TIA Safety InformationThe following is the complete TIA SafetyInformation for wireless handheld phones.
Exposure to Radio Frequency Signal
Your wireless handheld portable phone isa low power radio transmitter andreceiver. When ON, it receives and sendsout Radio Frequency (RF) signals.
In August, 1996, the FederalCommunications Commissions (FCC)adopted RF exposure guidelines withsafety levels for handheld wirelessphones. Those guidelines are consistentwith the safety standards previously set byboth U.S. and international standardsbodies:
ANSI C95.1 (1992) *
NCRP Report 86 (1986)
ICNIRP (1996)
* American National Standards Institute;National Council on Radiation Protectionand Measurements; International
Commission on Non-Ionizing RadiationProtection.
Those standards were based oncomprehensive and periodic evaluationsof the relevant scientific literature. Forexample, over 120 scientists, engineers, and physicians from universities, government health agencies, and industryreviewed the available body of research todevelop the ANSI Standard (C95.1).The design of your phone complies withthe FCC guidelines (and those standards).
Antenna Care
Use only the supplied or an approvedreplacement antenna. Unauthorizedantennas, modifications, or attachmentscould damage the phone and may violateFCC regulations.

Permanent hearing loss may occur if youuse your headset at a high volume. Set thevolume to a safe level. You can adapt overtime to a higher volume of sound that maysound normal but can be damaging to yourhearing. If you experience ringing in yourears or muffled speech, stop listening andhave your hearing checked. The louder thevolume, the less time is required beforeyour hearing could be affected. Hearingexperts suggest that to protect yourhearing:● Limit the amount of time you use
headset at high volume.● Avoid turning up the volume to block out
noisy surroundings.● Turn the volume down if you can’t hear
people speaking near you.For information about how to set a

maximum volume limit on your handset, please refer to the features guide for yourhandset.
Using headsets safely
Use of headsets to listen to music whileoperating a vehicle is not recommendedand is illegal in some areas. Be careful andattentive while driving. Stop using thisdevice if you find it disruptive or distractingwhile operating any type of vehicle orperforming any other activity that requiresyour full attention.
FDA ConsumerUpdate
The U.S. Food and Drug Administration’sCenter for Devices and Radiological HealthConsumer Update on Mobile Phones:
1. Do wireless phones pose a healthhazard?
The available scientific evidence does notshow that any health problems areassociated with using wireless phones.
There is no proof, however, that wirelessphones are absolutely safe. Wirelessphones emit low levels of Radio Frequency(RF) energy in the microwave range whilebeing used. They also emit very low levelsof RF when in standby mode. Whereashigh levels of RF can produce healtheffects (by heating tissue), exposure to lowlevel RF that does not produce heatingeffects causes no known adverse healtheffects. Many studies of low level RFexposures have not found any biologicaleffects. Some studies have suggested thatsome biological effects may occur, butsuch findings have not been confirmed byadditional research. In some cases, otherresearchers have had difficulty inreproducing those studies, or indetermining the reasons for inconsistentresults.
2. What is the FDA's role concerning thesafety of wireless phones?
Under the law, the FDA does not reviewthe safety of radiation-emitting consumerproducts such as wireless phones before
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 54
55
they can be sold, as it does with new drugsor medical devices. However, the agencyhas authority to take action if wirelessphones are shown to emit Radio Frequency(RF) energy at a level that is hazardous tothe user. In such a case, the FDA couldrequire the manufacturers of wirelessphones to notify users of the health hazardand to repair, replace, or recall the phonesso that the hazard no longer exists.Although the existing scientific data do notjustify FDA regulatory actions, the FDA hasurged the wireless phone industry to take anumber of steps, including the following:● Support needed research into possible
biological effects of RF of the typeemitted by wireless phones;
● Design wireless phones in a way thatminimizes any RF exposure to the userthat is not necessary for devicefunction; and
● Cooperate in providing users ofwireless phones with the best possibleinformation on possible effects ofwireless phone use on human health.
