Despite cuts, enrollment continues to rise OKLAHOMA CITYThe number of students enrolled in Oklahoma public schools continued to rise in 2017, increasing by more than 1,000 from the previous year. A total of 694,816 students were enrolled in pre- kindergarten through 12th grade at the start of the school year, an increase of 1,106 over the 2016 total of 693,710 and 21,626 more than in 2012. State Superintendent of Public Instruction Joy Hofmeister emphasized that the state should be prepared to continue serving a growing student population each year. “Once again, Oklahoma schools are educating more students than ever before with few new resources,” Hofmeister said. “Funding has not kept pace with the steady rise in enrollment over the past decade, the growing diversity of Oklahoma’s student population or the decrease of trained educators entering the profession. We will continue to advocate for teacher pay raises and adequate funding levels to meet the needs of all Oklahoma schoolchildren.” Districts record enrollment every year on Oct. 1 and report the figures to the Oklahoma State Department of Education (OSDE). Currently, Oklahoma has 512 traditional public school districts, 1,795 total school sites, 28 charter school districts and 58 charter school sites. The list of the 10 largest districts is identical to last year’s, although some changed position within the ranking. This year’s 10 largest districts are: 1. A total of 694,816 studentswere enrolled in pre-kindergarten through 12th gradeat the start of the school year,an increase of 1,106 over the2016 total of 693,710 and21,626 more than in 2012.

Yes, Virginia, there is a Santa ClausBy CRAIG HALLEvery year at the

State National Bank, myfather, Gene Hall, alwaysliked to run anadvertisement in theLedger on the last issuebefore Christmas.

I have tried tocontinue on the traditionand used the column andagain this year, it iscoming to the Ledger.

It is an editorial fromthe New York Sun onSept. 21, 1897. Theeditorial goes like this:

Nobody canconceive or imagine all thewonders there are unseenand unseeable in the world.

You tear apart thebaby’s rattle and see what

makes the noise inside, butthere is a veil covering theunseen world which not thestrongest man, nor even theunited strength of all thestrongest men that everlived could tear apart. Onlyfaith, poetry, love,romance, can push asidethat curtain and view andpicture the supernal beautyand glory beyond. Is it allreal? Ah, Virginia, in all thisworld there is nothing elsereal and abiding.

No Santa Claus! ThankGod! He lives and livesforever. A thousand yearsfrom now, Virginia, nay 10times 10,000 years fromnow, he will continue tomake glad the heart ofchildhood.”

After wrestling with the burden of what Christmasgift to give from the Heavener Ledger and “BriarCircle” to our readers and subscribers, I have decidedto give advice.

Advice is the cheapest “coin of the realm,” and aboutthe only thing I can afford this year and still give liberally.I am giving advice to my own family members, in fact;and I am sure it will be returned to the vendor Dec. 26,with interest.

So allow me to start with advising everybody tosupport the Heavener Ledger, especially by subscribingor renewing your current subscriptions. Giftsubscriptions are a wonderful idea, too. Not only willyou get the paper editions, but you can go online forcurrent editions, archives, and other services, all whilesustaining a LeFlore County institution.

Advice for area businesses and service providers:Advertise. You will do yourselves and the community alot of good. And have promotions like “x-percent off”coupons, or “buy one get one” deals to attractcustomers.

Once they’re through the door, the rest is up to you,but your goods, services and dedication will drawregulars to your business. Promote it! And like someobscure poet has observed, “Late to bed, early to rise,work like the Editor of a small-town newspaper, andADVERTISE!”

If you’re going to be fishing in the cold wintermonths, I have advice for that, too: Dress warm, fishclear water, and use “slow presentation” sorts of lures.

I admit, though, this has never worked very well at BriarCircle.

Better advice is, go to one of the local restaurantsfor the Friday Night Fish Fry special. Go to the oneswho provide a promotional coupon, use it, and tell themyou got it in the Ledger.

Now, regarding all this “Wassailing” nonsense, aswritten up in recent columns: My advice is, don’t foolwith it. Making it requires beer or ale, sherry and brandy,and I am no authority at all regarding these beverages.

You will have to bake apples, and oranges withcloves inserted in them, and nutmeg and other spices,and sugar, and you have to simmer it without boilinganything, and then you can’t have any of it yourself, buthave to give it to “Wassailers” who come freeloading atyour door late at night expecting something to eat alongwith a quart-and-a-half of this alcoholic concoction sothey can be good and drunk and arrested by the timethey finish the neighborly round around 2:30 the nextmorning somewhere down the street.

