues

that could help them trace

MSc student Najeeb Ahmed,

who has been missing for

over two months now.

The men and women of

Delhi Police began their

search around 11 am under

the supervision of DCP

(Crime Branch) G Ram

Gopal Naik. A team visited

Mahi-Mandvi hostel where

Najeeb stayed and took help

of sniffer dogs who smelled

Najeeb's clothes.

The sniffer dogs failed to

make any headway and

stopped after circling around

in the hostel.

"All agencies of Delhi Police

including Special Cell,

Special Branch and the local

police pooling more than

600 personnel scanned the

hostels, residential areas,

academic blocks and

forested area today till 5 pm.

Help of Mounted Police was

also taken to scan the vast

area but nothing was found,"

said a senior police officer.

About 65-70 percent of the

campus was covered today

and rest including the

residential areas and the

interiors of the campus will

be scanned tomorrow, he

said.

The exercise is being

undertaken by 12 ACPs, 30

inspectors and 60 sub

inspectors along with

hundreds of constables

under monitoring of two

DCP rank officers.

Najeeb has been missing

since October 15 after a

scuffle at his hostel allegedly

with ABVP students on the

night of October 14. A

reward of Rs 10 lakh has

been announced by Delhi

Police on any information

about Najeeb.

Najeeb's mother Fatima

Nafees who was present at

the hostel termed the police

search "too late" and

"futile".

"They should have carried

out this search immediately

after Najeeb went missing.

But now, it’s of no use. I

appeal to police to bring

back my son and I will take

him home from here," she

said.

The massive search was

mounted following a Delhi

High Court order last week

directing Delhi Police to

scan the entire JNU campus

including hostels,

classrooms as well as

rooftops of the buildings

with help of sniffer dogs.

The JNU Students Union

(JNUSU) which was asked

by court to furnish affidavit

regarding its cooperation

with police also expressed

dissatisfaction with it.

"Sixty five days of Najeeb's

disappearance, what did

Delhi Police do? In last 3

hearings in the court counsel

for crime branch himself

accepted that there has been

delay by Delhi Police in

searching Najeeb," said a

JNUSU statement.

Accusing Delhi Police of

"paying lip service" after

court order, the students

union charged it of indulging

in "absurd exercises with

"clueless methodology.

"Now to save their face in

front of court they are doing

absurd exercises with

clueless methodology," said

the statement.

The police are searching

JNU campus right now and

JNUSU will cooperate with

them but this has been

already communicated that

they have to avoid

"disturbances" to students,

teachers and staff," it said.

JNUSU also warned that if

the police search caused

"disturbance" then they will

not be "entertained" on the

campus.

The students union also

extended its "suggestion" to

police to search the Vice-

Chancellor's residence

accompanied by student

union leaders. Because 'our'

V-C is not separate from

students & staff of JNU.

said that they want police to

leave no stone unturned in

search of Najeeb but hit out

Nair on Monday entered an exclusive

club, joining Virender Sehwag as the

second Indian to score a triple-century

in Tests.

At 25 years and 13 days, Nair also

overtook Sehwag's Indian record of

youngest Test triple-centurion. Sehwag -

who tweeted his congratulations to Nair

- had been 25 years and 160 days in

2004 when he hit that epic 309 against

Pakistan in Sultan.

India's previous highest total in Test

cricket was the 726/9 declared scored

against Sri Lanka in Mumbai in

December 2009. In that Test - which MS

Dhoni's team won to become No 1 in the

ICC Test Championship - Sehwag had

fallen short of scoring India's third

triple-century when he was out for 293.

Sehwag's scores of 319, scored on the

same ground versus South Africa in

2008, and 309 in Multan, are India's

highest individual scores.

The other milestones for Nair include

becoming the first Indian batsman to

convert a maiden Test hundred into a

outplayed district Samba 3-2 (22-25,

16-25, 25-19, 25-21, 15-03) in a close

contest that lasted for complete five

sets.

Earlier, 16 teams, representing Poonch,

Rajouri, Samba, Kathua, Udhampur,

Jammu, Ramban, Srinagar, Ganderbal,

New Delhi: Retirementfund body EPFO onMonday fixed 8.65 percentrate of interest on EPFdeposits for the currentfiscal for its over four croresubscribers. The FinanceMinistry had earlier thisyear decided to lowerinterest rates on EPF for2015-16 to 8.7 percent fromthe 8.8 percent approved bythe CBT headed by theLabour Minister. Thegovernment had to roll back

the decision and provide 8.8percent rate of interest onEPF deposits for 2015-16following protests by tradeunions. In September, thegovernment had reduced theinterest rates on smallsavings schemes marginallyby 0.1 percent for theOctober-December quarterof 2016-17, which resultedin lower returns on PPF,Kisan Vikas Patra, SukanyaSamriddhi Account, amongothers.

New Delhi: Hit by irregularities by some ofits employees, Axis Bank on Monday said ithas taken "unprecedented step" oftemporarily suspending some of thesuspicious accounts and has a rigorouscompliance procedure. The bank further saidthat it has already filed SuspiciousTransaction Reports (STRs) with theFinancial Intelligence Unit (FIU-IND) aboutthe potentially suspect accounts which werelater probed by investigative agencies.The bank has also filed additional STRs withFIU proactively, it said.Axis said it has rigorous complianceprocedures and has also gone ahead andapplied all our analytic capability to identifyaccounts that might have exhibitedsuspicious activity since demonetisation.