The FDA belongs to an interagencyworking group of the federal agencies that
have responsibility for different aspects ofRF safety to ensure coordinated efforts atthe federal level. The following agenciesbelong to this working group:● National Institute for Occupational
Safety and Health● Environmental Protection Agency● Occupational Safety and Health
Administration● National Telecommunications and
Information AdministrationThe National Institutes of Healthparticipates in some interagency workinggroup activities, as well. The FDA shares regulatory responsibilitiesfor wireless phones with the FederalCommunications Commission (FCC). Allphones that are sold in the United Statesmust comply with FCC safety guidelinesthat limit RF exposure. The FCC relies onthe FDA and other health agencies forsafety questions about wireless phones. The FCC also regulates the base stationsthat the wireless phone networks relyupon. While these base stations operate athigher power than do the wireless phones
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 55
56
themselves, the RF exposures that peopleget from these base stations are typicallythousands of times lower than those theycan get from wireless phones. Basestations are thus not the subject of thesafety questions discussed in thisdocument.
3. What kinds of phones are the subject ofthis update?
The term “wireless phone” refers here tohandheld wireless phones with built-inantennas, often called “cell”, “mobile”, or“PCS” phones. These types of wirelessphones can expose the user to measurableRadio Frequency (RF) energy because ofthe short distance between the phone andthe user’s head. These RF exposures are limited by FCCsafety guidelines that were developed withthe advice of the FDA and other federalhealth and safety agencies. When thephone is located at greater distances fromthe user, the exposure to RF is drasticallylower because a person's RF exposuredecreases rapidly with increasing distance
from the source. The so-called “cordlessphones,” which have a base unitconnected to the telephone wiring in ahouse, typically operate at far lower powerlevels, and thus produce RF exposures farbelow the FCC safety limits.
4. What are the results of the researchdone already?
The research done thus far has producedconflicting results, and many studies havesuffered from flaws in their researchmethods. Animal experiments investigatingthe effects of Radio Frequency (RF) energyexposures characteristic of wirelessphones have yielded conflicting results thatoften cannot be repeated in otherlaboratories. A few animal studies, however, have suggested that low levels ofRF could accelerate the development ofcancer in laboratory animals. However, many of the studies that showed increasedtumor development used animals that hadbeen genetically engineered or treatedwith cancer-causing chemicals so as to bepre-disposed to develop cancer in the
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 56
57
absence of RF exposure. Other studiesexposed the animals to RF for up to 22hours per day. These conditions are notsimilar to the conditions under whichpeople use wireless phones, so we do notknow with certainty what the results ofsuch studies mean for human health. Threelarge epidemiology studies have beenpublished since December 2000. Betweenthem, the studies investigated any possibleassociation between the use of wirelessphones and primary brain cancer, glioma, meningioma, or acoustic neuroma, tumorsof the brain or salivary gland, leukemia, orother cancers. None of the studiesdemonstrated the existence of any harmfulhealth effects from wireless phone RFexposures. However, none of the studiescan answer questions about long-termexposures, since the average period ofphone use in these studies was aroundthree years.
5. What research is needed to decidewhether RF exposure from wirelessphones poses a health risk?
A combination of laboratory studies andepidemiological studies of people actuallyusing wireless phones would provide someof the data that are needed. Lifetime animalexposure studies could be completed in afew years. However, very large numbers ofanimals would be needed to providereliable proof of a cancer promoting effectif one exists. Epidemiological studies canprovide data that is directly applicable tohuman populations, but ten or more yearsfollow-up may be needed to provideanswers about some health effects, suchas cancer. This is because the interval between thetime of exposure to a cancer-causingagent and the time tumors develop — ifthey do — may be many, many years. Theinterpretation of epidemiological studies ishampered by difficulties in measuringactual RF exposure during day-to-day useof wireless phones. Many factors affectthis measurement, such as the angle atwhich the phone is held, or which model ofphone is used.