Don’t do it!At the suggestion of knowing friends, I “googled”

recipes for wassail. There are 3,282,197 online and notwo of them are alike! Don’t do it. It ain’t worth it.Instead, save up your money and go to Great Britainnext year for the holidays.

Apparently, you can wassail yourself silly, there,Christmas Eve, but it won’t work in Heavener.

But we want you to be “joyful” over the holidays.Put simply, forget the wassail. Instead, imbibe in spiritsof goodwill, generosity, kindness and charity, and doall you can to be a supplier of “peace on Earth, goodwillto men,” even if you do not like the ones you have to bepeaceably good-willed to.

Some of us will have to work at it a little harder; butthe feeling of satisfaction you get is genuine, you willremember it and feel better the next morning.

For closing advice, these sentiments are easiermaintained if you keep in mind, Jesus is the “reason forthe season.”

I know Christian celebratory activities (and it shouldbe a celebration!) have induced other faiths andphilosophies and beliefs to insert themselves into theobservances of the Christmas season.

No one wants to be left out. But the birth of onemale baby over two-thousand years ago—well, He iswhat all the fuss is about. God, God’s gift, God’s onlybegotten Son—every bastard religion, faith, philosophyand “politically correct” view wants to be recognizedand accepted as equal.

But this baby had no equals! He has no equalstoday, either.

The major Christian holidays are all combined,though. You will never understand Christmas unless youunderstand Good Friday and Easter.

We will save this discussion for later next year.meanwhile, let’s celebrate the birth of the Christ Child!—not until we can’t see straight; but until we can see clearly.

The House SpecialInvestigation Committeekicked off interviews lastweek with four of thestate’s top officials. Themeetings revealed someinformation aboutmisspending at theOklahoma State HealthDepartment (OSDH), butthere are still lots ofquestions to beanswered.

The committeeinterviewed Gov. MaryFallin’s Chief of StaffChris Benge, formerchief of staff and currentInterim Director for theOffice of Management &Enterprise Services(OMES) DeniseNorthrup and Secretaryof Finance & RevenuePreston Doerflinger.

Doerflinger is also theformer head of OMES andis currently serving asinterim director for OSDH.Later in the week, StateAuditor Gary Jones came totestify as well.

The auditor’s office wasperforming a routine auditon the health departmentwhen they first becameaware of a serious issue at

the agency. Jones saidhealth department stafferscame forward in July aboutpossible misspending,which caused his office tojump into immediateaction.

He confirmed andfinalized financialinformation in Augustbefore telling Doerflingerabout his worries on Sept.1. Jones testified that hetold Doerflinger there were“major concerns” and thatthe health department maynot be able to make payrollin a few months. But duringhis interview, Doerflingerled lawmakers to believe hewas only alerted to major

concerns at the healthdepartment in late October.

Now I’m not anattorney, but it’s clear thatsomebody isn’t telling thetruth. And I’m tempted tobelieve the person who hasdocuments to back up hisstory.

Jones said the healthdepartment had been“artificially inflating”numbers so the agencycould pay for programs itdidn’t have funding for. Ayearly audit should bereleased at the end of thismonth, and I expect we’llsee more details then.

There are lots ofchanges currently

happening at the healthdepartment as it attemptsto right the ship.Doerflinger, as interimdirector, spoke last weekabout the dozens ofpeople laid off earlier thismonth and the more than150 who will lose their jobsin March.

He said these layoffswere already in the worksbefore he took over, andhe told lawmakers therewon’t be a disruption inservices.

Still, these layoffs arehappening mostly at thecounty health departments– not the central office.

Lawmakers on thecommittee have askedDoerflinger, Benge andNorthrup to providedocuments about the

information at OSDH, butnone brought papers withthem to the committeemeeting.

I’m hoping mycolleagues will continue topush for the information inthe coming days andweeks.

Oklahoma taxpayersdeserve straight answers,especially when $31 millionhas been misspent.

On a more joyful note,I want to sincerely wish allof you a very merryChristmas next week. Myprayer is that Oklahomanstruly take time to reflect onthe meaning of the season.There really is nothingbetter to celebrate than thebirth of Jesus Christ. I want to make youaware of some important

dates concerning theupcoming vote for the

continuation andreallocation of sales tax forthe City. Currently, youmay apply for an absenteeballot and may do so upuntil Jan. 3.

