10/90-91 Faculty Research Instructor, University of Arizona, Rural Health Office. Participated in the

Primary Health Care Review at the US-Mexico Border (Nogales, Arizona-Sonora) and was responsible for designing, conducting and analyzing a community survey. The project was funded by Carnegie and Pew and was administered by the Pan American Health Organiza-

tion. Also responsible for analyzing a survey of US-physicians on the amount of services provided to residents of Mexico. Both projects were conducted in conjunction with Mexican counterparts.

9/83- 9/90 While working on a doctorate in Public Health at the University of Texas, Houston Health

Science Center, I worked as a Director of Research for the Ministry of Health of the Dominican Republic. During this period I also completed consulting assignments for the University of Texas Health Science Center at Houston, School of Public Health and for the governments of Costa Rica, Mexico and Panama. The consultant work was financed by the University of Texas, the World Bank, The Canadian International Development Research Center and The US Agency for International Development, respectively (See next Section for details.)

3/82-8/83 Coordinator of Health Promotion Activities in the Health Promotion Division of the

Department of Health and Social Security of the Catalonian Government (Spain). Responsi-ble for a special program (ALTEBRAT) conducted in a rural area (67 towns, 50.000 inhabi-tants). This pilot program aimed at changing the health care delivery system by emphasizing health promotion activities and placing independent physicians in six rural health centers working in coordination with a new rural hospital. I was responsible for assessing needs, developing and coordinating the implementation of physicians' continuing education activities, nurses’ education programs, school and community health education activities, and the coordination of research activities conducted by the State Health Department.

4/2003 – 6/2004 Consultant for the World Bank, responsible for studying Generic Drug Policies in Latin America. Member of the Generics Consultative Group, a group coordinated by the World Bank aimed at facilitating access to pharmaceuticals in developing countries.

2001/2002 Consultant for the Texas Department of Health, responsible for conducting a study on the

prevalence of parasites in school children of three Texas-Mexico border school districts. 9/2001 - 2007 Consultant, mentor and invited lecturer in the master program in Health Services Research

offered by IMSS (Mexican Social Security Institute) and the University of Ciudad Juarez, in Ciudad Juarez, Mexico. (Unpaid contribution).

1-7/2000 Consultant to Department of Health and Human Services (DHHS)– Dallas office, responsible

for conducting a Reproductive Health Needs Assessment in Ciudad Juarez, El Paso and Las Cruces.

1/1999-5/2000 Consultant for Community Voices of El Paso, a project financed with a Kellogg Grant. I was

responsible for building a project evaluation team and leading the formative and impact evaluation exercise. The aim of the Community Voices project was to build a coalition and a system to provide health services to the uninsured.

1/1999-11/1999 Consultant for the Cancer and Chronic Disease Consortium of El Paso, responsible for

evaluating the planning year of the development of a cardiovascular disease prevention program (CDC funded).

4/97 Consultant for the World Bank in Bolivia. I was responsible for the supervision of the

Integrated Primary Health Care Project (PROISS). The PROISS Project was aimed at expanding access and improving the quality of health services offered in the four largest Bolivian municipalities (La Paz, El Alto, Cochabamba and Santa Cruz).

7/92 Consultant for the World Bank in Colombia. As a consultant, I assisted in the preparation of

a health project aimed at improving the quality of the municipal health services in a selected number of Colombian municipalities and departments. More, specifically I was responsible for defining the basic health services package.

6/92 Consultant for the World Bank in Chad. I participated in the preparation of the first World

Bank financed health project. I was responsible for gathering information on communicable diseases, health personnel management strategies and the administration of vertical programs.

5/92 Consultant for the World Bank in Mozambique. I was responsible for developing the human

resources component of the second World Bank health project. 3-4/92 Consultant for the Ministry of Health in Colombia. The main objective of the project was to

assess the decentralization process in a selected number of municipalities and departments, to describe the main successes and problems attributable to the decentralization policy, and to make recommendations for the future.

2/92 Consultant for the Urban Institute, Washington D.C. I wrote a case study on the process and

impact of the integration of the health service networks of the Social Security (CCSS) and the Ministry of Health in Costa Rica.