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 57
58
6. What is the FDA doing to find out moreabout the possible health effects ofwireless phone RF?
The FDA is working with the U.S. NationalToxicology Program and with groups ofinvestigators around the world to ensurethat high priority animal studies areconducted to address important questionsabout the effects of exposure to RadioFrequency (RF) energy. The FDA has been a leading participant inthe World Health Organization InternationalElectro Magnetic Fields (EMF) Projectsince its inception in 1996. An influentialresult of this work has been thedevelopment of a detailed agenda ofresearch needs that has driven theestablishment of new research programsaround the world. The project has alsohelped develop a series of publicinformation documents on EMF issues. The FDA and the CellularTelecommunications & InternetAssociation (CTIA) have a formalCooperative Research And Development
Agreement (CRADA) to do research onwireless phone safety. The FDA providesthe scientific oversight, obtaining inputfrom experts in government, industry, andacademic organizations. CTIA-fundedresearch is conducted through contractswith independent investigators. The initialresearch will include both laboratorystudies and studies of wireless phoneusers. The CRADA will also include a broadassessment of additional research needsin the context of the latest researchdevelopments around the world.
7. How can I find out how much RadioFrequency energy exposure I can get byusing my wireless phone?
All phones sold in the United States mustcomply with Federal CommunicationsCommission (FCC) guidelines that limitRadio Frequency (RF) energy exposures. The FCC established these guidelines inconsultation with the FDA and the otherfederal health and safety agencies. TheFCC limit for RF exposure from wirelessphones is set at a Specific Absorption Rate
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 58
59
(SAR) of 1.6 watts per kilogram (1.6 W/kg).The FCC limit is consistent with the safetystandards developed by the Institute ofElectrical and Electronic Engineering (IEEE)and the National Council on RadiationProtection and Measurement. Theexposure limit takes into consideration thebody’s ability to remove heat from thetissues that absorb energy from thewireless phone and is set well below levelsknown to have effects. Manufacturers ofwireless phones must report the RFexposure level for each model of phone tothe FCC. The FCC website(http://www.fcc.gov/oet/rfsafety) givesdirections for locating the FCCidentification number on your phone so youcan find your phone’s RF exposure level inthe online listing.
8. What has the FDA done to measure theRadio Frequency energy coming fromwireless phones?
The Institute of Electrical and ElectronicEngineers (IEEE) is developing a technicalstandard for measuring the Radio
Frequency (RF) energy exposure fromwireless phones and other wirelesshandsets with the participation andleadership of FDA scientists and engineers. The standard, “Recommended Practice forDetermining the Spatial-Peak SpecificAbsorption Rate (SAR) in the Human BodyDue to Wireless Communications Devices:Experimental Techniques”, sets forth thefirst consistent test methodology formeasuring the rate at which RF isdeposited in the heads of wireless phoneusers. The test method uses a tissue-simulating model of the human head.Standardized SAR test methodology isexpected to greatly improve theconsistency of measurements made atdifferent laboratories on the same phone.SAR is the measurement of the amount ofenergy absorbed in tissue, either by thewhole body or a small part of the body. It ismeasured in watts/kg (or milliwatts/g) ofmatter. This measurement is used todetermine whether a wireless phonecomplies with safety guidelines.
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 59
60
9. What steps can I take to reduce myexposure to Radio Frequency energy frommy wireless phone?
If there is a risk from these products —and at this point we do not know that thereis — it is probably very small. But if you areconcerned about avoiding even potentialrisks, you can take a few simple steps tominimize your exposure to RadioFrequency (RF) energy. Since time is a keyfactor in how much exposure a personreceives, reducing the amount of timespent using a wireless phone will reduceRF exposure. If you must conduct extendedconversations by wireless phone everyday, you could place more distancebetween your body and the source of theRF, since the exposure level drops offdramatically with distance. For example, you could use a headset and carry thewireless phone away from your body oruse a wireless phone connected to aremote antenna. Again, the scientific datado not demonstrate that wireless phonesare harmful. But if you are concerned
about the RF exposure from theseproducts, you can use measures like thosedescribed above to reduce your RFexposure from wireless phone use.