Also, on Jan. 4-5, youcan vote in person at theLeflore County ElectionBoard Office at 103 NorthChurch Street in Poteau. Ifyou have other questions,the election board can bereached at 918-647-3701.

The election will beheld Jan. 9 for voters todecide if they want tocontinue with this tax. Thiswill not be a new tax.The current City sales taxrate will be the same as itis today, 3.5 percent. Thecounty and the state get aportion of the sales taxcollected as well (2.0percent and 4.5 percentrespectively) which bringsthe total sales tax collected

at point of sale to 10percent.

Vanhook’s Sanitationhas informed us thatnormal Monday trashcollection for ChristmasDay and New Year’s Daywill be cancelled. Trashcollection will resume onthe Tuesday of eachholiday week.

Also, City Hall will beclosed on Dec. 25-26.

The annual SargentLester English “Toys forJoy” Christmas will be onDec. 23 at City Hall. Santa

Claus will be in town justa day or so early to givetoys and joy to kids in ourcommunity. The eventstarts at 9 a.m. for kids upto 12 years of age.

Absentee voters need to applyVoters in LeFlore

County who want absenteeballots mailed to them forthe Jan. 9 City of Heavenerspecial municipal electionshould apply now,according to countyelection board secretarySharon Steele.

Although the countyelection board can acceptapplications for absenteeballots until 5 p.m. on Jan.3, Steele urged voters whowant to vote by absenteeballot to apply early.

Absentee ballotapplication forms areavailable at the countyelection board office at103 N. Church St. inPoteau. An online versionof the form can be filledout and submittedelectronically atwww.elections.ok.gov. Aprint form can also bedownloaded at thataddress.

Ballots must be in thehands of county electionboard officials by 7 p.m.on election day to becounted.

Steele said anyregistered voter may voteby absentee ballot in anyelection in which he/she iseligible to vote. However,a voter must be registeredand reside at an addresswithin the geographicalboundaries of a school

district or municipality tobe eligible to vote in schooldistrict or municipalelections. It is notnecessary to give a reasonfor voting absentee.

“While anyone canvote absentee withoutgiving a reason, the law stillprovides severaladvantages to absenteevoters in some categories,”Steele said.

By stating one of thefollowing reasons on theirapplications, absenteevoters can activate specialconditions that make iteasier for them to useabsentee ballots. Thereasons are:

· Voters who arephysically incapacitatedand voters who care forphysically incapacitatedpersons who cannot be leftunattended may voteabsentee. They may applyonly by mail, by fax, byemail, online or via anagent who is at least 16years of age and who is notemployed by or relatedwithin the third degree ofconsanguinity or affinity toany person whose nameappears on the ballot.

· Voters who areconfined to nursing homesin the county may voteabsentee. An absenteevoting board actually goes

to the nursing home a fewdays before the election,sets up a small pollingplace and allows thosepersons to vote undercircumstances similar tothose at a regular precinctpolling place. They mayapply only by mail, by fax,by email, online or via anagent who is at least atleast 16 years of age andwho is not employed by orrelated within the thirddegree of consanguinity oraffinity to any personwhose name appears onthe ballot.

· Military personneland residents of the countyliving overseas and thespouses and dependentsof each group are eligibleto receive absentee ballots.These voters may applyonly by mail, fax, or byemail. Military personnelshould contact the votingservice officers in theirunits for application formsand additional informationor visit the federal votingassistance program website(www.fvap.gov/oklahoma)for more information andinstructions. Residents ofOklahoma living overseascan obtain the samematerials from any UnitedStates military installationand from United Statesembassies and consulates.

CASC to continue waiversPOTEAU—Carl Albert

State College will continueproviding tuition waiversto high school juniors forconcurrent classes.

“Concurrent classes arevery important to ourstudents,” said CASCpresident Jay Falkner.“Removing the juniorwavier has been a bigdiscussion across thestate, and we have decidedat this time to continueproviding both junior andsenior waivers for qualifiedstudents at Carl Albert.

“In all honesty, with thecurrent budget issues in thestate we will take a financialloss to continue the junior

waiver program. We aredoing it because we feel itis the right thing to do aslong as it is financiallyfeasible. It is part of ourmission to provideeducation that leads tostudent success.”