Earlier this week, the EnforcementDirectorate arrested two Axis Bank managershere and seized 3 kg gold bars in connectionwith its money laundering probe in a racketof illegally converting old notes inconnivance with banking authorities.The agency's probe till now, after itregistered a criminal complaint under thePrevention of Money Laundering Act(PMLA) on November 30, found that hugemonies were transferred through RTGStransfers to some shell companies including acase where the Director of such a firm was a"petty labourer". The Income Tax departmentalso conducted a survey at an Axis bankbranch in Delhi in connection with its probeinto possible tax evasion by way of illegalexchange of demonetised currency notes.

External Affairs MinisterSushma Swaraj, who under-went a kidney transplant onDecember 10, was onMonday discharged fromthe All India Institute ofMedical Sciences (AIIMS),the hospital announced."MEA Minister SushmaSwaraj has shown a speedyrecovery after her kidneytransplant and has been dis-charged today (Monday),"said the statement issued bythe AIIMS' communicationdepartment.According to the authorities,the minister's post-operativerecovery was closely moni-tored by a team of special-ists.They included transplantsurgeons and a team ofnephrologists, cardiologists,endocrinologists and pul-monologists, as well asanaesthesists and criticalcare experts. The team alsoincluded hysiotherapists,

resident doctors and spe-cialised nurses.Sushma Swaraj underwentthe kidney transplant froman unrelated donor onDecember 10 at AIIMSoverseen by a dedicatedteam of 50 medical staff,including several seniordoctors like M. Minz, VKBansal and Preet MohinderSingh, led by AIIMSDirector MC Misra.The three-hour surgery wasperformed at the CardioThoracic and NeuroSciences Centre of theAIIMS.The 64-year-old minister,who has been in and out ofAIIMS for the past fewmonths, was admitted to thehospital on November 7. —IANS

Four are deadand four are alive and livingin Pakistan. Since thechargesheet has been filed,the process of extraditingthem from Pakistan willbegin with the issuance ofInterpol Red CornerNotice," Rijiju toldreporters.In a comprehensive

chargesheet filed at thePanchkula Special Courtabout a year after the attack,the NIA has highlighted therole of the terror group Jaishin spreading mayhem inIndia and referred to thenefarious plans of the outfit,sources said.The chargesheet, which alsonamed Azhar's brother RaufAsghar as the accused,alleged that immediatelyafter the Pathankot incident,he had hosted a video mes-sage claiming responsibilityfor the terror strike and glo-rified the role of Azhar, whowas released in exchange forpassengers of the hijackedIndian Airlines plane IC-814in 1999. Masood Azhar hasbeen named as the key con-spirator. The chargesheet islikely to be used by India atvarious international fora tohighlight the role of MasoodAzhar in the Pathankot ter-ror strike carried out onJanuary 2 this year.

On the day Prime MinisterNarendra Modi announcedthat he was invalidating oldhigh-value banknotes, theReserve Bank of India hadRs 4.94 lakh crore in newRs 2000 banknotes — one-fourth of the money thePrime Minister was puttingout of circulation.In information that wasrevealed in response to anRTI application by Mumbaiactivist Anil Galgali, theRBI said that it had Rs 9.13lakh crore in old 1,000rupee banknotes and Rs11.38 lakh crore in 500rupee notes on November 8.In its place, it had 2,473 mil-lion pieces of the new 2,000rupee notes on November 8.Galgali said the federalbank was fully aware of theconsequences of their deci-sion, which, given themoney that was beingpulled out of circulation(86.69 per cent) and beingput back in, seemed “neitherprudent nor reasonable”."RBI was well aware of thegamble it was taking on adecision that would wreckhavoc on lives of crores ofIndian citizens. You neednot be a financial expert tofigure out this unwarrantedhurry in demonetisation hadto result in a financialcrunch," Galgali said.Oddly, the RBI refused toprovide details of distribu-tion of banknotes betweenNovember 9 and November19, citing a provision in theRight to Information Actthat allows a public authori-

ty to hold back information.The RBI had recentlyuploaded details that couldnot be disclosed under theRTI Act, including distribu-tion of currency to banks, onits website after a formerinformation commissionapproached the Centralinformation Commissionagainst its decision to with-hold some information.Former information com-missioner Shailesh Gandhisaid in he complaint thatRBI was breaching rules ofthe RTI Act by withholdinginformation in certain cate-gories."Effectively, it means thatRBI arrogates to itself theright to lay down exemp-tions to disclosure of infor-mation in line with theobjectives of the Act. This isthe sole prerogative ofParliament, which has pro-vided the exemptions to dis-closure in Section 8 and 9 ofthe RTI Act," Gandhi said."This is illegal and is cer-tainly usurpation of thepowers of the commission.RBI has no power under lawto declare which informa-tion is exempt. in the case, is absconding,the trial was split up againsthim.The court convicted YasinBhatkal and others undervarious sections of IndianPenal Code, Arms Act,Unlawful Activities(Prevention) Act (UAPA).The NIA special court, afterhearing the defence andprosecution's arguments,pronounced the quantum ofsentence.According to NIA, RiyazBhatkal arranged for explo-sive substances and directedAsadullah Akhtar and Zia-ur-Rahman at Mangalore to