10. What about children using wirelessphones?
The scientific evidence does not show adanger to users of wireless phones, including children and teenagers. If youwant to take steps to lower exposure toRadio Frequency (RF) energy, themeasures described above would apply tochildren and teenagers using wirelessphones. Reducing the time of wirelessphone use and increasing the distancebetween the user and the RF source willreduce RF exposure. Some groups sponsored by other nationalgovernments have advised that children bediscouraged from using wireless phones atall. For example, the government in theUnited Kingdom distributed leafletscontaining such a recommendation inDecember 2000. They noted that noevidence exists that using a wireless
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 60
61
phone causes brain tumors or other illeffects. Their recommendation to limitwireless phone use by children was strictlyprecautionary; it was not based onscientific evidence that any health hazardexists.
11. What about wireless phoneinterference with medical equipment?
Radio Frequency (RF) energy from wirelessphones can interact with some electronicdevices. For this reason, the FDA helpeddevelop a detailed test method to measureElectro Magnetic Interference (EMI) ofimplanted cardiac pacemakers anddefibrillators from wireless telephones. This test method is now part of a standardsponsored by the Association for theAdvancement of Medical Instrumentation(AAMI). The final draft, a joint effort by theFDA, medical device manufacturers, andmany other groups, was completed in late2000. This standard will allowmanufacturers to ensure that cardiacpacemakers and defibrillators are safefrom wireless phone EMI.
The FDA has tested hearing aids forinterference from handheld wirelessphones and helped develop a voluntarystandard sponsored by the Institute ofElectrical and Electronic Engineers (IEEE).This standard specifies test methods andperformance requirements for hearing aidsand wireless phones so that nointerference occurs when a person uses a“compatible” phone and a “compatible”hearing aid at the same time. This standardwas approved by the IEEE in 2000. The FDA continues to monitor the use ofwireless phones for possible interactionswith other medical devices. Should harmfulinterference be found to occur, the FDAwill conduct testing to assess theinterference and work to resolve theproblem.

10 Driver Safety TipsYour wireless phone gives you thepowerful ability to communicate by voicealmost anywhere, anytime. An importantresponsibility accompanies the benefits ofwireless phones, one that every user mustuphold. When operating a car, driving is your firstresponsibility. When using your wirelessphone behind the wheel of a car, practicegood common sense and remember thefollowing tips:1. Get to know your wireless phone and its
features such as speed dial and redial.Carefully read your instruction manualand learn to take advantage of valuablefeatures most phones offer, includingautomatic redial and memory. Also, work to memorize the phone keypad soyou can use the speed dial functionwithout taking your attention off theroad.
2. When available, use a hands-freedevice. A number of hands-freewireless phone accessories are readilyavailable today. Whether you choose aninstalled mounted device for yourwireless phone or a speaker phoneaccessory, take advantage of thesedevices if available to you.
3. Make sure you place your wirelessphone within easy reach and where youcan reach it without removing your eyesfrom the road. If you get an incomingcall at an inconvenient time, if possible, let your voicemail answer it for you.
4. Suspend conversations duringhazardous driving conditions orsituations. Let the person you are
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 62
63
speaking with know you are driving; ifnecessary, suspend the call in heavytraffic or hazardous weather conditions.Rain, sleet, snow, and ice can behazardous, but so is heavy traffic. As adriver, your first responsibility is to payattention to the road.
5. Don’t take notes or look up phonenumbers while driving. If you arereading an address book or businesscard, or writing a “to-do” list whiledriving a car, you are not watchingwhere you are going. It is commonsense. Do not get caught in adangerous situation because you arereading or writing and not payingattention to the road or nearby vehicles.
6. Dial sensibly and assess the traffic; ifpossible, place calls when you are notmoving or before pulling into traffic. Tryto plan your calls before you begin yourtrip or attempt to coincide your callswith times you may be stopped at a stopsign, red light, or otherwise stationary. But if you need to dial while driving, follow this simple tip -- dial only a few
numbers, check the road and yourmirrors, then continue.
7. Do not engage in stressful or emotionalconversations that may be distracting.Stressful or emotional conversationsand driving do not mix; they aredistracting and even dangerous whenyou are behind the wheel of a car.Make people you are talking withaware you are driving and if necessary, suspend conversations which have thepotential to divert your attention fromthe road.