At Carl Albert, highschool juniors and seniorstuition is waived for up tosix credit hours persemester. According toOklahoma State Regentsfor Higher Educationpolicy, CASC cannotwaive course fees,therefore fees are theresponsibility of thestudents.

There are many benefitsassociated with concurrent

classes. Students can savemoney on the cost of theiroverall college education,they can reduce the timethey spend as full-timestudents earning theircollege degree, they arebetter prepared when theybecome full time collegestudents and theirconcurrent classes cantransfer to any publiccolleges in Oklahoma.

“O LORD, I know that theway of man is not in himself:it is not in man that walketh

Christmas is beyondmortal man’scomprehension. So manyquestions remainunanswered in the mind ofman. How could Godbecome a man? Why wouldGod want to do such athing? Why would Godrestrict Himself to humanflesh for any period of time,let alone thirty-plus years?Why would the Creatorallow the creature tomistreat Him? We simply donot have the capacity tounderstand these and otherquestions regardingEmmanuel (God With Us).

Luke 2:25-35, however,gives some very interestinginsight, “There was a manin Jerusalem whose namewas Simeon; and this manwas righteous anddevout, looking for theconsolation of Israel;

and the Holy Spirit wasupon him. 26 And it hadbeen revealed to him bythe Holy Spirit that hewould not see deathbefore he had seen theLord’s Christ. 27 And hecame in the Spirit into thetemple; and when theparents brought in thechild Jesus, to carry outfor Him the custom of theLaw, 28 then he took Himinto his arms, and blessedGod, and said, 29 “NowLord, You are releasingYour bond-servant todepart in peace,According to Your word;30 For my eyes have seenYour salvation, 31 WhichYou have prepared in thepresence of all peoples,32 A LIGHT OFREVELATION TO THEGENTILES, And the gloryof Your people Israel.”33 And His father andmother were amazed at

the things which werebeing said about Him. 34And Simeon blessed themand said to Mary Hismother, “Behold, thisChild is appointed for thefall and rise of many inIsrael, and for a sign tobe opposed — 35 and asword will pierce evenyour own soul — to theend that thoughts frommany hearts may berevealed.” (NASU)

Simeon was one of therighteous and devout Jewswho had not given up hopethat the Messiah wouldcome. Simeon hadcontinued to look withexpectation even thoughGod had been silent forseveral centuries. In verses30-33 above, Simeondeclares at least threemarvelous truths about theChrist Child. First,Emmanuel has come tobring salvation to a world

that desperately needed andstill needs it. Second,Simeon recognizes thegreat missionary heart ofGod. While Simeon did notexplain what the decisionis; he did make it clear inverses 34–35 that a choicemust be made regardingthis One Sent to BringSalvation to All Nations.During this and everyChristmas season we oughtto ponder this choice whichis fully explained elsewherein the New Testament.Emmanuel does not allowanyone to remain neutralregarding Him. Claiming to do what Godhas already done is tocommit the sin ofblasphemy. For instance,claiming to have created theworld is blasphemy. Mostprofessing Christians wouldagree with the foregoingstatements and yetmultitudes of times eachday well-meaning religiouspeople tell lost people tocommit the sin ofblasphemy.

Surprisingly enough,these well-meaning folk tellpeople to commit the sin ofblasphemy in order to besaved! What is it they tellpeople? Very often you willhear folk telling lost peopleto “believe,” or “accept theLord,” or “make a decisionfor Christ,” and then add toit “and make Him Lord” or“make Him your Lord.” It

is human wisdom to thinkthat sinners can be savedby this work or that work.But the Bible is clear, “Forby grace are ye savedthrough faith; and thatnot of yourselves: it isthe gift of God: Not ofworks, lest any manshould boast,”(Ephesians 2:8-9). Thecarnal mind of theunregenerate just will notbelieve that Christ finishedthe work of providing asatisfactory payment forthe sins of His people. Sothey add some kind ofworks to their so-calledplan of salvation and oftenthis supposed good work isactually sin.

These folk encourage –actually they demand – thatthe sinner commitblasphemy by claiming todo what God has alreadydone. If asked, I suppose

each of these folk wouldclaim to have done this thingthat God has already doneand so they, too, would beguilty of blasphemy. Whatexactly is it that theydemand of the sinner thatconstitutes blasphemy?Why, they tell lostindividuals to “make ChristLord.” In spite of the factthat God has already donethis very thing multitudes ofpeople are told to do whatGod has already done!