10-12/91 Consultant for the World Health Organization in Papua New Guinea. (PNG HMD 002 -

Training in Community Medicine). I was responsible for conducting a Task Analysis survey of nurses and health inspectors. The information collected was to be used to define curricula and supervision indicators for these two professional groups.

11/91 Consultant for the World Bank in Mozambique. I assisted in preparing a health project aimed

at improving the delivery of health care services by the Ministry of Health. The project had several components including management and administration, human resource devel-opment, health education, disease control, and rehabilitation of the physical infrastructure. I was responsible for the Human Resources component.

6-7/91 Consultant for a project financed by the US Agency of International Development (USAID) in Mozambique. My contract was administered through The Research Triangle Institute. I conducted the Institutional and Administrative analysis of the central office of Ministry of Health in Maputo and in two Mozambican provinces (Niassa and Zambezia). In addition, I participated in the description of a 20 million project aimed at: (1) improving the financial and managerial capabilities of the Ministry of Health at the central and provincial levels, (2) improving the procurement of Essential Drugs and (3) supporting family planning activities.

9/90 Consultant for an USAID funded project administered through Development Technologies in

Panama. The aim of project was to assess the impact of the economic crisis on access to health services. I was responsible for studying the implications of separating the network of services operated by personnel of the Ministry of Health from the network of services provided by the Social Security Fund.

1/90, 10-11/89 Consultant for the Graduate School of Biomedical Sciences of University of Texas Health

Science Center at Houston. I was responsible for collecting health data for an Epidemiological Study on Diabetes and Gallbladder Disease among Mexican Americans residing in Starr County, Texas.

2-8/90, Consultant for the Center for Manpower and Policy Studies at the University of Texas Health

Science Center at Houston, School of Public Health. I participated in the preparation, imple-mentation and analysis of the Indigent Primary Health Care Review at the US-Mexico Border (focusing on maternal and child health, adolescents, and maquiladora workers).

10-12/88 Consultant for the Program and Planning Office of the Ministry of Health in Mexico

(Dirección General de Programación, Organización y Presupuesto de la Secretaria de Salud). The project was a Primary Health Care Evaluation in the state of Tlaxcala including a community survey, and several surveys in outpatient clinics and hospitals. An assessment of the quality of selected outpatient consultations was included, as well as a study of patient's compliance with medications. I was responsible for directing and supervising all the fieldwork.

9/88 Consultant for the Canadian International Development Research Center (CIDRC) in

Mexico. As part of CIDRC's Primary Health Care Evaluation Project, a study of patients' compliance with antibiotic and oral rehydration treatment was conducted in Tlaxcala. During a two-week consultancy I designed the instruments for the study on patient’s compliance.

9/87-4/88 Consultant for the Government of Costa Rica. I worked under a contract with Development

Technologies, an agency funded by the World Bank to conduct a health sector study. The study focused on Costa Rica's long term efforts to integrate the network of services provided by Ministry of Health with the Social Security network (CCSS). My responsibilities included data collection, analysis and reporting in Human Resources (including distribution, roles, training, career development, compensation and incentives), Preventive Medicine Programs, and Ambulatory Care.

5/86-8/87 Graduate Assistant for the Center of Health Administration and Manpower Studies at The

University of Texas Health Science Center at Houston, School of Public Health. I participated in data collection and data analysis of a Primary Health Care Review conducted at the U.S-Mexico Border (Cameron, Hidalgo and Willacy Counties).

Health Science Center at Houston, School of Public Health. 9-12/84 Director of the Research Division of the Health Secretariat in the Dominican Republic. I did

research in the area of health workforce utilization and organization in rural areas, and on primary health care services in urban areas.

6-8/84 Fulbright Fellow in the Dominican Republic. Studied the organization and quality of care

provided in rural a rural clinic in EL Rio (Constanza), conducted a study on patient's understanding and retention of physicians’ advice, and analyzed the quality and cost of services provided in Hospital George in San Pedro de Macoris.