8. Use your wireless phone to call for help.Your wireless phone is one of thegreatest tools you can own to protectyourself and your family in dangeroussituations -- with your phone at yourside, help is only three numbers away.Dial 100 for Police, 101 for GendarmerieRoyale or 102 for Ambulance, Pompiers.Remember, it’s a free call on yourwireless phone!
9. Use your wireless phone to help othersin emergencies. Your wireless phoneprovides you a perfect opportunity to be
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 63
64
a “Good Samaritan” in your community. If you see an auto accident, crime inprogress or other serious emergencywhere lives are in danger, call 100 forPolice, 101 for Gendarmerie Royale or102 for Ambulance, Pompiers, as youwould want others to do for you.
10. Call roadside assistance or a specialwireless non-emergency assistancenumber when necessary. Certainsituations you encounter while drivingmay require attention, but are noturgent enough to merit a call foremergency services. But you can stilluse your wireless phone to lend a hand.If you see a broken-down vehicleposing no serious hazard, a brokentraffic signal, a minor traffic accidentwhere no one appears injured or avehicle you know to be stolen, callroadside assistance or other specialnon-emergency wireless number.
The above tips are meant as generalguidelines. Before deciding to use yourmobile device while operating a vehicle, itis recommended that you consult your
applicable jurisdiction’s local laws or otherregulations regarding such use. Such lawsor other regulations may prohibit orotherwise restrict the manner in which adriver may use his or her phone whileoperating a vehicle.
Consumer Information on SAR(Specific Absorption Rate)
This Model Phone Meets theGovernment’s Requirements for Exposureto Radio Waves. The SAR limit stated in theICNIRP guidelines is 2.0 watts/kilogram(W/kg) averaged over 10 grams of tissue. And the highest SAR value for this devicewhen tested at the ear was 0.558W/Kg andwhen tested at the body was 0.279W/Kgfrom the test result of FCC(FederalCommunications Commission) in USA.In view of the above results of test, mobileModel No. LG6300 is in full compliance withbasic restrictions for limiting exposure toEMF as per ICNIRP guidelines.Your wireless phone is a radio transmitterand receiver. It is designed and

manufactured not to exceed the emissionlimits for exposure to radiofrequency (RF)energy set by the Federal CommunicationsCommission (FCC) of the U.S. Government. These FCC exposure limits are derived fromthe recommendations of two expertorganizations, the National Counsel onRadiation Protection and Measurement(NCRP) and the Institute of Electrical andElectronics Engineers (IEEE). In both cases, the recommendations were developed byscientific and engineering experts drawnfrom industry, government, and academiaafter extensive reviews of the scientificliterature related to the biological effects ofRF energy. The exposure Limit for wireless mobilephones employs a unit of measurementknown as the Specific Absorption Rate, orSAR. The SAR is a measure of the rate ofabsorption of RF energy by the human bodyexpressed in units of watts per kilogram(W/kg). The FCC requires wireless phonesto comply with a safety limit of 1.6 wattsper kilogram (1.6 W/kg). The FCC exposurelimit incorporates a substantial margin of
safety to give additional protection to thepublic and to account for any variations inmeasurements. Tests for SAR are conducted usingstandard operating positions specified bythe FCC with the phone transmitting at itshighest certified power level in all testedfrequency bands. Although SAR isdetermined at the highest certified powerlevel, the actual SAR level of the phonewhile operating can be well below themaximum value. Because the phone isdesigned to operate at multiple powerlevels to use only the power required toreach the network, in general, the closeryou are to a wireless base station antenna, the lower the power output. Before a phone model is available for saleto the public, it must be tested and certifiedto the FCC that it does not exceed the limitestablished by the government-adoptedrequirement for safe exposure. The testsare performed in positions and locations(e.g., at the ear and worn on the body) asrequired by the FCC for each model. This device was tested for typical body-