What does the Biblesay? Peter said,“Therefore let all thehouse of Israel knowassuredly, that God hathmade that same Jesus,whom ye have crucified,both Lord and Christ,”(Acts 2:36). This is notquibbling about words! Godhas already made the sameJesus whom the Jewscrucified “both Lord and

Christ.” (Christ meansMessiah or deliverer: thelong-promised savior ofIsrael). Clearly and reallyGod “hath made” (pasttense) this Jesus to be Lord!

He is Lord! You cannotmake Him Lord! No manever did make Him Lord!Claiming to do so is to claimto do what God has alreadydone! What lost sinnersought to do is summed up inPsalm 2:12: “Kiss the Son,lest he be angry, and yeperish from the way,when his wrath is kindledbut a little. Blessed areall they that put their trustin him.” Do you have “trustin him?” This is saving faithand is the work of God inthose whom He saves. Wecounsel you, as Jesus said,“...except ye repent, yeshall all likewise perish,”(Luke 13:5).

Therefore, if youdied with Christ from thebasic principles of theworld, why, as though liv-ing in the world, so you sub-ject yourselves to its regu-lations, do not touch, do nottaste, of not handle, whichall concern things whichperish with he using of thecommandments and doc-trines of men? These thingsindeed have an appearanceof wisdom in self imposedreligion, false humility, andneglect of the body, but areof no value against the in-dulgence of the flesh.”

Oklahoma StateUniversity’s Robert M.Kerr Food & AgriculturalProducts Centercontinued to supportinnovation and growth offood and agriculturalbusinesses throughoutOklahoma in 2017,providing a total economicimpact of $52.25 million.

“The impacts FAPChas had on the food andagricultural industries in the

state are tremendous,” saidRoy Escoubas, FAPCdirector. “From educationand training sessions toclient projects and foodsafety assistance, FAPCcontinues to be a resourcefor food processors.”

In 2017, FAPC had aneconomic impact of$150,000 onentrepreneurial business,$650,000 on medium andsmall food processors and$51.45 million on largefood processors.

FAPC conducted 68education and training

sessions, which broughtin 1,415 attendees toFAPC in 98 days.Combined with 1,244 tourvisitors, the centercontinues to be a populardestination on the OSU-Stillwater campus.

FAPC, a part ofOSU’s Division ofAgricultural Sciences andNatural Resources,celebrated its 20-yearanniversary in 2017. Sinceits inception in January1997, the center’sresearch laboratories,pilot-processing facilities,

educational programs andseminars have kept foodand agricultural processorsand entrepreneurs on theforefront of cutting-edge,value-added processingand technology.

Although based onOSU’s Stillwater campus,FAPC professionalsworked with 119 clients in67 communities and 41counties throughoutOklahoma in 2017.

Of those clients, 64focused on food safetyassistance during 179sessions and 344 trainingopportunities, making foodsafety a top priority forFAPC.

“The celebration of 20years of excellence thisyear gives us theopportunity to reflect onthe tremendous impact ofOklahoma’s value-addedfood sector to the state’seconomy,” said TomCoon, DASNR vicepresident. “The center’sresearch labs andprogramming keepentrepreneurs on theforefront of value-addedprocessing andtechnology.”

to make a candy that would be awitness,so he made the ChristmasCandy Cane.He incorporated several symbols

for the birth, ministry and deathof Jesus Christ.He began with a stick of pure white, hard

candy. White to symbolize the Virgin Birth andthe sinless nature of Jesus, and hard to sym-bolize the Solid Rock, the foundation of theChurch, and firmness of the promises of God.The Candy maker made the candy in the form of

a “J” to represent the precious name of Jesus,who came to earth as our Savior. It could alsorepresent the staff of the “Good Shepherd”with which He reaches down into the ditches ofthe world to lift out the fallen lambs who, likeall sheep, have gone astray.Thinking that the candy was somewhat plain, the

Candymaker stained it with red stripes. He usedthree small stripes to show the stripes of thescourging Jesus received by which we arehealed. The large red stripe was for the bloodshed by Christ on the cross so that we couldhave the promise of eternal life.Unfortunately, the candy became known as a

Candy Cane- a meaningless decoration seen atChristmas time. But the meaning is still therefor those who “have eyes to see and ears tohear”.