worn operations with the back of thephone kept 0.79 inches (2.0 cm) betweenthe user’s body and the back of the phone. To comply with FCC RF exposurerequirements, a minimum separationdistance of 0.79 inches (2.0 cm) must bemaintained between the user s body andthe back of the phone. Third-party belt-clips, holsters, and similar accessoriescontaining metallic components should notbe used. Body-worn accessories thatcannot maintain 0.79 inches (2.0 cm)separation distance between the user'sbody and the back of the phone, and havenot been tested for typical body-wornoperations may not comply with FCC RFexposure limits and should be avoided. The FCC has granted an EquipmentAuthorization for this model phone with allreported SAR levels evaluated as incompliance with the FCC RF emissionguidelines. SAR information on this model phone is onfile with the FCC and can be found underthe Display Grant section ofhttp://www.fcc.gov/oet/fccid after
searching on FCC ID.To find information that pertains to aparticular model phone, this site uses thephone FCC ID number which is usuallyprinted somewhere on the case of thephone. Sometimes it may be necessary toremove the battery pack to find thenumber. Once you have the FCC ID numberfor a particular phone, follow theinstructions on the website and it shouldprovide values for typical or maximum SARfor a particular phone.Additional information on SpecificAbsorption Rates (SAR) can be found onthe Cellular Telecommunications IndustryAssociation (CTIA) website athttp://www.ctia.org/*In the United States and Canada, the SARlimit for mobile phones used by the publicis 1.6 watts/kg (W/kg) averaged over onegram of tissue. FCC Hearing-Aid Compatibility(HAC) Regulations for WirelessDevices On July 10, 2003, the U.S. FederalCommunications Commission (FCC) Reportand Order in WT Docket 01-309 modifiedthe exception of wireless phones under theHearing Aid Compatibility Act of 1988 (HACAct) to require digital wireless phones becompatible with hearing-aids. The intent ofthe HAC Act is to ensure reasonableaccess to telecommunications services forpersons with hearing disabilities. While some wireless phones are used nearsome hearing devices (hearing aids andcochlear implants), users may detect abuzzing, humming, or whining noise. Somehearing devices are more immune thanothers to this interference noise, andphones also vary in the amount ofinterference they generate. The wireless telephone industry hasdeveloped a rating system for wirelessphones, to assist hearing device users findphones that may be compatible with their
hearing devices. Not all phones have beenrated. Phones that are rated have therating on their box or a label located on thebox. The ratings are not guarantees. Results willvary depending on the user’s hearingdevice and hearing loss. If your hearingdevice happens to be vulnerable tointerference, you may not be able to use arated phone successfully. Trying out thephone with your hearing device is the bestway to evaluate it for your personal needs.M-Ratings: Phones rated M3 or M4 meetFCC requirements and are likely togenerate less interference to hearingdevices than phones that are not labeled.M4 is the better/higher of the two ratings.T-Ratings: Phones rated T3 or T4 meet FCCrequirements and are likely to generateless interference to hearing devices thanphones that are not labeled. T4 is thebetter/higher of the two ratings.Hearing devices may also be rated. Yourhearing device manufacturer or hearinghealth professional may help you find thisrating. Higher ratings mean that the
LG6300_Eng(1.0)_0921 9/21/09 2:04 PM Page 67
68
hearing device is relatively immune tointerference noise. The hearing aid andwireless phone rating values are thenadded together. A sum of 5 is consideredacceptable for normal use. A sum of 6 isconsidered for best use.
In the above example, if a hearing aidmeets the M2 level rating and the wirelessphone meets the M3 level rating, the sumof the two values equal M5. This issynonymous for T ratings. This shouldprovide the hearing aid user with “normalusage” while using their hearing aid with
the particular wireless phone. “Normalusage” in this context is defined as a signalquality that is acceptable for normaloperation. The M mark is intended to be synonymouswith the U mark. The T mark is intended tobe synonymous with the UT mark. The Mand T marks are recommended by theAlliance for Telecommunications IndustriesSolutions (ATIS). The U and UT marks arereferenced in Section 20.19 of the FCCRules. The HAC rating and measurementprocedure are described in the AmericanNational Standards Institute (ANSI) C63.19standard.To ensure that the Hearing AidCompatibility rating for your phone ismaintained, secondary transmitters suchas Bluetooth and WLAN components mustbe disabled during a call. See Page 31 forinstructions to disable these components.
